On 20 July 2021, an extreme rainstorm battered Zhengzhou in China's Henan Province, killing 302 people, including 14 individuals who drowned in a subway tunnel and 6 who drowned in a road tunnel. As the global climate warms, extreme weather events similar to the Zhengzhou flood will become more frequent, with increasingly catastrophic consequences for society. Taking a case study-based approach by focusing on the record-breaking Zhengzhou flood, this paper examines the governance capacity of inland cities in North China for managing extreme precipitation and flooding events from the perspective of the flood risk management process. Based on in-depth case analysis, our paper hypothesizes that inland cities in North China still have low risk perceptions of extreme weather events, which was manifested in insufficient pre-disaster preparation and prevention, poor risk communication, and slow emergency response. Accordingly, it is recommended that inland cities update their risk perceptions of extreme rainfall and flooding events, which are no longer low-probability, high-impact "black swans", but turning into high-probability, high-impact "gray rhinos." In particular, cities must make sufficient preparation for extreme weather events by revising contingency plans and strengthening their implementation, improving risk communication of meteorological warnings, and synchronizing emergency response with meteorological warnings. The rainfall distribution in southwest China is uneven, and the rainstorm threshold cannot use in a unified standard. This paper synthesizes a calculation method for the extremely heavy precipitation threshold and the provision of the rainstorm threshold in meteorological operation. It calculates the daily precipitation rainstorm threshold at 400 national ground stations in southwest China. The rainstorm events from 1961 to 2021 were statistically analyzed using the rainstorm threshold and analyzing the spatial-temporal variation characteristics. The results show that the number of single-station rainstorm events and the average precipitation of single-station rainstorm events in southwest China decreased from east to west. The number and frequency of single-station rainstorm events in Guizhou, Sichuan, Tibet, and Chongqing are increasing, while the number of single-station rainstorm events in Yunnan is decreasing. There is no apparent spatial distribution pattern for the continuous rainstorm events in the southwest region. From 1961 to 2021, the number and frequency of rainstorm events at a single station in southwest China followed an upward trend. The number of rainstorm events at a single station increased by 16.7 times · (10a)−1, and the frequency of rainstorms increased by 9.9% · (10a)−1. The continuous rainstorm events show an increasing trend, with an increase of 0.1 times · (10a)−1. Using the rainstorm threshold in southwest China, the early warning threshold for rainstorm disasters can be adjusted. The temporal and spatial characteristics of rainstorm events since 1961 can analyze the changes occurring in rainstorm events under global warming and provide data to support the response of southwest China to climate change. • The extent of flooding in China is greater than in any other country. • Nearly 66% of China's landmass is submerged by flooding. • Financial toll of flooding accounts for approximately 1.42% of the annual GDP. • Various forms of climatic change contribute to flooding. The extent of flooding in China is more significant than in any other country. Our research reveals that approximately 66 % of China's landmass is submerged by flooding, affecting about 50 % of the population. Furthermore, the financial toll of flooding now accounts for approximately 1.42 % of the annual gross domestic product (GDP), which is almost 40 times higher than the corresponding figure for the United States. We have observed that Zhengzhou city in Henan province, which faced a devastating flood in 2021, received a significant amount of rainfall, specifically a total of 552.5 mm within a 24-hour period. The floods in Henan province in 2021 caused considerable damage, including impacting nearly 15 million people, resulting in almost 400 deaths, damaging over 10,000 square kilometers of agricultural land, causing almost $19 billion in economic losses, and leading to the collapse of over 35,000 households and damage to various properties. In a similar manner, the significant flooding that occurred in southern China in 2020 impacted approximately 7.1 million individuals across eight provinces and resulted in 54 fatalities, the collapse of 6,700 houses, and incurred a direct economic loss of US$3.33 billion. We found that rainstorms have significantly increased to 10 % in the last 60 years in China. In this paper, we delved into exploring the existing published articles, reports, and government and authoritative legal texts to analyze the causes and impacts of flooding in China's flood-prone regions and potential mitigation strategies to reduce the repercussions of distressing flood events. Rainfall is the primary trigger of landslides in Hong Kong; hence, rainstorm spatial distribution is an important piece of information in landslide hazard analysis. The primary objective of this paper is to quantify spatial correlation characteristics of three landslide-triggering large storms in Hong Kong. The spatial maximum rolling