Contrasting earth system science ideas about global transformations with Canadian nationalist rhetoric concerning petroleum production and notions of unlimited resource extraction as parts of national identity sharply highlights the contours of Canadian identity. If sustainability is to be taken seriously, the official nationalist formulation will have to be drastically changed, but as the widespread rejection of the LEAP manifesto suggests, such ideas of a sustainable mode of globalization have yet to substantially influence Canadian political discourse, despite the rhetorical support offered to the Paris Agreement on Climate Change by the Liberal government of Justin Trudeau. Quebec's forests represent 20% of Canadian forests and 2% of the world forests. Over the entire planet, forests play a major role in habitat preservation and in supplying goods and services to the population. However, climate change will have an impact on the forest through inter alia increased droughts, forest fires, warmer weather, and infestations. In this paper, we analyze the economic impact of climate change on the forest industry in Quebec over a 40-year period using a recursive dynamic computable general equilibrium model. We find that the climate change effects will be relatively weak on most macroeconomic variables as agents adjust their behavior over time and factors are reallocated across sectors. We find that climate change could generate losses in gross domestic product of up to Can$300 million (0.12% of gross domestic product) at the end of a 40-year period for Quebec's economy. However, we find relatively more important effects within the sectors of the forest industry, with losses ranging from 3% to 7.5%. [ABSTRACT FROM AUTHOR]

The paper explains the findings of the MC3 Project (Meeting the Climate Change Challenge). This project brought together over 100 researchers, practitioners, civil-society leaders, and policy-makers, led by researchers from Royal Roads University, Simon Fraser University, and the University of British Columbia, with 12 major research partners from the public and private sectors, including the Union of British Columbia municipalities. Researchers conducted a detailed evaluation of 11 leading, yet different, municipalities across the province to identify the leading innovators and innovations on climate action. The case studies revealed the following key drivers of innovation, in order of prominence: the legislative and policy framework, supported by provincially led incentives and tools, access to partnership funding and intermediary support, and framing the issue as critically important. Canadian municipalities have direct or indirect control or influence over approximately 52% of greenhouse gas emissions. As early as 1988, some Canadian municipalities embraced the challenge of climate change and through municipal programs recorded emissions reductions. Given the recent publication of the Government of Canada's climate change plan which clearly emphasizes a prominent role for municipalities in meeting greenhouse gas emission reductions, and equally, the federal government's declared intent to provide further financial support to cities and communities through its ‘New Deal for Cities and Communities’, it is important to consider the potential role that Canadian municipalities can take in responding to climate change, and most importantly, the barriers they face in responding. Based on these observations, this paper presents evidence from a survey of 392 Canadian municipalities (all municipalities with populations of more than 10,000 people) conducted between the summer of 1998 and spring of 1999. The survey provides information on a key issue, which despite the date of the survey remains centrally relevant today: barriers to Canadian municipal response. Building on both quantitative and qualitative results from the survey data and updated information on the number of municipalities participating in Federation of Canadian Municipality (FCM) climate change programs, the paper concludes with recommendations as to how municipal capacity to respond to climate change can be increased. A major achievement in research supported by the Kluane Lake Research Station was the recovery, in 2001 - 02, of a suite of cores from the icefields of the central St. Elias Mountains, Yukon, by teams of researchers from Canada, the United States, and Japan. This project led to the development of parallel, long (10³ - 104 year) ice-core r ecords of climate and atmospheric change over an altitudinal range of more than 2 km, from the Eclipse Icefield (3017 m) to the ice-covered plateau of Mt. Logan (5340 m). These efforts built on earlier work recovering single ice cores in this region. Comparison of these records has allowed for variations in climate and atmospheric composition to be linked with changes in the vertical structure and dynamics of the North Pacific atmosphere, providing a unique perspective on these changes over the Holocene. Owing to their privileged location, cores from the St. Elias Icefields also contain a remarkably detailed record of aerosols from various sources around or across the North Pacific. In this paper we review major scientific findings from the study of St. Elias Mountain ice cores, focusing on five main themes: (1) The record of stable water isotopes (δ18O, δD), which has unique characteristics that differ from those of Greenland, other Arctic ice cores, and even among sites in the St. Elias; (2) the snow accumulation history; (3) the record of pollen, biomass burning aerosol, and desert dust deposition; (4) the record of long-range air pollutant deposition (sulphate and lead); and (5) the record of paleo-volcanism. Our discussion draws on studies published since 2000, but based on older ice cores from the St. Elias Mountains obtained in 1980 and 1996. [ABSTRACT FROM AUTHOR]

To reduce greenhouse gas emissions from large industries the Canadian government proposed using a tradable emissions performance standard approach, where the intensity of emissions, rather than the absolute level, is regulated. Unlike a cap and trade system, an emissions performance standard does not guarantee a certain overall level of emission reductions, a fact that has led to significant criticism. However, because of the dynamics of performance standards, they may reduce concerns over reductions in international competitiveness in cases where a country has climate policies that are more aggressive than those of some of its trade partners. Likewise, a performance standard may mesh more efficiently with existing taxes and therefore cause less overall economic impact than an absolute cap and trade system. This paper considers the theoretical arguments for and against such a performance standard system and evaluates it in comparison to a cap and trade system using a dynamic general equilibrium model applied to Canada.
