• Decoupling of GDP from all energy sources under multiple principles are examined. • World economy achieved weak energy decoupling in most years during 2000–2011. • World economy coupled with coal use and tended to couple with cleaner energy use. • None of studied economies achieved long-term GDP-embodied energy decoupling. • Decoupling delusions occurred when only considering direct and total energy use. Decoupling indicators are widely used to understand links between economic growth and energy use. However, traditional decoupling analyses mostly focus on domestic energy consumption (i.e., the production-based principle) and neglect off-site energy use across global supply chains to satisfy an economy's final consumption (i.e., the consumption-based principle). Moreover, analyses for total primary energy conceal an economy's preference for different energy sources. Therefore, this paper evaluates decoupling states of GDP from all types of primary energy use under consumption-based principle, for world economy and eight typical economies during 2000–2011. Regarding total primary energy, world economy witnessed weak decoupling in most years, and most economies studied (e.g., USA, Japan and China) achieved decoupling initially but performed negative decoupling finally. For EU, USA, Japan, Russia and India, production-based decoupling performances were generally better than consumption-based ones. Decoupling phenomena detected under production-based principle even became coupling or negative decoupling under consumption-based principle in some cases. As for each energy source, world economy decoupled from oil use, but still coupled with coal use, and gradually showed a trend to couple with natural gas and renewables use. Different energy sources showed distinct decoupling degrees from GDP, affected by individual embodied energy requirement structure. Due to globally uneven distribution of forest resources and timely difference of supply and demand, forest products are difficult to achieve market equilibrium among neighboring countries. The global forest product trade not only alleviates the contradiction of supply and demand, but also ensures the sustainable development of the economic construction for each country. Previous literature analyzed the structure and evolution mechanism of forest product trade from different perspectives, but ignored the competitive relationships among forest product importers. Based on complex network theory, this paper selected global wood forest product trade data from 2004 to 2016. Then we constructed global unweighted and weighted wood-forest-product competitive network from import perspective, and three indicators (density, average path length, and clustering coefficient), core–periphery model and two indicators of competitive intensity were introduced to study the spatial competitive evolution of global wood forest product trade among countries. The results showed that there was wide competition in global wood forest product trade among continents, and the tightness of competitive relationships gradually decreased with time. Secondly, core countries and periphery countries were clearly identified in the competitive network, and China, Japan, the U.S., were the main core countries influencing the evolution of core–periphery structure. Finally, the U.S. played an important role in the global competition system. But with the increment of demand for Asian market, China and other Asian countries gradually became the center of wood-forest-product competition. The stigmatization of children with disabilities at school is a culturally widespread social justice challenge. The paper is the second of a two-part series. In the first paper (Haight, Kayama, Ku, Cho, & Lee, 2016), we described the problem of stigmatization from the perspectives of experienced elementary school educators in Japan, South Korea, Taiwan and the US. In this paper, we focus on the solutions provided by these same educators; specifically, their perspectives on socialization practices to minimize stigmatization and support the development of self for children with disabilities and their typically-developing peers. We conducted cross-cultural analyses of individual, semi-structured, audio recorded interviews with 26 Japanese, 43 South Korean, 16 Taiwanese and 18 US educators, including school social workers. Educators from all research sites described socialization practices to support children with disabilities and their typically-developing peers. For children with disabilities, US educators focused on individualized support provided in private to minimize stigmatization. East Asian educators intentionally involved peers in supporting children with disabilities. For typically-developing peers, educators described cultivating empathy (Japan), providing formal disability awareness programs (South Korea), teaching moral values (Taiwan) and respecting individual differences (US). We discuss these socialization practices within educators' sociocultural-historical contexts. The stigmatization of individuals with disabilities is a widespread social justice issue. This paper introduces a study of disability, stigmatization and self for children with disabilities and their typically-developing peers. It is the first of two companion papers. It examines the problem of stigmatization from the perspectives of experienced elementary school educators practicing in diverse cultural contexts. We conducted cross-cultural analyses of individual, audio recorded interviews with 26 Japanese, 43 Korean, 16 Taiwanese and 18 US educators, including school social workers. Educators from all four cultural groups described disability and stigma as challenging children's development of self: children with disabilities may experience the self as isolated and inadequate, and typically-developing peers may experience the self as lacking culturally expected values of empathy and respect. Educators' understandings of children's experiences also were culturally nuanced. Educators variously described children with disabilities as experiencing a sense of not belonging [Japan], loss of motivation [South Korea], too much shame [Taiwan], and low self-esteem [US]. They variously described typically-developing children as challenged to show empathy [Japan], include children with disabilities in their peer group [South Korea], develop benevolence [Taiwan], and show respect for individual differences [US]. We contextualize educators' perceptions within their specific sociocultural-historical contexts. Our second paper will focus on solutions; specifically, educators' perspectives on how to minimize stigmatization and support the development of self for children with disabilities and their typically-developing peers. A dietitian has qualifications in nutrition and dietetics and applies the science of food and nutrition to improve the health of individuals, groups, and communities. The Registered Dietitian (RD) credential has gained recognition over the years for its expertise. The accreditation systems were developed and have been used to ensure