rainfall is represented by a rotated ellipsoid trend surface and a random field of residuals. The maximum rolling 4, 12, 24, and 36h rainfall amounts of these storms are assessed via surface trend fitting, and the spatial correlation of the detrended residuals is determined through studying the scales of fluctuation along eight directions. The principal directions of the surface trend are between 19 and 43°, and the major and minor axis lengths are 83-386 and 55-79km, respectively. The scales of fluctuation of the residuals are found between 5 and 30km. The spatial distribution parameters for the three large rainstorms are found to be similar to those for four ordinary rainfall events. The proposed rainfall spatial distribution model and parameters help define the impact area, rainfall intensity and local topographic effects for landslide hazard evaluation in the future. Climate change has resulted in an increase in extreme rainstorm events, posing the challenges of urban waterlogging and runoff pollution. Low Impact Development (LID) is widely used to address the issues above, but its effectiveness is unknown in mountainous areas. Due to a flash flood and high flood peak, storage pumping stations are also needed to drain. Thus, a framework composed of storage pumping stations and Low Impact Developments (LIDs) was proposed based on the topography and the regional upstream and downstream relationships. The water quantity in this framework is applied to YI County in Hebei Province, China. The results showed that individual LIDs effectively reduced runoff volume, with the implementation area being more crucial than the location. Combining storage pumping stations with LIDs significantly reduces peak outflow and delays it by 5 to 51 min. The combined downstream implementation of storage pumping stations and LIDs yielded the most effective results. These findings offer important insights and management strategies for controlling waterlogging in mountainous cities of developing countries. [ABSTRACT FROM AUTHOR]

In the context of global climate change and urban expansion, urban residents are encountering greater rainstorm waterlogging risk. Quantifying population exposure to rainstorms is an important component of rainstorm waterlogging risk assessments. This study utilized a two-dimensional hydrodynamic model to simulate the inundation water depth and inundation area resulting from rainstorms, with return periods of 5, 10, 50, and 100 years, in the Xiong'an New Area, and overlaid the gridded population data in 2017 and in 2035 under SSP2 to assess the change in population exposure. The results show that the average inundation depth and area increase were from 0.11 m and 207.9 km2 to 0.18 m and 667.2 km2 as the rainstorm return period increased from once in 5 years to once in 100 years. The greatest water depths in the main urban areas were mainly located in the low-lying areas along the Daqing River. The total population exposed to rainstorm waterlogging for the 5-, 10-, 50-, and 100-year return periods was 0.31, 0.37, 0.50, and 0.53 million, respectively, in 2017. However, this is projected to rise significantly by 2035 under SSP2, increasing 2–4-fold compared with that in 2017 for the four return periods. Specifically, the projected population exposure is expected to be 0.7, 1.0, 1.8, and 2.0 million, respectively. The longer the return period, the greater the increase in population exposure. The proportion of the population exposed at the 0.05–0.2 m water depth to the total population exposure decreases as the return periods increases, whereas the proportion changes in the opposite direction at the 0.2–0.6 m and >0.6 m depth intervals. Spatially, high-exposure areas are concentrated in densely populated main urban regions in the Xiong'an New Area. In the future, more attention should be paid to densely populated low-lying areas and extreme recurrence rainstorm events for urban flood-risk management to ensure population safety and sustainable urban development. ABSTRACT Heavy rain events or rainstorms of various scales often occur in Hong Kong from April to September. In extremes cases, they lead to serious landslides and flash floods resulting in loss of life, and damage to property and infrastructure. With climate change, extreme rain events are projected to be more frequent and more intense in this region. A system to gauge and label the severity of rainstorms would be useful for identifying and communicating extreme conditions in warning and disaster prevention operations. In parallel, a better understanding of the characteristics of rainstorms would also be important for impact assessments and engineering design purposes. This paper formulates a practical framework to index the magnitude and severity of rainstorms in Hong Kong. An index termed as the Severity Index combining the magnitude of different rainstorm attributes is devised for quantifying the overall severity of rainstorms. The paper aims to investigate the occurrences of rainstorms and their relationship with the climate change scenario. The study period under investigation refers to the period of greatest recent warming between 1976-2000 whereas the study area covers China east of 105 E longitude. This region is commonly considered to be controlled by the monsoon type of climate over East Asia. Positive (increasing) trends of rainstorm occurrences, both in annual and