Poverty reduction strategy papers represent both a primary policy device of international development institutions, and an instance of a wider international convergence of public policy around global integration and social inclusion. Charting the emergence of these approaches, this paper argues that this convergence has a number of structural predilections which favor the technical and juridical over the political economic, and a disciplinary framework over a practical contest. Drawing extensively on decentralized governance and poverty reduction programs in Uganda, this paper shows how these predilections obscure power relations and restrict practical and political options, while exacting heavy establishment and compliance costs. • The paper analyzes long-term impacts of electoral violence on health and education. • Areas exposed to violence in Kenya suffer inflation and fall in annual consumption. • Children and adolescents exposed to violence have stunted height as adults. • The sons of those exposed to violence during growing age also have stunted growth. • No long-term impact on education is found as violence peaks during school holidays. This paper examines whether prenatal, childhood, and teenage exposure to electoral violence has any long-term effects on height and human capital in Kenya. First, using the difference-in-difference estimator, we show that areas impacted by electoral violence see increases in local food prices and a decrease in annual nightlight, suggesting important local consumption shocks. We then identify people exposed to such violence using a nationally representative survey and take advantage of the temporal and spatial variation of electoral violence in Kenya between 1992 and 2013. Using coarsened exact matching, we find that exposure to electoral violence between prenatal and the age of sixteen reduces adult height. Previous research has demonstrated that protracted, large-scale armed conflicts can cause significant nutritional shocks and pass down stunting effects to descendants. In line with these studies, we find that the low-scale but recurrent electoral violence in Kenya has impacted the height-for-age of children whose parents were exposed to such violence while they were growing up. Only boys exhibit this intergenerational effect, possibly due to their increased susceptibility to malnutrition and stunting in Sub-Saharan Africa. The fact that most electoral violence in Kenya occurs over the school holidays may help explain why, in contrast to previous studies on large-scale conflicts, childhood exposure to electoral violence has no lasting impact on educational attainment. • This paper addresses an acknowledged knowledge gap by exploring both impact and risk in an African cultural context. • This paper is the first to assess the same methodology at two very different site types in two very different regions. • This paper presents a bottom-up, values-based and community focused approach to understanding climate risk. • This paper presents an approach to embed sustainable change, with a strong focus on capacity building and knowledge exchange. Climate change is a major threat to global heritage and many sites are already experiencing impacts from climate change and related hazards. Recent studies have indicated that this challenge is especially acute in the African continent. Climate vulnerability assessment is increasingly a key tool in periodic reporting and ongoing site management and an essential first step in climate adaptation planning. This paper presents results from climate vulnerability assessments undertaken at two UNESCO World Heritage (WH) properties: The Ruins of Kilwa Kisiwani and Ruins of Songo Mnara in Tanzania; and the Sukur Cultural Landscape in Nigeria. These assessments each applied a version of the Climate Vulnerability Index (CVI), a values-based, science-driven and community-focused technique. A values mapping exercise identified key heritage and socioeconomic values, including key attributes associated with the Outstanding Universal Value (OUV) of the WH property. Downscaled climate projections were used to identify key hazards over selected emissions scenarios and timeframes, before weighing potential impacts against local adaptive capacities. Based on the timeframes and emissions scenarios, the project found OUV Vulnerability was Moderate at the Ruins of Kilwa Kisiwani and Ruins of Songo Mnara and Low at the Sukur Cultural Landscape, whilst the Community Vulnerability was Low for both properties. • The study was commenced to collect and revise data pertaining to the biological impacts of Adansonia digitata. • Our attention was directed towards scholarly articles released from 2015 to January 2024, as documented in the Scopus database. • There is little research conducted on Adansonia digitata plant despite its popular medicinal importance, so we shed light on this plant. Adansonia digitata L. is a highly esteemed and versatile tree native to Africa. It offers numerous benefits in terms of providing medication, food, clothing and serving as a vital source of natural remedies. The increasing demand for natural remedies as opposed to synthetic ones has prompted the exploration of several alternative natural products. The study reviewed research articles published from 2015 to January 2024 and indexed in the Scopus database to provide an up-to-date report on the species' scientific significance. Searches for research papers have been conducted via Elsevier, Springer, Google Scholar, Taylor & Francis, PubMed, and Scopus using " A. digitata ," "chemical composition," "antioxidant," "antibacterial," "antidiabetic," "anticancer," and other pertinent terms. It has been scientifically demonstrated that this plant's fruits, leaves, bark, roots, and seeds all have medicinal potential. This research highlighted the significant potential of the A. digitata tree as a valuable reservoir of phenolic and flavonoid compounds, which can be effectively harnessed for pharmacological purposes. Research undertaken in vitro and in vivo has provided evidence of this plant's helpful role in preventing and treating many ailments. The A. digitata tree exhibits significant potential as an antioxidant and antimicrobial agent as well as an antidiabetic and hepatoprotective agent. A comprehensive evaluation of the compounds identified in the A. digitata tree will yield extremely interesting results. The mechanism of action and clinical assessment should further be determined to ascertain the plant traditional, in vitro, and in vivo animal-documented results. [ABSTRACT FROM AUTHOR]

This paper analyzes the role of networks in the spatial diffusion of local economic shocks in Africa. We show that geographic connectivity, along with road and ethnic connectivity, are important for diffusing economic spillovers over longer distances. We then determine the key players, that is, which districts are key in propagating local economic shocks across Africa. Using these results, we conduct counterfactual policy exercises to evaluate the potential gains from policies that increase economic activity in specific districts or improve road connectivity between districts. This paper studies the dynamics of labor productivity convergence and technology catch-up within Africa, shedding light on two important and inter-related issues that are central to Africa's growth: (i) convergence of relative productivity among African countries and (ii) the role of technological change and technological catch-up in driving productivity change across and within African countries. We do this by using a nonparametric method to estimate an African production frontier. Productivity change in Africa is decomposed into two components: technological change and technological catch-up. Our results show that Botswana and Mauritius are the only two countries in Africa that have converged to the productivity as well as the efficiency level of the frontier. This successful convergence is driven more by technological catch-up and less by technological change. We explore the special role of technological catch-up by decomposing it into within-sector convergence, between-sector convergence and initial specialization using a structural model (Shift and Share catch-up decomposition). The results highlight the special role of structural change in closing the productivity gap with the frontier. Rape occurs at high rates in South Sudan and Kakuma refugee camps, a region characterized by armed conflict, gender inequity, and economic crisis. To date, we know little