Faith-based actors (FBAs) are increasingly active in climate policy, and a growing literature focuses on how specific faith characteristics (theological and organizational) might shape climate action. This paper examines an under-researched dimension of their action. Using the example of Christian FBAs in Scotland, we examine their distinctive role as "climate intermediaries" – "go-betweens" between policymakers and their policy targets. We construct a framework of three core intermediary capabilities – representation, mobilization, aggregation – and examine strategies adopted to implement those capabilities. Using documentary data we identify FBA involvement in domestic and global climate policy, examining how certain Christian FBAs seek to shape government policy, but also aim to change the actions and behaviours of their congregations and members. While FBA action has not alone shaped climate policy or agreements, we find their linkage role is distinct and multi-directional. First, by mediating "downwards", FBAs mobilize action on global climate concerns within their own congregations. By converting parishioners' religious concern into global action, these FBAs link the local to the global, but also the spiritual to the practical. FBAs also operate "upwards" to successfully aggregate specific theological knowledge, and translate it into a powerful, general moral imperative for climate action. [ABSTRACT FROM AUTHOR]

Participatory extension programmes (PEPs) are a popular policy tool to stimulate the uptake of climate change mitigation practices on a farm level. Given the public investment in PEPs, reliable evaluation is important. However, few studies evaluate climate change PEPs. Moreover, the evaluations conducted so far do not correctly account for potential spatial effects, such as the influence of neighbouring farms on PEP participation. Therefore, this paper estimates the impact of PEP participation on the uptake of a climate change mitigation practice and soil management, and identifies the importance of spatial effects on PEP participation. A spatial propensity score matching method is applied to a dataset from Scotland, consisting of 134 PEP and 184 control farmers. The results show that PEP participation facilitates the uptake of soil management practices and that spatial dependence exists in farmers' decision‐making, indicating the need for the inclusion of spatial factors. This study contributes to the current literature by combining spatial econometric analysis and propensity score matching to conduct a quantitative evaluation of a climate change PEP. Horse mussel beds are listed as a Priority Marine Feature (PMF) in Scotland for their influence in the creation of diverse benthic communities and provision of ecosystem services. In Scotland, horse mussel beds are also recognised for their importance in marine carbon sequestration. Unfortunately, there is a paucity of data on horse mussel bed carbon stocks and sediment thickness. There are also significant financial and logistical barriers with which to address these data gaps. This study investigates the robustness of Sub-Bottom Profiling (SBP) as a costeffective method to quantify horse mussel sediment thickness across a landscape. Integrating SBP and Drop-Down Video (DDV) data, this study also details an integrated approach to investigate the links between horse mussel habitat condition and sediment thickness. With the addition of abiotic data, this study uses Structural Equation Modelling (SEM) to elucidate key relationships between abiotic factors, biotic variables, and sediment thickness. There is a significant positive correlation of horse mussel habitat condition and sediment thickness. Average horse mussel total sediment thickness, across all measures of habitat condition, was 1.37m. These findings substantially increase previous estimates of horse mussel sediment thickness, and potential value to climate change mitigation through blue carbon frameworks. This paper addresses the use of impact indicators with respect to climate change in the 2007–2013 Rural Development Programme (RDP) of the European Union, with particular reference to the Scotland Rural Development Programme (SRDP). It concludes that the policy context has highlighted the need for the rural land use sector to respond to climate change but that the associated Common Monitoring and Evaluation Framework (CMEF) did not develop suitable indicators to assess the impact of SDRP measures on GHG emission mitigation. It suggests improved impact indicators based on the relationship between rural land use and greenhouse gas (GHG) emissions: first, an indicator based on net GHG emissions per holding; and a second based on net GHG emissions per unit volume of output. The paper points out the challenges in measuring land-based emissions accurately. It further proposes screening of RDP measures to ensure that climate change mitigation impacts are properly appraised. It is recognised that climate change policy in relation to rural land use is still at an early