Neoliberal capitalism has extended the use of markets to address climate and energy issues. Carbon trading characteristically exemplifies the neoliberalization of climate policy. This paper discusses the workings of the European Union's Emissions Trading System (EU ETS) in the European Union (EU) with a focus on its application in crisis-ridden Greece. Beyond environmental effectiveness and distributional effects, the paper explores the interactions of the EU ETS with crisis, austerity programs, energy poverty, and uneven development. Despite adjustments and changes, the EU ETS continues to indicate limited environmental effectiveness and unjust distributional effects. Moreover, by forging a centralized neoliberal transition to a low-carbon economy without consideration of the issues faced by unevenly developed and crisis-stricken EU members such as Greece, the EU ETS leads to additional disturbances and problems for the Greek economy as a whole, its pauperized working people, and its energy and climate options to reduce emissions on its own potential, needs, and priorities. Policies for biodiversity no net loss and net gain underwrite narratives for green growth through advancing reparative logics to ongoing habitat impacts. By enabling offsetting practices that risk accommodating rather than averting land change developments, net principles are said to resemble modes of 'accumulation by environmental restoration'. Biodiversity net principles are frequently depicted visually as a diagram of the mitigation hierarchy for communicational ease and have proliferated over recent decades despite little evidence for their ecological effectiveness. This paper combines economic sociology, visual media analysis of the net diagram and political ecology to account for the stabilisation of net principles in policy frameworks. It highlights the upstream imaginative work that this visual tool and its wider assemblages perform to support offsetting and habitat banking practices on the ground. The paper positions the NNL diagram as a conceptual and ideational technology. It traces the practices through which biodiversity is rationalised by the Cartesian coordinates of an XY schematic, and en-framed as a measure of numerical value on a vertical scale. The effect is to engender coherence to the idea of netting out differences in aggregate sums of biodiversity unit value, making nature conceptually offset-able. I develop this account through a history of the diagram as well as the broader processes that have shaped the policy and its arrival in English planning frameworks. Observers increasingly question how biodiversity offsetting and no net loss/ net gain have become so popular when their empirical foundations are so weak. This paper proposes that within the wider assemblages of actors, one answer is located in the potency and mobility of conceptual technologies such as diagrams of no net loss or net gain of biodiversity and the logic of balance-sheet accounting that is imbricated within the visual design. This paper constructs a unique dataset of clean energy and adopts static panel models and dynamic panel specifications to explore the correlation between clean energy and CO2 emissions. Furthermore, this paper employs the interaction term of pilot areas and pilot time as the proxy of emission trading policy to examine the effect of China's emission trading pilot on clean energy. Then, this paper conducts quasi-natural experiments on CO2 emissions. Our findings show a negative correlation between CO2 emissions and clean energy. We also find that China's emission trading pilot has a significant impact on promoting clean energy. In addition, empirical results affirm that emission trading market pilots can help decrease CO2 emissions. Finally, we put forwards relevant policy recommendations. [ABSTRACT FROM AUTHOR]

This research aims to explore the influential factors that promote and impede Chinese customers' adoption intention of electric vehicles (EVs). An extended version of the Unified Theory of Acceptance and Use of Technology (UTAUT) was developed to gauge customers' willingness to adopt EVs. 348 responses and structural equation modelling were employed for analysis. This paper contributes to this research area mainly through two aspects: First of all, it provides more robust evidence of the positive moderating effects on price value since few research studies on it. Secondly, the positive moderating effects of facilitating conditions between perceived risk and adoption intention of EVs were found for the first time, which fills the gap in this research area. Except these, the results also showed that performance expectations, social influence, and price value positively influence EV adoption intention, while perceived risk has a negative impact. Additionally, age and gender were found to significantly moderate adoption intention. These findings offer insights for policymakers to craft more effective policies, ultimately advancing sustainability and accelerating the achievement of long-term carbon neutrality goals. In this paper, we trace the social and material effects of a carbon verification encounter in Timor-Leste. Foregrounding the relational historicity of these resource materialities, we inquire into the disorientating but potentially generative place-based effects of carbon offsetting. We unpack carbon's elusive and unruly materiality through our participation in a verification event connected to a reforestation and carbon-offsetting program that encourages individuals and organisations from Australia to compensate for their greenhouse gas emissions by purchasing carbon credits from subsistence farmers in Timor-Leste. We interpret this making, or conjuring, of carbon through interactions between technical experts, program managers, staff, and participants over a 4-day audit of the program and, with the benefit of subsequent interviews with farmers, examine how the opacity of the carbon credit's materiality and its measurement leads to community scepticism and demands for greater methodological clarity and oversight. At the same time, we take issue with critics of market-based conservation programs who assert that carbon offsetting leads inevitably to severe adverse impacts for local communities. Activating a generative understanding of the economic logics of 'commodity indigenisation' through attention to the 'cultural biographies' or life cycle of things, we evidence fluid movements: complex socio-natural relations and moral economies that humanise nature to reveal and potentially reconfigure the otherwise alienating effects of carbon commodities and their socio-natural technical complex. One of the secrets for China's economic growth miracle is continuous investment in infrastructure, and the role of power infrastructure is irreplaceable. However, previous studies mostly focused on generation-side indicators rather than grid-side indicators, ignoring the importance of the mega-grid established in China. As a result, this paper is committed to exploring the economic growth pulling effect of power grids with different voltage levels in the nonlinear framework. On the premise of determining the robustness of estimation parameters by instrumental variable method, the panel smooth transition regression (PSTR) model is used to capture panel heterogeneity. To be exact, the regional economic growth driven by extra-high voltage (EHV) and ultra-high voltage (UHV) power grids presents a regime transition accompanied by the growth of regional power generation and electricity consumption per capita. This means that the mega-grid is more conducive to the economic growth of energy bases and load