about how to prevent rape in this region of the world. As such, the purpose of this study was to examine outcomes of Empowerment Transformation Training (ETT) (an adapted empowerment self-defense program; empowerment self-defense) among female participants in South Sudan and the Kakuma refugee camp. Schools were assigned to the treatment (ETT) condition (n = 7) or control (life skills) condition (n = 9) and used as the unit of analysis given the cluster-randomized design. Female participants anonymously completed a baseline (T1) and 12-month follow-up (T2) paper and pencil survey. Annual rape victimization rates decreased from 10.7% to 5.5% in the ETT schools (risk ratio [ RR ] = 0.51); there was no change in the control schools (10.0%–9.0%). Empowerment Transformation Training (ETT) schools had increased confidence at T2 (T1: 42.4%; T2: 75.4%; RR = 1.79) and greater rates of confidence at T2 compared to control schools (54.3%; RR = 1.39). Knowledge of effective self-defense strategies (T2) was greater for ETT schools (47.4%) compared to control schools (30.1%) (RR = 1.57). The ETT program reduced rates of rape, increased confidence, disclosures of rape (among victims), and knowledge of effective self-defense strategies. Empowerment self-defense programs are a critical component to rape prevention across global communities, including those characterized by armed conflict, gender inequity, and economic crisis. Intraoperative neurosurgical adjuncts improve extent of resection whilst mitigating patient morbidity. The delivery of neurosurgical care via these adjuncts is the norm in high-income countries, but there is yet to be a study highlighting the usage of neurosurgical oncology adjuncts in Africa. This paper aims to provide awareness of the use of these adjuncts in Africa, reasons for limited procurement, and possible solutions to the problem. This scoping review was conducted in accordance with Preferred Reporting Items for Systematic Review and Meta-Analysis Extension for Scoping Reviews guidelines. Semantic derivatives of neurosurgical oncology, adjuncts, and Africa were applied to medical databases. Studies in Africa with outcomes relating to adjunct usage, morbidity, mortality, and quality of life were selected. Book chapters and reviews were excluded. Thirteen studies with 287 patients (0.5 to 74 years) were included in the final analysis. Most studies were cohort observational (46.2%) and originated from South Africa (46.2%). Meningioma was the most prevalent tumor histology (39.4%), and neuronavigation was the most readily used adjunct for surgical resection (30.8%). Using adjuncts, gross total resection was achieved in close to half the patient cohort (49.8%). Limited technology, lack of experience, cost of equipment, and inconsistency in power supply were noted as factors contributing to lack of adjunct usage. Neurosurgical adjuncts provide significant benefits in neurosurgical oncology. There is limited utilization of intraoperative adjuncts in most of Africa owing to limited resources and experienced professionals. • We assemble a new database of exports at constant prices for 131 countries. • Export growth of decolonised countries negatively related to metropole trade share. • Metropolitan trade shares are significant for post-independence French Africa. • British colonies significant before and after independence. • Colonial trade policy and location were important drivers of the metropole effect. Decolonisation was one of the most important institutional transformations of the twentieth century. Recent work on the effect of decolonisation on bilateral trade has suggested that trade with the ex-metropolis declined significantly after independence. Due to problems related to data quality and coverage, however, there is still no consensus on whether the reduction of colonial dependence encouraged or impeded export growth. In this paper, we argue that metropolitan trade shares proxy for colonial monopsony. Using a new database of exports at constant prices for 131 countries and mean group estimators that control for a range of confounding factors, we find that trade shares with the metropole are negatively associated with export growth, with important differences across metropolitan nationalities and locations. We argue that the significance of the erosion of colonial trade ties for export growth following independence was contingent on the interaction of policy and location during the colonial period. Africa is particularly affected by climate change due to its exposure to climate hazards, high vulnerability, and low adaptive capacity. Yet, Africa is also a continent rich in Indigenous and Local Knowledge (ILK) that has a long history of informing responses to climatic variability and change. This paper explores the extent to which ILK has been used in climate change adaptation in Africa. It deploys a bibliometric analysis to describe the connections between ILK and climatic change adaptation in Africa, complemented by an analysis of ILK literature and case studies. We consider four key dimensions of ILK, 1) type, 2) contexts of application, 3) value for adaptation, and 4) outcomes and effects in responses to climate change in Africa. Examples drawn from 19 countries across Africa highlight ILK systems are closely connected with biocultural relationships associated with observed patterns of climate change and where adaptation can be more effective when informed by ILK. This body of knowledge is critical to the delivery of climate change adaptation in Africa. The paper suggests some measures through which ILK may be more widely leveraged, both for improved adaptation outcomes, as well as enhancing the biocultural heritage value of ILK systems across Africa. • Regional integration presents a significant opportunity for African power systems. • Paper describes planning tool for regional power sector integration in Africa. • Model evaluates values of integration under different climate change scenarios. Regional power pools present a significant and potentially defining opportunity for African power systems to develop domestic energy resources, improve system reliability, and contribute to overall economic development. Hydropower is expected to play a significant role in many regional power pools in Africa. Feasible power transmission highways from Grand Inga in Democratic Republic of the Congo and the Grand Renaissance Dam in Ethiopia to other regions on the continent create the possibility of a pan-African electricity grid. However, in the medium and long-term, global climate change is expected to cause major variations in Africa's hydrological resources and it is not known how these changes may impact the value of regional power sector integration. This paper presents a model developed to study the value of different levels of regional integration in sub-Saharan Africa and how this value may change in the face of climate change. This work builds on previous studies by incorporating the ability to trade between different regional pools, co-optimization of generation and transmission, the ability to share reserves, and detailed simulation of the major hydro basins in Africa. This paper examines socio-economic drivers of agitations in local oil communities. It applies marginal willingness to accept pay as a quantitative approach to measure tendency of local communities to agitate against environmental degradation. This approach was used to estimate drivers of agitations among indigenous people of Ogoni community in Rivers State, Nigeria. The analyses involved a cross sectional survey with 326 households selected in the community through a stratified random sample. Ordinal logistic (Ologit) models were estimated using the collected data. The paper presents evidence that poverty level and perception are the major socio-economic drivers of agitations against environmental degradation in the community (P < 0.05). In sub-Saharan Africa, agricultural intensification and urbanization have increased the risk of proliferation of rodents in rural and urban habitats. Management of rodent populations is a challenge in terms of food security and public health. However, conventional efforts to manage rodents are currently reactive and based on the inadequate use of synthetic chemical rodenticides, including first- and second-generation anticoagulants and acute rodenticides. This approach carries substantial environmental and health risks and has yielded limited success in terms of reduction of rodent populations sustainably. In this paper, which is