Since 2007, 'Closing the Gap' between Indigenous and non-Indigenous people has been an ambition of Australian state and federal governments in areas including education, employment, and health. This paper examines media responses to government policies aimed at closing the achievement gap in schools. The paper analyses print and online newspaper articles in national and capital city/state-based newspapers that reported on the implementation and success of Closing the Gap policies in Australia's schools. The paper argues that media narratives are often based on NAPLAN results, data sourced from the MySchool website, or newspaper-created metrics that support their own narrative. This paper highlights the narratives being purported to readers via the selective nature of newspaper data, and subsequently how these narratives attempt to influence the public discourse. Chelwa, Maboshe, and Hamilton's paper explores the racial wealth gap in the United States and South Africa, highlighting the racialized dimensions of economic inequality that emerged from chattel slavery and apartheid. The authors argue that orthodox economic explanations for the racial wealth gap are inadequate and that education does not reduce inequality but rather reflects existing inequality. They critique methodological individualism and emphasize the role of structural constraints and white supremacy in perpetuating wealth inequality. This paper critically analyzes gap discourses in student learning, starting from the achievement gap, education debt, and opportunity gaps, applying the lens of coloniality, racial-capitalism, and modernity (CRCM). Gap discourses are the prevalent rationale behind educational policies and school reforms globally. Specifically in the United States, achievement gap discourses contribute substantially to the educational framework that minoritized students (students of color) are inherently – intellectually and academically – behind White students. This paper will show the pervasive power of achievement gap discourses and their influence on school policy, practices, and norms. Additionally, we highlight how some of the most formidable achievement gap critiques fail to grasp the power of gap discourses. In some cases, these critiques end up reifying White supremacy ideologies. We propose a decoloniality framework or a layered and multi-disciplinary response to help re-think the entire gap discourses informed by White supremacy. [ABSTRACT FROM AUTHOR]

Systemic disruptions from COVID-19 have transformed the assessment landscape in Canada and across the world. Alongside repeated shifts to emergency remote teaching, large-scale assessments and summative evaluations were cancelled in many jurisdictions, and repeated concerns were raised about ensuring equity and access to quality education. This paper investigates the rapid – and in many cases innovative – responses teachers offered to these challenges at the height of the pandemic. Drawing on prolonged semi-structured interviews with 17 secondary school teachers in Ontario, Canada, the paper provides a detailed account of Ontario's approach to assessment during COVID-19, exemplified by participants' lived experiences. Results highlight the notion of emergency remote assessment, the vital role of assessment in stemming widening equity and well-being gaps, and emerging consequences from this period. The sociolinguistic context in Azerbaijan today is one in which massive second language learning is taking place. More than a hundred thousand students in Azerbaijan study in Russian immersion schools. The motivation for this research originates from the desire to understand if those students benefit from Russian language education and how challenging it is for Azerbaijani speaking students to learn academic content in the second language. With this study, we attempt to compare the academic achievement of Azerbaijani speaking and Russian speaking students immersed in the Russian language. The aim of surveying students of Russian-medium instruction was to understand if there was an achievement gap between students whose home language was Russian and those whose home language was Azerbaijani. This paper describes the results of surveys and interviews from over 1800 students in five large STEM classes at a research university when classes abruptly moved online for spring quarter 2020 due to the COVID-19 pandemic. We examine how students' expectations compared to their realities at the end of the quarter; what factors impacted their spring 2020 quarter; and students' academic sense of belonging, self-efficacy, cost of engagement, and effort regulation in spring 2020. We contextualize students' experiences of emergency distance learning (EDL) through quantitative comparisons to previous quarters, open survey responses, and interviews. We also examine heterogeneity with respect to race/ethnicity, gender, first-generation college students, and students from low-income families. We find that there are reasons to expect increased achievement gaps post-EDL, but we also find examples of resiliency and improved self-regulated learning that will be life-long assets for students. Our goal in this paper is to use exploratory findings from one particular context to help identify potential ways to disrupt the reproduction and deepening of educational inequality exacerbated by the crisis, and educational opportunities in these unconventional times. Competition for educational resources between local citizens and new arrivals in receiving cities can lead to severe school segregation, thereby generating great educational inequality. In this paper, we focus on a special form of segregation in urban China that is based on the holding of a local hukou, which is a crucial criterion for school enrollment. Using data from a nationally representative school-based student panel survey, we find that migrants are disproportionally sorted into low-quality schools, which contributes to a sizeable achievement gap between migrants and locals. We further adopt school and individual fixed effect models to disentangle the influence of peer exposure from that of school quality and find no adverse impact of migrant concentration per se on student outcomes. This paper challenges the notion that quantitative data – as a numeric truth – exist independent of a nation's political and racial landscape. Utilising large-scale national attainment data, the analysis challenges the belief that 'White working class' children in England, especially