Reprints of articles about meteorology research published in 2007 issues of "Weather and Forecasting", "Journal of Climate," and "Journal of Atmospheric and Oceanic Technology" are presented. They are "Performance Assessment of the World Wide Lightning Location Network (WWLLN), Using the Los Alamos Sferic Array (LASA) as Ground Truth", "How Well Do We Understand and Evaluate Climate Change Feedback Processes?," and "Developing Tools for Nowcasting Storm Severity".

In recent years, various early warning signals of critical transition have been presented, such as autocorrelation at lag 1 [AR(1)], variance, the propagator based on detrended fluctuation analysis (DFA-propagator), and so on. Many studies have shown that the climate system has the characteristics of long-term memory (LTM). Will the LTM characteristics of the climate system change as it approaches possible critical transition points? In view of this, the present paper first studies whether the LTM of several folding (folded bifurcation) models changes consistently as they approach their critical points slowly by the rescaled range (R/S) analysis. The results of numerical experiments show that when the control parameters of the folding model are close to its critical threshold, the Hurst exponent H exhibits an almost monotonic increase (significance level α = 0.05). We compare the performance of R/S with the existing indicators, including AR(1), variance, and DFA-propagator, and find that R/S is a perfectly valid alternative. When there is no extra false noise, AR(1) and variance have good early warning effects. After the addition of extra Gaussian white noise of different intensities, the values of AR(1) and variance change significantly. As a result, the DFA-propagator based on AR(1) calibration also changed significantly. Compared with the other three indicators, the early warning effect of H has stronger ability to resist the interference of external false signals. To further verify the validity of increasing H, paleoclimate reconstruction of Cariaco Basin sediment core grayscale record with long trends filtered out is studied by R/S analysis. The other three early warning signals are calculated in the same way. The data contain a well-known abrupt climate change: the transition between the Younger Dryas (YD) and the Holocene. We find that approximately 300 years before this abrupt climate change occurred, before 11.7 kyr BP, the LTM exponents for Cariaco Basin deglacial grayscale data present an obvious increasing trend at a significant level of α = 0.05. Meanwhile, the variation trend of H and DFA-propagator is basically similar. This shows that increasing H by R/S analysis is an effective early warning signal, which indicates that a dynamic system is approaching its possible critical transition points; H is a completely valid alternative signal for AR(1) and DFA-propagator. The main conclusion of this paper is based on numerical experiments. The article offers information on several studies related to meteorology. One of the studies focuses on the use and performance of Weather Research and Forecting (WRF) as a regional climate model. The other study states that with the decrease in environmental temperature the ability of tropical cyclones to shed angular momentum from the core is also increased. Another study suggests a strong link between the regional heat waves observed in 2006 and the global climate change.

Does a warming world, where extremely hot summers are becoming more common, mean that cold summers will never again occur? It is crucial to know whether extremely cold summers are still possible, as such knowledge will significantly impact decisions regarding the further adaptation of crops to cold summers. Japan, which has suffered from many extremely cold summers, has managed past agricultural disruptions with emergency rice imports. In this paper, we show that a climate regime shift associated with the positive phase shift of the summer Arctic Oscillation occurred in 2010 in northeast Eurasia, making the occurrence of extremely cold summers highly unlikely as long as this new regime persists. In fact, Japan has not experienced a cold summer since 2010, while extremely hot summers have been frequent. Since 2010, a double-jet structure with subtropical and polar jets has strengthened, and the polar jet has meandered farther north of Japan, resulting in an upper-tropospheric anticyclone. This anticyclone, which extends downward and tilts southward, reaches southern Japan and prevents cold advection of oceanic air over the cold Oyashio. The Okhotsk high, known as the leading cause of cold summers, has occurred frequently in recent years; however, cold summers have not occurred due to the tilting anticyclone. The recent warming of the Oyashio weakens cold advection. The Pacific–Japan pattern, known as a remote tropical influence, has been weakened. A better understanding of the regime shift will help us understand the tilting anticyclone and the associated extreme summers in northeast Eurasia. Significance Statement: Extremely cold summers are among the most destructive natural disasters, both socioeconomically and agriculturally. Historically, food shortages due to cold summers have triggered wars. This paper proposes that a hemispheric-scale climate regime shift occurred in or around 2010. This regime shift has included warmings in the North Pacific and East Eurasian land surface temperatures. The regime shift is accompanied by the positive shift of the Arctic Oscillation (AO), a jet meander, and an upper-tropospheric anticyclone, making eastern Eurasia extremely hot. Our results imply that extremely cold summers are unlikely to occur in eastern Eurasia so long as this regime persists. Climate change has forced the world into a state of emergency, but the urgency can also become an opportunity to strengthen the focus on sustainable development and reduce social vulnerability. For developing economies, the first and foremost challenge regarding climate change is to address the knowledge gap on sustainable development and vulnerability. Besides this, evidence-based inputs are needed for the policies and programs that intend to enhance the adaptive capacity and social capital from the gender perspective in comparatively more disaster-prone districts of the country. The environmental impact in terms of socioeconomic conditions specifically pertaining to rural areas of Pakistan cannot be ignored. Natural events such as floods and droughts have raised the question of the social and socioeconomic vulnerability of the rural communities. This paper is an attempt toward understanding that everyone who is affected will be impacted differently by climate change both within the same gender and between different genders, including gender minorities. In addition, an attempt is made to identify the drivers of gender-disaggregated social vulnerability in selected disaster-prone rural communities of the district of Dadu, Sindh Province, Pakistan. Both quantitative and qualitative techniques are employed to examine the differences in gender perception on climate change, experiences related to climate change, disasters, and impacts on their lives. Women and households headed by them are found to be relatively more vulnerable due to their socioeconomic and social status in the rural areas of Pakistan. The paper gives policy directives that not only address the measures for reduction in climate change impacts but also suggest the development of effective disaster management programs, policies, and strategies. Food security is a key pillar of environmental security yet remains one of the world's greatest challenges. Its obverse, food insecurity, negatively impacts health and well-being, drives mass migration, and undermines national security and global sustainable development. Ensuring food security is a delicate balance of myriad concerns within the atmospheric and Earth sciences, agronomy and agriculture engineering, social sciences, economics, monitoring, and policymaking. A Food Security Presidential Session at the American Meteorological Society's (AMS) 2022 Annual Meeting brought together experts across disciplines to tackle issues at the nexus of weather, climate, and food security. The starkest takeaway was the realization that, despite its importance and clear roles for the atmospheric and climate sciences, food security has not been a focus for the AMS community. The aim of this paper is to build on the perspectives shared by this expert panel and to identify overlapping issues and key points of intersection between the food-security community and AMS. We examine 1) the interactions between weather, climate, and the food system and how they influence food security; 2) the time and spatial scales of food security decision support that match weather and climate phenomena; 3) the role of both providers and users of information as well as decision-makers in improving research to operations for food security; and 4) the opportunities for the AMS community to address food security. We conclude that, moving forward, the AMS community is well-positioned to scale up its engagement across the global food system to address existing scientific needs and technology gaps to improve global food security. SIGNIFICANCE STATEMENT: We examine how members of the AMS community can help ensure global food security, whether they are engaged in the physical and social sciences or the realms of policy and society. Inspired by the messages of panelists at a Presidential Forum on Food Security at the 2022 AMS Annual Meeting, we gather their perspectives and those of experts working in the various relevant fields and find that there are roles for everyone across the AMS—from providing forecasts of the hydrometeorological variables used in food security outlooks to converting data to knowledge and engaging with stakeholders and decision-makers. The article presents a research study of the Galápagos Island and its effect on the El Nião-Southern Oscillation (ENSO). ENSO is considered as one of the climate oscillations on Earth. The researchers used an ocean general circulating model and a hybrid coupled model of the tropical Pacific Ocean to examine the effects of the Galápagos Island on ENSO. Results such as the shift lead by the island in the ENSO period from biennial to quasi-quadrinneal are presented. Also, further studies in relation to the subject are encouraged.