quality of this profession. Accreditation systems set standards for academic and professional training in nutrition and dietetics and reflect current research-based information. The purpose of this paper is to review a few countries that have a RD accreditation system including China and several other countries, e.g. the United States, Japan, and the United Kingdom. Steam generated by steam generator in a nuclear power plant must firstly be subjected to steam-water separation treatment before entering the turbine. The research on flow and rupture characteristics of the liquid film on the wall surface of corrugated plate has important and practical significance for improving the separation efficiency. Since the 1940s, researchers from the United States, France, Japan and other countries have carried out related researches. With the rapid development of steam-water separation technology, many scholars have carried out a large number of experiments, theoretical study and numerical calculations on this phenomenon. Based on the published papers, the research progress and significant achievements of the flow and rupture characteristics of the liquid film on corrugated plate wall are reviewed. Shortcomings of past research and prospects for future research are summarized and proposed, respectively, which provides a reference for improvement of separation efficiency of the corrugated plate dryer. A global academic division of labor plagues contemporary academic production. The epistemological implications assign southern knowledge to the status of "data" for the use of northern "theory." The institutional consequences affect the training and promotion of scholars, and the distribution of academic resources. The persistence of global power relations in academic production is an indicator of the achievement of the West in establishing a Eurocentric relationship with the rest of the world. This paper looks at the manifestations of the contemporary academic division of labor in scholarly writing. We examine articles published in three international academic journals, based in Japan, Turkey, and the United States, and focus on the different ways in which authors use geographic markers, words that indicate that a title, an abstract, or a sentence is written in reference to a particular location—a country, a city, or another geographic entity. Scholarship in the North relies on a writing style that reflects and reproduces its privileged position in the global academic division of labor. However, southern scholars tend to write in a style that makes heavy use of geographic markers, which reflects their underprivileged position in global academic world as "case" or "data" producers for northern theory. Abstract: The joint paper presents a common view of fast reactor specific missions in the development of nuclear energy and a cross-analysis of merits and demerits of several Fast Reactors concepts studied worldwide and especially in the Generation-IV International Forum (GIF) framework. The paper provides the context for fast reactors development in the United States, France and Japan and focuses on the comparison on Sodium-cooled Fast Reactor (SFR), Gas-cooled Fast Reactor (GFR), and Lead-cooled Fast Reactor (LFR), i.e. the three fast reactor concepts that have the potential to meet the nuclear fuel cycle sustainability goals. The information provided in the article permits the reader to understand each country''s objectives to see that not only the objectives searched for but also the technical orientations are converging. The authors underline that SFR technology evaluation relies significantly on the substantial base technology development programs within each country which is without comparison for the other two fast reactor technologies, e.g., SFR technology has already been developed to commercial or near commercial scale in each country whereas the performance of LFR and GFR technology is still uncertain. The main GFR merits are the potential for high temperatures and the easier possibilities for inspections and repairs. The main challenges are the fuel (fabrication, in-pile behavior), materials for high temperatures, and the implementation of mitigation means to manage severe core degradation. The main LFR merit is the lack of chemical reactivity of the lead coolant with air and water. The main challenges are the development of corrosion resistant structural and cladding materials, the implementation of mitigation means to manage severe core degradation, the density of the lead, and the comparably large core size. The selection of a reference fast reactor concept in view of possible industrialization is made on a national base, taking into account the each countries’ strategic objectives, existing technology base, the proven or expected technical performance, the R&D challenges and technical means to conduct that R&D, the possibility to share development costs and risks, etc. It is important to note that in different contexts, the U.S., French, and Japanese organizations have selected the SFR as their reference fast reactor concept. • Knowledge spillovers have a positive impact on environmental innovation. • We investigated the waste recycling innovation in the USA, Japan and Europe. • Policymakers should carefully favor industrial relatedness. Since natural resources are finite, new policy instruments to sustain the most efficient processes of waste recycling are required in all countries. To this end, it is critical to explore all technology mechanisms underlying solid waste researchers and practitioners' behaviors. The study focuses on to demonstrate the importance of knowledge diffusion between the source and destination of environmental innovations. This way, policymakers can elaborate opportune strategies to improve the efficiency of innovation activities. By analyzing a sample of 240 large international firms from the USA, Japan, and Europe, this paper discusses the extent to which innovation inputs, research and development, and relative technological spillovers affect environmental innovation—that is measured by the number of waste recycle and land fertilizers patents. The novelty of the study comes from introducing a knowledge production function approach to analyze the role of technological knowledge spillovers on waste recycling and land fertilizers efficiency at the firm level. The technological relatedness between the firms is computed through technological proximity, based on the construction of technological vectors for each firm. The results reveal a significant positive impact of external spillovers on firms' environmental innovation levels. This finding is important particularly in terms of policy implications concerning industrial strategies; as in order to improve environmental innovation, incentives that favor industrial relatedness and establishing integration between firms are crucial. The paper presents a research on testing protocols for seismic performance assessment and qualification of buckling-restrained braces (BRBs). The purpose of the study was to propose new loading