Departmentalized instruction, in which teachers specialize in one or more core subjects and instruct multiple groups of students in a day, has become increasingly prominent in elementary schools. Using 8 years of data from Massachusetts and a difference-in-differences design, we estimate the effects of departmentalization on student achievement. We find that departmentalization has positive effects in English language arts (ELA) and science and mixed evidence of positive effects in math. These positive effects are not driven by teacher productivity improvements: Consistent with prior findings on teacher specialization, teachers are less effective when specializing in math and no more effective in ELA than when teaching self-contained classrooms. Rather, consistent with the theoretical underpinnings for specialization, departmentalized schools tend to assign teachers to their stronger subjects.

Civic learning is an increasingly salient topic in research, policy, and practice. However, the recent empirical evidence on access to civic learning opportunities is limited. We build on prior research using survey items from the 2018 National Assessment of Educational Progress civics assessment and provide descriptive evidence on disparities in access to three categories of civics content and three evidence-based instructional approaches. We highlight inequalities in opportunities by student characteristics, school characteristics, and state characteristics among a national sample of more than 10,000 8th-grade students enrolled in a course with at least some civics focus (controlling for variation in the extent of civics focus). Our findings conflict with most of the prior evidence regarding disparities in access by race, ethnicity, or socioeconomic background, favoring Black students, Hispanic students, and students of relatively lower socioeconomic backgrounds. This suggests a shift in recent years, potentially due to an increased focus on equity. English learners and students with disabilities also reported greater access than their counterparts. Other findings include inequalities across school types, school location (city students reporting greater opportunity than both rural and suburban students), census region, and state testing policy. Additional findings are presented, and implications and opportunities for future research are discussed.

Anecdotal evidence points to the importance of school principals, but the limited existing research has neither provided consistent results nor indicated any set of essential characteristics of effective principals. This paper exploits extensive student-level panel data across six states to investigate both variations in principal performance and the relationship between effectiveness and key certification factors. While principal effectiveness varies widely across states, there is little indication that regulation of the background and training of principals yields consistently effective performance. Having prior teaching or management experience is not related to our estimates of principal value-added.

This report, from researchers at ChildObesity180, an initiative of the Gerald J. and Dorothy R. Friedman School of Nutrition Science and Policy at Tufts University, explores the impact of the Boston Foundation's investment in four nonprofits that provide structured physical activity to students. The report finds that investments in "Build Our Kids Success (BOKS)"; "Community Rowing, Inc."; "Playworks"; and "Sportsmen's Tennis and Enrichment Center" had a notable impact on the amount of physical activity students received in school. Once the pandemic forced a remote learning environment, the programs pivoted and innovated to take their work to the online space, with some success. However, the overall amount of physical activity students received in remote learning was, not surprisingly, significantly reduced.

This report presents a snapshot of selected features of the condition of education in Wisconsin in 2019. With support from the U.S. Department of Education's Institute for Education Sciences, and in collaboration with colleagues at the Wisconsin Department of Public Instruction (DPI), the authors set out to measure practices in PK-12 education that they considered especially important for educational equity and success for children in Wisconsin. Public school teachers and administrators in Wisconsin are responsible for educating about 855,000 students between four-year-old kindergarten and twelfth grade. State report cards produced annually by the Wisconsin DPI show how well we are doing as a school system with respect to student outcomes. In this paper, we focus on what principals and teachers in the state are doing. How do kindergarten teachers at both the four-year-old and five-year-old levels engage in play in their classrooms? How do elementary teachers group students for instruction and how frequently do they reconsider these groupings? What sorts of educational opportunities do teachers and schools offer their English language learners and their students with special needs? How supported do teachers feel in their early years in the profession? These are just a few of the questions we asked a representative sample of almost 700 principals and 2,200 teachers in the state. This paper offers a big picture view of instructional practice and educational opportunity in Wisconsin. It makes no claims about what schools and teachers should do to increase equity and success for students in Wisconsin. Instead, it shines a light on the many ways our educators work to support students in the state and, we hope, offers insights into where we might do better.

Although policymakers generally appreciate the value of crafting policies that are responsive to teacher and principal voice, doing so in a systematic way is challenging. Educator voices in the room when policies are made are often those of teachers and principals closest to policymakers. In 2019, to broaden the range of educator voices available to policymakers in Wisconsin, we asked more than 2,200 teachers and 700 principals in public schools in Wisconsin how "they" would change policy to improve the academic success of economically disadvantaged students. In total, 1,559 teachers and 601 principals offered suggestions for changing policy across four categories: school level--academic, student level, school level--non-academic, and community level. Though we saw variation in responses based on percent of student body eligible for free and reduced-priced lunch, grade levels served (elementary, middle, high school) and community type (city, suburb, town, rural), many responses appear with similar frequency among practitioners across contexts--indicating promise for making broader changes that impact all schools.

