One of California's most pressing social and environmental challenges is the rapid expansion of the wildlands-urban interface (WUI). Multiple issues associated with WUI growth compared to more dense and compact urban form are of concern-including greatly increased fire risk, greenhouse gas emissions, and fragmentation of habitat. However, little is understood about the factors driving this growth in the first place and, specifically, its relationship to urban-regional housing dynamics. This paper connects work in urban social science, urban and regional planning, and natural sciences to highlight the potential role of housing crises in driving displacement from the urban core to relatively more affordable exurbs, and with this, WUI growth. We analyze this relationship in California, which leads the nation in lack of affordable housing, scale of WUI growth, and many associated WUI hazards, including wildfire. We offer three related arguments: first, that California's affordable housing crisis, with its effect of driving migration to exurban areas, should be recognized as a significant urban form-related sustainability challenge; second, that to understand this challenge scholars must expand the spatial scale and analytic toolkit of both urban and WUI analysis through relational, mixed methods research; and third, that political and programmatic efforts to address California's housing crisis should undergird efforts to address WUI growth and climate change. Coordinating management of groundwater, surface water, and irrigated crops is fundamental economically for many arid and semi-arid regions. This paper examines conjunctive water management for agriculture using hydro-economic optimization modeling. The analysis is integrated across two timescales: a two-stage stochastic decadal model for managing annual and perennial crops spanning dry and wet years and a far-horizon dynamic program embedding the decadal model into a longer groundwater policy setting. The modeling loosely represents California's San Joaquin Valley and has insights for many irrigated arid and semi-arid regions relying on groundwater with variable annual hydrology. Results show how conjunctive water management can stabilize crop decisions and improve agricultural profitability across different water years by pumping more in dry years and increasing recharging groundwater in wetter years. Using groundwater as a buffer for droughts allows growing more higher-value perennial crops, which maximizes profit even with water-scarce conditions. Nevertheless, ending overdraft in basins with declining groundwater for profit-maximizing farming reduces annual crops to maintain more profitable perennial crops through droughts. Results are affected by economic discount rates and future climates. Operating and opportunity costs from forgone annual crops can reduce aquifer recharge early in regulatory periods. Aim: As climate change increases the frequency and severity of droughts in many regions, conservation during drought is becoming a major challenge for ecologists. Droughts are multidimensional climate events whose impacts may be moderated by changes in temperature, water availability or food availability, or some combination of these. Simultaneously, other stressors such as extensive anthropogenic landscape modification may synergize with drought. Useful observational models for guiding conservation decision‐making during drought require multidimensional, dynamic representations to disentangle possible drought impacts, and consequently, they will require large, highly resolved data sets. In this paper, we develop a two‐stage predictive framework for assessing how drought impacts vary with species, habitats and climate pathways. Location: Central Valley, California, USA. Methods: We used a two‐stage counterfactual analysis combining predictive linear mixed models and N‐mixture models to characterize the multidimensional impacts of drought on 66 bird species. We analysed counts from the eBird participatory science data set between 2010 and 2019 and produced species‐ and habitat‐specific estimates of the impact of drought on relative abundance. Results: We found that while fewer than a quarter (16/66) of species experienced abundance declines during drought, nearly half of all species (27/66) changed their habitat associations during drought. Among species that shifted their habitat associations, the use of natural habitats declined during drought while use of developed habitat and perennial agricultural habitat increased. Main Conclusions: Our findings suggest that birds take advantage of agricultural and developed land with artificial irrigation and heat‐buffering microhabitat structure, such as in orchards or parks, to buffer drought impacts. In California, wastewater systems have adapted to water conservation and drought for decades. Yet, few studies have investigated how past design assumptions influence potential mitigation and adaptation actions. This paper evaluates adaptation pathways for wastewater management in California and addresses two questions. First, are wastewater facilities experiencing challenges from mismatches in design flow values and current rates of influent flow? Second, what, if any, adaptation actions are underway or planned? To answer these questions, we compiled historical literature and conducted surveys and interviews with wastewater system managers. Approximately half of respondents indicated that they are experiencing challenges associated with changing water use rates. Aging systems have implemented many types of mitigation and adaptation actions, including operational changes, chemical additions, and facility rebuilds. California's wastewater industry is largely pursuing an incremental adaptation pathway to manage drought and climate change. The value of sediment for helping coastal habitats and infrastructure respond to sea level rise is widely recognized. Across the country, coastal managers are seeking ways to beneficially use sediment sourced from dredging and other projects to counter coastal erosion and protect coastal resources. However, these projects are difficult to permit and have been slow to actualize. This paper draws on interviews with sediment managers and regulators in California to explore the challenges and opportunities for habitat restoration and beach nourishment within the current permitting regime. We find that permits are costly, difficult to obtain, and sometimes stand as a barrier to more sustainable and adaptive sediment management. We next characterize streamlining approaches and describe entities and ongoing efforts within California that apply them. Finally, we conclude that to keep pace with coastal losses due to climate change impacts, efforts toward efficient permitting must be accelerated and approaches diversified to support coastal resilience practices state-wide, in a timeframe that will allow coastal managers to innovate and adapt. Extreme precipitation from climate change may strain many existing stormwater systems. While studies have evaluated such effects on stormwater infrastructure, other sources of uncertainty not yet explored should also be considered. This paper presents an analysis of adaptation costs for new stormwater infrastructure to mitigate increases in design storm precipitation depth with climate change, including how economic and managerial uncertainty related to life cycle unit costs and knowledge of existing infrastructure affect costs. For case study areas in California, we quantify adaptation costs for new green infrastructure capacity by evaluating future design storms. Results indicate that design storm depths increase by an average of 28%, but lack of knowledge of the condition of existing infrastructure and life cycle unit costs result in wide cost ranges. The prospect for electric vehicles as a climate change solution hinges on their ability to reduce gasoline consumption. But this depends on how many miles electric vehicles are driven and on how many miles would have otherwise been driven in gasoline-powered vehicles. Using newly-available U.S. nationally representative data, this paper finds that electric vehicles are driven considerably fewer miles per year on average than gasoline-powered vehicles. The difference is highly statistically significant and holds for both all-electric and plug-in hybrid vehicles, for both single- and multiple-vehicle households, and both inside and outside California. The paper discusses potential explanations and policy implications. Overall, the evidence suggests that today's electric vehicles imply smaller environmental benefits than previously believed. Unnatural disasters, such as floods and wildfires, are making many areas difficult