the second part of a diptych, we advocate for a shift towards more sustainable and environmentally friendly approaches, such as Ecologically-Based Rodent Management (EBRM), as a realistic alternative to synthetic rodenticides. This method is based on a good knowledge of habitat use, species diversity and population dynamics of major rodent pests, and involves community-based interventions aimed at reducing rodent abundance to economically and hygienically acceptable levels in the long term. We present for the first time a comprehensive compilation of published and unpublished information derived from observational field studies conducted in Ethiopia, Niger, Nigeria, Benin, Mali, Mauritania and Senegal with the aim to provide an overview of EBRM case studies in these countries of sub-Saharan Africa. This paper intends to serve as a catalyst for change, encouraging the transformation of rodent management practices towards sustainable methods. We aim at stimulating further research and interventions that promote EBRM in Africa, ultimately fostering more environmentally conscious and effective solutions. The South African Government has for the past two decades spent significant resources on introducing smallholders to Genetically Modified (GM) maize with the aim to make agriculture a way out of poverty. However smallholder farming continues to decline and poverty is on the rise in the country. The present paper aims to explain this failure of the government to support its smallholders by describing the intra-actions between maize, politics and technological development in South African history. Importantly maize is understood here as an agent in that its materialities are not only being impacted by, but are also having impact on the outcome of farming practices and wider political economies. The paper describes how maize, as a result of intra-action between maize biology and choices made by farmers, politicians and breeders during the colonial era and apartheid, developed in parallel as a commodity serving the settler farmers, and an anti-commodity, or escape crop, providing subsistence to marginalised smallholders. While South Africa today is a democracy that spends significant resources on improving smallholder livelihoods, recent technological development and market concentration have increased rather than decreased the gap between commodity- and anti-commodity maize. As a result new GM and hybrid maize varieties introduced to smallholders today are badly equipped to facilitate a crop led New Green Revolution. [ABSTRACT FROM AUTHOR]

Tick-borne pathogens (TBPs) constitute an emerging threat to public and animal health especially in the African continent, where land-use change, and wildlife loss are creating new opportunities for disease transmission. A review of TBPs with a focus on ticks determined the epidemiology of Rhipicephalus ticks in heartwater and the affinity of each Rickettsia species for different tick genera. We conducted a systematic review and meta-analysis to collect, map and estimate the molecular prevalence of Anaplasmataceae , Rickettsiaceae and Coxiellaceae in African wildlife. Relevant scientific articles were retrieved from five databases: PubMed, ScienceDirect, Scopus, Ovid and OAIster. Publications were selected according to pre-determined exclusion criteria and evaluated for risk of bias using the appraisal tool for cross-sectional studies (AXIS). We conducted an initial descriptive analysis followed by a meta-analysis to estimate the molecular prevalence of each pathogen. Subgroup analysis and meta-regression models were employed to unravel associations with disease determinants. Finally, the quality of evidence of every estimate was finally assessed. Out of 577 retrieved papers, a total of 41 papers were included in the qualitative analysis and 27 in the meta-analysis. We retrieved 21 Anaplasmataceae species, six Rickettsiaceae species and Coxiella burnetii. Meta-analysis was performed for a total of 11 target pathogens. Anaplasma marginale, Ehrlichia ruminantium and Anaplasma centrale were the most prevalent in African bovids (13.9 %, CI: 0–52.4 %; 20.9 %, CI: 4.1–46.2 %; 13.9 %, CI: 0–68.7 %, respectively). Estimated TBPs prevalences were further stratified per animal order, family, species and sampling country. We discussed the presence of a sylvatic cycle for A. marginale and E. ruminantium in wild African bovids, the need to investigate A. phagocytophilum in African rodents and non-human primates as well as E. canis in the tissues of wild carnivores, and a lack of data and characterization of Rickettsia species and C. burnetii. Given the lack of epidemiological data on wildlife diseases, the current work can serve as a starting point for future epidemiological and/or experimental studies. • Anaplasma and Ehrlichia species span eight orders and 14 families of wild African animals; • The molecular prevalence of Anaplasmataceae, detected through genus-specific molecular assays, is considerable (21.2 %; 95 %CI: 7.6–39.1 %) across various African wildlife taxa; • Five tick-borne pathogens circulate with moderate-to-high prevalences (10–20 %) in wild herbivores, particularly bovids, namely A. marginale, A. centrale, Anaplasma sp. Technology-based transactions are inseparable from the routine exchange of data. These exchanges may not pose privacy problems until the movement takes extra-territorial turns thereby facing multiple levels of cross-border regulations. In the 80 s, the frequency of transfer of personal data beyond geographical boundaries in Europe precipitated the regulation of transborder data flows (TDF) beginning with the enactment of the Organization for OECD Guidelines. In Africa, the concept of TDF is more complex than usually viewed by the stakeholders and this is partly because neither the African Union nor other regional bodies have introduced legislation on TDF. Like many concepts in data protection, TDF is bereft of a generally accepted meaning. Regardless of the uncertainty, this paper approaches TDF as the transmission of personal data from one country to another country or international entity for the purpose of processing. The paper discusses some definitions of TDF as understood under African regional and national data protection legislation. In a comparative and normative approach, the paper analyses the barriers to TDF in Africa vis a vis the European experience and then concludes with recommendations for workable TDF within and outside the continent from an African perspective beginning with the harmonization of existing regional framework. This paper investigates the impact of Ghana's Universal fee-free secondary education policy (FreeSHS) on educational attainment (completion rates). The policy was introduced in the school year 2017/2018, allowing every child to pursue secondary education irrespective of their background. We emphasize the educational outcomes of schoolgirls as they are shown to be at a greater disadvantage when accessing higher education in Ghana. Given the universality of the policy, we estimate a Difference-in-Differences model using variations in the treatment intensity across districts. The treatment and comparison groups are thus defined based on the differences in the uptake rate (changes in the uptake of education due to a price change). The paper draws from a comprehensive panel dataset capturing the demand and supply factors to education across 261 districts in Ghana. The empirical findings suggest that schoolgirls' completion rate increased by 14 percentage points in high uptake districts, whereas the reform impact is estimated at 14.9 percentage points overall (for boys and girls). In effect, the absorption of education costs by the state serves as a critical incentive for cost-constrained households and an efficient measure for correcting market failures related to access and completion of secondary education for girls. • The study shows that Ghana's Free Public Senior High School (FreeSHS) policy has a positive impact on girls' educational attainment. • The absorption of education is a critical incentive for secondary education completion of girls and for reducing gender disparities in enrolment. • The quality of education remains critical and must be enhanced to improve long-term gains beyond secondary education completion. Language acquisition and learning literatures favour mother-tongue education policies, particularly in the early years of schooling. However, English Medium Instruction (EMI) remains a popular language policy position in multilingual