There is no doubt that we must be diligent in protecting our citizens from another terrorist attack. But the threat of terrorism should not be used as an excuse for the government to intrude on our most cherished constitutional and civil rights. One of the most troubling aspects of the Patriot Act is the expansion of police monitoring and investigation of our libraries and booksellers. The legislation also enables the Federal Bureau of Investigation to require libraries to turn over library circulation records, patron registration information, and Internet use records. Many librarians fear that their patrons have already begun to self-censor their library use due to fear of government surveillance.

This article reports that Glenna Nowell, director of the Gardiner Public Library in Maine, has issued her fourth annual celebrities reading last month in May 1991 to help celebrate National Library Week in the U.S. Included were favorites from personalities as diverse as Whoopi Goldberg and South African Anglican Archbishop Desmond Tutu. Among surprising favorites were Robert Ludlum's choice of Kenneth Roberts' Northwest Passage and Gene Tierney's picking of Willa Cather's My Antonia. Associated Press picked up the story in May 1991, and People magazine is scheduled to interview Nowell as well. Responses came from all over the country, according to Nowell, including a psychologist, a high school girl, and enterprising librarian David Bryant, who posted an enlargement of the news clipping above a display of recommended books. Though she has 22 celebrities on the 1991 list, she regrets that athletes have never answered her appeal until this year. Golfer Jack Nicklaus named Wilbur Smith's A Time to Die his top choice. Nowell won national attention twice previously in 1987, when she received a Hugh Hefner First Amendment Award and for directing the first library in New England to prosecute a patron for overdues.

Sandy Nyberg, field service officer for the Preservation Office of SOLINET, stated that breaking new books is not an officially recommended or necessary procedure. Nyberg noted that it can sometimes be damaging to a book and would, therefore, not be cost-effective. Cumberland County Public Library and Information Center uses centralized book selection. Two individuals perform the bulk of the book selection for the entire system, which has a book budget of $550,000.