to inhabit. For relocation to unfold in a safer and more equitable way, it must be done in a manner that (1) aligns with community values in each locality, (2) navigates legal barriers to managed retreat, and (3) creates blue-sky funding for adaptation, including managed retreat planning and implementation. This paper argues that developers continuing to build in climate vulnerable areas could and should help cover the risk of their actions. Part I lays out the legal importance of planning for retreat, as well as the need for initial funding for community-level planning and experienced personnel. Few scholars have explored options for municipalities to fund difficult conversations about and initial steps towards managing retreat. Thus, Part II explores how community benefit agreements between communities and developers in climate-vulnerable areas could play a role in bridging the gap between research and implementation. Part II also introduces the idea of a climate resilience development fee, which could provide the needed blue-sky funding to implement managed retreat. Part III analyzes the validity of a climate resilience impact fee in California and Florida, two states in which the consequences of climate change are severe enough for communities to begin to consider managed retreat. Despite lower‐than‐average total precipitation in the western states of the U.S., the 2021 "precipitation roller coaster" defined as large precipitation swings has pointed to a strong hydroclimatic intensity (HYINT). Here we examine the 2021 HYINT using an index—a product of the average precipitation intensity (INT) and dry spell length (DSL). HYINT exhibited an extremely high value in the western U.S. in 2021. INT and DSL contribute differently to the 2021 HYINT, with large spatial variability. Overall, the 2021 extreme HYINT in central California and Utah is tied more to large INT, than to DSL. Meanwhile, the historical trends in INT and DSL may have contributed to the extreme 2021 HYINT event. The fraction of attributable risk framework reveals that the 2021 extreme HYINT is more likely to occur with anthropogenic forcing (e.g., 7.3 times more likely for HYINT exceeding 1.3) than natural forcing alone. Plain Language Summary: The western U.S. is a hotspot for studying climate change impacts on the hydrological cycle. Despite lower‐than‐average total precipitation in 2021, the contrasting dryness and wetness in the western U.S. has been widely reported as a "precipitation roller coaster." In this paper we quantified the "precipitation roller coaster" using an index (hydroclimatic intensity [HYINT])—a product of average precipitation intensity during wet days and dry spell length (DSL). The study found that the 2021 extreme HYINT event was largely attributable to the combined impacts of precipitation intensity and DSL in California and Utah, with precipitation intensity playing a more important role. In contrast, the 2021 precipitation event in other western states exhibited divergent contributions from precipitation intensity and DSL. The southwestern U.S. has been identified as a hotspot for increasing HYINT, which is tied more to the increasing DSL than the precipitation intensity. The trends in DSL and precipitation intensity may have played a key role in driving the 2021 extreme HYINT event. Using climate model experiments with and without anthropogenic forcing, an extreme HYINT event in the western U.S. is more likely to occur with anthropogenic forcing. This paper presents a methodological framework to evaluate the resilience, with the primary focus on performance degradation, of levee-protected electric power networks to flooding in a changing climate. To this end, a multi-disciplinary framework is established by integrating climate science, hydrology, and electric power network analysis. The framework quantifies the effect of climate change on flood hazard levels in a levee-protected area and the subsequent changes in the resilience of the electric power network. In the first step, the changes in the exposure of levee-protected regions to flooding hazard in a warming climate are calculated. Then, the probabilities of failure of power network components due to flooding under current and projected future climate are determined. Finally, the power system resilience index is used to assess the system resiliency for pre-flooding (baseline), historic flooding, and two projected future flooding scenarios. For demonstration, the proposed framework is applied to a levee-protected area in Northern California. The IEEE 118-bus standard test system is employed to represent the power network in the study area. Results reveal that climate change can considerably decrease the system resilience of the levee-protected electric power network. Using a new modelling methodology known as "extreme event attribution," or EEA, climate scientists can now connect extreme weather to anthropogenic forcings. This paper seeks to uncover the significance of EEA for the epistemology of climate change, nature, and culture in the Anthropocene. First, we examine how EEA is emblematic of a larger turn in climate modelling, one that seeks to deploy anthropogenic climate change as an explanatory tool for an increasing number of socio‐natural phenomena. While some theorists have argued that the Anthropocene heralds the end of the nature–culture divide, we argue that EEA and similar modelling technologies seek to separate human influence from the natural variability of weather, thus establishing a new form of nature–culture divide mediated by computer simulation: a divide which we call "partitioned causality." Second, we demonstrate that partitioned causality is enabled by the relative hegemony of modelling technologies in climate change knowledge, as scientists retain substantial influence over who gets to "speak for" climate impacts. Finally, however, interviews with EEA scientists, journalists, and policymakers on the 2011–2017 California drought reveal that EEA remains a nascent scientific framework, one marked by epistemic slippage and divergent results. Thus, it serves as a powerful example of how emergent attempts to "domesticate" climate often become caught up in socio‐political conflicts around who – or what – has the power to shape discourses of climate change in the Anthropocene. This paper seeks to uncover the significance of extreme event attribution (EEA) for the epistemology of climate change, nature, and culture in the Anthropocene. This paper examines how journalists use discursive strategies when covering the complex issue of climate change in The Mercury News, a large regional U.S.A. newspaper in California, a state deeply impacted by this problem. Quantitative content analysis of published texts and semi-structured interviews of journalists uncovered common use of formative discursive elements and the principles of constructive journalism, consistent with the journalists' expressed priorities to help educate readers and make climate change interesting, relevant, and easily readable. The demands for speedy reporting in the digital environment and cuts to newsroom staff affect the use of discursive strategies for climate change coverage and limits opportunities for journalists to specialize. Journalists noted the challenge of conveying topics that are abstract, technical, and embedded with uncertainty to readers who demand definitive and instantaneous information. How can university scholars and community activists effectively collaborate to produce generative, empowering, and materially impactful knowledge and actions concerning climate change and climate justice? In this paper, we report on a collaborative effort between climate justice non-governmental organizations (NGOs) and university faculty and students to conduct research to produce innovative ideas and insights about just transitions in California and to support social movement campaigns aimed at actually reducing greenhouse gas emissions by keeping fossil fuels in the ground. This collaboration was jointly initiated by faculty and students at a California university alongside leaders of local social movement organizations dedicated to climate justice, as a response to several proposed development projects that would expand oil extraction and fossil fuel use in that state. We argue that these efforts produced a climate justice gestalt that serves to amplify our productivity, power, and impact well beyond what any single partner could do separately or individually with respect to addressing climate injustices in our region. This is our plan for addressing climate change from an anti-authoritarian, participatory approach that will speak to new developments in the scholarship on climate and