An increasing emphasis on principals as key to school improvement has contributed to efforts to elevate principal effectiveness that have taken various forms across the US. The primacy of the state as the focal point of educational reform elevates the value of understanding commonalities and differences among states in characteristics of principals, the distribution of principals among schools and ultimately the policies associated with more effective school leadership, particularly for disadvantaged children. This paper describes major state policies, the distribution of elementary school principals among schools along a several dimensions, and pathways to the principalship to illustrate similarities and differences among six states in the tenure and experience distributions and how these vary by student demographic characteristics and district size. Measurement of principal effectiveness and its relationship with principal characteristics and state policies would be ideal, but complications introduced by the dynamics of principal influences and confounding effects of other factors inhibit this effort. Nonetheless, school value added to achievement provides information on differences in principal effectiveness, and we report within-school variation value added across principal regimes and the associations between value added and principal characteristics. The analysis reveals many similarities and some differences among the states, some of which are related to differences in governance structures. Perhaps the most striking differences relate to the pathways to the principalship including the fraction of principals with experiences as assistant principals and teachers.

A data set from an urban Midwestern school district was mined to explore how the technology-based reading enrichment known as Mindplay Virtual Reading Coach (MVRC) affects children's performance on the English Language Arts (ELA) Standards state-wide assessment (N = 6098 students from Grades 3 to 9). ELA data from two times points were available, approximately one year apart. ELA data were correlated with various data points obtained from MVRC, including the benchmark assessment administered at the beginning and at the end of the year. Results revealed large correlations across grade levels for the MVRC Composite score obtained from the MVRC Universal Screener, 0.40 < r < 0.74. Results also revealed that the amount of MVRC exposure was linearly related to an increase in ELA performance at the end of the year, largely independent of grade level and students' initial reading competence. Girls and boys benefited equally from MVRC exposure, as did children from different ethnicities. The most prevalent factor in predicting the ELA-MVRC relation was the type of school, with MVRC exposure having the highest benefits in non-failing elementary schools, compared to high schools.

Teacher collaboration is a key factor in improving instructional quality and promoting student achievement. Though research attests to the importance of school contextual elements for the work of teachers, few studies investigate how these factors interact to enable or constrain collaboration. This study examines teacher perspectives on collaborative practices by analyzing observations and interviews of teachers and other staff at eight Wisconsin elementary schools. It finds that structures for collaboration shape teacher participation in collaborative practices. The authors distinguish among three structures of collaboration--requisite, optional, and informal--and explore how relational trust among teachers and between teachers and their administrators and colleagues affects collaboration. They find that teachers who attested to the presence of relational trust within their schools collaborated with colleagues, regardless of formalized times to do so. Conversely, teachers who described a lack of relational trust opted against collaborating with grade-level colleagues, despite, in some instances, having access to collaborative planning time. Instructional approaches influenced collaborative structures and relational trust, as some teaching formats fostered contact between practitioners while others separated teachers. The study concludes by discussing the implications of the findings for extant and future research regarding collaboration in context.

Major teacher evaluation changes have occurred across the nation during the past decade. Pressed by federal education initiatives and encouraged by research on promising teacher evaluation practices, states and school districts have implemented evaluation systems using new measures of educator practice and student learning. A growing body of research has examined teacher evaluation policies and related impacts. Relatively less research focuses on the roles of principals, teachers, coaches, and peers. Wisconsin adopted a system for educator evaluation that includes common measures, similar training requirements, and an emphasis on educator growth and development. The evaluation of the Wisconsin Educator Effectiveness System has provided informative state, district and school reports on teacher and principal perceptions of the system. There is much to learn, however, about how schools are carrying out evaluation practices to support educator improvement. This report presents findings from the Learning-Centered Evaluation Study carried out during the 2017-2018 school year. We examine school-level educator effectiveness practices and outcomes within Wisconsin districts focusing evaluation efforts on educator improvement rather than accountability. The report provides background on the system development in Wisconsin, summarizes our study design, and presents findings on learning-centered practices and observations on how evaluation affects teaching. The report includes a policy response from the study sponsor and thoughts on future studies. Although there is a robust body of literature studying targets for academic indicators within school quality systems few studies explore target setting for non-academic indicators. Focusing on elementary schools within the CORE districts, we investigate how moving performance targets for non-academic indicators affects school quality ratings. We ask: (1) How does school performance on CORE's school quality improvement measures vary across schools and over time?; and (2) How does the setting of targets on CORE's non-academic indicators at various levels impact the number and types of schools that make progress toward or reach the target? We find that non-academic measures of school quality are less stable over time than static academic achievement measures, school demographics are not consistently associated with schools' ratings on non-academic measures, and schools' ratings on non-academic measures of school quality are sensitive to even very small changes in rating category thresholds.

This research project aims to illustrate the journey of school partnerships between primary schools in Cumbria, UK and Moshi, Tanzania. Using a qualitative approach, the study shares the processes involved from making first contact with an oversees link school to expanding a successful model of partnership working to a cluster of schools in both countries. The shift of moving from a charitable giving approach to one of social justice, and how this has been achieved, is a suggested method for other schools who currently have school partnerships or are due to embark on the journey. This research focuses on three main themes: sustainability; reciprocity, and equity. By using an insider researcher to construct the narrative of the research and explore the themes, an honest, subjective insight highlighting the successes, obstacles and scope for longevity is shared.

