This study examines the interdisciplinarity scores of papers published in five major Economic journals by analysing their references. It also explores the relationship between interdisciplinarity and citation. The study considers the influence of the citation time window on accumulating citations and investigates the source of citation advantage for high interdisciplinarity papers. Empirical findings reveal a U-shaped curve relationship between the interdisciplinarity of papers and their citation frequency. Papers with high interdisciplinarity do enjoy a citation advantage, which primarily stems from the attention and citations from distant disciplinary papers and multidisciplinary journals. However, it often takes a longer time for the value of interdisciplinary papers to be recognised. Based on these findings, the study discusses the necessity and effectiveness of incentives for interdisciplinary research and provides recommendations for evaluating and managing interdisciplinary research. Ibn Khaldûn (1332–1406) was a philosopher, historian and sociologist. This paper asks: What elements of the Political Economy of Communication are there in Ibn Khaldûn's work and how do they matter in digital capitalism? It presents relevant passages from Khaldûn's main work Muqaddimah and points out parallels between the Muqaddimah and works in Political Economy, especially Karl Marx's approach of the Critique of Political Economy. The comparison of Khaldûn to Marx is not an arbitrary choice. Several scholars have pointed out parallels between the two's works with respect to general Political Economy. It, therefore, makes sense to, also, compare Khaldûn and Marx in the context of the Political Economy of Communication. The paper analyses the relevance of Khaldûn's ideas in digital capitalism. Khaldûn's works are situated in the context of media and communication theory, digital automation, Facebook, Google, labour in informational and digital capitalism, Amazon, the tabloid press, fake news and post-truth culture. The analysis shows that Khaldûn's Muqaddimah is an early work in Political Economy that can and should inform our contemporary critical analysis of communication in society, communication in capitalism and class society, ideology and digital capitalism. What connects Marx and Khaldûn is that they were critical scholars who although living at different times in different parts of the world saw the importance of the analysis of class and communication. How is objectivity accomplished in laboratory economic experiments? To address this question, this paper focuses on a modest and mundane thing: the written instructions that guide experimental subjects in the lab. In a material-semiotic perspective, these instructions can be understood as text-devices. We follow text-devices 'on the move' from their very writing, through the lab, the review process and out into the journal article. To do so, we analyse 'text-author ensembles', which are journal articles together with practice-oriented interviews with their authors. We show that instructions act not simply as texts, but as experimental instruments that also perform the procedure of experimental economics. They draw together the procedural, material and rhetorical dimensions of experimental work in economics, and link the lab setting to collective validation procedures within the discipline of economics. To achieve this, experimental economists rely on qualitative writing skills refined in collective writing and reviewing practices. These text-devices 'on the move' alert us not only to the role of writing and writing skills in the production of scientific knowledge, but to the role of texts as material and semiotic objects that can produce facts as well as labs and disciplines, and that are key to the accomplishment of objectivity in experimental economics. The article discusses a study on the policies, content and the readers of the two Philippine national broadsheets, Philippine Daily Inquirer and Manila Bulletin towards U. S. military bases. It states that several researchers surveys the paper's readers to find out whether their attitudes toward issues fall together with those papers. It mentions that the studies shows that owners maintain the pressure on newspapers by initial direction-setting and continued tolerance of specific actions. It tells that the study reveals that the readers of the said newspapers have consistent attitude towards their primary newspaper's treatment of the U. S. bases issue that successively coherent with the newspaper's policies.