environmental justice studies and collaborative research methods. Sea‐level rise is a "nascent subsystem" with policy actors actively developing initial policy preferences through participation across multiple policy forums in a polycentric system. This paper uses item‐response models to empirically analyze how actors, perceived problems, and preferred policy solutions are related in a latent "policy space". We focus on California's San Francisco Bay region, where in the last decade, sea‐level rise emerged to become one of the most salient climate adaptation issues. We find that actors and policy preferences are arranged in a two‐dimensional space, with highly engaged actors more likely to consider environmental justice and ecological aspects of sea level rise. Our findings have implications for theories of nascent subsystems within the Advocacy Coalition Framework, and for understanding how a local policy subsystem develops to address and prioritize the multi‐faceted impacts of climate change. Over the last few years, California has passed some of the strongest climate policies in the USA. These new policies have been motivated in part by increasing concerns over the risk of climate-related impacts and facilitated by the state's existing framework of energy and air quality policies. This paper presents an overview of the evolution of this increased awareness of climate change issues by policy makers brought about by the strong link between climate science and policy in the state. The State Legislature initiated this link in 1988 with the mandate to prepare an assessment of the potential consequences of climate change to California. Further interactions between science and policy has more recently resulted, in summer of 2006, in the passage of Assembly Bill 32, a law that limits future greenhouse gas emissions in California. This paper discusses the important role played by a series of state and regional climate assessments beginning in 1988 and, in particular, the lessons learned from a recently completed study known as the Scenarios Project. Climate change has, and will continue to have, a disproportionate impact on communities of color. Already, it is clear that systemic racism has led to increased temperatures in predominantly Black neighborhoods as compared to white neighborhoods in the same cities. A legacy of discriminatory housing policies in California is correlated with worse air quality and health disparities, both of which could be further exacerbated as temperatures rise. As cities and states begin developing climate change adaptation plans, it is imperative that they develop equity-based solutions that take into account how discriminatory practices are leading to disproportionate climate impacts. If such impacts are not accounted for, they will be exacerbated in the future. This paper analyzes equity-based climate adaptation strategies for heat, which is already the deadliest weather-related disaster in the U.S., and how they could be applied to Los Angeles. Extreme heat events will challenge agricultural production and raise the risk of food insecurity. California is the largest agricultural producer in the United States, and climate change and extreme heat may significantly affect the state's food production. This paper provides a summary of the current literature on crop responses to extreme heat, with a focus on perennial agriculture in California. We highlight contemporary trends and future projections in heat extremes, and the range of plant responses to extreme heat exposure, noting the variability in plant tolerance and response across season, crop, and cultivar. We also review practices employed to mitigate heat damage and the capacity for those practices to serve as adaptation options in a warmer and drier future. Finally, we discuss current and future research directions aimed at increasing the adaptive capacity of perennial agriculture to the increased heat exposure anticipated with climate change. California is a global leader in the agricultural sector and produces more than 400 types of commodities. The state produces over a third of the country's vegetables and two-thirds of its fruits and nuts. Despite being highly productive, current and future climate change poses many challenges to the agricultural sector. This paper provides a summary of the current state of knowledge on historical and future trends in climate and their impacts on California agriculture. We present a synthesis of climate change impacts on California agriculture in the context of: (1) historic trends and projected changes in temperature, precipitation, snowpack, heat waves, drought, and flood events; and (2) consequent impacts on crop yields, chill hours, pests and diseases, and agricultural vulnerability to climate risks. Finally, we highlight important findings and directions for future research and implementation. The detailed review presented in this paper provides sufficient evidence that the climate in California has changed significantly and is expected to continue changing in the future, and justifies the urgency and importance of enhancing the adaptive capacity of agriculture and reducing vulnerability to climate change. Since agriculture in California is very diverse and each crop responds to climate differently, climate adaptation research should be locally focused along with effective stakeholder engagement and systematic outreach efforts for effective adoption and implementation. The expected readership of this paper includes local stakeholders, researchers, state and national agencies, and international communities interested in learning about climate change and California's agriculture. Naturally occurring populations of most species are distributed non‐uniformly across their ranges. Observed changes in range‐wide population size are attributed to local‐scale processes such as fecundity and survival and to regional scale demographic processes such as immigration. It is often infeasible to study a species across its entire range, and we frequently make inferences on populations as a whole based on the demographic rates of a more restricted area. Extrapolating inferences about demographic processes from study areas to the entire species' range can lead to erroneous estimations, particularly when permanent emigrants contribute significantly to individual population processes. In this paper, we evaluated demographic processes and population trends at multiple scales for tricolored blackbirds (Agelaiustricolor) in California using site‐specific banding data and range‐wide citizen‐science data. First, we found that a previous estimate of statewide decline of 34% is largely driven by an estimated decline of 51.7% for the southern population. Second, we found evidence of a pseudo‐source and sink system, with the northern region acting as a sink for individuals moving from the declining southern region. The southern region is a "pseudo‐source" since it has lower rates of adult survival and an annual growth rate of r = −0.099, while still acting as a source of immigrants for the northern region. In turn, the north fits the traditional definition of a sink by an annual growth rate near zero, in addition to declining at a rate of 2.5% even though it is estimated to receive immigrants from the south at rates ranging from 8.3% to 13.2% per year. Our results suggest that the loss of wetland habitats in Southern California, coupled with increasing severity of droughts driven by changing climatic conditions, has created this pseudo‐source and sink system. Long term, tricolored blackbirds are likely to experience range contraction in the south, and the northern region is likely to undergo declines due to a loss of immigrants from the south. Groundwater provides close to 40% of California's overall water supply under average hydrologic conditions. It is a critical source of backup during drought when increased pumping occurs to compensate for reduced surface supplies and decreased soil moisture. The conundrum is that in regions of the state where groundwater dependence is already high and rates of recharge are low, over the long term the volume withdrawn, particularly during droughts, generally exceeds replenishment in many regions. The result is overdraft - ongoing declines in groundwater levels over the long-term. To facilitate the reduction or cessation of long-term groundwater overdraft, this paper proposes that sustainable groundwater management must include the development of a drought reserve. The reserve, ideally sourced, sited and used locally, would encompass sufficient water for use during a drought such that the increased withdrawals during a drought do not result in unrecoverable groundwater declines and concomitant