summer respects, have been shown for subtropical China whereas a non-uniform picture is associated with temperate China. The increase of rainstorms in subtropical China corresponds with an increasing trend of precipitation. At the same time, subtropical China experiences a mostly decreasing recent temperature change. No clear evidence could, however, be proved for a direct linkage between increasing temperatures and greater rainstorm occurrences. Within the climate change scenario a great risk of rainstorm occurrences must be regarded as part of the increasing risk of extreme weather events. Rainstorm occurrences are of a great practical importance as they increase the risk for environmental hazards such as landslides, landslips and floods. Landuse planners must therefore pay a great attention to an increasing number of rainstorms and their adverse risk impact on the environment. Such practical aspects need particular attention in subtropical China as the region of largest increase of rainstorm occurrences and where, at the same time, the mountains and hilly landscapes are particularly hazard-prone to landslides and floods. High-impact weather affects the safety and economic operation of power systems. In this study, to provide regional microclimate of high-impact weather for the local power grid system in the northern Heibei province (known as the Jibei region in China), ERA5-Land global reanalysis data during 1981–2020 with a 0.1° grid size (about 9 km) are adopted to analyze the climate statistics and changes of the disastrous weather that affects the power grids. The results show that there have been significant climate changes in the region, including a temperature increase of about 1 °C, evident humidity and precipitation reductions, for the Jibei region and the six sub-regions that concentrated with wind and solar energy development in the 40 years. Due to the differences in terrain, the climate changes differ significantly among the six renewable energy development regions. The main types of high-impact weather that affect the power grid in the region are heavy fog and icing events, followed by cold waves, snowstorms, and rainstorms. In general, with climate changes in the last several decades, the weather disasters in Jibei region have become more frequent. Since most high-impact weather events have a small scale, it is necessary to simulate the weather processes with high-resolution models to accurately quantify the characteristics of the weather processes that affect the power grid. Therefore, a refined regional meteorological model (with grid size of 2 km) based on four-dimensional data assimilation (JB-FDDA) is established for the Jibei region. With one year of model reanalysis data, we found that JB-FDDA can significantly improve the accuracy of the local meteorological fields, and properly depicted the details of severe weather that affect the power grid operation. Extreme precipitation events have increasingly happened at global and regional scales as the global climate has changed in recent decades. Accurate quantitative precipitation estimation (QPE) plays an important role in the warning of extreme precipitation events. With hourly rain gauge observations as a reference, this study compares the performance of Integrated Multi-satellitE Retrievals for Global Precipitation Measurement (GPM) mission (IMERG) and Global Satellite Mapping of Precipitation (GSMaP) quantitative precipitation estimation (QPE) products over Northern China in 2021. The Probability of Detection (POD), Relative Bias (RB), Root-Mean-Squared Error (RMSE), and Fractional Standard Error (FSE) are among the assessment metrics, as are the Probability of Detection (POD), False Alarm Ratio (FAR), and Critical Success Index (CSI). We examined the spatial distribution of cumulative precipitation and the temporal distribution of hourly average precipitation for three severe precipitation occurrences using these assessment metrics. The IMERG products capture strong precipitation centers that are compatible with the gauge observations, especially in extreme precipitation events in areas with relatively flat terrain and low-altitude (≤1000 m). Both IMERG (National Aeronautics and Space Administration, NASA) and GSMaP (Japan Aerospace Exploration Agency, JAXA) satellite-based QPE products have precipitation peaks in advance (2–4 h) and generally underestimate (overestimate) precipitation when the actual precipitation is heavy (light). The satellite-based QPE products generally overestimate the heavy rainfall caused by non-typhoons and underestimate the heavy rainfall caused by typhoons. The GSMaP products may have the capacity to detect short-term rainstorm events. The accuracy of satellite-based QPE products may be influenced by precipitation intensity, sensors, terrain, and other variables. Therefore, in accordance with our recommendations, more ground rainfall stations should be used to collect actual precipitation data in regions with high levels of spatial heterogeneity and complex topography. The data programmers should strengthen the weights computation retrieval technique and fully utilize infrared (IR)-based data. Furthermore, this study is expected to give helpful feedback to the algorithm developers of IMERG and GSMaP products, as well as those researchers into the use of IMERG and GSMaP satellite-based QPE products in applications. Frequent extreme