Our partnership with a Ghanaian school is often used to promote International School Partnership (ISP) programmes. This study aims to explore our 'success story' from the perspective of our colleagues in Ghana. Do they consider our partnership to be successful or is our partner school merely serving a dominant Northern global citizenship agenda? The research considers teacher understandings and applications of global citizenship education (GCE) within a partnership context, from the perspective of teachers in the Global South through an ethnographically-informed case study approach. Findings show that teachers in Ghana highlighted many successful aspects of learning and teaching around GCE within our ISP context. There is evidence of teachers taking a 'writerly approach' to our partnership work which creates space for a wider perspective of global citizenship and GCE. Data also highlights challenges around equity and the place of 'restorative justice' is discussed. Perhaps the most surprising and significant outcome of the study was the importance of relationships and emotions within ISPs, and the impact it has on perceptions of 'success'.

This working paper summarizes the results of a study of leadership in elementary and secondary schools. The study focused in particular on instructional leadership -- the extent to which school leaders focus on the core activities of teaching and learning -- and teacher leadership -- the extent to which teachers have input into school decision-making. This paper examines what parents value as they make choices among available charter schools, with primary attention to the racial mix of a school's students. We estimate conditional logit models of the charter school choices made by all parents in North Carolina who switched their child from a traditional public school to a charter school in 2014/15. Our findings that parents care about the school's racial mix of students and that such preferences differ by the race and income of the choosers highlight the pressures that lead charter schools to be racially imbalanced. Our models also include other factors that parents may value such as the distance to the charter, the school's academic performance, the services provided by the charter, such as subsidized lunch and transportation, and the school's mission and approach.

The change of government in 2010 provoked a large structural change in the English education landscape. Unexpectedly, the new government offered primary schools the chance to have "the freedom and the power to take control of their own destiny", with better performing schools given a green light to convert to become an academy school on a fast track. In England, schools that become academies have more freedom over many ways in which they operate, including the curriculum, staff pay, the length of the school day and the shape of the academic year. However, the change to allow primary school academisation has been controversial. In this paper, we study the effect for the first primary schools that became academies. While the international literature provides growing evidence on the effects of school autonomy in a variety of contexts, little is known about the effects of autonomy on primary schools (which are typically much smaller than secondary schools) and in contexts where the school is not deemed to be failing or disadvantaged. The key finding is that schools did change their modes of operation after the exogenous policy change, but at the primary phase of schooling, academisation did not lead to improved pupil performance. An appendix provides information on the way in which the sample of pupils and schools are selected for the analysis of primary academies and on issues related to the school income and expenditure data analysed in the paper. This paper examines the role of teaching assistants and other personnel on student outcomes in elementary schools during a period of recession-induced cutbacks in teachers and teaching assistants. Using panel data from North Carolina, we exploit the state's unique system of financing its local public schools to identify the causal effects of teaching assistants and other staff on student test scores in math and reading and other outcomes. We find remarkably strong and consistent evidence of positive contributions of teaching assistants, an understudied staffing category, with larger effects on outcomes for minority students than for white students. A supplemental table is appended.

In lower- and middle-income countries, including Ghana, students in rural areas dramatically underperform their urban peers. Rural schools struggle to attract and retain professionally trained teachers (GES 2012; World Bank 2012). We explore one potential solution to the problem of teacher recruitment: distance instruction. Through a cluster randomized controlled trial, we estimate the impact of a program that broadcasts live instruction via satellite to rural primary school students. The program equipped classrooms in 70 randomly selected Ghanaian schools with the technology required to connect to a studio in Accra. An additional 77 schools served as the control. Instructors in Accra provided math and English lessons to classrooms in the treatment group. The model is interactive, and students in satellite classes could communicate in real time with their remote teachers. We estimate significant gains (p<0.05) in rural students' numeracy and foundational literacy skills. We find no impact on attendance and classroom time-on-task (as measured through unannounced classroom observations), suggesting that these gains may result from improved instructional quality rather than from increased instruction time.

We use data from multiple national surveys to describe trends in private elementary school enrollment by family income from 1968-2013. We note several important trends. First, the private school enrollment rate of middle-income families declined substantially over the last five decades, while that of high-income families remained quite stable. Second, there are notable differences in private school enrollment trends by race/ethnicity, urbanicity, and region of the country. Although racial/ethnic differences in private school enrollment are largely explained by income differences, the urban/suburban and regional differences in private school enrollment patterns are large even among families with similar incomes. Factors contributing to these patterns may include trends in income inequality, private school costs and availability, and the perceived relative quality of local schooling options.