negative impacts. The objective is to reduce vulnerability to the state's periodic droughts, as opposed to mitigating seasonal variations in precipitation. This paper first summarizes the issues associated with developing drought reserves, and then examines in detail how two California groundwater management agencies approach establishing and implementing a drought reserve. Californian hydroclimate is strongly seasonal and prone to severe water shortages. Recent changes in climate trends have induced shifts in seasonality, thus exacerbating droughts, wildfires, and adverse water shortage effects on the environment and economy. Previous studies have examined the timing of the seasonal cycle shifts mainly as temperature driven earlier onset of the spring season. In this paper, we address quantitative changes in the onset, amounts, and termination of the precipitation season over the past 6 decades, as well as the large‐scale atmospheric circulation underpinning the seasonal cycle changes. We discover that the onset of the rainy season has been progressively delayed since the 1960s, and as a result the precipitation season has become shorter and sharper in California. The progressively later onset of the rainy season is shown to be related to the summer circulation pattern extending into autumn across the North Pacific, in particular, a delay in the strengthening of the Aleutian Low and later southward displacement of the North Pacific westerlies. Plain Language Summary: The rainy season over California is projected to show a distinct sharpening of the mean seasonal cycle, with winter precipitation increasing, and both autumn and spring precipitation decreasing. Our analysis of the past 6 decades of data for California suggests autumn decrease is already underway. A delayed start of the rainy season of 27 days since 1960s can exacerbate seasonal droughts and prolong the wildfire season. This delay occurs due to a number of conditions that controls precipitation: the summer circulation pattern has been extending throughout November across the North Pacific, and the wintertime strengthening of the Aleutian Low is delayed. Accordingly, the southward migration of the North Pacific jet stream as well as extratropical storm tracks are delayed, which marks the start of the California rainy season, are delayed. More work, using climate models, will be needed to provide a better understanding of atmospheric conditions across the North America and the North Pacific. However, our findings provide observational evidence for the projected rainfall change over California and inform ongoing discussion about the drying/wetting tendencies of the rainy season in California. This paper explores the relationship between farmland investment and environmental uncertainty. It examines how farmland investors seek to "render land investible" (Li, Trans Inst Br Geographers 39:589–602, 2014) in spite of drought, groundwater depletion, and changing regulations. To do so, we analyze a single case study: the purchase of 8000 acres of dry rangeland in California's Cuyama Valley by the Harvard University endowment for use in creating an irrigated vineyard. Drawing from interviews with Cuyama Valley farmers and community members, participant observation at community meetings, and public document analysis, we make two primary contributions to understandings of uncertain resource materiality in farmland investment. First, this case reveals that investors can turn environmental uncertainty into an advantage, exploiting both the temporal uncertainties associated with resource management under climate change and the spatial uncertainties inherent to all subsurface resources. We argue that the material and legal uncertainties of groundwater access provide investors with a potentially lucrative opening to assert their preferred land imaginaries and improve their property values. In the Cuyama Valley they did so through both participation in groundwater governance and the establishment of water-related infrastructure on their property. Second, this case highlights that the asset-making processes involved in farmland investment may be as much vertical as they are horizontal. Projections are that climate change will increase drought risk and intensity globally. Groundwater is critical during drought, but worldwide aquifers are experiencing unrecoverable groundwater declines. California is ideal to explore strategies for managing groundwater for drought resilience. Many areas rely on groundwater, yet multiple basins are in overdraft. Management was historically centered in local water districts, but in 2014, the state passed the Sustainable Groundwater Management Act (SGMA) establishing mandatory groundwater management rules. This paper discusses strategies used prior to and post SGMA to sustainably manage groundwater for drought resilience, and evaluates the effectiveness of these strategies. It highlights two recent approaches that can increase drought resilience under climate change: flood-MAR – using flood flows for both recharge and irrigation; and the development of locally sited groundwater drought reserves that can serve as a buffer during extreme droughts. This study explores climate-change influences on future air pollution-relevant meteorological variables (e.g., temperature, wind, humidity, boundary layer heights) and atmospheric phenomena (e.g., heat wave, marine air penetration, droughts) over California by the 2050s. The Community Earth System Model simulation results from Coupled Model Intercomparison Project Phase 5 under an emission scenario that most closely aligns with California's climate change goals were bias-corrected with respect to North American Regional Reanalysis data to reduce biases in both the climatological mean and inter-annual variations. The bias-corrected ~ 1° × 1° meteorological fields were dynamically downscaled to a resolution of 4 km × 4 km over California using the Weather Research and Forecasting model. This study focuses on summertime results, while the analysis of wintertime results will be presented in a separate paper. Our downscaled results projected a future increase of approximately 1 K in summer mean surface temperature over California under this single future climate realization. The temperature increase is larger in the nighttime than in the daytime. Water vapor mixing ratio is also projected to increase over California and off the coast. There are discernable decreases in boundary layer heights over the mountain ranges surrounding the central valley of California, while increases in boundary layer heights are observed over other regions in California. The number and duration of heat wave events are projected to increase substantially over the most populated parts of the State. In this paper we propose a framework for evaluating how prepared California resource managers are for risks of continued climate change. The framework presented suggests three critical dimensions of preparedness - awareness of climate-related risks, analytic capacity to translate such climate risks information into specific planning and management activities, and the extent of actions taken to address the risks. We illustrate the application of this framework in this paper through preliminary research of California coastal managers where we identify limited awareness of climate-change related risks, limited analytic capacity, and significant constraints on the abilities of institutions and individuals to take adaptation actions. Our analysis suggests that for California to realize its significant adaptive capacity and be able to manage the unavoidable impacts of climate change, resource managers need to be engaged more effectively in future discussions of managing climate risks in the state. Phylogeography documents the spatial distribution of genetic lineages that result from demographic processes, such as population expansion, population contraction, and gene movement, shaped by climate fluctuations and the physical landscape. Because most phylogeographic studies have used neutral markers, the role of selection may have been undervalued. In this paper, we contend that plants provide a useful evolutionary lesson about the impact of selection on spatial patterns of neutral genetic variation, when the environment affects which individuals can colonize new sites, and on adaptive genetic variation, when environmental heterogeneity creates divergence at specific loci underlying local adaptation. Specifically, we discuss five characteristics found in plants that intensify the impact of selection: sessile growth form, high reproductive output, leptokurtic dispersal, isolation by environment, and the potential to evolve longevity. Collectively, these