This paper explores the non-technological innovation system for building low-carbon cities in China. It establishes a comprehensive evaluation index system and grading standards for low-carbon cities, concerning both technological innovation and non-technological innovation factors. Defining non-technological innovation factors as independent variables, GDP per capita as the main control variable, and low-carbon development and carbon productivity as dependent variables, this paper examines the contribution of non-technological innovation to the building of low-carbon cities. The result shows that non-technological innovation manifested a significant trajectory of progress. • The extent of flooding in China is greater than in any other country. • Nearly 66% of China's landmass is submerged by flooding. • Financial toll of flooding accounts for approximately 1.42% of the annual GDP. • Various forms of climatic change contribute to flooding. The extent of flooding in China is more significant than in any other country. Our research reveals that approximately 66 % of China's landmass is submerged by flooding, affecting about 50 % of the population. Furthermore, the financial toll of flooding now accounts for approximately 1.42 % of the annual gross domestic product (GDP), which is almost 40 times higher than the corresponding figure for the United States. We have observed that Zhengzhou city in Henan province, which faced a devastating flood in 2021, received a significant amount of rainfall, specifically a total of 552.5 mm within a 24-hour period. The floods in Henan province in 2021 caused considerable damage, including impacting nearly 15 million people, resulting in almost 400 deaths, damaging over 10,000 square kilometers of agricultural land, causing almost $19 billion in economic losses, and leading to the collapse of over 35,000 households and damage to various properties. In a similar manner, the significant flooding that occurred in southern China in 2020 impacted approximately 7.1 million individuals across eight provinces and resulted in 54 fatalities, the collapse of 6,700 houses, and incurred a direct economic loss of US$3.33 billion. We found that rainstorms have significantly increased to 10 % in the last 60 years in China. In this paper, we delved into exploring the existing published articles, reports, and government and authoritative legal texts to analyze the causes and impacts of flooding in China's flood-prone regions and potential mitigation strategies to reduce the repercussions of distressing flood events. This paper examined the economic impacts of China's emissions trading system (ETS), implemented in 2013, in terms of gross domestic product (GDP) and per capita GDP. The methodology drew on a difference-in-differences (DID) method using dynamic panel data for 30 provincial regions. The estimation results show that implementing an ETS policy has statistically significant negative effects on economic growth. When considering the additional control variables, these effects are still statistically significant. Furthermore, these negative impacts increase over time with respect to both GDP and per capita GDP. The counterfactual tests confirm the robustness of our DID estimation results. The specific influence mechanism of China's ETS policy was finally discussed. Our findings provide a quantitative decision-making support for popularizing ETS policy in China. Based on our DID model, empirical investigations of the ETS policy, especially concerning economic growth in other regions would produce prolific contributions to the literature. A reduction in the CO2 emission intensity (ton per gross domestic product) from a base year to a target year with different rates of reduction in each individual year can yield different cumulative CO2 emissions over time, which could have different effects on the climate. In this paper, an indicator is proposed to measure the extent to which the cumulative CO2 emissions are generated by a specific reduction trajectory of CO2 emission intensity, especially for emerging economies with a relatively higher economic growth rate. The proposed indicator is important for less-developed countries and regions in which economic growth is heavily reliant on energy and in which significant potential exists for improvement of energy efficiency. The indicator is applied to evaluate the CO2 emission reduction performance in China's 12th Five-Year Plan period, and the result is not encouraging, especially when the likely gap between the energy conservation goals and temperature goals is further examined. In December 2015, China joined 190 plus nations at Paris in committing to the goal of limiting the rise in global average temperature to ‘well below’ 2°C. Carbon budget analysis indicates that goal will require not only that the European Union and US reduce their emissions by greater than 80% by 2050, but that China at least comes close to doing so as well, if any budget is to be left over for the rest of the world (RoW). Given that RoW emissions are, and will come from, low-income and emerging nations, China’s emission reduction potential is of no small consequence. In this paper, we use the Kaya identity to back out changes in the drivers of CO2 emissions, including gross domestic product (GDP), energy intensity (E/GDP) and the carbon content of energy (C/E), the latter two calculated to be consistent with China’s long-term GDP growth rate forecasts and specified 2050 CO2 emission reduction targets. Our results suggest that even achieving China’s highly optimistic renewable energy targets will be very far from sufficient to reduce China’s CO2 emissions from 9.1 Gt it emitted in 2015 to much below 3 Gt by 2050. Even reducing its emissions to 5 Gt will be challenging, yet this falls far short of what is needed if the world is to meet its ‘well below’ 2°C commitment. Key policy insights Under the