centers. To further build and improve the state-leveled mega-grid into a nationwide basic platform for trans-regional renewable energy transmission and distribution is a key measure to enhance China's sustainable economic growth under the constraints of carbon peak and carbon neutrality targets. The digital economy is an important driving force for China's economic transformation and upgrading, while "carbon peaking and carbon neutrality" is the goal to be achieved in China. Based on the panel data of 30 Chinese provinces (cities and districts) from 2012 to 2019, the article empirically investigates the impact of the digital economy on regional carbon emissions and its mechanism of action by using a two-way fixed-effects model and mediated-effects model. The study shows that, firstly, the digital economy has a significant carbon emission reduction effect, and the conclusion still holds after robustness testing. Secondly, the emission reduction effect of industry digitization in the digital economy dimension is the most obvious. Again, the carbon emission reduction effect of digital economy development on different regions varies, with the strongest carbon emission reduction effect on western regions and regions with high carbon emission levels. Finally, the analysis of mediating effects shows that the energy structure is an important mechanism for the digital economy to suppress regional carbon emissions. With the signing of the Paris Agreement in 2016, countries began to explore new economic models to get rid of the high emissions and high pollution caused by the traditional extensive economic model. Circular economy (CE) is regarded as an important way to achieve carbon neutrality, yet there is little literature has explored the relationship between the two. This paper aims to provide evidence and suggestions for developing circular economy strategies in emerging developing countries such as China by exploring the relationship between circular economy and carbon emissions. In this study, urban carbon emissions were measured by using high-resolution carbon emission data and the circular economy of 285 cities in China from 2009 to 2018 was estimated using a data envelopment analysis (SBM-DEA) model based on a super effective slackness measure. Then, the spatial impact of the circular economy was analyzed based on the spatial Durbin model. The empirical results are as follows: first, carbon intensity shows a positive spatial correlation, with most cities clustered in high-high (H-H) and low-low (L-L) types. Second, it was found that CE has a significant negative impact on the carbon intensity of local cities and neighboring cities. Third, based on regional heterogeneity, CE has significant negative direct and indirect effects in central and western cities. German energy giant and coal mine operator RWE makes two products: cheap electricity and 'pretty new landscapes'. These 'pretty new landscapes' are biodiversity offsets to compensate for the destruction of the ancient Hambacher Forest for the world's largest opencast lignite coal mine in the German Rhineland. Drawing on in-depth fieldwork including participant observation and interviews in and around the mine and its offset sites, this paper explores the relationship between coal mining, spectacularisation of conservation, the ecotourism–extraction nexus and accumulation by restoration. I illustrate the historic and contemporary importance of restoration activities to the accumulation process and explore the recent engagement of mine operator RWE in the provision of restored nature (in the form of 'eco-points'), which constitute new business opportunities. The significance of RWE's biodiversity work for accumulation by restoration lies not only in its profit opportunities but its productive power: the legitimation of coal mining and the making of new, ordered 'ecologies of repair'. This productive power operates through the mobilising function of RWE's offsetting work, which forms the foundation for corporate partnerships and alliances with conservation groups and volunteers. These lend legitimacy to RWE's 'repair work' and form the basis for the ecotourism–extraction nexus by turning the mine and its offsets into 'extractive attractions' for visitors and 'nature lovers'. Its power further manifests in the way it captures imaginations through novel imaginaries and narratives of sustainable coal mining, supposedly creating not only a 'better nature' but a 'better future'. Positioning offsetting as social technology of governance, I explore RWE's spectacular performance of sustainability and the ontological flattening to facilitate claims of commensurability and 'offsettability' of nature. These are integral to the ecotourism–extraction nexus and grounded in the belief in the human/corporate ability to recreate nature, a fascination with huge earth-shifting machinery and a commitment to high-modernist ideologies of control. Within the context of low-carbon development and drawing on the resource-based and dynamic capability theories, this paper provides a conceptual model of the relationship between external knowledge acquisition, green dynamic capability and corporate green innovation. Then, using 416 samples of firms in China collected from January 2018 to September 2018, the model was tested using the hierarchical regression analyses. The empirical results show that external technical knowledge acquisition and market knowledge acquisition have a positive influence on corporate green innovation. Additionally, the results show that green integration capability and green dynamic configuration capability positively moderate the relationship between technical knowledge acquisition and green innovation. The results also show that green learning capability, green integration capability and green dynamic configuration capability positively moderate the relationship between market knowledge acquisition and green innovation. This study supports the resource-based view, enriches the application of external knowledge acquisition in sustainable development, and extends the theory of green dynamic capability from causal prediction to situational factors. Guided wave-based structural health monitoring (GW-SHM) relies on permanently installed sensors to detect and monitor structural defects such as cracks or delamination. Millimeter to centimeter-sized defects are detected over areas of several square meters with sparse sensor networks installed on metallic or composite structures. So far, the main drivers of the development of such technologies have been expectations of cost savings and/or an increased safety. As monitoring requires a complex cyber physical system including, at least an energy source, sensors, data acquisition, treatment, and communication capabilities, adding monitoring capabilities to a structure leads to an intrinsic environmental impact. This paper targets for the first time the environmental assessment of GW-SHM. Such analysis being use-case dependent, two prospective applications are studied: railroad monitoring and wind turbine monitoring. A complete GW-SHM system prototype is defined to quantify its environmental impact, and exploitation scenarios are proposed to estimate the potential environmental gains provided by the monitoring. For the scenarios under consideration, the studied system is found to be either carbon neutral or carbon negative (i.e., favorable), but this result is limited to the functional units under consideration. The present study is expected to be a template for further environmental assessments of monitoring systems, which shall be conducted for each prospective application and refined often as systems