traits exacerbate the impact of environment on movement between populations and local selection pressures--both of which influence phylogeographic structure. We illustrate how these unique traits shape these processes with case studies of the California endemic oak, Quercus lobata, and the western North American lichen, Ramalina menziesii. Obviously, the lessons we learn from plant traits are not unique to plants, but they highlight the need for future animal, plant, and microbe studies to incorporate its impact. Modern tools that generate genome-wide sequence data are now allowing us to decipher how evolutionary processes affect the spatial distribution of different kinds of genes and also to better model future spatial distribution of species in response to climate change. An increasing amount of California's landscape has burned in wildfires in recent decades, in conjunction with increasing temperatures and vapor pressure deficit due to climate change. As the wildland-urban interface expands, more people are exposed to and harmed by these extensive wildfires, which are also eroding the resilience of terrestrial ecosystems. With future wildfire activity expected to increase, there is an urgent demand for solutions that sustain healthy ecosystems and wildfire-resilient human communities. Those who manage disaster response, landscapes, and biodiversity rely on mapped projections of how fire activity may respond to climate change and other human factors. California wildfire is complex, however, and climate-fire relationships vary across the state. Given known geographical variability in drivers of fire activity, we asked whether the geographical extent of fire models used to create these projections may alter the interpretation of predictions. We compared models of fire occurrence spanning the entire state of California to models developed for individual ecoregions and then projected end-of-century future fire patterns under climate change scenarios. We trained a Maximum Entropy model with fire records and hydroclimatological variables from recent decades (1981 to 2010) as well as topographic and human infrastructure predictors. Results showed substantial variation in predictors of fire probability and mapped future projections of fire depending upon geographical extents of model boundaries. Only the ecoregion models, accounting for the unique patterns of vegetation, climate, and human infrastructure, projected an increase in fire in most forested regions of the state, congruent with predictions from other studies. In the realm of climate policy, issues of environmental justice (EJ) are often treated as second-order affairs compared to overarching sustainability goals. We argue that EJ is in fact critical to successfully addressing our national and global climate challenges; indeed, centering equity amplifies the voices of the diverse constituencies most impacted by climate change and that are needed to build successful coalitions that shape and advance climate change policy. We illustrate this perspective by highlighting the experience of California and the contentious processes by which EJ became integrated into the state's climate action efforts. We examine the achievements and shortcomings of California's commitment to climate justice and discuss how lessons from the Golden State are influencing the evolution of current federal climate change policy. California agriculture will undergo significant transformations over the next few decades in response to climate extremes, environmental regulation and policy encouraging environmental justice, and economic pressures that have long driven agricultural changes. With several local climates suited to a variety of crops, periodically abundant nearby precipitation, and public investments that facilitated abundant low-priced irrigation water, California hosts one of the most diverse and productive agroecosystems in the world. California farms supply nearly half of the high-nutrient fruit, tree nut, and vegetable production in the United States. Climate change impacts on productivity and profitability of California agriculture are increasing and forebode problems for standard agricultural practices, especially water use norms. We highlight many challenges California agriculture confronts under climate change through the direct and indirect impacts on the biophysical conditions and ecosystem services that drive adaptations in farm practices and water accessibility and availability. In the face of clear conflicts among competing interests, we consider ongoing and potential sustainable and equitable solutions, with particular attention to how technology and policy can facilitate progress. In this review and synthesis, we argue that California is an important test case for the nation and world because terrestrial biodiversity is very high, present and anticipated threats to biodiversity from climate change and other interacting stressors are severe, and innovative approaches to protecting biodiversity in the context of climate change are being developed and tested. We first review salient dimensions of California's terrestrial physical, biological, and human diversity. Next, we examine four facets of the threat to their sustainability of these dimensions posed by climate change: direct impacts, illustrated by a new analysis of shifting diversity hotspots for plants; interactive effects involving invasive species, land-use change, and other stressors; the impacts of changing fire regimes; and the impacts of land-based renewable energy development. We examine recent policy responses in each of these areas, representing attempts to better protect biodiversity while advancing climate adaptation and mitigation. We conclude that California's ambitious 30 × 30 Initiative and its efforts to harmonize biodiversity conservation with renewable energy development are important areas of progress. Aim: Variation in spatial predictions of species' ranges made by various models has been recognized as a significant source of uncertainty for modelling species distributions. Consensus approaches that combine the results of multiple models have been employed to reduce the uncertainty introduced by different algorithms. We evaluate how estimates of habitat suitability, projected using species distribution models (SDMs), varied among different consensus methods relative to the variation introduced by different global climate models (GCMs) and representative concentration pathways (RCPs) used for projection. Location: California Floristic Province (California, US portion). Methods: We modelled the current and future potential distributions of 82 terrestrial plant species, developing model predictions under different combinations of GCMs, RCPs, time periods, dispersal assumptions and SDM consensus methods commonly used to combine different species distribution modelling algorithms. We assessed how each of these factors contributed to the variability in future predictions of species habitat suitability change and aggregate measures of proportional change in species richness. We also related variability in species‐level habitat change to species' attributes. Results: Assuming full dispersal capacity, the variability between habitat predictions made by different consensus methods was higher than the variability introduced by different RCPs and GCMs. The relationships between species' attributes and variability in future habitat predictions depended on the source of uncertainty and dispersal assumptions. However, species with small ranges or low prevalence tended to be associated with high variability in range change forecasts. Main Conclusions: Our results support exploring multiple consensus approaches when considering changes in habitat suitability outside of species' current distributions, especially when projecting species with low prevalence and small range sizes, as these species tend to be of the greatest conservation concern yet produce highly variable model outputs. Differences in vulnerability between diverging greenhouse gas concentration scenarios are most readily observed for end‐of‐century time periods and within species' currently occupied habitats (no dispersal). Probabilities of coastal extreme water levels (EWLs) are increasing as sea levels rise. Using a time‐dependent statistical model on tide gauge data along U.S. and Pacific Basin coastlines, we show that EWL probability distributions also shift on an annual basis from climate forcing and long‐period tidal cycles. In some regions, combined variability (>15 cm) can be as large or larger than the amount of sea level rise (SLR) experienced over the past 30 years and projected over the next 30 years. Considering SLR and variability by 