Although global access to schooling has increased over the last several decades, Sustainable Development Goal 4 (SDG 4), which champions inclusive, equitable, quality education, is far from being achieved. Experts predict that if the global community continues to operate education systems in the same way, by 2030, only one in six countries will reach the universal secondary school completion targets, and approximately 300 million students in school will continue to lack basic numeracy and literacy skills. The 2022 United Nations Transforming Education Summit emphasized the urgent need for a complete overhaul of education systems to meet SDG 4 targets. One significant outcome of the summit was a call to improve student learning by transforming teacher classroom practice. This paper is the first in a series of three working papers meant to serve as references and conversation starters for policymakers and researchers as they navigate pedagogical reform for education system transformation in their local contexts. This paper explores various definitions of pedagogies, the lack of consensus on what pedagogy means in practice, and the effects of Invisible Pedagogical Mindsets on pedagogical approaches.

Research confirms that all students, including students of color and their white peers, benefit from seeing diverse teachers and school leaders working together to replace inequitable practices with school cultures anchored in respect, high expectations, and trusting relationships. This kind of leadership also creates the kind of conditions in which high-quality teachers want to stay in their roles, at their schools. School leaders who lead for equity are continuously learning and pushing themselves to grow into more effective change agents. This paper examines five proven equity-focused leadership actions that educators can start implementing in their schools. This paper is the first publication from a project focused on the quality of teaching, learning and assessment practices in the vocational education and training (VET) sector in Australia -- what we understand these to be and how they might be measured. Based on a review of the literature, this paper explores current definitions of quality in VET, the factors that impact on the quality of delivery and the various measures used to make judgements about it.

This research paper is one in a series produced as part of the Cedefop project The changing nature and role of VET (2016-18). The aim of the paper is to provide an overview of how CVET is conceptualised in various international level policy documents and how it is referred to across countries. It discusses national conceptions of CVET, the providers, participation by IVET graduates in non-formal education and training (NFE), and participation of adults in VET education institutions in European Union Member States, Iceland and Norway. The paper describes how the provision of CVET by different types of provider has changed over the past two decades, discussing the main drivers of this change and speculating about possible future trends. One of the main findings is that there are many dominant conceptions of CVET across Europe and the use of this term is not consistent, sometimes not even within countries. In October of 2019, I presented at the IUPUI Assessment Institute in Indianapolis on the topic of academic program review. While almost every campus conducts program reviews, the definition, purpose, structure, and integration of assessment in program reviews is not universally understood, accepted, or implemented. This paper summarizes essential questions and discussions campuses should have regarding program reviews and the integration of assessment into such reviews. Unfortunately, too many campuses simply keep doing the same reviews over and over. The goal for this paper is to cause campuses to pause, reflect, answer some questions, and then revise their reviews to ensure a meaningful product. The paper is organized around the essential topics of definitions, accreditation, processes, continuous improvement and "closing the loop," and potential challenges. This paper concludes with templates from McKendree University that may serve as valuable tools which other campuses may use, edit, or compare to their own processes and practices. Academic freedom is a fundamental concept that exists to ensure that institutions of higher education function for the public good and that colleges are constructed on the foundations of genuine trust. For over a century, members of The American Association of University Professors (AAUP) have been agile guardians, careful stewards, and erudite experts regarding the principle of academic freedom and its application in the faculty profession. The Academic Senate for California Community Colleges began a deep and sustained conversation on academic freedom. California community colleges are in a period of significant and systemic change. Faculty are engaging with and challenging each other to act in adopting culturally responsive teaching, in eliminating racism in all its forms--interpersonal, institutional, systemic--and in serving the whole student in ways that provide care and support as well as ensure a clear and direct path toward reaching an educational goal. The purpose of this paper is not to be the definitive word on academic freedom in the community college system; rather, it is to begin an exploration of what academic freedom means and how it should be protected and implemented in California's community colleges. This paper strives to lay a foundation to ensure that the principles of academic freedom remain strong and flexible to adapt to the changing dynamics in the California community colleges and in academia.