mature and exploitation scenarios become clearer and exploitation data available. Green port construction has a profound impact on China's international climate commitment to carbon neutrality by 2050. To examine the carbon emission reduction potential of 20 major ports in the Yangtze River Delta port cluster of China, this study takes the perspective of environmental efficiency and employs dynamic exogenous variable DEA in efficiency evaluation. The results show the increasing environmental efficiency of the ports in the Yangtze River Delta, rising from 0.5116 in 2013 to 0.7276 in 2019. Also, there are significant spatial differences in efficiency. After considering exogenous variable, the average efficiency has increased from 0.5537 to 0.6276, indicating that regional green development is a critical factor in port environmental efficiency evaluation. Finally, the overall efficiency of input and output have risen, the slackness of carbon emission shows a trend of decreasing, and there is great potential for reducing carbon emissions from the perspective of port environmental efficiency. The previous studies paid less attention to dynamic efficiency, exogenous variables, and carbon emission. Therefore, this paper is the first comprehensive examination on the carbon emission reduction potential of China's Yangtze River Delta port cluster from the perspective of dynamic environmental efficiency. China has proposed ambitious goals of carbon peak and carbon neutrality, and will pay more attention to the relationship between economic development and carbon emissions. It's significant to assess the current environmental decoupling and prospect the future conditions in China. This article studies the decoupling status and influencing factors in Chinese provinces from 1996 to 2018 through Tapio decoupling index and decomposition model. The results show that most provinces are currently in a weak decoupling state. The growth of per capita GDP and population will affect the process of strong decoupling, while the optimization of energy intensity, energy structure and industrial structure will promote the realization of strong decoupling. Moreover, this paper prospects the decoupling scenarios of Chinese provinces from 2019 to 2035 and finds that all provinces will achieve strong decoupling before 2040, 2035 and 2030 under different carbon emissions scenarios respectively. To achieve the strong decoupling of economic output and carbon emissions as soon as possible, the government must improve energy efficiency, use renewable energy in large quantities, and promote the industrial transformation and upgrading. Consolidating the results of poverty alleviation and achieving carbon neutrality are serious challenges for global sustainable development, and it is essential to explore the relationship between these goals, and then offer scientific responses. Based on the panel data of 30 provinces in China from 2010 to 2019, this paper conducted the 2SLS model by compromising the merits of the Regression Discontinuity principle with the STIRPAT model to study the interaction between poverty alleviation and carbon reduction. The study found that: (1) the implementation of poverty alleviation aggravates the problem of carbon emissions, and the main mechanism is that poverty alleviation promotes consumption and production by increasing the wealth of farmers, thereby increasing carbon emissions. (2) Carbon reduction weakens the achievement of poverty alleviation significantly, but the mitigation effect presents an "inverted U"-shaped curve, which first increases and then wanes. (3) Farmers' income and the development of rural transportation play a role in acting on the negative effects of carbon reduction. By integrating poverty theory and energy management, this article reveals the complex relationship between two important policies in China and offers relevant policy recommendations, which will not only promote the advancement of rural revitalization but also promote global sustainable development. Can fossil-based fuels become carbon neutral or carbon negative? The oil and gas industry is facing pressure to decarbonize, and new technologies are allowing companies and experts to imagine lower-carbon fossil fuels as part of a circular carbon economy. This paper draws on interviews with experts, ethnographic observations at carbontech and carbon management events, and interviews with members of the public along a suggested CO2 pipeline route from Iowa to Texas, to explore: What is driving the sociotechnical imaginary of circular fossil carbon among experts, and what are its prospects? How do people living in the landscapes that are expected to provide carbon utilization and removal services understand their desirability and workability? First, the paper examines a contradiction in views of carbon professionals: while experts understand the scale of infrastructure, energy, and capital required to build a circular carbon economy, they face constraints in advocating for policies commensurate with this scale, though they have developed strategies for managing this disconnect. Second, the paper describes views from the land in the central US, surfacing questions about the sustainability of new technologies, the prospect of carbon dioxide pipelines, and the way circular carbon industries could intersect trends of decline in small rural towns. Experts often fail to consider local priorities and expertise, and people in working landscapes may not see the priorities and plans of experts, constituting a "double unseeing." Robust energy democracy involves not just resistance to dominant imaginaries of circular carbon, but articulation of alternatives. This paper examines the causation between economic growth, tourism import, industrialization, renewable energy, non-renewable energy use, trade openness, and environmental sustainability which is proxied by carbon emissions for 8 Asian countries (China, Japan, India, Indonesia, South Korea, Philippines, Thailand, and Vietnam) over 20 years. Causal relations were tested using Pooled Mean Group Autoregressive distributive lag model (PMG-ARDL) and Dumitrescu and Hurlin's (2012) panel granger causality test The PMG-ARDL model results reveal that in the long-run renewable energy usage, economic growth, and trade have a significant negative influence on the emission of carbon, while non-renewable energy usage, tourism import, and industrialization exhibit a significant positive impact on CO2 emissions of the sampled Asian countries. In the short run, renewable energy has a significant negative influence on CO2 emissions. While economic growth exhibit a significant positive influence on carbon emissions in the short-run. Furthermore, the Granger causality analysis reveals that there is a feedback mechanism between industrialization, tourism import, non-renewable energy, renewable energy, and CO2 emissions meaning that the future dynamics of carbon emissions in the sampled countries can be significantly explained by industrialization, tourism import, renewable energy, and non-renewable energy. Contrarily, trade and economic growth are good to explain the dynamics of carbon effusion of the sampled Asian countries in the future but without feedback. It is recommended that policymakers in Asian countries should formulate stringent environmental policies that will encourage industries in these countries to utilize clean energy sources so that economic growth will be achieved simultaneously with carbon neutrality. This paper studies when and under what conditions the actions undertaken by the power plants involved in China's emission trading scheme (ETS) pilot became cost