boys, are 'the new oppressed' – as a former equality adviser has publicly claimed. The analysis applies Quantitative Critical Race Theory, or 'QuantCrit', an emerging quantitative sub-field of Critical Race Theory in education. The paper argues that far from being 'oppressed', White boys continue to enjoy achievement advantages over numerous minoritised groups; especially their peers of Black Caribbean ethnic origin. Additionally, the analysis uniquely exposes racialised trends of 'equivalency' in core subject qualifications, whereby minority ethnic children are over-represented in certain lower-status qualifications that are counted as equivalent in education statistics but not in the real world labour market. The analysis concludes that knowing misrepresentations of quantitative data are at the heart of an institutional process through which race and racism are produced, legitimised and perpetuated in education. This paper examines performance differences among demographic groups on the ETS Major Field Test in Business. The study employs the Blinder-Oaxaca decomposition technique to analyze the test score differentials by gender and racial minority status. This technique decomposes the difference into two parts: an endowment effect (or explained portion) and a returns effect (or unexplained portion). The results demonstrate that the endowment effect fully explains the gap between white and racial minority students but virtually none of the gender gap. The impact of State policy to combat educational disadvantage with two iterations of DEIS supports has had a positive influence the patterns of achievement among all social groups with some notable improvements across a range of indicators for students in DEIS schools. Notwithstanding these improvements, research and evaluations continue to identify a persistent achievement gap for large numbers of working-class students compared to their more middle-class peers. Research evidences the inextricable links between class, economic circumstances, and student outcomes. In producing these more system-oriented data, the dynamism of underlying processes that produces these outcomes can be often masked. Student-teacher characteristics and classroom interactions become variables or aggregated performance datasets, rather than signifiers to unpack the mechanisms of how students and teachers construct their classroom world. Pedagogic communication, so central to classroom teaching and learning, is largely unexplored from the perspective of its construction, transmission, acquisition, context and how these are framed by structures of social relationships. This paper intends to explicate a core component of the student/school relational domain by examining specifically the patterns of pedagogic communication that frame teaching and learning in one case study school located in a very marginalised and challenging community in Ireland. The findings are stark. Different linguistic strategies for engaging in pedagogic communication are detailed in the data but in all cases, they fail to lead to rich learning experiences and positive student outcomes. Within the United States, publicly funded pre-Kindergarten (pre-K) is a borderland of teacher practice - somewhere between early childhood and Elementary approaches to pedagogy. For pre-K teachers, this can mean negotiating many different, and oftcompeting conceptions of what curriculum and practice should look like in order to support the learning of four-year-olds. This paper explores the practice of calendar time and how one pre-K teacher, Wanda, identified and negotiated competing conceptions of calendar time as 'best practice' in her school, district and in a professional development program. The findings of this paper raise questions about how teacher educators and researchers should be supporting pre-K teacher practice and sense-making in the face of conflicting policies and expectations for pre-K. Family structures are associated with achievement outcomes, but the percentage of children residing in different family structures has changed over time. In this paper, we revisit data from the Programme for International Student Assessment (PISA) to determine whether previous findings have also changed over time. Drawing on PISA 2012, we employ multilevel modelling to examine whether school and country compositional factors are still salient a decade later. The final analytical sample included 172,452 students in 7,391 schools from 24 countries. The results indicate, like previous research, an educational disadvantage for students that attend schools with a large concentration of children from single-parent homes. However, this disadvantage is largely due to the lower socioeconomic composition of these schools. At the country level, there is little support for the hypothesis that the achievement gap between students from two- versus one-parent households is greater in countries with higher percentages of single-parent families. A substantial achievement gap, with culturally and linguistically diverse (CLD) students falling behind native-English-speaking White peers, has been widely documented in research as well as government reports. However, a corresponding discipline gap has not been evident due to the various labels and methods used for identifying specifically English learners (ELs) or Emergent bilingual (EB) students, variation in their proficiency levels of English, and the difficulty in determining who may or may not have a disability. Considerable work remains on how to raise the overall academic and behavior outcomes of EB students. This paper outlines best practices in a multi-tiered system of support and promotes an asset-based approach, which provides the foundation for educators to create equitable education opportunities. Crude and dangerous ideas about the genetic heritability of intelligence, and a supposed biological basis for the Black/White achievement gap, are alive and well inside the education policy process but taking new and more subtle forms. Drawing on Critical Race Theory, the paper analyses recent hereditarian writing, in the UK and the USA, and highlight a strategy that I termracial inexplicitness; this allows hereditarian advocates to adopt a colorblind façade that presents their work as new, exciting and full of promise for all of society. The paper is in two parts: the first exposes the racism that lies hidden in the small print of the new geneism, where wildly misleading assertions about genetic influences