Paris Agreement there is great pressure on China to very substantially reduce its emissions by 2050. While China has attached great importance to renewables and nuclear energy development, even achieving the most optimistic targets would not be sufficient to reduce China’s emissions from 9.1 Gt in 2015 to much below 3 Gt by 2050. China’s emission reduction potential falls far short of what is needed if the world is to meet its Paris ‘well below’ 2°C commitment, even if the EU and US reduce their emissions to zero by 2050. Emission cuts consistent with the Paris Agreement will require that China and the world give much greater weight to advancing research and development of scalable low-, zero- and negative-carbon sources and technologies. Recently the expansion of urban-rural income inequality and the rapid growth of fossil-energy consumption have become two significant challenges China should address to achieve its ambitious goals. For the first time, this study uses the Chinese provincial panel data during the period of 1996–2013 to perform a quantitative analysis on the relationship between the urban-rural income gap and the per capita electricity consumption. Fully considering the potential endogeneity problem, this paper uses the orthogonal-difference Generalized Method of Moments (GMM) as the benchmark estimation method. To ensure the robustness of the estimations, the Theil index and per capita urban-rural income are utilized to measure the urban-rural income gap. The estimation results indicate that the influences of urban-rural income inequality on electricity depend on the income level. At the current stage of economic development, the income disparity has significantly negative impacts on provincial per capita electricity consumption. Moreover, there is also strong evidence for the existence of the inverted U-shaped relationship between per capita electricity consumption and GDP per capita. Furthermore, other economic and social factors, including the enhancement of urbanization and industrialization levels, the adjustment of the population structure, and the development of import-export trade may also promote electricity consumption. To cope with global warming, China has promulgated Enhanced actions on climate change : China ’ s intended nationally determined contributions and will start the national carbon emissions trading market in 2017. Carbon emissions are distributed by the form of free quota and paid quota. However, few literatures have focused on how the economy and the environment would be changed by the change of free quota ratio. This paper establishes the 10 scenarios of different free quota ratio of carbon emissions rights and uses a dynamic, recursive computable general equilibrium (CGE) model to simulate the carbon emissions trading market, to explore the relationship between free quota ratio and carbon trading price, and the impact of carbon trading scheme (ETS) on China’s economy and environment. The results show that free quota ratio will not have a direct impact on gross domestic product (GDP) and other economic and environment indicators but carbon trading prices. The prices and the rate of free payment in the current pilot cities in China are still relatively conservative. It is possible to reach emission peak, 8.21 billion ton, in 2025 and accumulative CO 2 reduction from 2017 to 2030 is 20.02 billion tons, or 59.60% of 2010 world’s total CO 2 emission. Cement, minerals, electricity and nonferrous metals under ETS will suffer great losses, so subsidy should be considered. Finally, we suggested that China should reduce the total carbon rights to increase the carbon price in 2017, and gradually reducing the proportion of free quota, from 90% in 2017 to 50% or less in 2030, by which the peak year of CO 2 emission can meet in 2025. We also suggest that ETS is an effective strategy for CO 2 reduction and the ratio should be gradually reduced in ETS to prevent violent fluctuation of carbon price in China. [ABSTRACT FROM AUTHOR]

The agricultural sector is extremely vulnerable to climate change and also plays a very important role in the operation of the entire economic system, leading many studies to evaluate the possible agricultural direct economic damage (ADED) of climate change. However, this damage may have an amplification impact through the intricate industrial linkages that exist among sectors, and this impact may be even greater than the original damage. Therefore, to elucidate the economic cascading effect (ECE) in China caused by ADED and industrial linkage, this paper used the ARIO model to evaluate the total ECE and analyse the differences in the 19 sectors by taking the ADED under future annual mean temperature (AMT) increases of 1–5 °C as the input condition and adjusting the exogenous parameters to enhance the adaptability of the model; the goal was to assess the economic impact of climate change in China. The results show that (i) there is a significant amplifying impact of ECE due to industrial linkage under the influence of warming, ECE will be 4.24–5.25 times that of ADED, and the total economic impact (ADED + ECE) will exceed the GDP of the Chinese capital of Beijing in 2012 when the AMT increases by 1.5 °C, while it will exceed one tenth of China's GDP when it increases by 4 °C. (ii) Manufacturing will be the sector most affected by the industrial linkage under ADED, which accounts for 26.58% of total ECE, followed by agriculture (10.39%) and construction (8.5%). (iii) The decrease in cultivated land area will have a significant impact on the economy; when it is reduced to the minimum demand (1.41% less than 2012), ADED increases by 1.65 times and ECE increases by 2.35 times. Eastern China, a populous and economically developed area, is severely affected by various meteorological disasters under the background of global climate change. In recent years, urban waterlogs caused by heavy