The paper contributes to strategic thinking about infrastructure resilience and adaptation. A technique is presented in a case study for analysing options on the timing of protection against climate change. Predetermined trigger points for responses to resilience weaknesses are discussed, showing how flowcharts can act as prompts to the need for action. The roles of national governments in improving resilience in key areas are discussed. The paper introduces the concept of a 'chain of resilience' for interdependent infrastructure systems and identifies some key questions for national governments to ask about the linkages between systems before requiring appropriate remedial actions. Practical steps for private owners and investors to increase resilience in their own infrastructure are identified. The debate on the benefits of renewable electrification in late industrializing economies has mostly focused on improved electricity access and climate mitigation arguments. The literature pays less attention to understanding the opportunities for sustainable industrialization. This paper contributes to the latter with insights from a case study of Solinc East Africa, a Kenyan solar module manufacturer that has remained in the market, despite intense competition from imports of low-cost solar panels. Drawing on in-depth fieldwork in the solar energy sector in Kenya, we apply a global value chain framework to explore how and why Solinc has been able to sustain its business. Our findings highlight the challenges of localizing solar manufacturing in Kenya and suggest it may only be possible in rare instances. Specifically, a unique combination of circumstances and factors were revealed that enabled Solinc to gain several advantages including (i) initial access to knowledge and materials from upstream linkages; (ii) downstream integration and partnerships with key distributors and customers; (iii) close proximity to customers; and (iv) provision of complementary and increasingly high value-added services. This article explores the importance of national governments and national-local relationships for scaling up local climate action to achieve global goals. From the Sustainable Development Goals to the New Urban Agenda to the Paris Climate Change Agreement, the achievement of global sustainability goals will depend on deep changes to national infrastructure and urban systems. Through an analysis of climate action planning and investments in exemplary cases in Africa, the paper highlights the opportunities and challenges that come with integrating national governments into urban-focused priorities and needs, especially for mobilising financial resources. The paper finds that scaling up city climate action in the selected African countries benefits from a constructive multi-level relationship between local and national institutions and stakeholders to shape and improve the legislative, financial and operating frameworks to enable systemic change. Large-scale urban climate action can be enabled by formal multi-level institutional arrangements, links to politically prioritised policy frameworks, and transformative aims that address both climate and socio-economic benefits for communities. Citizens' assemblies on climate change are increasingly popular to support democratic decision-making. Such Climate Assemblies (CAs) convene representative groups of citizens formulating policy proposals after hearing experts and deliberating intensely. CAs may help addressing climate policy issues more effectively partly because their members need not worry about re-election. CAs' effectiveness depends on their design such as the issues chosen (or not chosen) for deliberation. Agenda-setters exert substantial power by selecting certain issues and by choosing framings that benefit some solutions over others. In this paper I ask: What characterizes agendas that are suitable and legitimate for deliberation in CAs? The aim is to support practitioners in making informed agenda choices for CAs by providing a list of ten widely accepted guiding principles based on expert interviews, policy documents, and information gathered from the Knowledge Network on Climate Assemblies (KNOCA). The paper systematically discusses trade-offs of various agenda choices in the light of different CA rationales. Results show that those with system-supporting rationales tend to favour narrower agendas tailored to political demands aiming to increase immediate policy impact; those with system-disrupting rationales prefer more open agendas allowing citizens to challenge existing political practices and worldviews. Results support earlier arguments that distinctions of entire deliberative processes in either top-down or bottom-up are too simplistic and that a tool-box approach is more useful. Insights appear relevant for debates of deliberative minipublics more generally. Future research should investigate whom to involve in setting CA agendas and with how much power. Effective agenda design hinges on rationales on how to achieve assembly objectives which depend on authorities' ambition for climate action. Given high ambition, system-supportive rationales aiming for policy impact favour narrower agendas tailored to demands of the policy process but risk low transformativeness. Given low ambition, system-disruptive rationales aiming to challenge established practices and worldviews favour more open agendas but risk low impact if assemblies are not politically embedded or able to mobilize opposition groups. Assembly designs are seldom purely supportive or disruptive but often hybrid. This editorial introduces the Special Issue on the role and use of discrete choice modelling in informing environmental and energy decision making and summarises the main insights provided. The papers collected in this Special Issue address a range of applications of discrete choice modelling, from energy decisions to climate change and transport choices, from tourism preferences for climate change mitigation to wildlife conservation strategies and ecosystem management. However, all the papers share the same fundamental aim of using novel methodological approaches in choice models to tackle conceptually and spatially specific policy questions and support decisions with robust empirical evidence. This is particularly relevant to enhance the real-world policy uptake of choice modelling results and develop a network of practice and capacity building to improve the quality of information that is provided to stakeholders and decision makers. The cities of the world have been the exploiters of resources and the largest generators of waste. This paper explores the concept of Ecological Urbanism as a framework to convert cities from being waste generators to resource producers. The example of the wastewater from Bengaluru going into the lakes of Kolar is studied. The treated wastewater of the city reaches Kolar to fill its lakes, which subsequently recharges the groundwater. One city's waste becomes another's resource in this process. The face of climate action is increasingly young, well informed, and active. But despite the growing rumble of this youth-quake, the New Zealand political system has to date been slow to respond to climate change mitigation. This article will therefore critically explore the apparent paradox between the image of New Zealand as a leading