During the first decade of the 21st century, Latin America experienced an intense economic growth that increased access in the school system. In this context, the paper analyzes four different programs from Bolivia (Intercultural Community Indigenous Universities), Brazil (Quotas´ Law), Chile (Follow up and Effective Access to Higher Education Program) and Ecuador (Scholarship Program based on Quotas) aimed at improving the participation of marginalized students in the university from three different perspectives. First, conceptually, the paper analyzes the governance of these programs in terms of what are the institutional arrangements that define who is responsible for solving this source of inequality in higher education. Second, the study looks at the concepts of equality, fairness, merit, need and diversity behind the different initiatives presented, using the social justice debate. Thirdly, the paper uses the framework of analysis of different types of access programs to study the scope, components and arrangements of the policies. The results show a high level of heterogeneity in the characteristics and focuses of the programs, which allows to deepen the discussion on the role of access to higher education in the region.

This article introduces a special issue of EPAA/AAPE devoted to recent higher education reforms in Latin America. The last two decades have seen much policy development in higher education in the region, examined and discussed by scholars in each country, but dialog with the international literature on higher education reform, or an explicit comparative focus, have been mostly absent from these works. By way of presentation of the papers included in this issue, we first provide an overview of major policy changes in higher education in the Latin American region since the 1990s. We then turn to the six works in this special issue to describe the theories and methods supporting them. Next, we illustrate how general analytic categories can be derived from single or multi country case studies to illuminate themes capable of cutting across the particulars of national contexts, with their unique traditions, policy paths, and politics. Our three common threads are, first, the types of drivers for reform, that is, how policy change originates, either bottom-up from the institutions, or top-down from the government, and various possibilities in between. Second, understanding challenges to institutional autonomy in a continuum of intensity of state intended intervention in higher education. Third, explaining different levels of strain between public and private sectors in higher education based on conditions of competition for economic resources. While the papers in this special issue do not cover all countries, nor all issues on which policy has been crafted in the last two decades across the region, the collection of articles herein account for topics of enduring importance: faculty work in Ecuador, financial aid in Colombia, public policy decentralization in Argentina, quality assurance models in Colombia and Uruguay, the emerge of new institutions and universities in Argentina and Uruguay, and social justice, access, and inclusion in higher education, in Argentina, Bolivia, Brazil, Chile, Colombia, and Ecuador. The articles presented in this special issue provide much insight onto higher education policy in Latin America and, additionally, offer ample opportunity to develop social science knowledge on the basis of strong comparative work.

Latin American countries have evolved over the years. Still, after years of military reign, socioeconomicinstability, and civil wars, the region has been known for its anti-hegemonic economic growth (educationalpolicies) strategies. Central and South America's educational system has long been under investigation by researchers both theoretically and empirically. The transition of its education system through the introduction of centralized, liberalized, and populist ideology has sparked many researchers' interest. This paper aims to understand and compare 14 Latin American countries' education orientation. The study uses a matrix table to visualize the qualitative finding.

Purpose: This paper aims to present an approach to achieve accessible and inclusive Virtual Education for all, but especially intended for students with disabilities. This work proposes main steps to take into consideration for stakeholders involved in the educational process related to an inclusive e-Learning. Design/methodology/approach: The paper pays particular regard to accessibility in Virtual Education. This work is based on the activities prepared from years 2012 to 2015 within the initiative called ESVI-AL. This initiative was carried out in conjunction with Latin American and European Universities; for this paper, experiences and best practices from the initiative were used to prepare the proposed approach. Findings: The aim of ESVI-AL initiative was to offer products that can help in the development of an accessible and inclusive e-Learning education. Among the main results were reports, case studies, practical guidelines, training courses and software to install virtual campuses with accessibility features. Social implications: Nowadays, few countries have laws promoting and enforcing accessibility for e-Education and e-Society. This work aims to sensitize educators from different countries and raise awareness on the importance of working together toward an inclusive society based on accessible e-Learning. Originality/value: Based on a literature review and ESVI-AL initiative results, a descriptive overview was prepared as a starting point for the four identified main actors of an educational project, namely, educators, technical staff, quality auditors and students, with special emphasis on students with disabilities.

