The paper discusses the effective operation of money and credit among Europeans in Calcutta around 1800, arguing for the importance of informal processes and ties of friendship that facilitated, regulated, and enforced agreements, helping both to tide over individuals in times of economic stress and to underwrite the provision and transfer of capital. The argument is advanced by a detailed case-study of debts owed by one resident—Aaron Upjohn—to another, the diarist, Richard Blechynden, amid a web of acquaintance, officialdom, and law that variously ensured that the debts were honoured. Recent economic changes in India have coincided with a dramatic change in the concept of a ‘middle class’ in the south Indian city of Madurai. Whereas previous sets of class identities were overwhelmingly dichotomous (for example, the rich and the poor, or the ‘big people’ and ‘those who have nothing’), the middle class has now become a highly elaborated component of local class structures and identities. It is also a contested category; moreover, its indigenous boundaries differ from those most often used by scholars, marketers, or policy-makers. Drawing from research over the past decade, this paper examines local definitions of ‘middleness’ and the moralized meanings ascribed to it. Whilst being ‘in the middle’ is a source of pride and pleasure, connoting both achievement and enhanced self-control, it is simultaneously a source of great tension, bringing anxiety over the critical and damaging scrutiny of onlookers. For each positive aspect of a middle-class identity that emphasizes security and stability, there is a negative ramification or consequence that highlights the precariousness and potential instability of middle-class life. In exploring each of these aspects, I pay attention to the explicitly performative features of class identities. I conclude by considering the epistemological and experiential insights we gain into the construction of emergent class categories by focusing on self-ascribed identities and their performance. Conducting farmers participatory field trials at 40 sites for 3 consecutive years in four rice-wheat system dominated districts of Haryana state of India, this paper tested the hypothesis that zero tillage (ZT) based crop production emits less greenhouse gases and yet provide adequate economic benefits to farmers compared to the conventional tillage (CT). In each farmer's field, ZT and CT based wheat production were compared side by side for three consecutive years from 2009–10 to 2011–12. In assessing the mitigation potential of ZT, we examined the differences in input use and crop management, especially those contributing to GHGs emissions, between ZT wheat and CT wheat. We employed Cool Farm Tool (CFT) to estimate emission of GHGs from various wheat production activities. In order to assess economic benefits, we examined the difference in input costs, net returns and cost-benefit analysis of wheat production under CT and ZT. Results show that farmers can save approximately USD 79 ha−1 in terms of total production costs and increase net revenue of about USD 97.5 ha−1 under ZT compared to CT. Similarly, benefit-cost ratio under ZT is 1.43 against 1.31 under CT. Our estimate shows that shifting from CT to ZT based wheat production reduces GHG emission by 1.5 Mg CO2-eq ha−1 season−1. This study provides evidence on the principal determinants of pregnancy and abortion in India using a large country-wide district-level data set (DLHS 2007). The paper provides an economic framework for the analysis of pregnancy and abortion. The study distinguishes between induced and spontaneous abortion and compares the effects of their determinants. The results show that there are wide differences between induced and spontaneous abortions in terms of the sign and magnitude of the estimated effects of several of their determinants, most notably wealth, the woman's age and her desire for children. The study makes a methodological contribution by proposing a trivariate probit estimation framework that recognizes the joint dependence of pregnancy and induced and spontaneous abortion, and provides evidence in support of this joint dependence. The study reports an inverted U-shaped effect of a woman's age on her pregnancy and both forms of abortion. The turning point in each case is quite robust to the estimation framework. A significant effect of contextual variables, at the village level, constructed from the individual responses, on a woman's pregnancy is found. The effects are weaker in the case of induced abortion, and insignificant in the case of spontaneous abortion. The results are shown to be fairly robust. This paper extends the literature on the relation between son preference and fertility by examining the link between mother's son preference and desire for more children with abortion rates. The expansionist policies of the early colonial regime led to a significant emphasis on the importance of a large cavalry, but horses of a suitable quality appeared difficult to obtain within the subcontinent. Several measures were consequently taken to encourage horse-breeding, including the establishment of government studs and policies directed towards the creation of a ‘native’ market in quality horses. However, these measures did not appear to produce any significant results, despite sustained implementation. This paper examines in detail colonial policies on horse-breeding and links them to the larger economic logic of empire. It touches on several related themes such as early colonial interaction with ‘native’ agents, the question of free markets, and the impact of utilitarian and physiocratic doctrines on colonial policies. Economic impacts that entry regulations have within the fishery industry are well documented in the economics literature. This study looks at how fishery regulations will impact other sectors of a regional economy. By developing integrated models of fishery bioeconomics and dynamic, inter-industry economic linkages, the paper estimates sector-wise economic gains and losses over time from an entry regulation. A case study from India shows that primary fishing and processing sectors realize significant wage and profit gains after a period of transition. Sizable losses in