progressive democratic society, and its current response to the climate emergency. In particular, the paper will interrogate this theme from the perspectives of the international critique of New Zealand's current legal and policy response, the dynamic lens of climate change litigation and its potential to influence public policy, and the increasing impact of tikanga Māori as a primary source of New Zealand law and its relational approach to the wellbeing of the environment and the underlying ethic of stewardship. The overall thesis of the paper will be that cumulatively these trends will have the energy to generate an effective response to climate change and mobilise the urgent joined-up action required to reduce greenhouse gas emissions and build adaptive capacity within the closing opportunity of the next two decades. This paper addresses the macroeconomic challenges stemming from the double affectedness of climate change and dependence on external finance in peripheral countries. The paper uses the Post-Keynesian concept of an asset's own rate of return to assess how susceptibility to the combined effects of erratic capital flows and the vulnerability vis-à-vis the physical and transitional risks of climate change reduces macroeconomic policy space. Climate change and mitigation strategies are said to contribute to financial instability ensuing flight-to-quality of international investors. This translates into higher external financial fragility in low income countries with a high degree of commodity dependence—with increased exchange rate volatility and devaluating pressure deteriorating affected countries' currencies' liquidity premia and the expectation of their short-term exchange rates as result. Consequently, policy-makers in affected countries are forced to commit to investor-friendly policies and high interest rates to uphold their currencies' acceptance. The susceptibility to the physical risks of climate change and mitigation hence contributes to the self-perpetuating nature of international monetary asymmetries and hierarchies. The climate change – inequality nexus has become an increasingly important concept advanced by inequality and sustainability experts as well as international organisations like the United Nations. In this perspective paper, two arguments are made to further our understanding of the nexus and to promote action on SDG 10 ("Reducing inequalities within and among countries") and SDG 13 ("Climate action"). First, climate change's status as a "core" planetary boundary as well as its embeddedness in the 2030 Agenda for Sustainable Development, calls for a wider discussion on environmental and ecological degradation in the context of inequality. Second, the concept of inequalities of opportunity freedoms, under the guise of the influential human capabilities framework, is well suited to make sense of the complexity and multidimensionality of the climate change – inequality nexus. To this end, some (and by no means all) causal links between climate change, wider environmental and ecological degradations, and inequality are analysed. The paper estimates the determinants of the growing volume of bilateral environmental aid for the mitigation of climate change using an empirically testable multilateral framework in which both donors and recipient countries compete in world export markets. As the potential donors weigh environmental benefits against the economic costs of providing aid, strategic interactions between the donors and the recipient countries as well as among the donors, influence the evolution of environmental aid. The paper shows that while the volume of bilateral environmental aid increases with the recipient country's credible environmental commitment and bilateral trade volume, the competitive pressure in the export market reduces bilateral environmental aid. Free-riding incentives prevail among the individual donors, whereas the multilateral environmental aids that aim to restore the loss of global environmental resources without altering individual trade competitiveness can increase bilateral environmental aids. Agriculture is one sector under pressure when it comes to mitigation of climate change. To overcome the economic barriers preventing greenhouse gas (GHG) mitigation measures from being implemented, this paper explores whether crowdfunding could be a feasible solution to this problem. The paper theoretically and empirically explores sociocultural barriers and enablers for crowdfunding aimed at agricultural GHG mitigation measures in Norway. The empirical analysis is based on focus-group interviews with farmers as potential fund-seekers and citizens as potential backers. The data are analysed in light of certain cultural characteristics previously identified as typical for Norway. Our findings indicate that, while these cultural characteristics manifest themselves in a crowdfunding context, they are not all-embracing. Our analysis points to opportunities for successful crowdfunding for GHG mitigation measures in agriculture given the right premises and including the right motivated people. [ABSTRACT FROM AUTHOR]

This paper reports on tensions between decarbonisation and energy poverty priorities in Great Britain's liberalised electricity markets. Switching electricity suppliers in this market can result in significant benefits for those on bad deals. Further benefits are determined by the regulator. However, many of the energy poor lack the capabilities to switch and access these benefits. Community organisations play an important role in providing such access through remedial action. Using the capabilities approach, this paper combines quantitative and qualitative organisational data analysis at a community level to reveal an increasing share of the population who could benefit from switching and who agree to switching. At the same time, eligibility for one-off discounts on electricity bills to support the energy poor has increased sharply in recent years. This data points towards climate mitigation policies and market structures which benefit wealthier groups at the expense of more deprived groups who lack capabilities. At the micro scale, data access and intermediation at various levels and scales can help support more targeted interventions that facilitate well-being and enhanced capabilities. At the macro level, liberalised retail electricity markets need to be accommodated by safety nets and supportive institutional arrangements to avoid competitive pressures translating into complexity and opacity for consumers. Herein, 7,308 relevant documents on biochar application for the remediation of heavy metal (HM)-contaminated soil (BARHMCS) from 1991 to 2020 were extracted from the Web of Science Core Collection and subjected to bibliometric and knowledge mapping analyses to provide a global perspective. The results showed that (1) the number of publications increased over time and could be divided into two subperiods, i.e., the slow growth period (SGP) and rapid growth period (RGP), according to whether the annual publication number was ≥300. (2) A total of 126 countries, 741 institutions, and 1,021 scholars have contributed to this field. (3) These studies are mainly published in Science of the Total Environment, Chemosphere, etc., and are mainly based on the categories of environmental science, soil science, and environmental