This paper provides an account of the everyday workplace learning of cycle technicians. Derived from an ethnography of working cultures and practices at a bike shop in the North of England, this paper rests on a critical reading of Communities of Practice theory in order to explore the complex and heterogeneous learning of cycle technicians. Drawing on a series of vignettes constructed from the ethnographic data, the paper demonstrates the variety of experiences of both formal and informal learning that characterise the trajectories of new cycle technicians as they enter the industry. In addition to providing an account of a qualified and specialist workforce that is under-represented in extant research literature, the paper also provides an exemplar for ethnographic research as a vehicle for exploring working practices through a Communities of Practice lens, using the paradigmatic theoretical elements of the theory. The paper concludes by arguing that for cycle technicians, and perhaps other occupations as well, Communities of Practice theory can generate rich and complex accounts that do justice to the richness and complexity of the craft and practice being observed. This study analyses attempts to renew apprenticeship over the last three decades in three liberal market economies – US, England and Australia. We conceptualise institutional renewal as entailing both revival, or growth in apprentice starts, and extension, or widening its occupational base. The paper contributes to the literature by considering reasons for the attempted renewal and offering an assessment of the outcomes of renewal. It also contributes to research at the intersection of institutional and comparative training literature by developing the concept of institutional renewal and applying it to apprenticeship. It is concluded that in quantitative terms renewal had some success in England and Australia, but the effect of intervention is more uncertain in the US. The paper also identifies a paradox that policies to promote apprenticeships have undermined the quality of training in England and Australia, leading to questions about the sustainability of renewal. The role of skills and human capital during England's Industrial Revolution is the subject of an old but still ongoing debate. This paper contributes to the debate by assessing the artisanal skills of watchmakers and watch tool makers in southwest Lancashire in the eighteenth century and their links to apprenticeship. Purpose: The purpose of this paper is to address a gap in the comparative research literature on vocational education and training (VET) and skill formation systems. It examines the impact of international technical standardisation and regulation on the design, organisation and delivery of apprenticeships in the aeronautical and aerospace sectors in England and Germany. Design/methodology/approach: The research design was informed by insights from economics, workplace and work-based learning and comparative education. Academic experts in the fields of aerospace and aeronautical standardisation and regulation, VET, human resource development and business organisation were consulted. The generic occupation of "aircraft mechanic" was selected as being the closest match for comparison. Interviews and non-participant observation in workplaces and training centres were carried out involving three companies in England and four in Germany. Findings: Findings show that there is considerable convergence across the pedagogical approaches to apprenticeships in England and Germany related to fostering the capacity to take responsibility for the quality of one's work, to work in and lead teams, and to respond to and work with customers. Increasing international regulation and technical standardisation underpins a shared language about learning through practice in technologically advanced workplaces. Originality/value: This paper is original because it turns the lens of inquiry to workplace processes to reveal the level of convergence in training philosophies and practices in an internationally highly regulated sector. It shows how international technical standardisation and regulation is leading to pedagogical innovation. This paper explores the changes and continuities to apprenticeship in England since the 1960s. It argues that apprenticeship is primarily a model of learning that still has relevance for skill formation, personal development and employer need. It also argues that, since the late 1970s and the introduction of state-sponsored youth training, apprenticeship has been transformed into an instrument of State policy, primarily for the control of young people and as part of new legislation to keep them in some form of education or training to the age of 18. In that sense, the holistic notion that apprenticeship had in the past as being a journey within which young people learned to be morally upright citizens as well as acquiring occupational expertise, is being reinvented. Now, however, the State's dominant role has profound implications for the role of employers in apprenticeship and the extent to which skill formation is being underplayed. [ABSTRACT FROM AUTHOR]

This paper examines factors that are associated with the probability of completion of apprenticeship programmes by individual learners in England. Data are from the 2008/2009 academic year Individualised Learner Record – the administrative database containing information on all learners in the Further Education system in England. The analysis considers various factors including demographic characteristics of apprentices, aspects of their programme and an indicator of the local labour market context in which they participate in the apprenticeship. The study considers both Apprenticeships (Level 2) and Advanced Apprenticeships (Level 3) and finds a variety of factors that have a significant effect on the likelihood of completion. Gender-related differences are found only within particular frameworks (akin to the subject or sector). Local unemployment rates are found to have a significant effect on the probability of completion with the direction of this relationship differing between the two levels. The findings highlight that the contemporaneous goals of increasing participation in apprenticeship and improving completion rates cannot be easily achieved through the same actions. Despite this, the importance of completion of an apprenticeship cannot be denied for a variety of reasons including the penalties individuals may suffer in the labour market due to non-completion. This paper highlights critical shortcomings in the approach to apprenticeship in England and argues that the proposed Apprenticeship Framework is unlikely to fulfil its stated aims of enhancing quality and quantity. The key weaknesses identified are a clear definition of what constitutes an apprenticeship framework, an educational component, employee involvement and lack of recognition of alternative college-based routes. Drawing on a recent cross-national study, the authors compare the English situation with the vocational education and training systems of other leading European countries. These embody a distinctly different approach and framework, being based on social partnership and the education of young people into a broadly defined occupation. It is shown how the current proposals mark a potential step backwards and a departure from the principles of the 1944 Education Act by ignoring general and civic educational elements in young people's formation. Above all, for any framework to be successful, it needs to take into account the longer term interests of employees, given changes in the labour market, and to address the issue of employer disengagement. The paper arises from my PhD thesis on the learner biographies of retail and motor vehicle maintenance apprentices in Germany and England which explores the interrelationship of social structures and individual agency in identity formation over time and in particular learning environments. The paper reports initial findings, focusing largely on the English case study of motor vehicle apprentices. It challenges common assumptions of young people in vocational education in England as second-chance learners being socialised into pursuing low-status occupations and invites reflection on the particular model of apprenticeship in England and its role in shaping young people's identity. Training through apprenticeship provided the main mechanism for occupational human capital formation in pre-industrial England. This paper demonstrates how training premiums (fees) complemented the formal legal framework surrounding apprenticeship to secure training contracts. Premiums varied in response to scarcity rents, the expected productivity of masters and apprentices, and served as compensation for the anticipated risk of default. Conceptions of theory within initial teacher education in England are adjusting to new conditions where most learning how to teach is school-based. Student teachers on a programme situated primarily in an employing school were monitored within a practitioner enquiry by their university programme tutors according to how they progressively understood theory. The tutors meanwhile also focused on how their own conceptions of theory responded and evolved in relation to their students’ changing perceptions. This resulted in the students retrospectively identifying and developing theoretical and analytical capabilities. University sessions became a reflective platform from which to critically interrogate the emergent story of what it is to be a teacher in a school. This article reports on a study of apprentices in England and Germany designed to explore young people's learner identities over time and in relation to particular learning environments. The research adopts a multi-method ethnographic approach, combining biographical interviews with multi-site participant observation. The article problematises the notion of participant observation and the possibility of obtaining meaningful data in short-term observations as part of a broader research design. It highlights the importance of the researcher role and the opportunities different roles entail for developing shared understanding and co-constructing meaning. It concludes that the observations yield important findings about the construction of identity in different sites and thus complement the interview data in enabling the researcher to reconstruct the apprentices' learner biographies.
