Abstract: Urban neighborhoods could represent an optimal scale for the implementation of innovative energy strategies. However, barriers at the economic, regulatory and administrative level are still present. In this framework, it is important to operate on three levels of the energy system: by reducing energy demand; by optimizing generation and management system, and by integrating local renewable energy sources. In recent years, as a result of an important agreement with the Italian Ministry of Environment, Lombardy Region has supported numerous measures for energy efficiency and renewable resources integration among its territory. The funding supported different actions such as improvements of the buildings envelope, substitution of old gas boilers for heat generation with more efficient components, integration of solar thermal systems in buildings, hydrogen and more sustainable mobility, and district heating plants, which present contribution concerns. About district heating the incentives were provided within two different calls: one aimed at the creation of plants and district heating networks and another for the extension of existing systems. Main aim of the research is to evaluate effects, effectiveness, pros and cons of the several calls for funding; to that end a methodology was developed in order to collect the data and elaborate representative energy, environmental and economic indicators. The most important characteristics, conditions and technical features of the considered plants are described in the present paper trying to provide information on the effectiveness of the supporting measures taken in order to orient future choices and to identify the most promising strategies and technologies for improving energy and environmental performances of communities. In particular present paper is related to 10 district heating plants: 6 are based on biomass and located in mountain areas, 3 are based on natural gas and located in urban areas, while the last is connected to the urban waste to energy plant. One of the important lesson is learned is that district heating (fuelled by biomass, fossil, waste and CHP or not) represents an innovative field of knowledge far from standard: in general each plant has to be evaluated on the basis of specify characteristics and it is very hard to find out average performances from the environmental and economic point of view. The results obtained during the monitoring campaign could help in providing information on the effectiveness of the supporting measures adopted and also to orient future choices by Lombardy Region and, in particular, to identify the most promising technologies for improving energy and environmental performances of communities and to develop a model for the optimization of energy use in the built environment. Abstract: An understanding of the energy performance in buildings in an entire municipality or an entire district is important for sustainable energy planning strategies that accelerate the energy renovation process in existing buildings that are not energy efficient. The methodology described in this paper is largely based on information that is already available on building stock (i.e., cartographic documentation, thematic maps, geometric data and others). Data regarding the energy performance of buildings are collected using energy audits on sample buildings, which are selected using a statistical approach. Using the tools in a GIS platform, the integration of two data sources allows for a low cost, comprehensive framework of the energy performance of buildings. This methodology was tested in a medium sized town in the Lombardy region (Italy), and the results are discussed in this paper. [Copyright &y& Elsevier]

Abstract: The problem of severe thunderstorm risk in the Lombardy region (Italy) is serious. In fact during the warm season many thunderstorms (TS) occur in high density populated area located between the river Po and the Alps. In the year 2003, about 90 TS caused damage to people, houses, cars, agriculture and electrical lines. About 30 municipalities undergo damage by tornadoes. The 2003 summer was not particularly anomalous with respect to others for TS activity. In this region storms are well detected by some C-band radars and the Meteosat satellites, but the study of the correlation between these variables and the TS severity needs the collection of many met-data at the ground. Unfortunately the lack of a fine mesh met-station network forces the use of local press news or subjective reports to identify the impact of TS. Since 2006 ERSE has been collaborating with the Lombardy Region – Civil Protection Service/Office – in developing and testing a system to detect and nowcast severe thunderstorms, STAF (Storm Track Alert and Forecast). STAF is a nowcasting tool based on Radar and MSG (Meteosat Second Generation) data that selects only severe TS, tracks them and produces alert messages to users. In order to evaluate the severity of a TS, a crucial issue for STAF is the correlation between variables detected by the remote-sensing instruments and the effects at the ground. The paper describes a method to classify the severity of a TS by computing an index named “probability of damage” (PD). The index has been carried out by means of a storm archive, where radar and