This paper examines the Chicago sociologist William F. Ogburn's (1886–1959) views about technological unemployment, which were intimately connected to his analysis of the social impacts of technological developments and resulting social problems due to cultural lag. We trace the development of his views as seen through his well‐known 1922 book, Social Change with Respect to Culture and Original Nature, his important contributions to the President's Research Committee on Social Trends (1933), and his lesser‐known pamphlets designed for a broader audience—Living with Machines (1933), You and Machines (1934), and Machines and Tomorrow's World (1938). He used these pamphlets to educate the public about the dangers of new machines and technological unemployment. In doing so, he drew upon sociological analysis in his professional scholarly writings and his long‐standing personal interests in social betterment and social reform. Our analysis also calls into question the adequacy of existing scholarship on Ogburn that has emphasized his commitment to a statistical, dispassionate, and "objectivist" approach to social science research. We call for a revised, richer, and more complex view of Ogburn's work and legacy as one of the nation's leading social scientists during the first half of the 20th century. [ABSTRACT FROM AUTHOR]

In recent years, following the lead of the US, several OECD countries have introduced ‘workfare’ policies that link receipt of unemployment and related social benefits to compulsory participation on state-administered work and training schemes. The UK’s New Deal (Welfare-to-Work) for Young People is one of the largest and most developed of these workfare programmes. Official evaluations of the UK’s New Deal for Young People claim that it has been a national success, but overlook local variations in its results. This paper uses the Government’s own performance measures, data on local unemployment flows, numbers of New Deal participants recycled through the scheme as second starts, and interviews with both local policy managers and participants, to demonstrate that these local variations have been substantial. These different indicators suggest that the programme has been noticeably less effective in many inner urban and depressed industrial labour markets. In such areas the ‘recycling and churning’ of participants through the programme are more significant, and suggest that local labour market structures play a significant role in shaping policy outcomes. The paper argues that recent additions to the New Deal to improve job search and matching fail to address this local variation, and that a longer-term approach is required that seeks to improve not only the employability of individuals, but also the local employment opportunities open to them. One key implication is clear: that local labour market conditions can exert a significant influence on the outcomes of national workfare type policies, not only in terms of geographical variations in the problem to be solved, but also in shaping and constraining the local nature of policy outcomes. I explore the impact of the Production Credit Associations (PCAs), an arm of the early Farm Credit System, on agricultural yield and input use following the farm crisis of the 1920s. Like many low‐ and middle‐income countries today, farmers in the early 20th century United States found it difficult to access credit. The PCAs were established in 1933 and significantly increased the supply of short‐term credit available to farmers. Using distance from the serving PCA as a proxy for credit access, I find that counties within 30 km of a PCA had 7% to 14% higher crop revenue per acre and 9% higher corn yields than counties more than 60 km from a PCA. These areas also had a small but statistically significant increase in the use of tractors (1% to 2%). These results provide crucial evidence of the impact of government‐sponsored enterprises on the early US agricultural economy and its use as a cost‐effective tool to address market frictions. Existing historiography on Puerto Rico's agrarian reform programme in the early 1940s fails to explain why the reform resulted in the nationalization of sugar cane plantations and the formation of "Proportional Profit Farms" rather than land redistribution. This analysis examines the interplay between the New Deal and Puerto Rican political forces in the 1930s to help answer this question. It concludes that land redistribution was preferred among local forces and that the Proportional Profit Farms were a result of federal intervention by the New Deal, embodied most clearly in the figure of Rexford Tugwell, Puerto Rico's appointed governor from 1941 to 1946. This intervention calls for a re‐examination of the New Deal's role in Puerto Rico's long‐term economic development in the 20th century, particularly in laying down a model of dependent development and industrialization. Although some regard the New Deal of the 1930s as exemplifying an aggressive fiscal and monetary response to a severe economic crisis, the US fiscal and monetary policy responses to the COVID‐19 crisis have actually been far more substantial – and, so far, much more effective in reviving aggregate spending. Although many fear that these responses, and the large‐scale increase in bank reserves especially, must eventually cause unwanted inflation, the concurrent sharp decline in money's velocity has thus far more than offset any inflationary effects of money growth, while forward bond prices reflect a general belief that inflation will remain below 2 per cent for at least another decade. Notwithstanding the growth of the Fed's balance sheet, Fed authorities can always check inflation by sufficiently raising the interest return on bank reserves. I compare and contrast relief efforts by governments in response to the extraordinary unemployment of the Great Depression in the US and Australia. The effectiveness of relief spending in America at the local level is discussed using recent studies estimating the relationship between relief spending and various demographic measures. I develop a new panel data set for the Australian states from 1929 through 1939. Increased income in manufacturing and rural production were associated with lower infant mortality rates and death rates and higher fertility rates. Social welfare programs in the USA are designed to serve as safety nets for people in hard times, in contrast with the universal approach found in many other developed western nations. In a survey of cliometric studies of social welfare programs in the USA, we examine the variation in the safety net in the USA across states in the 20th century, the determinants of the variation and its impact on socioeconomic outcomes. The USA has always displayed substantial variation in the extent of the safety net because the features of most public social welfare programs have been and currently are determined by local and state governments, even after the federal government became involved in the 1930s. Differences across states persist strongly for typically a decade, although the persistence weakens with time, and there are some periods when federal intervention led to a re-ordering. The rankings of state benefits differ from program to program, and economic and political factors have different weights in determining benefit levels in panel data estimation of their effects. Variation in benefits across programs during the early 1900s had significant impact on labour markets, economic activity, family formation, death rates and crime. [ABSTRACT FROM AUTHOR]

The European Working Time Directive for junior doctors came into force in Britain in August 2004. The reforms themselves have been a long time in development and implementation since the inception and debates regarding the New Deal, to the current formations under health and safety legislation. This study, undertaken within a hospital trust setting in England, provides an insight into the perspectives of doctors, nurses and human resources managers in relation to the European Working Time Directive. Critical consideration is given to the impact of the reforms upon the National Health Service and more specifically to daily working relationships at the point of implementation. The results demonstrate some ambivalence towards the reforms because of the major shift in culture for the professions per se, but also for the future of health-care delivery where there are considerable tensions. British imperial and American experiences in conservation and planning are providing fresh interdisciplinary challenges for university teaching and research. The Roosevelt administration's ‘New Deal’ included government-sponsored interventions in soil erosion and water management and sophisticated regional development agendas. Reviewing samples of the latter areas of concern, this article explores the proposition that, although the British Empire was scarcely bereft of comparable interwar programmes and was becoming somewhat preoccupied with centrifugal tendencies, persistent porosity, exhausting struggles with postwar reconstruction, and comprehensive economic depression, New Deal evangelism was in fact variously anticipated, harnessed, challenged and ignored. A discussion of widely separated national and regional examples locates a layered interplay between uneven imperial and US pulsations, independent local manoeuvres, and critical inputs from key individual agents. The most important filters included the presence of comparatively robust bureaucratic infrastructures and the cultivation of international relationships by scientists and technologists. Encounters with convergent revisionism suggest cautionary leads for students, researchers and teachers alike. Reconstructions of selected contexts underline the presence of familiar posturing, opportunism, and astute patriotic deployment during the emergence of modern styles of globalization.