engineering. (4) The top five keyword clusters for the SGP were biochar, biochar, sorption, charcoal, and HMs, and those for the RGP were adsorption, black carbon, nitrous oxide, cadmium, and pyrolysis. (5) The main knowledge domains and the most cited references during the SGP and RGP were discussed. (6) Future directions are related to biochar application for plant remediation, the mitigation of climate change through increased carbon sequestration, biochar modification, and biochar for HMs and multiple organic pollutants. Biochar application in the remediation of heavy metal-contaminated soil (BARHMCS) has become a popular research topic worldwide. Many excellent papers on this topic have been published, including some valuable reviews. However, there are no reviews including bibliometric and visual analyses. In the present study, bibliometric and visual analyses of relevant literature in the field of BARHMCS based on the Web of Science Core Collection were carried out to outline the development process of this field at a macro level, clarify the research hotspots, identify the knowledge domains that support this field, and explore future research directions. These efforts will no doubt help readers fully understand BARHMCS from a global perspective and provide a reference for future research. An overall global perspective of biochar remediation of heavy metal (HM)-contaminated soil was provided. The main popular research topics of each period were discussed. Knowledge domains were discussed. Five main future research directions were identified based on burst keyword analysis. United Nations Educational, Scientific and Cultural Organisation (UNESCO) strives to increase the number of natural World Heritage Sites to protect it from the onslaught of climate change and anthropogenic disturbances. The international community at the Paris Agreement on climate change in 2015 recognized reducing emissions from deforestation and forest degradation and the role of conservation, sustainable management of forests, and enhancement of forest carbon stocks in developing countries as one of the best low cost panacea for global environmental problems. India, in its Nationally Determined Contributions (NDCs) promised to increase its forest cover as an effort toward the mitigation of climate change. All these efforts are directed toward saving our Earth from the worst impacts of global warming. In the midst of these efforts, the conservation of Western Ghats is one of the central hotspots of biodiversity and deserves special attention. Thus, this paper looks into the questions how the Heritage Tag and Western Ghats Ecology Expert Panel (WGEEP) report causes intricacies in the conservation of Western Ghats? And why local inhabitants are so much apprehensive about the conservation of their region? This study proves that negligence in addressing the concerns and participation of affected stakeholders, from the framing of the conservation projects to its implementation, leads anti-conservation movements. South Africa's Just Energy Transition (JET) from coal to renewable energy in response to climate change mitigation policies comes packaged with social costs that these mitigation policies tend to overlook, considering their focus on carbon emission reduction. The paper argues that Social Impact Assessments (SIAs), a component of Environmental Impact Assessments (EIAs) focused on social impact mitigation, can be a long-term approach to closing the social cost gap. Against this backdrop, the paper's arguments were informed by a literature analysis on SIAs and the Just Energy Transition, semi-structured interviews, and surveys with 230 participants, including experts, from Kriel and Carolina in Mpumalanga, South Africa. The findings point to skills development barriers such as poor school attendance, a lack of alignment between existing curriculum design and labour markets, and students' low aptitude for STEM subjects. It also identifies community sustainability issues linked to poor public participation, gender inequalities in land reform and economic participation, and culturally disruptive displacements that will intensify as the energy shift unfolds. The paper submits that SIAs, if incorporated into mainstream energy transition planning, might be a long-term approach to mitigating societal costs and can support socially responsible policies. This paper proposes a conceptual and analytical framework of states' legitimacy-seeking to comprehensively investigate the motivation behind China's climate and environment policy. While previous research has largely overlooked political factors that underlie China's climate policy, this paper argues that these factors are crucial in understanding China's policy changes, which are evident at both domestic and international levels. By examining sources such as government documents, leaders' speeches and authoritative literature, this study contends that China's climate change initiatives are part of a broader effort to enhance domestic and international legitimacy. The issue of climate change has become highly politicised in China under the leadership of President Xi Jinping, and it serves as a crucial test of the ruling party and the state's capacity to govern effectively. Calcium oxalate (CaOx) crystals, ubiquitous in numerous plant families, have emerged as fascinating and complex structures with far-reaching implications in plant physiology, ecology, and human health. This paper encapsulates a comprehensive exploration of CaOx crystals, beginning with their formation and physiological role within plants, to their larger ecological implications, and finally, their impact on human society. Recent research has elucidated key genes involved in CaOx crystal formation, as well as the crystals' diverse physiological roles, including their function in calcium regulation, defense against herbivory, and potential contributions to carbon sequestration. We also highlight the ecological significance of CaOx crystals in nutrient cycling and plant-soil interactions, and the potential hazards posed by these crystals in human nutrition, particularly in the context of oxalate-rich diets and kidney stone formation. Despite significant advances, many aspects, particularly their ecological impacts and potential role in climate change mitigation, remain under-explored, necessitating future research. Identifying sound strategies to manage climate risks requires understanding complex systems, characterised by; a large number of potential factors that interact; multiple stakeholder constituencies with diverse values, deep and dynamic uncertainties. This paper assesses the general understanding and dominant narrative regarding climate change in particular societies in order to track the trends regarding the management of climate risk. In this regard, this paper considers climate risk from a Zimbabwean perspective between 1980 and 2021. The assessment of climate risk in Zimbabwe took cognisance of the fact that climate change is a subject that has received a considerable amount of attention in Zimbabwean focused literature. As such, secondary data were used to understand the dominant narratives regarding climate risk in Zimbabwe. The climate risk discussion in Zimbabwe has significantly grown over past four decades nonetheless, it is evident that the dominant narrative is biased towards