contexts. This paper studies EMI transition policies using a longitudinal dataset from Ethiopia, by leveraging regional variation in education language policy reforms for causal identification. Employing a dynamic value-added model, this paper shows that students in schools using English as a medium of instruction have lower mathematics test scores (−0.25 standard deviations) compared to students in mother tongue education schools. Furthermore, English medium learners do not perform any better in their English test scores compared to mother tongue learners. These findings are in line with the international education literature on skill development, learning and second language acquisition. The main results support the prolonged utilisation of mother tongue instruction in primary education. Using the electricity access rate to measure progress towards the Sustainable Development Goal target for universal access to electricity by 2030, about 580 Millions African people lack electricity access. However, globalization offers technological innovation, financial resources and international cooperation opportunities to achieve universal electricity access. This paper investigates whether increasing globalization levels can help achieve the goal of expanding access to electricity services in Africa. The analysis is based on panel data of 36 African countries over the 2000–2017 period and system GMM for empirical estimations. Our findings indicate that economic, social, and political globalization matters for increasing access to electricity. We also find that economic globalization reduces disparities in access to electricity. Further decomposing of economic globalization indicates that financial globalization, FDI and trade openness increase access to electricity. Furthermore, while financial globalization and FDI widen disparities in access to electricity, trade openness negatively affects disparities. The results also indicate that economic growth is one of the important channels through which globalization enhances electricity access. Finally, we carry out sub-regional analyses and find that these patterns are robust across Sub-Saharan African countries. [ABSTRACT FROM AUTHOR]

Waste management is essential for the safety and wellbeing of any society; it also helps to tackle global problems, such as climate change and resource scarcity. To support the evolution of waste management systems (WMSs) towards a circular economy (CE), assessment methods are applied. This paper shows, using the case of Marrakech (Morocco), how a novel holistic approach called WMS development stage concept (WMS-DSC) is applied to assess WMSs and determine measures promoting a CE. The approach enables a simplified derivation of measures that are useful to municipal decision makers and consists of five stages; stage 1 is equal to a WMS lacking essential WM elements and stage 5 describes a functioning CE. The approach was specifically designed to be transferable to other Global South cities through the categorization into these universal stages. The results from the WMS-DSC show that components related to energy recovery and waste recycling are classified in stage 1. For the latter, a slight development towards stage 2 can be assumed due to the planned activities in Marrakech. The components "collection and transport" and "prevention and reuse" are mainly in stage 2. Nevertheless, the components "governance", "sector and market" and "waste disposal" are assigned to stages 2 and 3 with a stronger trend towards stage 4. The results show that in Marrakech and Morocco, CE is still in its infancy, and with this current state, it is hard to achieve. This paper examines the relationship between urban form, residential rooftop solar PV potential, and levelized cost of electricity (LCOE) in high-income, middle-class, and low-income neighborhoods in Accra, Ghana. Using building footprint data, ArcGIS Pro, and linear regression analysis, we find a statistically significant association between urban form parameters (building density, neighborhood compactness, building footprint area, suitable rooftop area, and near distance between buildings) and the rooftop solar PV potential in all the three types of neighborhoods. However, the well-planned high-income neighborhood exhibited the highest rooftop solar PV potential with low LCOE values for most houses, while the lowest rooftop PV potential and highest LCOE values were found in the largely unplanned low-income neighborhood. The low-income neighborhood exhibited higher density with clustered building patterns and, consequently, lower rooftop PV potential. The LCOE ranged between $0.02/kWh-$0.19/kWh for most buildings, with 92 %, 74 %, and 51 % of houses in the high-income, middle-class, and low-income neighborhoods falling within this range, respectively. We conclude that while capital subsidies for residential solar PV can boost their uptake by urbanites, their effectiveness could be limited in low-income neighborhoods due to the limitations imposed by their urban form. It may be more appropriate for policy interventions to target such neighborhoods with community solar schemes while targeting high-income neighborhoods with building integrated solar photovoltaics. This paper examines the role of past remittances in mitigating the adverse effects of COVID-19 employment shocks on food security in Nigeria. We formally define the mitigating effects parameter as the difference in the shock impact between households that received remittances and those that did not. Leveraging pre- and post-COVID-19 surveys, we employ a triple-difference strategy to estimate the mitigating effects parameter. Our results suggest that past remittances can alleviate the negative consequences of COVID-19 employment shocks, particularly in the short term. Indeed, the mitigation effect is limited to the early stages of the pandemic, as the negative effects of the shock persist over time. Additionally, we find that the impact of remittances on mitigating the shock varies based on the origin of remittances, recipients' area of residence, and poverty status. Furthermore, our study highlights the importance of the capital channel in explaining the mitigating role of past remittances. Achieving the objectives of sustainable development in water and agri-food systems requires the utilisation of decision-support tools in stakeholder-driven processes to construct and simulate various scenarios and evaluate the outcomes of associated policy interventions. While it is common practice to involve stakeholders in participatory modelling processes, their comprehensive documentation and the lessons learned remain scarce. In this paper, we share our experience of engaging stakeholders throughout the entire system dynamics modelling process. We draw on two projects implemented in the Volta River Basin, West Africa, to understand the dynamics of water and agri-food systems under changing environmental and socioeconomic conditions. We outline eight key insights and lessons as practical guides derived from each stage of the participatory modelling process, including the pre-workshop stage, problem definition, model conceptualization, simulation model formulation, model testing and verification, and policy design and evaluation. Our findings demonstrate that stakeholders can actively contribute to all phases of the system dynamics modelling process, including parameter estimation, sensitivity analysis, and numerical simulation experiments. However, we encountered notable challenges, including the time-intensive nature of the process, the struggle to reach a consensus on the modelled problem, and the difficulty of translating the conceptual model into a simulation model using stock and flow diagrams – all of which were addressed through a structured facilitation process. While the projects were anchored in the specific context of West Africa, the key lessons and insights highlighted have broader significance, particularly for researchers employing PSDM in regions characterised by multifaceted human-environmental systems and where stakeholder involvement is crucial for holistic understanding and effective policy interventions. Scholars have often found socioeconomic factors like income and education to be determinants of political participation in advanced democracies. However, past studies have claimed that in emerging democracies and hybrid regimes like those in Africa, education and income do not predict participation. If so, what determines participation in the region? This study