on education are proclaimed as scientific fact while race-conscious critics are dismissed as ignorant ideologues. The second part of the paper sets out critical facts about the relevant science, including the difference between the mythic and real meaning of heritability; fundamental problems with the methodology of twin studies; the little-known history of IQ test score manipulation; and the continuing use of a stylistic approach that Howard Gardner characterized as ‘scholarly brinkmanship’. This paper reconsiders three sources of evidence that have been presented to suggest that polarization of pupils both between and within schools is increasing, thus creating an increasingly divided system of 'winners' and 'losers'.The project from which this paper emerges has shown, in an analysis over ten years of all schools in England and Wales, that schools are becoming more mixed in terms of their social composition in many respects. Despite this reasonably comprehensive evidence, it has been argued by others that polarization is taking place below the level of the indicators used in our analysis (polarization by stealth), or thatwhile school compositions may be converging, school outcomes are definitely diverging, both within and between schools. The primary evidence presented for these three arguments is reviewed here, and it shows that none of the objections has any serious empirical foundation as yet. The earnings premium for education, and higher education in particular, is well documented. This article examines the college achievement gap between students coming from positions of high and low socio-economic status. Other papers have also looked at this issue, often by employing, at least in part, an Oaxaca decomposition. Past papers artificially divided socio-economic status into binary groups of high and low, in order to employ the decomposition. Socio-economic status is innately a continuous variable. Therefore, we implement a continuous version of the Oaxaca decomposition. Higher socio-economic students are both slightly better prepared in terms of observable characteristics and have better returns to their characteristics than lower socio-economic students. This paper presents results from the evaluation of the Nurture thru Nature (NtN) programme, a natural science and environmental education intervention designed to help elementary school children from disadvantaged backgrounds increase their knowledge of science and strengthen overall academic performance. Using an experimental design the pilot NtN programme in New Brunswick, NJ was assessed in one elementary school for a period of four years. The evaluation revealed that NtN students (n = 18) consistently outperformed a group of controls (n = 34) in mathematics and science with the differences in science reaching statistical significance. The paper discusses the active learning philosophy that motivates NtN teaching, the programme components that operationalise this philosophy, and a natural history paradigm from which this philosophy derives. This article highlights antiblackness pervading English higher education. This antiblackness is attributed to a majoritarian view, which not only upholds the view that education is value-neutral, meritocratic, colour-blind, but also has a cultural disregard for those racialized as Black Minority Ethnic (BME). There has been considerable attention drawn to the achievement gap issue in English higher education in which those racialized as BME are less likely to obtain a 'good honours' degree than those identified as white upon graduation. However, there is no critical work, as of yet, which examines university responses to addressing it. This paper sets out to investigate this, as well as the extent of institutions embracing a majoritarian view of race inequalities in education. This is done through reframing the issue by examining race equality action plans of six English universities. These six universities all received positive national recognition for their race equality work. A reframed reading of these institutional policy documents concludes that colour-blind interpretations of inclusion reproduce not only a misrecognition of differences of students of colour but also a rejection of their humanity. This paper examines the use of logic models in the development of community initiatives within the AmeriCorps program. AmeriCorps is the civilian national service programme in the U.S., operating as a grants programme to local governments and not-for-profit organisations and providing low-cost labour to address pressing issues of social inequality. Logic models are a popular tool in programme planning, which graphically illustrates the relationship between a programme’s goals, resources expenditures and expected outcomes. Drawing from institutional ethnographic data, this paper examines how the use of logic models within the programme planning process create particular modes of defining and intervening in the achievement gap, thus shaping interventions by youth workers at the level of individual behaviour and obscuring structural roots forms of inequality. This paper explores student and teacher perspectives of challenges relating to the levels of competence in English of Chinese students studying overseas from the perspective of critical pedagogy. It draws on two complementary studies undertaken by colleagues at the University of Reading. The first - a research seminar attended by representatives from a wide range of UK universities - presents the views of teachers and administrators; the second draws on four case studies of the language learning of Chinese postgraduate students during their first year of study in the UK, and offers the student voice. Interview and focus group data highlight the limitations of current tests of English used as part of the requirements for university admission. In particular, university teachers expressed uncertainty about whether the acceptance of levels of written English which fall far short of native-speaker competence is an ill-advised lowering of standards or a necessary and pragmatic response to the realities of an otherwise uneven playing field. In spite of this ambivalence, there is evidence of a growing willingness on the part of university teachers and support staff to find solutions to the language issues facing Chinese students, some of which require a more strategic institutional approach, while others rely on greater flexibility on the part of individuals. Although the studies