In recent decades, changes in precipitation, temperature, and air circulation patterns have led to increases in the occurrences of extreme weather events. These events can have devastating effects on communities causing destruction to property and croplands, as well as negative impacts on public health. As changes in the climate are projected to continue throughout the remainder of the twenty-first century, the ability for a community to plan for extreme weather events is essential to its survival. In this paper, we introduce a new index for examining the potential impacts of climate extremes on community resilience throughout the conterminous United States at the county level. We use an established disaster resilience index (baseline resilience indicators for communities) together with a revised version of the U.S. climate extremes index to create a combined measure of climate resilience-the climate extremes resilience index (CERI). To demonstrate the index, we test it on the 2021 Pacific Northwest heat wave, a 1000-yr weather event made 150 times as likely by climate change. To promote the use of the index, we also introduce a Google Earth Engine web app to calculate and map the CERI for the CONUS. By developing a web application for calculating the CERI, we expand the use of climate-resilience indices beyond theoretical applications. We anticipate that this tool and the CERI could be useful for policy makers to plan for climate-related disasters, as well as help the public with understanding and visualizing the impacts of extreme climatic events. Domestic climate migration is likely to increase in the future, but we know little about public perceptions and attitudes about climate migrants and migration. Understanding how perceptions and attitudes are formed is a critical task in assessing public support for assistance policies and developing effective messaging campaigns. In this paper, we aim to better understand how the U.S. public perceives domestic climate migrants. We use novel survey data to identify the relationship between climate change risk perceptions and awareness of "climate migrants," belief that domestic climate migration is currently happening in the United States, perceived voluntariness of domestic climate migrant relocation, and support for the development of assistance programs for domestic climate migrants. We utilize a large, nationally representative panel of U.S. adults (N = 4074) collected over three waves in 2022. We find that climate change risk perceptions and perceptions of whether migration is voluntary are key drivers of perceptions and attitudes toward domestic climate migrants. We provide key suggestions to policy makers and decision-makers to improve outcomes for host and migrant communities. [ABSTRACT FROM AUTHOR]

Harmful algae and cyanobacteria blooms are increasing in frequency and intensity in freshwater systems due to anthropogenic impacts such as nutrient loading in watersheds and engineered alterations of natural waterways. There are multiple physical factors that affect the conditions in a freshwater system that contribute to optimal habitats for harmful algae and toxin-producing cyanobacteria. A growing body of research shows that climate change stressors also are impacting water-body conditions that favor harmful algae and cyanobacteria species over other phytoplankton. The overgrowth of these organisms, or a "bloom," increases the opportunity for exposure to toxins by humans, companion animals, livestock, and wildlife. As waters warm and precipitation patterns change over time, exposure to these blooms is projected to increase. Hence, it is important that states and tribes develop monitoring and reporting strategies as well as align governmental policies to protect their citizens and ecosystems within their jurisdiction. Currently, the policies and approaches taken to monitor and report on harmful algae and cyanobacteria blooms vary widely among states, and it is undetermined if any tribes have specific policies on harmful algae blooms. This paper synthesizes research on algal blooms in inland freshwater systems of the United States. This review examines how climate change contributes to trends in bloom frequency or severity and outlines approaches that states and tribes may use to monitor, report, and respond to harmful algae and cyanobacteria blooms. Significance Statement: Inland bodies of freshwater supply drinking water for humans and animals, water for irrigating crops, habitats for aquatic species, places of cultural significance for Indigenous peoples, and other important functions. Many of these bodies of water have been polluted with runoff from industry, including agriculture, and already support harmful algal blooms during warm conditions. Hot extremes associated with climate change are expected to increase the occurrence and duration of harmful algal blooms, and in some places, initiate blooms where none have been recorded previously. These toxic blooms are harmful to people, companion animals, livestock, and wildlife. It is important to review the interconnections among biological, climate, and water systems to monitor blooms and alert the public about their toxin production. [ABSTRACT FROM AUTHOR]

The climate system responds to changes in the amount of atmospheric greenhouse gases or aerosols through rapid processes, triggered within hours and days, and through slower processes, where the full response may only be seen after centuries. In this paper, we aim to elucidate the mechanisms operating on time scales of hours to years to better understand the response of key climate quantities such as energy fluxes, temperature, and precipitation after a sudden increase in either carbon dioxide (CO2), black carbon (BC), or sulfate (SO4) aerosols. The results are based on idealized simulations from six global climate models. We find that the effect of changing ocean temperatures kicks in after a couple of months. Rapid precipitation reductions start occurring instantly and are established after just a few days. For BC, they constitute most of the equilibrium response. For CO2 and SO4, the magnitude of the precipitation response gradually increases as surface warming/cooling evolves, and for CO2, the sign of the response changes from negative to positive after 2 years. Rapid cloud adjustments are typically established within the first 24 h, and while the magnitude of cloud feedbacks for CO2 and SO4 increases over time, the geographical pattern of the equilibrium cloud change is present already after the first year. While there are model differences, our work underscores the overall similarity of the major time-varying processes and responses simulated by current global models and hence the robustness of key features of simulated responses to historical and future anthropogenic forcing. Significance Statement: How does the climate system respond to a change in the amount of atmospheric greenhouse gases or aerosols? Some processes are rapid, responding within hours and days. Others are slow, and the full response to a forcing of the climate may only be seen after centuries. In this paper, we use six global climate models to investigate the time scales of climate responses to carbon dioxide, black carbon, and sulfate, focusing on key climate quantities, such as temperature, precipitation, and clouds. This paper examines the trends in hot summer days for the Pacific Northwest in observations and a regional climate model ensemble. Hot days are identified by the temperature threshold for several percentile values computed over 10-yr intervals (85th, 90th, and 95th percentiles and absolute maximum) to differentiate heat events of different intensities and are compared to the median temperature (50th percentile). For the stations analyzed, the observed rate of warming during hot days is not statistically different from the warming rate of median days since the 1950s. However, for projections to 2100, hot days show a statistically significant increase in the warming rate of the hottest days compared to the warming rate for median days. Depending on location, the 95th-percentile daily maximum temperature shows a warming rate of up to 0.2°C decade−1 above the median warming rate. The divergence in the trends of median and extreme temperature shows substantial regional variation depending on local terrain and coastlines. The warming trend during hot days is related to the unique circulation patterns during heat events, which respond to different feedbacks and amplifying effects in the land–atmosphere system from those that prevail during typical days. The regional climate model simulations are taken from an ensemble of the Weather Research and Forecasting (WRF) Model simulations forced by 12 global climate model simulations from phase 5 of the Climate Model Intercomparison Project (CMIP5) using the RCP8.5 emissions scenario and 12-km grid spacing. Significance Statement: The heatwave of June 2021 had substantial societal and ecological impacts, illustrating vulnerability to record-shattering events. This paper addresses whether climate change can cause heat events in the Pacific Northwest to warm at a more rapid rate than typical days. Based on observations, in the recent past, the hottest days warmed at about the same rate as typical days in the recent past. However, results from a high-resolution climate model show a higher rate of warming during the warmest days relative to median days under the most aggressive future emissions scenario. This effect could cause heatwaves to become more intense relative to typical days by 2100, making adaptation to extreme events more difficult. [ABSTRACT FROM AUTHOR]

In this paper, we study the role of climate change as a financial risk for foreign investors. Multinational enterprises seek to internationalize where financial risk is at the minimum level, including the climate change risk on profitability and productivity. Thereby, we conducted an empirical analysis of the effect of climate change on inward foreign direct investment (FDI) net inflows using data from 200 countries and times series from 1970 to 2020 and employing two categories of climate change indicators: Climatology and climate-related natural hazards. Using the estimation methods of fully modified ordinary least squares and robust weighted least squares, we concluded that the rise of climatology indicators (mean annual temperature and precipitations) negatively impacts inward FDI. Second, we conclude that most climate-related natural hazards (coastal/rural/urban floods, landslides, and cyclones) deter FDI while extreme heat and wildfires show no significant effect. In addition, the results show that the negative impact of climate change is more severe when the host economy depends on agricultural activities and there is no significant investment in research and development as compared with countries that depend on service and manufacturing activities and are more innovative and invest in technology infrastructure. Furthermore, we conclude that poorer host countries experience more severe effects of climate change on FDI than rich countries in terms of GDP per capita. Significance Statement: The purpose of the paper is to investigate the effect of climate change on inflows of cross-border capital in 200 countries. In other words, we see if rising temperature and natural hazards related to climate change affect the decision of firms to invest in a given country. The results show that global warming and unstable meteorological indicators deter firms from investing abroad. Equally, natural hazards linked to climate change (coastal/rural/urban floods, landslides, and cyclones) constitute an investment risk. The finding suggests that the deterring effects of climate change are less severe when a given country depends less on agriculture and more on industrial sectors and when that country is more developed and technologically advanced. The article reports on the climate impacts of anthropogenic carbon dioxide emissions. In its Fourth Assessment Report, the Intergovernmental Panel on Climate Change (IPCC) suggests that about 50 percent of a carbon dioxide increase will be removed from the atmosphere within 30 years. It is reported that the logarithmic relationship between carbon dioxide and its radiative forcing implies that the time scale at which atmospheric temperature declines will be longer.

