Fear of anthropogenic "global warming" can adversely affect patients' well-being. Accordingly, the state of the scientific consensus about climate change was studied by a review of the 539 papers on "global climate change" found on the Web of Science database from January 2004 to mid-February 2007, updating research by Oreskes, who had reported that between 1993 and 2003 none of 928 scientific papers on "global climate change" had rejected the consensus that more than half of the warming of the past 50 years was likely to have been anthropogenic. In the present review, 31 papers (6% of the sample) explicitly or implicitly reject the consensus. Though Oreskes said that 75% of the papers in her former sample endorsed the consensus, fewer than half now endorse it. Only 7% do so explicitly. Only one paper refers to "catastrophic" climate change, but without offering evidence. The transport sector is consistently responsible for around 30 per cent of carbon dioxide emissions in developed countries and is one of few sectors where emissions continue to increase as a result of apparently insatiable demand for road and air travel. This paper examines how the formulation of transport policy fits into the exposition of UK climate policy, focusing on three principal areas of tension: policy priority (congestion and carbon reduction); strategies to reduce emissions (technological and behavioural solutions) and timescale (short- and long-term vision). We suggest that in overcoming such tensions government ministers will need to devolve significant policy formulation and implementation powers to an appropriate scale of governance – in this case the city-region – to fashion a ‘convergence space’ capable of promoting meaningful action with regard to transport's climate impact. Purpose - The purpose of this paper is to illustrate how project economics and decision making in industry can be affected by global climate change. When assessing the sustainability of any design or project, one of the key emerging considerations is the potential for the decision to contribute to greenhouse house gas (GHG) emissions. Changes in climate may also lead to new project risks with further economic implications. Design/methodology/approach - Examination of the wider social economic implications of climate change provides the basis for considering individual projects within the context of the social costs of carbon emissions, the prospect of the gradual internalisation of those costs, and the costs and benefits of adaptation to protect against the impacts of global change on the project. Findings - Emissions of greenhouse gases, still widely not priced in many parts of the world, drive the emerging observed and predicted effects of climate change on the planet. This damage has real value and can be monetised, allowing a notional social cost of carbon to be estimated. As climate change continues to manifest itself, societies start to react, constraining emissions and creating a market price or tax for carbon. If economic analysis for project decision making includes an explicit consideration of the likely future trajectory of carbon prices, and also examines the wider external social costs of carbon, the benefits of early adoption of revenue-positive measures to reduce emissions are revealed. In the same way, the financial costs of procrastination are made increasingly evident as regulatory and economic baselines shift. Designing for inevitable climate change will also help industry future-proof their operations. Practical implications - At present, relatively few organisations examine the financial and economic implications of carbon emissions or the effects of a changing climate on their operations. To avoid unnecessary costs, and maximise benefit for stakeholders, decision making for business and government needs to incorporate an explicit economic treatment of the current and likely future implications of operating in a climate-constrained and climate-impacted world. Originality/value - By conducting the kind of analysis proposed, organisations can not only help to reduce GHG emissions, but can also improve their own financial performance. The climate research community believes that published findings on global warming will have an equal probability of raising or lowering forecasts of climate change and its impact. This is a testable hypothesis based upon the recent literature and the assumption that extant forecasts are themselves unbiased. A survey of Science and Nature demonstrates that the likelihood that recent literature is not biased in a positive or negative direction is less than one in 5.2 × 10-16. This has considerable implications for the popular perception of global warming science, for the nature of "compendia" of climate change research, such as the reports of the United Nations' Intergovernmental Panel on Climate change, and for the political process that uses those compendia as the basis for policy. With gradually progressing climate change in the future, the frequency and scale of hot summers like those observed in various places around the world in recent years will undoubtedly increase, giving rise to strong concerns over increased risk of death due to heat stress. Based on this background, we have developed a method to assess future changes in mortality due to heat stress with the entire globe as the target, and performed trial calculations using this method. The purpose of this report is to draw people's attention to the possible severe consequences of climate change by presenting the severest estimates in the uncertainty range due to adaptation/acclimation expected in the future, so as to induce further analysis and discussion on policies and measures. For the trial calculations, future changes in temperature were derived from the results of simulation using an Atmosphere-Ocean General Circulation Model with the highest spatial resolution in the world at the time of the study. Population densities were assumed not to alter in the future. Assuming that no adaptation or acclimation takes place, when the rates of change of excess mortality due to heat stress are examined by country, the results of our calculations show increases of approximately 100% to 1000%. It is confirmed that the burden of climate change impact is quite unequal among countries, at least from the viewpoint of heat stress mortality. When considered together with present population densities, significant increases in excess mortality density can be seen in China, India, and Europe. These regions are characterized by large losses due to climate change in absolute quantitative terms. Today's climate policy is based on the assumption that the location of emissions reductions has no impact on the overall climate effect. However, this may not be the case since reductions of greenhouse gases generally will lead to changes in emissions of short-lived gases and aerosols. Abatement measures may be primarily targeted at reducing CO2, but may also simultaneously reduce emissions of NOx, CO, CH4 and SO2 and aerosols. Emissions of these species may cause significant additional radiative forcing. We have used a global 3-D chemical transport model and a radiative transfer model to study the impact on climate in terms of radiative forcing for a realistic change in location of the emissions from large-scale sources. Based on an assumed 10% reduction in CO2 emissions, reductions in the emissions of other species have been estimated. Climate impact for the SRES A1B scenario is compared to two reduction cases, with the main focus on a case with emission reductions between 2010 and 2030, but also a case with sustained emission reductions. The emission reductions are applied to four different regions (Europe, China, South Asia, and South America). In terms of integrated radiative forcing (over 100 yr), the total effect (including only the direct effect of aerosols) is always smaller than for CO2 alone. Large variations between the regions are found (53-86% of the CO2 effect). Inclusion of the indirect effects of sulphate aerosols reduces the net effect of measures towards zero. The global temperature responses, calculated with a simple energy balance model, show an initial additional warming of different magnitude between the regions followed by a more uniform reduction in the warming later. A major part of the regional differences can be attributed to differences related to aerosols, while ozone and changes in methane lifetime make relatively small contributions. Emission reductions in a different sector (e.g. transportation instead of large-scale sources) might change this conclusion since the NOx to SO2 ratio in the emissions is significantly higher for transportation than for large-scale sources. The total climate effect of abatement measures thus depends on (i) which gases and aerosols are affected by the measure, (ii) the lifetime of the measure implemented, (iii) time horizon over which the effects are considered, and (iv) the chemical, physical and meteorological conditions in the region. There are important policy implications of the results. Equal effects of a measure cannot be assumed if the measure is implemented in a different region and if several gases are affected. The article comments on the Kyoto Protocol, which is an agreement made under the United Nations Framework Convention on Climate Change (UNFCCC). The author stresses that this agreement did not produce demonstrable reductions in emissions or even in anticipated emissions growth. It is cited that Kyoto Protocol has failed not only in achieving success in slowing global warming, but also because this agreement has concealed discussion of alternative policy approaches that could contend climate change and adapt to its unavoidable consequences.
