This paper provides novel evidence on the importance of the phenomenon of poverty and its heterogeneity across European countries. We analyze the determinants of poverty in Europe and their evolution over time by disentangling the role of genuine state dependence and heterogeneity. We apply alternative dynamic probit models accounting for endogenous initial conditions and correlated random effects to the pre-Great Recession period of 2005–2008 and the post- Great Recession period of 2015–2018 using EU-SILC longitudinal datasets for a sample of European countries in order to estimate genuine state dependence and uncover the role of observable and unobservable factors in determining the risk of poverty. Our findings suggest that the degree of genuine state dependence is relevant in Europe and that it increased slightly from pre- to post-Great Recession. This suggests that measures aimed at lifting individuals out of poverty, including cash transfers, have become even more important during the Europe 2020 decade. Our analysis also reveals that Europe is characterized by an increasing scarring effect of poverty, the trend of which has been exacerbated in the post-recession period. The analysis at the country level clarifies why the evolution of genuine state dependence was heterogeneous. While a clear pattern within macro-regions does not emerge, we find an association between country-level variation in genuine state dependence and some macroeconomic indicators. Finally, our results suggest that the protective role of higher education has diminished over time, while the role of employment stability and of childcare provision during early childhood has become even more important in the post-recession period. The research within this paper compares the positioning of students and corporate branding features on higher education institution websites within the higher education systems of Denmark, England, Germany, Ireland, Spain and Poland. The selection of countries reflects among other things different governance regimes. The paper first outlines the analytical framework used for content analysis of the extent to which evidence of the marketization of higher education is present on higher education institutions' websites—especially with regard to the positioning and construction of student applicants. Secondly, it uses MANOVA to explain the variance by country and institutional type in relation to the presence (or absence) of different website features. Analysis of higher education institutions' websites confirms the initial expectations about the link between market-driven higher education governance structures and constructions of students as customers. Nevertheless, the variance in these overall trends is high. Despite the presence of corporate-style features on the higher education institution websites and the linked understanding of students as customers, the between-country and within-country differences reveal also sometimes even more dominant alternative understandings of students and student applicants. In the systems with more academic self-governance or with a state-centred mode of governance (usually mixed together like in Germany, Spain or the state sector in Poland), students are seen either as novices in the academic community or recipients of public service. The empirical findings presented in this article suggest that there is considerable diversity in the portrayal of student applicants on higher education institution websites in Europe, rather than a common construction as only consumers. In the view of many students, business and engineering education in Europe today do not sufficiently take into account complex problems, tendencies of chaos and uncontrollable business behaviour, and the lack of mutual trust in business transactions. Additionally, universities seem to fail in creating leaders, instead focusing on educating future managers. Therefore, the student-run international organisation the European Students of Industrial Engineering and Management (ESTIEM) offers a whole series of educational activities and programmes in parallel to their own university courses. It is based on the concept of experiential learning. Through ESTIEM, we, students of Industrial Engineering Management, learn and practise working in teams with shared and rotating leadership among ourselves. These experiences are to be described in the paper in some more detail, as a model for university education in industrial engineering and management. Furthermore, the following questions will be tackled: What does leadership mean today? How are problems handled by leaders and managers in industry nowadays? How can leadership to solve complex problems be taught in the university? As a consequence, it is suggested to develop out of the ESTIEM programmes, a series of university-equivalent ESTIEM courses. In the long term, the goal might be to realise the vision of a genuine Europe-wide 'ESTIEM University' in its own right, similar to normal universities which will help in shaping new leadership generation in Europe. Although universities are asked to play a role in the European knowledge society, the precise scope and meaning of this role is still under discussion. A major issue in this debate is the trend to adapt universities to economic needs and demands of society. In view of taking a critical stance against a one-sided economic interpretation of activities and functions of universities, their so-called “public” role is increasingly stressed in the debate as a crucial responsibility of universities that should not be marginalized and therefore