China has been facing increasingly severe water scarcity that seriously threatens the socio-economic development and its sustainability of this country. This paper is intended to analyze and assess the water security of China. It first attempts to characterize the current status of water security within a risk-based, integrated framework that encompasses five key aspects critical to water sustainability, including water availability, water use patterns, wastewater generation and pollution control, water institutions and management, and health of aquatic systems and societal vulnerability. Based on the above assessment, the paper then analyzes emerging challenges for water security brought by climate change, population growth and rapid urbanization, and the water-food-energy nexus. In the end, the paper discusses China's future prospects on water security, including current achievements, government actions and policy initiatives, and recommendations for management improvement aimed at increasing water security. Cities consume large amounts of fossil fuels and this results in significant increase of global anthropogenic greenhouse gases. Using city-level carbon dioxide emission data from Shijiazhuang, a traditional heavy manufacturing city and one of the key cities in Jing-Jin-Ji urban agglomeration in Northern China, this paper employs logarithmic mean Divisia index decomposition method (LMDI) to explore the influence of energy intensity, consumption structure, industry structure, per capita Gross Domestic Product (GDP), and population on Shijiazhuang's total carbon dioxide emissions from 2005 to 2016. The LMDI method is further extended to analyze the impacts of above factors at the industry-segment level. This paper finds that the reduction of energy intensity is the major contributor of decreasing carbon dioxide emissions in Shijiazhuang, whereas the growth of per capita GDP is the main driving force for emission accretion. The dominant industrial segments contributing to increasing emissions in Shijiazhuang City from 2005 to 2016, have changed from CMD (coal mining and dressing), EPSH (electric power, steam and hot water production and supply) to SPFM (smelting and pressing of ferrous metals) and PPC (petroleum processing and coking). The CMD industrial segment shows a significant carbon reducing effort and indicates a strong decoupling status. However, the SPFM and PPC respectively show expansive negative decoupling and weak decoupling status, enlightening a change in the policy focus when Shijiazhuang formulates its emission-reduction plans in the future. This study provides important policy insights for the heavy manufacturing cities in other countries with similar industrial structure, as the industry-based carbon mitigation policies should always be adjusted in different stages of the cities' development according to the change of carbon emission driving industries. Abstract: Climate change is affecting agricultural production and is expected to continue reducing water availability, potentially necessitating adaptation adjustment by related sectors to maintain sustainability of saline land use system highly vulnerable to water shortages. The drought in 2010 impacted the salt-affected land use system of the coastal region in Jiangsu Province, China. The main purpose of this paper is to determine which systems are least adaptive, and what factors limit their adaptive capacity to drought, among three typical saline land use systems of Jinhai farm located in the coastal reclamation region of north Jiangsu Province. An analytical framework for analyzing climate impacts and adaptation for saline agriculture is presented. To better understand climate change impacts and the adaptive capacity of saline land use systems, we conducted semi-structured interviews and group discussions with representatives of surrounding households and the farmer on Jinhai farm, experts and officials from government sectors and institutes. From these conversations two impact indicators were picked up and a set of determinants for adaptability and their rankings were derived. There is considerable variability in climate change impacts among different saline land use systems and a concentration of impacts on paddy systems. Adaptability in addition to climate change is cumulative to the impacts, particularly unsafe water resource planning, irrational land use mode and crop arrangement, and defective institutions and policies. Our results highlight the importance of a comprehensive and integrative land development planning involving water resource and land use arrangements participated in by representatives of stakeholders. Although there has been much progress in streamlining climate change assessments into sector planning in Dafeng – such as water resources, agriculture, beach and so on – it is clear that there is a need to improve institution, policy, market guidelines and technique R&D to ensure more consistent adaptation, especially considering the rapid evolution of the climate science behind the assessments. • The rainfall-runoff relationship has changed under climate change and human activities in the TRH region. • The impacts climate indicators of rainfall-runoff ratio in the sub-basins of TRH region were different. • The contribution rates of human activity in the YRB were a little higher than that in the YARB. Identifying the impact of climate change and human activities on rainfall-runoff relationship in the Three-River Headwaters (TRH) region is essential for water source conservation, ecological security, and biodiversity maintenance of China and East Asia. In this paper, the runoff-rainfall ratio was used as the index of rainfall-runoff relationship. Different methods were employed to identify the impact indicators and quantitative assessment of rainfall-runoff relationship from 1957 to 2016. The results are the following: (1) the rainfall-runoff relationship has changed in the source regions of Yangtze River basin (YARB) and Yellow River (YRB), and runoff-rainfall ratio has increased by 2.9% and decreased by 3.2%, respectively; (2) the main climate indicators of runoff-rainfall ratio were rainfall, potential evaporation and sunshine hours in the YARB, and rainfall, potential evaporation and temperature in the YRB; (3) the contribution rates of human activity in the YRB were a little higher than that in the YARB, and the contribution rates of climate change and human activity were 90.9% and 9.1% in the YARB and 42.9% and 57.1% in the YRB.
