The article addresses the gap in the influence of statistics on public policy use of the United Nations (UN) Statistical Commission's System of Environmental-Economic Accounting Central Framework (SEEA CF). Topics include the lack of use of SEEA for climate change policy according to a UN report, one reason for the influence gap such as the novelty of the SEEA, and an analysis of factors behind this gap based on the demand for environmental-economic statistics and the supply-side issues.

Most of the projections of the cost of meeting climate change mitigation targets hinge crucially upon assumptions made about the cost and timing of the development of breakthrough technologies. However, very little is known about the conditions which are likely to give rise to breakthrough technologies. This paper seeks to uncover attributes of inventions - as reflected in patent data - which serve as "leading indicators" of subsequent technological and market development in climate change mitigation technologies. The role of industrial generality emerges as being robustly correlated with subsequent technological diffusion, whether measured as subsequent patent counts, commercial applicability, or attractiveness to risk finance. The indicator of closeness to science shows also a positive association with later technological diffusion. Originality and radicalness have more ambiguous results. This work can be seen as a foundation for the future development of a methodology providing guidance to policymakers in the choices made with respect to public support for different technological fields. Chapter 3 of the working paper "Towards a Green Investment Policy Framework: The Case of Low-Carbon, Climate-Resilient Infrastructure" by Jan-Corfee Morlot et al. is presented. This chapter focuses on the importance of an integrated framework for domestic investment and climate change policy to investments in low-carbon, climate-resilient (LCR) development. It also gives the elements of investment and climate change policy, including reduced investment risks and increased returns on investment.

The article discusses the public policy uses of the United Nations Statistical Commission's System of Environmental-Economic Accounting Central Framework (SEEA CF) stocks and flows accounts for the private sector including businesses interested in sustainability of operations or future investments. Topics include some environmental information for businesses that SEEA could provide such as risk and supply chain management and the public commitments to climate change made by many businesses.

This paper presents an analysis of the effect of international co-authorship of scientific publications on patenting in wind energy technologies. It is found that the number of scientific publications co-authored by researchers in OECD countries has a positive and very significant impact on the number of wind energy innovations patented in OECD countries. However, non-OECD countries produce a greater number of patent filings when their researchers collaborate with OECD countries. This suggests that there exist knowledge spillovers between OECD and non-OECD countries that particularly benefit non-OECD countries. This empirical finding is important because it strengthens the case for international research cooperation between OECD and non-OECD countries in the area of climate mitigation. [ABSTRACT FROM AUTHOR]