Particularly in the social sciences, scientific debates can be understood as a special expression of academic discourse and ideally support the progress of knowledge within a discipline. Very often, there are competing academic schools with greatly differing theoretical foundations, as we have seen, for example, in social sciences-especially by the "Methodenstreit" in economics, or the "Positivismusstreit" in Sociology. This paper aims to introduce a new approach to study academic schools and would like to contribute to the literature on the economics of science. To this end, the paper uses the economic theory of religion in general and the economics of sects in particular by transferring the approach to academic schools for the first time. Our results can help to extend the understanding of scientific decision-making and to explain the membership to an academic school. Although the model is presented in relationship to social sciences in general and economics in particular, the basic model of academic schools is generally transferable. Aims: Based on the ideal type classification of European countries done in Part I of this paper, Part II explores whether the real ‘danger’ to public health is the interplay between austerity and crisis, rather than recession itself. Methods: We constructed two fuzzy sets of changes in population health based on a pooled file of European Union Statistics on Income and Living Conditions (EU-SILC) data (2008 and 2013) including 29 European countries. The linear probability analyses of ‘limiting long-standing illness’ and ‘less than good’ health were restricted to the age group 20–64 years. We performed fuzzy set qualitative comparative analysis (fsQCA) and studied whether configurations of ‘severe crisis’ and ‘austerity’ were linked to changes in population health. Results: Overall, the results of this fsQCA do not support the ‘crisis–austerity’ thesis. Results on ‘less than good’ health were highly inconsistent, while results on ‘limiting long-standing illness’, contrary to the thesis, showed a two-path model. Countries with either no severe crisis or no austerity were subsets of the set of countries that experienced deteriorated health. Results also show that several countries combined both paths. Conclusions: This fuzzy set analysis does not support Stuckler and Basu’s ‘crisis–austerity’ thesis, as those European countries that experienced recession and austerity were not consistently the countries with deteriorating health. There may be multiple reasons for this result, including analytical approach and operationalization of key concepts, but also resilient forces such as family support. This paper presents a model in which people sort between two districts based on economic and ideological preferences. People are either ideologues who prefer redistribution over a public good or non-ideologues who prefer a public good that benefits everyone equally. Individuals differ in their productivity with the distribution of productivities the same for both ideologues and non-ideologues. Ideologues back their ideology by working harder when there is redistribution even when not recipients, and non-ideologues work harder when the public good is provided. The tax rate in each district is chosen by majority rule with the median voter theorem identifying the winner. In the focal equilibrium, high productivity ideologues and non-ideologues locate together in a low tax district, and low productivity non-ideologues and ideologues locate together in a high tax district to benefit from redistribution. Middle-income individuals separate with non-ideologues locating in the low tax district and ideologues locating in the high tax district. Ideology thus results in a polarization interval in the middle of the income distribution. If ideology leads to partisanship and a strong party government that chooses the tax rate based on the party median, partisanship widens the polarization interval. [ABSTRACT FROM AUTHOR]

Chicago uses tax increment financing (TIF) to promote economic development to a greater extent than any other large American city. This paper conducts a comprehensive assessment of the effectiveness of Chicago’s TIF programme in creating economic opportunities and catalysing real estate investments at the neighbourhood scale. This paper uses a unique panel dataset at the block-group level to analyse the impact of TIF designation and investments on employment change, business creation and building permit activity. After controlling for potential selection bias in TIF assignment, this paper shows that TIF ultimately fails the ‘but-for’ test and shows no evidence of increasing tangible economic development benefits for local residents. The critical political economy of health offers different explanations for the social causes of health and the social factors determining the distribution of these causes. However, the relational, post-anthropocentric and monist ontology of the new materialisms overcomes this complexity, while retaining a critical focus. In this perspective, the social, economic and political relations of capitalism act upon bodies and other matter in everyday events, rather than as 'social structures'. Using a conceptual toolkit of 'affect', 'assemblage', 'capacity' and 'micropolitics', the paper asks the question: 'what does capitalism do?' The re-analysis of the social and economic relations of capitalism in terms of a production-assemblage and a market-assemblage reveals not only the workings of capitalist accumulation, but also how previously-unremarked more-than-human affects in these assemblages simultaneously produce uncertainty, waste and inequalities. The paper examines the relationship between the severe economic crisis facing Greece and the country’s social protection system, arguing that this relationship is ambivalent. On one level, the welfare state itself has contributed in a far from trivial way to the fiscal crisis of the state, with its various failures including huge deficits in key programmes such as pensions and health. On a second level, the crisis and the measures to counter it deprive the welfare state of resources, while at the same time setting in motion sweeping changes. On a third level, social protection can help cope with the consequences of the crisis, but enhancing its capacity to do so will require considerable reconfiguration and proper funding of social safety nets. In recent years, most European countries have experienced