examines the determinants of citizen engagement and political participation in sub-Saharan Africa; and argues that political attitudes differ depending on who provides the basic goods and services. Specifically, non-state provision of goods reduces political participation and leads to a weak state. I argue that when the state provides, citizens are more likely to participate; whereas when non-state actors provide, citizens are less likely to participate in politics. I also examine the effects of various non-state actors. This paper draws on data from an original survey experiment and fieldwork in Nigeria. This paper sheds light on subnational governance, democratization and citizen-state relationships. In this paper, we juxtapose two different sectors of China's economic presence in Africa: transport and digital infrastructure. Using the case of Kenya, a country that hosts several flagship corridors funded by Chinese loans and where Chinese "digital champions" have been active for two decades, we highlight some of the differences and similarities between these two forms of China's going-out capitalism in the continent. Our argument is that these 'varieties of capital' are conterminous, and they operate through both strategic and contingent overlaps within the same 'state-market nexus' and at the interface with programmes and goals of the African 'infrastructure state'. To illustrate this point, we draw on a comparative research effort inspired by a growing body of scholarship that has been labelled under the tag of 'Global China' and by a political economy reading of 'the market-in-state' system. This paper thus contributes empirically and conceptually to de-essentializing the Chinese presence in the African continent by recognizing the contextual agencies that shape it—the ambitious developmental agendas of the African state, in particular—as well as the interplay between its different corporate forms. Pesticides are an important and widely used tool for crop protection, but they also pose significant risks to agricultural sustainability, human health and the environment. In this paper, we examine whether mass media campaigns can help improve pesticide knowledge and change pesticide use behaviour among smallholder farmers in Rwanda and Uganda. We also assess the individual and combined effects of the campaign channels, which include interactive radio, plant health rallies, mobile SMS and video screenings. Applying a doubly robust method to survey data from 1327 maize-producing households across the two countries, we find that the mass media campaigns are significantly associated with improved farmer knowledge of pesticide risks and safety precautions. While the campaigns appear not to have discouraged the use of synthetic pesticides, they are significantly associated with increased adoption of safer alternatives to pesticides, including sustainable integrated pest management practices. The campaigns are also significantly correlated with increased use of protective equipment against pesticide exposure in both countries and reduced incidence of pesticide-related illnesses in Rwanda. Cloud manufacturing (CM) is a service-oriented business model which is being adopted for industry 4.0 (i4.0). African-based small-to-medium manufacturing enterprises (SMMEs) are yet to adopt the collaborative business manufacturing model, due to challenges associated with vagueness to new manufacturing technologies adoption. However, technological advancements have led to industry 5.0 (i5.0), which present multiple favorable opportunities for manufacturing organizations in Africa. Technology adoption was identified as a key accelerator towards sustainable manufacturing and successful implementation of sustainable development goals (SDGs). This paper aims to conscientise on the future of the manufacturing industry for an African digital economy. Adoption of new manufacturing technologies is disrupting traditional business models and creating new business models which are collaborative, and technology centered. A system of systems methodology was used to address multiple challenges affecting advancing technologies in the transport manufacturing industry in Africa. The Belt and Road Initiative (BRI) is outward-looking, being part of China's 'Going Out Strategy' while Africa's current regional infrastructure programmes are primarily inward-looking as they seek to deepen the continent's regional integration. This paper argues, drawing from international cooperation theory, that China and Africa can cooperate in implementing BRI despite the apparent conflict in their infrastructure connectivity aspirations. They can coordinate their policies for the purpose of mutual benefit through enhanced connectivity and trade between Africa and China on the one hand and deepened African regional integration and intra-African trade on the other. This could be achieved by using Africa's regional programmes as building blocks for cooperation in BRI. This paper also highlights lessons from BRI that Africa could use to fast-track implementation of its own initiatives including the mobilisation of stakeholders by political leaders, creation of dedicated institutions and funds, and building of local capacity in the infrastructure sector. • There is a paucity of COVID-19 related mental health publications in lower middle-income countries. • Existing research in mental health are mostly online community survey to measure different domains of psychopathology in the context of COVID-19. • There is gross scarcity of original high quality research in Afro-Asian LMIC countries. Lower middle - income countries of Africa and Asia have accommodated a large portion of the world's population, where mental health research has been under-prioritized. This study aimed to review all published research on mental health issues related to the COVID-19 pandemic in lower middle - income countries of the Afro-Asian region. A search was conducted in the PubMed and PubMed Central databases using the terms "mental health," "psychiatric disorders," "COVID-19", "coronavirus," "Asia," "Africa," "Lower Middle-income countries." All articles published in the English language until 3rd July 2020 were included. A total of 133 papers were found in lower-middle-income countries of Africa (n = 11) and Asia (n = 122), which discussed various aspects of mental health in the context of COVID-19. Most of the studies are cross-sectional studies that addressed mental morbidities, psychological reactions, stress, coping among the general population, and focused groups (healthcare workers, students, elderly, patients). Researchers attempted to develop and validate tools that measure certain psychological constructs (fear, anxiety) concerning COVID-19. Online surveys were the primary modality of researching this COVID-19 pandemic. COVID-19 related mental health research is scarce in lower-middle-income countries of Africa and Asia. Available researches suggest that mental health challenges during this COVID-19 pandemic are enormous and need attention. This paper attempts to analyse the drivers of the emerging Foreign Direct Investment (FDI) relationship between India and Africa. Using a fixed effect negative binomial model, it examines the determinants of FDI from India to 23 African countries from 2008 to 2016. The study finds that Indian FDI to Africa is a unique combination of both private sector and state driven investment. It is driven by the search for markets, and is pulled despite an adverse business environment. Indian FDI has contributed to several African countries by development of their manufacturing sector and contribution to employment, and has the potential to solve regional problems of poverty and inequality. Several African countries are experiencing problems with overcapacity in their energy sectors on a scale that cannot be explained or justified with reference to the volatility of supply alone. This constitutes a paradox in contexts where many people do not have access to modern energy. Based on a review of the scant existing literature, this paper provides an overview of existing explanations for overcapacity and discusses its potential implications. It identifies three general explanations whose relative weight, however, differ from one country to another, namely the quality of planning and management, national ideology and political interests, and the role of donors and private investors. Among the potential implications are not only the increasing deficits and debts of public utilities, higher tariffs and reduced