In the process of global urban development, there are urgent ecological security and environmental pollution problems, green development is the fundamental way for urban sustainable development, economic transformation and mitigation of ecological and environmental problems. Based on the panel data of 283 cities at prefecture level and above in China from 2003 to 2017, this paper analyzes spatial–temporal evolution characteristics of urban green development efficiency (UGDE) and the peer effects of UGDE between cities of different grades. It is found that during the study period, in terms of temporal evolution, the average UGDE in China increased from 0.47 in 2003 to 0.61 in 2017, with a cumulative growth rate of 29.79%, showing a rising trend in general. In terms of spatial evolution, the number of low-efficiency cities and medium-efficiency cities continued to decrease. The eastern region has always been the main distribution area of higher-efficiency cities and high-efficiency cities; in the central region, UGDE in most cities improved significantly; in the western region, UGDE has always lagged behind that in the eastern and central regions. In addition, the center of gravity of UGDE presented a trend of northwest migration in general, with a total displacement of 100.07 km, and UGDE showed a spatial dispersion trend. The empirical results indicate that the improvement of UGDE in large cities has a driving effect on that in neighboring medium cities and small cities through the positive peer effect, and the growth of UGDE in medium cities has a promoting effect on that in neighboring small cities through the positive peer effect; the increase of UGDE in medium cities has a positive peer effect on that in neighboring large cities, and the growth of UGDE in small cities has a positive peer effect on that in neighboring medium cities; UGDE promotes each other between large cities through the positive peer effect. The coexistence of urban expansion and shrinkage in China has become increasingly apparent; therefore, the current strategic model of growth-oriented urban planning as the top-level design needs to be adjusted. This paper focuses on the city of Baishan, which is a typical shrinking city in China, and explores the feasibility of implementing the concept of smart shrinkage planning in shrinking cities in China by constructing a coupled PLUS-SD model. The results demonstrate the following conclusions: (1) The overall simulation of the coupled PLUS-SD model is superior to that of the PLUS model. In Baishan, the areas with the most changes in construction land will be located at the edges of the landforms by 2030. (2) Using the traditional planning scenario would only exacerbate the rate of construction land expansion in Baishan, deepening the incongruity between the city's population and construction land. (3) The smart shrinkage scenario will require strict control of the scale of construction land and optimization of the structure of the urban construction land, which would push the city in the direction of healthy and sustainable development. (4) The concept of smart shrinkage planning is a scientific and feasible plan for realizing the efficient and sustainable use of construction land in shrinking cities. [ABSTRACT FROM AUTHOR]

As more attention is given to green and sustainable industries, an analysis of the industrial impacts on all aspects of life, including inclusive affluence, is gradually developing. Idle rural residential land is a valuable resource and an important factor in promoting sustainable development. Balanced urban and rural development contributes to inclusive prosperity, so understanding the relationship between industry and the balanced development of urban and rural can significantly impact social development. In China, achieving the balanced development requires narrowing the urban-rural income gap. This paper analyzed the impact of reallocating idle rural residential land on promoting the balanced development. The study found that industry development has a positive impact on the balanced development, with a regression coefficient of 1.478. Regions with higher industry indices in counties had better outcomes regarding the balanced development. When the development of rural industry derived from idle residential land was in good condition, the effect increased by 3.326 percentage. The results showed heterogeneity, with the regression coefficient of industry development on the balanced development in county-level cities being 0.498 larger than in urban areas. In summary, the reallocation of idle residential land can promote sustainable development, increase residents' income, and improve overall regional economic development. Green development is a significant concept that cannot be ignored in contemporary society. However, in the context of China's transition from high-speed growth to high-quality development, the complex impact of urban development has brought great challenges to the urban green environment. In this paper, the impact of urban development on green development efficiency (GDE) was studied. First and foremost, a Super-SBM model was introduced to measure the GDE of 41 cities in the Yangtze River Delta during 2009–2018. Moreover, a Tobit model was used to analyze the correlation between four urban development factors, including economic development and GDE. According to the results, the mean GDE of the Yangtze River Delta is 0.824, and the GDE in most cities there has shown a fluctuating growth trend in this decade. By comparison, the GDEs of coastal cities and cities in the southeast of