Climate change is becoming a defining factor for communities in South Asia. Forming one-fifth of the world population, the region increasingly faces climate-induced disasters such as floods, droughts, heatwaves, cyclones etc. This region also has one of the world's poorest people who struggle to cope with the rapidly changing climatic conditions. Agriculture still employs many people in the region, one of the worst-hit sectors. Agriculture will become untenable in some parts of the region due to climate change. Monsoon patterns have changed, and agriculture does not guarantee sustainable income for the vast majority. Many climate change adaptations have been initiated in the region in response to the threat of climate change. Scholars and practitioners feel that these adaptations must be transformative to be effective. In this paper, we examine eight such adaptations from three South Asian Countries – Bangladesh, India, and Nepal, from the lens of transformative adaptation. We found that no single adaptation initiative meets all the criteria for sustainable socio-ecological transformations. However, there is a significant overlap between different typologies of transformation as envisaged in the paper and literature. We conclude that the concept of socio-ecological transformation is new for South Asia, so integrating it into the programmes and policies is the need of the hour. [ABSTRACT FROM AUTHOR]

Smallholder agricultural commercialization is a central objective across Africa, one linked to poverty reduction, sectoral transformation and increasingly, climate resilience and adaptation. There is much attention given to the extent to which agricultural commercialization serves to reduce poverty, but less to the commercialization pathways that lead towards or away from that outcome. There are, likewise, many studies that project hugely adverse future impacts of climate change on commercial agricultural production, but surprisingly little empirical work on how climate impacts are affecting current agricultural commercialization prospects and pathways for smallholder farmers. This paper, therefore, offers an analysis of levels of climate vulnerability and resilience within existing commercialization pathways in Tanzania and Zimbabwe. It embeds the account within an analysis of the underlying causes of uneven distributions of vulnerability and resilience. We find that while being able to practise commercially viable agriculture can contribute to resilience, it does not do so for the people who most need commercialization to reduce poverty. It is more common for farmers to face what we term an adaptation trap. We conclude by considering what these cases add to our understanding of climate-smart agriculture (CSA). [ABSTRACT FROM AUTHOR]

This paper explores the constraints on the adaptive capacity of crop farmers in two districts in different agroecological zones – Atwima Mponua (Semi-Deciduous Forest Zone) and Ejura-Sekyeredumase (Transition Zone) of the Ashanti Region of Ghana. A comparative-case mixed-methods research design was adopted using household survey questionnaires, focus group discussions (FGDs) and in-depth interviews with key informants. The study involved 150 farming households from each district. The study found that farmers' adaptive capacity to either plan or implement adaptive strategies has not always been successful due to lack of resources among other things. Constraints mentioned by farmers include lack of infrastructure, and secured land rights while the local institutions mentioned inadequate financial resources and poor technological capacity. Robust policy formulation and implementation aimed at equipping farmers with resources and strengthening institutional capacities is necessary to enhance the adaptive capacity of crop farmers to climate variability and change impacts. Regimes of agricultural modernization and climate change adaptation have converged in Rwanda under the banner of 'climate smart agriculture'. Findings from a study with four agrarian communities show how external agendas of climate smartness can undermine locally rooted strategies for navigating social and environmental uncertainties. Through a focus on two crops (maize and sweet potato), this paper illustrates how climate resilience can be viewed as an uneven and incomplete process situated in peasants' struggles for viability, autonomy, and wellbeing. I suggest that attention to everyday adaptations can help researchers and practitioners think beyond the technical adjustments that currently dominate institutionalized responses to climate change. Despite being the most tangibly impacted by the first-order effects of a warming climate, much of Australia's agricultural regions have remained relatively conservative in their views on climate change and the need for adaptation. This paper aims to understand how the experience of an extreme climate event like the 2017–2020 drought might shift opinions and values on these issues within agricultural communities. Through in-depth interviews with 20 graziers across Northwest NSW during the worst days of the drought, we found that various psychological lock-ins, historical memories of resilience, and local cultural values appeared to be undermining the perception of their vulnerability, while enhancing perceptions of their ability to endure. Such discursive constructions appear to explain why a jarring climatic event like the 2017–2020 drought was failing to produce a noticeable shift in their views. [ABSTRACT FROM AUTHOR]