access to energy, but also delays in energy transitions. This has policy implications for energy-sector planning, including the role of bureaucracies and experts, the management of public utilities and debt, and tariffs, as well as for procurement and contracting. Although Micrasterias apiculata is widely distributed and frequently found in samples throughout the world, its variety M. apiculata var. tjitjeroekensis , has a very limited geographical distribution. It was previously found in only three locations in the world. The variety was originally described in 1908 from Java, Indonesia (southeast Asia) and 20 years later detected in the Democratic Republic of Congo, Africa. The third finding of M. apiculata var. tjitjeroekensis was during the late 1980's in KwaZulu-Natal, South Africa, but it was described incorrectly under the name M. apiculata var. lacerata f. ornata. M. apiculata var. lacerata f. ornata closely resembles M. apiculata var. tjitjeroekensis and due to similarities, it is proposed to reduce the name M. apiculata var. lacerata f. ornata as a synonym of M. apiculata var. tjitjeroekensis. In this case, the current finding of M. apiculata var. tjitjeroekensis , in samples from northern Mozambique near the Tanzanian border, represents the fourth record of its presence in the world, the third for Africa, and the first for Mozambique. Up to now only French and German descriptions, together with line drawings, of M. apiculata var. tjitjeroekensis were available. This paper presents the first English description of the cell morphology, as well as the first photomicrographs, illustrating structures previous portrayed in line drawings. Based on new findings, it is proposed that the minimum value of existing cell dimension ranges should be adjusted. A lectotype for M. apiculata var. tjitjeroekensis is designated here. This paper examines the loan sources used by rural solar home system adopters to meet their everyday needs, as well as the motivations for using these sources. The findings show that people in rural areas take into account social and economic factors when making a decision regarding where to seek a loan. People borrowed money from individuals with whom they had strong ties, which could be parents, siblings, cousins, uncles, aunts, friends, or neighbours, and there was heterogeneity regarding where people situate family members along the weak/strong tie continuum. The results show that people preferred borrowing money from individuals with whom they had relationships based on the principle of reciprocity, suggesting their preference to avoid dependency in favour of equality. The findings also show that spatial and social proximity are intimately interconnected, and that both play an important role in determining where people turn to when in need of a loan. In several cases, the provision of a loan was based on a combination of both dimensions of proximity. Among growing concerns about the environmental impact of human activities, international trade is increasingly in the spotlight. However, the role of Africa has been widely disregarded. In this paper, we assess the trade–environment link in African trade patterns by estimating a gravity model for trade with data from 140 countries for the period 2002–2018. Our findings reveal significant insights: first, that dirty trade appears to be increasingly concentrating in African countries. That is, exports of dirty goods seem to have shifted to countries with less stringent environmental regulations. Second, exports from dirty industries tend to concentrate in those countries with higher levels of capital endowments, although this effect appears to be weaker. Third, the results hold when we consider different exporter and importer country scenarios, such as trade flows with Europe (the main African trading regional partner) and intraregional African trade patterns. In addition, they hold especially for more differentiated products, with some particularities in the case of homogeneous ones. The possibility of misinforming policy direction is undoubtedly high when factors determining foreign direct investment (FDI) are haphazardly selected owing to the diverse nature of the underlying FDI theories, thus leading to model uncertainty. To resolve the econometric and policy concerns, this paper re-investigates the determinants of FDI for 53 African economies for which comprehensive data are available using the Bayesian Model Averaging (BMA) technique over the period 1984–2018. Interestingly, unlike the previously conducted studies on FDI determinants, variables such as gross fixed capital formation, trade openness, exchange rate, secondary school education, democratic regime type, and mobile subscriptions per 100 people take preeminent positions over other explanatory variables for the continent. However, government consumption expenditure, inflation, GDP per capita, capital openness, and credits to the private sectors constitute the major deterring factors of FDI into the continent. These variables remain the substantive predictors of FDI in the African continent out of the 23 explanatory variables used. Similarly, differences are observed in the determinants of FDI across the regions of the continent. Thus, assuming the general policy framework to region-specific concerns may not be an efficient policy menu for attracting foreign capital flows. In light of the preceding, understanding the salient African-wide determinants as well as each region's idiosyncratic details regarding the determinants holds a promising path to tread in attracting foreign direct investment. There has been a strong wave of Eurobond issuances by Africa's frontier market economies since the start of the century. But it is not clear how these issuances have affected economic performance. This paper uses synthetic control experiments to conduct comparative case study analyses of the impacts of Eurobond issuances on economic growth, debt sustainability, and domestic capital markets. Ex post, we compare the trajectories of the relevant macroeconomic outcomes against their synthetically constructed business-as-usual counterfactual in an environment with no Eurobond issuance. The results show that, on average, sovereign Eurobond issuances have led to improvements in per capita GDP in Africa by about 10 percent above the counterfactual, business-as-usual scenario. Although most issuances were within 3 percent of GDP, they potentially led to about 13 percentage point acceleration in the debt-to-GDP ratios after ten years, compared to the counterfactual. Public capital accumulation is, on average, faster in the first two to three years following an issuance in countries with positive correlations. • Eurobond issuances by African sovereigns surged in the 2000s, with over 125 instruments issued by 21 African sovereigns. • We conduct synthetic control experiments, comparing relevant macro-outcomes with their counterfactuals under no issuance. • Eurobond have had a noticeable positive effect on incomes, about 10 percent annual improvement above the counterfactual. • But debt sustainability risks from Eurobond issuances are heightened by 13 percent above the counterfactual within 10 years. • Downside risks from Eurobonds should be actively managed to remain a useful source of financing and development in Africa. The realization of a competent, versatile and adaptable Pharmaceutical workforce which is a key component in achieving the World Health Organization Universal Health Coverage agenda in 2030 depends on the supply of adequately trained pharmacy workforce who can improve access to quality medicines while delivering quality pharmaceutical services. Despite the rise in the density of pharmacists across all World Health Organization regions, African countries still stay considerably behind in terms of absolute capacity per capita which means that the pharmacy workforce in Africa continues to be very low and not adequate to deliver the pharmaceutical services needs of the region. The International Pharmaceutical Federation is leading the transformation of pharmacy education in Sub-Saharan African countries to bridge this gap with a spotlight on increasing academic capacity, establishing needs-based education strategies and creating an enabling practice environment through advocacy. This commentary paper seeks to discuss the strategies such as the FIP-UNITWIN Programme and the Kenya-Nottingham Partnership utilized in transforming the pharmacy education and therefore the pharmaceutical workforce within the Sub-Saharan