rainfall has become a major concern threatening urban safety and socioeconomic development. This paper aimed to reveal the spatial pattern of waterlogging risk in 89 prefecture-level cities of Eastern China by a comprehensive analysis on extreme rainfall, socioeconomic exposure and urban adaptability. Hazard intensity index was calculated on 20-year return period value of maximum daily precipitation. Exposure index was based on the total urban population and local gross domestic product, while adaptability index was an integrated evaluation of drainage pipeline density, river network density and greening rate of urban area. Risk assessment was a synthesis judgment of hazard intensity index, exposure index and urban adaptability index, according to which the cities in Eastern China were classified into five risk levels. The six cities with the highest level of waterlogging risk were Shenzhen, Beijing, Maoming, Yangjiang, Shanwei and Dongguan, which indicates relatively stronger intensity of meteorological hazard, higher density of socioeconomic exposure and the weakness of urban adaptability in these cities. The high risk cities would suffer much more losses than other cities in Eastern China when hit by an extreme rainfall. With the convening of the annual global climate conference, the issue of global climate change has gradually become the focus of attention of the international community. As the largest carbon emitter in the world, China is facing a serious situation of carbon emission reduction. This paper uses the IPCC (The Intergovernmental Panel on Climate Change) method to calculate the carbon emissions of energy consumption in China from 1996 to 2016, and uses it as a dependent variable to analyze the influencing factors. In this paper, five factors, total population, per capita GDP (Gross Domestic Product), urbanization level, primary energy consumption structure, technology level, and industrial structure are selected as the influencing factors of carbon emissions. Based on the expanded STIRPAT (Stochastic Impacts by Regression on Population, Affluence, and Technology) model, the influencing degree of different factors on carbon emissions of energy consumption is analyzed. The results show that the order of impact on carbon emissions from high to low is total population, per capita GDP, technology level, industrial structure, primary energy consumption structure, and urbanization level. On the basis of the above research, the carbon emissions of China′s energy consumption in the future are predicted under eight different scenarios. The results show that, when the population and economy keep a low growth rate, while improving the technology level can effectively control carbon emissions from energy consumption, China′s carbon emissions from energy consumption will reach 302.82 million tons in 2020. Cities are facing considerable challenges resulting from imminent climate change impacts. Urban planning to minimise adverse impacts of climate change at the city level can establish a climate-resilient city. Mitigation strategies to reduce CO2 emissions would lead to a climate-friendly city. Integrating climate change adaptation and mitigation into sustainable city planning should not be merely added as a single level of sustainable city planning, but requires a wide range of multi-level cooperation. Lijiang City has experienced climatic change during the last half century, and its CO2 emissions have increased faster than the GDP growth. Nearby glaciers on Yulong Snow Mountain have been retreating and losing mass since the early twentieth century. In this paper, we identify economic sectors that are vulnerable to climate change, including tourism, agriculture and water supply, and propose mitigation and adaptation strategies to cope with climate change in this tourism city. As energy use is the largest source of greenhouse gas (GHG) emissions, renewable energy has enormous CO2 reduction potential. Land use practices, a sectoral approach and public participation are all considered adaptive in climate planning. The proposals outlined are valuable as they provide an understanding of how to implement integrated climate planning and integrate climate change mitigation and adaptation into sustainable city planning. Mid- and long-term energy requirements and greenhouse gas emission scenarios for China were presented by using the Integrated Policy Assessment Model of China. Technologies are the key component to reach a low carbon future. Technologies are identified with the scenario analysis. In order to realize the low carbon future, a technology roadmap was presented to reach the emission reduction up to 2050 in China. Twenty-eight key technologies are given in the paper for the technology roadmap, presenting learning curves. With full adoption of these key technologies, we do see ample opportunities for China to make the emission stable after 2020, without a large increase, and even start to have a deep reduction after 2030. To tackle climate change, Chinese government has applied an array of mitigating measures to reduce CO2 emissions. During the 11th Five-year Plan, Chinese government set the emission reduction target policy to reduce energy consumption per unit of gross domestic product (GDP) by 20%. This paper attempts to estimate the effect of this emission reduction target policy on industrial performance from complexity perspective. The result shows more complex industrial structure is related to less coal consumption. In general, emission reduction target policy has a negative effect on the probability of branching into new industries and lower the productivity and profitability of a given industry. However, this negative effect is weaker for more complex industries. Only for industries with very high complexity, emission reduction target policy can improve the performance of an industry rather than exerting a negative effect.
