Despite the positive momentum achieved by the renewable energy sector in recent years, there are substantial challenges that need the attention of the global community, and one of the more pressing issues is dealing with the deleterious external costs of power generation. One of the parameters to compare costs of energy across various technologies is levelised cost of energy (LCOE), but it has been conventional practice to neglect the external costs in estimating the LCOE of power generation technologies. Furthermore, as LCOE is a critical indicator for policy and decision makers, there is a need to juxtapose actual costs of renewable and conventional power generation technologies. This research paper attempts to internalise some of these external and GHG emission costs across various power generation and storage technologies in all the G20 countries, as they account for 85% of global power consumption. As future investment decisions are largely influenced by costs, estimates in this research prove renewables and storage to be far cheaper than fossil and nuclear sources by 2030, even without considering external costs. The myth that renewables are ‘way too expensive’ has been debunked repeatedly, and the cost decline of wind and solar photovoltaic (PV) technologies have outpaced most industry expectations. The results of this research not only substantiate this trend, but also statistically display that all the G20 countries have the opportunity to decrease their energy costs significantly, between now and 2030. Renewable energy technologies offer the lowest LCOE ranges across G20 countries in 2030. Utility-scale solar PV generally shows the lowest values ranging from 16 to 117 €/MWh el and onshore wind LCOE range is from 16 to 90 €/MWh el . Rooftop solar PV generally offers the next lowest LCOE ranging from 31 to 126 €/MWh el , followed by LCOE of offshore wind power ranging from 64 to 135 €/MWh el . Solar PV and battery systems are highly competitive on an LCOE basis at utility-scale ranging from 21 to 165 €/MWh el and at residential scale from 40 to 204 €/MWh el . The G20, as well as other countries, can continue to develop their economies in a sustainable manner, along with substantial co-benefits in adjacent policy fields such as higher national welfare, better health of citizens, lower respective health costs and improved energy security. In the light of European energy-climate package and its measures for increasing security of supply, decreasing the impact on environment and stimulating sustainability, Croatia as a new EU (European Union) member state needs to reconsider and develop new energy policy towards energy efficiency and renewable energy sources. Croatian long-term energy demand and its effect on the future national GHG (greenhouse gas) emissions are analysed in this paper. For that purpose the NeD model was constructed (National energy demand model). The model is comprised out of six modules, each representing one sector: industry, transport, households, services, agriculture and construction. The model is based on bottom up approach. The analysis has shown that energy policy measures, identified through this paper, can potentially achieve energy savings up to 157 PJ in the year 2050, which presents a 40% decrease to referent (frozen efficiency) scenario. Results obtained in this paper were also compared to the Croatian National Energy Strategy for the years 2020 and 2030. It was shown that if already implemented policies were properly taken into account the actual final energy demand for the year 2030 would be 43% lower than projected by the Croatian National Energy Strategy. Abstract: Households represent one of the most interesting sectors, when analyzing Croatia’s energy balance. It makes up one of the largest energy consumers with around 75PJ per year, which is almost 29% of Croatia’s final energy demand. Considering this consumption, implementing various mechanisms, which would lead to improvements in energy efficiency of this sector, seems relevant. In order to plan future energy systems, important would be to know future possibilities and needs regarding energy demand of different sectors. Through this paper, long term energy demand projections of Croatian households sector will be shown. Focus of the paper will be on various mechanisms influencing future energy demand scenarios. Important would be to quantify this influence, whether positive or negative, and see which mechanisms would be the most significant. Energy demand projections in this paper are based upon bottom-up approach model which combines and processes a large number of input data. The model will be compared to Croatian National Energy Strategy and certain differences and conclusions will be presented. One of the major conclusions shown in this paper is significant possibilities for energy efficiency improvements and lower energy demand in the future, based on careful and rational energy planning. Different financial, legal and technological mechanisms can lead to significant savings in the households sector which leads to lower GHG emissions and lower Croatian dependence on foreign fossil fuels. Policy makers have realized that without significant increases in the energy efficiency and notable reductions in the energy use of the household sector, it will be impossible to lower carbon dioxide emissions and mitigate the risks of climate change at the global level. The energy demand in residential buildings is influenced by several parameters, such as national economic growth, climate and weather, demographic structure, and technological development. In this paper, we analyze the determinants of electricity and natural gas consumptions in Italy during the period from 2004 to 2013. We provide estimates of price and income elasticities of the demand for both the energy sources in the residential sector. The role played by both energy price and household income is worth attention because it provides evidence for the occurrence of the direct rebound effect. Therefore, the economic drivers of the energy demand are important to improve the policies meant to reduce greenhouse gas emissions and contrast the global warming. [ABSTRACT FROM AUTHOR]

