Papermaking is a water intensive industry. The growth of paper demand will further intensify the need of fresh water resources. Papermaking involves complex processing routes. Previous investigations of water consumption in papermaking industry have focused primarily on key processes and pathways, ignoring the impacts of many intermediate and inter-related processes in paper production cycles and there underestimating the sustainability impacts. Herein, the results of a life cycle analysis of water consumption for papermaking industry in China using an extensive system boundary that includes the water embedded in intermediate processing are presented. The results show the life cycle water consumption and water saving potentials for different papermaking pathways. The advocacy of "forest pulp and paper integration" may have few practical contribution to reducing water consumption due to the low indirect water consumption of raw materials and energy for transportation. Based on 196 prefecture-level cities in China from 2006 to 2021, this paper constructs a weight matrix of urban economic geography and uses the spatial differential model to verify the impact of smart city policies on urban green energy efficiency. The results show that the efficiency value of green energy fluctuates in Chinese cities. Different test results show that smart city policies can effectively improve urban green energy efficiency, but mainly from the time effect rather than the individual effect. It means the improvement in urban green energy efficiency comes more from the fast-growing of the Chinese economy and urban construction in this period than from the country's smart city pilot policy. In addition, from the spatial spillover effect result, China needs to design a better urban spatial development plan to improve the capacity of smart city energy services and vigorously develop intelligent technology represented by information and communication science. As the path of industrial eco-efficiency (IEE) needs to be re-examined from a multi-dimensional perspective, this research opens the internal "black box" of China's industrial eco-economic system driven by sustainable development goals (SDGs) and decomposes IEE into industrial production and sustainable development stages. It further divides the industrial production stage into two parallel subsystems of water use efficiency (WUE) and energy efficiency (EE) and derives SDG6 efficiency (SDG 6 E) and SDG7 efficiency (SDG 7 E) in the sustainable development stage respectively. The paper proposes a meta two-stage parallel entropy dynamic DDF-DEA model to re-measure IEE of 30 provinces in China from 2015 to 2021, discusses the relationship between overall efficiency and stage efficiency, and by using the Tobit model explores various types of influencing factors by subregion. The results show that the modified DDF-DEA model can explore China's IEE more accurately under SDGs. China's IEE is more stable from 2015 to 2021, with the efficiency value always fluctuating between 0.59 and 0.64, the overall level is low, and there is more room for improvement. There are significant inter-provincial differences in IEE and efficiency inertia. In more than 75% of the provinces SDG 7 E constrains IEE improvement, while the dynamic evolution of IEE and its subsystem efficiency varies across regions. Environmental regulation is a common factor affecting IEE across the country and in the east, central, and west regions, whereas the level of economic development, openness to the outside world, and urbanization rate are differential factors affecting IEE across the country and in the three major regions. This study offers new perspectives for exploring the path of IEE enhancement and providing empirical references for the collaborative construction of industrial ecological civilization. Abstract The sustainability of the water-energy-food (WEF) nexus is a significant challenge faced by developing countries, especially China. Evaluating the sustainability status of China's water-energy-food, and improving its sustainable use, may provide good physical conditions to support China's future development. This paper applied the Pressure, State, and Response (PSR) model to select evaluation indexes. A combination weighting method was used to combine two objective weighting methods to determine index weights. The study constructed the classical field, the limited field, and the matter-element to be evaluated. This allowed the establishment of an improved matter-element extension model to evaluate the sustainability of the water-energy-food nexus; the model was then used to quantitatively evaluate the sustainability of China's water-energy-food nexus. The simulation results indicated that in 2005, the sustainability of China's water-energy-food was at a relatively low efficiency rank. By 2015, the sustainability of China's water-energy-food had reached a general efficiency rank. The results suggested that the sustainability of China's water-energy-food system significantly improved between 2005 and 2015; however, the improved sustainability remained at a general status (The general status means that the sustainability of water-energy-food nexus in China can meet the basic development needs, but it is far from the optimal state and needs further adjustment and improvement). Thus, China should improve its current utilization patterns for the three resources and consider them as a whole. This would help realize synergistic resource use and enhance their sustainability. Energy productivity is a key indicator to evaluate energy efficiency. However, few researchers focus on China’s energy productivity at the city level