Wildfire risk is greatest during high winds after sustained periods of dry and hot conditions. This paper is a statistical extreme-event risk attribution study that aims to answer whether extreme wildfire seasons are more likely now than under past climate. This requires modeling temporal dependence at extreme levels. We propose the use of transformed-linear time series models, which are constructed similarly to traditional autoregressive–moving-average (ARMA) models while having a dependence structure that is tied to a widely used framework for extremes (regular variation). We fit the models to the extreme values of the seasonally adjusted fire weather index (FWI) time series to capture the dependence in the upper tail for past and present climate. We simulate 10 000 fire seasons from each fitted model and compare the proportion of simulated high-risk fire seasons to quantify the increase in risk. Our method suggests that the risk of experiencing an extreme wildfire season in Grand Lake, Colorado, under current climate has increased dramatically relative to the risk under the climate of the mid-twentieth century. Our method also finds some evidence of increased risk of extreme wildfire seasons in Quincy, California, but large uncertainties do not allow us to reject a null hypothesis of no change. Instrumental data from the pre–Industrial Revolution period are important to -understand climate change. In this paper, the observations made by the French missionary J. Amiot in present-day central Beijing during 1757–62 were processed and analyzed. The observations represent the earliest continuous dataset of meteorological records found in China that have been digitized recently. Comparisons between the Amiot annual temperature range and extreme values with modern observations showed that the observations were read at approximately 0800 and 1500 local solar time (LST) in a well-ventilated outdoor site. The daily maximum, minimum, and mean temperatures (T-max, T-min, and T-mean, respectively) during 1757–62 were determined by examining the relationship between temperature at 0800 and 1500 LST and T-max, T-min, and T-mean in modern reference series. Nearly 260 years ago, Beijing's climate was typical of an inland temperate monsoon zone with annual T-mean, annual mean T-max, and annual mean T-min being 11.5°, 17.8°, and 6.1°C, respectively; further, the temperatures did not vary considerably from the 1951–1980 temperatures, but differed evidently compared to relatively recent decades (1981–2020). The difference was larger than the magnitudes of global and regional temperature changes. Thus, climate warming since the pre–Industrial Revolution period in the urban areas of Beijing has dominantly occurred over the last four decades. Climate change increases the probability and intensity of disaster and brings adverse impacts on social and economic activities. This paper presents the impact of climate risk on the cost of equity capital (COE) and sheds light on the influence mechanisms and moderating factors between climate disaster shocks and the COE in a developing country. We first explain how climate risk represented by drought impacts the COE theoretically. Using the sample data listed in A-share market from 2004 to 2019, we find that drought leads to the rise of the COE due to the deterioration of information environment and the rise of business risk. Specifically, the influence mechanism is tested, and the results show that 1) drought increases firms' real earnings management 2) and drought has a negative impact on the firms' return on asset (ROA). Namely, the influence mechanism of drought on the COE is that drought changes the firms' information environment and business activities. Further analysis shows that the impact of drought on the COE is different in a heterogeneous firm. The drought has a significant impact on the COE in firms with low-ability managers, state-owned enterprises, and politically connected firms, but the impact is not significant in firms with high-ability managers, non-state-owned enterprises, and nonpolitically connected firms. Climate change is expected to impact individuals' recreation choices, as changing temperatures and precipitation patterns influence participation in outdoor recreation and alternative activities. This paper empirically investigates the relationship between weather and outdoor recreation using nationally representative data from the contiguous United States. We find that across most outdoor recreation activities, participation is lowest on the coldest days [<35°F (1.7°C)] and highest at moderately high temperatures [80°–90°F (27°–32°C)]. Notable exceptions to this trend include water sports and snow and ice sports, for which participation peaks at the highest and lowest temperatures, respectively. If individuals continue to respond to temperature changes the same way that they have in the recent past, in a future climate that has fewer cool days and more moderate and hot days, our model anticipates net participation across all outdoor recreation activities will increase by 88 million trips annually at 1°C of warming (CONUS) and by up to 401 million trips at 6°C of warming, valued between $3.2 and $15.6 billion in consumer surplus annually (2010 population). The increase in trips is driven by participation in water sports; excluding water sports from future projections decreases the consumer surplus gains by approximately 75% across all modeled degrees of warming. If individuals in northern regions respond to temperature like people in southern regions currently do (a proxy for adaptation), total outdoor recreation trips will increase by an additional 17% in comparison with no adaptation at 6°C of warming. This benefit is generally not seen at lower degrees of warming. Significance Statement: We extend the extant literature in four key ways. First, we probe how impacts vary by region of the United States, revealing disparate impacts across geographies. Second, we analyze substitution patterns between alternative activity categories, which sheds light on the broader implications beyond participation in outdoor recreation. Third, we add depth to the future projection of climate impacts by considering how our projections might change under empirically informed scenarios of adaptation and acclimatization. A review of many studies published since the late 1920s reveals that the main driving mechanisms responsible for the early-twentieth-century Arctic warming (ETCAW) are not fully recognized. The main obstacle seems to be our limited knowledge about the climate of this period and some forcings. A deeper knowledge based on greater spatial and temporal resolution data is needed. The article provides new (or improved) knowledge about surface air temperature (SAT) conditions (including their extreme states) in the Arctic during the ETCAW. Daily and subdaily data have been used (mean daily air temperature, maximum and minimum daily temperature, and diurnal temperature range). These were taken from 10 individual years (selected from the period 1934–50) for six meteorological stations representing parts of five Arctic climatic regions. Standard SAT characteristics were analyzed (monthly, seasonal, and yearly means), as were rarely investigated aspects of SAT characteristics (e.g., number of characteristic days, day-to-day temperature variability, and the onset, end, and duration of thermal seasons). The results were compared with analogical calculations done for data taken from the contemporary Arctic warming (CAW) period (2007–16). The Arctic experienced warming between the ETCAW and the CAW. The magnitude of warming was greatest in the Pacific (2.7°C) and Canadian Arctic (1.9°C) regions. A shortening of winter and lengthening of summer were noted. Furthermore, the climate was also a little more continental (except the Russian Arctic) and less stable (greater day-to-day variability and diurnal temperature range) during the ETCAW than during the CAW. Significance Statement: It is well established that human activity (particularly increased greenhouse gas emissions) is the primary driving mechanism of the recent dramatic warming in the Arctic. However, the causes of a similar warming here in the first half of the twentieth century remain uncertain. The limited knowledge about the climate of that period—which mainly results from the low resolution of data—is a significant obstacle to a definitive determination of the forcing mechanisms. Therefore, the main aim of our paper is to improve our understanding of specific aspects of weather and climate (including extremes) using long-term series of daily and subdaily data that have rarely been applied for this purpose. This new, more comprehensive knowledge about the historical Arctic climate should allow the scientific community (particularly climate modelers) to better validate both climate models and reanalysis products and, consequently, to more precisely identify the causes of the early-twentieth-century Arctic warming. The ability to predict heavy rain and floods in Africa is urgently needed to reduce the socioeconomic costs of these events and increase resilience as climate changes. Numerical weather prediction in this region is challenging, and attention is being drawn to observationally based methods of providing short-term nowcasts (up to ∼6-h lead time). In this paper a freely available nowcasting package, pySTEPS, is used to assess the potential to provide nowcasts of satellite-derived convective rain rate for West Africa. By analyzing a large number of nowcasts, we demonstrate that a simple approach of "optical flow" can have useful skill at 2-h lead time on a 10-km scale and 4-h