The ongoing push to raise or eliminate the charter school cap in Massachusetts provides an opportunity to reflect upon the purpose of charter schools. When the legislature created the Commonwealth's charter school law, as a part of the 1993 Massachusetts Education Reform Act (MERA), it clearly stated a main reason for these new schools was innovation. Charters were expected to provide new curricular and pedagogical options and even experiment with existing school structures, such as grade configurations and the length of the school day and year. This paper highlights two Massachusetts charter schools that offer curricular opportunities rarely available in other public schools in Massachusetts. Both of these schools enable students to achieve exceptional results in comparison to their peers in traditional district schools. The Mystic Valley Regional Charter School (MVRCS) consistently ranks among the best schools in Massachusetts and the country. It offers two distinct but complementary curricula--the Core Knowledge Curriculum at the elementary and middle school levels and the International Baccalaureate (IB) curriculum at the high school level. At the Advanced Math and Science Academy (AMSA) in Marlborough, MA science and math are the "driving forces" behind much of the curricular content, but students are exposed to holistic and rigorous content in all subject areas. The curriculum is horizontally and vertically aligned and follows a logical, chronological sequence of content from grade to grade, enabling students to make intellectual connections not just within but also among and between content areas. In the current policy environment, understanding some of the important innovations that charter schools offer to students and families can productively inform the debate. The schools profiled in this white paper are providing high caliber educational opportunities and interesting curricular options to students and families in the communities that they serve.

This paper examines the effect of school turnaround in North Carolina elementary and middle schools. Using a regression discontinuity design, we find that turnaround led to a drop in average school-level math and reading passing rates and an increased concentration of low-income students in treated schools. We use teacher survey data to examine how teacher activities changed. Treated schools brought in new principals and increased the time teachers devoted to professional development. The program also increased administrative burdens and distracted teachers, potentially reducing time available for instruction. Teacher turnover increased after the first full year of implementation. Overall, we find little success for North Carolina's efforts to turn around low performing schools under its federally funded Race to the Top grant.

Although trends in the racial segregation of schools are well documented, less is known about trends in "income" segregation. We use multiple data sources to document trends in income segregation between schools and school districts. Between-district income segregation of families with children enrolled in public school increased by over 15% from 1990 to 2010. Within large districts, between-school segregation of students who are eligible and ineligible for free lunch increased by over 40% from 1991 to 2012. Consistent with research on neighborhood segregation, we find that rising income inequality contributed to the rise in income segregation between schools and districts during this period. The rise in income segregation between both schools and districts may have serious implications for inequality in students' access to resources that bear on academic achievement.

Teacher and student sorting within and between schools has historically garnered national attention and controversy. Scholars have recently examined how school leaders make data-driven decisions to create more equitable schools, particularly through teacher and student assignment practices. School leaders use student test scores to strategically sort students into classes to create "balance." Student achievement data is also linked to teacher reassignment, in which ineffective teachers are strategically reassigned to non-tested grades or subjects, while effective teachers may be promoted to leadership positions. Scholars have found that a combination of data-driven strategic staffing, accountability pressures, and micro-politics are prime drivers of assignment strategies within schools. Within the literature on assignment practices, one strand examines the impact of assignment practices on students but does not engage with principals' decision-making strategies despite the central role principals play in school decisions. The second strand of research delves deeply into leadership decision making but seldom provides data on the actual assignment practices. This includes observed data regarding the two types of assignment strategies dominant within the literature: privilege- and learning-centric. A learning-centric assignment is the placement of highly knowledgeable teachers with students who need effective teachers more than do other peers (Donaldson, 2011, In contrast, privilege-centric assignments place experienced teachers in classrooms with higher achieving students. School leaders may also use privilege-centric staffing to appease affluent parents and increase retention of their more experienced teachers. Although privilege-centric assignments may be counterproductive to the student experience, many schools employ this strategy despite principals' reports of using data to increase school equitability. The assignment of teachers to students and classes is presumed to be an entirely local (school-level) decision, with school leaders having substantial authority over this process. The findings of the preceding research underscore the importance of principals in this process, and yet we know little about the ability of leadership to interrupt systems of privilege and institute more equitable staffing arrangements. Because of this potential inconsistency between principals reporting that they make data-driven decisions and their actual assignment practices, we see the need for continued research in this area. The purpose of this study is to fill this gap within the literature by first examining the relationship between principals' reported data-driven decisions and teacher and student assignment strategies within schools, and then looking at the relationship between assignment practices and student learning. This study couples survey data from 213 Florida elementary and middle schools with 8 years of longitudinal, statewide data to address the following questions: (1) To what extent are privilege- and learning-centric assignment practices used within schools? Are these practices changing over time?; (2) How do privilege- and learning-centric assignments impact student-learning gains?; (3) What drives student-assignment practices--is this phenomenon embedded in the culture of a school or do principals dictate assignment practices?; and (4) How are principals' reported uses of data related to observed privilege- and learning-centric sorting?