protocols that consider the most demanding performance requirements available worldwide. In this study, the loading protocols for qualification testing of BRBs prescribed in the codes of four countries/regions, United States, Europe, China, and Japan, plus a non-official Canadian loading protocol, were consulted. The review focused on the background and characteristics, such as the maximum deformation amplitude, deformation range, and number of cycles, of each loading sequence. Then, a database composed of 35 BRB specimens, selected from 16 past experimental studies, was compiled to perform a series of simulations of quasi-static cyclic tests of BRBs under the five different loading histories. The OpenSees platform was used to carry out the modeling, calibration, and analyses. The demands imposed to BRBs were evaluated in terms of cumulative inelastic deformation and cumulative dissipated energy. In addition, the cumulative distribution of the hysteretic energy was defined as a parameter for the assessment of the amplitude-growth rule of the loading protocols. Based on the code review and analyses results, a series of criteria were established and two new loading protocols, GLP-1 and GLP-2, were proposed. Results demonstrated that both proposed loading histories impose superior cumulative inelastic demands and showed a good agreement with the reference cumulative distribution of the hysteretic energy. Abstract Does the rigorous protection of patents advance or retard economic development? Two decades ago, a new global standard of intellectual property swept across developing and industrialized nations through the implementation of the WTO's TRIPS Agreement. Many years later, the issue of patent rights remains contentious. In this paper, we focus on the effects of patent rights systems on total factor productivity growth, using dynamic panel regression analysis for 70 countries from 1965 to 2009. We show that the effects of stronger or more rigorous patent systems are insignificant for productivity growth in both developing and industrialized countries. Why does the strength of patents appear to have no impact on productivity? Classic economic theory suggests that stronger patent systems incentive innovative output with important spill-over effects for productivity and growth. We offer an alternative explanation using data from the Economic Complexity Index. We find that while patents rights are increasingly irrelevant to productivity, the relationship between economic complexity and productivity is highly positive and significant. Our results are consistent with the contributions of the absorptive capacity theory in that they suggest it is not the discovery and ownership of novel products and processes at the innovative frontier that induces productive growth, but the ability to adapt, replicate and diffuse along the international productive chain. Polysilicon trade holds the highest profit margin, and the technological developments among countries is unbalanced, promoting international trade among countries. Therefore, analysis of the international polysilicon trade is crucial for understanding the development of the global PV industry. In this paper, we use a social network analysis (SNA) method to study the structure of the global polysilicon trade network and each country's characteristics in the network based on international trade data from 2006 to 2016. Our results show that the network is very concentrated and shows an obvious core-periphery structure. The United States of America (USA), China, Germany and Japan are the most powerful countries in the trade network. Abstract Schools of Nursing have witnessed an increase in the number of nursing students who struggle with learning difficulties. Support and accommodations are available in academic settings. Because nursing is a practice profession students also learn in clinical settings, which may not have similar support and accommodations. The compatibility of the clinical setting for the education of students with learning difficulties has not been studied. Staff nurses responsible for the clinical education of students and new nurses receive little preparation for their role as educator, and may not feel supported to meet the needs of those with learning difficulties. This is part one in a series of articles about the clinical education of nursing students with learning difficulties. This paper provides a framework and literature review for the development of a study (part 2) exploring the issue from the perspective of the nurse preceptors who educate students and new graduates with learning difficulties. Abstract: This paper tests the Feldstein–Horioka “puzzle” for the two richest countries of the world: Japan and the USA. For this purpose it employs three different cointegration tests that are applied to the Feldstein–Horioka long-run investment–saving equation in conjunction with the unit root test considering two structural shifts. A novel aspect of the paper is that it determines the number of breaks solely from a scrutiny of the data and that in constructing the dummy variables for the breaks it uses the endogenously determined break dates. It shows that allowing for structural shifts eliminates the “puzzle” both for Japan and the USA. [Copyright &y& Elsevier]

This article explores the contemporary global network of US military bases. This paper examines how the geography of this network is shaped not only by military objectives but also by resistance from allied governments and communities adjacent to bases. Using examples from Guam, Puerto Rico, Okinawa and other locales this paper examines how local resistances to US bases have caused the Department of Defense to increasingly rely on non-sovereign islands as sites for bases. These sites, military strategists believe, will enable the military to train without hindrance and to operate without the need for consultation with allies. These colonies, however, are also sites were military activities are actively resisted. The resulting base network is thus shaped not only by global military priorities, but also by an increasingly globalized network of local social movements resisting militarization. Abstract: This paper summarizes three micro-satellite impact tests completed in early 2007 through collaboration between Kyushu University and the NASA Orbital Debris Program Office. The previous experiments completed in late 2005 aimed to compare low- and hypervelocity impacts on identical target micro-satellites, whereas the new tests used larger micro-satellites as targets and aimed to investigate the effects of impact directions. Three identical micro-satellites equipped with fully functional electronic devices were prepared as targets. Their dimensions were 20cm by 20cm by 20cm, and the mass of each was approximately 1.3kg. Aluminum alloy solid spheres, with a diameter of 3cm and a mass of 39g, were prepared as projectiles. The impact velocity was approximately 1.7km/s. The impact tests were carried out using the two-stage light gas gun at the Kyushu Institute of Technology. All target