the Yangtze River Delta were generally higher than those of cities in the north, indicating that the green development is geographically unbalanced, and there is spatial heterogeneity in the area studied. The study's results also suggest that the urban economic development, innovation level, and government planning play a significant role in stimulating urban green development, and that the expansion of urban construction area hinders the improvement of GDE. Since the 21st century, the world has increasingly focused on the issue of sustainable development, and the green transformation issues have become a new hot topic worldwide. Green and low-carbon transformation has become an international consensus. Urban agglomerations are important connections between urban development and regional coordination, as well as important spatial carriers for economic activities. They are not only the main source of carbon emissions, but also the main battlefield for energy conservation and emission reduction. As an important field for carbon reduction, the green transformation of cities is crucial for achieving the "dual carbon" goals. This article focuses on 48 cities in the three most mature and influential urban agglomerations in China from 2011 to 2019, namely, the Beijing-Tianjin-Hebei urban agglomeration, the Yangtze River Delta urban agglomeration, and the Pearl River Delta urban agglomeration. The three-stage DEA model and Malmquist index model are used to measure the green transformation efficiency of the three urban agglomerations from both dynamic and static perspectives, and a Tobit regression model is constructed to explore the influencing factors of green transformation efficiency in urban agglomerations. Research has found that: 1) From a static perspective, the overall efficiency of green transformation in the three major urban agglomerations is at a high level, but from a temporal perspective, it shows a downward trend. The Pearl River Delta urban agglomeration is known for its green development, with the highest average efficiency of green transformation, followed by the Yangtze River Delta urban agglomeration. The Beijing-Tianjin-Hebei urban agglomeration has the lowest level of green transformation; 2) From a dynamic perspective, technological progress is the main driving factor for improving the efficiency of green transformation in the three major urban agglomerations. Therefore, the government should pay special attention to the progressiveness of technology when formulating relevant policies to promote urban green transformation; 3) From the perspective of spatiotemporal differences, there are significant differences in the spatiotemporal characteristics of green transformation among the three major urban agglomerations, and there are significant differences in green transformation strategies among different urban agglomerations. Eliminating environmental factors and random interference is necessary for accurately measuring the efficiency of green transformation in urban agglomerations; 4) From the perspective of influencing factors, factors such as industrial structure upgrading, green innovation level, and environmental regulation intensity jointly affect the efficiency of green transformation in urban agglomerations. Based on this, we should pay attention to the differences between urban agglomerations and implement policies tailored to local conditions; Strengthen the network system of urban agglomerations and avoid conflicts between cities; Encourage green technology innovation, accelerate industrial structure upgrading, and so on. This article focuses on the issue of green transformation in urban agglomerations, and conducts research from three perspectives: efficiency measurement, influencing factors, and implementation mechanisms. A relatively systematic theoretical framework for green transformation in urban agglomerations is formed, and an evaluation index system for green transformation efficiency in urban agglomerations is constructed and optimized. The composition mechanism of the five dimensional evaluation system for transformation efficiency is analyzed, and the bottleneck and breakthrough direction of the three major urban agglomerations in China in the development process are grasped. As the largest developing nation, China is currently experiencing rapid urban growth. Conducting a thorough scientific assessment of this expansion and its ecological consequences is of paramount importance for advancing China's ecological civilization and aligning with the United Nations' Sustainable Development Goals. This study employs multi-source remote sensing data to investigate the spatiotemporal trends in Chinese urban development and explore its impact on the ecological environment. From 2013 to 2021, the findings indicate an increasing trend in China's total nocturnal light, with the southern and central regions exhibiting higher growth rates. This suggests a decade-long expansion of Chinese cities, especially in the southern and central regions. However, the impact of urban expansion on ecological quality varies. Beijing, Shenyang, and Xi'an have witnessed improved environmental quality, while Kunming and Shenzhen have experienced minimal changes, and Hefei and Wuhan have encountered a decline. The observed spatial heterogeneity underscores the intricate relationship between urban expansion and ecological shifts. This study reveals the spatiotemporal dynamics of China's urban expansion and its ecological impact, providing valuable insights and policy recommendations for fostering the harmonized development of