Participation in the federally-subsidized school breakfast program often falls well below its lunchtime counterpart. To increase take-up, many districts have implemented Breakfast in the Classroom (BIC), offering breakfast directly to students at the start of the school day. Beyond increasing participation, advocates claim BIC improves academic performance, attendance, and engagement. Others caution BIC has deleterious effects on child weight. We use the implementation of BIC in NYC to estimate its impact on meals program participation, BMI, achievement, and attendance. While we find large effects on participation, our findings provide no evidence of hoped-for gains in academic performance, nor of feared increases in obesity. The policy case for BIC will depend upon reductions in hunger and food insecurity for disadvantaged children, or its longer-term effects. School districts and state departments of education frequently must choose between a variety of methods to estimating teacher quality. This paper examines under what circumstances the decision between estimators of teacher quality is important. We examine estimates derived from student growth percentile measures and estimates derived from commonly used value-added estimators. Using simulated data, we examine how well the estimators can rank teachers and avoid misclassification errors under a variety of assignment scenarios of teachers to students. We find that growth percentile measures perform worse than value-added measures that control for prior year student test scores and include teacher fixed effects when assignment of students to teachers is nonrandom. In addition, using actual data from a large diverse anonymous state, we find evidence that growth percentile measures are less correlated with value-added measures with teacher fixed effects when there is evidence of nonrandom grouping of students in schools. This evidence suggests that the choice between estimators is most consequential under nonrandom assignment of teachers to students, and that value-added measures controlling for teacher fixed effects may be better suited to estimating teacher quality in this case.

Charter schools and school choice are popular reforms believed to improve student performance largely through market competition, increased innovation, or some combination of the two mechanisms. Opponents of school choice argue that such reforms sap needed funds and resources from the traditional public school system. Despite this claim, there has been little or no research examining the impact of charter schools on the resources of surrounding public schools. Given recent policies such as Race to the Top that encourage the proliferation of charter schools, it is important to understand the impact that charter schools have on the level and distribution of resources in traditional neighborhood public schools. Using data on New York City Public Schools for the period 1997-2010, this paper seeks to answer the question: What impact do charter schools have on neighborhood public school resources? As a supplemental analysis, I further probe my results by answering the question: What potential mechanisms explain these effects, if any? Findings indicate that charter schools lead to average increases in financial resources including total and instructional spending per pupil, with small or insignificant changes in nonfinancial resources such as the percent of teachers with master's degrees, the percent of teachers with more than two years of experience in their current school, and pupil-teacher ratios. These findings are robust to several different measures of charter school competition, definitions of neighborhood, and model specifications. Exploration of mechanisms reveals that increased per pupil expenditures may be due, in part, to decreasing enrollments of general education students and higher concentrations of both free lunch eligible and special education students in neighborhood public schools following charter school entry. On net, charter schools appear to have no significant negative effects on public school resources as measured by expenditures, although some schools that serve larger shares of lower cost (i.e. general education and immigrant) may experience decreased spending. These findings are consistent with a theory where charter schools act as profit maximizers that compete with public schools for students, particularly those students who are easiest and least costly to educate. We evaluate the long-term effects of a "girl-friendly" primary school program in Burkina Faso, using a regression discontinuity design. Ten years later, primary school-age children in villages selected for the program attend school more often and score significantly higher on standardized tests. We also find long-term effects on academic and social outcomes for children exposed earlier in the program. Secondary-school-age youths and young adults (those old enough to have finished secondary school) complete primary and secondary school at higher rates and perform significantly better on standardized tests. Women old enough to have completed secondary school delay both marriage and childbearing.