climate change adaptation particularly on aspects of agricultural and livelihoods sensitivity from a water scarcity perspective. Other adaptation components such as the exposure to hazards, indigenous knowledge systems, ecological and infrastructure vulnerability, communication and gender dimensions of climate change also form the bulk of issues that dominate the adaptation centred narrative. Adverse climate impacts present a significant challenge for the majority of the world's population. It is especially true for smallholder farmers in coastal Bangladesh, where some adaptation initiatives appeared to be short-sighted and reproduced further inequity, poverty, and food insecurity. Based on empirical insights, this paper shows how short-sighted climate responses can adversely affect gender equity, illustrated through three adaptation strategies. First, agricultural institutions have traditionally and historically linked with gender roles. Outmigration from the region is gendered as males leave first. This forces increased household and farm responsibilities onto female household members and increased vulnerability. This gendered vulnerability becomes compounded by the ways critical weather information flows at the local level. Taking this gendered lens, this paper illustrates how shrimp farming has caused long-term woes for society. These insights help in understanding the complexity of climate–society interactions and the importance of long-term planning on any climate adaptation initiatives. [ABSTRACT FROM AUTHOR]

Emphasis on research quantity over quality in the modern corporatised university disincentivises mindful research where citations accurately reflect source content. To indicate the extent of this problem in tourism, this research analyses the 155 citations in peer-reviewed journals to Weaver's (2011) article "Can sustainable tourism survive climate change? published in Journal of Sustainable Tourism, which questions conventional wisdom on the need for tourism to prioritise climate change action. Over one-third (36.8%) of citations were 'knowledge impeding' due to inaccurate content citation, while none were 'knowledge developing' through application, testing or alteration of Weaver (2011) content. The remaining citations accurately cited source content and were therefore 'knowledge facilitating'. No statistically significant relationship pertained between citation quality and journal quality, or between the former and concurrent reference to Scott's (2011) rejoinder "Why sustainable tourism must address climate change" published in Journal of Sustainable Tourism. Significant relationships were identified with publication time and journal specialisation, with more recent years and non-tourism journals having lower quality citations; specifically, 64.0% of citations in non-tourism journals during 2016–2020 were knowledge impeding. Recommendations include author disclosure statements confirming citation accuracy, random pre-publication audits of accepted papers, and provision of 'good citation' guidelines on journal websites. Measures that aim to reduce greenhouse gas emissions also have impacts on achieving other Sustainable Development Goals (SDGs). Given the enormous challenge of achieving the goals of the Paris Agreement and the SDGs, insight into these impacts provides information on how to improve the feasibility of climate change mitigation measures by maximizing the co-benefits and managing the risks of possible trade-offs across SDGs. In this paper, we explore the impact of 20 promising climate mitigation measures on achieving the other SDGs for 11 world regions. Using the IMAGE modelling framework, the paper explores the GHG emission reduction potential of these measures aggregated by the sector under three scenarios. Based on peer-reviewed articles, the impact of the measures on other SDGs is assessed for the top three sectors with the highest GHG reduction potential in each region. We conclude that the number of synergies between the selected climate change mitigation measures and other SDGs dwarf the number of trade-offs in all regions. The magnitude of these synergies and trade-offs, however, varies by regional and socio-economic context. In high- and middle-income regions, the mitigation measures show few trade-offs that are generally associated with technology choices that could aggravate inequality and impact biodiversity. In low-income regions, some measures, especially land-use related ones, could interfere with efforts to reduce poverty, end hunger and improve well-being, if not complemented by additional policies that aim to protect the poor from increasing food and energy prices. How can an oil city pursue ambitious local climate politics and policies? Through a critical discussion of the process and debates over the making of an ambitious climate and energy action plan (CAP) in Norway's oil capital, Stavanger, this paper dissects the paradoxes evident in pursuing local climate policy and politics in a city with high dependence on oil revenue and an identity closely tied to the oil industry. With an analysis of how different actors frame place, scale and knowledge, the paper explores politicians' arguments, understandings and contestations, revealing how such a plan came into being. The analysis shows a discrepancy in how the actors understand climate change in terms of scale, whether it is an issue suitable for local governance and politics or not, and how they regard the city's potential role in climate transformation. By mobilizing Stavanger's past transformation from a poor fishery city into an oil capital to a future as a low-carbon sustainable city, the idea of the city's transformative capacity became clear. This made space for politicians and parties to change their view on climate change as a matter for local governance and politics, culminating in the passing of a very ambitious CAP. Australia is increasingly regarded as out of step in the global effort to combat climate change. Even the Australian Labor Party (ALP) Government, considered the climate-friendly alternative to the conservative Coalition, failed to deliver robust climate action from 2007 to 2013. This paper aims to validate the promising progressive rhetoric of the ALP Government from 2007 to 2013 to understand whether its commitment to climate action was genuine. It incorporates mixed methods to verify ALP attitudes to the environment and demonstrate the incidence of changing attitudes. This paper finds that the ALP deviated from ecocentrism in its framing of environment priorities towards a weak ecological modernisation approach to mitigation. This inconsistency suggests that climate change mitigation was an arbitrary priority for the ALP, rather than a cornerstone of its party platform. [ABSTRACT FROM AUTHOR]

