I consider some uses of citations in academic writing and analyze them as instances of the “appeal to expert opinion” argumentative scheme to show that the critical questions commonly linked to this scheme are difficult to apply. I argue that, by considering citations as special communicative and argumentative situated acts, their use in real practice can be explained more adequately. Adaptation to the audience and to the social constraints is common and necessary in order to collaborate with others and to advance in a discipline, but also to attain rhetorical goals that differ from strictly cognitive ones.

Films depicting educational relationships typically emphasize personal connections between students and teachers over the educational goals that such relations facilitate. In doing so, these films raise the question of how teachers stand in relation to their institutional roles in such a way as to inspire students' desires for knowledge. In this paper, in order to examine the influence of institutional roles in defining teacher-student relationships, we analyze 'The Paper Chase,' a film in which teacher and student have no personal connection but in which the drama of student desire is nonetheless clearly featured. Drawing from Plato's erotics, in which the soul is shaped by desire for that which it lacks, and from Jacques Lacan's theories of desire and transference, we argue that 'The Paper Chase' portrays educational desire as rooted in the differential of authority between teacher and student. This paper contributes to method development in educational leadership research. The focus is on a visual method and the inclusion of visual material in data collection and analysis. Core concepts in this paper are educational leadership, power and authority. The method was used in face-to-face interviews in a research project that studied the steering and governing in, and of, Swedish schools. The method enhances verbal narratives when informants reason and motivate their understandings of positions, relations and hierarchies within the organisations. We found that using visual material encouraged informants to reason and problematise formalised leader positions, their relations and the hierarchies that appear. The method helps to visualise the informants' understandings of the power distribution within the organisation depending on whether positions are described as distant or close, horizontal or vertical. The method made the informants take a stand on complex matters, reflect, and gain insights about their organisations. It provided us, as researchers, with rich data material. By making subjective understandings visual, implicit assumptions were made explicit. This could challenge the knowledge on existing leadership and power norms within educational organisations, and most likely in other forms of organisations as well. [ABSTRACT FROM AUTHOR]

The article presents abstracts of papers published in the January 1, 1981 issue of the journal Philippine Sociological Review. The paper "Some Notes on the Masagana 99 Program and Small Farmer Access to Credit," by Emmanuel Esguerra focuses on the accessibility of credit to small farmers as a performance indicator of the Masagana 99 program. Its main argument is that the logic of profit maximization dictates that credit agencies are generally adverse to high risk lending. The paper "Power Dynamics of Rural Families: The Case of a Samar Barrio," by Mina E. Contado investigates the power structure of rural families by looking at patterns of decision-making, authority, influence, and task role allocation. The paper "The Socioeconomic Aspects of Developmental Infrastructure: Two Aspects From a Project in the Southern Philippines," by Francis C. Madigan addresses the effects of rural electrification in isolation from other elements of a developmental package and finds a positive association between electrification and median income, and between electrification and non-farm employment.

In a contribution to the political analysis of contemporary Vietnam -- a single-party state often wrongly assumed to be an author of reform and deploying considerable and varied powers -- this paper seeks to provide an understanding of the Vietnamese term 'authority' (uy) and its relationship to power. Thomas Hobbes' Leviathan serves as a reference to the notion of authority in Vietnam and is compared to data: what the Vietnamese thought their word best translated as authority meant. The paper concludes that in the 'two-way street' of social contracts, the ruling Vietnamese Communist Party (VCP) actually has little authority. This helps to explain the chronic problems the VCP has faced in securing state capacity and generalised ability to implement policy. It highlights gaps between the current anachronistic use of Soviet-style power in Vietnam and what could be done if the regime deployed new powers based on authority. The authors conclude that, given the identified lack of authority, the VCP is no real Leviathan. Although more research is needed, this conclusion implies that proactive political tactics in Vietnam may move towards a search for acquiring authority in a 'two-way street' relationship within the Vietnamese political community. Shifts in writing technology are usually taken to mark a shift from discretionary to rule-bound, impersonal forms of government. Equating writing technology with rules, however, obscures how counterfeiting, both alleged and real, and the exertion of official discretion can consolidate a government of writing. In his important study of Yemeni scribal culture, The Calligraphic State: Textual Domination and History in a Muslim Society, Brinkley Messick modifies Weberian models of domination by calling for the study of textual domination that intersects in diverse ways with other dimensions of authority. Messick relates the demise of the calligraphic state to the advent of legal codification and print technology. With the arrival of impersonal documents of government and a form of rational law, he argues, writing itself ceased to be the “non-arbitrary mark of the person” and the relationship between the sign and signified was no longer connected by an intermediary figure. Similarly, the notion that the innovations of disciplinary writing constituted a new assemblage of control exercised through the “unavoidable visibility of subjects” has been extremely productive in delineating the colonial career of modern infrastructural power. Following the work of Bernard Cohn, the colonial state's “investigative modalities” have been shown to be integral to colonial command