satellite data are stored together with damages reports from newspapers, all collected in 2003 summer. The index has been verified during the 2009 summer, when STAF was applied in a field test involving a group of Civil Protection observers and users. The results of this test are reported in the paper. The test has been also an occasion for verifying the effectiveness of information provided by STAF to selected people locally responsible for public alert and rescue in the case of a severe weather event. Biogas production and use can represent a win-win strategy providing multiple opportunities to mitigate the emission of greenhouse gases responsible for climate change, while offering a range of important social, environmental and economic benefits. Nevertheless, as for other bioenergy pathways, biogas sustainability needs to be carefully assessed and continuously monitored in light of the specific geographic and temporal context in which it performs. This paper aims to provide a comprehensive review on the sustainability assessment of domestic production and use of biogas in Italy, with a focus on the environmental dimension of the sustainability. Furthermore, it elaborates the results of the review to perform an ex-novo sustainability assessment of biogas pathway at national level, through the methodology developed by the Global Bioenergy Partnership. The biogas value chain in Italy can play a positive role to foster the transition towards an ecological and circular economy. This paper highlights both weaknesses and strengths of the biogas value chain in Italy and points out existing differences, in relation to the sustainability of the value chain, between various geographical areas of the country. The outcomes of this study could inform, both at national and international scale, the drawing of tailor-made policies and measures to reduce biogas-related potential risks of environmental impacts, as well as to support the replication and scaling up of successful management practices. Furthermore, they could serve as a baseline for the future monitoring of the sector. Ultimately, the paper reports the key difficulties encountered in the implementation of the GBEP methodology and the solutions adopted to overcome them. Abstract: For the generation of susceptibility maps on medium scales (1:25,000 to 1:50,000) using statistical techniques, a reliable landslide inventory is needed, together with factor maps used as inputs. This paper compares landslide susceptibility maps obtained with the same methodology but using different landslide inventories: the official Italian landslide inventory GeoIFFI for the Lombardy Region and a recently mapped inventory (DF2001). The analysis included four main steps: (i) preparation of debris flow inventories using both random and spatial partitions and factor maps as explanatory variables; (ii) calculation of accountability and reliability indices for a preliminary susceptibility analysis and selection of an appropriate combination of the factor maps for detailed analysis; (iii) evaluation and validation of the obtained susceptibility maps; and (iv) comparison of the results and selection of the final map. The study area is located in the Valtellina Valley in the Central Italian Alps. The analysis identified highly susceptible areas of shallow landslides that may generate debris flows. It was demonstrated that more precisely delimited source areas for landslide-induced debris flows produce better susceptibility maps. However, the improvement of these maps was relatively limited when the inventories were randomly subdivided. Higher improvements were observed after the subdivision of the inventories into three geographical parts with different geomorphological characteristics. Although the modelling showed very similar results if evaluation is made using standard techniques, the spatial pattern of the susceptibility maps was highly variable and dependent on the combination of the factor maps used. Abstract: This paper analyzes and compares the environmental impacts of biomass combustion in small appliances such as domestic open fireplaces and stoves, and in two types of centralized combined heat and power plants, feeding district heating networks. The analysis is carried out following a Life Cycle Assessment (LCA) approach. The expected savings of GHG (greenhouse gases) emissions due to the substitution of fossil fuels with biomass are quantified, as well as emissions of toxic pollutants and substances responsible for acidification and ozone formation. The LCA results show net savings of GHG emissions when using biomass instead of conventional fuels, varying from 0.08 to 1.08t of CO2 eq. per t of dry biomass in the different scenarios. Avoided GHG emissions thanks to biomass combustion in Lombardy are 1.32 Mt year−1(1.5% of total regional GHG emissions). For the other impact categories, the use of biomass in district heating systems can again cause a consistent reduction of impacts, whereas biomass combustion in residential devices shows higher impacts than fossil fuels with a particular concern for PAH, VOC and particulate matter emissions. For example, in Lombardy, PM10 emissions from domestic devices are about 8100 t year−1, corresponding to almost one third of the total particulate emissions in 2005. [Copyright &y& Elsevier]