African Countries. It presents insights from three measurement approaches to explore the dynamic, intra-annual effects of shocks on household well-being, mediated by household characteristics; one based on shock persistence, one based on the stochastic distribution of well-being, and one driven by machine learning algorithms and based on predictive power. The insights gained from the comparison of measurement approaches offer a fuller understanding of the factors driving resilience than any single approach on its own. The paper harnesses a novel data-set from the 'Measuring Indicators for Resilience Analysis' project, which, each month, tracks shocks and food security indicators for one year in a highly food insecure population in Malawi. Across approaches, our study consistently finds that shocks and food insecurity are very persistent, and that households living in the flood plains are more resilient. When focusing on specific shocks such as illness, the gender of the household head matters as-well. A broader search for predictors of food insecurity using LASSO and Random Forest algorithms uncovers other characteristics that affect resilience, such as the distance to drinking-water. The paper demonstrates how multiple complementary approaches can identify different but overlapping factors related to resilience, painting a fuller, richer picture. It introduces new data on rebel group formation in 47 African states (1997–2015) that offers a more complete picture than existing conflict datasets; about two-thirds of the groups in the new dataset are not named in standard conflict datasets. The strong majority of these rebel groups formed in rural areas; did not emerge from nearby protest movements or civil society organizations; and initially did not benefit from substantial material resources nor commit large-scale violence. Analyses suggest that rebel groups forming in rural parts of African states draw less often on pre-war, public, non-violent contestation than those of urban areas. Despite vaccination being one of the most effective public health interventions, there are persisting inequalities and inequities in immunisation. Understanding the differences in subnational vaccine impact can help improve delivery mechanisms and policy. We analyse subnational vaccination coverage of measles first-dose (MCV1) and estimate patterns of inequalities in impact, represented as deaths averted, across 45 countries in Africa. We also evaluate how much this impact would improve under more equitable vaccination coverage scenarios. Using coverage data for MCV1 from 2000–2019, we estimate the number of deaths averted at the first administrative level. We use the ratio of deaths averted per vaccination from two mathematical models to extrapolate the impact at a subnational level. Next, we calculate inequality for each country, measuring the spread of deaths averted across its regions, accounting for differences in population. Finally, using three more equitable vaccination coverage scenarios, we evaluate how much impact of MCV1 immunisation could improve by (1) assuming all regions in a country have at least national coverage, (2) assuming all regions have the observed maximum coverage; and (3) assuming all regions have at least 80% coverage. Our results show that progress in coverage and reducing inequality has slowed in the last decade in many African countries. Under the three scenarios, a significant number of additional deaths in children could be prevented each year; for example, under the observed maximum coverage scenario, global MCV1 coverage would improve from 76% to 90%, resulting in a further 363(95%CrI:299–482) deaths averted per 100,000 live births. This paper illustrates that estimates of the impact of MCV1 immunisation at a national level can mask subnational heterogeneity. We further show that a considerable number of deaths could be prevented by maximising equitable access in countries with high inequality when increasing the global coverage of MCV1 vaccination. This paper aims to evaluate the energetic, economic, and environmental performances of small-scale concentrated photovoltaics (CPV) power systems under 107 African climatic and financial zones with different energy mixes. The proposed concept focuses on small-scale installations for small- or medium-scale industrial premises as such devices are involved in the international strategy about micro-grids. Yearly average electric productions, capacity factors, economic and environmental considerations, and sensitivity were all analysed. The mathematical methodology for calculating the power of a concentrated triple-junction solar cell, the annual energy conversion of a CPV plant, the costs, and the CO 2 mitigation were assessed. The parametric study shows that the capacity factor becomes highest for a cell area of 5.5 cm2 or if the concentration ratio reaches the value of 2400. Furthermore, LCOE is lowest for Errachidia in Morocco with 15.88 c$/kWh followed by Fada in Chad with 16.82 c$/kWh, while it is highest in Wad Hajm in Sudan as 5.23 × 1016 c$/kWh. Moreover, South Africa allows the highest reduction of indirect CO 2 emissions. Furthermore, energy produced is greatest in Errachidia in Morocco (606.27 GWh), Tiaret in Tunisia (601.11 GWh), and Upington in South Africa (598.11 GWh). Groundwater plays an essential role in Africa and corresponding research is vital to resource management and long-term planning. However, the level of research output and the mode of international research collaboration on the continent have been questioned. In particular, cases of "helicopter research" have been reported. The term implies that scientists from wealthy nations do research in lower-income countries without involving local collaborators. To investigate the phenomenon in a groundwater context, we performed a bibliometric study by extracting and analyzing (meta)data from Clarivate's Web of Science database for the time period 1991–2020. Here, we particularly focused on authors and their affiliations. The analysis showed that there is a pronounced intra-continental imbalance and that much of the groundwater research output in Africa is produced by Egypt, Nigeria, South Africa, Tunisia, and Morocco – larger countries with a relatively high Gross Domestic Product. These nations apparently "own" their research, i.e., papers about groundwater in these countries include local (co-)authors (affiliation in the concerned country), or at least authors with an African affiliation. However, this does not apply to a number of other African countries, implying that local scientists do not spearhead corresponding studies which points towards helicopter research. To foster effective groundwater research and counteract the above-mentioned development, various players have to contribute, including local governments, funding organizations, individual researchers, but also journals. Rhamphicarpa fistulosa (Hochst.) Benth., is a facultative parasitic plant causing persistent weed problems in smallholder rice crops across Africa. It was first identified as a rice weed in the 1990's in West Africa. The objective of this review was to comprehensively inform the crop protection research community and extension services on the newly gained insights on R. fistulosa since the last review in 2014. Following a systematic literature search in Web of Science on papers published after September 2014, the cut-off date of the last review, the resulting publications are reviewed. Parasitizing Rhamphicarpa fistulosa plants gain considerably in biomass and reproductive output, compared to independently growing plants. The host incurs severe reductions in photosynthetic efficiency and biomass production. Host-plant assimilates primarily benefit parasite growth and reproduction. Rice yield losses caused by R. fistulosa infestations range from 24 to 73% depending on infestation density and cultivar. Annual crop losses in sub-Saharan Africa were estimated at 204,000 tons of milled rice, with associated annual economic losses of US $82M, affecting >140,000 rural households. Rice cultivars NERICA-L-40 and -31 were identified as resistant and high yielding under R. fistulosa infested conditions. Early sowing decreases R. fistulosa infection. Contrary to the obligate parasitic weed Striga spp., the facultative R. fistulosa is not controlled by fertilisers. The past decade of research generated valuable insights in the genetics, germination biology, environmental and ecological contexts, distribution and impacts on crop yields and economies, and