deserves our attention. In this paper, which is the introduction to a special issue on the public role of the university, we want to stress the importance of addressing the question of “the role of universities in the Europe of knowledge” in an open way and thus, without prejudices against or in favour of possible answers. It is our contention that a critical view of what is happening in universities today cannot simply rely on authoritative ideas or principles that are vaguely reminiscent of our university traditions. Consequently, this introductory paper pleas for a firmer argumentative and a richer empirical basis that takes account of the fact that our background (horizon) has thoroughly changed in comparison to traditions that still implicitly inform our judgement of what universities can do, should do or should not do. Finally, we will discuss the way in which the articles collected in this issue are intended stimulating and supporting the debate on the public role of the university in Europe. After integrating the main lines of argumentation developed in the special issue, this paper makes a balance of the question on the public role of the university. Furthermore, the paper focuses on the discussion underlying the articles collected in the issue. A distinction is made between “comprehending” the past and present of the university on the one hand and “justifying” the university and its public role on the other hand. In view of this distinction, it is argued that the question concerning the value of a (normative) idea of the university and its public role is related to the question of democracy. The question is, however, not only whether we live in a democracy, but whether we may still speak of a “commitment to democracy”. An inquiry into the meaningfulness of a (normative) “idea” of the university arises directly from this question. While it is common to claim that university reforms are based on universal and standardised ideas about 'modernising' the university, few studies have examined in a more coherent way how the combined external pressure for change with respect to the areas of education, research and innovation has affected the university. In this paper it is argued that one can identify three different sets of logics concerning the current external reform agenda, and that these logics together create new challenges as to how knowledge is created, diffused and governed by the university. In the conclusion, it is discussed whether the current pressure for reform might change the university as we know it, or whether new institutional translations might emerge from the process renewing the university while maintaining its identity. This paper examines the impact of an academic degree and field of study on short and longterm unemployment across Europe (EU15). Labour Force Survey (LFS) data on over half a million individuals are utilised for that purpose. The harmonized LFS classification of level of education and field of study overcomes past problems of comparability across Europe. The study analyses (1) the effect of an academic degree at a European level, (2) the specific effect of 14 academic subjects and (3) country specific effects. The results indicate that an academic degree is more effective on reducing the likelihood of short-term than long-term unemployment. This general pattern even though it is observed for most of the academic subjects its levels show significant variation across disciplines and countries. [ABSTRACT FROM AUTHOR]

Background: Relatively little information is available regarding the level of acceptance of evolution and knowledge about evolution in different educational settings in Europe. The aim of the present study is to fill this gap and provide a comprehensive overview of the current state of research regarding evolutionary knowledge and acceptance of students and teachers across Europe, based on a systematic literature review. Results: We identified 56 papers for the period 2010–2020, presenting results for 29 European countries. Both knowledge and acceptance of evolution were assessed in 17 studies. Out of 13 instruments most commonly used in the literature, five have been used in the European context so far: ACORNS, CINS, I-SEA, KEE and MATE. Thirty-one other instruments were identified of which 16 were used in studies on knowledge and 15 in studies on acceptance. The extent of knowledge was hard to compare even within groups of the same education level due to the application of different instruments and assessment of different key concepts. Our results illustrate the persistence of misconceptions through all education levels. Comparing acceptance among different education levels and countries revealed a high diversity. However, a lack of evolution in curricula tended to be associated with rejection of evolution in some countries. European studies that investigated both acceptance of evolution and knowledge about evolution varied highly concerning the existence and strength of the relationship between these factors. However, some trends are visible, such as an increase of strength of the relationship the higher the education level. Conclusions: The present review highlights the lack of a standardized assessment of evolutionary knowledge and acceptance of evolution across Europe and, therefore, of reasonably comparable data. Moreover, the review revealed that only about one-third of all studies on acceptance and/or knowledge about evolution provided evidence for local validity and reliability. We suggest the use of assessment categories for both knowledge and acceptance