lead time at larger scales (200 km). A diurnal variation in nowcast skill is observed, with the worst-performing nowcasts being those that are initialized at 1500 UTC. Comparison with existing nowcasts is presented. Such nowcasts, if implemented operationally, would be expected to have significant benefits. Significance Statement: A freely available, easy-to-use nowcasting package has been applied to satellite-retrieved rainfall rates for West Africa, and extrapolations have useful skill at up to 4 h of lead time. In this paper we introduce an objective definition for the onset and the retreat of the northern Australian rainy season that overlaps significantly with the Australian monsoon season. We define onset and retreat dates of the northern Australian rainy season as being the first and the last day of the year when the daily rain rate exceeds and falls below the climatological annual mean rain rate, respectively. However, our definition of onset/demise is not as restrictive as the traditional monsoon season that seeks the arrival of the westerlies and the equatorward retreat of the trough at its onset and demise, respectively. As defined in this paper, the length of the rainy season is longer than the monsoon season and includes the pre- and post-monsoon rainfall. It is noted that an early or later onset date of the northern Australian rainy season is associated with a longer or shorter, wetter or drier, and colder or warmer season, respectively. Similar relationship is also observed with demise date variations, which are, however, weaker than the onset date variations. Furthermore, we find that the relationship of the northern Australian seasonal rainfall variations with ENSO variability becomes stronger when we account for variations in the length of the rainy season compared to the fixed (December-- February) monsoon season length. We also find a significant linear trend over the time period of the analysis from 1901 to 2015 toward an increasing length of the northern Australian rainy season that influences the corresponding rising trend of seasonal rainfall anomalies. This paper describes the downscaling of an ensemble of 12 general circulation models (GCMs) using the Weather Research and Forecasting (WRF) Model at 12-km grid spacing over the period 1970–2099, examining the mesoscale impacts of global warming as well as the uncertainties in its mesoscale expression. The RCP8.5 emissions scenario was used to drive both global and regional climate models. The regional climate modeling system reduced bias and improved realism for a historical period, in contrast to substantial errors for the GCM simulations driven by lack of resolution. The regional climate ensemble indicated several mesoscale responses to global warming that were not apparent in the global model simulations, such as enhanced continental interior warming during both winter and summer as well as increasing winter precipitation trends over the windward slopes of regional terrain, with declining trends to the lee of major barriers. During summer there is general drying, except to the east of the Cascades. The 1 April snowpack declines are large over the lower-to-middle slopes of regional terrain, with small snowpack increases over the lower elevations of the interior. Snow-albedo feedbacks are very different between GCM and RCM projections, with the GCMs producing large, unphysical areas of snowpack loss and enhanced warming. Daily average winds change little under global warming, but maximum easterly winds decline modestly, driven by a preferential sea level pressure decline over the continental interior. Although temperatures warm continuously over the domain after approximately 2010, with slight acceleration over time, occurrences of temperature extremes increase rapidly during the second half of the twenty-first century. Significance Statement: This paper provides a unique high-resolution view of projected climate change over the Pacific Northwest and does so using an ensemble of regional climate models, affording a look at the uncertainties in local impacts of global warming. ISCCP continues to quantify the global distribution and diurnal-to-interannual variations of cloud properties in a revised version. This paper summarizes assessments of the previous version, describes refinements of the analysis and enhanced features of the product design, discusses the few notable changes in the results, and illustrates the long-term variations of global mean cloud properties and differing high cloud changes associated with ENSO. The new product design includes a global, pixel-level product on a 0.1° grid, all other gridded products at 1.0°-equivalent equal area, separate satellite products with ancillary data for regional studies, more detailed, embedded quality information, and all gridded products in netCDF format. All the data products including all input data, expanded documentation, the processing code, and an operations guide are available online. Notable changes are 1) a lowered ice–liquid temperature threshold, 2) a treatment of the radiative effects of aerosols and surface temperature inversions, 3) refined specification of the assumed cloud microphysics, and 4) interpolation of the main daytime cloud information overnight. The changes very slightly increase the global monthly mean cloud amount with a little more high cloud and a little less middle and low cloud. Over the whole period, total cloud amount slowly decreases caused by decreases in cumulus/altocumulus; consequently, average cloud-top temperature and optical thickness have increased. The diurnal and seasonal cloud variations are very similar to earlier versions. Analysis of the whole record shows that high cloud variations, but not low clouds, exhibit different patterns in different ENSO events. Significance Statement: This paper reports on the evolution of the research goals and satellite cloud data products produced by ISCCP, a long-term international project, which is now fully operational. The growing length of record with 10-km and 3-h sampling makes possible studies of cloud variations from diurnal-to-weather scale (cloud process scale) to climate variation scale. In particular the length of record includes many examples of ENSO and is beginning to encompass the slower modes of ocean variation, allowing studies of the role of cloud feedbacks in coupling the atmosphere and ocean circulations. Through the years, several papers have criticized climate policy decision-making for being naïve with respect to how it views climate model outputs as objective facts and uses the outputs directly to program policies. From this and similar observations, many of the papers conclude that there is a need for shifting to a new approach on how climate policy makers may relate to climate change uncertainties. The article proposes such a shift by presenting a road map on how to address uncertainties in climate change adaptation. It consists of three major elements: first, to accept that in many cases we will not be able to reduce climate change uncertainties; second, to diversify the way in which we describe climate change uncertainties, moving from a one-dimensional technical perspective to a multidimensional perspective that applies uncertainties also to social and political processes and systems; and third, to change the way we address climate change uncertainties by moving from a predict-then-act to a reflect-then-act approach, implying that we must adapt to climate change even under high and varied forms of uncertainties. Embedded in this last point is to accept that, unlike for climate change mitigation, the precautionary principle will apply in many situations of climate change adaptation. In 2018, tourism was the fastest growing sector in the world, accounting for 10% of all jobs worldwide and 10.4% of the world's gross domestic product. Tourism is often cited as a strategy for future development at national, regional, and local levels. This paper takes a closer look at the Lofoten Islands in northern Norway, where the increase in nature-based tourism over the last two decades has occurred in parallel with the restructuring of the traditional fisheries. Nature-based tourism in rural regions relies heavily on a broad range of ecosystem services (ES). This paper will present how stakeholders in nature-based tourism assess the influence of climate change on ES crucial for their activities and for the destination and will outline and explain how the practitioners perceive their ability to withstand or adapt to these changes. With the aid of models depicting potential future climate scenarios, we initiated discussions with stakeholders and found that tourism actors have only to a minor degree sought to develop strategies to increase adaptive capacity and therefore resilience to climate change. Based on our findings, we discuss how the adaptive capacity of individual actors in nature-based tourism forms the basis for the system's resilience, and that a general resilience focus also forms the basis for transformational capacity, a capacity needed for future resilience. In light of our findings and analyses, we will conclude by reflecting on overarching systemic transformative tendencies in the wake of coronavirus disease 2019 (COVID-19) and obligations contained in the Paris Agreement on reducing global emissions. Projections of changes in tropical cyclone (TC) characteristics under climate change are of great interest to those affected by TCs. In a recent paper, Knutson et al. combined a large number of previous results to produce projections consisting of distributions of possible future TC frequencies, intensities, and rainfall rates. These