micro-satellites were completely fragmented, but there were noticeable differences among the three sets of fragments due to the different impact directions. More than 1000 fragments from each test were collected, measured, photographed, and documented with material descriptions. Abstract: This paper examines the usefulness of metaphors by comparing the assessments of the current economic conditions of the US and Japan made by the countries’ respective monetary policy authorities. In particular, this paper compares the role played by metaphors in creating a technical lexicon for business cycle phases in each language, and presents three main empirical findings. First, in both the US and Japan, metaphors are used in keeping with the business cycle phases with which each economy is faced. Second, many of the verbal, adjectival and adverbial terms can be attributed solely to the mechanical metaphor in the US, while there is no incidence of this use in the case of Japan. Third, there are more metaphoric adjectives or adverbs in the assessments of the US economy than in those of the Japanese economy. Abstract: This paper explores the practical experiences of the cluster development of the deep ocean water (DOW) industry in the U.S., Japan, and Taiwan. The DOW industry is emerging as a new sector for utilizing diverse applications in the water, aquaculture, agriculture, pharmaceutical, cosmetic, tourism, and energy industries. Porter''s perspective of the cluster is used to compare DOW commercialization in the three countries and to analyze their interactions with the economy, society, and technology. Using a multiple case study, this paper presents some implications beyond the geographical proximity, especially the triple-helix of academy, industry, and government within the borderless cluster. Finally, a comprehensive comparison among the three countries is examined to offer implications to managers and policy makers in the DOW industry. [Copyright &y& Elsevier]

Abstract: Aeroelastic coefficients (flutter derivatives) of bridge decks are routinely extracted from wind tunnel section model experiments for the assessment of performance against wind loading. Two distinct methods, developed over the years, are usually employed for this purpose (free or forced vibration). Even though advantages and disadvantages of each technique have been highlighted by numerous researchers, few examples of a systematic comparison of the experimental results are available in the literature. The significance of this study is related to the evaluation of an extended set of experimental data on flutter derivatives, and includes the analysis and interpretation of the differences recorded through the two methods. The motivation for this work emerged from the United States–Japan Benchmark Study on Bridge Flutter Derivatives that Iowa State University (ISU) in the United States and the Public Works Research Institute (PWRI) in Japan, initiated in 2002. Tests were designed to cover a wide range of solid cross sections, from bluff (rectangular prisms) to streamlined, in particular considering the current trend of engineers to use aerodynamically-designed girders for bridges with longer spans. In this paper, a systematic analysis and a comparison of laboratory results of flutter derivatives obtained at both institutions were performed. In a companion paper, a sensitivity study was performed to examine the implications of the perceived dissimilarities among flutter-derivative data sets on the aeroelastic instability of long-span bridges (single-mode and coupled-mode). Abstract: Visions about the establishment of a lunar base and development of the Moon for scientific, technical and commercial ends have been on the political agenda since the beginning of the Space Age. In the past few years a number of spacefaring nations, including the USA, European states through ESA, Japan, India, China and Russia have proposed missions directed at the robotic and human exploration and development of the Moon. This paper argues that an important factor in advancing these missions lies in a partnership between the pubic, governmental sector and the private sector. The paper analyzes the dynamics of this partnership as applied to the case of the US Vision for Space Exploration. The results of the analysis suggest that public–private partnerships directed at lunar development and commerce depend on how government reduces risks for the private sector. This paper aims to advance a model able to explain the synchronization tendency in energy consumption, under the impact of international technology transfers. The key argument is related to the differences in energy consumption efficiency of local and foreign technologies. One direct testable consequence of the model is that there might be a certain correlation between the energy consumption between countries and/or economic areas where a free movement of capital goods and technologies takes place. Hence, it is further tested, in the framework of a multivariate spectrum analysis, the case of energy consumption synchronization between Europe and, respectively, United States and Japan for a time span between 1981 and 2011 based on the data provided by U.S. Energy Information Administration. There are evidences of a leading behavior of energy consumption in United States and Japan in respect to Europe as well as of short-run phase delays of 2 up to 5 months. [ABSTRACT FROM AUTHOR]

Controlling population weight gain is a major concern for industrialized nations because of associated health risks. Although Japan is experiencing rising prevalence of obesity and overweight, historically they have had and continue to maintain a low prevalence relative to other developed countries. Therefore, Japan provides an interesting case study of strategies to curb population weight gain. In this paper we explore Japanese approaches to obesity and diet through observational and ethnographic interviews conducted between June 2009 and September 2013. Nineteen interviews were conducted at four companies and three schools in Tokyo, as well as at a central Tokyo community health care center and school lunch distribution center. Interviewees included physicians, a Ministry of Health bureaucrat, human resources managers, welfare nurses employed by health insurance organizations, school nurses (also government employees), school nutritionists, and a school counselor. We highlight the role of culture and social norms in encouraging healthful behavior in Japan, focusing on the Ministry of Health, Labor, and Welfare's metabolic syndrome screening program (implemented in 2005) and the Japanese national school lunch program. The Japanese government prescribes optimal body metrics for all Japanese citizens and relies on institutions such as schools and health insurance organizations that are in some instances closely affiliated with the workplace to carry out education. Japan's socio-cultural approach leads us reflect on the cultural and social conditions that make different policy prescriptions more politically feasible and potentially