wage and industry profits are incurred by non-fishery sectors but are smaller than the profit gains in the primary sectors. We know from observation that some democracies intervene deeply in their domestic economies while others adopt a more laissez faire approach. Can we explain these differences solely with ideology, or are other political influences also at work? I argue in this paper that elected leaders sometimes opt for hefty economic regulation purely to generate sources of patronage that can be used to maintain their political positions. Leaders are most tempted to take this approach, I contend, when their political parties are not stably linked to sources of electoral support. Unstably linked governing parties will tend to have very short time horizons, focusing on the immediate objective of avoiding massive vote losses in the next election. As a result, they will be less concerned with the potential future damage that a patronage-based policy may inflict on the national economy. I find support for this argument with a close examination of Indian economic policy under Indira Gandhi. Prime Minister Gandhi, I contend, increased the Indian state's control over trade, industrial production, and credit allocation just as the Congress Party's linkages to the electorate were destabilizing. The perception of Ireland and India as ‘zones of famine’ led many nineteenth-century observers to draw analogies between these two troublesome parts of the British empire. This article investigates this parallel through the career of James Caird (1816–92), and specifically his interventions in the latter stages of both the Great Irish Famine of 1845–50, and the Indian famines of 1876–9. Caird is best remembered as the joint author of the controversial dissenting minute in the Indian famine commission report of 1880; this article locates the roots of his stance in his previous engagements with Irish policy. Caird's interventions are used to track the trajectory of an evolving ‘Peelite’ position on famine relief, agricultural reconstruction, and land reform between the 1840s and 1880s. Despite some divergences, strong continuities exist between the two interventions - not least concern for the promotion of agricultural entrepreneurship, for actively assisting economic development in ‘backward’ economies, and an acknowledgement of state responsibility for preserving life as an end in itself. Above all in both cases it involved a critique of a laissez-faire dogmatism - whether manifest in the ‘Trevelyanism’ of 1846–50 or the Lytton-Temple system of 1876–9. [ABSTRACT FROM AUTHOR]

This article argues that to gauge the significance of state planning in mid-twentieth century India, it is necessary to study the trajectory of what was called 'Indian political economy' during the late nineteenth century and first half of the twentieth. Through a close reading of selected texts, I demonstrate that the transmutation of Indian political economy into an abstract science of economics was a function of Indian nationalists' inability to hold together the 'social', 'economic', and 'ethical' spheres within a single conceptual framework. The separation of these three spheres was the enabling factor behind the conceptualization of planning as a purely technical process of economic management. Further, the article contends that these conceptual developments cannot be adequately explained with reference to either 'elite' interests or the insidious effects of 'colonial' discourses. Rather, the narrative demonstrates that economic abstractions can—and must—be grounded in the historical development of capitalist social forms that transformed the internal fabric of Indian society. Drawing on a theory of capitalism as a historically specific form of social mediation, I argue that a Marxian social history of Indian state planning can overcome certain limitations inherent in extant approaches. Finally, the interpretation proposed here opens up the possibility of putting Indian history in conversation with a broader development during the first half of the twentieth century, namely the separation of political economy into economics and sociology. Government programs often fail on the ground because of poor implementation by local bureaucrats. Prominent explanations for poor implementation emphasize bureaucratic rent-seeking and capture. This article documents a different pathology that we term bureaucratic overload: local bureaucrats are often heavily under-resourced relative to their responsibilities. We advance a two-step theory explaining why bureaucratic overload is detrimental to implementation as well as why politicians under-invest in local bureaucracy, emphasizing a lack of electoral incentives. Drawing on a nationwide survey of local rural development officials across India, including time-usage diaries that measure their daily behavior, we provide quantitative evidence that (i) officials with fewer resources are worse at implementing rural development programs, plausibly because they are unable to allocate enough time to managerial tasks and (ii) fewer resources are provided in administrative units where political responsibility for implementation is less clear. Background: An essential element of mental health service scale up relates to an assessment of resource requirements and cost implications.Aims: To assess the expected resource needs of scaling up services in five districts in sub-Saharan Africa and south Asia.Method: The resource quantities associated with each site's specified care package were identified and subsequently costed, both at current and target levels of coverage.Results: The cost of the care package at target coverage ranged from US$0.21 to 0.56 per head of population in four of the districts (in the higher-income context of South Africa, it was US$1.86). In all districts, the additional amount needed each year to reach target coverage goals after 10 years was below $0.10 per head of population.Conclusions: Estimation of resource needs and costs for district-level mental health services provides relevant information concerning the financial feasibility of locally developed plans for successful scale up. This article throws light on how the issue of conservation stood in tension with imperial hunting