effective. Based on unique plant-level panel data and the difference-in-differences strategy, we identify that an insignificant initial reduction in cost efficiency occurred at the announcement stage for power plants in the pilot provinces; however, the cost efficiency of the pilot plants increased significantly following formal policy implementation. Additionally, the by-stage treatment effects differed across the pilot provinces due to localized market and non-market variations. Localized conditions of higher marketization, stricter policy enforcement, and lower carbon dependence enhanced this positive effect. The synthetic control results confirmed this variation in the policy effects. The carbon trading pilots resulted in improved efficiency in power plants in Shanghai, Guangdong, and Tianjin during the period 2013--2017, with an associated total cost saving of approximately 29.75 million RMB. With increasing global pressure on transition to carbon neutrality, various technical and policy efforts such as emission trading scheme and carbon tax are being made to improve energy productivity. Yet, there are not many literatures that analyze determinants of firm-level energy productivity, which is an important issue as energy use in industry accounts for one fourth of global carbon emission. This study investigates factors affecting energy productivity such as technology innovation, environmental policy and energy price based on firm-level data from the Korean Emission Trading Scheme (KETS). The total factor energy productivity is estimated by industry based on stochastic frontier analysis (SFA) and panel data analysis is performed to identify determinants of firm-level energy productivity. The results show that energy productivity in Korea has been improved since 2016, and technical progress and environmental policy play an important role in promoting energy productivity. In addition, analysis identifying industry-specific characteristics is performed as their production process and energy consumptions structures vary. The result shows that innovation activity does not significantly affect energy productivity in process industries, but it does in the assembling and high technology industries. This paper uses a sample of 1,867 firms that participate in the "Top-10,000 Energy- Consuming Enterprises Program" in China and aims to identify strategic traders in its pilot emissions trading scheme. Firms included in the ETS can exert their market power and manipulate allowance prices to achieve low compliance costs, which will consequently influence the effectiveness of this platform. This is of great importance to regulators or designers of this system in identifying these strategic traders and understanding their impact. We follow the basic principle proposed by Godal (2005) and develop a simple and implementable empirical procedure to study firm-level data from seven pilot programs in China. The results show that strategic traders exist with clear regional and sectoral differences. Carbon neutrality is an important policy in the current global response to climate change and has been widely recognized by various industries. In the process of promoting carbon neutrality, new energy plays a pivotal role. In this study, the definition and connotation of new energy and its role and specific operation in the energy transition of carbon neutrality are firstly explained. Promoting new energy development requires significant green and low-carbon investments. Taking China as an example, this paper analyzes the opportunities brought by the carbon neutral process to the field of green finance and analyzes the main features and development trends of green finance in China at present. Then this paper proposes policy recommendations to strengthen the development of green finance in China in terms of improving the green financial policy system, enhancing the supply capacity of green financial services, and optimizing the supporting environment for green financial development. Finally, this paper analyzes the measures and experiences of the United States in promoting low-carbon development and proposes countermeasures for China's low-carbon development on the basis of the five major relationships that need attention in China's carbon-neutral process. That is, strengthen the top-level design and improve the regulatory policy system; optimize the energy structure and increase the proportion of clean energy; optimize the industrial structure and reduce energy consumption in key industries; build a complete low-carbon technology system and promote low-carbon technology research and development and demonstration applications, and encourage local conditions to explore low-carbon development paths. The joint behavior of internal and external system brings out a high complexity of the carbon and oil price interactions, such as non-linearity and multi-frequency. This paper innovatively proposed a time-frequency mechanism between carbon and oil markets from the two aspects of internal system and external factors, and introduced a novelty partial wavelet analytics to explore their dynamic multi-scale interactions. We selected the European carbon and Brent oil futures prices data from March 2009 to December 2020, with the consideration of several necessary control variables from the external surroundings. Our findings point to a stable and strong in-phase relationship between the two markets, with oil leading at medium and lower frequencies. However, the mutual leading relationships are especially sensitive during abnormal political events and periods of financial recession and global emergency, which are observed at different periods for intermediate horizons. What is more, the interactions are more diversified and feebler at short-timescale. Under the vision of carbon neutrality, these evidences provide invaluable guidance for regulators to structure a more flexible adjusting mechanism for the risk control of carbon markets, and also help investors to hedge risk aimed at different time horizons. Under the dual goals of achieving carbon peak and carbon neutralization, it is of great practical significance to explore the impact of product information labeling on technological innovation. As an essential element in improving energy performance in consumer products, energy-efficiency labels (EEL) have played a vital role in the government's portfolio of energy-efficiency improvement, technological progress, and carbon emission mitigation. We estimate the extent of the inductive effects of varying patent types on the relationship between the EEL system and technological innovation in a panel differences-indifferences framework based on the panel data of energy-saving patents and electricity-saving patents from 1998 to 2013 in China. Results indicate that the EEL system helps firms improve the ratio of energy-saving and electricity-saving patents to water-saving patents, and the rate of energy-saving and electricity-saving patents to all patents in the region. In another word, the EEL has a significant directed technological inducing effect. As for the role of the heterogeneity of patent types, the positive effects of the EEL system on invention patents are significantly suppressed in patent-for-utility models. Thus, it is suggested to improve the existing EEL system, gradually expand the product coverage of the EEL system, and increase the protection scope of utility model patents for achieving technological progress and sustainable development of society. This paper presents an analysis of contradictions in urban low carbon transitions as engines of change. Following Kojève's reading of contradiction in Hegel's oeuvre, I argue