With the increasing conflicts among economic growth, environmental deterioration, and resource shortage, as an effective way to achieve the sustainable development and circular economy, the eco-industrial park gradually becomes a critical research issue in the field of recycling economy. In this paper, a hybrid framework for evaluating the comprehensive benefit of eco-industrial parks from the perspective of circular economy was proposed. Firstly, the evaluation index system for eco-industrial parks was constructed by employing the grey-Delphi method according to the opinions provided by experts from relevant fields, which includes economic benefit criteria, social benefit criteria, environmental benefit criteria, ecology industry construction criteria, and management level criteria, consisting of seventeen quantitative sub-criteria and nine qualitative sub-criteria. Secondly, in order to solve complicated, uncertain and ambiguous problems under the fuzzy background, a hybrid multi-criteria decision making (MCDM) approach was put forward on the basis of superiority linguistic ratings and entropy weight method for weight determination as well as fuzzy-VIKOR for ranking alternatives. Finally, the effectiveness and practicality of the proposed hybrid MCDM approach was demonstrated through a case analysis of six representative eco-industrial parks in China, and the comprehensive benefits of six eco-industrial parks were prioritized effectively. The hybrid MCDM approach in this paper presents a great potential in evaluating and ranking the comprehensive benefits of eco-industrial parks through solving complex and ambiguous problems in a fuzzy environment and varying MCDM tools. The evaluation findings by employing the proposed MCDM approach can provide references for the construction and management of eco-industrial parks and relevant policy formulation. Papermaking is regarded as an industry that consumes a great amount of energy and produces serious pollution. The papermaking industry in China, which has a large population and rapid economic development, is indispensable and presents a trend of rapid development. China and the rest of the world pay considerable attention to resource conservation and environmental protection. Therefore, determining how the papermaking industry can realize cleaner production and sustainable development is an urgent issue that should be addressed. This paper introduces Guangdong Silver Island Lake (GSIL) Papermaking Park, which realizes cleaner production and sustainable development by developing circular economy (CE). This park constructs a CE industrial mode by recycling energy, water, and materials. After 10 years of implementation, the CE plan of GSIL Papermaking Park has integrated the resources of the papermaking and power industries horizontally, thus forming the unique development mode of its CE. This paper explores the existing confusion around the conceptual definitions and interpretations of the term circular bioeconomy. The co-existence of diametrically opposite interpretations of the concept indicates lack of a serious discussion of its theoretical foundations. Two narratives on circular bioeconomy are explored in depth: (i) the new economic paradigm based on technological progress (the economics of technological promises) that seeks perpetual economic growth; (ii) an entropic (thermodynamic) narrative that reflects on the limits on economic growth imposed by nature. The latter narrative makes a distinction between primary, secondary and tertiary resource flows and helps to identify what can and cannot be re-circulated within the metabolic pattern of social-ecological systems. Adopting the biophysical view, it becomes clear that the industrial revolution represented a linearization of material and energy flows with the goal to overcome the low pace and density of biological transformations. The required level of productivity of production factors in contemporary developed economies (flows per hour of labor and per hectare of land use) is orders of magnitude larger than the pace and density of supply and sink capacity of natural processes. Abstract: It is widely acknowledged that China’s economic miracle has been achieved at the expense of its natural capital and environment. In order to deal with this problem, the circular economy (CE) has been chosen as a national policy for sustainable development. National laws and regulations have been enacted to facilitate the implementation of CE and national CE demonstration projects have been initiated such that national benchmarking activities could be completed. China is the first country to release nationally focused CE indicators so that objective and credible information on the status of CE implementation can be recognized. These CE indicators are valuable metrics for policy and decision-makers and can help achieve CE goals and outcomes. This unique indicator system has not been communicated to international communities. This paper aims to more broadly introduce this unique national CE indicator system. China’s CE efforts are first detailed with various provisions of the national indicator system. A critical analysis of such an indicator system is presented. We show that certain benefits can be gained, but substantive revision is also needed due to the lack of a comprehensive set of sustainability indicators which should include social, business indicators, urban/industrial symbiosis, absolute material/energy reduction, and prevention-oriented indicators. Concerns related to barriers on implementation are also presented in this