China is undergoing rapid urbanization, along with economic growth and transport automation. Because it is densely populated, China is constrained by natural resource limitations and potential impacts of global climate change. Significant challenges for sustainable urban development include urban sprawl, traffic congestion, air pollution, city layouts not oriented to twenty-first century lifestyles, declining traditional urban culture, selective over-development, and social inequities. Increasing awareness of these pressing problems has led national and provisional governments and cities to seek sustainable urban development solutions. Central ministries and non-government organizations have implemented pilot projects demonstrating best practices in the Chinese context. These are being scaled up to develop local and national guidelines and policies. This paper describes China's urbanization issues and national and local efforts toward the realization of sustainable urbanization. It is hoped that China's urbanization trends and challenges will stimulate sustainable and low-carbon concepts and approaches that can enrich sustainable urbanization theory and practices in and beyond China. As a extra-large city in China, Beijing faces a serious problem with air pollution. In 1998, a package of air pollution control measures was announced by local government. However in order to reach environment target, further policy options have to be explored. Based on previous studies on technology choices for urban transport in Beijing, this paper presents a policy assessment to examine these options. A methodology framework using criteria for policy evaluation was used in the assessment. Here diesel-car, Compressed Natural Gas (CNG) vehicle and Mass Railway based Transport (MRT) were selected, and barriers to their diffusion were identified. For each barrier, a group of policy options to remove the barrier was evaluated by five criteria. A ranking of these policy options is given in this paper. [ABSTRACT FROM AUTHOR]

Abstract: Renewable energy and energy efficiency (REEE) policies have far-reaching implications for energy security, climate change, economic competitiveness, pollution, and human livelihood. For these reasons, REEE has become a national priority for the Chinese government, particularly since 2005. This paper aims to critically review China's REEE policies in six sectors: electricity, industry, transportation, buildings, and local government. In addition to examining the progress China has made in the development and implementation of REEE policies, this review also identifies limitations and room for improvement. As the world gets ready to begin the second decade of the twenty-first century, global climate change has been recognized as a real threat to civilization as we know it. The rapid and successful economic growth of developing nations, particularly China and India, is contributing to climate change. The route to initial economic success in China followed that of the developed nations through the development of industries. Unfortunately, China''s environmental protection efforts have not been the same as in developed countries because China is vastly different culturally, socially, economically and, especially, politically from developed nations. When China started to deal with environmental concerns in the late 1970s, it took advantage of the experiences of other countries in establishing environmental standards and regulations, but it did not have a model to follow when it came to implementing these standards and regulations because of the abovementioned differences. Economically, China is transitioning from an agricultural base into an industrial base; however, even now, 60% of the population remains farmers. China has been and still is heavily dependent upon coal for energy, resulting in serious atmospheric particulate pollution. While growing efforts have been expended on the environment, at this juncture of its economic development, China would be well served to revisit the traditional “develop first and clean up later” approach and to find a balance between development and protecting the environment. Against this backdrop, a reflective look of the effort to manage air quality from 1949–2008 (with an emphasis on the past 30years) in China is presented in this paper. In order to mitigate global climate change and air pollution, the Chinese government has assigned high priority to expanding low-carbon power generation in China. Recent studies have shown that wind power is one of the most promising renewable energy option in China. Although many studies have estimated the generation potential of onshore wind power, their results vary widely from 1783 TWh to 39,000 TWh. Therefore, we examine the different assumptions in these papers and identify three main factors influencing the results. The three influencing factors are: weather data set, land utilisation factor, and wind turbine configuration. For our