instruments to allow for interpretation and comparison of sum scores among different sample groups. This, along with prospective comparative research based on similar samples, paves the way for future research aimed at overcoming current biases and inconsistencies in results. In this article, we contribute to the scant literature covering quantitative studies on the determinants of the non-academic staff incidence in higher education institutions by analysing how the proportion of non-academic staff is related to key features such as size, prestige, year of foundation and financial structure of universities. We apply nonlinear regression analysis to compare HEIs across Europe and the USA, taking into account time and cross-country heterogeneity of the two balanced panel datasets concerning European and American universities over a period of 6 years (2011–2016 for Europe and 2012–2017 for the USA). Evidence suggests that in both Europe and the USA, public and larger (if sufficiently large) as well as more research-oriented units are characterised by a higher proportion of non-academic staff. In Europe, we observe an inverted U-shaped effect of the share of non-personnel expenditure and the foundation year on the proportion of non-academic staff, while the proportion of non-academic staff decreases with the share of core and third-party funding. For the USA, we obtain similar findings except that the share of core funding and third-party funding is characterised by a U-shaped effect, and the impact of the share of non-personnel expenditure has no empirical effect on the proportion of non-academic staff. Additionally, we discover that some factors that contribute to the proportion of non-academic staff may constitute indicators of performance, suggesting the need for further research to extend our knowledge on the complex issue of the role played by non-academic staff in university performance. Previous research has shown that student plagiarism is the product of interplay between individual and situational factors. The present study examined the relationship between these two sets of factors with a particular focus on variables linked to students' academic context namely, their perception of peer behaviors, their experience of adversities in academic life, and their year of enrollment. So far, these situational features have received scant attention in studies of plagiarism conducted in most of Europe. A survey was carried out in a European higher education institution, involving a sample of 427 undergraduates. The data was analyzed via both conventional univariate and bivariate statistical analysis, and multivariate, multilevel modeling. The results suggest that awareness of peer plagiarizing and the experience of hardships in academic life, rather than level of academic achievement or year of study, are significantly related to plagiarizing, whereas heightened perception of the seriousness of plagiarism is associated with a lower likelihood of this type of behavior. The study also shows that students who plagiarize are more likely to be involved in other types of academic misconduct. [ABSTRACT FROM AUTHOR]

This study provides comparable lower-bound estimates of inequality of opportunity for tertiary education (EIOp) for 31 countries in Europe, by using the two EU-SILC waves for which information on family background is available (2005 and 2011). The results reveal an important degree of heterogeneity, with Northern European countries showing low levels of inequality of opportunity and Mediterranean and Eastern European countries characterized by significant degrees of unfair educational inequalities. Parental education and occupation are the most relevant circumstances in the great majority of the countries considered. This study also exploits the two point-in-time observations available and analyses the relationship between some country-specific characteristics and inequality of opportunity in tertiary education. The analysis documents a negative association between EIOp and real GDP per capita, possibly indicating that higher equality of opportunity in tertiary education and economic growth are complementary objectives. Two results emerge as especially robust: in all the specifications we find a positive association between EIOp and the students/teacher ratio, and a negative one between EIOp and public spending in tertiary education. While we do not claim that such correlations should be interpreted causally, we think that they might indicate a meaningful underlying relationship between equality of opportunity in tertiary education and the availability of financial and non-financial resources. Preventing students' plagiarism is an important issue at Higher Education Institutions (HEI) since teachers are the ones who are primarily involved in plagiarism prevention. They have to explain to students what plagiarism is and to teach them how to avoid plagiarism. A survey conducted under the research project on the Impact of Policies for Plagiarism in Higher Education Across Europe (IPPHEAE) has collected thousands of questionnaires from both students and teachers of several HEIs at various EU countries. The project addressed several research questions relating to plagiarism. This paper compares and contrasts the overall data collected on students' and teachers' attitude towards academic writing and their perception of plagiarism and plagiarism penalties as well as their knowledge of institutional policy/procedures on plagiarism. On the basis of the results obtained it would appear that changes in teachers' attitude and a better