Postsecondary workforce development is one of the major innovations of the modern community college. In a workforce approach, curriculum is driven by the needs of local industry, course delivery systems are sufficiently flexible to meet the diverse needs of students and industry, and students experience a mixture of work-based and classroom learning. These features combine to help students succeed at a postsecondary education and gain important training with less than a four-year degree. This paper describes how community colleges came to be a major resource for the nation's workforce development requirements and discusses the ways this role continues to evolve to meet the needs of students, employers, and local communities. The authors conclude by identifying major trends that will inform the future of workforce development in the American community college. The role of public education has never been more important--it is the bedrock of democracy. The failure to provide an equitable public education that enables equal access to opportunity unravels the American dream. Competency-based education holds promise as a uniquely powerful model for fostering equity, but only if equity is an intentional design feature embedded in the culture, structure and pedagogy. Across the country, educators and policymakers are coming to the same conclusion: the structure of the traditional system is a barrier to equity. The premise of competency education is that the culture, structure and pedagogy of the traditional education system, having been designed to sort students, must be and can be replaced with culture, structure and pedagogy that are designed to ensure every student can succeed. Still, the question remains: How should equity be thought of in a personalized, competency-based system to ensure that every student is indeed successful? This paper seeks to explore the potential pitfalls and strategies to ensure a more equitable education system. The driving questions include: (1) How should equity be defined to be meaningful in a personalized, competency-based system?; (2) Why does the traditional education system need to change and how will competency-based systems offer more equitable learning environments?; (3) What principles or elements need to be in place to ensure that competency-based education fulfills its promise to offer a more equitable education system?; and (4) How can educators work together as a field to ensure that competency-based systems take full advantage of what is known about equity strategies to benefit all students, especially those who have been historically underserved? This paper begins with a vision and definition of educational equity. It then explains how the traditional system was designed to promote inequitable outcomes and how competency-based education differs from the traditional system. In section III, the authors introduce an equity framework for personalized, competency-based education. The authors include a discussion of each principle, examples of policies and practices that will help to create an equitable environment and examples of red flags of shallow or weak implementation. The last section provides recommendations for future action. A glossary is provided in the appendix to clarify the terms used in the paper.

The aim of the paper is to identify and analyse patterns and trends in enrolment in upper secondary initial vocational education and training (IVET) in Europe over the period 1995 to 2015. The research produced findings on comparability of the international data as well as trends in enrolment in upper secondary IVET and its share of enrolment in upper secondary education. It found that, in countries where there has been a decline in VET enrolment, most of this is due to a declining youth population. It also found that many fluctuations in enrolment figures are artificial in the sense that they are the result of changing national classification and/or reporting practices. When correcting for these factors, findings show that the development of absolute enrolment in VET, as well as its share of enrolment in upper secondary education, has been quite stable in most countries. During the past decade, national qualifications frameworks (NQFs) have been developed and implemented across Europe. Triggered by the adoption of the European qualifications framework (EQF) in 2008, these frameworks draw attention to the outcomes of education and training, focusing on what learners are expected to know, understand and are able to do. Learning outcomes-based level descriptors are essential to these frameworks. While technical in their character, these descriptors not only help to define and map the (vertical) level of complexity of a particular qualification, they also help to clarify its (horizontal) orientation, be this on theoretical knowledge, practical skills and/or transversal competences. Level descriptors are thus important reference points, aiming to reinforce the learning outcomes orientation of education, training and qualification systems. This publication provides an updated overview of NQF level descriptors of 39 countries participating in EQF implementation. It celebrates the 10th anniversary of the EQF process in 2018 and its contribution to transparency and comparability of European qualifications. It shows the progress made in this area and challenges ahead.