Using longitudinal data on spanning the 2002-03 through 2007-08 school years in Florida and North Carolina, this paper decomposes the workforce dynamics among teachers and principals in low-performing schools that significantly improved their performance. In general, I find strong, consistent evidence of human capital development (i.e., improvements in the productivity of the teachers and principals already in the school) accounting for the increased performance in turnaround schools. These findings are robust to the inclusion of school random effects, alternative categorizations of both teachers and turnaround schools, and are observed across elementary and middle school samples in both states. There is also general evidence of productive incoming teachers helping to improve these turnaround schools, but little evidence to support negative attrition specific to these schools played a role. These findings are important as they document large improvements in the joint productivity of teachers in low-performing schools, a finding which is out of step with current federal efforts to improve schools that implicitly assume teacher productivity is essentially fixed over time. This paper examines whether teachers in schools serving students from high-poverty backgrounds are as effective as teachers in schools with more advantaged students. The question is important. Teachers are recognized as the most important school factor affecting student achievement, and the achievement gap between disadvantaged students and their better off peers is large and persistent. Using student-level microdata from 2000-2001 to 2004-2005 from Florida and North Carolina, the authors compare the effectiveness of teachers in high-poverty elementary schools (greater than 70% FRL students) with that of teachers in lower-poverty elementary schools (less than 70% FRL students). The results show that the average effectiveness of teachers in high-poverty schools is in general less than teachers in other schools, but only slightly, and not in all comparisons. The authors also find differences in within-school-type variation in teacher effectiveness in nearly every comparison. These differences are largely driven by the longer tail at the bottom of the teacher effectiveness distribution in high-poverty schools. Teachers at the top of the effectiveness distribution are very similar across school settings. The observed differences in teacher quality between high-poverty and lower-poverty schools are not due to differences in the observed characteristics of teachers, such as experience, certification status and educational attainment. Rather, they appear to arise from differences in the marginal return or payoff from increases in a characteristic. In particular, the gain in productivity from increased experience is much stronger in lower-poverty schools. The lower return to experience in high-poverty schools does not appear to be a result of differences in the quality of teachers who leave teaching or who switch schools. Rather, it may be the case that the effect of experience on teacher productivity may depend on the setting in which the experience is acquired. If there are positive spillovers among teachers that depend on teacher quality (ie. teacher "peer effects") or if exposure to challenging student populations lessens the future productivity of teachers (i.e. leads to "burn out"), teachers in schools serving large proportions of low-income students may simply not improve much as time goes by. These findings suggest that solutions to the achievement gap between high and lower-poverty schools may be complex. Changing the quality of new recruits or importing teachers with good credentials into high-poverty schools may not be sufficient. Rather, the findings suggest that measures that induce highly effective teachers to move to high-poverty schools and which promote an environment in which teachers' skills will improve over time are more likely to be successful. What happens when standards, teaching for understanding, research based strategies for improving student achievement, and teacher inquiry become a whole? Power Teaching results. A prototype in development at an urban, elementary school in the South, power teaching connects the dots of state standards, Harvard Project Zero's teaching for understanding framework, Marzano's research based strategies, and teacher inquiry for reflective practice. From a systems perspective, the four factors of power teaching will one day yield emergent properties different from the factors. The whole is not only greater than its parts, it has emergent properties that differ from the parts: the taste and texture of cake differs from the eggs, milk, butter, and flour in the parts. In addition to providing an extended definition of power teaching, this paper suggests that Howard Gardner's recent work--five minds for the future--might be emergent properties of the prototype. Image schools that not only have students passing high stakes tests, but developing disciplined minds, synthesizing minds, creating minds, respectful minds, and ethical minds. Such students would be better prepared to meet the complex issues rising from an interconnected world. The paper includes a 65 item annotated bibliography.

The top priority for the U.S. Department of Education's new Race to the Top-District (RTT-D) competition is to create personalized-learning environments to bolster student achievement: "Absolute Priority 1: Personalized Learning Environments. To meet this priority, an applicant must coherently and comprehensively address how it will build on the core educational assurance areas (as defined in the notice) to create learning environments that are designed to significantly improve learning and teaching through the personalization of strategies, tools, and supports for students and educators that are aligned with college- and career-ready standards (as defined in the notice) or college- and career-ready graduation requirements (as defined in the notice); accelerate student achievement and deepen student learning by meeting the academic needs of each student; increase the effectiveness of educators; expand student access to the most effective educators; decrease achievement gaps across student groups; and increase the rates at which students graduate from high school prepared for college and careers." Using online learning in blended-learning environments will be critical for most Local Education Agencies (LEAs) to realize this priority. As Innosight Institute has written in several reports, there are a growing number of schools and districts across the country that are implementing blended-learning models. Innosight Institute has collected dozens of case studies of blended-learning programs on its website. These profiles may be an important resource for those LEAs seeking to apply to the competition, as the profiles chronicle the history of how schools and districts started their blended-learning programs, the effect of these programs on student achievement, the blended-learning models they use, and the software or Internet tools that power these programs. This paper describes how personalized learning looks like in practice and discusses the essential elements of an effective transformation. (Contains 2 figures.)

School closures are increasingly common among U.S. public schools, driven by both budgetary constraints and accountability pressures to turnaround low-performing schools. This paper contributes to the nascent literature on school closures by evaluating student achievement and mobility outcomes in a large-scale restructuring effort in Washington, D.C. in which 32 elementary and middle school campuses were closed or consolidated in the summer of 2008. Using longitudinal data, we investigate how student outcomes change in relation to this initiative with an instrumental variables strategy that counters the endogeneity of student assignment across schools before and after the restructuring occurred. The results show that the academic performance of students directly affected by the school restructuring experienced a temporary decline, but it rebounded by the second school year after restructuring occurred. Additionally, we find no evidence of closure adversely inducing further mobility among affected students.

It is difficult for secondary-level ELs to achieve academic success comparable to their non-EL peers because of linguistic challenges specific to secondary-level core-content areas, in addition to barriers faced by ELs in general. Some promising strategies for use in mathematics, science, and social studies are reported. Key points of this briefing paper include the following: (1) ELs in secondary schools face challenges different from those in elementary schools; (2) Explicit teaching of cognitive strategies has shown benefits for secondary ELs; and (3) Teachers need to use multiple ways of presenting information to support learning for secondary ELs.