2050 at a location like La Jolla, California suggests a moderate‐level (damaging) flood today with a 50‐year return level (2% annual chance) would occur about 3–4 times a year during an El Nino nearing the peak of the nodal tide cycle. If interannual variability is overlooked, SLR related impacts could be more severe than anticipated based solely upon decadal‐scale projections. Plain Language Summary: Coastal communities are flooding more often due to sea level rise (SLR), but some years are worse than others. We use a statistical model to show how the probabilities of coastal high waters, often referred to as extreme water levels—a combination of above average tides and storm surge—have shifted higher or lower every year with SLR and from changes in the tides and climatic (persistent weather and ocean) patterns. There are many U.S. and Pacific coastal regions where year‐to‐year variability is 15 cm or more, which is as large as the last 30 years of SLR and this pattern is projected to continue over the next 30 years. California is the largest agricultural economy in the United States; however, its current and projected climate risks pose significant challenges. Farmers will need to adapt to climate change in their farming practices. The goal of this needs assessment was to understand farmers' perceptions and experiences with climate change exposures; the risk management practices they currently use; and what tools and resources would assist them in making strategic decisions. A statewide survey was conducted through Qualtrics with farmers (n = 341). Results showed that 67% of the farmers agree (agree + strongly agree) that climate change is happening, and 53.1% agreed that actions are required. Moreover, historically underrepresented farmers were very concerned about climate change-related impacts related to water, temperatures, and natural disasters. Farmers are currently implementing adaptation practices related to water management, soil health, and renewable energy and are also seeking insurance and government assistance programs to increase agricultural resilience. They also expressed interest and a high need for information on those adaptation practices to acquire skills and knowledge to manage various challenges of farming in variable climates. Also, the assessment established that farmers (47.5%) use decision-support tools, mostly weather stations (22.4%); and 51.9% indicated their interest in using online tools designed to translate climate information into forms that support production decision-making. Farmers (60.8%) responded that they would or may attend workshops to learn about adaptation practices. We combined two climate‐based distribution models with three finer‐scale suitability models to identify habitat for pronghorn recovery in California now and into the future. We used a consensus approach to identify areas of suitable climate now and future for pronghorn in California. We compared the results of climate models from two separate hypotheses about their historical ecology in the state. Under the migration hypothesis, pronghorn were expected to be limited climatically by extreme cold in winter and extreme heat in summer; under the niche reduction hypothesis, historical pronghorn of distribution would have better represented the climatic limitations of the species. We combined occurrences from GPS collars distributed across three populations of pronghorn in the state to create three distinct habitat suitability models: (1) an ensemble model using random forests, Maxent, classification and regression Trees, and a generalized linear model; (2) a step selection function; and (3) an expert‐driven model. We evaluated consensus among both the climate models and the suitability models to prioritize areas for, and evaluate the prospects of, pronghorn recovery. Climate suitability for pronghorn in the future depends heavily on model assumptions. Under the migration hypothesis, our model predicted that there will be no suitable climate in California in the future. Under the niche reduction hypothesis, by contrast, suitable climate will expand. Habitat suitability also depended on the methods used, but areas of consensus among all three models exist in large patches throughout the state. Identifying habitat for a species which has undergone extreme range collapse, and which has very fine scale habitat needs, presents novel challenges for spatial ecologists. Our multimethod, multihypothesis approach can allow habitat modelers to identify areas of consensus and, perhaps more importantly, fill critical knowledge gaps that could resolve disagreements among the models. For pronghorn, a better understanding of their upper thermal tolerances and whether historical populations migrated will be crucial to their potential recovery in California and throughout the arid Southwest. Increasing reservoir storage is commonly proposed to mitigate increasing water demand and provide drought reserves, especially in semiarid regions such as California. This paper examines the value of expanding surface reservoir capacity in California using hydroeconomic modeling for historical conditions, a future warm‐dry climate, and California's recently adopted policy to end groundwater overdraft. Results show expanding surface storage capacity rarely provides sizable economic value in most of California. On average, expanding facilities north of California's Delta provides some benefit in 92% of 82 years modeled under historical conditions and in 61% of years modeled in a warm‐dry climate. South of California's Delta, expanding storage capacity provides no benefits in 14% of years modeled under historical conditions and 99% of years modeled with a warm‐dry climate. Results vary across facilities between and within regions. The limited benefit of surface storage capacity expansion to statewide water supply should be considered in planning California's water infrastructure. Research Impact Statement: Under baseline conditions, expanding storage provides benefits in some northern California locations. Increasing global temperatures are likely to have major impacts on agriculture, but the effects will vary by crop and location. This paper describes the temperature sensitivity and exposure of selected specialty crops in California. We used literature synthesis to create several sensitivity indices (from 1 to 4) to changes in winter minimum and summer maximum temperature for the top 14 specialty crops. To estimate exposure, we used seasonal period change analysis of mid-century minimum and maximum temperature changes downscaled to county level from CMIP5 models. We described crop vulnerability on a county basis as (crop sensitivity index × county climate exposure × area of crop in county); individual crop vulnerabilities were combined to create an aggregate index of specialty crop vulnerability by county. We also conducted analyses scaled by crop value rather than area, and normalized to total specialty crop area in each county. Our analyses yielded a spatial assessment highlighting seasons and counties of highest vulnerability. Winter and summer vulnerability are correlated, but not highly so. High-producing counties (e.g., Fresno County in the San Joaquin Valley) are the most vulnerable in absolute terms, while northern Sacramento Valley counties are the most vulnerable in relative terms, due to their reliance on heat-sensitive perennial crops. Our results illustrate the importance of examining crop vulnerability from different angles. • We analyzed trends and breakpoints for three streamflow signatures of drying patterns in 540 non-perennial streams over CONUS • Nonlinear changes in streamflow are more common than linear changes for all three stream intermittency signatures. • The past behavior of non-perennial streams might be a poor predictor of future drying patterns Stream drying patterns – including duration, timing, and dry-down rates – affect aquatic ecosystems and nutrient exports in non-perennial streams. Because hydrologic processes are often nonlinear, changes in drying may also be nonlinear, but analyses of historical changes in stream drying to date have not characterized the frequency or functional forms of nonlinear change. Understanding the extent of nonlinear change in non-perennial streams is essential for advancing our fundamental knowledge of hydrological processes, aquatic ecosystems, and watershed functioning under a warming climate. This paper uses a polynomial-based trend detection technique (PolyTrend) to analyze the linear and nonlinear trend behaviors of three intermittency signatures (annual no-flow days specifying longer or shorter drying duration, day of first no-flow occurrence specifying timing of stream drying, and