Soils have the potential to sequester and store significant amounts of carbon, contributing towards climate change mitigation. Soil carbon markets are emerging to pay farmers for management changes that absorb atmospheric carbon, governed by codes that ensure eligibility, additionality and permanence whilst protecting against leakage and reversals. This paper presents the first global comparative analysis of farmland soil carbon codes, providing new insights into the range of approaches governing this global marketplace. To do this, the paper developed an analytical framework for the systematic comparison of codes which was used to identify commonalities and differences in approaches, methods, administration, commercialisation and operations for 12 publicly available codes from around the world. Codes used a range of mechanisms to manage additionality, uncertainty and risks, baselines, measurement, reporting and verification, auditing, resale of carbon units, bundling and stacking, stakeholder engagement and market integrity. The paper concludes by discussing existing approaches and codes that could be adapted for use in the UK and evaluates the need for an over-arching standard for soil carbon codes in the UK and internationally, to which existing codes and other schemes already generating soil carbon credits could be assessed and benchmarked. What are the prospects for using population policy as tool to reduce carbon emissions? In this paper, we review evidence from population science, in order to inform debates in population ethics that, so far, have largely taken place within the academic philosophy literature. In particular, we ask whether fertility policy is likely to have a large effect on carbon emissions, and therefore on temperature change. Our answer is no. Prospects for a policy of fertility-reduction-as-climate-mitigation are limited by population momentum, a demographic factor that limits possible variation in the size of the population, even if fertility rates change very quickly. In particular, a hypothetical policy that instantaneously changed fertility and mortality rates to replacement levels would nevertheless result in a population of over 9 billion people in 2060. We use a leading climate-economy model to project the consequence of such a hypothetical policy for climate change. As a standalone mitigation policy, such a hypothetical change in the size of the future population – much too large to be implementable by any foreseeable government programme – would reduce peak temperature change only to 6.4°C, relative to 7.1°C under the most likely population path. Recent scholarly work on sustainability transitions has highlighted the importance of the development of norms against fossil fuels, or Anti-Fossil Fuel Norms (AFFNs), for climate mitigation. However, further research is needed to understand the mechanisms and conditions by which such norms are developed and secured for successful sustainability transitions. This paper contributes to addressing this, through analysing the case of the Republic of Ireland, probing the emergence of norms against fossil fuels and notably against natural gas (also referred to here as 'fossil gas'). Whilst Ireland is considered an overall laggard on climate action, in recent years the country has witnessed several ground-breaking supply-side moves against fossil fuels. Drawing on in-depth original research interviews and analysis of key political sources, including parliamentary debates and policy documents, the paper finds evidence of norms against fossil gas emerging in the Irish case. The analysis contributes insights into the iterative development of AFFNs at the domestic level, the role of environmental movements, and broader lessons for the development of a just transition away from fossil gas. Communities resisting large coal mining projects navigate the significant tensions between imperatives of urgent climate action and economic growth in complex and contingent ways. Drawing on empirical research in a mining region of Central-Eastern India, this paper examines how the changing 'agrarian' context of rural livelihoods and household reproduction within mining-affected communities shapes the motivations of local anti-coal struggles, and the articulation of climate-change related concerns within them. It argues that such a conceptualization of political contestations over coal extraction points to crucial possibilities for building broader counter-hegemonic movements for more inclusive 'just transitions' away from coal. This article revisits a principle of distributive justice accepted by most, if not all, scholars of climate justice. The principle at stake, the limit, protects those who are very badly off from bearing the costs of climate change mitigation. The persistent noncompliance of developed states with their obligations toward burden sharing, however, means that this principle is increasingly in tension with successful climate change mitigation, given it seems to require that those in poverty have continued access to emissions in cases where alternative forms of energy are not provided. In the first half of the paper I outline this tension and show how the dominant expression of the limit in the literature, advanced by Henry Shue, must be abandoned. I argue that any attempt to articulate the limit in current circumstance, where the carbon budget is very scarce, must consider the climate harm associated with continued subsistence emissions. The second half of the article defends a principle, the exemption, which is best able to maintain the strong commitment to shielding those below the minimal threshold from the costs of mitigation, even in light of the potential harm that will result if they require emissions to fuel their energy needs. New community-scale developments should address both greenhouse gas emissions mitigation and climate adaptation goals. This paper presents a systematic approach to energy master planning (EMP) of net-zero emissions communities via probabilistic analysis of the resilience and cost effectiveness of various energy provision portfolios (supply, conversion and storage) in early design stage. Applied in the EMP of a new university satellite campus, comprising of five buildings with mixed energy uses, both the 2050 net-zero emissions and the energy resilience objectives are met by an energy provision portfolio that consists of air source heat pumps for heating and cooling, and a combination of PV panels, purchased green power, standard (non-green) grid power, battery and thermal heat and cold storage tanks – with only a modest 6% increase in costs compared to a reference solution. The intersection between land grabs and climate change mitigation politics in Myanmar has created new political opportunities for scaling up, expanding and deepening struggles toward 'agrarian climate justice'. Building on the concepts of 'political opportunities' and 'rural democratization' to understand how rural politics is relevant to national regime changes in the process of deepening democracy, this paper argues that scaling up beyond the local level becomes necessary to counter the concentration of power at higher levels. At the same time, this vertical process is inextricable from building horizontal networks and rooting struggles in communities. By looking at national-level land policy advocacy for more just land laws, accountability politics in mining at a regional level in the southern Tanintharyi region, and the bottom-up establishment of local indigenous territories, this paper illustrates how expanding these struggles becomes necessary, but is also accompanied by potential fault-lines. This paper describes how the Danish Road Directorate (DRD) works with the development and execution of construction of large infrastructure projects. The paper covers two parts: On the one hand the framework for reducing climate and environmental impact, and on the other the