In this paper my thought experiment leads me to posit that South Africa's environmental governance often results in what I term "hollow environmentalism". This term describes the inevitable long-term outcome of promulgating laws and policies that are idealistic and seem symbolic and that at times fail to achieve their intended objectives or environmental promise. On a narrower scale, hollow environmentalism can also manifest when such symbolic environmental laws and policies lead to judicial decisions that lack substantive ecological justifications, perhaps even resembling symbolic judgments. I substantiate this argument through four key considerations. I commence with a reality check on environmental governance, emphasising that the state is not a neutral actor, necessitating closer scrutiny of state decisions. This leads me to the conclusion that governance stands at a critical juncture. I argue that the symbolic nature of our environmental laws, broadly speaking, often makes it challenging for the state to fully meet the lofty ideals it presents, thereby also complicating court decisions in these matters. Next, I align my thoughts with recent literature on adjudication in the context of the climate crisis. This literature stresses the need for courts to be bold and innovative in their judicial roles, given the precarious nature of stabilising environmental disputes. In the penultimate section I bring the discussion to a close by suggesting two interconnected possibilities to address hollowness in the face of climate change: "sunsetting" and "substitution". Abstract Various environmental footprint concepts have already been developed and applied in sustainability research. However, these analyses tend to remain restricted to historical observation samples. At least in comparison with related research activities in other environmental policy domains (like, e.g., climate policy), it seems that applications of integrated assessment tools represent rather seldom exceptions within the resource policy domain. Our paper is, therefore, intended to strengthen the related evidence base. We present recent projections from the dynamic Multi-Region Input-Output (MRIO) simulation model GINFORS (Global Inter-Industry Forecasting System), which provide an outlook on global development trends until the year 2050. Our detailed material footprint and climate policy assessment indicates that a global agreement on a policy mix will allow a clear turnaround towards climate protection and a sustainable use of natural resources without deteriorating economic performance. If the EU decides unilaterally to lead the way, then this turnaround could also be achieved for the EU while the EU would also benefit economically from this pioneering role. A third pathway towards a resource efficient and low-carbon Europe quantifies the environmental and economic impacts of a strong transitional change induced by European citizens' commitments to far-reaching sufficiency objectives. Abstract The critical role of everyday practices in climate change mitigation has placed experimental approaches at the top of the environmental policy agenda. In this paper we discuss the value of behavioural approaches, practice theories, pragmatic tinkering and speculative thinking with respect to experimentation. Whereas the first two have been much discussed within sustainability science and transition research, the notions of pragmatic tinkering and speculative thinking radically broaden the scope of experimental research and its contribution to sustainable everyday practices. Pragmatism brings to the fore the need to coordinate multiple practices and understandings of good eating, as these may clash in practice. Through this lens, the value of experimental research lies in revealing frictions that need to be resolved, or tinkered, in practice. Speculative experimentation, in turn, refers to the power of experiments to challenge the experimental setting itself and force thinking about new possibilities and avenues. We investigate the value of all four approaches in relation to our experiments with sustainable eating in the Finnish and Nordic context. Our elaboration justifies the need to broaden the conception of experimental research in order to capture the multiplicity of sustainable eating. Hence, we call for attentive, speculative experimental research aimed not only at testing solutions for sustainable everyday practice, but also at reflecting on the practice of experimentation itself. In recent years within the UK, behaviour change as a policy tool has gained popularity. Concurrently, the role of local authorities in both tackling unsustainability and reducing carbon emissions has become more prominent. This paper describes a recent study in the UK that aims to understand how local authorities are working to tackle unsustainability and encourage pro-environmental behaviour change in the population. Through interviews with local authority sustainability officers from London, this paper reviews the extent of sustainability work currently being undertaken by local authorities to assist residents transition to a more sustainable lifestyle. The study discusses key findings from the interviews, drawing on the commonalities and factors that influence local authority sustainability programmes. The key finding from these interviews is that there is a need for more robust monitoring and evaluation of local authority sustainability programmes. Robust evaluation would improve understanding of the potential contribution that local authority sustainability work could make towards addressing unsustainability and meeting national emission reduction targets. Abstract: This special issue of the Journal of Cleaner Production focuses on “Energy for Sustainable Future”. It is designed to mirror the increasing relevance of renewable energy sources and improved efficiency as crucial topics for practitioners in industry, for governmental policy makers, as well as for civic service providers, researchers, and educators. The purpose of this special issue is to serve as a catalyst for dialogue. The global warming related to CO2 emissions, coupled with steeply rising energy prices and the recent global financial institutional melt-down are causing massive societal concerns and give rise to increasing demand for ways to improve societal and individual energy efficiency and for ways to shift increasingly to alternative, low or non-carbon based energy systems. Until recently, industrial energy efficiency improvements have focused on improvements on efficiency rather than on the integration of renewable sources. The aim of this special issue is the identification of policies to support the development and implementation of technologies and management approaches we can employ to make the transition to more sustainable societies. The collection of papers in this special issue provide a foundation for students, researchers, scholars, practitioners and policy makers interested in making sustainable development more than a metaphor. The papers include focus upon ways for: [(a)] Improving industrial process to achieve improvements in energy efficiency. [(b)] Minimising waste disposals and reducing their impact through better management. [(c)] Reducing CO2 emissions by making progress toward lower carbon, renewable energy based systems, [(d)] Improving production of biofuels and hydrogen production systems, facilitated by employing cleaner production and novel LCA tools. [(e)] Improving integration of advanced materials and energy efficient equipment in different industrial sectors. Current and future developments in national and world economies are closely connected to sustainable, efficient and safe usage of raw materials and upon energy based on cleaner production concepts and approaches that are ecologically and economically appropriate for the short and for the long-term future of society. These challenges have received considerable attention in the media and scientific journals over the last several years. The idea of developing a specialised conference focussed upon them was put forward on various occasions. Focus upon them became reality on the 5th and 6th May 2008 in the historic Castle of Veszprém, Hungary, the current premises of the Hungarian Academy of Science which hosted the Workshop. The Workshop was a stimulating event and an overwhelming success, with nearly 100 contributors from Africa, North America, Asia and Europe, representing 28 countries. The purpose of this paper is to contribute towards moving the predominant situation of weak sustainable development (WSD) in the direction of strong sustainable development (SSD). More people – academics, politicians, bureaucrats and laymen alike – need to recognize SSD as an alternative to WSD. A joint discourse of WSD and SSD is suggested, called reflexive sustainable development. Here, advocates of WSD and SSD must argue for each specific case why their solution is better. This will expose, amongst other things, the ethical foundations which form part of resulting policy advice. Reflexive sustainable development is to be framed in discourse ethics, thereby remedying the power imbalance and allowing for substantial discussion. Reflexive sustainable development builds on a common theoretical base but will not lead to consensus in all matters. A family metaphor is introduced to inspire a discourse of both consensus and compromise. [Copyright &y& Elsevier]