distributions provide a great resource for users of TC information. However, to apply the distributions to impacts models may require the user to solve a number of technical challenges including modeling correlations, fitting distributions, interpolation, and converting the projections to properties at landfall. I consider the frequency and intensity changes, and implement solutions for each of these challenges using a combination of recently published research and a new methodology. This allows me to produce a dataset of TC projections that give frequency changes as a function of landfall region and intensity. Mean intensity changes can then be derived from frequency changes. The projections are presented in a format that allows them to be used in impacts models without further processing. The interpolation and landfall adjustments tend to increase the frequency changes. As a result, my projections give increasing mean frequencies of hurricane-strength landfalling TCs in four out of six global basins, with mean frequencies increasing by up to 16% for a 2°C increase in global mean surface temperature. My projections are highly uncertain, but include uncertainty estimates. They are designed to be a useful resource for anyone interested in possible future TC frequencies and intensities. The Mount Washington Observatory Regional Mesonet (MWRM) is a network of 18 remote meteorological monitoring stations (as of 2022), including the Auto Road Vertical Profile (ARVP), located across the White Mountains of northern New Hampshire. Each station measures temperature and relative humidity, with additional variables at many locations. All stations need to withstand the frequent combination of intense cold, high precipitation amounts, icing, and hurricane-force winds in a mountain environment. Due to these challenges, the MWRM employs rugged instrumentation, an innovative radio-communications relay approach, and carefully selected sites that balance ideal measuring environments with station survivability. Data collected from the MWRM are used operationally by forecasters (including Mount Washington Observatory and National Weather Service staff) to validate model guidance, by alpine and climate scientists, by recreationalists accessing conditions in the backcountry, by groups operating on the mountain (Cog Railway, toll Auto Road), and by search and rescue organizations. This paper provides a detailed description of the network, with emphasis on how the challenging climate and terrain of this mountain region impacts sensor selection, site maintenance, and overall operation. Significance Statement: The mountain environment is a heterogeneous landscape, and interactions between the atmosphere and terrain can cause a wide variety of conditions across time and space. Our network of remote stations at different elevations across the White Mountains allows data users to understand how the weather varies spatially across the mountain range where conditions on higher peaks can be drastically, and dangerously, different. Media such as Twitter have become platforms for contemporary Americans to express their opinions and allow for reaction to public opinion. Climate change is a topic of ongoing social concern. Machine-automated processing facilitates “big data” analysis and is suitable for analyzing a large corpus of tweets. This paper uses R tools to conduct sentiment calculation and emotion analysis on the tweet corpus from 2015 to 2018 to present the overall tendency of citizens’ attitudes toward climate change topics. The keyword analysis finds that people focus on the message’s source. “Climate change” has often been conflated with “global warming” in the popular consciousness. Supporters of the scientific consensus that human activities drastically affect Earth’s climate system express fear and surprise about extreme weather and opponents’ behavior, whereas opponents of that consensus express multiple emotional responses that include anger, disgust, and sadness toward politicians who, in their view, fabricate stories about climate change about which they have no real feelings. The Agulhas Current (AC) is a critical component of global ocean circulation. However, due to a lack of multidecadal observations, it is not clear how the AC has changed in response to anthropogenic forcing. A recent observational study suggests a broadening and slight weakening of the AC in the past few decades, while others suggest a strengthening of the AC during the historical period. In this paper, we find substantial internal variability of the AC on decadal to multidecadal time scales in high-resolution models. We show that the AC consistently exhibits two modes of decadal and multidecadal (i.e., low frequency) variability in a series of high-resolution climate models: a uniform mode that is largely associated with changes in the AC strength and a dipole mode that is mainly related to width changes of the AC. We demonstrate that the uniform mode is mainly forced externally by the decadal variations of the wind field and presents a decline under global warming, suggesting a weakening of the AC in response to anthropogenic forcing. The dipole mode, on the other hand, is mainly due to internal dynamics and does not show a trend during the historical period. Using a quasigeostrophic model that captures the dipole mode, we attribute the dipole mode to low-frequency potential vorticity changes in the western boundary, driven by a divergence of relative potential vorticity due to eddy activity. The Global Energy and Water Cycle Exchanges (GEWEX) project was created more than 30 years ago within the framework of the World Climate Research Programme (WCRP). The aim of this initiative was to address major gaps in our understanding of Earth's energy and water cycles given a lack of information about the basic fluxes and associated reservoirs of these cycles. GEWEX sought to acquire and set standards for climatological data on variables essential for quantifying water and energy fluxes and for closing budgets at the regional and global scales. In so doing, GEWEX activities led to a greatly improved understanding of processes and our ability to predict them. Such understanding was viewed then, as it remains today, essential for advancing weather and climate prediction from global to regional scales. GEWEX has also demonstrated over time the importance of a wider engagement of different communities and the necessity of international collaboration for making progress on understanding and on the monitoring of the changes in the energy and water cycles under ever increasing human pressures. This paper reflects on the first 30 years of evolution and progress that has occurred within GEWEX. This evolution is presented in terms of three main phases of activity. Progress toward the main goals of GEWEX is highlighted by calling out a few achievements from each phase. Paul Crutzen received his doctorate in meteorology from the University of Stockholm in 1968 and was awarded the Nobel Prize in Chemistry in 1995. In addition to chemistry and atmospheric science, however, the breadth of his accomplishments has also been recognized by biologists, Earth system scientists, and geologists. This tribute provides some insight into Crutzen's career and how it contributed to so many scientific disciplines. In addition, we offer a road map showing how these diverse contributions were woven together over the course of more than five decades of research. The citation for the 1995 Nobel Prize reads that it was given for "work in atmospheric chemistry, particularly concerning the formation and decomposition of ozone." The inclusion of the wording "formation ... of ozone" applies only to him among the three laureates (Crutzen, Mario Molina, and F. Sherwood Rowland). His research on tropospheric chemistry led to seminal studies of tropical biomass burning, which eventually evolved into the concept later known as "nuclear winter," a topic in the forefront of far-ranging popular discussions in the 1980s. Last, Crutzen's proposal for the emergence of the "Anthropocene" as a new geological epoch that would terminate the 11,700-yr-old Holocene is considered by the Earth system science community to be the most pronounced trademark of his remarkable career. Crutzen also received American Meteorological Society's Battan Award for his coauthorship of Atmosphere, Climate, and Change, recognized by the organization as the best book for general audiences. In the later years of his career, as a member of the Pontifical Academy of Sciences, Crutzen was a key player in the formulation of Laudato Si', Pope Francis's encyclical on climate change, which was released in advance of the Conference of Parties (COP 21) meeting that announced the formulation of the Paris Climate Accords in 2015. The unique characteristics of land–air coupling and troposphere–stratosphere interaction over the Tibetan Plateau (TP), the highest landform in the world, play a vital role in weather and climate on regional and global scales. Although a great deal of research has been carried out, large gaps remain in our understanding of TP land–air coupling and its climate effects, due to a lack of observations and the issue of model biases. To address these obstacles, a 10-yr national research program entitled "Changes in the Land–Air Coupled System over the Tibetan Plateau and its Impacts on Global Climate (LASTPIC)" was launched by the National Natural Science Foundation of China in January 2014. What LASTPIC does revolves around three aspects: TP land–air coupled processes; TP's influence on global climate; and reanalysis and model. This paper mainly focuses on the data collection, scientific