This white paper provides a snapshot of available policies and guidance related to online learning and students with disabilities from a small group of states that require online experience as part of high school graduation or report a higher number of online course enrollments. The Appendix allows for a quick scan of the following 12 elements that would be of interest to stakeholders and policymakers: terms, definitions, online learning options, enrollment estimates, approved providers of online learning, eligibility for participation/enrollment, high school graduation requirement, data collection or reporting requirements, eligibility to participate, online learning as high school graduation requirement, provision of special education and related services/implementation of IEP or 504 plan, and data collection or reporting requirements specific to students with disabilities. This paper discusses national definitions and conceptions of vocational education and training (VET) in European Union Member States, Iceland and Norway and describes how these have changed over the past two decades. In autumn 2016, Cedefop invited national VET experts to respond to a questionnaire regarding the way national VET systems are understood (in the form of official definitions and overall conceptions). While the survey demonstrates significant diversity across Europe, VET is largely perceived as occupations-specific education and training geared towards securing supply of skilled labour and inferior to general or academic education. The survey also identifies two major trends: significant diversification of VET (in terms of providers, levels and target groups), and strengthening of VET (in the form of renewed emphasis on apprenticeships and increased work-based elements). The aim of the paper is to review scholarly attempts to define or explain vocational education and training and to develop a theoretical model to analyse national definitions or conceptions of VET [vocational education and training] and how they have changed over time. VET takes many forms and is, perhaps, the least unitary of education sectors. Based on a literature review of previous attempts to characterise VET, the paper suggests using a multi-perspective framework which combines: (a) an epistemological and pedagogical perspective; (b) a system and institutional perspective; and (c) a socioeconomic and labour market perspective to analyse VET. These perspectives can help to identify appropriate learning approaches, institutional solutions and forms of cooperation to work towards. In Volume 2 of this series, the approach is empirically tested and the different understandings of VET in 30 European countries are illustrated. This white paper explores the variation among Part C exiting categories as reported by the 50 states and Washington, D.C., using 2012-13 exiting data. Examining factors that may contribute to variation can lead to improved Part C exiting data quality within and across states. Examination of the Part C exiting data shows that 8 of the 10 categories (categories 1, 2, 4, 5, 6, 8, 9, and 10) had relatively wider variation among states. The paper investigates state characteristics that may influence exiting data variation, as well as possible strategies for improving data quality. This white paper includes four sections. Part 1 summarizes Part C exiting definitions. Part 2 reviews broad, general trends in exiting data variation. Part 3 examines potential reasons for variation, with possible strategies to improve exiting data quality. Finally, Part 4 summarizes the findings of examination of exiting data variation and highlights key findings for state data personnel. Metacognition has increasingly been recognized as essential for learning. This paper defines metacognition, discusses its importance, and specifies how faculty can nurture it in students to promote positive learning outcomes. The paper then offers extensive examples based on two formats: (1) activities offered before, during, and after lessons or as ongoing assignments in an online course; and (2) quizzes and examinations (tests), whether multiple choice or essay, that can be analyzed for maximizing future performance.

The digital revolution and automation are accelerating changes in the labour market and in workplace skills, changes that are further affected by fluctuations in international and regional economic cycles and employment opportunity. These factors pose a universal policy challenge for all advanced economies and governments. In the workplace, people seek to acquire contemporary and relevant skills to gain employment and retain transferable skills to maintain employment. The central purpose of this paper is to investigate how other nations or regions are dealing with these issues. What approaches are they taking to understanding the mix and dynamics of the skills attained by individuals and, more broadly, the totality of skills that in aggregate constitute a highly capable and adaptable labour force, one that supports firm viability and greater national productivity. This research has examined a range of initiatives and approaches being developed or in use in selected countries, including the United States, Singapore and New Zealand, and agencies/organisations; for example, the European Commission and the Skills for the Information Age Foundation. In doing so, it showcases the good practices used to ensure that occupational-level skills information remains current and widely accessible. The purpose of this piece is to provide the research and rationales behind Practice Profiles. To achieve outcomes and develop effective implementation supports, innovations need to be "teachable, learnable, doable, and assessable." Practice Profile methodology facilitates the development of innovations and their necessary infrastructure. The issues facing the following areas of adult education in Ireland in the era of lifelong learning were examined in a white paper: (1) second chance and further education; (2) community education; (3) workplace education; and (4) higher education. The Irish National Association of Adult Education (AONTAS) analyzed the recommendations presented in the white paper. Although AONTAS generally welcomed the changes in Ireland's adult education system that are outlined in the white paper, it did express specific concerns about several proposals. The following were among AONTAS' specific