model-based analysis, we define a reference scenario which is used to compare the results. Our analysis shows using a different weather data set increases the generation potential to roughly 35,000 TWh. This is 54% higher than the generation potential of the reference scenario. The land utilisation factor also has a large influence, ranging between −10% and −51%. The studies' assumptions and data should be subjected to careful scrutiny, as the calculated wind power potentials are widely used to develop decarbonisation strategies for the energy system. • Study results on wind power potentials in China vary from 1783 TWh to 39,000 TWh • Influencing factors: weather data set, land utilisation, and wind turbine configuration. • Model-based sensitivity analysis with nine scenario settings. • Chosen weather data set has the highest impact on the calculated results with a variation of 54%. The governance of energy consumption in China is of environmental significance from the standpoints of preventing local air pollution and global climate change. At the heart of China's energy governance system is the energy conservation target responsibility system (ECTRS). This article examines this important governance instrument from three key aspects. First, it explains the role of the ECTRS in China's authoritarian yet decentralized governance system. Second, it traces the development of the ECTRS over the last decade, with a specific focus on the reforms introduced in the 13th 5-Year Plan (2016–2020), particularly the energy caps. Third, it analyzes the limitations of the ECTRS and provides a policy outlook in the context of growing domestic and international interests in energy conservation. [ABSTRACT FROM AUTHOR]

In recent years, air pollution has caused more than 1 million deaths per year in China, making it a major focus of public health efforts. However, future climate change may exacerbate such human health impacts by increasing the frequency and duration of weather conditions that enhance air pollution exposure. Here, we use a combination of climate, air quality, and epidemiological models to assess future air pollution deaths in a changing climate under Representative Concentration Pathway 4.5 (RCP4.5). We find that, assuming pollution emissions and population are held constant at current levels, climate change would adversely affect future air quality for >85% of China's population (~55% of land area) by the middle of the century, and would increase by 3% and 4% the population-weighted average concentrations of fine particulate matter (PM2.5) and ozone, respectively. As a result, we estimate an additional 12,100 and 8,900 Chinese (95% confidence interval: 10,300 to 13,800 and 2,300 to 14,700, respectively) will die per year from PM2.5 and ozone exposure, respectively. The important underlying climate mechanisms are changes in extreme conditions such as atmospheric stagnation and heat waves (contributing 39% and 6%, respectively, to the increase in mortality). Additionally, greater vulnerability of China's aging population will further increase the estimated deaths from PM2.5 and ozone in 2050 by factors of 1 and 3, respectively. Our results indicate that climate change and more intense extremes are likely to increase the risk of severe pollution events in China. China is setting increasingly ambitious greenhouse gas targets and backing them up with a wide array of policies and programmes. How successful China will be in slowing and eventually reversing the growth in its greenhouse gas emissions will depend significantly on how well it does with policy implementation at the local and regional levels. This article examines how climate governance works in China's multi-level governance structure. It explores why the Chinese leadership is taking climate change seriously, the nature of the policies and programmes being introduced, and the steps being taken to promote local environmental innovation and improve policy compliance. Background: Global climate change is one of the most serious environmental issues faced by humanity, and the resultant change in frequency and intensity of heat waves and cold spells could increase mortality. The influence of temperature on human health could be immediate or delayed. Latitude, relative humidity, and air pollution may influence the temperature-mortality relationship. We studied the influence of temperature on mortality and its lag effect in four Chinese cities with a range of latitudes over 2008-2011, adjusting for relative humidity and air pollution.Methods: We recorded the city-specific distributions of temperature and mortality by month and adopted a Poisson regression model combined with a distributed lag nonlinear model to investigate the lag effect of temperature on mortality.Results: We found that the coldest months in the study area are December through March and the hottest months are June through September. The ratios of deaths during cold months to hot months were 1.43, 1.54, 1.37 