understanding, and model development of LASTPIC in terms of TP land–atmosphere–ocean coupling and its global climate impacts since program's inception. Climate change adaptation planning and implementation have proliferated over the past years. However, we still lack an understanding of how society adapts itself outside of policy sectors and as part of what some refer to as "autonomous adaptation." The way people respond to risk without deliberate interventions of public actors is not well understood. Given the increasing occurrence of climatic changes that affect our daily lives, the topic is regaining attention with an emphasis on behavioral adaptation. This angle, however, does little to enhance our understanding of how society adapts collectively and which practices and routines groups choose to adopt. This study investigates autonomous heat-stress adaptation efforts in two small towns in Germany. Autonomous heat-stress adaptation is approached through a lens of (social) adaptation practices. Small towns are understudied in adaptation research and have played only a minor role when it comes to public adaptation planning due to their lack of formal resources to develop public adaptation strategies. Based on empirical data, consisting of qualitative problem-centered interviews and a quantitative survey, concrete examples of (social) adaptation practices are identified and classified. The presented classification of practices goes beyond earlier attempts by generating insights on the role politics can play in providing a fruitful ground for enabling autonomous adaptation. The paper emphasizes the need for researchers and decision-makers to take a closer look at the wide variety of social adaptation practices already in place. This discloses insights on public–private adaptation mixes, which could ultimately also lift autonomous adaptation from its ad hoc and reactive nature. Significance Statement: Social adaptation practices are not yet at the center of research and decision-making. We believe that adding practice-based approaches to adaptation governance widens the debate on who is vulnerable and possible coping mechanisms from within society. It shows that vulnerability and adaptation lie in people's everyday actions. We provide a first classification of heat-health adaptation practices according to their heat-health target, the involved individuals and actors, the degree of coordination involved, and the spatial and temporal scales. This classification draws attention to potential governance leverage points to initiate heat-adaptation practices. Focusing more strongly on already-in-use and possible heat-health adaptation practices puts citizens' wants and needs at the center of adaptation governance by including them directly in the adaptation process. Sustainability of rain-fed agriculture in semiarid regions is being threatened by climate variability and change. Weather and climate information (WCI) can be used to reduce the effects of this threat on agricultural production. WCI may be available, but is it readily accessible and communicated/disseminated efficiently to intended end users? Are stakeholders able to interpret the information to correctly inform decision-making? To answer these questions, in view of intermediate stakeholders (service providers to farmers), a study was carried out in two districts of the Midlands Province of Zimbabwe to identify the type and sources of WCI received by these stakeholders as well as constraints and opportunities to access, interpretation, and use of WCI. The study sample was drawn from the Midlands Provincial Drought Relief Committee, a link between the sources of WCI and the smallholder farmers. A questionnaire pretested for clarity and checked for internal consistency of themes using the standardized Cronbach's alpha was used to collect data. Descriptive statistics were generated using SPSS (version 20.0). Findings were that WCI was sometimes not readily available or was received late. Approximately 36% of the intermediate stakeholders (service providers) passed on WCI to farmers in its original form, from the main source the Meteorological Services Department. It was also unfortunate to discover that 36% of the respondents had challenges interpreting WCI. Impediments to the use of WCI by farmers included scientific information not aligning with indigenous information, which is better understood by farmers, and lack of trust in WCI. It is imperative to improve access to WCI and to train stakeholders on interpretation and dissemination of WCI. Significance Statement: Weather and climate information—if accurate, accessible, provided in a timely manner, and well understood—can be helpful in the farm decision-making process. Its usefulness is becoming more important with increased climatic variability and change. This paper highlights the challenges and opportunities for service providers in communicating and disseminating WCI. We believe that findings from the study will give direction to efficient utilization of the information by the various end users, for which smallholder farmers are the majority in most developing countries. The interaction between climate change, agriculture, and financial markets is a topic that has been researched relatively little thus far. This paper intends to extend the literature by empirically testing the relationships between droughts and farms' financing choices (measured in terms of real debt and equity) in New Zealand. Using microeconomic farm-level financial records available from the tax authorities, we quantify how past droughts (measured by the New Zealand pasture growth index) impact farms' financing choices. We show a statistically significant positive impact of droughts on short-term and long-term debts, equity for dairy farms, and short-term debt for sheep and beef farms. [ABSTRACT FROM AUTHOR]

Syukoro (Suki) Manabe's Nobel Prize in Physics was awarded largely for his early work on one-dimensional models of "radiative–convective equilibrium" (RCE), which produced the first credible estimates of Earth's climate sensitivity. This article reviews that work and tries to identify those aspects that make it so distinctive. We argue that Manabe's model of RCE contained three crucial ingredients. These are (i) a tight convective coupling of the surface to the troposphere, (ii) an assumption of fixed relative humidity rather than fixed absolute humidity, and (iii) a sufficiently realistic representation of greenhouse gas radiative transfer. Previous studies had separately identified these key ingredients, but none had properly combined them. We then discuss each of these ingredients in turn, highlighting how subsequent research in the intervening decades has only cemented their importance for understanding global climate change. This paper explores the internal migration of fishers from coastal communities of Bangladesh in response to extreme weather events. It also assesses the vulnerabilities to extreme weather events of these coastal areas, in general, and of targeted fishing communities, in particular. This qualitative study employs a combination of methods, semistructured interviews and observations, in two villages located in the eastern part of Kalapara Upazila, Patuakhali district of Bangladesh. The results indicate that the participants of the study are susceptible to the vulnerability of extreme weather events due to their households' socioeconomic and geographical location. This study shows that most people from the fishing communities do not migrate to other places to escape from the vulnerabilities as they have high dependency on fish-related activities. Also, there are various socioeconomic and cultural factors that hinder their migration, including the Mohajon–Dadon system, migration costs, lack of skills and resources, and fear of income insecurity. Instead of migrating, they develop their own traditional adaptation mechanisms to ensure their survival. A 2020 metastudy by Knutson et al. gave distributions for possible changes in the frequency and intensity of tropical cyclones under climate change. The results form a great resource for those who model the impacts of tropical cyclones. However, a number of steps of processing may be required to use the results in practice. These include interpolation in time, distribution fitting, and reverse engineering of correlations. In this paper we study another processing step that may be required, which is adjusting the frequency change results so that they apply to landfalling frequencies. An adjustment is required because the metastudy results give frequency adjustments as a function of storm lifetime maximum intensity rather than landfall intensity. Increases in the frequency of category-4 and category-5 storms, by lifetime maximum intensity, then contribute to increases in the frequencies of storms of all intensities at landfall. We consider North Atlantic Ocean storms and use historical storm information to quantify this effect as a function of landfall intensity and region. Whereas the original metastudy results suggest that the mean frequency of category-3 storms will decrease, our analysis suggests that the mean frequency of landfalling category-3 storms will increase. Our results are highly uncertain, particularly because we assume that tracks and genesis locations of storms will not change, even though some recent climate model results suggest otherwise. However, making the adjustments we describe is likely to be a better way to model future landfall risk than applying the original metastudy frequency changes directly at landfall. Significance Statement: A recent metastudy gave distributions for possible changes