substantial demographic changes and rising cultural diversity. Understanding the social and economic impacts of these shifts is a major challenge for policymakers. Richard Florida’s ideas have provided a popular – and pervasive – framework for doing so. This paper assess Florida’s legacy and sets out a ‘post-Florida’ framework for ‘technology, talent and tolerance’ research. The paper first traces the development of Florida’s ideas. ‘Florida 1.0’, encapsulated by the Three Ts framework, has performed badly in practice. There are problems in bringing causality to the fundamental relationships, and in consistently replicating the results in other countries. ‘Florida 2.0’, though suggests that Creative Class metrics have value as alternative measures of human capital. This create space for a post-Florida agenda based on economic micro-foundations. I argue that the growing body of ‘economics of diversity’ research meets these conditions, and review theory and empirics. Urban ‘diversity shocks’ shift the size and composition of populations and workforces, with impacts operating via labour markets, and through wider production and consumption networks. While short-term labour market effects are small, over time low-value industrial sectors may become migrant-dependent. Diversity may help raise productivity and wages through innovation, entrepreneurship, market access and trade channels. Bigger, more diverse cities help generate hybridised goods and services, but may also raise local costs through crowding. All of this presents new challenges for policymakers, who need to manage diversity’s net effects, and address both economic costs and benefits. [ABSTRACT FROM PUBLISHER]

This paper investigates how and why equity markets for trading the rights to a share in the profits of a small and declining number of public corporations became such a powerful force in shaping the global economy, despite their renowned caprice and serial devastating crashes. The controversial evolution of publicly traded equity in Amsterdam after 1602 is presented as capitalism's fork in the road, opening a path to financialized capitalism with equity markets its driving force. This gives the process of financialization a 400-year history that accelerated in the late 20th century. With negative impacts on various enterprising economies since their inception, the forces that have driven the equity market's ascendancy are examined and the logic underlying this arrangement is questioned. The changes to economic theory and policy that promoted this financialization shed new light on many enduring economic problems. Most studies on neighbourhood change attribute a key role to mobility in social upgrading and downgrading patterns, while incumbent processes—i.e. changes in the socioeconomic status of non-migrants—are often ignored. This paper explores the relationship between mobility and neighbourhood change by examining income developments of in-migrants, out-migrants and non-migrants of neighbourhoods in three Dutch cities. The paper demonstrates that in- and out-migration are not the only processes at work and that changes in the socioeconomic status of non-migrants are of importance too. Within upgrading neighbourhoods, incumbent processes of non-migrants seem to be an important driver of upgrading. Furthermore, although in-migrants have relatively low incomes when moving in, they experience strong income gains in the years after in-migrating. The contribution of out-migrants to upgrading is mixed. In line with previous studies, migration reinforces downgrading processes, although at the same time, incumbent processes of non-migrants impede downgrading. [ABSTRACT FROM PUBLISHER]

Aims: This is the first part of a two-part paper that takes an explorative approach to assess crisis and austerity in European countries during the Great Recession. The ultimate aim of this two-part paper is to explore the “crisis–austerity” thesis by Stuckler and Basu and assess whether it is the interplay between austerity and crisis, rather than the current economic crisis per se, that can led to deterioration in population health. In Part I of this paper we offer one way of operationalizing crisis severity and austerity. We examine countries as specific configurations of crisis and policy responses and classify European countries into “ideal types.” Methods: Cases included were 29 countries participating in the European Union Statistics on Income and Living Conditions (EU-SILC) surveys. Based on fuzzy set methodology, we constructed two fuzzy sets, “austerity” and “severe crisis.” Austerity was measured by changes in welfare generosity; severe crisis was measured by changes in gross domestic product (GDP) per capita growth. Results: In the initial phase of the Great Recession, most countries faced severe crisis combined with no austerity. From 2010–2011 onward, there was a divide between countries. Some countries consistently showed signs of austerity policies (with or without severe crisis); others consistently did not. Conclusions: The fuzzy set ideal-type analysis shows that the European countries position themselves, by and large, in configurations of crisis and austerity in meaningful ways that allow us to explore the “crisis–austerity” thesis by Stuckler and Basu. The recent history of finance has been widely portrayed, by both critics and practitioners, as a story about risk. As pointed out by Mary Poovey, focusing on risk entails forgetting uncertainty. In this paper, I argue forgetting uncertainty leads to an inability to distinguish between rational and mystical modes of financial thinking. Using literary-theoretical analysis, I read three exemplary texts across each other: Frank Knight's seminal 1921 treatise, Risk, Uncertainty, and Profit, which helped justify the modern corporate financial form; Elie Ayache's 2010 The Blank Swan, a philosophical account of derivatives trading that exemplifies more recent developments in finance; and Don DeLillo's 2013 Cosmopolis, a novel that remediates the structures of thought implied by the other texts' philosophical commitments. This textual nexus allows me to explicate the characteristic form of financial mysticism, rendering it visible against claims that derivatives and financial theory have fully rationalized finance. This paper considers the origins and traces the history of the Social Fund, an ideologically-motivated social policy departure of the Thatcher era. It identifies the