This article provides information on a strategic plan approved by the Association of Computing Machinery (ACM) Council in June 2001 for ACM publishing for the next three years. The vision underlying this plan is simple, to realize the stated goal of ACM CEO John White of ensuring that ACM becomes the preferred publisher for computer science. ACM publications have relevance to several constituencies, including authors, readers, reviewers, editors, conference program chairs and committees, institutional subscribers, libraries and the ACM itself. As a first step, the board endeavored to articulate a set of principles that should be realized by a preferred publisher. This led to a set of responsibilities constituencies must assume if the ACM is to maintain a viable and effective publishing program. This far-ranging document outlines a set of 53 specific rights that ACM will guarantee. The first right listed is a critical one. Here the metrics is clear, the average delay from the first day of the issue month to the printed date and the date the issue appears in the ACM DL shall be zero. The metric for enabling fast access is less clear. Here one might like the delay from the time a request is made to the ACM DL until the article is displayed on the screen of a user to be but a few seconds. It is somewhat ironic that the ultimate goal is for other publishers to equal ACM in their commitment to these constituencies.

The article presents a letter about restoring the popularity of computer science (CS). The CS major is now in a downward cycle in the U.S., especially for women. While the percentage of men intending to major in CS is no worse than the mid-1990s, the number of female CS majors is at a historic low. Computer Science Teachers Association (CSTA) is a membership organization that supports and promotes the teaching of CS and other computing disciplines. CSTA provides opportunities for pre-college teachers and students to better understand the computing disciplines and to more successfully prepare themselves to teach and learn. At the recent National Educational Computing Conference, panel speakers from Canada, Israel, Scotland, and South Africa described their current CS curriculum for students ages 12 to 18 and the issues that surround its implementation. They all emphasized the importance of supporting CS education as a means for ensuring the economic futures of their countries. CSTA could also use specific help on some of their committees.

This article examines new challenges being faced by computing professionals of the Association of Computing Machinery (ACM), as of February 2002. The challenges include the prevention of future terrorism, strengthen communities, broaden participation and reduce inequities. The descriptions of these four challenges provide starting points for discussion and refinement. They may lead to promising technologies that would not only prevent some immediate terror threats, but also reduce the feelings of estrangement and alienation that raise sympathy for terrorism. sociotechnical systems that respect human values, support economic development and promote political participation can convert willingness to destroy into energy for development. Wherever poverty, civil war and oppression limit aspirations, appropriate sociotechnical systems could be useful tools for those who strive to make their countries better. To support the four initiatives, the ACM should encourage more research and development on these topics from universities, corporate sources and government agencies. ACM might offer student fellowships in these areas and honor professionals who volunteer with appropriate organizations. These challenges may not attract every ACM member, but for those willing to respond to them, the ACM should be a source of support. New ideas often take time to be widely accepted. Contributions of the ACM to constructive solutions to these serious problems will inspire others. The ACM community will be remembered for its role in increasing security and reducing social and economic inequities. This is the time for the ACM to step forward and lead the way.