that contradiction is a constitutive feature of low carbon interventions. This is an alternative to conventional readings of contradiction as a provisional encounter of opposites in which one will eventually cancel out the other. I unpack the concept of contra diction in three ways: first, by displaying a Hegelian-inspired understanding of contradiction in relation to change, time, and desire; second, by explaining how inherent contradictions can also be read in relation to the excesses that characterize the deployment of methods of calculation in low carbon interventions; and third, by situating these contradictions within the overall dynamics of carbon governance and purposive attempts to bring about a low carbon transition. The paper explores the practical implications of this analysis in a case of low carbon interventions in social housing in Ljubljana, Slovenia. The case study shows that, if contradictions are at the heart of low carbon interventions, contradiction analysis may provide a direction towards broader reconfigurations of social and technological practices and generate a desire to change. Building on multisited ethnographic case studies, this paper seeks to contrastively compare the demonstration and articulation formats of two social science expert cultures-- economics and anthropology--enrolled 'in the wild' of transnational environmental politics. How, the paper asks, do different social sciences come to be configured within, and do performative work upon, heterogeneous assemblages of global natures? In the first case US economists translate carbon markets into a world of Indian ecoprofessionals, across serious North-South conflicts in climate politics. In the second case a group of anthropologists, mobilized by Japanese bureaucratic elites, deploy their methods to assemble whaling cultures, as part of global biodiversity conflicts. Whereas the first case builds on existing arguments on the 'performativity of economics' (Callón), the second case expands this agenda, noting how the noneconomic social sciences (eg, anthropology) may also be consequential in enacting particular nature-cultures. Theoretically, the paper situates these inquiries at the intersection of science and technology studies (STS) and political anthropology, in addressing the question--important to environmental expertise and politics--of how 'local' (particular) and 'global' (universal) claims are linked in efficacious ways in 'other-than-Western' contexts? Here, the argument will be that, despite their differences, economic and anthropological performances of global natures share certain formal (aesthetic) similarities, related to credible expert demonstrations in transnational environmental contexts. Emission trading scheme is known as a cost-effective measure for mitigating CO2 emissions, and recently, China has started the world's largest carbon trading system. As the most influential industry in determining China's overall CO2 emission level, the thermal power industry will be greatly affected by nationwide carbon market in the near future. This paper explores the impact of the upcoming national emission trading scheme on China's thermal power industry at firm level. First, based on empirical data of 478 thermal power plants, an empirical analytical framework of micro-firm level is constructed. Then, two kinds of policy scenarios, including no carbon emission trading and national emission trading scheme, in two different market structures have been analyzed. The results show that emission trading scheme have positive impacts on reduction of CO2 emissions among China's power plants and can reduce the total abatement costs by 0.37%–41.5%. Furthermore, most of the thermal power plants are emissions permits buyers including all the low-emission gas-fired power plants. Additionally, compared with the perfect competition market, more than 70% of thermal power plants increase their total abatement costs in imperfect competition market. There is a growing body of knowledge about the impacts of climate change on tourism destinations and about tourism’s commitment to address these impacts. However, there has been limited research about climate change responses by national or sub-national tourism agencies and the role they play in providing information, incentives and leadership to encourage the uptake of climate change actions by the industry. This paper assesses the climate change responses of nine Australian government tourism agencies. Information on climate change, sustainability and green business practices is drawn from the corporate websites, annual reports, tourism plans, fact sheets, and case studies produced by one national, six state and two territory tourism agencies from 2007 to 2010. The paper focuses on how government tourism agencies are addressing climate change mitigation by promoting carbon reduction initiatives and carbon offsetting schemes. Climate change tourism responses are more developed in Australian states with climate change policies and in destinations vulnerable to the impacts of climate change or dependent on long haul travellers. To date, few government tourism agencies report on their own carbon footprint or mitigation and offset measures. This study highlights a range of mitigation options that will assist government tourism agencies to address climate change impacts through policies, strategic plans and green business advice for tourism operators. The present paper aims to reliably depict the impact of the European Union Emissions Trading Scheme (EU ETS) on Spain under different assumptions about the industries involved. Prior analyses, based either on highly aggregated macroeconomic or specific electricity industry models, have been limited in degree of detail or scope. Two types of modeling were combined in the present study: general equilibrium was used to assess the impact on different industries and to explain cross-industry changes, and partial equilibrium to suitably model the complex and crucial electricity system. Combining and interrelating these two models yields the effects on price, carbon dioxide (CO2) emissions and distributional patterns in Spain of both the current policy and of an alternative in which all industries take part in the EU ETS. The paper selected the carbon emission trading yields data from 2014 to 2017 in Shenzhen. A generalized autoregressive conditional heteroscedasticity model was used to find the best way to hedge the risk of spot carbon emissions in Shenzhen carbon emission trading exchange market. The variances of carbon spot and coal futures were first examined. The dynamic hedging rate was calculated too. The results showed that according to the actual data and market change strategies, the dynamic hedging rate is better than the optimal hedging rate that can hedge risk better. The carbon emission trading yield was found to exhibit aggregate fluctuation; in addition, the dynamic hedging can better hedge risk timely than static hedging. This provides investors with the basis for decision-making to hedge risk in carbon emission trading and helps investors to maximize their returns under certain risk conditions. The involvement of private sector actors in low carbon urban transitions is a neglected element of geographical analysis. Drawing on Polanyian, cultural economic geographies and the non-capitalocentric ethics of JK Gibson-Graham’s diverse economies perspective, the paper engages with the wider literature on the engagement of small and medium enterprises (SMEs) in environmental action, corporate social responsibility and low carbon transitions to develop a substantivist account of the contribution of SMEs to local low