days from peak to no-flow specifying dry-down rates) at 540 non-perennial gage stations over 38 years (1980–2017) across the continental United States (CONUS). Additionally, we carried out a breakpoint analysis to characterize the discontinuities in the time series of each intermittency signature. Analysis of annual no-flow days shows that about 37 % of the total streamflow stations are drying for longer each year, whereas about 22 % are wetter for longer than in the past. The day of first no-flow occurrence analysis shows that 10 % of the streams are drying earlier, and 19 % are drying later. On the other hand, analysis of days from peak to no-flow shows that 14 % of streams are drying faster, and 17 % are drying more slowly. For all these metrics, among the significant trends, at least half of the relationships were nonlinear. For annual no-flow days , the breakpoint analysis shows more discontinuities in the second half of the analysis period (1999 to 2017) than in the first half, with more discontinuities in the Southern Great Plains than in other regions. The other two signatures demonstrate less frequent discontinuities in the second half of the analysis period, suggesting decreased nonlinear dynamics in recent years. Nonlinear no-flow duration trends are common in Mediterranean California, and the dry-down rate has increased in recent decades. Globally, human and natural systems in urban coasts face multiple threats, most importantly from climate change. Increasingly, subnational state and local governments are being forced to include climate change impacts into coastal planning and management. Urban coastal managers are looking to more transparent and integrated coastal and environmental management regimes to better address the multiple stressors and uses, as well as to integrate public and stakeholder participation, and maximize a broad range of community economic and environmental and ecosystem benefits. This research presents a case study of coastal and environment management systems in two important coastal regions: an urbanized area of the central coast of California, United States; and the rapidly urbanizing and developing coastal lowlands of Rio de Janeiro, Brazil. Similarities and differences in coastal environmental governance, management, and outcomes were identified and analyzed. The contrasting federalist governance structures are compared, and the coastal management and environment assessment systems in the case study locations are analyzed. This research contributes to the body of knowledge on subnational coastal environmental management systems through the review of previous relevant studies; the examination of historical primary and secondary source official reports; and the collection, analysis, and discussion of important qualitative and quantitative interviews and survey data. The study concludes that transparency and accessibility to the decision-making process are essential to the success of coastal environmental management in both locations, with benefits arising from the presence of public participation and trust. The successful integration of broad stakeholders and public awareness in California provides an example that could possibly be replicable in Rio de Janeiro to increase stakeholder participation in the decision-making processes. The paper concludes with recommendations for further studies of governance and management alternatives, and for extending and strengthening state and local capabilities of coastal environmental processes within integrated coastal environmental management systems. The spatial heterogeneity related to complex topography in California demands high-resolution (< 5 km) modeling, but global convection-permitting climate models are computationally too expensive to run multi-decadal simulations. We developed a 3.25 km California climate modeling framework by leveraging regional mesh refinement (CARRM) using the U.S. Department of Energy (DOE)'s global Simple Cloud-Resolving E3SM Atmosphere Model (SCREAM) version 0. Four 5-year time periods (2015–2020, 2029–2034, 2044–2049, and 2094–2099) were simulated by nudging CARRM outside California to 1° coupled simulation of E3SMv1 under the Shared Socioeconomic Pathways (SSP)5-8.5 future scenario. The 3.25 km grid spacing adds considerable value to the prediction of the California climate changes, including more realistic high temperatures in the Central Valley and much improved spatial distributions of precipitation and snowpack in the Sierra Nevada and coastal stratocumulus. Under the SSP5-8.5 scenario, CARRM simulation predicts widespread warming of 6–10 °C over most of California, a 38 % increase in statewide average 30 d winter–spring precipitation, a near-complete loss of the alpine snowpack, and a sharp reduction in shortwave cloud radiative forcing associated with marine stratocumulus by the end of the 21st century. We note a climatological wet precipitation bias for the CARRM and discuss possible reasons. We conclude that SCREAM RRM is a technically feasible and scientifically valid tool for climate simulations in regions of interest, providing an excellent bridge to global convection-permitting simulations. Changes in climate conditions can have cascading repercussions for organismal performance and survival, altering the productivity of aquatic systems. While numerous studies have examined the direct effects of temperature on species fitness, fewer studies have analyzed how individual impacts may translate to downstream primary consumers. Temperature-induced changes in the nutritional quality of seaweed may cause critical shifts in energy and nutrient availability for these consumers. A multifaceted experiment was conducted to assess the indirect impacts of California's coastal climate conditions on abalone growth. This experiment fed juvenile red abalone (Haliotis rufescens) of two different size classes in ambient water conditions with the seaweed dulse (Devaleraea mollis), conditioned at 13°C, 15°C, and 17°C for 92 days. Nutritional analyses revealed significantly higher protein and nitrogen content in the 17°C dulse culture than in the 15°C and 13°C cultures, and no significant differences in carbohydrates. Furthermore, analyses on body weight ratio and condition factor indicate that juvenile red abalone of smaller size display significantly better growth and condition when fed dulse cultured at higher temperatures. Differences between size classes suggest that temperature changes, and subsequent shifts in the nutritional composition of dulse, may have greater impacts on smaller, younger red abalone. Climate change is affecting the phenology of organisms and ecosystem processes across a wide range of environments. However, the links between organismal and ecosystem process change in complex communities remain uncertain. In snow-dominated watersheds, snowmelt in the spring and early summer, followed by a long low-flow period, characterizes the natural flow regime of streams and rivers. Here, we examined how earlier snowmelt will alter the phenology of mountain stream organisms and ecosystem processes via an outdoor mesocosm experiment in stream channels in the Eastern Sierra Nevada, California. The low-flow treatment, simulating a 3- to 6-wk earlier return to summer baseflow conditions projected under climate change scenarios in the region, increased water temperature and reduced biofilm production to respiration ratios by 32%. Additionally, most of the invertebrate species explaining community change (56% and 67% of the benthic and emergent taxa, respectively), changed in phenology as a consequence of the low-flow treatment. Further, emergent flux pulses of the dominant insect group (Chironomidae) almost doubled in magnitude, benefitting a generalist riparian predator. Changes in both invertebrate community structure (composition) and functioning (production) were mostly fine-scale, and response diversity at the community level stabilized seasonally aggregated responses. Our study illustrates how climate change in vulnerable mountain streams at the rain-to-snow transition is poised to alter the dynamics of stream food webs via fine-scale changes in phenology-leading to novel predator-prey "matches" or "mismatches" even when community structure and ecosystem processes appear stable at the annual scale. Prescribed fire has been increasingly promoted to reduce wildfire risk and restore fire‐adapted ecosystems. Yet, the complexities of forest ecosystem dynamics in response to disturbances, climate change, and drought stress, combined with myriad social and policy barriers, have inhibited widespread implementation. Using the forest succession model LANDIS‐II, we investigated the likely impacts of increasing