This paper characterizes household spending in education using microdata from income and expenditure surveys for twelve Latin American and Caribbean countries and the United States. Bahamas, Chile, and Mexico have the highest household spending in education and Bolivia, Brazil, and Paraguay have the lowest. Tertiary education is the most important form of spending, and most educational spending is performed for 18- to 23-year-old individuals. More educated and wealthier household heads spend more in the education of household members. Households with both parents present and those with a female main income provider spend more than their counterparts. Urban households also spend more than rural households. On average, education in Latin America and the Caribbean is a luxury good, whereas it may be a necessity in the United States. No gender bias is found in primary education, but at secondary school age and up households invest more in females than in males.

The academic programs at the graduate level are increasingly interested about the enrollment management challenges in terms of international student mobility. Understanding fundamental enrollment concepts to attract international students provides the essential key to consider the competitive environment concerning university resources, academic program potential, complex cultural dynamics, and workplaces among others. Based on a six-year quantitative and descriptive statistical study, this paper addresses the trends of first-time graduate enrollment and patterns of international student mobility by faculty at the University of Puerto Rico at Mayaguez. Results revealed the sustained trend of graduate enrollment of international students mainly from South America, Central America, and the Caribbean among others. Moreover, the presence of international graduate students adds a dimension of diversity to UPRM between teaching and research undertakings that enhance the Colleges of Engineering, Arts and Sciences, Agricultural Sciences, and Business Administration. The international student mobility has a consistent tendency mainly in the Colleges of Engineering, Arts and Sciences, and Agricultural Sciences. This consistency resembles the quality and reputation recognized by educational institutions and organizational world rankings. In-depth, understanding the trends related to international graduate enrollment and mobility should be considered by institutional leaders and administrators at UPRM to make knowledgeable decisions and to effectively set priorities to recruit highly qualified international students.

We reflect on methodological issues arising in two of our own research projects as a form of practice, as a way of engaging in a praxis of project research. The projects chosen for this purpose are themselves concerned with teacher education and curriculum development in environmental education: they include participatory "reflective practice" processes in exploring issues relating to formal education in schools and informal education in communities and are grounded in the specific contexts of developing countries. We discuss issues in participatory research such as: (1) Whose research agenda gets to be explored?; (2) The importance of project partnerships; (3) Participants' preconceptions about the nature of research; (4) What is "rigor" in participatory research in environmental education?; (5) The Colonialist Dilemma: Avoiding the "package or perish" mentality; and (6) The Bigger Picture: Technocratic Rationality and Participatory Research. The paper reports from a comparative study on systems of quality assurance in 19 countries around the globe, and how these systems function as accountability mechanisms. Based on a theoretical framework for assessing how accountability mechanisms can contribute to build trust in the higher education sector, the analysis of the quality assurance systems underline the dominant role of quality assurance systems as the prime accountability mechanism in the sector, often accompanied by semi-autonomous agencies emphasising various forms of accreditation. Based on an assessment of the quality assurance systems it is still suggested that the current forms of accountability are not stimulating the up-building of trust in and of the sector. In the conclusion, some reflections are offered as alternatives to the current situation.