carbon transitions. The paper argues that, contra formalist economic analyses of economic rationality, SME owners should not be thought of as uncritical profit maximizers but as actors in favour of positive low carbon futures. Thus the paper argues that Polanyian economic geographies and diverse economies perspectives, which rarely speak to each other, can be drawn together, and concludes with suggestions for future research. The emissions trading scheme has recently become an important emissions reduction mechanism in China. The initial quota allocation is one of the key points in its design, which includes the initial quota allocation criterion and allocation method. In this paper, we analyze the regional macroeconomic impacts of emissions trading in China under different quota allocation criteria and allocation methods using a multiregional computable general equilibrium (CGE) model. The results show that the Ability-to-Pay criterion is better than the other criteria, as it can lead to fewer macroeconomic costs and welfare losses; narrow the economic gap between the eastern, central and western regions; and guide investment into the western regions. Comparing free allocation and auction, it is determined that free allocation leads to lower macroeconomic costs, while auction is better at adjusting the industrial structure. In the last 20 years, China's steel production has proliferated, leading to increased environmental damage by releasing 574,000 tons of sulfur dioxide (SO2), 1,114,000 tons of nitrogen oxide (NOx), and 897,000 tons of particulate matter (PM) in 2020; therefore, the country is now struggling to reduce carbon emissions and tackle climate change because of the conflicting demands of economic growth and environmental protection. Given the global emphasis on decarbonization and sustainable production, China has prioritized achieving peak carbon emissions of 30% by 2030 and carbon neutrality by 2060. Likewise, China's steel industry is progressing toward attaining the maximum carbon dioxide (CO2) emissions by 2025. This study reveals that despite a 321 Mt increase in global energy-related CO2 emissions in 2022, CO2 emissions in China experienced a decline of 230 Mt during the same period. Identifying the differentiated effects of different environmental regulations is the basis for promoting China's zero carbon emissions and carbon neutrality. We used Chinese provincial panel data from 2003 to 2017 to empirically test the impact of different environmental regulations on carbon neutrality through spatial measurement models. The highlights of the study are as follows: (1) Environmental regulations exert significant impact on carbon emissions, but different types of environmental regulations exert significantly different effect on carbon emissions. Public participation environmental regulation has a control effect on regional carbon emissions, while command-based and market-based environmental regulations had no significant effect on regional carbon neutrality. (2) The heterogeneity of the impact of different types of environmental regulations on carbon emissions can also be identified from the regional impacts heterogeneity and lags impact heterogeneity. (3) The combined mandatory and market-based environmental regulations and the combined mandatory and public-participatory environmental regulations significantly inhibited regional carbon neutrality. Empirical narratives pertaining to the implications of energy security (ENS) on environmental quality (EQ), particularly in the context of Emerging Seven (E7) countries, are currently understudied. Likewise, the influence of renewable energy (RWN), economic complexity (ECI) and environmental control technology (EVT) on EQ is still unsettled. Thus, based on arrays of pollution metrics (ecological footprint (ECF), carbon emission damage (CO2D) and consumption-based carbon emissions (CCO2) and annual panel series spanning 1990–2018, this study provides fresh insights into the implications of the listed variables on EQs in E7 countries. Accordingly, the following empirical narratives were established: (i) The effects of the enlisted panel series on EQ are sensitive to the peculiarities of each pollution metric. (ii) Estimates of the pool mean group autoregressive distributed lag (PMG-ARDL) model and those of cross-sectional augmented autoregressive distributed lag (CS-ARDL) underscore the important roles of ENS and RWN on EQ, particularly on ECF; and ECI on CO2D. While EVT provides insignificant carbon emission reducing effects across all variants of EQ indicators, population and economic growth are all time-significant pollution enablers. (iii) The outcomes of the panel quantile regression demonstrate that ENS enhances EQ only at the 25th and 50th quantiles and accelerates pollution at the 75th and 95th quantiles. RWN enhances EQ across all quantiles while ECI deaccelerates ECF and CO2D and accelerates CCO2 across all quantiles. Furthermore, EVT accelerates ECF and CO2D while it deaccelerates CCO2 across all quantiles. Meanwhile, the unpleasant effects of growth and population are reemphasized. This study addresses the pivotal challenge of transitioning from nuclear to renewable energy sources, considering the distinctive energy landscape of South Korea characterized by high land costs and high dependence on nuclear energy. Amidst global momentum toward sustainable and carbon-neutral energy, South Korea's Renewable Energy 3020 Implementation Plan aims to achieve 20% of power generation from renewables by 2030. Shifting away from nuclear energy, however, may lead to rising energy costs, supply disruptions, and environmental ramifications. Furthermore, achieving grid parity between renewable energy and nuclear power by the late 2030s is unlikely, in contrast to earlier projections. This is primarily due to the comparatively lower production cost of nuclear energy. To expedite the shift toward renewable energy, our study suggests transitioning from the Renewable Energy Portfolio Standard (RPS) to a Feed-in-Tariff (FiT) system. This change would offer voluntary incentives for investment in renewable energy. Additionally, we compute Feed-in-Tariff subsidies required to achieve grid parity by 2030, concluding that the amount of subsidies required to reach grid parity by 2030 is 54% of retail electricity price. Findings from behavioral economics suggest the currently low take-up of voluntary carbon offsets (VCOs) could be increased by changing the way choices are presented. In this article, we lean on prospect theory to test the effect of loss framing on air traveler's VCO behavior and whether this contrasts with attitudes and behavioral intentions. Borrowing from experimental economics, we conduct an incentive-compatible online experiment with a real-effort task. We find that under certain conditions a loss-framed VCO message leads to higher likelihood of offsetting, indicating some presence of loss aversion. The results also reveal a substantial attitude-behavior gap and intention-behavior gap, previously postulated to be particularly strong in the tourism setting but not yet quantified. Importantly, 28% of participants with a negative attitude toward VCOs chose to offset nonetheless, indicating positive attitudes are not a pre-requisite for behavior, as hitherto stipulated. A scientific assessment of the synergistic effect of the low-carbon city pilot policy in reducing air pollution and carbon emissions is needed to promote carbon peak and carbon neutrality. This study applied the Spatial Durbin Model-Difference in Difference technique to investigate the synergistic effect of air pollution and carbon emission reduction through the