urbanization and ecological preservation. The development of a city's green infrastructure is increasingly being driven by low-carbon innovation (LCI). However, knowledge of how LCI affects green economic efficiency (GEE) in China is largely unknown. This study investigates the spatial effects of LCI on GEE in 285 Chinese prefecture-level cities. The empirical findings show that LCI exerts significant beneficial effects on its GEE but negative effects on its neighbors. The positive direct effects on GEE are offset by negative indirect effects due to the lack of spatial linkage effect and the existence of the siphon and crowding-out effects among cities. Using a mediating effect model, we have identified three channels of LCI that affect GEE: industrial structure, energy consumption structure, and human capital. A further heterogeneity analysis indicates that the impacts of LCI on GEE differ by region and city development level. Furthermore, LCI in the building, greenhouse gas treatment, transportation, and sewage and pollutant treatment categories could greatly enhance local GEE. The findings herein provide an empirical experience for accurately accessing the spatial effect of LCI on GEE, and offer a critical decision-making reference for implementing a cross-city green linkage development mechanism. This study investigates the development trend of smart-green cities, focusing on seven megacities in China. It addresses three issues that are common in urban green development, including the relationship between "smart" and "green", the scenario analysis of green development, and the uniqueness of megacities in green development. System dynamics modeling is applied. The simulation results reveal an "S"-shaped development curve for both aspects, indicating a gradual and accelerating growth pattern. Notably, the curve representing energy consumption lags behind the curve for smart city development by approximately three years. After 2030, when the smart city construction is expected to be completed, the proportion of the tertiary industry and investment in science and technology will play a significant role in limiting energy consumption. This study concludes by providing policy suggestions, including the need for long-term plans with phased targets, considering the specificity of megacities, and addressing external influences. In view of the insufficient and unbalanced green development of the Beijing-Tianjin-Hebei urban agglomeration (BTH), we explored the green development efficiency of the region and its influencing factors, so as to provide basis and reference for improving its green development efficiency. To be specific, the super-efficiency network slack-based model considering undesired output (SE-SBM-undesirable) and the Global-Malmquist-Luenberger index are used to analyze the green development efficiency of BTH from 2005 to 2020. In addition, we also used the Spatial Dubin Model (SDM) to analyze the influencing factors of the green development efficiency. The following results were obtained: (1) The green development efficiency of the region has increased from 0.339 to 0.733. The regional difference has narrowed by 66.43% in 15 years, but the degree of difference is still very large. (2) The static green development efficiency presents a state of "strong in the north and weak in the South," and the dynamic green development efficiency shows a characteristic of "core-middle-periphery" decreasing in turn. (3) The green development efficiency of a city is likely to be affected by more than 20% of other cities in the region. the level of urbanization, per capita GDP, government public service expenditures, and environmental governance have a positive effect on the green development of BTH, while the proportion of the secondary industry and FDI have a negative effect on the green development of BTH. Based on the above results, the key point to realize the green transformation of BTH's economic development is to control the development intensity, improve the efficiency of resource utilization, and strictly restrict the industries with high pollution, high energy consumption and low output. Effective land use contributes to sustainable urban development. However, there are various reports suggesting that urban land resources used mismatch to different extents in many Chinese cities. This study measures the degree of the mismatch phenomenon in utilizing urban land resources from a supply–demand perspective, and a mismatching coefficient, namely land resource mismatch (LRM), is adopted as the measurement. The data used for the empirical analysis are from a sample of 35 cities in China. The empirical study shows the effectiveness of employing the mismatching coefficient LRM model in evaluating the degree of the mismatch phenomenon in utilizing urban land resources. The research findings suggest the following: (1) Overall, the mismatch phenomenon in utilizing urban land resources is significant in China in the form of either supply shortage or over-supply. (2) The degree of the mismatch phenomenon is different between different types of land, with the land for administration and public services showing more serious mismatching and the land for commercial and business facilities showing less mismatching. (3) There are significant differences both in the type and the degree of land use mismatch among different cities, which are contributed largely by the intensity of local government's controlling and planning role on land resources and the maturity of applying market mechanisms. The results from this study can inform the government of the