prescribed fire frequency and extent on wildfire severity and forest carbon storage at local and landscape scales. Specifically, we ask how much prescribed fire is required to maintain carbon storage and reduce the severity and extent of wildfires under divergent climate change scenarios? We simulated four prescribed fire scenarios (no prescribed fire, business‐as‐usual, moderate increase, and large increase) in the Siskiyou Mountains of northwest California and southwest Oregon. At the local site scale, prescribed fires lowered the severity of projected wildfires and maintained approximately the same level of ecosystem carbon storage when reapplied at a ~15‐year return interval for 50‐year simulations. Increased frequency and extent of prescribed fire decreased the likelihood of aboveground carbon combustion during wildfire events. However, at the landscape scale, prescribed fire did not decrease the projected severity and extent of wildfire, even when large increases (up to 10× the current levels) of prescribed fire were simulated. Prescribed fire was most effective at reducing wildfire severity under a climate change scenario with increased temperature and precipitation and on sites with north‐facing aspects and slopes greater than 30°. Our findings suggest that placement matters more than frequency and extent to estimate the effects of prescribed fire, and that prescribed fire alone would not be sufficient to reduce the risk of wildfire and promote carbon sequestration at regional scales in the Siskiyou Mountains. To improve feasibility, we propose targeting areas of high concern or value to decrease the risk of high‐severity fire and contribute to meeting climate mitigation and adaptation goals. Our results support strategic and targeted landscape prioritization of fire treatments to reduce wildfire severity and increase the pace and scale of forest restoration in areas of social and ecological importance, highlighting the challenges of using prescribed fire to lower wildfire risk. Understanding the topographic basis for microclimatic variation remains fundamental to predicting the site level effects of warming air temperatures. Quantifying diurnal fluctuation and seasonal extremes in relation to topography offers insight into the potential relationship between site level conditions and changes in regional climate. The present study investigated an annual understory temperature regime for 50 sites distributed across a topographically diverse area (>12 km2) comprised of mixed evergreen-deciduous woodland vegetation typical of California coastal ranges. We investigated the effect of topography and tree cover on site-to-site variation in near-surface temperatures using a combination of multiple linear regression and multivariate techniques. Sites in topographically depressed areas (e.g., valley bottoms) exhibited larger seasonal and diurnal variation. Elevation (at 10 m resolution) was found to be the primary driver of daily and seasonal variations, in addition to hillslope position, canopy cover and northness. The elevation effect on seasonal mean temperatures was inverted, reflecting large-scale cold-air pooling in the study region, with elevated minimum and mean temperature at higher elevations. Additionally, several of our sites showed considerable buffering (dampened diurnal and seasonal temperature fluctuations) compared to average regional conditions measured at an on-site weather station. Results from this study help inform efforts to extrapolate temperature records across large landscapes and have the potential to improve our ecological understanding of fine-scale seasonal climate variation in coastal range environments. Exploiting surface albedo change has been proposed as a form of geoengineering to reduce the heating effect of anthropogenic increases in greenhouse gases (GHGs). Recent modeling experiments have projected significant negative radiative forcing from large-scale implementation of albedo reduction technologies ('cool' roofs and pavements). This paper complements such model studies with measurement-based calculations of the direct radiation balance impacts of replacement of conventional roofing with 'cool' roof materials in California. This analysis uses, as a case study, the required changes to commercial buildings embodied in California's building energy efficiency regulations, representing a total of 4300 ha of roof area distributed over 16 climate zones. The estimated statewide mean radiative forcing per 0.01 increase in albedo (here labeled RF01) is −1.38 W/m. The resulting unit-roof-area mean annual radiative forcing impact of this regulation is −44.2 W/m. This forcing is computed to counteract the positive radiative forcing of ambient atmospheric CO at a rate of about 41 kg for each square meter of roof. Aggregated over the 4300 ha of cool roof estimated built in the first decade after adoption of the State regulation, this is comparable to removing about 1.76 million metric tons (MMT) of CO from the atmosphere. The point radiation data used in this study also provide perspective on the spatial variability of cool roof radiative forcing in California, with individual climate zone effectiveness ranging from −37 to −59 W/m of roof. These 'bottom-up' calculations validate the estimates reported for published 'top down' modeling, highlight the large spatial diversity of the effects of albedo change within even a limited geographical area, and offer a potential methodology for regulatory agencies to account for the climate effects of 'cool' roofing in addition to its well-known energy efficiency benefits. This paper describes research to estimate the effects of climate change on two high-elevation hydropower systems in California: the Upper American River Project, operated by the Sacramento Municipal Utility District, and the Big Creek system, operated by Southern California Edison. The study builds on a previous model of the Upper American River Project, which is here modified and extended for use to simulate two hydropower systems under various conditions. Future operations of the two high-elevation systems are simulated using climate change scenarios provided for the Second California Assessment. These scenarios suggest reduced precipitation and reduced runoff for both systems, and a shift toward runoff earlier in the year. The change in the hydrograph is somewhat greater for the Upper American River Project system, because its basins lie at a lower elevation. Reduced runoff directly reduces energy generation and revenues from both systems. Because the Upper American River Project system is projected to have greater spills with warmer climate conditions, it also has greater reduction in energy generation and revenues. Both systems continue to meet peak historical power demands in summer under most climate projections. However, if the number of heat waves increases in the late summer (September), reservoir operating strategies may need to be modified. [ABSTRACT FROM AUTHOR]

This paper explores what the San Diego region may look like in the year 2050 as projected changes in regional climate conditions take place. Focusing on interrelated issues of climate change, sea level rise, population growth, land use, and changes in water, energy, public health, wildfires, biodiversity, and habitat, the paper reviews the potential impacts of a changing climate by 2050 and makes recommendations for changes in planning processes at the local and regional levels to prepare for these impacts. The original research for this study was completed in 2008 by a team of 40 experts from the region including universities, nonprofit organizations, local governments, public sector agencies and private sector entities. This paper has now been updated with more recent research regarding climate change adaptation while preserving the integrity of the original research team's work. The simulated impacts discussed in this study are based on regional projections of climate change generated by scientists at Scripps Institution of Oceanography, employing three climate models and two emissions scenarios used by the Intergovernmental Panel on Climate Change. The impacts are discussed in the context of significant regional growth expected during the period as well as an aging population base. Key issues explored in the report include potential inundation of six selected low-lying coastal areas in San Diego due to sea level rise, potential shortfalls in water deliveries, peak energy demand increases due to higher temperatures, growing risk of devastating wildfires, migrations of species in response to higher temperatures in an increasingly fragmented natural habitat, and public health issues associated with extreme temperature events.
