This paper studies the effects of an in utero program on birth outcomes for vulnerable pregnant women. We use information from the Buen Comienzo program, an initiative run by the local government of Medellín, the second-largest city of Colombia. To identify the effects, we obtain matching estimates using data from program participants and national birth statistics. We find that the program increased the birth weight of participant children by 0.09 and 0.23 standard deviations for boys and girls, respectively, and reduced the prevalence of low birth weight by 2.6 and 4.6 percentage points for boys and girls, respectively. In terms of size, the program reduces the incidence of being short by 3 and 4 percentage points, for boys and girls, respectively. The program also significantly reduced preterm births between 3 and 8 percentage points. We also provide evidence of the existence of heterogeneous effects depending on a mother's exposure to the program and her frequency of attendance. Finally, an estimate of the cost-benefit ratio of the program suggests that the benefits could be two to six times the costs, respectively, for boys and girls bom to participant mothers with early exposure to the program. This paper argues that we need to broaden the understanding of political economy beyond the circulation of 'things' so as to include forms of production, transformation and exchange of meanings. To illustrate the argument, the paper focuses on the contradictory encounter between two regimes of representation in nineteenth-century Colombia: the 'will to civilization' and laissez-faire. Because political economy was founded upon the desire to civilize classes, races and gender, the premises for laissez-faire could not be achieved. Arguments about local artisanship, the causes of poverty or the international division of labour were embedded in distinctions between the local and the European: ignorant artisans were contrasted with English workers, theory was preferred to reality and coarse textiles were compared to imported ones. Negative representation of female and Indian dresses increased the desire for imported textiles, which in turn led to the displacement of local manufactures in favour of European ones. In those nations imagined as deprived of civilization, the idea of a self-regulatory principle did not prosper. In Colombia, the formation of gender, class and racial identities within the 'will to civilization' regime of representation arrested the formation of an 'indifferent' capitalist labour market. The article discusses a study which provided empirical evidence of media bias for an economic event in Colombia through framing media bias as the uneven reporting of an economic outcome. The country had a market-determined exchange rate since December 1991. A correlation between the amount of news and intervention in the exchange rate is shown. It is said that interest groups encountered the advent of financial openness and an inflation-targeting central bank.

The article investigates the claim that labor union leaders are targets of political violence in Colombia. It presents facts on violence against union members in Colombia and compares them with the evolution of the total homicide rate and with the homicide rate for other groups. The article also provides some measures of the importance of unions in the Colombian economy and compares the unionization rate in Colombia and other Latin American countries.

It is the premise of this paper that technologically underdeveloped countries have made less-than-optimal use of their human resources and are, hence, intellectually underdeveloped. Without effective use of human potentialities there really can be no true national development in any sector. Such societies present a "symptomatology" of intellectual deprivation which does not permit human resources to be fully potentiated. Colombia, a Latin-American nation, is used as a case in point. In this paper, we estimate a dynamic panel data model to determine the effect of various institutional factors on the performance of a sample of Colombian companies during the period 2002-2007. Our results indicate that the analysed companies are affected by these factors. Institutions associated with property rights and contract compliance have significant effects on the growth of the firms. On the other hand, financial development does not have a significant effect. The effects of social transfers on growth are still unclear. The limitations of national accounts at subnational levels in developing countries have confined the analysis to the use of simulation models and household-level experimental data. This article contributes to the empirical literature by assessing the effects of Colombia's Familias en Accion, a human development cash transfer program, on municipal growth rates and per capita growth. The staggered introduction of the program in 2001–4 facilitated an identification strategy based on a difference-in-differences estimation. The lack of subnational GDP data is tackled by using luminosity data generated by satellites orbiting the earth, which have demonstrated to be a suitable proxy for economic growth. This article presents an interview with sociologist Göran Therborn. He comments on his ideas regarding social and racial inequality, which he views as a historical social construction. He also discusses the methods and possibilities of reducing social and economic inequality, with a focus on Latin America and Colombia in particular.

We study the direct and spillover effects of local state capacity in Colombia. We model the determination of state capacity as a network game between municipalities and the national government. We estimate this model exploiting the municipality network and the roots of local state capacity related to the presence of the colonial state and royal roads. Our estimates indicate that local state capacity decisions are strategic complements. Spillover effects are sizable, accounting for about 50 percent of the quantitative impact of an expansion in local state capacity, but network effects driven by equilibrium responses of other municipalities are much larger.