effective. It also provokes us to question whether limited behavioral modifications and “nudging” can lead to broader change in an environment like the United States where there are fewer broadly shared socio-cultural norms regarding acceptable health behavior. Despite ongoing interest in cross-cultural differences in Internet privacy concern (concern over unauthorized third-party access to self-disclosures on the Internet), predictors of between-country variance in online privacy concern are yet unclear. This paper proposes a novel theoretical account from a socio-ecological perspective, focusing on the effect of societal levels of relational mobility (the degree to which individuals in a society have the freedom and opportunity to form and terminate interpersonal relationships) and general trust on online privacy concern. In low relational mobility Japan, where general trust in strangers is generally less adaptive, we hypothesized online privacy concern to be high. In contrast, in high relational mobility United States, general trust is also high, leading us to predict lower concern over privacy. We tested this hypothesis via a survey of SNS users in Japan ( N = 90) and the US ( N = 256). Results showed privacy concern on SNS was indeed higher in Japan than the US, and this difference was significantly mediated by relational mobility and general trust, in serial. We argue our findings underpin the importance of taking into account offline socio-ecological factors when approaching cross-cultural differences in privacy concern online. [ABSTRACT FROM AUTHOR]

The black rot disease of Vitis species and other host genera of Vitacease is caused by Phyllosticta ampelicida and allied taxa which is considered to be a species complex. In this paper, we introduce four new species of Phyllosticta , including two from the P. ampelicida complex, based on a polyphasic characterization including disease symptoms and host association, morphology, and molecular phylogeny. The phylogenetic analysis was conducted based on the ribosomal internal transcribed spacer (ITS) region and a combined multi-locus alignment of the ITS, actin (ACT), partial translation elongation factor 1-alpha (TEF-1), and glyceraldehydes 3-phosphate dehydrogenase (GPDH) gene regions. Abstract: Neighborhood sustainability assessment tools have become widespread since the turn of 21st century and many communities, mainly in the developed world, are utilizing these tools to measure their success in approaching sustainable development goals. In this study, seven tools from Australia, Europe, Japan, and the United States are selected and analyzed with the aim of providing insights into the current situations; highlighting the strengths, weaknesses, successes, and failures; and making recommendations for future improvements. Using a content analysis, the issues of sustainability coverage, pre-requisites, local adaptability, scoring and weighting, participation, reporting, and applicability are discussed in this paper. The results of this study indicate that most of the tools are not doing well regarding the coverage of social, economic, and institutional aspects of sustainability; there are ambiguities and shortcomings in the weighting, scoring, and rating; in most cases, there is no mechanism for local adaptability and participation; and, only those tools which are embedded within the broader planning framework are doing well with regard to applicability. Abstract: Nuclear energy has been experiencing a revival in many countries, since it is considered to be a possible substitute for fossil fuels for electricity generation. This calls for a focused analysis, in order to evaluate whether conditions exist for its wide employment. While typical aspects against this option have to do with waste management, security of power plants and related health concerns, other issues less frequently considered by politics, mass‐media, and public opinion seem particularly crucial to understand if we are really going to face a nuclear energy renaissance. In particular, nuclear energy is well known to depend on parallel dynamics of uranium extraction and reactor startup. In this paper we apply an innovation diffusion framework to model co-evolutionary processes of uranium extraction, reactor startup and nuclear energy consumption at a world level. We also perform an analysis of nuclear consumption dynamics in France, Japan, and the USA, which are the three countries that are mostly invested in it. Abstract: With the increasing of sludge emissions and people''s increasing demand for better dwelling environment, resource utilization of sludge receives much concern in recent years. Currently, the co-processing of sludge in cement kiln has been considered as a sustainable way to dispose sludge in Japan as well as Europe and the United States. Huaxin has begun the co-processing of sludge in cement kiln since 2008. So far, 65000 tons of sludge has been successfully disposed. Abstract: The effect of neutron-irradiation damage has been mainly simulated using high-energy ion bombardment. A recent MIT report (PSFC/RR-10-4, An assessment of the current data affecting tritium retention and its use to project towards T retention in ITER, Lipschultz et al., 2010) summarizes the observations from high-energy ion bombardment studies and illustrates the saturation trend in deuterium concentration due to damage from ion irradiation in tungsten and molybdenum above 1 displacement per atom (dpa). While this prior database of results is quite valuable for understanding the behavior of hydrogen isotopes in plasma facing components (PFCs), it does not encompass the full range of effects that must be considered in a practical fusion environment due to short penetration depth, damage gradient, high damage rate, and high primary knock-on atom (PKA) energy spectrum of the ion bombardment. In addition, neutrons change the elemental composition via transmutations, and create a high radiation environment inside PFCs, which influences the behavior of hydrogen isotope in PFCs, suggesting the utilization of fission reactors is necessary for neutron-irradiation. Under the framework of the US–Japan TITAN program, tungsten samples (99.99at.