THE QUALITY AND QUANTITY OF RESEARCH publications are used as benchmarks to monitor the performance of South Africa's national system of innovation. The indicators are pertinent to the policies of the Department of Education, which distributes funds for research at institutions of higher education by measuring the volume of research outputs. In this article, we present a scientometric assessment of research in South Africa in the context of the rest of Africa and in comparison with Brazil and India—two countries with which South Africa aims to develop strong scientific ties. We find that South Africa has published a significant number of papers in all 22 disciplines represented in the ISI's Essential Science Indicators. The largest numbers of journal articles in a 10-year period (1996-2005) were published in the categories Clinical Medicine, and in Plant and Animal Sciences, with over 7000 papers each. Three groupings, namely, Chemistry, Geosciences, and Environmental/Ecology, form the second cluster of disciplines in terms of the highest number of publications (2966, 2488 and 2386, respectively). In all 22 subject categories, India and Brazil are rated higher than South Africa in terms of number of publications, but South Africa is ranked above these countries in relation to citations per paper in all disciplines. Egypt outranked South Africa in three disciplines in the period 1995-2004, namely, Chemistry, Engineering, and Materials Science, as did Nigeria in Agriculture in 1996-2005. In addition to the three disciplines in the earlier period, Egypt outranked South Africa in 1996-2005 in Physics, Agricultural Sciences, and Pharmacology/ Toxicology. Progress files, involving personal development planning (PDP), are becoming a feature of many higher education systems internationally. In the UK they will become mandatory for all undergraduate students from 2005. This presents a major implementation challenge, because while reflection has been a cornerstone of practice in some areas of higher education for a considerable time, its generalisation as national policy changes its discursive location. The paper presents findings from a case study of the implementation of PF in one UK Higher Education Institution (HEI). It reports on how staff in one institution understand PF in the context of national policy, and on how they interpret the challenges they face in facilitating reflection for all students. This year sees the 40th anniversary of the first policy paper regarding the use of computers in higher education in the United Kingdom. The publication of this paper represented the beginning of the field of learning technology research and practice in higher education. In the past 40 years, policy has at various points drawn from different communities and provided the roots for a diverse field of learning technology researchers and practitioners. This paper presents a review of learning technology-related policy over the past 40 years. The purpose of the review is to make sense of the current position in which the field finds itself, and to highlight lessons that can be learned from the implementation of previous policies. Conclusions drawn from the review of 40 years of learning technology policy suggest that there are few challenges that have not been faced before as well as a potential return to individual innovation. At the crossroads of current innovation policies towards a European Research Area (ERA) and a European Higher Education Area (EHEA) lies an important province of higher learning and research: doctoral training and the further careers of PhD graduates. A considerable number of higher education systems across Europe shift their paradigms for doctoral training away from the traditional so-called Humboldtian model towards the so-called professional model. On this background, the paper discusses (1) the German pattern of a strong link of the PhD to the labor market outside academe that is based on a traditional academic-disciplinary mode of apprenticeship training, and (2) approaches that argue for a new mode of knowledge production replacing an academic-disciplinary model of research training by a hybrid model that crosses disciplinary and organizational borders. The paper argues that a diversity of organisational and structural forms as well as different validation criteria and procedures will probably determine the future face of research training. This paper discusses the driving forces behind the Bologna process, its advantages and possible negative effects. It also analyses the dangers that may result in commoditisation of the European higher education systems, in emergence of rigid accreditation systems and of a centralised bureaucracy that will impair innovation and creativity.The paper develops the idea that the Bologna process may be interpreted as a step in the neo-liberal movement to decrease the social responsibility of the state by shortening the length of pre-graduate studies and transferring responsibility for supporting employability to individuals through graduate studies.Consideration is also given to the mechanisms and forces behind the Bologna process that try to present an apparent climate of consensus despite some obvious difficulties and disagreements at the level of implementation. Student retention has emerged as a significant and expensive challenge for higher education institutes worldwide. Although several studies have been conducted on increasing student numbers and diversity in higher education institutes, studies on the relationship between student retention and entry grades are limited, particularly in the UK. The aim of this paper was to examine the relationship between entry grades and student attrition in the context of higher education in the UK. A quantitative methodology was used in this study, wherein data were derived from secondary sources, including University and Colleges Admissions Service (UCAS) tariff points and full- and part-time undergraduate student enrolment between 2012 and 2017. The data were extracted and analyzed using Higher Education Statistics Agency (HESA) performance indicators. The findings indicate that there exists a clear association between entry grades and student retention for part-time students, which may aid policy makers, academics, university staff, and higher