disclosed feasible management options. • Rice vampireweed (Rhamphicarpa fistulosa) is a facultative parasitic weed on rice in Africa. • We reviewed the literature since the last review, ten years ago, to report on research progress. • The weed affects >140,000 farm households and causes losses to African economies worth US $82 M/year. • Control recommendations include identified resistant and tolerant rice cultivars and early sowing. • Small rice production improvements from fertilisers, trade-off with strong weed biomass increments. Background: Although sleep disturbances and insomnia are common among Internally Displaced Persons (IDPs), these disorders remain largely understudied among victims fleeing ethnoreligious genocide. The Insomnia Severity Index (ISI), though a widely used measure of insomnia, has not been translated, cross-culturally adapted, nor validated in common African languages. This paper aimed to translate, adapt and validate the ISI scale into Hausa, the most widely spoken non-Indo-European language in African continent.Methods: A six-stage validation model was used for the translation and adaptation of the ISI into Hausa [(ISI-Hausa), Item-Content Validity Index (I-CVI)=0.9 to 1.0]. The tool was administered among IDPs residing in Maiduguri, North-Eastern Nigeria, from October to November 2019. A total of 281 participants from six camps were recruited via convenience sampling. The psychometric properties of the scale were assessed using an Exploratory Factor Analysis (EFA), Cronbach's alpha (α) and Intraclass Correlation Coefficients (ICC) for determining factor structure, internal consistency and test-retest reliability, respectively.Results: Exploratory factor reduction resulted in a two-factor solution, with " severity of insomnia " identified as the construct for Factor 1 and " impact of insomnia " as the construct for Factor 2. Factor 1 consisted of four scale items and Factor 2 consisted of three items. Factor loadings for each item ranged from 0.535-0.812. The scale demonstrated acceptable internal consistency (α=0.72) and good test-retest reliability (ICC=0.72) (p<0.001).Conclusion: The ISI-Hausa scale is a psychometrically sound and culturally relevant tool for assessing the severity and impact of insomnia among Hausa speaking IDPs in Africa. Despite efforts to achieve universal access to safe drinkable water and improved sanitation, many Africans still lack access to these social services. There are also disparities between urban and rural areas in access to these services in Africa. If sustained, this adverse trend could undermine the achievement of the United Nations' Sustainable Development Goal 6 to ensure access to safe drinkable water and sanitation for all by 2030. This paper examines the effect of globalization on access to clean water and improved sanitation in Africa over the 1990–2015 period. Based on the panel corrected standard errors estimator, the results show that overall globalization improves access to water and improved sanitation while increasing disparities between urban and rural areas in access to improved sanitation. Among the sub-indexes of globalization, social globalization enhances access to drinkable water and improved sanitation for the total, urban and rural population. However, social globalization widens the urban-rural gap in access to improved sanitation while its effect on disparities in access to drinkable water is not significant. Economic globalization reduces the share of the population with access to improved sanitation while its effects on access to drinkable water and the urban-rural disparities in access in both social services are not statistically significant. Finally, some differences are found when distinguishing between de facto and de jure aspects of globalization. Policy implications are discussed. [ABSTRACT FROM AUTHOR]

This paper examines the importance of relative deprivation in Tanzania, a poor African country, using three waves of the Tanzanian National Panel Survey. We contribute to earlier literature in Africa by controlling for time persistent unobservable individual characteristics (panel data) and, most important, by using two measures of satisfaction (life and financial satisfaction), two definitions of the reference group, and testing different hypothesis. By comparing results between satisfaction measures and across definitions of reference groups we can understand the mechanisms through which comparisons work in a poor setting. In contrast with earlier literature, we find strong evidence of relative deprivation in financial satisfaction of all individuals in Tanzania, and evidence for life satisfaction only for individuals with weaker ties with their community. For those with strong ties (45% of our total sample; 52% of the rural sample), we find evidence of a positive correlation between life satisfaction and the leave-out mean consumption of close neighbors and argue that this can be explained by feelings of empathy. The discovery in FLK West lowermost level 6 (Olduvai Gorge, Tanzania) of a massive and symmetrical handaxe, at odds both with the other LCT specimens so far unearthed from this site and with the technological traits commonly reported for the earliest Acheulean ca. 1.7 Ma, challenges the hypothesis of a gradual development of technological and cognitive qualities during the Acheulean. This thought-provoking specimen points to a less sharp difference between the first and later phases of the Early Acheulean (i.e. between ca. 1.7 and 1.2 Ma) and supports a somewhat punctuated flourishing of the handaxe technical and cognitive conceptualization. In this regard, this paper provides a detailed descriptive study of the large olivine basalt handaxe, in the framework of both the FLK West L6 lithic collection and the LCT shaping strategies. This analysis includes a morphometric description of the specimen and a comprehensive analysis of the knapping and shaping sequencing, through a diacritical study. It also includes a techno-functional assessment of the final design and symmetry. • A standard model of electricity sector reform has been prescribed in Africa. • Timing of reform is due to country need for external financing to improve efficiency. • Pace of reform is due to country autonomy from donors, particularly the World Bank. • Extent of reforms implemented is due to internal autonomy from domestic pressures. • African countries exercise agency, autonomy, and resistance to mediate global norms. Electricity access in sub-Saharan Africa is the lowest amongst all regions of the world. In response, since the 1990s, the World Bank and other donors have pushed African countries to reform their electricity sectors. While a "standard model" of liberalization reforms has been endorsed, the timing, pace and extent of reform adoption and implementation undertaken by countries varies significantly. This paper asks: why do some countries adopt electricity sector reforms more quickly and more fully than others? The paper uses a comparative historical analysis of Ghana, Tanzania and Uganda to answer this question. Each country's experience with reform varies. Our study finds that the timing of reform was largely contingent on economic factors, primarily the need for financing to improve sector efficiency. The pace of reform was shaped largely by international political considerations, namely differences in the countries' reliance on aid from key donors, especially the World Bank. And the extent of reform was determined primarily by internal national political factors. Specifically, where elite decision-makers faced a historically-grounded national ideology that created citizen expectations that the state provide electricity, a competitive democratic regime, and stronger civil society, electricity sector reforms were less extensive. The paper makes an important contribution to understanding the politics of institutional change. We show how African governments exercise autonomy and resistance, both internationally with donors, and domestically, in the rewriting of institutional rules; that reforms are contingent on political calculations by national political elites about domestic conditions and needs; and that global norms are not sufficient to cause policy change. Overcoming energy poverty in Africa is expected to remain a challenge for the foreseeable future. As new development partners replace or complement the World Bank's role in African energy sectors, attention to how domestic institutions and politics engage with global norms is critical.