controversy, in research communities amongst others, which surrounded the establishment of the Fund, and considers the evidence of recurring difficulties in its practical operation over a thirty-year period. It then turns to the Coalition administration in Westminster’s decision to divest itself of responsibility for key parts of the Fund, devolving such obligations to local authorities in England, the Parliament in Scotland and the Assembly in Wales. The paper sets out a comparison of the approaches being developed to discharge the Fund’s prior responsibilities in the three nations. It concludes that the essential policy thrust lies in a determination to roll back central state obligations in poverty relief and income maintenance which had hitherto been accepted by all post-war administrations. This paper addresses the potential benefits of Child Savings Accounts (CSAs) in citizen–government partnerships on poverty reduction. CSA policies from 10 countries/regions in the world with official governmental website information are analyzed in terms of purpose, target age, account opening process, benefits, contributions, match, and fund usage as possible learning lessons for the USA. All 10 countries/regions with national CSA policies target low-income or disadvantaged children through five elements: 1) seed money for children’s education funds; 2) matching fund; 3) school attendance requirements; 4) graduation as a requirement; and 5) income determination. Digital transformation has triggered a process of concentration in several markets for information goods with digital platforms rising to dominate key industries by leveraging on network externalities and economies of scale in the use of consumer data. The policy debate, therefore, focuses on the market control allegedly held by incumbents who build their competitive advantage on big data. In this paper, we evaluate the risk of abuse of a dominant position by analysing three major aspects highlighted in economic theory: entry barriers, price discrimination, and potential for technological improvement. Drawing on industrial and information economics, we argue that the very nature of big data, on the one hand, prompts market concentration and, on the other, limits the possibility of abuse. This claim is not an a-priori apologia of large incumbents in digital markets, but rather an attempt to argue that market concentration is not necessarily detrimental when it stimulates continuous innovation. Nonetheless, the concentration of power in a few global players should raise other concerns linked with the supranational nature of these firms, which can easily cherry-pick locations to exploit tax competition among countries or more favourable privacy legislation and the fair use of data. There are many reasons why cities with diverse populations may grow faster. Ethnic diversity might attract human capital, tourists or firms, increase productivity through diverse approaches to problem-solving or ethnic minority entrepreneurship. Yet there are also reasons to believe that diversity could be harmful, by leading to sub-optimal provision of public goods or reducing trust or social capital. Or it may be irrelevant, being merely a proxy for class. A number of studies have shown both positive and negative relationships between diversity and growth, using a range of different measures for ‘diversity’. This paper asks two questions: have more diverse English cities grown faster? And does measurement matter: is it important to have a multinational population or an ethnically diverse one? To answer these questions, in this paper a range of models are estimated for employment growth for 53 English cities between 1981 and 2001. The evidence suggests that cities with a high proportion of their populations born abroad in 1981 grew faster in the subsequent 10 years. Neither diversity by country of birth nor ethnic diversity is significant in the period 1991—2001. However, when variables accounting for both are included together, it appears that cities with a large number of migrants saw higher employment growth in the 1990s, but that ethnically diverse cities were less successful. The results presented here suggest that considerable attention needs to be paid to the variable used to indicate ‘diversity’ in these studies and that the impact of diversity varies according to nature of the groups any indicator for ‘diversity’ is representing. This paper traces the joint histories of poultry and rabbit breeding by fanciers, and for commercial and scientific purposes, in early 20th-century Britain. I show that the histories of the social worlds that bred for these different purposes are intertwined, as are the histories of poultry and rabbit breeding in general. To properly understand the history of scientific breeding we must therefore understand the general context of breeding in which this occurred. In the paper I show that as fancy poultry and rabbits were taken up for scientific research at the start of the 20th century they became scientific specimens and boundary objects between the social worlds. Their existence as boundary objects motivated the social worlds to coordinate their work through translators and trading zones. Within the current transformation of both social and economic theory, the French régulation school (FRS) and German autopoietic social theory (ASS) hold two prominent positions, yet without much of an engagement if not even mutual neglect. This paper suggests an avenue for mutual engagement by emphasising similarities. In particular, it will use the common interest in the social nature of contingency and crises as a vantage point to suggest a common research agenda on risk, non-knowledge and governance regimes. This proposal suggests two amendments to the régulation school which are of central importance for social systems theorists and where the latter might provide useful stimulus. First, this paper proposes an incorporation of science and other knowledge-producing networks as an institutional form. Second, this paper argues for the introduction of the idea of 'social differentiation' to describe the changing interdependencies of the economy, politics, law and science due to a reconfiguration of the boundaries between national and international regimes. This paper deals with the analysis of damage and mechanical properties of sandwich beams. The face sheets consist of glass mat-reinforced polyester (GMRP) perfectly bonded to core material. The latter