Indonesia is one of the countries that is most vulnerable to climate change. As a small Indonesian island, Bali is likely to also be affected by climate change impacts, including rising sea levels, drought, and flooding, which will also impact on its paddy production. This paper shows how the focus area of vulnerability assessments in Bali has been identified, based on multiple assessments including literature reviews, statistical assessment, stakeholder and policy assessment, and interviews with farmers. A project team applied a six-step process to identify issues linked to climate change, the purpose and system of vulnerability assessment, potential risk/harm in context, and potential variables for a further assessment. The team identified paddy production as a significant issue, and the purpose and system was the Presidential Decree No.5 on paddy production. Significant concerns linked to paddy production included droughts, land use change, and potential variables for vulnerability assessment such as water level and the price of rice. This paper suggests how adaptive measures should be implemented to handle paddy production in a changing climate. Caribbean small island developing states (SIDS) are highly vulnerable to the impacts of climate change. Food security is a key issue in the region, and is related to vulnerability in the natural and human system. This short research paper, which reports on a systematic search of the academic literature and is part of a larger research project on climate change adaptation in Caribbean coastal communities, investigates two central questions: (1) what challenges to food security are Caribbean SIDS facing due to climate change? and (2) what strategies, if any, are being used to adapt to these challenges? We review peer-reviewed articles published after the release of Working Group II's contribution to the Fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change in 2014, which included a chapter on vulnerability and impacts in small islands (Chapter 29). We find that post AR5 articles confirm that climate change will have a significant effect on agriculture and fisheries in the Caribbean, mainly through changing patterns of weather, air and sea surface temperatures, and water availability. These studies highlight the importance of considering the social dimensions of food security in the region when identifying and implementing adaptation strategies, particularly in the context of achieving the Sustainable Development Goals. These social dimensions include the Caribbean's historical and social context as well as its demographics, which feature varying population densities and poverty rates. This paper seeks to understand the perceptions of local communities to climate variability and change in relation to observed climatic data. A perception survey, historical timeline and analysis of sea level and meteorological data from the study area were used to achieve this objective. As perceptions regarding different types of climate stimuli are likely to trigger response actions, this study highlights the importance of integrating local perceptions into planning for adaptation. The study suggests that climate change is happening in Zanzibar and is set to intensify as it is directly linked to regional and global events such as ENSO. The perceptions of local communities regarding variability in rainfall, temperature and sea level are highly influenced by the relationship between these elements and their livelihood activities, namely fishing, farming and seaweed farming; their direct experience of shifts in weather patterns; and their recall of past climate. While variability and changes were recognized, the majority of respondents linked this to God's doing, and most had little exposure to the phenomenon of global climate change. This paper examines the challenges and opportunities for Non-Governmental Organisations (NGOs) to integrate climate change adaptation into development projects, focusing on the potential contribution of community-generated information. The research, undertaken with agricultural NGO FARM-Africa, centres upon subsistence farming communities in the Kenyan Districts of Mwingi and Kitui, where a succession of droughts has blighted agricultural production in recent years. Discussions with FARM-Africa staff highlight how recent climate variability and possibly climate change, is already affecting project-level operations. In particular, the interaction between the secondary impacts of climate hazards and livelihood responses presents a challenge to local staff as there is no obvious means of reflecting the complexity of local experiences and impacts within project planning processes. In response, drawing upon discussions with Farmer Groups, a matrix for each community was developed comprising environmental, social and agro-economic hazard (drought) consequence indicators and corresponding measures under ‘extreme’, ‘severe’ and ‘moderate’ scenarios. This paper concludes that a structured approach to gathering locally held knowledge on the consequences of climate hazards appears to present a potentially valuable means of exploring the complex web of interactions between climate, livelihoods and vulnerability. Such community-generated information can be used to inform future project planning and community decision making, increasing the likelihood of achieving locally appropriate adaptation outcomes. There is an increasing recognition of the role of climate change adaptation among smallholder farmers in rain-fed agriculture in Africa. Collective action among smallholder farmers has been suggested as influencing local adaptation processes hence the need to evaluate its impact in different contexts. This paper provides evidence of collective action in enhancing local adaptation to climate variability. It determines the importance of different forms of collective action for enhancing adaptation. Through simple random sampling, a survey of 240 households in Embu County in Kenya and 200 households from Kapchorwa district of Uganda was undertaken. Focus-group discussions involving farmer groups and local government representatives were performed to triangulate information collected through the surveys. The results show a positive relationship between membership in farmer groups and adaptation to climate variability in both sites. Four main components of collective action were identified in Embu and these included the development of internal group capacities, assets mobilization and management, collective marketing, and management of human and natural capital. In Kapchorwa, the development of internal group capacities, risk spreading, and financial resources were significant. In the wake of the Paris climate conference which inscribes loss and damage