implementation of the low-carbon city pilot policy. The main results are as follows. (1) A spatial phenomenon was observed, in which there was a coexistence of urban carbon emissions and air pollution agglomerations. The spatial characteristics of the "symbiotic" carbon emissions and air pollution agglomerations were revealed. (2) The low-carbon city policy significantly reduced CO2, SO2, and PM2.5 concentrations, and the effect of the "co-governance" of air pollution and carbon emission reduction was obvious. (3) There was a clear regional heterogeneity in the synergistic effect of air pollution and carbon emission reduction in low-carbon cities. A stronger incentive effect was apparent in central and western cities, resource-based cities, and key environmental protection cities. (4) To achieve a synergistic governance "sharing" situation, the transmission mechanism of the low-carbon city pilot policy was the reduction of total energy consumption, the promotion of industrial restructuring, the optimization of the factor endowment structure, and the continuous improvement of the urban transport structure and green innovation. Our results not only help advance the research on synergistic reduction of air pollution and carbon emissions, but also can be of interest to low-carbon city policy makers in China. In this paper I provide a first-hand account of a trip designed to verify the existence of a carbon forestry offset in Costa Rica. In so doing, I reflect on how various actors become the stabilized calculative agents of scientists, state bureaucrats, indigenous leaders, GPS devices, trees, signs, and field reports that such trips require. In addition, I show how various articulations of these actors, and their emergent agencies, simultaneously maintains both the carbon offset as a commodity object as well as a field of action and communication that allows for such an object to be exchanged. In short, I consider the verification of an offset as a performance. Doing so, I examine the agency of some actors in this process, and account for the uneven power relations inherent in such a process. Specifically, I advance three arguments. First, the agency of actors is constituted, in part, by various calculative devices, which themselves simultaneously occupy an unstable position of being both a material object and an abstraction. Second, the normative power of the performance I witnessed derives from its relation to the abject: spaces and ways of being that are unintelligible to the logics of offsetting that nonetheless serve to further reiterate the need for an offset's calculative frame. Third, performing an offset is a self-reflexive process, and it is through the self-reflexivity of actors involved that the qualities of 'the forest' emerge in ways that confound the stability of an offset commodity. In this way, the biophysical qualities of the forest are not necessarily barriers to its commodification. Instead, it is the reflexive practices inherent in performing 'the economic' that can serve to confound the emergence of the commodified forest. [ABSTRACT FROM AUTHOR]

Putting climate neutrality on the urban agenda inevitably requires a re-imagination and delineation of the boundaries of the city, both at the geographical level, with regard to its inscription in history and concerning the social groups it is composed of. Such an exercise of (re-)imagination or representation is a profoundly political act. It is on the level of this symbolic representation that the (de)politicised nature of sustainability projects must be assessed. Leuven Klimaatneutraal 2030 (LKN2030), a project which aims to make the city of Leuven (Belgium) carbon neutral by 2030, is a case in point. The way it delineates its spatial boundaries, inscribes itself in time and conceives of the main actors representing the city generates profound forms of depoliticisation. Our contention is that these can explain some of the obstacles the project currently faces, whereas it initially triggered a lot of enthusiasm. Though mechanisms of in- and exclusion and agenda-setting inevitably take place in every sustainability project, in LKN2030 these choices tend to be neutralised behind a technical, managerial and scientific discourse. As a result, the project risks to translate potentially interesting dynamics into a consensual project for urban renewal and city marketing, whereby sustainability goals are reframed into marketing objectives and economic opportunities. Drawing on post-foundational political theory, this paper assesses this evolution, but also explores the potential forms of repoliticisation that are emerging in its wake. [ABSTRACT FROM AUTHOR]

The ambitious targets of peaking CO2 emissions before 2030 and reaching carbon neutrality before 2060 (Goal 3060) have emerged as the driving force in the development of China's low-carbon energy policy. Adopting a systematic review approach, this article provides a timely analysis of key Chinese renewable energy and energy efficiency policies under Goal 3060 across five sectors: electricity, industry, transportation, buildings, and local governments. In addition, the review identifies challenges to be addressed and offers policy recommendations. There are five main conclusions: (1) expedite the development of market-based and network-based governance systems; (2) pursue the harmonization of policies by avoiding contradiction and fragmentation; (3) develop new policies, especially in the building and transportation sectors; (4) embrace surveillance technologies to improve implementation and compliance; and (5) ensure just transition by implementing policy to reduce the negative socioeconomic impacts on fossil fuels-based communities and workers. The present millennium records the most devastating effects of global warming than what was evident in the pre-industrial era. The pervasive effects of global warming have raised concerns about the sustainability of the present and future generations. Hence, researchers are working assiduously towards proffering the most effective method of halting the surging emissions from global, regional, and national angles. This study contributes to the extant literature by providing the first empirical verification of how renewable energy, technological innovations, trade openness, and transport services impact carbon emissions in Germany. The empirical evidence is anchored on annual time series data from 1990 to 2020 estimated using the novel nonlinear ARDL to explore the positive and negative shocks associated with the short and long-run nexus. The wavelet coherence estimator is equally for ascertaining the multiple time scales in the time series and extends the knowledge frontier to the literature. The following findings are eminent from the overall analyses. First, long-run cointegration is supported among the variables of interest Second, only the adverse effects of renewable energy and technology are substantial enough to mitigate carbon emissions. The trade-induced emissions are established with the positive impacts of trade openness on carbon emissions. Transport services contribute significantly to carbon emissions in the long-run and short-run periods. However, mitigating effects of small magnitude are apparent in the long-run due to the perceived transition to green transportation. Policy implications supporting the transition to 100% renewable energy and green transportation are significant steps towards achieving Germany's carbon neutrality target. [ABSTRACT FROM AUTHOR]