is a regular array of thermoplastic tubular cells called Tubulam®. Mechanical behaviour of sandwich beams is analysed and simulated under three and four-point bending and correlated to experimental results. Sandwich beam modelling was performed according to two steps. First, skins behaviour is modelled by a micromechanical approach based upon the generalised Mori and Tanaka theory. Moreover, in the second step, an analytical model based on the laminate theory predicts the overall properties of core material. In this work, damage mechanisms are introduced in the modelling using probabilistic concepts applied at the microscopic scale of face sheets (fibres, matrix, interface between fibres and matrix) as well as at the mesoscopic scale namely tubular core and bond layer between core and skins. Finally, the developed model is validated by experimental tests: three and four-point bending. Experimentally measured global responses of the sandwich beb, ms are compared to those numerically simulated and discussed in terms of damage chronology and evolution. The main point of the developed analysis is that the mechanical behaviour may be predicted on the basis of the structural parameters. Hence, it may provide an important analytical tool for aided design to optimise sandwich structures with respect to applied loading and micromechanical parameters. [ABSTRACT FROM AUTHOR]

Over the last decade the English planning system has placed greater emphasis on the financial viability of development. ‘Calculative’ practices have been used to quantify and capture land value uplifts. Development viability appraisal (DVA) has become a key part of the evidence base used in planning decision-making and informs both ‘site-specific’ negotiations about the level of land value capture for individual schemes and ‘area-wide’ planning policy formation. This paper investigates how implementation of DVA is governed in planning policy formation. It is argued that the increased use of DVA raises important questions about how planning decisions are made and operationalised, not least because DVA is often poorly understood by some key stakeholders. The paper uses the concept of governance to thematically analyse semi-structured interviews conducted with the producers of DVAs and considers key procedural issues including (in)consistencies in appraisal practices, levels of stakeholder consultation and the potential for client and producer bias. Whilst stakeholder consultation is shown to be integral to the appraisal process in order to improve the quality of the appraisals and to legitimise the outputs, participation is restricted to industry experts and excludes some interest groups, including local communities. It is concluded that, largely because of its recent adoption and knowledge asymmetries between local planning authorities and appraisers, DVA is a weakly governed process characterised by emerging and contested guidance and is therefore ‘up for grabs’. This introduction to the virtual special issue surveys the development of spatial housing economics from its roots in neoclassical theory, through more recent developments in social interactions modelling, and touching on the role of institutions, path dependence and economic history. The survey also points to some of the more promising future directions for the subject that are beginning to appear in the literature. The survey covers elements of hedonic models, spatial econometrics, neighbourhood models, housing market areas, housing supply, models of segregation, migration, housing tenure, subnational house price modelling including the so-called ripple effect, and agent-based models. Possible future directions are set in the context of a selection of recent papers that have appeared in Urban Studies. Nevertheless, there are still important gaps in the literature that merit further attention, arising at least partly from emerging policy problems. These include more research on housing and biodiversity, the relationship between housing and civil unrest, the effects of changing age distributions – notably housing for the elderly – and the impact of different international institutional structures. Apart from improving the fuel economy, a reduction in the variability of the fuel economy is also of significant importance for hybrid electric vehicles. Previously, research on how to optimise the sizes of the powertrain components of hybrid electric vehicles has generally focused on improving the fuel economy over a given driving pattern. The variability of the fuel economy over a realistic range of driving patterns has generally been overlooked, and this can mean that the fuel economy benefits of hybrid electric vehicles are not consistently realised in real-world usage. In a recent study, a new methodology for design optimisation of the powertrain components of hybrid electric vehicles was proposed for the reduction in the variability of the fuel economy due to variation in the driving patterns, but the methodology needs to be validated in real-world usage for practical applicability. In this paper, the methodology is validated in real-world driving conditions. This paper investigated the methodology for 10 real-world driving patterns generated by 10 different drivers over a predefined route consisting of urban and highway driving. The study was carried out using a simulation model of a Toyota Prius hybrid electric vehicle which was considered as the benchmark vehicle. The design produced by the methodology reduced the variability of the fuel economy by 5.3% without reducing the average fuel economy compared with the Toyota Prius over the 10 real-world driving patterns. The amount of rental housing in India has declined significantly over the years for various reasons, including the nature of the rent control laws. This paper assesses the impact of rent control for Mumbai, where it has created a shortfall in formal, affordable rental housing and contributed to distortions in the land market. The paper describes how "first-generation" rent control in Mumbai has led to deterioration of the existing rental housing stock, virtually halted the construction of new housing for rental in the city, and given rise to informal practices such as pagdi or key money. It also analyses the spatial concentration and composition of rent-controlled tenements in the city. It proposes reforms that would allow a gradual move towards rationalized rent controls, arguing that such second-generation