This paper compares and discusses possible greenhouse gas (GHG) emission reductions due to different policy measures implemented in passenger car transport in the EU-15. The major instruments analyzed are fuel and registration taxes, support measures for biofuels as well as standards for specific CO 2 emissions from new passenger cars. The methodology applied is based on scenarios for the dynamic development of GHG emissions and energy consumption depending on implemented policies. Using the ALTER-MOTIVE model, created in the scope of an EU-funded project, in a dynamic framework a Business as usual and a Policy scenario are compared to extract the impacts of policies up to 2030. The major result is that in total, GHG emissions could be reduced at least by 33% in a selected Policy scenario compared to a Business-as-usual scenario up to 2030. In the future only a broad portfolio of different policy instruments and alternative technologies and fuels can reduce energy consumption and the resulting GHG emissions remarkably. Abstract: The goal of this paper is to estimate the perspectives of the Baltic States: Estonia, Latvia and Lithuania on meeting the new European Union climate commitments, i.e., to reduce greenhouse gas emissions by 20% to the year 2020 in comparison with 1990. This ambitious target could be reached based on other EU climate and energy package commitments: increase of the share of renewables and improvement of energy efficiency as tools for fulfilling the GHG emissions reduction target. The paper gives an overview on the current situation and future plans of the Baltic States in the field of energy efficiency, consumption of renewables and reduction of GHG emissions. Abstract: Thermal energy loss in the process industry is a significant issue due to the high temperatures and multiple heat intensive processes involved. High-grade thermal energy is typically recovered within processes. However, lower grade heat is often rejected to the environment. The benefits of capturing and utilising low grade thermal energy are highly dependent on the qualities and properties of the heat in the waste streams. The temperature of the low grade heat stream is the most important parameter, as the effective use of the residual heat or the efficiency of energy recovery from the low grade heat sources will mainly depend on the temperature difference between the source and a suitable sink, e.g. another process or space heating/cooling. In general, the temperatures of these waste heat sources are too low to produce electricity and direct heat use will depend on whether potential user can be found. This paper presents past and current drivers for heat recovery studies. High and low grade heat sources are defined according to the viability of recovery within the processes. Firstly, high grade heat capture within the processes is reviewed. Then, the focus is on the potential for low grade heat capture outside of the original plant. The paper addresses the potential for low grade heat recovery with regard to new incentives and technological advances. Finally, different aspects which influence the decision making for low grade heat recovery in the process industry are discussed. It is concluded that organisational, financial and economic barriers might be overcome and benefits from a holistic vision could be gained with stronger governmental policy and regulation incentives. Abstract: The European Union has been demonstrating its adherence to energy efficiency policy in the last decade. At the main EU summits there were stated the requirements to reduce energy consumption in the EU, and to make it sustainable over the long term. The “20-20-20” promise of a 20% share of renewable energies in total EU energy consumption and a 20% reduction of greenhouse gas emissions in the EU by 2020 was determined in 2007 and affirmed in 2008. The paper deals with the evaluation of some ways of reaching a 20% reduction in primary energy demand in housing. For that purpose some measures leading to such a reduction for a dwelling house are estimated. These measures require an additional investment into the energy performance of a building. For the achievement of goals stated by the European Parliament in energy demand it will be necessary to involve a considerable level of financial and technical support in these spheres. Abstract: Energetic waste disposal has tremendous potential for generating alternative (renewable and non-conventional) energy from municipal solid waste (MSW), reducing greenhouse gas emissions, creating socio-economic and environmental benefits, and achieving a sustainable