The carbon emission trading scheme (ETS) and tradable green certificate (TGC) system have been widely used to encourage renewable technology and mitigate greenhouse gas emissions. Previous studies have discussed the interaction between these market-based instruments and the electricity market from a theoretical perspective. This research contributes to the literature by empirically examining the interplay of carbon market, the TGC market, and electricity market using a vector autoregressive (VAR) model to investigate the price transmission between different markets. A VAR-BEKK-GARCH model, based on discrete wavelet decomposition, was used to reveal the spillover effect between the three markets over multiple time scales. Based on evidence from the partially deregulated electricity market in South Korea, we do not find a significant short-term interaction between carbon market and the TGC market through the price transmission. However, the analysis over multiple time scales demonstrates that the return spillover between the carbon market and the TGC market is positive and bidirectional in the medium-term and long-term. In addition, the policy integration may create higher price risks to the carbon market and the TGC market, resulting from long-term risk spillovers. The intention of this paper is to (i) introduce a multi-regional dynamic emissions trading model and (ii) examine the potential impact of an emissions trading scheme (ETS) on the long-term evolution of energy technologies from national and regional perspectives in China. The establishment of this model is a salutary attempt to Sinicize the global integrated assessment model that combines economy, energy, and environment systems. The simulation results indicate that: (1) for majority of regions, ETS is more effective in cutting CO2 emissions than a harmonized carbon tax (HCT), but this might not be true for the entire country, which means that these two options have little difference in overall carbon reduction; (2) carbon tax policy is a more cost-effective option in curbing CO2 with respect to ETS in the long run; (3) neither ETS nor pure carbon tax provide enough incentives for the breakthrough of carbon-free energy technologies, which illustrates that matching with some other support policies, such as subsidies and R&D investment, is essential to extend the niche market; and (4) In the context of ETS, the diffusion of non-fossil technologies in regions that act as sellers performs much better than this diffusion in the buyer regions. The European Green Deal (EGD), launched by the European Commission in December 2019, is a major policy package addressing climate change and aiming at a "just and inclusive" transition. Several shortcomings can be identified in the EGD: it lacks a vision of a just, post-carbon economy for Europe; available resources are inadequate to reach stated objectives; and implementation tools are limited. We argue that making Europe's production systems carbon neutral would require a broader range of "green" industrial policies that need to jointly address environmental sustainability, structural change, and fairness of economic outcomes in Europe. This paper investigates the effect of a carbon price on wholesale electricity prices and carbon-pass-through rates in the states comprising the Australian National Electricity Market (NEM). The methodology utilize an agent-based model, which contains many features salient to the NEM including intra-state and inter-state transmission branches, regional location of generators and load centres and accommodation of unit commitment features. The model uses a Direct Current Optimal Power Flow (DC OPF) algorithm to determine optimal dispatch of generation plant, power flows on transmission branches and wholesale prices. Polanyi's concept of the 'double movement' is frequently interpreted as the opposition between the problematic and unsustainable dynamics of the market and the benign and normatively desirable reaction against this by 'society'. This paper questions this dualistic interpretation of the double movement and undertakes a problematization of the Polanyian idea of social and environmental protection. It does this by revisiting the concept of the double movement in light of the recent proliferation of market-based mechanisms for environmental regulation. Through an exploration of the different interpretations of Polanyi's work, the paper presents a dialectical reading of the double movement that conceptualizes the idea of social protection within a broader capitalist framework. This is then illustrated with the case of emissions trading as a particular form of environmental protection. Carbon trading as a mitigation strategy, it is argued, corresponds to the Polanyian idea of 'social protection' in that its protective potential to reduce emissions is itself constrained by the socioeconomic framework within which it operates. Economics does not come in only one version. In order to understand the emergence of carbon markets, this paper turns to the offices of politics and administration and argues that carbon markets ought to be seen as an effect of different versions of economics. Hence, the paper suggests that, in analysing and exploring the emergence of carbon markets, it is not sufficient to focus on market devices. We must study a wider set of devices, such as modelling practices, planning documents, and paper trails. The basis for this analysis is a study of a particular office, the Norwegian Ministry of Finance. The paper traces how, within this office, the climate issue was transformed into an oil issue and how accounting and planning technologies took part in enacting the macroeconomy, rather than the environment, as an endangered object. Hence, when studying the performativity of economics, the macroeconomy must be included, the paper argues, and so must the study of the issue that is being enacted. In pursuing the analysis in this way, the paper seeks to demonstrate that the emergence of carbon markets pertained to not only an emergent climate issue but also to an emergent oil issue. This paper examines the recent growth in projects designed to enable individuals to 'do their bit' in the struggle to limit climate change. It discusses them in relation to a long-standing critique of trends towards individualisation amongst environmentalists. It suggests that this critique misses the complex way that subjects are produced by these practices and proposes to analyse subjectification in relation to climate change through the lens of governmentality. The paper then proceeds to examine five specific sorts of practice: carbon footprinting; carbon offsetting; carbon dieting; Carbon Reduction Action Groups; and Personal Carbon Allowances. By drawing on the concept of governmentality we show how contemporary forms of carbon government work through calculative practices that simultaneously totalise (aggregating social practices, overall greenhouse gas emissions) and individualise (producing reflexive subjects actively managing their greenhouse gas practices). The reduction of greenhouse gases (to which CO2 contributes over 60%) to stop global warming is now a major priority for governments around the world. One approach, described in this paper, concerns the ''clean energy'' or ''zero-emission'' technologies. An original concept of a semi-closed zero emission ion transport membrane oxygen power (ZEITMOP) cycle is being developed. It can be compared to other research initiatives such as clean energy systems and zero-emission natural gas, as a response to the wellrecognised challenges. As an answer to the crucial question of reduction of greenhouse gas emissions we propose new zero-emission fuel-fired power plants and boiler houses (''ZEITMOP Boiler & Air Cooler'' and ''Zero Emission Membrane Smokeless Heating'').