controls will help incentivize investments in the rental sector and reduce the demand in the housing market at large, with implications for prices and affordable housing in particular. This paper examines a supranational actor, the European Union (EU), as a producer of energy diplomacy. This study uses a comparative analytical framework of state-centred vs. multistakeholder diplomacies to explore EU energy diplomacy towards the ‘emerging’ powers of Brazil, India, China and South Africa (BICS). It also elaborates the multistakeholder model by advocating the inclusion of a new element – a consumer of diplomatic actions – into its conceptualization. In this way the paper suggests a new synthesis of the concepts of multistakeholder and public diplomacies. Advancing the notion of energy diplomacy, our analysis suggests that this type of diplomacy goes beyond state actors as producers of diplomatic outcomes, and is no longer confined to the norms of security of supply and competitiveness; EU energy diplomacy is a complex blend of multistakeholder and state-centred diplomacies, participants (producers and consumers) and communication modes. This paper analyses residential property transfer data (1993–2008) to examine integration in selected suburbs in East London, South Africa. The results show that a greater proportion (74%) of Black residential property transfers took place in relatively cheaper residential suburbs while 65.2% of white buyers bought in more expensive suburbs. Using the chi-square test of association, the paper tests the hypothesis that race was related to the pattern of residential property transfers. It is widely believed that unaffordable housing could drive businesses away and thus impede job growth. However, there is little evidence to support this view. This paper presents a simple model to clarify how housing affordability is linked to employment growth and why unaffordable housing could negatively affect employment growth. The paper then investigates this effect empirically using data on California municipalities. For various reasons, a simple correlation between unaffordable housing and employment growth cannot be interpreted as causal. Several empirical strategies are employed to identify the causal effect of unaffordable housing on employment growth. This paper examines the impact of the auction process of residential properties that whilst unsuccessful at auction sold subsequently. The empirical analysis considers both the probability of sale and the premium of the subsequent sale price over the guide price, reserve and opening bid. The findings highlight that the final achieved sale price is influenced by key price variables revealed both prior to and during the auction itself. This paper argues that the relentless logic of commodification has served to undermine a key element of the social cement of contemporary capitalism: home ownership. In addressing this issue, the paper explores the development of the post war ‘social project’ of home ownership with particular reference to mature home ownership societies such as the USA, Japan, Britain and Australia. The paper then outlines the new fault lines and fractures which have emerged in post-crisis home ownership systems and the way in which a more vigorous, financialised private landlordism has emerged from the debris of the subprime meltdown. A key argument is that in a new and more intensified process of housing commodification, the social project promise of home ownership for a previous generation has shifted to a promise of private landlordism for current generations. There are few analyses available of the role played by finance and business consultancies in post-socialist economic geographies and even fewer on the internationalization of small and medium-sized enterprises (SMEs). Both issues are addressed in this paper with a focus on Italian banks and business services as well as their relationship to SME outsourcing in Central and Eastern Europe. The basic premise of this paper is that a relationship exists between the internationalization of banks, services, and SMEs when analyzed within the framework of the Uppsala Internationalization Process Model. Originally seen as the ‘third arm’ of UK housing policy, the independent, not-for-profit housing association sector had long been seen as effective in ‘filling the gap’ where the state or market were unable to provide for households in need. Since the 1980s in particular, successive governments had viewed housing associations in favourable terms as efficient, semi-autonomous social businesses, capable of leveraging significant private funding. By 2015, in contrast, central government had come to perceive the sector as inefficient, bureaucratic and wasteful of public subsidy. Making use of institutional theory, this paper considers this paradigm shift and examines the organisational responses to an increasingly challenging operating environment. By focusing, in particular, on large London housing associations, the paper analyses their strategic decision-making to address the opportunities and threats presented. The paper argues that in facing an era of minimal subsidy, low security and high risk, the 2015 reforms represent a critical juncture for the sector. Housing organisations face a stark dilemma about whether to continue a strategy of ‘profit for purpose’ or to embrace an unambiguously commercial ethos. The article contends that the trajectory of decision-making (although not unidirectional) leads ultimately towards an increased exposure to risk and vulnerability to changes in the housing market. The ravines found along the Chambal River are among the most severe types of gully erosion found in semi-arid India. This paper estimates the extent and areal expansion of ravines over 40 years in the Lower Chambal Valley and provides a classification scheme to understand ravine characteristics in the region. To examine the implications of ravines on socioeconomic development and livelihoods of the people in the area, a mixed method approach has been followed. A combination of spatial and statistical tests has been run to examine the overall status of land degradation and its impact in the area concerned. Village-level socioeconomic data have been integrated with physical and environmental parameters in a GIS environment, which has been supplemented with findings from a qualitative survey in a few villages of the study region. The results show that there is a