reported in this paper were based on British universities, the findings will also be of interest to those involved in tertiary education in other English-speaking countries which are currently attracting large numbers of Chinese students. New Zealand's defined coastal boundaries, isolation and small population were favourable factors to minimise the spread of COVID-19. Decisive governmental leadership and a public willing to comply with high-level lockdown in the first phase, resulted in minimal disruption to assessment. But as the pandemic progressed through Delta and Omicron variants, concerns grew about equitable access to assessments, declining school attendance, and inequitable educational outcomes for students, especially of Māori and Pacific heritage. School and educational agency experiences of high stakes assessment in a period of uncertainty were examined through document analysis and research interviews. Using Gewirtz's contextual analysis of the multi-dimensional and complex nature of justice, and Rogoff's conceptual framework of three planes of socio-cultural analysis: the personal (learner), inter-personal (school) and institutional (educational agencies), revealed that though collaborative adaptations minimised assessment disruptions on wellbeing and equity of access, they did not transform high stakes assessment. The need for multifaceted analyses of the relationships between how the United States acknowledges racism and how schooling can be structured to mitigate its negative impacts has never been greater, especially given rising attention to the racial “achievement gap.” In suburban, elite Pioneer City, a series of initiatives I will refer to as “the transformation” aimed to eliminate racial disparities in educational achievement through simultaneous efforts to redistribute students from a racially and economically isolated elementary school and train all district staff in a particular brand of culturally relevant pedagogy. This paper draws from a larger yearlong study in which I used critical ethnographic methods to explore tensions between a goal of systemic change and reproductive forces at play in Pioneer City Schools. Focusing on one third-grade student, I offer insights into how the school district’s equity-minded policy changes find their way into one classroom, both reflecting and complicating preexisting ways of viewing the role of race in young children’s lives. Previous literature reported that Black students receive out-of-school suspensions (OSSs) and expulsions at disproportionately higher rates and have lower test scores than White students. This study provides recent evidence on the relation between racial disparities in discipline and in achievement, with particular focus on achievement gains, in schools across the nation. We link school-level discipline data in 2017–2018 from the Civil Rights Data Collection (CRDC) to student-level assessment data from NWEA. Leveraging assessment data in the fall, winter, and spring for 1,308,004 students in grades 6–8 in 6,841 schools, this is the first study to estimate the association between exclusionary discipline and within-year academic gains. We report two main findings. First, Black-White suspension gaps and achievement gaps persist (correlation=.15 for math,.19 for reading) in the vast majority of schools in 2017–2018 despite the announcement of many reforms in school discipline practices. Second, Black-White disparities in exclusionary discipline rates are associated with lower learning rates during the school year for Black students in math but there is no association for reading. These findings point to discipline disparity as a key factor contributing to the expansion of Black-White achievement gaps during the school year reported in the extant literature. In order to graduate as professional engineers in Australia, engineering students undertake internships as part of their degree programmes. The heart of a productive internship programme is the relationship between the workplace supervisor and the student, yet there are significant gaps in the knowledge about the nature and type of professional learning that takes place for industry supervisors. The aim of this research is thus to develop a clearer understanding of their practices and perceptions of their student supervision, and the types of learning that take place. This study was conducted with industry supervisors of students from the Faculty of Engineering and IT in an Australian university. It adopted a qualitative research approach using semi-structured interviews and an online survey. The data were analysed through the lens of practice theory perspectives. Our results show that learning was generally confined to the learning of students. Supervisors generally did not position themselves as potential learners in the internship experiences. The deeper understanding gained from this study calls for more purposeful, relational and values-based learning practices in supervisor-student interactions. [ABSTRACT FROM AUTHOR]

There is currently a considerable body of research suggesting that parental involvement is linked to young people’s attainment at school. It is also generally agreed that a number of factors such as parental background, attention, warmth and parenting style are associated with children’s later life outcomes. However, although widely assumed on the basis of these associations, the nature of this causal link has not yet been established. This paper summarises what would be needed to demonstrate that enhanced parental involvement produced better attainment and other outcomes, based on establishing an association, the correct sequence of events, sensitivity to intervention and an explanatory mechanism. It then reports on the findings of a systematic review of available and relevant studies, based on this approach. The search for evidence on the impact of attitudes, expectations and behaviour on attainment yielded 1,008 distinct reports. Of these, 77 were directly about the impact of parental involvement. These confirm that parental involvement and attainment are linked, and in the correct sequence for a causal model. There are several plausible mechanisms to explain why parental involvement might have an impact. And most crucially and unlike all other areas linking attitudes and behaviour to attainment, there is promising evidence that intervening to improve parental involvement could be effective. This paper uses a rich longitudinal dataset to measure the evolution of the gender differences in numeracy among school-age children in Indonesia. Girls outperformed boys by 0.08 standard deviations when the sample was around 11 years old. Seven years later, the gap has widened to 0.19 standard deviations, equivalent to around 18 months of schooling. I find no evidence that households invest more resources in girls relative to boys. However, there is suggestive evidence that schools play a role in fostering the gender gap in numeracy. Given the importance of numeracy in later life, there may be some scope for public policies to address the widening numeracy gap between genders. [ABSTRACT FROM PUBLISHER]