or its spatial patterns. The aim of this paper is to investigate the determinants and spatial character of changes to China’s energy productivity at the city level. The change in energy productivity is decomposed using a distance function approach, and its spatial character is identified through exploratory spatial data analysis, based on data from 248 cities between 2010 and 2014. The study revealed that China’s overall energy productivity exhibited a downward trend caused primarily by the effects of technological and technical efficiency changes at the city level. Additionally, significant spatial autocorrelation existed in energy productivity, although most cities did not show significant spatial clustering. Eco-efficiency is of great significance in facilitating a region’s sustainable development. However, there are some inconsistencies among the concepts and also relationships of eco-efficiency and its relevant efficiencies in recent studies. This paper integrates eco-efficiency and three related-efficiencies (economic efficiency, energy efficiency, and environmental efficiencies) into a total-factor analysis framework, regarding them as composite eco-efficiency indicators. Employing a new data envelopment analysis approach, named Meta-US-SBM, which considers meta-frontier, undesirable outputs, super efficiency, and slacks simultaneously, the measure system of these four efficiencies is established. An empirical study is conducted using Chinese provincial data from 2001 to 2014. Results indicate that, overall, the regional economic efficiency is better than other related efficiency indicators. An industrial park is characterized as a cluster of industries designed to meet compatible demands of different economic organizations within one location, which is pivotal to drive the regional economic growth of developing countries. The concentrated industrial activities inevitably result in substantial resource consumption and corresponding environmental emissions. Environmental auditing, which is used for the checking and verification of environmental performance, is an effective tool for investigating environmental emissions and resource consumption status and alleviation potential in industrial parks. As one of the environmental auditing technologies, emergy analysis, which provides a systematic approach in identifying the balance between socioeconomic development and natural environment, is employed in this paper. Specifically, a ternary emergetic environmental performance auditing framework was proposed to evaluate the behavior (preliminary work), ecological-economic efficiency (Level 1), environmental impact (Level 2), and mitigation effect (Level 3) of a typical industrial park in Beijing. The result showed that the concerned industrial park mainly depends on labor and service inputs and has a relatively high economic efficiency. However, the large dependence on purchased emergy exerted great pressure on the resource and environment, and affect the stability of the industrial park. The proposed framework may help reveal the value that free environmental services and resources offer to a specific system and thus can be complementary to the existing environmental performance auditing tools. Strengthening the implementation of environmental regulation is one of the key measures to prevent further energy depletion and environmental deterioration. This paper focuses on complicated relation between environmental regulation and fossil energy consumption. We theoretically identified the direct and indirect paths of environmental regulation that affect fossil energy consumption and analyzed the relationship between the two. To identify the indirect impact of environmental regulation on fossil energy consumption, we incorporated three types of technology (e.g., production technology, pollution abatement technology, and backstop technology) into our model. On the theoretical basis, we then evaluated the impact of environmental regulation on fossil energy consumption in China by applying both non-spatial models and spatial econometric models. In the direct path, energy-saving effect of environmental regulation in China is dynamic and yields complex results from the “Green Paradox” and “compliance cost”. As for indirect effects, we find that current environmental regulations have promoted technological progress in production to induce energy savings but failed to drive technological advancements in pollution abatement and backstop to guarantee a sustainable energy development. Improving energy efficiency sustainability is a target of the Chinese government. However, the effectiveness of energy conservation policy is affected by the energy rebound effect under which energy efficiency improvement reduces the effective price of energy services, thereby completely or partially offsetting the energy saved by efficiency improvement. Based on the output distance function, this paper develops an improved estimation model of the energy rebound effect, which is logically consistent with the quantities of energy savings and energy rebounds induced by technological progress. Results show that the aggregate energy rebound effect of 36 industrial sectors in China over 1998–2011 is 88.42%, which implies that most of the expected energy savings are mitigated. Investment-driven economic growth is not conducive to energy-saving and results in a strong energy rebound effect in the following year. The equipment and high-end manufacturing sectors have low levels of rebound effect, indicating that increasing the proportion of such firms in the total manufacturing sector can improve the performance of energy conservation. The high level and heterogeneity in rebound effects strongly suggest that varies strategies are necessary for energy conservation among China’s industrial sectors. [ABSTRACT FROM AUTHOR]