challenge of norms and standards. As cases, we will use two major bridge projects. As part of the basis for decisions the planning phase of infrastructure projects aims at providing the best way of meeting society's need for mobility, yet balancing many factors such as cost, time and environmental impact. The latter includes using the latest knowledge on climate and environmental impact as well as on the life cycle from cradle to grave of the infrastructure as input for a focused and cost-effective climate action. The planning also comprises factors that determine how biodiversity can be maintained as well as other considerations for the surrounding environment, including protected nature and habitat areas. This is exemplified by the new Roskilde Fjord Link project. Another major project, the future road and railway bridge crossing the Storstrøm, provides examples of the optimization of the design assumptions, considering the risks associated with the geotechnical conditions and relevant load conditions such as ice and ship impact. The Australian Institute for the Conservation of Cultural Material has published a range of resources that promote environmentally aware collection care and management practices including climate-specific Environmental Guidelines, the Sustainable Collections wiki and the Climate Adaptation resource. The Climate Adaptation resource provides access to 180 maps illustrating potential future climate scenarios for Australia in 2030 and 2090, using the two Representative Concentration Pathways RCP4.5 and RCP8.5. These maps were produced as part of research undertaken in 2019–2020 by Pagliarino and Meredith and supplement those published in volume 41 (issue 1) of the AICCM Bulletin. The release of updated climate change projections in the Sixth Assessment Report from the Intergovernmental Panel on Climate Change (IPCC) – Climate Change 2021: The Physical Science Basis – precipitated a review of the Climate Adaptation resource to confirm the continued veracity of the maps. This paper provides the results of that assessment, which confirmed the resource's ongoing accuracy and currency. In addition, the paper includes discussion of the new IPCC future climate scenarios of Shared Socioeconomic Pathways, which supersede RCP, and a summary of the state of the climate in Australia with warming, humidity, fire, weather and sea level rise investigated in more detail. Africa is one of the most vulnerable continents to climate change (CC), warming at 'double the global average rate'. The southern African region is already a CC hotspot with climate variability exposing stark societal and biophysical ecosystem vulnerabilities. South African and southern African youth are beginning to claim their place at various CC negotiation tables adding to the voices of government and various civil society groups. In this paper, written by a group of youth activists, civil society organisation leaders, educators and climate scientists, we track the journey that a group of young change-makers and local government officials (in the age range 15–24) have taken in securing a seat at the policy table. The challenges, caveats and course corrections that have been taken in the Johannesburg Youth Climate Action Plan (YCAP) process and the wider country, are interrogated. With climate change increasingly threatening people in uneven and disproportional ways, community-based solutions and interventions have become critical to ensure equitable, just, and inclusive climate action in cities. This paper examines community-based climate action in San Francisco (USA) through the lens of climate justice and intersectionality. Through a qualitative analysis of community-based organisations (CBOs) and their justice-oriented adaptation and mitigation efforts, our research examines the contributing factors and pathways by which CBO climate action leads to intersectional climate justice. Our analysis examines how CBOs 1) recognise and rectify historical and compounding vulnerabilities; 2) plan and act in ways that are people-centric and place-based; and 3) work collectively with organisations and government through alliances, coalitions, and participatory processes. The purpose of this paper is to suggest an accounting framework for India for implementation of its nationally determined contributions (NDCs) and design the appropriate modality for reporting its capacity building needs and priorities in a manner that is in consonance with the provisions of the Paris Rule book from the perspective of a developing country. The suggested accounting methodology considers India's national greenhouse gas (GHG) inventory and climate mitigation policies. The Key Category Analysis concept of the Intergovernmental Panel on Climate Change for accounting GHG inventory estimation at the national level is used to identify and rank the key inventory categories for India. Accounting of various national level mitigation policies is undertaken by assessing their impact on the key categories, subsequently recognizing 'Key Policies' in accordance with the provisions of the Paris rulebook. 'Key Policies' are found to have a definite role in driving the progress of implementation of NDCs. The study recommends a modality that developing countries can use to report their needs for capacity building support for full implementation of their 'key policies' while accounting their future NDCs, using the flexibilities provided under the Paris Rule book. While the technological development of vehicles and fuels is not adequate to meet current climate mitigation targets, infrastructure development also plays an important role in transforming the transport system. Previous studies have argued that conventional infrastructure planning is incapable of implementing climate mitigation. The aim of the paper is to provide insights into power means and mechanisms that counteract integration of climate mitigation targets in infrastructure planning. This is done by an in-depth case study of current Swedish national transport planning. This case provides a rich illustration of a situation with high political ambitions regarding climate mitigation on the one hand, and power mechanisms and resistance with regard to climate goals during the planning process on the other. The case is analysed using the perspective of power circuits and shows how forecasting works as an obligatory passage point, sorting in and out which analyses will be part of the decision-making material. Analyses which do not fit the forecasting model are dismissed from planning. The conclusion is that as long as the transport infrastructure planning practice is dependent on forecasting as the only central analysis there will be difficulties in changing the scope of infrastructure planning and making climate goals central for transport planning. Drip irrigation can be a transformational technology for smallholders in Sub-Saharan Africa (SSA). However, the diffusion and adoption of drip irrigation remain limited due to the existence of key barriers, and use of drip irrigation has largely been confined to donor- and government-supported irrigation projects. This paper therefore investigates actions to overcome key barriers, with a focus on the role of donors in these efforts. Based on documentary analysis of, respectively, policy reports and the OECD's database of bilateral aid, we