This paper provides evidence on the sources of differences in inequality in educational scores and their evolution over time in four European countries. Using Programme for International Student Assessment data from the 2000 and the 2006 waves, the paper shows that inequality decreased in Germany and Spain (two ‘decentralised’ schooling systems), whilst it increased in France and Italy (two ‘centralised’ systems). The decomposition exercise shows that educational inequality not only does reflect the background related inequality, but also schools' characteristics especially. Using data from the survey of the Ministry of Education, Nepal-2005 for School Leaving Certificate Exam, this paper analyzes public and private school performance in Nepal. The ordinary least square estimates suggest that private school students perform better than public school students. However, the problem of self-selection bias arises, as private school students can fundamentally differ from public school students. This study adopts the propensity score matching technique to account for this problem. The results, even after using the propensity score matching technique, suggest a positive private school effect for the data used in this study. [ABSTRACT FROM AUTHOR]

The effect of composition may be strong in systems where students are systematically sorted based on their socio-economic background. This paper aims to model the differential effect of class composition on pupils’ achievement in Belgium (French-speaking Community), France, Spain and Portugal. Multilevel models are consequently tested on the Progress in International Reading Literacy Study 2011 data (20,830 pupils in 1139 classes). Our results suggest that socio-economic composition does not have an equivalent effect on pupil achievement in the four countries included in our analysis: its effect is strong in the French-speaking Community of Belgium and France but smaller in Spain and Portugal. Background: The paper plots some shifts in educational policy between 1988 and 2009 in England that launched the rhetoric of a ‘gender gap’ as a key political and social concern. The rhetoric was fuelled by a rise in the importance of quantification in technologies of accountability and global comparisons of achievement. A focus on boys and attainment emerged, along with new requirements for measuring educational achievement in the context of debates about standards and the growing marketisation of education following the 1988 Educational Reform Act (ERA) in England and Wales. Purpose: Theoretically, the paper explores the effect of ‘gender gap’ rhetoric on pedagogy. The arguments about pedagogy presented here are based on the premise that sex-group is different from gender. Sex-group is a form of labelling and categorising persons as either male or female with reference to a biological classification that focuses on genitalia and reproductive organs. The emergence of ‘gender gap’ rhetoric is investigated within a temporal perspective, through an overview of guidance to teachers about pedagogy published between 1932 and 2007. This temporal lens becomes a heuristic for presenting the main point of the paper, which is that technologies of measurement construct reified representations of the learner. This is used to demonstrate how gender, as a sociocultural and political phenomenon, morphed into sex-group, a biological categorisation, and how this has had unintended effects of pedagogy. Sources of evidence: Analysis of three landmark educational documents focuses on changes in representations of society, the learner and pedagogy. The documents are the Hadow Report (1931), the Plowden Report (1967) and a guidance document for teachers called ‘Confident, Capable and Creative: supporting boys’ achievements’ (Department for Children, Schools and Families 2007,http://www.foundationyears.org.uk/wp-content/uploads/2011/10/Confident_Capable_Boys.pdf). Main argument:Analysis demonstrates the way that technologies of measurement construct reified or ‘ideal’ representations of the learner and how technologies used for measuring sex-group difference have changed across time. Shifts in representations of the learner, from the ‘bone child’ to the ‘gene child’ and eventually to the ‘masculine child’ were detected. These shifts represent a gradual decline in the emphasis on pedagogy as nurture, towards a heightened focus on the supposedly innate characteristics of individuals, in line with neoliberalism. Conclusions:The discussion points to some of the unintended effects on pedagogy and practice that take place when gender becomes sex. If teachers are constantly presented with the message that boys and girls learn differently due to innate genetic make-up, they may assume that whatever pedagogic strategies they employ, these will be ineffective in the face of what some educational consultants tell them are boys’ and girls’ innate genetic features. In effect, teachers are being told that biology controls learning and that social and cultural contexts, and thus their own classroom environments, cannot counter the forces of nature. Some methodological implications of studying gender as opposed to sex-group are discussed. The conclusion advocates a shift back to the study of gender as a historical, sociocultural phenomenon. This paper critically explores the perceived qualities/characteristics of men who seemingly serve as ‘male role models’ by reporting on select doctoral research findings which sought to investigate the ambiguities of the male role model from the perspective of men who work in the 0–8 sector. Research participants were asked to identify the qualities/characteristics that they felt ‘male role models’ should exhibit for young boys in the early years (0–8). The qualities/characteristics identified were categorised by research participants as being ‘masculine’ (e.g. diplomatic), ‘feminine’ (e.g. caring) or ‘natural’ (meaning authentic). Whilst research evidence suggests that male role models will present a diverse range of personal and professional qualities/characteristics, it is argued that these are likely to be shaped by not only the needs and circumstances of the children that the ‘male role model’ comes into contact with, but also the expectations of others, e.g. parents/carers and staff. This paper argues that there is a real tension between those qualities/characteristics of the male role model that are created as a result of their personality/individual beliefs and those which are anticipated or enforced by others. Perhaps the most prevailing inequalities in educational achievement in England are those associated with socio-economic status (SES), ethnicity and gender. However, little research has sought to compare the relative size of these gaps or to explore interactions between these factors. This paper analyses the educational achievement at age 11, 14 and 16 of over 15,000 students from the nationally representative longitudinal study of young people in England. At age 16, the achievement gap associated with social class was twice as large as the biggest ethnic gap and six times as large as the gender gap. However, the results indicate that ethnicity, gender and SES do not combine in a simple additive fashion; rather, there are substantial interactions particularly between ethnicity and SES and between ethnicity and gender. At age 16 among low SES students, all ethnic minority groups achieve significantly better than White British students (except Black Caribbean boys who do not differ from White British boys), but at high SES only Indian students outperform White British students. A similar pattern of results was apparent in terms of progress age 11–16, with White British low SES students and Black Caribbean boys (particularly the more able) making the least progress. Parents’ educational aspirations for their child and students’ own educational aspirations, academic self-concept, frequency of completing homework, truancy and exclusion could account for the minority ethnic advantage at low SES, but conditioning on such factors simultaneously indicates substantial ethnic underachievement at average and high SES. Accounts of educational achievement framed exclusively in terms of social class, ethnicity or gender are insufficient, and the results challenge educational researchers to develop more nuanced accounts of educational success or failure. Examining the gap between national level minority education policies and local implementation in Japan, this paper considers this gap as a “soft middle” whereby local communities and schools have considerable leeway in how they implement policies. In particular, this paper focuses on Japan's largest minority group, theburakuminand their educational experiences. It traces the origins of educational policies targetingburakuminand how these policies were designed with this soft middle in mind. Following this, the paper considers two different localized approaches, both under policies directed at theburakuminand after the termination of such policies. It argues that schools can selectively implement policies while still fitting within the parameters of the law. Finally, it demonstrates that considering the soft middle provides for a richer, more nuanced understanding of educational systems, beyond monolithic assumptions of national systems. Various studies have noted that students enrolled in private schools in India perform better on average than students in government schools. In this paper, I show that large gaps in the test scores of children in private and public sector education are evident even at the point of initial enrolment in formal schooling and are associated with previous attendance in private and public preschools. Children in the sample were aged between 4.5 and 6 years at the time of the survey and were tested on receptive vocabulary and quantitative skills. Most (albeit not all) children in the sample had attended private and/or government preschools and at the time of the survey, about 44% had made a transition into formal schooling. Attending private preschools is associated with substantially, and significantly, higher test scores relative to attending public preschools. A considerable portion of this difference can be removed by controls for parental background and selected child characteristics but the gap remains significant. In this paper, we undertake a particular policy critique and analysis of the gender achievement gap discourse in Ontario and Canada, and situate it within the context of what has been termed the governance turn in educational policy with its focus on policy as numbers and its multi-scalar manifestations. We show how this 'gap talk' is inextricably tied to a neoliberal system of accountability, marketization, comparative performance measures and competition within the context of a globalized education policy field. The focus initially is on how the gender achievement gap has emerged in the Organisation for Economic Co-operation and Development's (OCED) publication of the 2009 Program For International Student Assessment Results, but attention is drawn to questions and categories of equity that are used to define and measure socioeconomic disadvantage. We illustrate that such measures and categories in use function to eschew important aspects of maldistribution, with important consequences for understanding the significance of the interlocking influences of race, social class, gender and geographical location, where there is evidence of spatial concentrations of poverty and histories of cumulative oppression. In the second part of the paper, we focus on the Canadian data to illustrate the multi-scalar dimensions of global/national/provincial 'policyscapes' through a politics of numbers. Contrary to the ways in which Canada and specifically Ontario have been marketed and celebrated by OECD and other stakeholders for their high performing, high quality education system in terms of achieving equitable outcomes for diverse student populations, we illustrate how the 'failing boys' discourse and achieving 'gap talk' have actually functioned to produce a misrecognition of the gender achievement gap, with boys emerging as a disadvantaged category in the articulation of equity policies. We appeal to critical race theory and intersectionality to examine achievement gaps at a large public university in the