and exploitation in colonial India. The indiscriminate slaughter of wildlife and the declining numbers of game species in nineteenth-century India gave rise to a need for conservation, but with a caveat. Wildlife conservation, consequently, was aimed at the expansion of colonial economy and infrastructural development. Thus, in colonial India, wild predators that posed a threat to such interests were ruthlessly decimated and those animals that were useful for the smooth functioning of the British colonial rule were overlooked. This, in part, was also necessitated by the British seeking to establish their credentials as rulers, which explains the reason the colonial government's conservation programme was fundamentally selective and guided by expediency. The comparative perspective on elephants and tigers elucidates how the former were protected by the law because of the critical role they played in the colonial economy and administration, whilst the latter were ruthlessly exterminated for the threat they posed to the same. This article especially argues that the reasons for conserving elephants and decimating tigers in colonial India were more practical and economic than a mere reflection of cultural sensitivity on the part of the colonizers. Generally speaking there has been a relative dearth of serious scholarship focusing on the evolution of Indian labour law in its economic, social, and political contexts. Such work as there is tends to be constituted of fragmented and short journal articles and notes, including those by labour economists and industrial relations scholars. The present work undertakes a survey of the literature in the field, examining first the various periods through which Indian labour law has evolved up to the present time, and second the extent to which the labour law system can be seen to have fulfilled its two core objectives: the protection of labour and the maintenance of industrial peace. The survey reveals that Indian "labour law" in the formal sense has very little purchase in terms of its application in pursuit of its objects. This, in turn, suggests that some other approach is required to reach a more grounded and accurate understanding of how, and to what effect, labour is regulated in India. [ABSTRACT FROM AUTHOR]

Railways were integral to the development of the Indian economy before World War I. This article presents new estimates of total factor productivity (TFP) for railways from 1874 to 1912, which highlight the strong performance of this key industrial sector. Railway-industry TFP growth was substantial averaging 2.3 percent per year and generating a 2.7 percent social savings for the Indian economy. A combination of factors contributed to TFP growth including greater capacity utilization, technological change, and improvements in organization and governance. Financial inclusion/exclusion has recently been emphasised as an important policy option aimed at alleviating poverty, minimising social exclusion and enhancing economic growth. In this article, we review the growing interest in financial exclusion and inclusion, define them and demonstrate their existence in developing and developed countries. Our empirical focus is on whether financial inclusion has been successfully implemented in four sites in rural South India where banks claimed that financial inclusion is complete. Although many rural people in South India are financially included, the concept of financial inclusion is more complex than usually portrayed. Our findings show that social and personal deprivation contributes to financial exclusion and should be viewed as key barriers to financial inclusion. We also suggest that financial inclusion is not a monolithic phenomenon and should be studied in a multi-layered fashion, ranging from having a bank account to making full use of modern financial instruments. The period 1861 to 1920 witnessed sharp price convergence in British Indian grain markets. Previous research attributed this to the construction of railways. But tests examining price differences between districts provide surprisingly weak support for that hypothesis. Railways mattered, but seem capable of explaining only about 20 percent of the decline in price dispersion. One explanation may be that India was a partially integrated economy at the time of railroad expansion. Lines connecting districts on preexisting trade routes had very small price effects. This article discusses the social transformation of the dowry system in Janta, a village in the region of Bankura in West Bengal, India. Dowry developed as a social practice in this village during the 1950s and in the last sixty years its significance has grown to the point where these payments are the central financial transactions of the region. The role of dowry gifts as an affirmation of social status is addressed. Oral history is used to construct a narrative detailing the development of marriage traditions in Janta. Conflicts between in laws regarding appropriate gifts and the valuation of marriage are considered. This discussion is distinguished from the assumptions of anthropological economists concerned with the distinction between gift and market economies.

This article discusses the career of the Danish botanist Nathaniel Wallich, who served as the superintendent of the Calcutta, India Botanic Garden between 1815 and 1846. In this period Wallich developed scientific approaches to the plant life of South Asia that influenced the commercial position of the English East India Company. The interpretation of Wallich's life as a botanist and forester is reinterpreted as an economically interested approach to the management and improvement of the East India Company's commercial projects. Wallich had been accepted uncritically as a pioneer of forest conservation because of his advocacy on behalf of forestry restoration, but this author maintains that his work followed the commercial interests of the East India Company.

The article examines the political economy of the shifting land policy in Gujarat, India relevant to tiller and land liberalization. Gujarat's initial mass development strategy centered on agriculture but the emphasis was on productivity and efficiency rather than land redistribution or social justice.