construct a framework for measures that enable the diffusion and adoption of drip irrigation and then assess how bilateral aid organizations have taken part in these measures. Focusing on bilateral aid in the period 2013–2019, we show how a large share of projects, through support for smallholder irrigation schemes, have focused on increasing farmers' technical skills and linking them with agricultural markets, as well as enhancing extension services and providing capacity-building for public institutions. However, these projects have paid less attention to improving the supply chains for irrigation equipment and farm inputs such as seeds and fertilizers. We therefore recommend that future donor interventions into drip irrigation apply system-oriented perspectives which consider markets conditions for finance and for agricultural inputs and outputs. The extensive use of organic chemicals has resulted in the widespread distribution of hydrocarbon contaminants (HCs) in many ecosystems on a global scale. Many subterranean ecosystems can rapidly become anaerobic or even methanogenic following hydrocarbon contamination. Bacteria and archaea dominate communities in such systems and mediate the syntrophic processes that transform HCs into methane (CH4). The resulting CH4 is oxidized by anaerobic bacteria and archaea, either jointly or individually, in the presence of electron acceptors (e.g., sulfate, nitrate, nitrite, manganese, or ferric iron), a process that reduces CH4 emissions and, as a result, contributes to climate change mitigation. Although the possibility of the syntrophy of bacteria and archaea in the anaerobic transformation of HCs and methane oxidation is widely established, the specific pathways and syntrophic taxa involved are poorly understood. This paper reviews the syntrophy of bacteria and archaea in anaerobic HC degradation, with a focus on methanogenic processes. In addition, we discuss the role of bacteria and archaea in the anaerobic oxidation of methane (AOM) and its environmental significance. Given that much of the biotransformation of HCs driven by methanogenic and methanotrophic processes remains unknown, we propose a way forward to discover novel syntrophic partners and metabolic pathways in such anoxic systems. There is an ongoing debate among climate activists and scholars on the merits of 'climate emergency' frames, which mirrors debates in critical security studies on the benefits and risks of 'securitization'. Climate emergency advocates demonstrate that rapid transformative action beyond 'normal' politics is needed to meet the Paris agreement targets. Critics, on the other hand, highlight the risks of deploying emergency frames to galvanize climate action, which may simply result in failed securitizations or even in emergency suspensions of democratic norms that advance climate action at the expense of climate justice. This paper will engage this debate by exploring the question: could climate emergency mobilizations be compatible with climate justice? I will argue, following Andreas Kalyvas, that the climate emergency can be framed as an opportunity for an 'extraordinary politics' of democratic constituent power, though this would involve risks and trade-offs that must be negotiated in practice. Advancing equity and justice in climate action planning (CAP) presents a considerable challenge for urban governance actors. This paper provides necessary and practical guidance for developing participatory approaches that help planners avoid perpetuating dominant knowledge systems and corresponding planning interventions that have brought us to the current state of climate change and social inequity. Advancing equity and justice in CAP requires reflexive, participatory practice that centers vulnerable residents and supports communication across differences in social position and systems of meaning. Understanding spatiotemporal patterns of climate variability and trends is essential to designing context-specific adaptation and mitigation interventions for climate change impacts. To this end, this paper examines the 1983–2016 rainfall and temperature variability and trends using merged satellite-gauge station data in the UNESCO designated Cultural Landscapes of Konso, Ethiopia. We have employed a non-parametric Mann-Kendall test to analyze rainfall and temperature trends, whereas the coefficient of variation (CV) has been used for variability analysis. The distribution and severity of meteorological droughts were mapped using the Standardized Precipitation Index (SPI). Our findings revealed an increase in annual and summer (Kiremt) season rainfall by 3.16 mm and 0.42 mm per year, respectively. However, rainfall in the spring (Belg) season decreased by 1.12 mm per year. Our findings also showed a substantial spatiotemporal variability in drought events due to variations in rainfall and topography. Consequently, the observed increase in frequency and the spatial extent of drought pose potential threats to rainfed farming, which gradually exposes smallholders to food insecurity and socioeconomic vulnerability. Therefore, agroecological-based local adaptation and mitigation interventions to climate variability are needed to enhance the resilience of smallholder farmers and ensure the continuity of the Konso cultural landscapes. This paper examines how the economic growth imperative not only drives climate change and created the conditions for the development and spread of the COVID-19 pandemic but is also the context for climate change inaction and ineffective responses to the pandemic. Focusing on the United States, the paper identifies pretenses for collective inaction on COVID-19 that are similar in content to familiar justifications for delay in climate action: (1) denialism, (2) individualism, and (3) techno-optimism. These justifications must be identified as strategies to maintain the status-quo and benefit the wealthy few while allowing avoidable human suffering and loss. Adequately addressing climate change and future pandemics requires overcoming these false narratives and transitioning to social conditions that are resilient, healthy, and sustainable – specifically conditions where social and ecological well-being are prioritized over economic growth for the sake of profit maximization. The last decade witnessed a rapid rise in shared mobility in China. However, there is lack of understanding how the shared mobility market developed, how shared mobility reshapes daily travel patterns, and what shared mobility contributes, if at all, to environmental goals, and in particular climate change mitigation. Here, we systematically review the state of shared mobility in China, scoping 2541 English paper and 12,140 Chinese research papers. We differentiate between ride hailing, car sharing, and bike sharing and analyze the factors shaping shared mobility patterns from the four perspectives of consumers, service providers, the government, and the environment. We also elaborate on governance measures guiding shared mobility and investigate the impact of future shared mobility on a potential low-carbon transportation system transition, highlighting the key role of bike sharing and shared pooled mobility. We show that COVID-19 reduced demand for car hailing, but rendered bike sharing more popular. This paper addresses climate change through collaborative work with social