Purpose – The purpose of this paper is to reflect on the impact of globalisation and productive restructuring in contemporary migration flows in Latin America. It analyses two different movements to/from Latin America: Bolivians in São Paulo and Brazilians in London, seeking to highlight the precarious work conditions of migrants from the region. Design/methodology/approach – The paper uses two interrelated research projects. One focuses on Bolivian workers in São Paulo. It used reference documents, and files from the local press and academic articles to map work dynamics of Bolivian migrants working in sweatshops. The other was conducted in London, where in-depth interviews and participant observations were conducted with Brazilians working in low-skilled jobs, to explore motives behind migration and settlement. Findings – There is increasing mobility between different countries that receive immigrants with flexible proposals about constructing "new life projects". These migrants seek to escape unfavourable living and working conditions, yet an overall perspective of flexible capitalism in its forms of production, distribution and consumption is observable. Both contexts feature precarious employment relationships, with informality, illegality and ethnic social networks being the main elements of attraction and support in host countries. Differences are located in the perspectives of return and settlement, given the different economic situations in England, Brazil and Bolivia. Research limitations/implications – Sample size does not allow making representative statements or generalisations about Brazilians in London. In addition, it was not possible to get primary data from Bolivians in São Paulo because the clandestine nature of the sweatshops makes it difficult to gain access, and to obtain reliable data. Originality/value – The paper offers an important departure point to advance discussions about productive restructuring, informality, and Latin American mobilities by addressing the intersections between employment relations, migration and geographical mobility within/from Latin America. This paper describes a participatory mapping method field tested with agro-extractive settlements in the Bolivian Amazon. A regional transition from customary to formal property rights resulting from sweeping 1996 land tenure reforms has led to confusion and conflicts over resource rights, a problem compounded by recent high market prices for Brazil nuts. In response to community requests to clarify resource rights to Brazil nut trees, CIFOR offered to train community members to map trees, trails and other key features themselves. This experience indicates that local residents can map their resources in an effective and efficient way and in the process gather necessary information to mediate competing claims, demonstrate their legitimate resource claims to external stakeholders and make management decisions. We argue that maps and properties are more likely to be seen as legitimate reflections of de facto rights if local stakeholders are involved as a group from the outset. [ABSTRACT FROM AUTHOR]

Summary: Brazilian firms used to dominate the brazil nut (BN) market to such an extent that the product still carries the country’s name. In a surprising twist, 77% of all BNs are now processed and exported by Bolivia, a country with far fewer resources than its neighbor. This paper analyzes the impact of EU regulations on the global BN market. It finds that Bolivian producers prevailed because they joined forces to revamp their manufacturing practices and meet EU sanitary standards despite continued mutual mistrust. In contrast, Brazilian producers have been unable to work cooperatively and lost access to the European market entirely. [Copyright &y& Elsevier]