understanding of students' educational needs and perception of plagiarism may provide the means to enable HEIs to help students to avoid plagiarism in a more effective way. The main aim of this work was to investigate the availability and capacity of educational programmes at different levels at European Higher Educational Institutions (HEI) that are directly related to disaster resilience. This investigation was important since education in disaster resilience for citizens, communities, public administrators and decision makers is vital for improving preparedness, mitigation, resistance, absorption and recovery as a result of natural disasters. For this purpose, a study on the capacity of HEIs across Europe to address the threats imposed by natural hazards has been carried out. The study was performed by using a web-based survey tool which ran for 1 year with participants from 28 European countries. Findings of this work showed a great lack of educational programmes in disaster resilience across Europe. However, in recent years, there has been an increase in such programmes mainly at postgraduate level. At undergraduate level, there is only a very limited number of such programmes, which might be related to the multidisciplinary nature of these programmes. The cohort size of the ongoing programmes indicates that they are in good health despite their young age, suggesting the potential and need for many more. The results of this study are valuable for HEIs, policy makers, decision makers and governments as it provides an insight into the existing situation across Europe with regard to educational programmes directly related to disaster resilience which can help them to focus, direct and promote education in disaster resilience according to the needs at national and European level. University-business cooperation has risen to one of the top priorities for many higher education institutions, with its importance mirroring attention from scholars and policy makers worldwide. Despite prolific research in this area, however, few have investigated curriculum-related university-business cooperation or its facilitators. Hence, this study investigates five mechanisms as drivers of business engagement in the design and delivery of the curriculum and the alignment of the curriculum with business needs. Results of a European-wide survey of higher education institution managers show the positive impact of senior management engagement, alumni networks and external communication of university-business cooperation, particularly on business engagement in curriculum design and the curriculum meeting industry needs. The higher education institution's dedication of resources emerged as irrelevant in this context. The conceptual model is validated across higher education institutions with different levels of curriculum-related cooperation with business and across three countries, leading to implications for management and future research directions. This study examines the process of the dissemination of innovative short-cycle higher education qualifications within European national lifelong learning systems. Using qualitative methods of data collection and analysis, the study focuses on the cases of the Netherlands and Flanders, and traces the emergence of the new idea, its metamorphosis within and communicating through the social systems, and the main proponents behind that process. The purpose of this study is to evaluate the ranking practices of 25 European higher education ranking systems (HERSs). Ranking practices were assessed with 14 quantitative measures derived from the Berlin Principles on Ranking of Higher Education Institutions (BPs). HERSs were then ranked according to their degree of congruence with the BPs. Additionally, the three domains of methodology, transparency, and consumer-friendliness were proposed to underlie the BPs, and the measures were also applied for assessing HERSs regarding these domains. Results indicate that the cooperating HERSs by CHE (Germany), AQA (Austria) and swissUp (Switzerland) exhibit the highest congruence with the BPs. However, no European HERS demonstrates good overall congruence with the BPs, mainly due to methodological shortcomings. Results further show that HERSs compiled and published by non-profit research entities seem to perform better than the majority of HERSs published by for-profit news outlets. International comparisons indicate that HERSs published in German-speaking countries and the Netherlands tend to exhibit a higher congruence with the BPs. Overall, this study hopes to stimulate the improvement of ranking practices through benchmarking with existing exemplary models. The quantitative assessment tool further promises to be useful in explaining relative stability or change of higher education institutions in HERSs, as well as in helping to explain resource allocation pressures within higher education institutions. The introduction of a tiered structure of study programmes and degrees is a core aspect of the Bologna Process. Based on recent empirical studies on the implementation of bachelor and master programmes in a number of European countries, an assessment is made of whether the Bologna Process has progressed in this area. However, given the multitude of expectations and different national reform contexts, it is argued that the impacts of measures taken in the framework of the Bologna Process are difficult to assess. Hence, in the conclusion the article points to a number of unsolved problems still existing to achieve the objectives of the Bologna Process. [ABSTRACT FROM AUTHOR]