movement organisations in the Philippines. We contend that the tendency of work on climate change, social resilience and climate justice to ignore epistemological questions and proceed through technocentric dominant frames can lead to partial responses that support the status quo, contribute to slow (or fast) violence, and enhance ongoing processes of marginalisation. Instead, we argue, there is a need to co-develop analyses with those most affected. The experiences shared in this paper speak to complex knowings of climate and the intimate hurts of disaster, and provide rich scope for resistance and change. We find knowledges to be affective, emotional and relational, and deeply imbued with power relations. These insights lead us to theorise a topological angle on the knowings and beings of climate: to turn to emotional topologies. In seeking to elaborate on emotional topologies of climate, we draw on the concept of knowledge spaces to better understand meanings and practices of climate as emergent motleys of linked people, sites, affective process, activities and technologies. This paper highlights how technology can contribute to reaching the 2015 Paris Agreement goals of net zero carbon dioxide (CO2) emissions and global warming below 2°C in 2100. It uses the Advanced Climate Change Long-term model (ACCL), particularly adapted to quantify the consequences of energy price and technology shocks on CO2 emissions, temperature, climate damage and Gross Domestic Product (GDP). The simulations show that without climate policies the warming may be +5°C in 2100, with considerable climate damage. An acceleration in 'usual' technical progress not targeted at reducing CO2- even worsens global warming and climate damage. According to our estimates, the world does not achieve climate goals in 2100 without 'green' technologies. Intervening only via energy prices, e.g. a carbon tax, requires challenging hypotheses of international coordination and price increase for polluting energies. We assess a multi-lever climate strategy combining energy efficiency gains, carbon sequestration, and a decrease of 3% per year in the relative price of 'clean' electricity with a 1 to 1.5% annual rise in the relative price of polluting energy sources. The effects of climate change are multiple and fundamental. Decisions made today may result in irreversible damage to the planet's biodiversity and ecosystems, the detrimental impacts of which will be borne by today's children, young people and those yet unborn (future generations). The use of citizens' assemblies (CAs) to tackle the issue of climate change is growing. Their remit is future focused. Yet is the future in the room? Focusing on a single case study, the recent Irish CA and Joint Oireachtas Committee on Climate Action (JOCCA) deliberations on climate action, this paper explores the extent to which children, young people and future generations were included. Its systemic analysis of the membership of both institutions, the public submissions to them and the invited expertise presented, finds that the Irish CA was 'too tightly coupled' on this issue. This may have been beneficial in terms of impact, but it came at the expense of input legitimacy and potentially intergenerational justice. Referring to international developments, it suggests how these groups may be included through enclave deliberation, institutional innovations, design experiments and future-oriented practice.. This paper set out to show the impacts of COVID-19 and climate change on smallholders through the lens of Sustainable Development Goals (SDGs) and ways to keep smallholders on the 2030 agenda. Descriptive statistical analysis of quantitative secondary data is applied to investigate the issues in question across world regions. Increasing energy and food demand have triggered greenhouse gas (GHG) emissions with effects on the environment, socio-economic and related sectors. If unchecked, climate change will jeopardize progress towards SDGs' agenda of ending hunger and poverty by 2030. COVID-19 exacerbates the underlying climate change impacts compromising food and water security. The widespread famines of Biblical proportions caused by COVID-19 effects are likely to cause more deaths than the virus. Improvement of water availability and food production is crucial to ending hunger and poverty. There is a need to strengthen smallholders' adaptation and mitigation capacity through cooperatives' platforms thereby reach out to smallholders who are the furthest first. International cooperation is urgent to support smallholders' adaptation of climate-smart agriculture to reduce GHG emissions thereby subdue climate impacts resulting in higher productivity, food security, poverty reduction and sustainable development. Climate change is a key socioeconomic and environmental concern in South Africa. The South African government introduced several climate change initiatives to address the impacts of climate change, resulting in the proliferation of climate adaptation policies across spheres of government. This paper studies different climate change adaptation policies and climate policy paradigms (CPP) to understand the adaptation landscape; it explains and compares the changes in CPP in South Africa over time. We mapped 40 policy documents from 2004 to 2022, which shows 12 national policies, 12 provincial (sub-national) policy documents and 14 metropolitan city policy documents. We then used 12 national policy documents to illustrate and understand the CPP. The research shows that different stakeholders have shaped climate change adaptation policy, both private and public firms advised on climate change policy and there are a number of different funding partners supporting the adaptation policy like GEF, C40 and GIZ. The changing policy environment has introduced new frameworks, objectives and processes. Therefore, more efforts will be needed going forward to guide adaptation policy across national, provincial and local governments. We find that several CPPs have emerged, that is different paradigms encompassing a range of policy goals, framings and instruments. The present National CC Adaptation Strategy (NCCAS) mandates adaptation across all levels of government and allows all important stakeholders to address climate change consequences. This NCCAS increases the number and ambition of adaptation policy, encourages integrated approaches, policy coherence and clear direction on how to handle climate risks and impacts in varied South Africa and its global commitment. Changes in policy paradigm enable the use of new policy instruments, including funding and budget mechanisms. Finally, climate adaptation policy has become more ambitious and stringent, requiring all levels of government to plan for climate change. The climate change policy landscape in South Africa has grown over the past 18 years, with policy development across different spheres of government (national, sectoral, provincial and metros), New CPPs have emerged, supported by new policy frames, goals and instruments. The NCCAS provides a clear policy goal, which also provides new policy instruments to implement climate actions and acts to enhance integrated approaches, The lack of domestic budget allocation remains a challenge for national government, but external partnerships have begun to provide support for policy development.