policy recommendations: (1) limiting the proposal regarding lowering the pupil-teacher ratio to literacy programs could lead to a proliferation of provision at the foundation level with a lack of supported programs after completion of the foundation program; (2) program fees should be abolished not just for the most disadvantaged adults but for all adult learners; (3) because low-skill workers will still be a marginalized group under the proposals outlined in the white paper, measures must be put in place to ensure that they can avail themselves of the opportunities necessary for success in a high-skilled, knowledge-based economy; (4) only the complete abolition of student fees can remove the confusion regarding entitlement to free fees and protect the interests of all adult learners. In Canada and elsewhere, the shift from more horizontal models of governance and toward a more organized, diverse, and empowered civil society has sparked renewed interest in citizen involvement. The various dimensions of citizen involvement in policy processes are as follows: (1) mobilizing interest; (2) claims making; (3) knowledge acquisition; (4) spanning and bridging; (5) convening and deliberating; (6) community capacity building; (7) analysis and synthesis; and (8) transparency and feedback. These dimensions play various roles in the following stages of the policy process: (1) problem identification; (1) priority setting; (3) policy formation and design; (4) passage of policy instruments; (5) implementation; and (6) evaluation. An analysis of the adequacy of Canada's existing political institutions in providing for the dimensions of citizen involvement in each of these stages reveals that those institutions are not assuming as effective a part in citizen involvement as they might. Possible types of reforms to address this problem are as follows: (1) improving existing institutions and processes and developing institutionalized mechanisms for funding citizen involvement; (2) creating a new institution for citizen engagement, such as a civic forum; (3) changing culture within government; and (4) investing in civil society, including by promoting strong associational networks and supporting capacity building in voluntary organizations. The fields of science, technology, engineering, and mathematics, more ubiquitously known by the acronym "STEM," have received a substantial amount of attention in recent years. As part of a research study investigating the alignment (or lack thereof) between the goals and priorities of educators and employers, we found it difficult to ascertain precisely what constituted a STEM occupation and to reconcile vastly different job, wage, and educational attainment projections. In this paper we explore the ways in which agencies and labor market researchers define STEM in six widely cited reports, and how these definitions influence the estimated and projected number of STEM jobs, estimates of how much these jobs pay, and what levels of education are necessary to attain these jobs. We find that agencies and researchers use different methods to classify STEM jobs (e.g., work tasks performed, knowledge, skills, education, type of work), which result in STEM job estimates ranging from 5.4 million to 26 million. Wage estimates exhibit a similarly wide range, from $50,000 to $96,000. In addition, jobs that require some STEM knowledge are frequently excluded from labor market analyses of STEM occupations, resulting in the under-counting of STEM-related jobs, the over-estimation of potential wages, and under-valuing of a sub-baccalaureate degree. Finally, we emphasize how groups of occupations (e.g., STEM) and industries (e.g., manufacturing) cannot be conflated with specific occupations. We recommend that researchers and agencies adopt a universal definition of STEM occupations and/or be more precise when speaking about the labor market in STEM related fields.

Europe faces an increase in the age of its natural population and a reduction in available labour force. The retirement of a highly qualified workforce, alongside a rise in demand for medium- and high-skilled workers, will likely result in labour shortages in several sectors and countries. The movement of qualified, third-country immigrants into the European Union is needed for economic recovery. Guidance services are to the fore in the reception of third-country immigrants; they provide fundamental career information and career management skills (CMS), empowering individuals to acquire autonomy in managing their career in a new country. This Cedefop study analyses guidance strategies to support labour market integration of immigrants. Its findings suggest the need for greater engagement by employers, trade unions and immigrant communities, as well assurance of appropriate practitioner training and improved marketing and communication strategies. This study addresses qualifications at level 5 of the European qualifications framework (EQF) in 15 countries (Belgium (Flanders), the Czech Republic, Denmark, Estonia, Ireland, France, Croatia, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Austria, Portugal, the United Kingdom (EWNI and Scotland) that had linked their national qualification levels to the EQF by June 2012. EQF level 5 qualifications play an important role in providing access to employment and career advancement as well as enabling further learning and progression to higher education. This double function makes them attractive to learners and employers. Although the extent to which countries use qualifications at EQF level 5 differs, their importance is growing in all countries investigated for several reasons. First, they are developed as response to increased needs for advanced technical and/or management skills. Second, they seem to be especially attractive to students with VET background and those already in employment. They also contribute to lifelong learning by being accessible and attractive for adults and non-traditional learners. This paper provides an account of the main approaches, debates and evidence in the literature on the role of workforce skills in the innovation process in developed economies. It draws on multiple sources including the innovation studies discipline, neoclassical Human Capital theory, institutionalist labour market studies and the work organisation discipline. Extensive use is also made of official survey data to