education stakeholders to develop appropriate strategies to address attrition levels. Globalisation, together with readier access to capability-enhancing technologies and to technological insights once restricted to a few leading economies, are resulting in greater competition within Europe, and more widely within the developed world, for influence of all kinds (not just influence over the choices that foreign students make about the Higher Education courses on offer to them from Europe, but also influence of a more overtly imperialist kind, extending to the policies, incomes and futures of others). This article looks at trends in one important market for European Higher Education, the Middle East (particularly the GCC countries), which has many providers from North America and Australia. As observed by the late Edward Said, the USA is particularly forceful in the Middle East. Its technological superiority is accompanied by fervour to introduce American methods and curricula, and strong belief in their merit, reminiscent of the belief of the old French empire that ‘France had a “mission civilisatrice”, to civilize the natives”. The danger, highlighted in a recent UNESCO report ‘New Ignorances, New Literacies’, is that the natives will not be listened to. Is Europe listening more or less than the USA, and is it being listened to? Despite attention-gaining initiatives such as the proposed European Institute of Technology, EIT, and the commitment of EU governments to the Lisbon goals on competitiveness, there are indications of a drop in the influence of European Higher Education institutions in the Middle East. THIS ARTICLE REPORTS THE RESULTS OF AN exercise to develop indicators of research performance and quality as tools for university research policy and to assess the performance of the University of Pretoria. The main advantage of the approach used is that it identifies both the relative strength and impact of the institution's research disciplines compared with each other and in the context in which they operate. These indicators identify the university's strengths as being in various technological disciplines (computer science, engineering, and materials science) and in the animal and plant sciences, agriculture, and in environmental studies. This essay looks at how different sectors of U.S. higher education are funded, the students they serve, and the outcomes they deliver for those students. It raises serious policy questions about whether the distribution of public funds across this highly segmented industry both reflects and contributes to growing inequality in this country. It also asks whether recent trends in educational innovation and the impact of technology innovation in higher education will exacerbate or ameliorate that inequality. While the evidence is disturbing, the essay concludes optimistically. The past, it suggests, need not be prologue in higher education. The path forward for our industry, while highly constrained, can as yet be shaped through thoughtful, conscious, and analytically driven choices at individual, institutional, and state and federal policy levels. This article presents an update on a higher education bill in the U.S. as of May 1972. Although higher education legislation continues to be delayed in a House-Senate conference committee by such thorny issues as public school bussing, general aid to institutions, and the program of student support, several important decisions have been reached. Two of these concern the administration's proposed National Foundation for Higher Education (NFHE) and the National Institute of Education (NIE). Put most briefly, the former is out and the former is in. The NFHE was designed in part as a response to those who argued that higher education was receiving short shrift of all sorts and was being criticized for lack of innovation at the same time that support for innovation was denied. Actually the proposal drew relatively little attention and more yawns than passion on either side. This was partly because many felt it to be an organizational exercise whose real merit depended entirely on its undetermined staffing and budget. As it is, the House-Senate conference sought to accomplish some of the same results without the bureaucratic fanfare. Thus, the Department of Health, Education, and Welfare (HEW) was authorized to hire up to five top-level administrators and to establish an advisory commission to promote higher education innovation.

Higher education institutions can play a key role inhuman capital development and innovation systems from Romania. Within the regional level it is proposed the development of Higher Education Regional Institutions (HEIR), system which can lead to a pole supporting growth and innovation, can provide a focus and coordinate the qualification of the labour force, as well as its search and innovation processes. HEIR can help regions become more innovative and globally competitive. It may also contribute to a more balanced and sustainable development in a more even and of sustainable local values, inducing clear economic advantages. Also, it is considered that an important role in the development of the future regional system will have local governments that will sustain the emergence/local development of "centres of excellence" around it. The article discusses the international competitiveness of national higher education systems in U.S. and Germany in which the two countries are borrowing structures in education reform. The authors point out that the practice of importing selected parts of the U.S. system of higher education into other national systems is widespread, making these transfers a phenomenon of global relevance and importance. The international competitiveness of national higher education systems is an important political issue in many countries in which these politics drive some governments to reform their systems by borrowing elements from societies with systems thought to be superior.

During the transition period in Hungary the role of the market has become more significant, and several market elements have appeared in education, as well. The growing social demand for schooling resulted in the huge expansion of secondary and higher education. Schools try to match the demand with the supply in a colourful variety of programmes.