Although China's heat metering technology has developed rapidly in recent years, the improvement demonstrates an unbalance in different provinces. It is of great significance to outlook application and sustainability of heat metering technology in various regions technically. Taking the sustainability of heat metering technology as research object, the author establishes a sustainable evaluation model in this paper. Factors in the evaluation model are assigned through a main questionnaire and actual application of typical projects. A pecking-order contrast method is adopted to determine weights of factors in the evaluation model, correspondingly sustainable development of heat metering in various locations is assessed. Sustainability scores in three regions (Northeast, Northwest and North China) are obtained via evaluation model. The model owns high accuracy compared with results of heat metering work assessment by the Ministry of Housing and Urban-Rural Development (MOHURD). The heat metering in the three regions score 60, 62 and 75, respectively, implying that the sustainability in the northeast and northwest is unsatisfactory but in north is somehow better. It is suggested that envelope heat insulation should be increased in the northeast region, while policy support and heat metering technology ought to be enhanced in the northwest. As a special form of a cluster city, urban agglomeration has become an important platform to support national economic growth and to participate in international competition and cooperation, but it faces severe environmental problems. This research thus selects panel data of 60 cities in the Beijing-Tianjin-Hebei urban agglomeration (BTH), Yangtze River Delta (YRD), and Pearl River Delta (PRD) from 2013 to 2017. Based on the input–output perspective, labor and energy consumption per GDP are selected as input indicators, GDP, PM2.5, SO 2 , industrial smoke and dust emissions, and wastewater discharged as output indicators, and fixed assets as a carry-over variable in the dynamic DEA model to evaluate and analyze the environmental efficiencies of these three urban agglomerations. Findings show that their total environmental efficiency exhibits a wave-like development trend, and that the total efficiency score of BTH is better than that of PRD and YRD. From the viewpoint of a sub-efficiency index, PM2.5 is the lowest in unexpected output, where its average five-year efficiency score is 0.9847, while the average score of industrial smoke and dust emissions efficiency is the lowest at 0.6199. Abstract: China has now the largest annual outputs of galvanized steel and the most amount of galvanizing plants in the world. However, with obsolete technology, the hot dip galvanizing industry has been proved as one of the industries, which consume large amounts of raw materials and energy, produce numerous pollutants and causes serious contamination in China. Cleaner Production in the hot dip galvanizing industry is now the only way to achieve the sustainable development of hot dip galvanizing industry. The implementation of the Common Fund for Commodities (CFC) project: The Transfer of Technology and Promotion of demand: Batch hot dip galvanizing in China launched by International Zinc Association (IZA) is introduced in this paper, The Best Available Technologies of operation, energy and environmental management in the world are also introduced. With the implementation of the project, an assessment system of Cleaner Production and a training system have been developed and implementation of technical updating to the demonstration plant shows that the reduction of zinc loss, and water and fuel cost savings can be achieved. [Display omitted] • Clean energy transitions based on the circular economy (CE) are analysed for a town in China. • This could reduce energy use, CO 2 emissions and PM 2.5 emissions compared to the BAU scenario. • COVID pandemic is a new opportunity to introduce circular economy measures. • Circular economy measures could accelerate clean energy transitions. This paper models the energy and emissions scenarios for a circular economy based clean energy transitions in a 140,000-population town in China, taking into account the new situation encountered by the COVID-19 pandemic. The modelled scenarios propose new clean energy transition roadmaps towards a sustainable urban system through the implementation of circular economy strategies. This is represented by the cascading use of industrial excess heat to form symbiosis between factories and to cover the growing building heat demand, as well as by the electrification of the transport sector and reusing the batteries for a second life as energy storage devices. The results show that for a circular economy scenario, during 2020–2040, an accumulated saving of 7.1 Mtoe final energy use (34%), a decline in 14.5 Mt CO 2 emissions (40%) and 592 t PM 2.5 emissions (43%) could be achieved compared with the business-as-usual scenario. The outcomes of the circular economy strategies are at least 7% better than the new policy scenario which simply has energy efficiency improvements. The outbreak of the COVID-19 tremendously impacts the socio-economic activities in the town. If taking the pandemic as an opportunity to enhance the circular economy, by 2040, compared with the scenario without introducing circular economy measures, the extra avoided final energy use, CO 2 emissions and PM 2.5 emissions could be 1.6 Mtoe (8%), 3.8 Mt (11%) and 229 t (17%) respectively.