as a permanent feature of the global climate regime, this paper examines the relevance of the global Loss and Damage agenda for national climate change policies. Through a structured review of the emerging policy and academic literature two primary challenges are highlighted: first, the difficulty in establishing formal attribution of loss and damage to anthropogenic climate change, and second in determining with clarity the limits to adaptation beyond which loss and damage can be described as unavoidable. In examining these two challenges, we arrive at a framework for national level policy that emphasises the underlying developmental potential of Loss and Damage. In offering this viewpoint, the narrative arc on Loss and Damage is expanded from a technical agenda towards one more attuned to existing policy and mechanisms at the local and national levels. A Comprehensive Risk Management approach is proposed as a practical framing for national and local policies to address loss and damage which could lead to addressing both the underlying and accumulating development failures and risk management capacities that shape loss and damage outcomes. Debates around the design and content of climate change adaptation policies are shaped, in part, by the power and influence of actors within an adaptation regime. This paper applies a power-mapping technique, Multilevel Stakeholder Influence Mapping (MSIM), to stakeholders in Ghana's agricultural adaptation policy regime. The method provides a quantitative influence score and visual map for actor groups active-in or affected-by the policy process, from the differentiated perspectives of national, regional, and local-level respondents. MSIM, as applied here, seeks to determine the underlying power structure of the adaptation regime and provides insight in to two key power-laden themes: stakeholder participation and multilevel institutional design. Results indicate that when taken collectively (the views of national, regional and local respondentscombined) Ghana's adaptation regime is considered bipolar and elite-centred in its power distribution. A distinguishable ‘adaptation establishment’ or dominant group of power holders made up of technical government and international agencies can be identified. Meanwhile, political groups, the private sector, civil society, and universities are considered to wield substantially less power in the regime. Differentiated perspectives (i.e. national, regional or local respondentsalone) reveal that several potential cross-level bridging institutions are not considered influential at all operational levels. Farmers, traditional authorities, and the District Assembly, for example, are all considered highly influential from the perspective of local-level respondents, but their counterpart agencies at the national level are not considered influential by policymakers there. Contrary to the hyper-politicized nature of climate change adaptation at international levels, Ghana's policy regime would benefit from increased participation from political agents, as well as from traditional authorities and farmers. These actor groups can help reverse the a-political nature of the adaptation regime, improve power pluralism across actor groups and levels, and facilitate cross-level cooperation between formal and informal institutions crucial to adaptation success. Since the Middle Ages the Dutch have reclaimed many lakes and parts of the sea, creating polders. Drainage is required to use the land: for the inhabitants, for agriculture and for nature. Traditionally drainage was by gravity: through open (and later pipe) drains excess rainfall was transferred into open collector drains, from where the water was pumped out to a river, lake or the sea. Since the 1950s, land use has been changing towards a more diverse and intensive agriculture, more attention for nature, recreation and continuing urbanization. On top of this, the climate is changing: significant increases in precipitation, both average and extreme. Until recently, the solution to more excess water was to increase pump capacity. Yet the combined problems of climate change, sea level rise, subsidence and urbanization require more structural changes in water management. Drainage systems have to be modified to enable the shift from a strategy of rapid removal of all excess water to one that continuously controls water levels individually in each agricultural plot. A new approach of ‘retention, storage and controlled removal’ is being used to develop climate adaptation scenarios for the three hydro-ecological zones in the Netherlands, i.e.: (1) the man-made polder areas with marine clay soils along the North Sea coast and the former Zuider Sea; (2) the low-lying peat lands in the west and north; and (3) the sandy and loamy soils areas in the centre, south and east. New approaches for tailor-made drainage solutions following this strategy are being tested in various pilot areas in the three zones. Although the research is still ongoing, this paper presents the lessons learned to date related to the challenges, risks and limitations associated with the introduction of these new drainage strategies for coping with climate change in the Netherlands. This paper provides empirical evidence of agricultural adaptation strategies being adopted in the Mid-Hills regions of Nepal in response to climate change. Farmers were interviewed across four districts and climate change observations were reported, most notably those of increased temperatures and unpredictable precipitation. Agricultural adaptation strategies adopted in response to climate change were varied, with agroforestry and organic farming being the most popular practices. Most adaptation strategies were thought to be development-facing actions to reduce vulnerability, rather than specifically addressing climate change. From this research it is evident that indigenous knowledge, financial support and increased accessibility all play a pivotal role for successful climate change adaptation in the Mid-Hills. This case study provides valuable evidence-based research of autonomous adaptation techniques in a highly