and the production of an ever-accumulating corpus of reports. Statistical surveys, reports, and censuses in colonies did not create a uniform template of rule but did enable the operation of inherently selective, targeted, and differentially articulated projects of governance. These gains notwithstanding, the debates over colonial governance have remained limited to differing estimations of the state's successful mastery of information, and whether its taxonomies were collaboratively authored by intermediaries or imposed upon the colonized. International studies investigate the governance authority of state versus non-state actors in terms of their public or private authority. However, the public–private distinction does not sufficiently capture the variety of governance actors, or the forms of their authority, beyond that distinction. Focussing on businesses, this paper argues that certain governance actors assume public and private roles, as well as a third category of roles it calls 'societal' that transcend notions of public and private. To understand these roles and how they affect governance authority, this paper treats the public–private relationship as mediated and extends it with the 'societal' category, then translates it into the concept of business authority, which constitutes a particular form of governance authority alongside public and private authority. It does so by operationalising governance authority as a triadic concept composed of power, legitimacy and a connection to public interests. Purpose: This paper engages multidisciplinary perspectives on truth, authority, expertise and belief to unpack and better understand the underlying epistemology and implications of the ACRL Frame "authority is constructed and contextual." Design/methodology/approach: Following an overview of the issues confronting us in a "post-truth world," the paper reviews critiques of the ACRL Frame "authority is constructed and contextual" and examines the related concepts of truth, authority, expertise and belief from multidisciplinary perspectives. Findings: While the Frame acknowledges the limitations and biases of current scholarly publishing and implicitly supports social justice, it runs the danger of promoting relativism and is ambiguous regarding the relationships between expertise and authority. The critical concepts of truth and belief are conspicuously absent. Engaging a critical discussion and understanding of these concepts is a valuable contribution to information literacy. Originality/value: This paper offers an important and accessible analysis of the frame "authority is constructed and contextual" and its underlying concepts. It moves beyond the library literature to include multidisciplinary perspectives and will require the engagement of the wider library community to promote discussion of the underlying epistemology and links between the construction of authority and truth, expertise and belief. In particular, the discussion of the construction of belief and the difference between judgments of fact and judgments of value offers important additions to the library literature. International institutions are facing increasing criticism of the legitimacy of their authority. But what does it mean for an international institution to be legitimate? Arthur Applbaum's latest book provides a convincing new concept of legitimacy, namely, the power-liability view, and a new normative conception, the free group agent account. However, it is not clear how they can be applied to the international level. First, this paper examines how different concepts of legitimacy can be applied to international institutions. Second, it assesses three different conceptions of legitimacy, namely, the service conception, Applbaum's free group agent account and the autonomy-based conception for the international level. It outlines how on the last conception, international institutions' legitimacy depends on three different aspects required to protect autonomy: the political power of the institution; its purpose; and its relation to other institutions. Finally, the paper argues that the creation of an international institution should be seen as part of relational legitimacy and that state consent plays an important role to protect the political autonomy of peoples. In this paper, the second part of a two-part series, we explore the cultural stability of the Association of Southeast Asian Nations (ASEAN). The analytical framework adopted, formulated on a background of social cybernetics, uses Mindset Agency Theory (MAT) within a metacybernetic framework. Our exploration involves a thorough investigation of signs pointing to cultural instability, identification of potential pathologies, and the provision of insights into the underlying dynamics within ASEAN. Expanding on the theoretical foundation established in the first part, we explore the notion that regional organisations (ROs) like ASEAN can be viewed as complex adaptive systems with agency. Heterogeneity of RO membership can be both beneficial and detrimental, especially when this delivers cultural diversity. If detrimental, pathologies can arise that affect both ROs' institutional dynamics and their affiliated regional organisations, a significant interest of this paper. In response to certain cybernetic aspects introduced in part 1 of the research, MAT is shown to be a specialised framework imbued with systemic and reflexive elements. Through this, the analysis sheds light on how an agency's mindset connects with its behaviour and performance. ROs exhibit coherence in their operations when they successfully achieve adaptive goals. ROs, as agencies defined through a population of state agents, have mutual relationships and are encouraged to pursue shared regional objectives, such as economic growth, social welfare, security, and democracy. However, in highly diverse cultural environments, this poses unique challenges to achieving and maintaining cultural stability. The analysis scrutinises ASEAN's behaviour, relating it to manifestations of cultural instability, and deduces conditions that encompass an inability to undertake collective action, covert narcissism, and a lack of authority. Employing MAT as a diagnostic tool to comprehend ASEAN's intricate nature, the paper concludes with practical recommendations aimed at enhancing ASEAN's cultural health and sustainability. In two previous reviews, we examined how human geographers currently report on projects involving their preferred qualitative methods – interviews and ethnographic observation. This final review steps back from