climate events have attracted considerable attention around the world. Malus sieversii in Xinjiang is the ancestor of cultivated apple, and it is mainly distributed in the Ili river valley at end of the Tianshan Mountains. Wild fruit forests have been degraded, but the cause remains unclear. In order to identify whether extreme climate events caused this degradation reanalysis data and atmospheric circulation indices were used to determine the trends and the reasons for extreme climate changes. Subsequently, we further investigated the effect of extreme climate events on wild fruit forest using characteristics of extreme climate indices and tree-ring chronology. We found increasing trends in both extreme precipitation and warm indices, and decreasing trends in cool indices. Extreme climate events were mainly associated with the Atlantic Multidecadal Oscillation (AMO). Analysis of data of wind and geopotential height field at 500 hPa showed that strengthening wind, increasing geopotential height, cyclone and anti-cyclone circulation drivers contributed to extreme climate events. In the non-degraded region, there were significant positive correlations between tree-ring chronology and both extreme precipitation and extreme warm indices (except for warm spell duration indicator). The other extreme indices (except for heavy rain days) had a large correlation range with tree-rings in a 4–8-year period. These results indicated that extreme precipitation and extreme warm indices intensified M. sieversii growth of the non-degraded region on multi-time scales. In contrast, the degraded region showed insignificant negative relationship between tree-ring chronology and both extreme precipitation and extreme warm indices [except for warm spell duration index (WSDI)], and significant negative correlations in a 4–8-year period were detected between tree-ring chronology and most of the extreme precipitation indices, including heavy rain days, very wet days, cold spell duration indicator, simple precipitation intensity index (SDII), and annual total precipitation. Under the long disturbance of inappropriate anthropic activities, extreme climate has caused the outbreak of pests and diseases resulting in the degeneration of wild fruit forest. Against the background of global warming, extreme agrometeorological events have become more intense and frequent during the growing season of maize (Zea mays L.). In this study, we focused on the five types of extreme agrometeorological events that greatly affect maize production in Northeast China, including chilling injury, drought, rainstorm, frost, and gale. We averaged the actual timing of phenological events from the study agrometeorological stations and divided the maize growing season into four growth stages: emergence—jointing, jointing—flowering, flowering—kernel milk, and kernel milk—physiological maturity. Based on the historical weather data from 1960 to 2017 in the study region, we derived the values of pertinent indices for the five types of study extreme agrometeorological events during the four selected maize growth stages. The results showed that chilling injury and drought were relatively more frequent during the four growth stages of maize from 1960 to 2017 in the Northeast China. As time goes on during the growing season of maize, the spatial coverage of chilling injury, frost, and gale all showed a decreasing trend. By contrast, the spatial coverage of drought showed an increasing trend during the study growth stages of maize. During growth stages of maize, chilling injury was the main extreme agrometeorological event before the 2000s, while drought became the main extreme agrometeorological event after the 2000s. Identifying the main extreme climate events that could cause yield loss is imperative, and it is important for farmers to acknowledge ongoing changes in these extreme climate events in order to take preventive measures if necessary. The variation and trend in the frequency and duration of four types of high-impact weather (HIW) events were examined using daily surface climate data and linear regression method, and results show that for both the frequency and the duration, the trends of hot weather events were not significant in most parts of China, though for the China as a whole, they had increased with rates of 0.4 days and 0.1 spells of hot weather per decade respectively. The frequency of cold weather events had decreased significantly in most parts of China, particularly in northern, northeastern, and western China, where it increased at rates of 2-8 days per decade in most stations, but the duration of cold weather events were not significant in most parts of China. The frequency of gale weather events had decreased in almost all of China, with a rate of 3.7 days per decade for the China as a whole, and the duration of gale weather events had decreased mainly in northeastern and northern China, western Xinjiang, southwestern Sichuan, and some coastal areas of Liaoning, Shandong, Zhejiang, and Fujian. The frequency of rainstorm weather events was not significant in most parts of China, and the duration of rainstorm weather events was not significant in the whole of China. With global climate change, there would be an increase in the hot and rainstorm weather events, so mitigation/adaptation strategies for such weather events are essential for local government and social public.