describe and quantify the diversity of skills and occupations involved in specific types of innovation activities. The principal debates within the literature are outlined and evaluated. These debates centre on the definition of "skill"; the idea of generic "skills for innovation"; the contribution of skills supply in promoting innovation; the apparent paradox of simultaneous skill shortages and "over-qualification" in the workforce; the notion of "high or low-skill equilibrium"; how industry and training systems balance the demands for workers to acquire firm-specific skills of immediate value in the market against more general skills and knowledge that may be relevant to a broader range of firms and technologies over a working life; the role of different work organisation systems in promoting and utilising workforce skills and whether technical change is fundamentally biased towards demanding higher level workforce skills. The paper identifies a number of major findings in the literature. First, the predominant form of innovation in firms is incremental, and this points to the central role of the broader workforce in the generation, adaptation and diffusion of technical and organisational change. Second, achieving high academic standards within a country for the largest proportion of school students not only supports high participation in post school education and training but creates a workforce with greater potential to engage productively with innovation. Third, the extent to which a firm's workforce actively engages strongly determined by particular work organisation practices. Finally, there are large differences across advanced nations in workforce skill formation systems, especially for vocational skills. Such differences result in large disparities across nations in the share of their workforce with formal vocational qualifications, and in the level of these qualifications. The resulting differences in the quantity and quality of workforce skills are a major factor in determining the observed patterns of innovation and key aspects of economic performance. As a research and technical assistance organization, CNA Education would be the last to deny the importance of good data and the first to applaud efforts to improve the quality and scope of the data available. Solid data are critical to CNA's mission to further general understanding of the efficacy of specific education reform initiatives and to address the needs of their district-level and state-level customers and constituents for a clearer assessment of their own specific efforts and of the available options for improving their education outcomes. The three papers in this collection ("The State Data Analysis Gap: A Threat to Education Reform" by Arthur Sheekey and Michael Allen; "Getting State Education Data Right: What We Can Learn from Tennessee" by Kyle Southern and Joe Jones; and "The Equitable Distribution of Effective Teachers: Can States Meet the Research Challenges Required for Success?" by Michael Allen) make the strong case, however, that the availability of good data is not all that policymakers and educators need for their decisions. In addition, they need to understand the limitations of their data and how to use and interpret them appropriately. And they must ask--and answer to their satisfaction--a number of conceptual and technical questions that have implications for the validity, interpretation, and very meaning of the data they seek to use.

This paper estimates vocational education and training (VET) course-completion rates, in order to fill a gap in performance measures for the VET sector. The technique the authors use is to track all VET course enrolments within a three-year window, centred on the year of interest. Then, using an absorbing Markov chain model for a VET course enrolment, they estimate the proportion of VET course enrolments commencing in the year of interest that will eventually be completed. This approach allows them to estimate the completion rate without having to longitudinally track course enrolments over a long period of time. Findings reveal that: (1) The national estimated completion rate of VET course enrolments at certificate I level or above commencing in 2005 is 27.1%. For full-time VET students aged 25 years and under in 2005, this rate is 34.7%; (2) When cut by fields of education, the completion rates in 2005 range from 13.3% (for course enrolments in Mixed field programs) to 48.3% (for course enrolments in Education); and (3) Course enrolments at certificate III level had the highest rate of completion at 33.5% compared with other qualification levels. One of the distinctive characteristics of the VET sector is that many students wish to learn specific skills and have no intention of completing a full qualification. For these students a more sensible measure of success is the proportion of modules passed (the load pass rate). Overall, the load pass rate of 2005 enrolments was 79.1%. This publication is intended for three primary audiences: international development professionals who want to define "workforce" for program design purposes, those who seek information about field activities, and those who want to reflect on the implementation of successful, high impact programs--whether they were broad-based or sector-specific projects or local activities. The goal is to provide readers with options and strategies for connecting diverse sets of development objectives through international workforce initiatives. Following a brief introduction, the first chapter briefly reviews international workforce initiatives' historical roles in United States economic and political diplomacy and how they became part of the practice of development assistance. The chapters that follow provide definitions and design principles. The annexes contain more than 80 profiles of projects the Academy for Educational Development (AED) is currently or has recently implemented that have had workforce components. Most of the examples used come from projects implemented in partnership with the U.S. government, projects funded by the United Nations (UN), the Group of Eight (G-8), private foundations, and national governments are also included. Annexes contain: (1) AED Workforce Initiatives--Project Profiles ; (2) AED-Managed Global Technical Assistance Programs; and (3) Profiles of AED Projects with Workforce Components by Category.(Contains 23 endnotes.)