paper. The knowledge gained from Chinese efforts on CE indicators are valuable to both developed and developing nations seeking to implement sustainable development measures within their regulatory policies. Abstract European countries are attempting to promote sustainable development by transitioning from a linear to a circular economy, where waste is to be prevented and recycling activities are promoted. This paper studies the implementation of Extended Producer Responsibility (EPR) policies for the packaging waste in two later European adopter countries of waste management policies: Portugal and Spain. The main goal is to evaluate whether EPR policies in both countries have achieved their basic two goals: 1) reduction of waste, and 2) increase recycling activities. Two case-studies were built based on interviews made to main waste management stakeholders. The analysis shows that the implementation of the EPR policies have had a positive impact throughout the years in both countries. Regarding the waste reduction goal, the systems have still not been completely able to detach packaging waste production from economic growth, but they have been able to promote material usage reduction directly through the Green dot fee model adopted. Regarding the increasing of recycling activities, both countries have been able to increase such rates throughout the years, in the direction of the EU targets. Abstract: At present there is the different level in China''s circular economy development. To better measure the level of regional circular economy development, this paper builds the evaluation system of regional circular economy development, reflected the characteristic of resources recycling specially, and put forward the Fuzzy Comprehensive Evaluation Method to analysis circular economy development level in single region and Comparison Evaluation Method to analysis circular economy development level in different regions, so that enhance the evaluate ability in evaluation model and evaluation method of circular economy developing level. The city is an important component in the construction of circular economy (CE), and after years of development, assessment of urban CE and calculation of an urban circular development index (UCDI) is an important task that the Chinese government has faced. However, existing research into the indicator system and evaluation methods is not enough to support calculation and subsequent publishing of UCDI. Building off current research into CE, its index systems and its evaluation, this paper puts forward an evaluation index system for urban CE development (UCDI) that uses an improved entropy methodology combining expert and entropy weightings. The index was calculated for 40 cities that were part of China's pilot CE cities program for alternating years in the five year period between 2012 and 2016 (that is, the index was calculated for 2012, 2014 and 2016). The study found that the level of urban CE increased significantly over the five year period, with that in the CE pilot cities growing at a faster rate than the national average. Results show that a certain relationship exists between UCDI, urban types and economic development, but has little relationship with industrial structure. The growing importance of the concept of the circular economy as a way to attain sustainable development has encouraged scholars to propose different ways to understand it. Given the large number of studies done on the circular economy, their differing approaches and their multiple applications, this paper attempts to propose a consensus view of the basic notions of the circular economy framework and highlight its relationship with eco-innovation. To that end, this study carried out a systematic literature review that resulted in four main outputs: a knowledge map of the circular economy, an analysis of the main notions of the concept, principles, and determinants of a circular economy. The Circular Economy (CE) has received considerable attention as an approach that promises to reconcile ecological systems and economic growth. In spite of its increased popularity, little is known about the implementation struggles of incumbent firms across industrial sectors. Furthermore, although the notion of circular production systems is at the intersection of different research areas such as sustainable product design, sustainable supply chains, and reverse logistics, knowledge on how these concepts combine to ease or impede firms' transition towards circularity is scarce. To shed light on these gaps, I used multiple case studies from Cradle to Cradle certified companies in the textile industry in Europe. By employing qualitative research, I identified a set of factors along the textile value chain, from product design to take-back and reprocessing, that are crucial in expediting or delaying a firm's aspirations to develop a circular product. The main contribution of this paper is the dynamic understanding of how certain collaborative supplier-buyer innovation factors (i.e., supply chain position, power balance, and a shared vision) coupled with complex aspects in product design, namely in basic materials, architecture, and functionality, combine to determine the output speed and quantity of circular products to be sold, taken back, and ultimately regenerated. The main purpose of this paper is to present a theoretical model incorporating the concept of circular economic activities. We construct a circular economy model with two types of economic resources, namely, a polluting input and a recyclable input. Overall, our results