and 1.12 for the cities of Wuhan, Changsha, Guilin and Haikou, respectively. The effects of extremely high temperatures generally persisted for 3 days, whereas the risk of extremely low temperatures could persist for 21 days. Compared with the optimum temperature of each city, at a lag of 21 days, the relative risks (95 % confidence interval) of extreme cold temperatures were 4.78 (3.63, 6.29), 2.38 (1.35, 4.19), 2.62 (1.15, 5.95) and 2.62 (1.44, 4.79) for Wuhan, Changsha, Guilin and Haikou, respectively. The respective risks were 1.35 (1.18, 1.55), 1.19 (0.96, 1.48), 1.22 (0.82, 1.82) and 2.47 (1.61, 3.78) for extreme hot temperatures, at a lag of 3 days.Conclusions: Temperature-mortality relationships vary among cities at different latitudes. Local governments should establish regional prevention and protection measures to more effectively confront and adapt to local climate change. Remote sensing vegetation index data contain important information about the effects of ozone pollution, climate change and other factors on vegetation growth. However, the absence of long-term observational data on surface ozone pollution and neglected air pollution-induced effects on vegetation growth have made it difficult to conduct in-depth studies on the long-term, large-scale ozone pollution effects on vegetation health. In this study, a multiple linear regression model was developed, based on normalized difference vegetation index (NDVI) data, ozone mass mixing ratio (OMR) data at 1000 hPa, and temperature (T), precipitation (P) and surface net radiation (SSR) data during 1982–2020 to quantitatively assess the impact of ozone pollution and climate change on vegetation growth in China on growing season. The OMR data showed an increasing trend in 99.9% of regions in China over the last 39 years, and both NDVI values showed increasing trends on a spatial basis with different ozone pollution levels. Additionally, the significant correlations between NDVI and OMR, temperature and SSR indicate that vegetation activity is closely related to ozone pollution and climate change. Ozone pollution affected 12.5% of NDVI, and climate change affected 26.7% of NDVI. Furthermore, the effects from ozone pollution and climate change on forest, shrub, grass and crop vegetation were evaluated. Notably, the impact of ozone pollution on vegetation growth was 0.47 times that of climate change, indicating that the impact of ozone pollution on vegetation growth cannot be ignored. This study not only deepens the understanding of the effects of ozone pollution and climate change on vegetation growth but also provides a research framework for the large-scale monitoring of air pollution on vegetation health using remote sensing vegetation data. Aim: There are uncertainties regarding the modification effects of season and temperature on the relationship between air pollution and mortality. This study aims to examine the effects of season and temperature on mortality associated with particulate matter less than 10 μm in diameter (PM) in Tianjin, China. Methods: Time-series analysis was used to explore the modification effects of season and temperature on the association between PM and cause-specific mortality in Tianjin between 2006 and 2009. The causes studied were overall non-accidental mortality and subcategories of cardiovascular, respiratory, cardiopulmonary, stroke, and ischemic heart diseases (IHD). Results: The association between PM and mortality showed a strong seasonal pattern and the effects of PM on cause-specific mortalities were strongest for high temperature days. Generally, the adverse effects were stronger in summer than for other seasons, except for respiratory mortality. In the summer period, a 10 μg/m increase in PM at 0-1 days was associated with an increase in mortality for non-accidental (0.95 %, 95 % confidence interval [CI]: 0.45, 1.45), cardiovascular (1.40 %, 95 %CI: 0.77, 2.03), cardiopulmonary (1.37 %, 95 %CI: 0.77, 1.98), IHD (1.55 %, 95 %CI: 0.73, 2.37), and stroke (1.27 %, 95 % CI: 0.37, 2.12) causes. The overall increase in mortality per 10 μg/m increase in PM was 0.42 % (95 %CI: 0.26, 0.58) for non-accidental, 0.41 % (95 %CI: 0.21, 0.62) for cardiovascular, 0.46 % (95 %CI: 0.26,0.65) for cardiopulmonary, 0.57 % (95 %CI: 0.30, 0.84) for IHD, and 0.32 % (95 %CI: 0.03,0.61) for stroke. At high temperatures (≥23.8 °C), a 10 μg/m increase in PMat 0-1 days was associated with an increase in mortality of 0.90 % (95 %CI: 0.61,1.19) for non-accidental, 1.01 % for cardiovascular, 1.40 % (95 %CI: 0.55, 2.27) for respiratory, 1.06 % (95 %CI: 0.71, 1.41) for cardiopulmonary, 1.47 % (95 %CI: 1.00, 1.94) for IHD, and 0.75 % (95 %CI: 0.24, 1.28) for stroke. In addition, the PM effects of high temperature days were stronger for those aged 65 years and over. Conclusion: Season and temperature could modify the adverse effects of PM. An increase in hot summer days caused by climate change may enhance the risks of air pollution on human health.