climate-vulnerable location of Nepal. Recommendations are made for donors to learn from best-practice and adopt local knowledge when investing in climate change adaptation strategies to most effectively reduce the vulnerability of some of the world's poorest communities. Understanding how and why farmers have responded to past climatic change is a necessary step to informing how to support current and future adaptation. This paper explores commercial farmers' perceptions of and responses to shifting climates in the Little Brak River area along South Africa's south coast. It aims to evaluate changes in the climate experienced in the area by comparing quantitative statistical analyses of temperature, rainfall and wind data recorded from 1967 to 2009, with qualitative historical narratives and formulated perceptions of change for the same period. This was undertaken in order to test the robustness of the narratives and to understand how farmers' perceptions and experiences drive their climate-related decisions. The narratives revealed that the farmers perceived a gradual but dramatic shift in climate over almost four decades, including increasing temperatures, changing annual rainfall patterns and shifts in predominant wind direction, mirrored by the recorded weather data that show similar results to the narratives. It is evident that farmers' experience with shifting climates has played a large part in driving their adaptive decision-making, but financial capital of these commercial farmers has also been a major factor enabling certain responses. This research contributes to the growing local and regional evidence of variability and change to climate systems, and documents how people have already responded to change in order to help build locally relevant climate change adaptation approaches that could potentially benefit a wider range of farmers. Energy cropping based around woody native plants has attracted attention as a future land use option for rural Australia, with mallee eucalypts a particular focus. Potential benefits could include income for landholders, climate change mitigation and adaptation, enhanced energy security and revegetation of degraded or vulnerable land. However, the success or otherwise of this prospective industry ultimately depends on its adoption by rural landholders. Due to the unique position of woody energy cropping at the intersection of the agriculture, plantation forestry and energy sectors, its adoption is influenced by issues arising within each of these sectors, as well as by those emerging within this overlap zone. This paper explores landholder adoption issues relating to the production of blue mallee (Eucalyptus polybractea) for bioenergy around Condobolin in the NSW Central West. Critical factors identified for landholder adoption at Condobolin include the size and consistency of returns from energy cropping, impacts on land use flexibility and past experiences with climate variability, regulatory change and government support mechanisms. Extreme weather events are expected to increase in frequency and/or severity under climate change. Recent examples of these types of events, such as the heat wave in Europe in 2003, have caused considerable damage to crops and agriculture and substantial economic damage. If similar damage was incurred every time such an event occurred in the future, it would cause increasingly serious loss to social welfare and the economy as the frequency or intensity of these events increased. However, agriculture has a history of adapting to shocks, and in this paper we aim to determine whether there has been a systematic reduction in damage from historic extreme events over time in the agricultural sector in the UK. The impact of comparable droughts or heat waves over the past four decades is compared, and for many commodities there appears to have been a reduction in damage over time, to the point where recent events have had a minimal impact on production, indicating that the sector is relatively well adapted to the current climate. We discuss whether this type of adaptation can be sustained into the future under more rapid rates of change, or whether the `low-hanging' fruits of adaptation have been picked. This paper examines climate adaptation strategies of farmers in the Limpopo Basin of South Africa. Survey results show that while many farmers noticed long-term changes in temperature and precipitation, most could not take remedial action. Lack of access to credit and water were cited as the main factors inhibiting adaptation. Common adaptation responses reported included diversifying crops, changing varieties and planting dates, using irrigation, and supplementing livestock feed. A multinomial logit analysis of climate adaptation responses suggests that access to water, credit, extension services and off-farm income and employment opportunities, tenure security, farmers' asset base and farming experience are key to enhancing farmers' adaptive capacity. This implies that appropriate government interventions to improve farmers' access to and the status of these factors are needed for reducing vulnerability of farmers to climate adversities in such arid areas. This paper explores the relationship between environmental change and development through a vulnerability study of a rural village in southwest Bangladesh. Villagers deal with a variety of pressing stresses, and climate change is not considered separately, if at all. Environmental, political and economic conditions and adjustments in resource use systems, particularly shrimp farming, have changed livelihood opportunities and increased the vulnerabilities of poor villagers to future environmental changes, including climate change. Practical adaptation strategies to reduce vulnerabilities to climate-related stresses reflect the dynamics of people's livelihoods and address the conditions they currently face. In this case, planned adaptations were mainstreamed in the sense that they contributed to the livelihoods of people and made some improvement in their capacity to deal with changes in climate, and they were undertaken via established non-government institutions.