% purity from A.L.M.T. Co.) were irradiated by fission neutrons in the High Flux Isotope Reactor (HFIR), Oak Ridge National Laboratory (ORNL), at 50 and 300°C to 0.025, 0.3, and 2.4dpa, and the investigation of deuterium retention in neutron-irradiated tungsten was performed in the Tritium Plasma Experiment (TPE), the unique high-flux linear plasma facility that can handle tritium, beryllium and activated materials. This paper reports the recent results from the comparison of ion-damaged tungsten via various ion species (2.8MeV Fe2+, 20MeV W2+, and 700keV H−) with that from neutron-irradiated tungsten to identify the similarities and differences among them. Abstract: This paper provides an overview of the legislations and regulatory approaches currently applied to the nonclinical safety assessment of human preventive vaccine products in three ICH regions, i.e., the EU, USA, and Japan. Perspectives of the three regions with regard to the various types of toxicity studies currently considered to assess the nonclinical safety of preventive vaccines are compared and described in more detail than in published guidelines. Abstract: In this paper, we use continuous urban structure instead of zonal model, try to calculate unbiased excess commuting with joint distribution of homes and workplaces developed by , and describe the relationship between urban structure and commuting distance explicitly and theoretically for generalized home–workplace assignment pattern. We simplify the quadrivariate distribution model to a model with three important parameters: the spread of homes, the spread of workplaces, and the spatial correlation of homes and workplaces. Then we show that excess commuting and capacity utilization are expressed by the imbalance and the spatial correlation of jobs–housing structure in a theoretical context, moreover it explicitly evaluates targeting US and Japanese/Korean cities. A semi-empirical endogenous growth theory was proposed by the authors in 2005. It is based on a model of the economy as a two-stage materials/energy processing system. Growth is simulated by a two-parameter production function with two traditional factors, labor and capital, and a non-traditional factor, namely ‘useful work’. The non-traditional factor is calculated from primary energy inputs multiplied by an empirically estimated average energy conversion efficiency, which is a function of changing technology over time. This model ‘explains’ past US growth from 1900 through 1973–74 with satisfactory accuracy but it slightly underestimates subsequent growth (i.e. it leaves a small unexplained but increasing residual) for the period after 1975. However, by subdividing capital stock into traditional and ICT components, we are able to extend the theory to explain US economic growth accurately. In this paper we also extend the results to Japan. The revised production function has only three independent parameters. The new model also has implications for future economic growth, energy and environmental policy that differ significantly from the traditional growth theory. These implications are discussed briefly. Abstract: ITQs have not yet been introduced by the Government of Japan. In coastal areas, fishery cooperative associations have traditionally played an important role in managing fisheries through self-imposed rules and peer-monitoring systems. Recently, however, the economic competitiveness of Japanese fisheries in the international market is being questioned. In this paper, a detailed examination of the pros and cons of the current system in Japan is compared to the current fishery management measures of Iceland and the United States, where attaining economically or biologically efficient outcomes may be prioritized in making fisheries management decisions. For many coastal fisheries in Japan, maintaining a management scheme in which stakeholders play an active role in determining fisheries measures seems more relevant if their priority is to maintain the stability of coastal communities and equity of stakeholders. Intensive dialog among stakeholders would be necessary to identify shared objectives of their fishery operations and to make decisions to establish specific steps toward the goal of increasing economic efficiency, environmental sustainability, or stability of communities and equity of stakeholders. Abstract: The paper studies the relationship between the earthquake and spatio-temporal changes of the addictive tectonics stress caused by the celestial tide-generating force (ATSCTF) about the M7.3 earthquake of Japan at 38.5°N, 142.8°E, and extracts the abnormal temperature increment before and after the earthquake by using the National Centers for Environmental Prediction (NCEP) data according to the ATSCTF''s time cycle. The analysis reveals that the time when the ATSCTF''s absolute value on P-axis and N-axis reached peak is same to the time of the earthquake''s occurrence, the abnormal temperature increment before the earthquake is obvious and the area of abnormal temperature increment mostly locates to the east of the epicenter, the minimum values’ spatial distribution of the ATSCTF on P-axis and N-axis mostly focused to the east of epicenter on the day earthquake occurred, at the same time, the unbalanced spatial distribution was similar to the abnormal temperature increment distribution, this phenomena testifies the ATSCTF''s inducing effect to the earthquake''s occurrence from another perspective. Summary: This paper attempts to explain the factors that determine the geographical allocation of foreign aid. Its novelty is that it develops a rigorous theoretical model and conducts the corresponding empirical investigations based on a large panel dataset. We run regressions for different major donors (United States, Canada, France, Italy, Japan, United Kingdom, and multilateral organizations). with the explicit objective of establishing whether the United States, in light of its geopolitical hegemony, behaves differently from others. We find that all the donors respond to recipient need in their allocation of aid, but that the United States puts less emphasis on this than the other donors with the exception of Japan. We also find that the United States puts more emphasis on donor–recipient linkages than do the other donors suggesting that the United States attaches greater importance to issues of donor interest, for example, geopolitical, commercial, and other links with specific recipients. Abstract: In the beginning of the 1970s, the economies of USA and Japan were growing fast and environmental pollution was increasing to alarming levels. As passenger car emissions were found to be significant and rapidly increasing, their reduction was specially targeted. Following a bill passed by US Congress in 1968, requirements were set in 1970 for the vehicle manufacturers to reduce the emissions of carbon monoxide (CO) and hydrocarbons (HC) with 90% by 1975, and nitrogen oxides (NO x ) with 90% by 1976. These requirements were soon adapted to the Japanese regulatory framework, and were known in both countries as the “Muskie Act” or “Muskie Law” after the senator who developed the original bill. The new requirements spurred tremendous research and development efforts. Car manufacturers and research institutions in USA, Japan and Europe investigated and developed alternative solutions, including gas turbine and steam engine vehicles. California, the USA state with the most severe air quality problems and the only state at the time allowed to establish more strict requirements than federal regulation, established requirements implying the use of oxidation catalysts in 1975 and three-way catalysts (TWC’s) in 1977. Japan as a nation adopted similar requirements 1976 and 1978. Export of cars from Japan to USA increased rapidly. The rest of USA adopted emission standards similar to California’s only in 1981, timing USA vehicle sales rebound after the energy crisis and grave economic