in the frequency and intensity of tropical cyclones under climate change. For the North Atlantic Ocean, we show how to convert these results to changes at landfall. This conversion increases the changes in the frequencies of storms in intensity categories 0–3, and, in particular, the mean frequency change of storms in category 3 flips from decreasing to increasing in most regions. This paper provides an updated analysis of observed changes in extreme precipitation using high-quality station data up to 2018. We examine changes in extreme precipitation represented by annual maxima of 1-day (Rx1day) and 5-day (Rx5day) precipitation accumulations at different spatial scales and attempt to address whether the signal in extreme precipitation has strengthened with several years of additional observations. Extreme precipitation has increased at about two-thirds of stations and the percentage of stations with significantly increasing trends is significantly larger than that can be expected by chance for the globe, continents including Asia, Europe, and North America, and regions including central North America, eastern North America, northern Central America, northern Europe, the Russian Far East, eastern central Asia, and East Asia. The percentage of stations with significantly decreasing trends is not different from that expected by chance. Fitting extreme precipitation to generalized extreme value distributions with global mean surface temperature (GMST) as a covariate reaffirms the statistically significant connections between extreme precipitation and temperature. The global median sensitivity, percentage change in extreme precipitation per 1 K increase in GMST is 6.6% (5.1% to 8.2%; 5%–95% confidence interval) for Rx1day and is slightly smaller at 5.7% (5.0% to 8.0%) for Rx5day. The comparison of results based on observations ending in 2018 with those from data ending in 2000–09 shows a consistent median rate of increase, but a larger percentage of stations with statistically significant increasing trends, indicating an increase in the detectability of extreme precipitation intensification, likely due to the use of longer records. The hydrologic response of different climate-change emission scenarios for the twenty-first century were evaluated in 14 basins from different hydroclimatic regions across the United States using the Precipitation-Runoff Modeling System (PRMS), a process-based, distributed-parameter watershed model. This study involves four major steps: 1) setup and calibration of the PRMS model in 14 basins across the United States by local U.S. Geological Survey personnel; 2) statistical downscaling of the World Climate Research Programme''s Coupled Model Intercomparison Project phase 3 climate-change emission scenarios to create PRMS input files that reflect these emission scenarios; 3) run PRMS for the climate-change emission scenarios for the 14 basins; and 4) evaluation of the PRMS output. This paper presents an overview of this project, details of the methodology, results from the 14 basin simulations, and interpretation of these results. A key finding is that the hydrological response of the different geographical regions of the United States to potential climate change may be very different, depending on the dominant physical processes of that particular region. Also considered is the tremendous amount of uncertainty present in the climate emission scenarios and how this uncertainty propagates through the hydrologic simulations. Precipitation is a key link in the global water cycle and a proxy for changing climate; therefore, proper assessment of the urban environment’s impact on precipitation (land use, aerosols, thermal properties) will be increasingly important in ongoing climate diagnostics and prediction, Global Water and Energy Cycle (GWEC) analysis and modeling, weather forecasting, freshwater resource management, urban planning–design, and land–atmosphere–ocean interface processes. These facts are particularly critical if current projections for global urban growth are accurate. The goal of this paper is to provide a concise review of recent (1990–present) studies related to how the urban environment affects precipitation. In addition to providing a synopsis of current work, recent findings are placed in context with historical investigations such as Metropolitan Meteorological Experiment (METROMEX) studies. Both observational and modeling studies of urban-induced rainfall are discussed. Additionally, a discussion of the relative roles of urban dynamic and microphysical (e.g., aerosol) processes is presented. The western North Pacific anomalous anticyclone (WNPAC) significantly affects East Asian climate. Previous studies have elucidated interannual variability of the WNPAC associated with El Niño, but decadal variability of the WNPAC remains unknown. The present paper investigates the dominant modes of decadal variability of the WNPAC by using observational data. The first decadal mode, characterized by an anomalous anticyclone centered over the western North Pacific, is associated with the Pacific decadal oscillation (PDO). The relationship between the first mode and the PDO shifted from in phase to out of phase around 1966. From 1900 to 1966 when the PDO and the first mode are in phase, the anticyclone is maintained by the effects of both the strengthened Aleutian low through meridional atmospheric forcing and Indian Ocean warming through enhanced zonal Walker circulation. From 1967 to 2012, the anticyclone is induced by cold SST anomalies over the central equatorial Pacific when the PDO and the first mode are out of phase. The second decadal mode is characterized by an anomalous anticyclone extending from southeastern China to the Philippine Sea and is associated with the Maritime Continent (MC). This anticyclone resides in the sinking branch of the local Hadley circulation, triggered by enhanced convection associated with the MC warming from 1900 to 2012. People with disability experience multidimensional inequalities, which heighten their vulnerability to climate change. An understanding of the vulnerability and adaptive capacity of people with disability can be gained through considering how they have fared during the types of events associated with climate change, such as droughts, floods, heat waves, hurricanes, and wildfires. A systematic review was conducted to identify factors associated with climate change vulnerability and adaptive capacity of people with disability. Papers were sourced from 12 electronic databases, the Google search engine, the websites of 21 organizations, and the reference lists of included papers; 34 papers (relating to 28 studies) met the selection criteria. Most studies were located in the United States, and almost half were focused on hurricane events. Factors contributing to vulnerability included personal factors (e.g., female gender, uncoupled or living alone, nonwhite ethnicity, and low income), environmental factors (commonly, limited practical support from government agencies and disability organizations), bodily impairments (cognitive impairments, hearing impairments, progression of impairments, relapse/exacerbation of symptoms, and thermoregulation difficulties), and activity limitations and participation restrictions (limited preparedness, difficulties with evacuation, and difficulties reassembling individual accommodations and repairing or replacing adaptive equipment). Factors relating to their adaptive capacity included personal factors (e.g., formal education), environmental factors (practical support from mainstream organizations, disability organizations, family, and friends), and activities and participation (emergency planning, keeping an emergency pack, and seeking information). People with disability are vulnerable to climate change largely due to inequalities and their exclusion from adaptation and mitigation efforts. [ABSTRACT FROM AUTHOR]

This paper examines the processes that drive Arctic anomalous surface warming and sea ice loss during winter-season tropospheric energy flux events, synoptic periods of increased tropospheric energy flux convergence (Ftrop), using the NASA MERRA-2 reanalysis. During an event, a poleward anomaly in Ftrop initially increases the sensible and latent energy of the Arctic troposphere; as the warm and moist troposphere loses heat, the anomalous energy source is balanced by a flux upward across the tropopause and a downward net surface flux. A new metric for the Arctic surface heating efficiency (Etrop) is defined, which measures the fraction of the energy source that reaches the surface. Composites of high-, medium-, and low-efficiency events help identify key physical factors, including the vertical structure of Ftrop and Arctic surface preconditioning. In high-efficiency events (Etrop ≥ 0.63), a bottom-heavy poleward Ftrop occurs in the presence of an anomalously warm and unstratified Arctic—a consequence of decreased sea ice—resulting in increased vertical mixing, enhanced near-surface warming and moistening, and further sea ice loss. Smaller Etrop, and thus weaker surface impacts, are found in events with anomalously large initial sea ice extent and more vertically uniform Ftrop. These differences in Etrop are manifested primarily through turbulent heat fluxes rather than downward longwave radiation. The frequency of high-efficiency events has increased from the period 1980–99 to the period 2000–19, contributing to Arctic surface warming and sea ice decline. [ABSTRACT FROM AUTHOR]