American southwest from 2000 to 2015. Using white, high-income women as our reference group, we report linear combinations of marginal effects for six-year graduation rates and developmental course taking across 20 distinct social locations varying according to race-ethnicity, gender, and class. We find substantial achievement gaps that remain unseen in conventional models treating such characteristics as independent. Nearly every group has a significantly lower likelihood of graduation compared to the reference group, and there is substantial variation in estimated achievement gaps. Low-income, American Indian men are approximately 45 percent less likely to graduate within six years relative to the reference group. For high income, black men this gap is approximately 30 percent. We investigate the effect of changing schools on academic achievement. Using representative data on the educational trajectories of 17,000 Swiss lower secondary students and national assessment data at the end of compulsory schooling, we estimate the potential individual achievement gaps caused by a school change. While the overall effect is surprisingly small and statistically insignificant, we find a significant, but also small, negative effect for boys. It is well established that girls outperform boys in schools, but the available empirical evidence suggests that the determinants of the gender achievement gap are poorly understood. The present paper looks inside families for explanations. Rich data for families with children in the lower secondary school in Norway are used to investigate whether parents' allocations of educational efforts are biased by gender. It is shown that parents allocate more efforts to girls than to boys, and also, that there is a negative correlation between parental efforts and prior achievements. In British Journal of Sociology of Education Volume 29 number 3, 2008, Connolly presented what he termed a 'critical review' of some of our previous work on the relative attainment of male and female students in UK schools. He proposed three general areas for criticism - our use of attainment gaps, our consideration of outcomes other than at specific thresholds, and our querying of the idea of student 'underachievement'. These problems, he claimed, have 'given rise to a number of misleading conclusions that have questionable implications for practice'. However, those of his 'criticisms' with any merit are actually the same as our own conclusions, transmuted by Connolly from our papers that he cites, while his remaining 'criticisms' are based on faulty elementary logic. In case readers have not read our work and were somehow misled by Connolly, we give here a brief reply to each criticism in turn. This matters, because a greater understanding of patterns of attainment and of the nature of underachievement is a precursor to the design of successful initiatives to overcome inequalities in educational opportunity and reward. In Chile, indigenous students obtain lower test scores, on average, than non-indigenous students. Between two cohorts of eighth-graders in the late 1990s, the test score gap declined by 0.1 to 0.2 standard deviations. An Oaxaca decomposition and related descriptive evidence suggest that the most plausible explanation is related to Chile's large-scale school reforms that were targeted at low-achieving schools and students. The paper evaluates and rules out alternate explanations such as relative improvements in indigenous socioeconomic status, and sorting of indigenous students between schools. This paper describes the analysis of data collected by Durham University’s YELLIS project, over the period of 1999 to 2004. Included in this data was the degree to which pupils in England at the end of their secondary education ‘liked’ or ‘disliked’ different subjects, and their expected examination grades in these subjects. The authors’ study focused on the perceptions of pupils in the science subjects of biology, chemistry and physics. Using the available data, they were able to analyse the perceptions of a large number of pupils (e.g. 9827 pupils in 2004) who took examinations in the separate sciences. The study found that physics was perceived as the least popular science, particularly by female pupils. We also found that the expected grade in a particular science subject correlated quite strongly (Spearman’s rho of around 0.5) with the liking of that subject. These expected grades were found to be the lowest in physics, again particularly for female pupils. The authors therefore concluded that in order to redress the gender imbalance in physics, they need to tackle this problem that physics is perceived as difficult by female pupils. This article summarizes key research findings about academic learning loss during the COVID-19 pandemic and how public libraries can help youth with learning remediation and acceleration. Given the educational crisis, it is urgent that public library services and programs create more equitable practices for all children, particularly children of color. Finally, the article highlights specific practices instituted by several library systems that address COVID-related learning loss and are aligned to two areas of national priority: summer learning and out-of-school time. This paper summarizes results from a math intervention implemented in a high-poverty urban community. Over 7,300 students from kindergarten to 4th grade in 1 low-socioeconomic-status school district participated in the study. Students from 13 different schools (36 different classroom) participated in the treatment. Comparisons were made to purposely selected control-group schools and all other students in the district. The aim of the intervention was to help early elementary-age students living in poverty learn essential math facts and master basic computational skills as a foundation for improving their math ability. The study used a pre-test/post-test quasi-experimental design with control and treatment groups. Achievement for both groups was compared to that of the school district as a whole, with analysis disaggregated by poverty status. Due to the unique economic, cultural, and family background first-generation students possess, they often require holistic support to help bridge the achievement gap they encounter due to lesser preparedness for college. This article investigates the role of academic libraries in first-generation student learning and engagement in scholarly activities throughout college education. The