In the southern tropical Andes, previous studies performed on lacustrine basins display large water-level fluctuations due to changes in the precipitation minus evaporation balance during the Holocene. Significant changes in groundwater levels were also inferred from river paleowetland deposits in northern Chile and the northern Bolivian Altiplano but the discrepancies which appeared in the data from paleolakes and paleowetlands are still not understood. In this paper we present stratigraphy and diatom analyses in new paleowetland records from non-glacial valleys. These data, compared with previous results, show that non-stormy precipitation (recorded by fine and/or organic sedimentation) dominated continuously from ∼11 200 to ∼1500 cal yr BP and that convective rainfall (recorded by strong erosion) occurred only episodically in the northern Altiplano. Convective rainfall was similar to the type of precipitation which nowadays occurs during the rainy season (austral summer) when the tropical easterlies from the Atlantic reach the Bolivian Andes. Non-stormy precipitation is interpreted as a result of an intensification of cold-air incursions from southern polar regions, in good agreement with data from Brazil. The maximum intensity in cold-air incursions occurred during the Early Holocene and coincided with a climatic optimum in Antarctica and a considerably reduced El Nin˜o Southern Oscillation (ENSO). During the Middle and Late Holocene, cold-air incursions decreased and the ENSO frequency increased. We suggest that the interactions between the southern high and low latitudes, by means of cold-air incursions and associated changes in the west wind flow, have been the main mechanisms involved in climatic changes at the latitudes of Bolivia. Bolivia and Brazil have universalized their pension and healthcare systems, respectively. Civil society organizations participated actively in social policy expansion, yet they have done so in starkly different ways, reflecting general patterns in each country. Whereas in Brazil, popular participation in social policies takes place through "inside" formal channels, such as conferences and councils, in Bolivia, bottom-up influence occurs mostly via "outside" channels, by coordinating collective action in the streets. Understanding forms of popular participation matters because policies that allow for popular input are potentially more representative, universal, and nondiscretionary. This article argues that differences in the forms of popular participation in social policy expansion can be explained by the characteristics of the institutional context and differences in the types of movements engaged in the policymaking process. More than 80% of available malaria rapid diagnostic tests (RDTs) are based on the detection of histidine-rich protein-2 (PfHRP2) for diagnosis of Plasmodium falciparum malaria. Recent studies have shown the genes that code for this protein and its paralog, histidine-rich protein-3 (PfHRP3), are absent in parasites from the Peruvian Amazon Basin. Lack of PfHRP2 protein through deletion of the pfhrp2 gene leads to false-negative RDT results for P. falciparum. We have evaluated the extent of pfhrp2 and pfhrp3 gene deletions in a convenience sample of 198 isolates from six sites in three states across the Brazilian Amazon Basin (Acre, Rondonia and Para) and 25 isolates from two sites in Bolivia collected at different times between 2010 and 2012. Pfhrp2 and pfhrp3 gene and their flanking genes on chromosomes 7 and 13, respectively, were amplified from 198 blood specimens collected in Brazil. In Brazil, the isolates collected in Acre state, located in the western part of the Brazilian Amazon, had the highest percentage of deletions for pfhrp2 25 (31.2%) of 79, while among those collected in Rondonia, the prevalence of pfhrp2 gene deletion was only 3.3% (2 out of 60 patients). In isolates from Para state, all parasites were pfhrp2-positive. In contrast, we detected high proportions of isolates from all 3 states that were pfhrp3-negative ranging from 18.3% (11 out of 60 samples) to 50.9% (30 out of 59 samples). In Bolivia, only one of 25 samples (4%) tested had deleted pfhrp2 gene, while 68% (17 out of 25 samples) were pfhrp3-negative. Among the isolates tested, P. falciparum pfhrp2 gene deletions were present mainly in those from Acre State in the Brazilian Amazon. These results indicate it is important to reconsider the use of PfHRP2-based RDTs in the western region of the Brazilian Amazon and to implement appropriate surveillance systems to monitor pfhrp2 gene deletions in this and other parts of the Amazon region. This study compares aboveground and belowground carbon stocks and tree diversity in different cocoa cultivation systems in Bolivia: monoculture, simple agroforestry, and successional agroforestry, as well as fallow as a control. Since diversified, agroforestry-based cultivation systems are often considered important for sustainable development, we also evaluated the links between carbon stocks and tree diversity, as well as the role of organic certification in transitioning from monoculture to agroforestry. Biomass, tree diversity, and soil physiochemical parameters were sampled in 15 plots measuring 48 × 48 m. Semi-structured interviews with 52 cocoa farmers were used to evaluate the role of organic certification and farmers' organizations (e.g., cocoa cooperatives) in promoting tree diversity. Total carbon stocks in simple agroforestry systems (128.4 ± 20 Mg ha) were similar to those on fallow plots (125.2 ± 10 Mg ha). Successional agroforestry systems had the highest carbon stocks (143.7 ± 5.3 Mg ha). Monocultures stored significantly less carbon than all other systems (86.3 ± 4.0 Mg ha, posterior probability P(Diff > 0) of 0.000-0.006). Among shade tree species, Schizolobium amazonicum, Centrolobium ochroxylum, and Anadenanthera sp. accumulated the most biomass. High-value timber species ( S. amazonicum, C. ochroxylum, Amburana cearensis, and Swietenia macrophylla) accounted for 22.0 % of shade tree biomass. The Shannon index and tree species richness were highest in successional agroforestry systems. Cocoa plots on certified organic farms displayed significantly higher tree species richness than plots on non-certified farms. Thus, expanding the coverage of organic farmers' organizations may be an effective strategy for fostering transitions from monoculture to agroforestry systems. [ABSTRACT FROM AUTHOR]