Global climate models, like any in silico numerical experiments, are affected by different types of bias. Uncertainty quantification remains a challenge in any climate detection and attribution analysis. A fundamental methodological question is to determine which statistical summaries, while bringing relevant signals, can be robust with respect to multimodel errors. In this paper, we propose a simple statistical framework that significantly improves signal detection in climate attribution studies. We show that the complex bias correction step can be entirely bypassed for models for which bias between the simulated and unobserved counterfactual worlds is the same as between the simulated and unobserved factual worlds. To illustrate our approach, we infer emergence times in precipitation from the CMIP5 and CMIP6 archives. The detected anthropogenic signal in yearly maxima of daily precipitation clearly emerges at the beginning of the twenty-first century. In addition, no CMIP model seems to outperform the others and a weighted linear combination of all improves the estimation of emergence times. Significance Statement: We show that the bias in multimodel global climate simulations can be efficiently handled when the appropriate metric is chosen. This metric leads to an easy-to-implement statistical procedure based on a checkable assumption. This allows us to demonstrate that optimal convex combinations of CMIP outputs can improve the signal strength in finding emergence times. Our data analysis procedure is applied to yearly maximum of precipitation from CMIP5 and CMIP6 databases. Traditional ways of reading nature’s clues to figure out impending weather are widely practiced in many rural societies in the world. They have been, however, often discounted by a western science-based meteorological forecasting system, although they are important sociocultural tools for mitigating climatic risks. This paper concerns two thematic issues: traditional knowledge about reading nature’s clues to figure out impending weather; and the transformation of that knowledge in the changing context of livelihood, the intervention of modern education, and use of modern weather forecasting technology. This study was carried out at Kirtipur of the Kathmandu Valley, Nepal, between 2011 and 2021. Information was collected through key informant interviews, observation, and informal discussion and survey. The findings reveal that the traditional weather forecasting system is closely intertwined with climatic phenomena, traditional agriculture practices, the local landscape, myths, and beliefs. The recognition of farmers’ knowledge on weather forecasting should be a resource of a great potential value. However, rapid expansion of the market economy, access to modern technology, affordability, access to modern education, and anthropogenic climate change have gradually detached people from their farmlands, traditional livelihoods, and occupations. All of this seems to have weakened social interaction between generations as well as their attachment to nature. Last, we conclude that the production and consumption of weather forecasting knowledge need local and scientific communities to work together to reduce knowledge gaps. [ABSTRACT FROM AUTHOR]

Climate perception is a growing area of study in the social sciences and one that has implications on the tools and strategies we use to communicate climate change risk information. However, the range of climate perception studies remains limited, focused primarily on perceptions of day-to-day weather, sudden-onset severe events, or long-term permanent change. Phenomena situated between these extremes (e.g., annual- to decadal-scale variability) are largely missing from social science of climate research. Whether this is due to limited perception by research participants, is due to limited research attention, or is a reflection of the methods commonly applied to human dimensions of climate research, this gap precludes analysis of the full range of complex climate experiences and their influence on climate perception and understanding. In this paper, we offer a proof of concept for the climate autobiography timeline (CAT), a visual timeline tool developed to assess climate perception while prompting an ordered consideration of time, with the goal of eliciting insights into complex and long-term climate experiences such as low-frequency climate variability. Results are based off a preliminary application of the CAT across focus groups conducted in Newfoundland and Labrador, a province of Canada that is subject to low-frequency climate variability and frequent high-impact weather. Results reveal three key findings: 1) weather and climate narratives are commonly anchored to two time periods, potentially obscuring perceptions of variability; 2) narratives focus on socially important weather and climate phenomena; and 3) the social and visual coconstruction of weather and climate narratives may yield more holistic representations of local climate knowledge. Evidence from previous climate model simulations has suggested a potentially low efficacy of contrails to force global mean surface temperature changes. In this paper, a climate model with a state-of-the-art contrail cirrus representation is used for fixed sea surface temperature simulations in order to determine the effective radiative forcing (ERF) from contrail cirrus. ERF is expected to be a good metric for intercomparing the quantitative importance of different contributions to surface temperature and climate impact. Substantial upscaling of aviation density is necessary to ensure statistically significant results from our simulations. The contrail cirrus ERF is found to be less than 50% of the respective instantaneous or stratosphere adjusted radiative forcings, with a best estimate of roughly 35%. The reduction of ERF is much more substantial for contrail cirrus than it is for a CO2 increase when both stratosphere adjusted forcings are of similar magnitude. Analysis of all rapid radiative adjustments contributing to the ERF indicates that the reduction is mainly induced by a compensating effect of natural clouds that provide a negative feedback. Compared to the CO2 reference case, a less positive combined water vapor and lapse rate adjustment also contributes to a more distinct reduction of contrail cirrus ERF, but not as much as the natural cloud adjustment. Based on the experience gained in this paper, respective contrail cirrus simulations with interactive ocean will be performed as the next step toward establishing contrail cirrus efficacy. Projections of future West African monsoon (WAM) precipitation change in response to increasing greenhouse gases are uncertain, and an improved understanding of the drivers of WAM precipitation change is needed to help aid model development and better inform adaptation policies in the region. This paper addresses one of those drivers, the direct radiative effect of increased CO2 (i.e., the impact of increased CO2 in the absence of SST warming and changes in plant physiology). An atmosphere-only model is used to examine both the equilibrium response and the evolution of the change over the days following the instantaneous CO2 increase. In response to the direct radiative effect, WAM precipitation increases due to a weakening of the shallow meridional circulation over North Africa, advecting less dry air into the convective column associated with the monsoon. Changes in the shallow circulation are associated with atmospheric and surface warming patterns over North Africa. A large-scale atmospheric warming pattern, whereby North Africa warms more than the monsoon region, leads to a northward shift in the Saharan heat low. In response to increased precipitation in the Sahel, local soil moisture feedbacks play a key role in determining the low-level circulation change and the location of the intertropical discontinuity. The large-scale warming patterns over North Africa result from differing levels of constraint applied by convective quasi-equilibrium. While this constraint acts strongly in the equatorial WAM region, preventing the region from warming in response to the direct radiative effect, North Africa is not strongly constrained and is therefore able to warm. The Electric Reliability Council of Texas (ERCOT) manages the electric power across most of Texas. They make short-term assessments of electricity demand on the basis of historical weather over the last two decades, thereby ignoring the effects of climate change and the possibility of weather variability outside the recent historical range. In this paper, we develop an empirical method to predict the impact of weather on energy demand. We use that with a large ensemble of climate model runs to construct a probability distribution of power demand on the ERCOT grid for summer and winter 2021. We find that the most severe weather events will use 100% of available power—if anything goes wrong, as it did during the 2021 winter, there will not be sufficient available power. More quantitatively, we estimate a 5% chance that maximum power demand would be within 4.3 and 7.9 GW of ERCOT's estimate of best-case available resources during summer and winter 2021, respectively, and a 20% chance it would be within 7.1 and 17 GW. The shortage of power on the ERCOT grid is partially hidden by the fact that ERCOTs seasonal assessments, which are based entirely on historical weather, are too low. Prior to the 2021 winter blackout, ERCOT forecast an extreme peak load of 67 GW. In reality, we estimate hourly peak demand was 82 GW, 22% above ERCOT's most extreme forecast and about equal to the best-case available power. Given the high stakes, ERCOT should develop probabilistic estimates using modern scientific tools to predict the range of power demand more accurately. [ABSTRACT FROM AUTHOR]
