Rural residential environment governance (RRE), as the first tough battle of China's rural revitalization strategy, relies on farmers' participation since farmers are the main laborers, builders, and administrators in environmental governance. However, lackluster farmers' enthusiasm and initiative have hindered RRE initiatives, prompting this paper. Based on the survey data of 1804 farmers in China, this paper, from the perspective of mobilization governance, empirically analyzes the impact of informal village institutions, the cadre-mass relationship, and their interaction on farmers' participation in RRE governance through the entropy method, ols, and quantile regression model. The empirical results indicate that informal institutions promoted farmers' participation through three mechanisms, with disciplinary supervision impact being the most significant and value-oriented next, but transmission internalization doesn't work as well as it should. Meanwhile, for farmers with varying degrees of participation, there is a general difference in the governance effect of informal institutions. Furthermore, the close cadre-mass relationship significantly strengthened disciplinary supervision and transmission internalization effects to mobilize farmers' participation. Therefore, the village committee should implement diverse informal institutions based on the actual situation of their village. Moreover, it is necessary to shape a close cadre-mass relationship to improve the accuracy of institutions' implementation.

This paper offers an evaluation index system of agricultural green development level based on the Rural Vitalization Strategy. The evaluation index system includes four dimensions: agricultural development, ecological resource protection, environment-friendly, and industrial extension and integration. Then, the paper calculates the level of agricultural green development in the three provinces of Northeast China using the entropy-gray correlation method from 2009 to 2019. The calculation results show that between 2009 and 2019, the level of agricultural green development in the three northeastern provinces of China fluctuates and increases, and there is some variation between them: in terms of the overall level of agricultural green development Heilongjiang Province > Liaoning Province > Jilin Province, in terms of the average change speed of agricultural green development level, Heilongjiang Province > Liaoning Province > Jilin Province; in terms of each dimension, the average level of correlation degree of agricultural development dimension is Liaoning Province > Heilongjiang Province > Jilin Province, the average level of correlation degree of ecological resource protection dimension is Heilongjiang Province > Jilin Province > Liaoning Province, the average level of correlation degree of environment-friendly dimension is Heilongjiang Province > Jilin Province > Liaoning Province, and the average level of correlation degree of industrial extension and integration is Liaoning Province > Heilongjiang Province > Jilin Province. Finally, the basis of the calculation results, combined with the actual situation of agricultural development in the three provinces, the countermeasures, and suggestions for promoting the green development of agriculture are put forward. China's government is now promoting the Nomad Sedentarization Project (NSP) in large areas of grassland as a solution for ecological restoration and poverty alleviation. To examine the effects of this policy, we conducted in-depth interviews at two of the project's sites and examined the social and ecological systems at village, county, and catchment scales in Jinghe County of Xinjiang. We found that (1) the NSP in one village greatly improved the household standard of living and changed their resource utilization modes; (2) the success in this village can be attributed to resources imported from the social and ecological systems at larger scales, and could not be repeated in a second nearby village with different constraints; and (3) the NSP is poorly adapted to local ecosystem characteristics, and may therefore have negative impacts at larger scales. To avoid these problems, holistic assessments are necessary to judge the NSP's impacts on social and ecological systems at multiple scales, and the program must be implemented cautiously to account for the potential risks in ecologically vulnerable areas.

The prosperity of farmers is closely tied to governmental policies. The Jianghan Plain is an important region for commodity grains, cotton and edible oil for China. The trajectories of land use and land cover change (LUCC) of the study area from 1995 to 2010 were studied based on the LUCC database of the Chinese Academy of Sciences. The LUCC was characterised by a continuous decrease of arable land and continuous increase of waters and construction land. The LUCC was obviously concurrent with the implementation of related national policies. The transition to construction land was ever well controlled by 'Notice regarding the further strengthening of land management and arable land protection' promulgated in 1997. However, it flourished again with the 'Rise of Central China Strategy' taking effect since 2006. The transition of construction land to others reflects an uncommon trend, which must be strengthened with the strict implementation of the overall plan, which imposes a limited acreage quota of construction land to each district. The policies were quite contradictory to the transition of waters. LUCC related to waters is most active, which was driven by both natural forces and national policies. Just after the devastating flood of 1998, the state council of China put forward the Green Policy to govern the major rivers. As to the study area, it is mainly to 'push over dykes to let flood through and return farmland to lakes'. In 2004, the Grain Direct Subsidy Policy was implemented, which, along with the surge in the price of rice, resulted in a strengthening trend of conversion of ponds to paddy fields.

Minqin oasis in the lower reaches of the Shiyang River is a main natural barrier for the Wuwei Basin. Due to the combined influence of human activities and natural factors in the past half a century, water quality in the lower reaches of the Shiyang River decreased and ecological environment deteriorated, which influenced sustainable development of this area and surrounding area seriously. This paper analyzed current situation and reasons of the deteriorated ecological environment in the lower reaches of the Shiyang River, and proposed that water environment regulation was the primary task in the eco-environment control of Minqin area, specifically, (a) By using existing policies, accelerating the construction of water-saving agriculture in the middle reaches of the Shiyang River, water quantity in the lower reaches would be guanranted, water shortage for agricultural production and ecological use in Minqin oasis would be relieved; (b) Unreasonable human activities such as overexploitation of underground water should be controlled strictly; (c) Water conservancy project should be developed vigorously to ensure rate of flow.