downturn. Strict requirements were thus established only after more than a decade of civic and legal processes between federal authorities, the car manufacturers and NGO’s. The history of vehicle development is one of cooperation and competition. This paper argues that the international cooperation on different levels of society (government, industry and science) together with commercial competition between the two countries was strong, continuous and instrumental in enabling the development of technology, appropriate regulation and infrastructural changes and thus created a market for cleaner cars and effectively reduced emissions from the growing vehicle fleet. Abstract: This paper describes the marine fish and invertebrate consumption in three of the world’s major seafood markets (the EU, Japan and the USA) using a series of global maps indicating the likely origin of the seafood consumed by each market. These maps display a high level of dependence by these markets on foreign sources as the serial depletion of local fisheries resources forced the fleets in search for new seafood supplies well beyond their domestic waters. The acquisition of foreign (and high seas) seafood by these markets is conducted through two channels: by dispatching distant water fishing fleets that directly exploit foreign stocks; and by importing catch landed elsewhere by local fleets. Abstract: Japan may be faced with a cultural shift in values as a new generation replaces the aging baby boomer generation that is now leading the society. To demonstrate a temporary shift in values on an individual level, this paper reports on a study that uses a priming technique to shift the allocentrism of Japanese (and the idiocentrism of Americans for comparison). As a test of the hypotheses that idiocentrism (allocentrism) could be primed for those with a chronic allocentric (idiocentric) tendency, undergraduate participants were randomly assigned to one of two priming conditions in an experiment: uniqueness or similarity, or to the control condition (the weather). The manipulation was confirmed with the Twenty Statements Test (TST) and the outcome measure was a scenario measure of Horizontal and Vertical Individualism and Collectivism (HVIC). Results revealed a significant Culture×Prime interaction effect for changes in vertical idiocentrism on the HVIC; implications are that younger generation Japanese will assert their individuality at appropriate times and in fact may not be more allocentric than Americans on measures that are not confounded by the so-called reference group effect. This paper presents a societal level exergy analysis approach developed to analyse transitions in the way that energy is supplied and contributes to economic growth in the UK, the US, Austria and Japan, throughout the last century. We assess changes in exergy and useful work consumption, energy efficiency and related GDP intensity measures of each economy. The novel data provided elucidate certain characteristics of divergence and commonality in the energy transitions studied. The results indicate that in each country the processes of industrialization, urbanisation and electrification are characterised by a marked increase in exergy and useful work supplies and per capita intensities. There is a common and continuous decrease in the exergy intensity of GDP. Moreover for each country studied the trend of increasing useful work intensity of GDP reversed in the early 1970s coincident with the first oil crisis. [Copyright &y& Elsevier]

Abstract: Renewable energy sources derived principally from solar energy have been gaining ground over the last few years and are now beginning to contribute to the global energy mix. Solar energy in the form of direct electricity conversion (photovoltaics) is already very popular in countries such as the United States, Germany and Japan. The enormous potential of photovoltaic (PV) technology is also obvious and favourable in countries with high irradiation such as the Mediterranean region. The objective of this paper is to review the different up and coming PV technologies, to explore the potential of different PV systems in countries with high solar irradiation and to compare their performance through the assessment of thirteen different types of PV systems that have been installed side by side in Nicosia, Cyprus and Stuttgart, Germany. Abstract: This paper analyzes the existence of flights from stocks to bonds and vice versa. We propose a definition and a test for flight-to-quality, flight-from-quality and cross-asset contagion and examine their characteristics and effects for the financial system. The empirical analysis for eight developed countries including the US, the UK, Germany and Japan shows that flights exist and are a common feature in many crises episodes. Our findings also reveal that flights are not merely country-specific events but occur simultaneously across countries. This indicates that there is a link between the occurrence of flights and cross-country contagion. Moreover, we show that flights enhance the resiliency of the financial markets by providing diversification benefits in times when they are needed most. [Copyright &y& Elsevier]

Abstract: The rice super cultivar ‘Koshihikari’, grown on 37% of the total rice area in Japan, has been a leading cultivar since 1979. It is also grown in the USA and Australia. However, its tendency to lodge makes harvest difficult and reduces grain quality, and the regularity of large-scale typhoons compromises its production nationally. The genetic improvement of Koshihikari against lodging has been an extremely important theme for the past 30 years in Japan. This paper describes the development of a semidwarf form of Koshihikari by the fixing of an allele of the Green Revolution semidwarf gene sd1 via eight recurrent backcrosses. The cultivar, with excellent flavor and high yield, was named ‘Hikarishinseiki’, which means “Bright New Century” (rice cultivar No. 12273; Ministry of Agriculture, Forestry and Fisheries of Japan: MAFF). Hikarishinseiki, with ≥99.8% of the Koshihikari genome, is about 20cm shorter than Koshihikari. DNA monitoring of Hikarishinseiki confirmed its genomic substitution into Koshihikari except for sd1 and a marker-based method to distinguish Koshihikari from Hikarishinseiki was developed. Its flavor (upper medium grade) and quality were the same as those of Koshihikari grown at 10 sites across Japan, but its yield was on average 3% higher (maximum 29% higher at Hyogo) than that of Koshihikari and it was highly resistant to lodging. Hikarishinseiki is the first semidwarf form of Koshihikari registered by MAFF. Some economical impact has been achieved by introducing Hikarishinseiki and it is already notified as a brand rice description in the rice-producing districts of Niigata, Shiga, Tottori, Okayama, Tokushima, and Kochi prefectures. Abstract: In the sector of information and communication technologies (ICT), whether in the USA, Japan, or Europe, innovative services are already in use, based on large-scale space-based infrastructure