importance and necessity of adopting effective policy measures for mitigating the mismatch phenomenon in utilizing urban land resources. As an effective measure to solve the dilemma of urban energy consumption and economic development, the new energy demonstration city (NEDC) policy in China could greatly promote the development of the new energy industry and urban economy. This study aims to explore how the NEDC policy effectively promotes the growth of urban land use efficiency (ULUE), an essential indicator of economic development, through the urban industrial structure. Based on the panel data of 285 Chinese cities during 2003–2019, this study took the NEDC policy as a quasi-natural experiment and employed the PSM-DID method and the mediating effect model to objectively evaluate its policy effects. We found that the NEDC policy could significantly promote the growth of the ULUE. Specifically, the ULUE has been significantly improved by 17.0%. The NEDC policy could also promote the ULUE indirectly through the mediating effect of industrial structure advancement (ISA), but the mediating effect of industrial structure rationalization (ISR) was not significant. Furthermore, the promotional effect of the NEDC policy on the ULUE has regional heterogeneity. Compared with eastern cities and high-innovation cities, central and western cities and medium-innovation and low-innovation cities can obtain much higher promotion effects. The sustainability of land conversion to urban use is an important factor that promotes sustainable urbanization. However, China's local governments have relied too much on the land finance model for urbanization, which has led to disordered growth of urban land, ultimately posing a threat to ecosystem security and socioeconomic development. Effectively evaluating the factors that influence the growth of urban land is critical to improving the sustainability of urban land use. In this study, we explored the factors that affect the growth in the area of urban land using spatial analysis models based on panel data for Chinese prefecture-level cities from 2007 to 2019. We found that fiscal decentralization, infrastructure, industrialization, and industrial upgrading were the main factors responsible for the growth of urban land, but that their degrees of influence differed between regions. Our findings identify the necessity for local governments to design urban land-use policies and perform strategic planning for urban land use to improve sustainability based on the main factors that influenced the growth of urban land in each region. Although urban growth control policies are widely adopted to help sustainable development in various countries, including China, few studies have been conducted to investigate the effectiveness and optimization of such policies in Chinese cities. Hangzhou, China, was chosen for this study as the research object, where the local authorities manage the urban sprawl via an urban development boundary policy. The institutional analysis and development (IAD) framework was employed to identify the conflicts between the central government and the local government as well as the developers and homebuyers in the formal/informal stage. The analysis shows that, with the implementation of the policy, problems such as fiscal crises, property inflation, and illegal construction will appear as a result of actors' interactions. The study also highlights that industrial land transfer inside the boundary should be controlled in a reasonable range and that a land value tax should be introduced during the implementation of the urban development boundary policy. This econometric study contributes to the ongoing debate about the costs and benefits of urban form by employing interdisciplinary means-urban planning, econometrics and public administration--to explore the relationship between urban form and urban public services expenditure. In China, particularly, rapid urbanization is accompanied by an increase of urban public services expenditure and a difference in efficiency, which undermines the promotion of urban public service development. The Chinese government has paid great attention to urban sustainable development and promoting urban public services performance; however, until recently there has been a lack of empirical studies exploring the relationship between urban public services expenditure and urban form. Thus, the present research aims to analyze this issue by using relevant indicators based on an econometric model. The results provide a promising basis for improving urban public services expenditure efficiency. Based on the urban area interpreted by remote sensing data and geographic information system, two urban form metrics, the compactness ratio and the elongation ratio, are selected and quantified to describe urban compactness and urban sprawl accurately. Panel data analyses are performed using a cross-sectional dataset of the 30 cities for the years 2007, 2010 and 2013 to assess the likelihood of association between indicators of urban form and urban public services expenditure, while controlling for other determinants, such as educational level, income per capita, degree of industrialization, and unemployment rate. The results indicate that urban elongation is positively correlated to per capita urban public services expenditure and urban compactness is insignificantly correlated to it. Thus, it is recommended that policymakers consider the relationship between urban form and public services expenditure as part of urban planning and on-going strategies to promote public service efficiency.