expansion of the energy sector. However, in spite of these tremendous benefits, the Brazilian MSW disposal market remains dominated by landfilling. In total, energetic MSW treatment plants in Brazil are expected to achieve an installed capacity of 12,400MW by 2020 and 17,550MW by 2030 respectively. Investments into wind, small-scale hydro, and biomass plants will exceed R$ 69 billions between 2011 and 2020. This paper aims to assess the implications of Brazil׳s National Policy on Solid Waste (PNRS) on the economic feasibility of different energetic MSW treatment facilities. Therefore, the PNRS is comprehensively analysed, particularly those areas that outline the decision-making criteria for future investments. These criteria are then applied to the specific case of Rio de Janeiro, first by examining the municipality׳s current state of MSW management and second by examining 20 hypothetical future investment projects into three different energetic MSW treatment technologies. The case study delivers crucial information about the economic feasibility of the considered technologies by addressing specific provisions in the Brazilian legal framework and by applying relevant country-specific financial incentives, designed to encourage investments into renewable energies. Abstract: Energy and climate change is a key priority issue mentioned by the Mediterranean Strategy for Sustainable Development (MSSD) which explicitly claims that “Control, reduce or stabilize GhG (Greenhouse Gas) emissions” is a crucial target for Mediterranean countries. This paper uses the integrated assessment model IFs (International Futures) to implement a scenario analysis to investigate the mitigation potential of Mediterranean regions. It analyzes if the Mediterranean regions will be able to reach the MSSD climate change target and recommends amendments of the MSSD to implement with effectiveness climate change policies in the Mediterranean area. Abstract: Understanding China’s GHG (greenhouse gas) emission status is critical for achieving the national mitigation plan. While much attention has addressed China’s national level GHG emission, less is known about its regional and sectoral emission features. In this paper China’s regional and sectoral GHG emission patterns and their driving forces were explored by using upgraded energy consumption data. We constructed a detailed GHG inventory for each province in the year 2009 which covering 28 sectors and further expanded time-serious inventories during 1997–2009. We then conducted variation and index decomposition analysis to explore its sectoral/regional disparity and features. Results showed significant differences of sectoral emission intensity among different provinces, implying a huge disparity of technology level. Since less developed provinces still apply energy intensive technologies, they had contributed to most of national emission increment during 1997–2009 and made the whole country towards carbon intensive direction. Our research outcomes indicate that the inequity of technology level among regions has already become a main barrier for China’s CO2 mitigation. Such a reality deserves more attention from both researchers and policy makers so that appropriate carbon reduction policies can be raised. [Copyright &y& Elsevier]

G20 committed to removing inefficient fossil fuel subsidies at the Pittsburgh Summit. China is a large energy consumer with large subsidies. Then, how large are impacts of subsidy removal, and how to mitigate negative impacts? This paper simulates the potential impacts of subsidy removal, and compares different policy options to mitigate the adverse effects. The main findings are as follows. Firstly, subsidy removal would affect the competitiveness, output, welfare and emissions of different world regions disproportionally. Secondly, subsidy removal in China would result in competitiveness issue through trade channel, which would generate negative externalities to China, but positive externalities to other world regions without subsidy removal. Thirdly, subsidy removal in China would result in rebound effects, which would generate positive externalities to regions without subsidy removal, but be harmful to world's emission reductions. Abstract: A model is developed that simulates nationwide energy consumption of the residential sector by considering the diversity of household and building types. Since this model can simulate the energy consumption for each household and building category by dynamic energy use based on the schedule of the occupants’ activities and a heating and cooling load calculation model, various kinds of energy-saving policies can be evaluated with considerable accuracy. In addition, the average energy efficiency of major electric appliances used in the residential sector and the percentages of housing insulation levels of existing houses is predicted by the “stock transition model.” In this paper, energy consumption and CO2 emissions in the Japanese residential sector until 2025 are predicted. For example, as a business – as-usual (BAU) case, CO2 emissions will be reduced by 7% from the 1990 level. Also evaluated are mitigation measures such as the energy efficiency standard for home electric appliances, thermal insulation code, reduction of standby power, high-efficiency water heaters, energy-efficient behavior of occupants, and dissemination of photovoltaic panels.