investments. Such systems are e.g. earth observation, telecommunication, and navigation, timing and positioning satellites. In combination with the advent of powerful handheld terminals and the demand for ubiquitous services, it is expected that info-mobility applications will reveal new sources of business in the years ahead, using in particular the Earth observation and future GALILEO systems to position any feature or user anywhere in the world within a few meter accuracy. Hence, satellite-based capabilities provide new and unique opportunities for economic stimulation and development. Many incubators and innovation centers in Europe have already grasped this growth potential. Yet, for many European players business growth appears below expectations compared to developments in the USA following the launch of GPS (Global Positioning System). Europe still has to overcome intrinsic barriers to seize these new business opportunities faster and with more visible economic impact by leveraging on SMEs and regional innovation centers to expand the commercial utilization of satellite capabilities and mobilization of appropriate financial resources. The paper elaborates on the INVESat project (funded by the EuropeInnova—European Commission), which aims at bridging the gap between Innovative enterprises and financial InVEstors in the emerging markets of SaTellite applications. Abstract: Immunization is one of the most effective public health interventions available. However, the difference of how recommendations are established influence the utilization of the vaccine and the number of patients with vaccine preventable diseases (VPDs). In this paper, we compared and highlighted the difference of the situation of the immunization program in Japan and the United States in terms of structure of policy setting system. Since the disease epidemiology clearly indicates that the US has better control of VPDs over Japan, we considered the advantage of development of a comparable vaccine policy setting system of the US in Japan. Abstract: By using electrodynamic drag to greatly increase the orbital decay rate, an electrodynamic space tether can remove spent or dysfunctional spacecraft from low Earth orbit (LEO) rapidly and safely. Moreover, the low mass requirements of such tether devices make them highly advantageous compared to conventional rocket-based de-orbit systems. However, a tether system is much more vulnerable to space debris impacts than a typical spacecraft and its design must be proved to be safe up to a certain confidence level before being adopted for potential applications. To assess space debris related concerns, in March 2001 a new task (Action Item 19.1) on the “Potential Benefits and Risks of Using Electrodynamic Tethers for End-of-life De-orbit of LEO Spacecraft” was defined by the Inter-Agency Space Debris Coordination Committee (IADC). Two tests were proposed to compute the fatal impact rate of meteoroids and orbital debris on space tethers in circular orbits, at different altitudes and inclinations, as a function of the tether diameter to assess the survival probability of an electrodynamic tether system during typical de-orbiting missions. IADC members from three agencies, the Italian Space Agency (ASI), the Japan Aerospace Exploration Agency (JAXA) and the US National Aeronautics and Space Administration (NASA), participated in the study and different computational approaches were specifically developed within the framework of the IADC task. This paper summarizes the content of the IADC AI 19.1 Final Report. In particular, it introduces the potential benefits and risks of using tethers in space, it describes the assumptions made in the study plan, it compares and discusses the results obtained by ASI, JAXA and NASA for the two tests proposed. Abstract: This paper presents results from a survey on stakeholder attitudes towards Carbon Capture and Storage (CCS). The survey is the first to make a global comparison across three major regions; USA, Japan, and Europe. The 30-question survey targeted individuals working at stakeholder organizations that seek to shape, and will need to respond to, policy on CCS, including electric utilities, oil & gas companies, CO2-intensive industries and non-governmental organizations (NGOs). The results show generally small differences across the regions and between the different groups of stakeholders. All believed that the challenge of significant reductions in emissions using only current technologies was severe. There is a widespread belief both that renewable technologies such as solar power and CCS will achieve major market entry into the electricity sector within the next 10 to 20 years, whereas there is more skepticism about the role of hydrogen and especially nuclear fusion in the next 50 years. All groups were generally positive towards renewable energy. Yet, there were some notable areas of disagreement in the responses, for example, as expected, NGOs considered the threat of climate change to be more serious than the other groups. North Americans respondents were more likely to downplay the threat compared to those of the other regions. The Japanese were more concerned about the burden that would be placed on industry in the coming decade as a result of emissions constraints and NGOs were more likely to believe that the burden would be light or very light. NGOs believed CCS to be far more attractive than nuclear fusion power but much less than renewables. As expected, the risk for leakage from reservoirs was ranked number one of the risk options given. Abstract: After decades of designing magnetic and inertial fusion power plants, it is timely to develop a new framework for managing the activated (and contaminated) materials that will be generated during plant operation and after decommissioning—a framework that takes into account the lessons learned from numerous international fusion and fission studies and the environmental, political, and present reality in the U.S., Europe, and Japan. This will clearly demonstrate that designers developing fusion facilities will be dealing with the back end of this type of energy production from the beginning of the conceptual design of power plants. It is becoming evident that future regulations for geological burial will be upgraded to assure tighter environmental controls. Along with the political difficulty of constructing new repositories worldwide, the current reality suggests reshaping all aspects of handling the continual stream of fusion active materials. Beginning in the mid 1980s and continuing to the present, numerous fusion designs examined replacing the disposal option with more environmentally attractive approaches, redirecting their attention to recycling and clearance while continuing the development of materials with low activation potential. There is a growing international effort in support of this new trend. In this paper, recent history is analyzed, a new fusion waste management scheme is covered, and possibilities for how its prospects can be improved are examined. [Copyright &y& Elsevier]