This working paper reviews concepts and categories developed in private higher education research, analyzing their applicability to lower levels of education. Most specifically and prominently, the paper uses the three waves of private growth identified in Latin American higher education--Catholic, elite, and demand-absorbing--and categories of finance, governance, and function to analyze new and prior private growth in primary and secondary schools in the Dominican Republic. For Latin American private higher education, Levy (1986a) identified certain patterns of growth. The private sector expansion began with Catholic universities, followed by some elite secular universities, and lastly a boom of secular institutions that absorb a growing demand that the public sector could not satisfy. This pattern was confirmed for the Dominican Republic (Levy, 1991). Like some other Latin American nations, the Dominican Republic did not have a private university until the 1960s, the first being a Catholic university. Later, other private institutions emerged, two of them classified as institutions for the elite. The great demand for higher education facilitated the proliferation of many private institutions. In the last decades, the private higher education sector growth in the Dominican Republic has been remarkable. More than 60% of the enrollment is in private higher education institutions. Hence private higher institutions in Dominican Republic have emerged in three waves, following the regional patterns for Latin America, each one with a relatively distinctive role and its own rationales and dynamics. Has primary and secondary private education followed a similar pattern of growth? Such an inter-level question has not hitherto been studied in any country. Thus, this working paper analyzes causes of the non-higher education proliferation of the private sector and identifies parallel patterns of growth to those found in private higher institutions. However, differences are also found. Contrasts are presented and may facilitate understanding the characteristics of each level (see appendix 1) as well as the distinction between private and public institutions. A comparison between school-level and private higher education in the Dominican Republic is appended. (Contains 21 endnotes.)

The transition to primary school is one of the greatest challenges of early childhood. Handled well, it can set children into virtuous cycle of learning. But how can transitions be made more effective? Based on a background paper for UNESCO's Education for All Global Monitoring Report 2007, this paper assesses the literature and draws lessons about ways of forging links between primary schools, children's home environments and early childhood programmes. Starting from Bronfenrenner's systems theory, the authors identify different models for looking at transitions and present an overview of research, covering such topics as inclusion and resilience. They go on to consider the perspectives of the key actors in transitions--children, educators and parents--and present examples of successful initiatives from twenty countries and regions around the world. The authors then identify lessons learned from their analysis of successful initiatives, including the importance of children's social competencies, their capacity to make transitions with existing friends and to make new friendships, planning transition activities, and communication between schools, pre-schools and parents in advance of children's transitions. The paper concludes by identifying implications for policy planning and implementation, including suggestions for schools.

This working paper considers ways to tackle the critical issue of early drop-out and under-achievement of children at school. It draws on evidence of the benefits of early childhood programmes to children's learning and success in school. It particularly examines how well-designed early childhood programmes can effectively address poverty and exclusion. The paper also looks at how to aid the transition to school from either home or an early childhood programme. The connection between the first goal of UNESCO's Education for All initiative (early childhood care and education) and the attainment of other goals has not received adequate attention at any level. This paper seeks to redress that. The paper's concern goes beyond what happens to children before they enter school. It also asks why, despite the internationally accepted definition of early years as ages 0-8, do early childhood professionals and policy-makers almost always ignore 6-8-year-olds and consider early childhood development as pertaining only to the pre-school years? And what basics are needed in large-scale school improvement programmes to ensure a welcoming and nurturing environment and to sustain good practices and learning during those vital early years of formal school? Finally, it explores how we can conceptualise and implement work differently to better integrate early childhood development and early primary education. (Contains 1 table.) Policy makers and educators in the U.S. have recently shown considerable interest in the concept of weighted student funding (WSF) as a means of financing primary and secondary schools. WSF appeals both to conservatives, who see it as a way to promote parental choice and school autonomy, and to progressives, who are attracted by the call of extra funds for challenging-to-educate students. This paper draws lessons for the U.S. from the Netherlands, which has long experience with WSF. We find that, while WSF has succeeded in directing significant amounts of additional funds to primary schools serving educationally disadvantaged pupils, this policy has been shaped by contextual factors that differ in important respects from those in the U.S. These include a deeply embedded right to parental choice, a centralized funding system, a political system that fosters policy stability, and a national value system that accepts pluralism and encourages tolerance and fairness. Since its inception as part of the 1965 "Elementary and Secondary Education Act" (ESEA), Title I has provided the largest amount of federal funding aimed at improving the academic achievement of poor children. In this paper, we examine the impact of Title I on school spending and school performance, using New York City public school data. Based on a regression discontinuity design (RD) with panel data, and including separate analyses for elementary/middle and high schools, we estimate local average treatment effects of Title I. Title I provides additional funding for schools serving high concentrations of poor children, but there are few curricular or programmatic constraints. Unfortunately it is possible that Title I funds supplant state or local funds, resulting in muted net impacts on spending and student outcomes. At the same time, the success of Title I in improving test scores offers important insight into the effectiveness of school-based compensatory funding in general, such as weighted student funding within districts or state compensatory aid across districts. Overall, the results indicate that Title I changes the mix of spending, enabling high schools to significantly increase the amount of money they spend on direct services to students and to improve their pupil-teacher ratios (while reducing experienced teachers). Elementary and middle schools do not increase spending as much, which is consistent with our finding that state compensatory education funds may be supplanting some Title I funding in schools. Since schools just below the Title I cutoff are similar to those just above the cutoff, this finding may be an equitable, albeit unintended result. Finally, additional Title I spending does not improve the achievement of students and may even reduce school-wide average test scores in elementary and middle schools. These effects for both spending and scores seem to increase with the length of time schools are Title I eligible and to be stronger for ones that are always Title I eligible compared to those that go in and out of eligibility.