specific techniques to evaluate some of the broader presentational conventions that typify this work. What can be inferred from where these geographers discuss data collection in their papers? Why do they develop new methods and what do they say about fieldwork failures? This paper explores the intriguing convergence of the rhetoric of play as power in the online hyperspectacle, with a particular emphasis on the rise of social media influencers as deontic authorities. Our aim is to provide a refined definition of social media influencers by a thorough literature review using a multidisciplinary approach. As old offline power structures lose ground in the modern digital context, influencer guidance permeates the online public discourse. In this paper we look at how power dynamics in the digital environment led to the birth of the social media influencers phenomena and how these entities have since then impacted the digital setting. A more complex definition is crucial in order to clarify the multiple function influencers play in the online hyperspectacle in light of the rapidly changing digital ecosystem. We suggest that an influencer is defined as a digital user who possesses emerging deontic authority, drawing on Bocheński (1974) and Sălăvăstru (2010) works in support of this claim. According to the authors, this deontic authority refers to a person's normative authority within a specific social context. The objective analysis in this paper not only improves our understanding of social media influencers but also sheds light on the power dynamics at play in the hyperspectacle of the digital age. The victory of the Blank Column in the Regional Elections has an impact on the appointment of the Acting Regional Head to run the regional government until the election of the Regional Head in the next Regional Election. The Acting Regional Head is given the task of replacing the definitive Regional Head but there are differences in its application. In this paper, the scope of authority of the Acting Regional Head is discussed using normative juridical research with a statutory approach or statute approach and a conceptual or conceptual approach or conceptual or conceptual approach or conceptual acceptal acpproach. The results of this study show that juridically assigning tasks to the Acting Regional Head is inconsistent and hinders the course of regional autonomy. This integrative review aims to evaluate the experiences of health and social care practitioners with regard to how they exercise professional curiosity in child protection practice. Professional curiosity gained significant currency following the Munro Review of Child Protection (2010) in England, as a means of seeking clarity on what is happening within a family. However, a recurrent finding from child safeguarding practice reviews is that practitioners continue to struggle to exercise curiosity. This is evident within both the United Kingdom and international literature, although descriptors for the concept may differ. This study attempted to identify facilitators and barriers to applying professional curiosity to provide a greater understanding of this theoretical concept. Title and abstract review of 1428 articles identified from databases and 11 from other sources resulted in 52 papers for full‐text review. The quality of each article was appraised using the Critical Appraisal Skills Programme tool for qualitative studies, the Mixed Methods Appraisal Tool (MMAT) for quantitative/mixed method studies and the Joanna Briggs framework for theoretical/opinion papers. Key findings were recorded in the Summary Table of Literature Reviewed. Data extracts were thematically analysed. Twenty‐four papers predominantly from the UK, but also from Australia, Italy, Sweden and USA formed the data set. Overarching themes that emerged from the thematic analysis included: noticing dissonance, emitting curiosity, constructing meaning, facilitators, individual professional challenges, organisational and macro‐level influences and conceptual development. This review demonstrated that professional curiosity is multifaceted and involves a whole system approach, from empowered, knowledgeable and competent frontline practitioners to creative, innovative and empathic organisations, that value staff contributions and place the child's best interests at the forefront of service development. Researchers need to formulate their achievements as research papers. Representative references are essential to high-quality papers. Academic citation recommendation refers to providing the recommendation of citations for the author of papers when they write. With the help of citation recommendation, researchers can improve the efficiency of writing academic papers and reduce the omission of important related literature. To achieve this goal, some methods were proposed. Many of them used citation networks to learn the representation of papers and chose references, they tended to ignore the content properties of papers. There are also some methods used partial properties to recommend citation. But their performance can be further improved. In this paper, we propose a citation recommendation method based on context correlation. We use two neural network models to learn the representations of papers and their references, then calculate the context similarity of them. Besides, we also introduce the publishing time and authority of papers, two key properties of papers for citation evaluation. In the experiment section, we compare our method with other methods and evaluate the performance of different properties choice in our method, it shows that our method outperforms some baselines and the combination of the dimensions including time, authority and context performs better. The authority of the nation states and their capacity to govern their education policy has been reconfigured by the processes of globalisation. This paper examines recent education policy in Pakistan in order to reveal the nature of national authority in education policy-making in a challenging context. The central piece of analysis is the pre-policy text issued by the Ministry of Education, Pakistan — the White Paper. This analysis is further supported through interviews with senior policy actors and other significant policy texts. The paper identifies several tensions caused by the interaction of global and national education policy priorities and explores how the national government of Pakistan seeks to expand its SoA through ‘soft’ governance approaches despite the material and financial constraints within which it operates.