indicate that the factors affecting economic growth include the marginal product of the recyclable input, the recycling ratio, the cost of using the environmentally polluting input and the level of pollution arising from the employment of the polluting input. Our analysis also shows that, contrary to the Environmental Kuznets Curve (EKC), environmental quality cannot be maintained or improved via economic growth. Instead, the improvement in environmental quality, as measured by a reduction in pollution, can only be achieved by an increase in the environmental self-renewal rate or the recycling ratio. Abstract: With the world’s largest population and consistently rapid rates of economic growth, China faces a choice of whether it will move towards a more sustainable development trajectory. This paper identifies the different factors driving innovation in the fields of green chemistry and green engineering in China, which we find to be largely driven by energy efficiency policy, increasingly strict enforcement of pollution regulations, and national attention to cleaner production concepts, such as “circular economy.” We also identify seven key barriers to the development and implementation of green chemistry and engineering in China. They are (1) competition between economic growth and environmental agendas, (2) regulatory and bureaucratic barriers, (3) availability of research funding, (4) technical barriers, (5) workforce training, (6) industrial engineering capacity, and (7) economic and financial barriers. Our analysis reveals that the most crucial barriers to green chemistry and engineering innovations in China appear to be those that arise from competing priorities of economic growth and environmental protection as well as the technical challenges that arise from possessing a smaller base of experienced human capital. We find that there is a great deal of potential for both the development of the underlying science, as well as its implementation throughout the chemical enterprise, especially if investment occurs before problems of technological lock-in and sunk costs emerge. Abstract: This paper expounded the status quo of the development and utilization of mineral resources and the generation and development of circular economy. It revealed the connotation of mining circular economy and cleared the specific content of 3R principle. On this basis, it discussed the model of mining circular economy in enterprise, industry park and society level according to the present situation of mineral resources recycling in China. Abstract: With the strategy of sustainable development is generally accepted, developed countries are harmonious developing oil and gas and ecological environment by developing circular economy and building cyclic ecological society. Circular economy has a successful practice in the oil and gas industry in some developed countries and has formed the varied and practicable development modes. Abstract: It is a very important link to determine the reference in the warning of circular economy development, because it''s the key to ensure the accuracy of warning result. To establish reference not only have to consider the convenience of data calculation, but also have to consider patterns of economic exploitation complied with the principle of circular economy when choosing criterion-referenced indexes. Only in this way can we ensure the warning results as accurate as possible, give timely warning to the exploitation methods which can’t meet the circular economy and guide the formulation of regulatory policies. In this paper, on the basis of operational early-warning Indexes system of complex system of circular economy for oil and gas exploitation, early-warning method with fuzzy ISODATA cluster analysis has been established. Abstract: This paper investigates the challenges and opportunities of how firms and organizations can and will be able to strike a better balance between economic growth and environmental stewardship in the context of China’s emerging ‘circular economy’ policy paradigm and based on ecological modernization theoretic approaches. Based on three company case studies in the information technology and electronic industries in China, we identify and demonstrate how a blended business and environmental value can be created from adopting a sustainable supply chain management approach. The adoption of a sustainable supply chain management approach is rapidly becoming a key business challenge and opportunity in China and other large emerging economies around the world, where our greatest environmental management challenges currently reside and will continue to exist for many years to come. The value creation framework proposed in research focuses on evaluating three case study companies who appear in various stages of an electronic industry supply chain. Value creation within a supply chain can provide the impetus for organizations to adopt circular economy, sustainable supply chain practices, for competitive reasons. In addition, we describe how a value proposition can be evaluated at two levels of analysis, a more specific micro-level and a more general meso-level of analysis. The four major business value dimensions include cost reduction, revenue generation, resiliency, and legitimacy and image. The initial findings are that a variety of opportunities exist for electronic firms in emerging and developing countries, while results from this study provide an important scholarly foundation to develop and refine sustainable supply chain management practices in emerging and developing economies.