In the United States, public housing developments are predominantly located in neighborhoods with low median incomes, high rates of poverty and disproportionately high concentrations of minorities. While research consistently shows that public housing developments are located in economically and socially disadvantaged neighborhoods, we know little about the characteristics of the schools serving students in these neighborhoods. In this paper, we examine the characteristics of elementary and middle schools attended by students living in public housing developments in New York City. Using the proportion of public housing students attending each elementary and middle school as our weight, we calculate the weighted average of school characteristics to describe the "typical" school attended by students living in public housing. We then compare these characteristics to those of the typical school attended by other students throughout the city in an effort to assess whether public schools systematically disadvantage students in public housing in New York City. Our results are decidedly mixed. On one hand, we find no large differences between the resources of the schools attended by students living in public housing and the schools attended by their peers living elsewhere in the city; on the other hand, we find significant differences in student characteristics and outcomes. The typical school attended by public housing students has higher poverty rates and lower average performance on standardized exams than the schools attended by others. These school differences, however, fail to fully explain the performance disparities: we find that students living in public housing score lower, on average, on standardized tests than their schoolmates living elsewhere- even though they attend the same school. These results point to a need for more nuanced analyses of policies and practices in schools, as well as the outside-of-school factors that shape educational success, to identify and address the needs of students in public housing.

This paper examines the impact of vouchers in general and voucher design in particular on public school performance. It argues that all voucher programs are not created equal. There are often fundamental differences in voucher designs that affect public school incentives differently and induce different responses from them. It analyzes two voucher programs in the U.S. The 1990 Milwaukee experiment can be looked upon as a "voucher shock" program that suddenly made low-income students eligible for vouchers. The 1999 Florida program can be looked upon as a "threat of voucher" program, where schools getting an "F" grade for the first time are exposed to the threat of vouchers, but do not face vouchers unless and until they get a second "F" within the next three years. In the context of a formal theoretical model, the study argues that the threatened public schools will unambiguously improve under the Florida-type program and this improvement will exceed that under the Milwaukee type program. Using school-level scores from Florida and Wisconsin, and a difference-in-differences estimation strategy in trends, it then shows that these predictions are validated empirically. These findings are reasonably robust in that they survive several sensitivity checks including correcting for mean reversion and a regression discontinuity analysis.

Over the past decade, public attention on the importance of the civic development and education of youth has grown. To address these concerns, the East Bay Conservation Corps (EBCC) Charter School opened in 1996 with the explicit mission to prepare and engage students grades K through 12 as caring citizens who are capable and motivated to fully participate in our democracy. While content standards and assessments readily exist to articulate the academic and artistic development of students, youth civic development, especially at the elementary level, has been under-conceptualized. What is needed is a more robust, comprehensive developmental framework for citizenship education that begins with younger ages and addresses civic skills and dispositions to the same degree as civic knowledge. The product from this project is a set of tested, reliable measures of civic knowledge, civic thinking skills, civic participation skills and civic dispositions that are referenced to recent efforts to provide frameworks of competencies in civic education. Two sets of instruments were developed using a comprehensive conceptual framework for civic indicators at the elementary level. The measures include a student survey of student civic knowledge, skills and attitudes that relate to dispositions, which is the focus of this report; a set of corresponding grade level observation checklists of student skills and behaviors was also developed. Starting at a young age to foster developmental foundations for civic engagement includes a democratic orientation to others and identification with them as fellow members of a community and body politic. This focus is not only developmentally appropriate but also consistent with the goals of many elementary schools to foster prosocial skills and behaviors. In addition, there is a need for greater attention to age-appropriate, instrument identification and development for elementary aged students to document student civic development by focusing on what they can do, an important and often overlooked facet of K-12 civic education research and practice. Addressing this need will also assist other public elementary schools interested in recapturing their civic mission and in creating a K-12 developmental framework for civic development. We use statewide administrative data from Florida to estimate the impact of attending public schools with different grade configurations on student achievement through grade 10. To identify the causal effect of structural school transitions, we use student fixed effects and instrument for middle and high school attendance based on the terminal grade of the school attended in grades 3 and 6, respectively. Consistent with recent evidence from other settings, we find that students moving from elementary to middle school in grade 6 or 7 suffer a sharp drop in student achievement in the transition year. We confirm that these achievement drops occur in nonurban areas and persist through grade 10, by which time most students have transitioned into high school. We also find that middle school entry increases student absences and is associated with higher grade 10 dropout rates. Transitions to high school in grade nine cause a smaller one-time drop in achievement but do not alter students' performance trajectories. (Contains 13 tables, 6 figures and 13 footnotes.)