author documents the work of a medium-sized regional university library to demonstrate how customized library service implemented through additional individualized research assistance for first-generation students positively impacts their confidence using the library, facilitates the acquisition of key research skills, and enriches their overall experience with the library. The Belgian educational field includes separate educational systems reflecting the division of the country into linguistic communities. Even if the French-speaking and the Dutch-speaking communities keep sharing important similarities in terms of funding rules and structures, they present a huge gap between their respective pupils’ achievement. The Belgian educational systems are then characterized by high levels of segregation; this paper aims to model the potential differential effect of school composition on pupils’ achievement. Multilevel models are consequently tested on the Programme for International Student Assessment 2009 data (7184 respondents in 236 schools). Our results suggest that the position of pupils in the educational system still has a deep influence in a system that functions as a quasi-market and where grade repetition and tracking are widely used. The Programme for International Student Assessment (PISA) and Trends in Mathematics and Science Study are two highly respected studies of school pupils' academic achievement. English policy-makers have been disappointed with school children's performance on these tests, particularly in comparison to the strong results of young people from East Asia. In this paper, we provide new insight into the England-East Asia gap in school children's mathematics skills. We do so by considering how cross-national differences in math test scores change between ages 10 and 16. Our results suggest that, although average math test scores are higher in East Asian countries, this achievement gap does not increase between ages 10 and 16. We thus conclude that reforming the secondary school system may not be the most effective way for England to 'catch up' with the East Asian nations in the PISA math rankings. There are long-standing achievement gaps in England associated with socio-economic status (SES), ethnicity and gender, but relatively little research has evaluated interactions between these variables or explored school effects on such gaps. This paper analyses the national test results at age 7 and age 11 of 2,836 pupils attending 68 mainstream primary schools in an ethnically diverse inner London borough. The groups with the lowest educational achievement and poorest progress were both Black Caribbean and White British low SES pupils. White British middle and high SES pupils made substantially more progress than White British low SES pupils, significantly increasing the SES gap over time. However low and high SES Black pupils made equally poor progress age 7–11. School effects on pupil progress were large, but there was no evidence of differential school effectiveness in relation to SES, ethnicity or gender. Low SES pupils in the more effective schools performed significantly better than high SES pupils in the less effective schools, but all pupils (both low and high SES) benefit from attending the more effective schools and so these schools do not eliminate the SES gap. Levels of basic literacy and numeracy skills among Vietnamese primary school children are high by comparison with other countries of a similar income level, and the country has made impressive gains in primary enrolment in recent years as well as improving the quality of schooling. Nonetheless, there remain substantial gaps in school performance between children from more and less advantaged backgrounds. Part of the justification of free public schooling consists in the equalisation of ‘opportunities to learn’ and the mitigation of learning inequalities which result from differences in home-background advantage. In this paper we examine the learning achievement of pupils in primary Grade 5 and explore the relationships between home-background, teacher, peer and school factors and learning progress in Grade 5, using data from Young Lives. We find that disadvantaged pupils receive relatively equitable access in relation to indicators of ‘fundamental’ school quality, a considerable policy success regarding the provision of ‘minimum standards’. However, differences by home advantage are relatively large where more sophisticated ‘opportunities to learn’ are considered, such as the number of hours of instruction received, including through ‘extra classes’, as well as access to learning resources such as computers, internet and non-text books. Analysis of the predictors of attainment suggests that some of these are likely to constitute an important part of the explanation for the persistence of learning inequalities by home background in Vietnam, suggesting that following success in equalising basic inputs, policy attention should turn more directly to boosting wider ‘opportunities to learn’ among disadvantaged pupils. Using Singapore as a case study, this paper examines how the discourses of democratic elitism and meritocracy help allocate different citizen roles to students and define the nature of the social studies citizenship education programmes for different educational tracks. While the Singapore education system is not unique in its stratification of students into distinct educational tracks with diverse educational outcomes, it is one of the very few countries with explicitly differentiated formal national citizenship curricula for students from different educational tracks. Students are formally allocated different citizenship roles and responsibilities according to the hierarchy defined by the state. Three distinct roles can be identified: (1) elite cosmopolitan leaders; (2) globally-oriented but locally-rooted mid-level executives and workers; and (3) local ‘heartlander’ followers. To cater to these different citizen roles, the three programmes encompass significantly different curricular goals, content, modes of assessment, civic skills, and values. The findings indicate that only the elite students have access to citizenship education that promotes democratic enlightenment and political engagement. The social studies curriculum for students in the vocational track, in contrast, focuses almost exclusively on imparting a pre-determined body of knowledge and set of values deemed necessary for academically low-achieving students.