positive and significant relationship between indices of natural resources availability and socioeconomic development. A majority of villages within ravines were found to be very poor in development. In this fragile environment, people's livelihoods are being adversely affected because of land degradation. The paper examines the Mnangagwa government's economic policies in Zimbabwe. It looks at its 'new' dispensation economic policies, passed off as creating a middle-income economy by 2030. The study suggests that these policies, encapsulated in the 'open for business' rhetoric, were designed to create an image of political and economic reform. However, efforts to mask the ZANU-PF government's unmistakable authoritarian traits failed. It is increasingly apparent that there is no significant departure in economic policies from the previous Mugabe regime. In this paper I discuss how evidence on public policy is generated and in particular the issue of evaluation of public policies. In economics, the issue of attribution and the identification of causal links has recently received considerable attention. Important methodological issues have been tackled and new techniques have been proposed and used. Randomized Control Trials have become some sort of gold standard. However, they are not exempt from problems and have important limitations: in some case they cannot be constructed and, more generally, problems of external validity and transferability of results can be important. The paper then moves on to discuss the political economy of policy evaluations for policy evaluations to have an impact for the conduct of actual policy, it is important that the demand for evaluation comes directly from the policy making process and is generated endogenously within it. In this sense it is important that the institutional design of policy making is such that policy making institutions are incentivized to use rigorous evaluation in the process of designing policies and allocating resources to alternative options.Economists are currently involved in the design and evaluation of many policies, including policies about health, nutrition and education. The role they can play in these fields is not completely obvious. This paper examines how the conduct of a local festival of fashion retailing—the L’Oreal Melbourne Fashion Festival—reinvigorates the commodity fair format of older times. The paper takes a longitudinal view of the festival’s evolution and draws on Lefebvre’s spatiology, complemented by Terranova’s approach to the participatory economy, to explore how it produces monetary value as it produces space. The discussion highlights the contradictory nature of event processes, arguing that they reinforce dominant representations of the city and extend retailers’ reach into public space, but at the same time undermine spaces of business activity. The paper suggests that the event’s use of participatory economies of cultural mobilisation are similar to the tactics of social movement activism, but that in this context mobilisation works to support the value-capturing strategies of local retailers and to reinscribe urban spaces as spaces of consumption. In recent decades, governments have made labour markets sites of immigration enforcement through employer sanctions and other measures. In some countries, unions and employers' associations facilitate implementation of these initiatives, while in others they openly or tacitly resist cooperation. This paper explores these patterns of cooperation and resistance through analysis of six countries. The method used is qualitative comparative analysis, using primary and secondary sources that include newspaper coverage, government reports, union documents and scholarly accounts. The explanation centres on the degree of social partner embeddedness in government decision-making and economic management. In countries with institutionalized, coordinated relationships between the social partners and the state, this coordination extends to implementation of employers' sanctions. In systems with less institutionalized cooperation, employers and unions are less likely to assist the immigration control objectives of state officials. Debt played a central role in the Great Recession, both in its cause and in its resolution, and once again, concern is rising about household indebtedness. This paper examines the relationship between personal indebtedness and theft crime using information on personal debt default. This paper builds on an established literature examining economic conditions and community crime rates, with an analytical framework provided by ‘the market model of crime’. Our paper is motivated from the economic, sociology and criminology literatures, and extends to a fuller consideration of the relationship between economic hardship and theft crimes in an urban setting. In particular, the sociology and criminology literature permit a much deeper understanding of the human behaviour and motivations underpinning the relationships represented in the market model. Using data available at the neighbourhood level for London, UK on county court judgements (CCJs) granted against residents in each neighbourhood as our measure of personal indebtedness, we examine the relationship between this measure and a range of community characteristics, and the observed pattern of theft crimes using spatial econometric methods. Our results confirm that theft crimes in London follow a spatial process, and that personal indebtedness is positively associated with theft crimes in London. We identify a number of interesting results, for instance that there is variation in the impact of covariates across crime types, and that the covariates which are important in explaining the pattern of each crime type are largely stable across the period considered in this analysis.1 [ABSTRACT FROM AUTHOR]

In household waste matters, the objective is always to conceive an optimal integrated system of management, where the terms ‘optimal’ and ‘integrated’ refer generally to a combination between the waste and the techniques of treatment, valorization and elimination, which often aim at the lowest possible cost. The management optimization of household waste using operational methodologies has not yet been applied in any Algerian district. We proposed an optimization of the valorization of household waste in Tiaret city in order to lower the total management cost. The methodology is modelled by non-linear mathematical equations using 28 variables of decision and aims to assign optimally the seven components of household waste (i.e. plastic, cardboard paper, glass, metals, textiles, organic matter and others) among four centres of treatment [i.e. waste to energy (WTE) or incineration, composting (CM), anaerobic digestion (ANB) or methanization and landfilling (LF)]. The analysis of the obtained results shows that the variation of total cost is mainly due to the assignment of waste among the treatment centres and that certain treatment cannot be applied to household waste in Tiaret city. On the other hand, certain techniques of valorization have been favoured by the optimization. In this work, four scenarios have been proposed to optimize the system cost, where the modelling shows that the mixed scenario (the three treatment centres CM, ANB, LF) suggests a better combination of technologies of waste treatment, with an optimal solution for the system (cost and profit). The design of waste management systems rarely accounts for the spatio-temporal evolution of the demand. However, recent studies suggest that this evolution affects the planning of waste management activities like the choice and location of treatment facilities. As a result, the transport structure could also be affected by these changes. The objective of this paper is to study the influence of the spatio-temporal evolution of the demand on the strategic planning of a waste transport structure. More particularly this study aims at evaluating the effect of varying spatial parameters on the economic performance of hierarchical structures (with one transfer station). To this end, three consecutive generations of three different spatial distributions were tested for hierarchical and non-hierarchical transport structures based on costs minimization. Results showed that a hierarchical structure is economically viable for large and clustered spatial distributions. The distance parameter was decisive but the loading ratio of trucks and the formation of clusters of sources also impacted the attractiveness of the transfer station. Thus the territories’ morphology should influence strategies as regards to the installation of transfer stations. The use of spatial-explicit tools such as the transport model presented in this work that take into account the territory’s evolution are needed to help waste managers in the strategic planning of waste transport structures. The paper investigates the territorialization process with a twofold aim: to focus on the territory as the medium of the current relation between citizenship and governance; and to analyse the problems and opportunities created by governance and territorialization. After outlining an interpretative frame for territorialization in Europe, the paper concentrates on the Italian case and on two policy instruments: Area Social Plans and Neighbourhood Contracts. This paper analyses the effect of macroeconomic and social conditions on the demand for redistribution. Using a synthetic cohort design to generate panel data at the level of socio-demographic groups, analysis of fives waves of data from the European Social Survey (2002–2010) shows that differences across countries in macroeconomic and social conditions have an effect on the demand for redistribution. Consistent with theoretical expectations, economic growth generates a lower demand for redistribution, while higher income inequality generates a higher demand. By contrast, differences across countries in unemployment levels and social expenditure are unrelated to the demand for redistribution. A central element in the privatization of council housing has been the development of stock transfer policy. A variety of perspectives on this process have been explored including the impact on accountability relations; however, the tenants’ experience is almost completely absent from this literature. The paper develops a case study that draws on the experience of the tenants involved in a stock transfer. In the process stock transfers, and related accountability relations, are shown to be contested with tenant-led campaigns challenging this neoliberal inspired policy. The case study illustrates the power and financial resource asymmetries in transfer campaigns with a range of anti-democratic tactics employed by those pursuing the transfer. On the basis of a critique of neoliberalism, the stock transfer process is seen as an attack on the previous democratic control of council housing, which is replaced with ‘governance by experts and elites’ and private sector inspired corporate governance forms of accountability. Thus the paper seeks to answer two questions; how democratic is the transfer process and what are the long-term implications for democratic accountability in the social housing sector. This paper critically engages with a recent shift towards an emphasis on ‘resilience’ in policy and academic fields. The paper suggests that this shift is problematic for several reasons: that it supports normative value judgements; that it may overemphasize the ability of people to ‘bounce back’ and undervalue the hidden costs of resilience, especially those with gendered dimensions; and that it may be associated with policy prescriptions that shift responsibility for dealing with crisis away from the public sphere. There are competing theoretical expectations and conflicting empirical results concerning the impact of partisanship on spending on active labour market policies (ALMPs). This paper argues that one should distinguish between different ALMPs. Employment incentives and rehabilitation programmes incentivize the unemployed to accept jobs. Direct job creation reduces the supply of labour by creating non-commercial jobs. Training schemes raise the human capital of the unemployed. Using regression analysis this paper shows that the positions of political parties towards these three types of ALMPs are different. Party preferences also depend on the welfare regime in which parties are located. In Scandinavia, left-wing parties support neither employment incentives nor direct job creation schemes. In continental and Liberal welfare regimes, left-wing parties oppose employment incentives and rehabilitation programmes to a lesser extent and they support direct job creation. There is no impact of partisanship on training. These results reconcile the previously contradictory findings concerning the impact of the Left on ALMPs. [ABSTRACT FROM AUTHOR]