stage of development but greater sophistication of policy instrument design and evaluation will be required if the RDP is to contribute significantly to climate change policy objectives. Community-owned energy projects are viewed as compelling contributors towards renewable energy targets. They contribute to curtailing the use of carbon intensive energy sources, consequently aiding mitigation of climate change, and can contribute towards a sustainable, localised economy. The success and expansion of the sector varies. However, there is a lack of knowledge regarding the development of the sector between sub-state nations. This qualitative, comparative study looks at the sector in the sub-state, devolved nations of Wales and Scotland within the UK. Through a series of in-depth interviews with community energy practitioners in four case study sites in Scotland and Wales, this study shows how policy and governance practices can influence the sector and those working at grassroots level. • Timing of ecosystem restoration can influence its resilience to climate change. • This study quantifies the opportunity cost of delaying restoration-based GHG mitigation. • Delaying mitigation substantially decreases the economic benefits of peatland restoration. • Climate change beliefs explain variation in benefits of increased peatland resilience. • Results provide economic arguments for early investments in nature-based solutions. Ecosystem restoration and, in particular, peatland restoration, are considered a promising greenhouse gas (GHG) mitigation strategy to move towards net zero emissions. To remain within acceptable limits for projected warming scenarios, inaction with respect to GHG mitigation in the short term implies a need for even larger removals of GHGs in the longer term, which can be conceptualized as a 'mitigation debt'. This paper explores the economic implications of delaying GHG mitigation through ecosystem restoration using data of a large survey (N = 1377) that included a choice experiment to elicit the public's willingness to pay (WTP) for peatland restoration in Scotland, UK. The valuation specifically considers the interaction between the timing of restoration action and long-term ecosystem resilience. We find that respondents have a substantial WTP for peatland restoration. Importantly, we find considerable benefits for early restoration action (up to £191 million annually in our case study), which is linked to an increased resilience of peatlands under future climate change. This demonstrates that delaying restoration and thus accumulating a mitigation debt has an important opportunity cost that substantially decreases the related economic benefits. Attitudes towards climate change and climate change beliefs are found to explain variation in the public's WTP. Our research strengthens the economic argument for not delaying climate change mitigation through ecosystem restoration, demonstrating that the mitigation debt also translates into a welfare loss. To fully realise the potential benefits associated with immediate mitigation using peatland restoration, however, more needs to be understood about the mechanisms that facilitate large-scale implementation in practice. Tree planting is increasingly being proposed as a strategy to combat climate change through carbon (C) sequestration in tree biomass. However, total ecosystem C storage that includes soil organic C (SOC) must be considered to determine whether planting trees for climate change mitigation results in increased C storage. We show that planting two native tree species (Betula pubescens and Pinus sylvestris), of widespread Eurasian distribution, onto heather (Calluna vulgaris) moorland with podzolic and peaty podzolic soils in Scotland, did not lead to an increase in net ecosystem C stock 12 or 39 years after planting. Plots with trees had greater soil respiration and lower SOC in organic soil horizons than heather control plots. The decline in SOC cancelled out the increment in C stocks in tree biomass on decadal timescales. At all four experimental sites sampled, there was no net gain in ecosystem C stocks 12–39 years after afforestation—indeed we found a net ecosystem C loss in one of four sites with deciduous B. pubescens stands; no net gain in ecosystem C at three sites planted with B. pubescens; and no net gain at additional stands of P. sylvestris. We hypothesize that altered mycorrhizal communities and autotrophic C inputs have led to positive 'priming' of soil organic matter, resulting in SOC loss, constraining the benefits of tree planting for ecosystem C sequestration. The results are of direct relevance to current policies, which promote tree planting on the assumption that this will increase net ecosystem C storage and contribute to climate change mitigation. Ecosystem‐level biogeochemistry and C fluxes must be better quantified and understood before we can be assured that large‐scale tree planting in regions with considerable pre‐existing SOC stocks will have the intended policy and climate change mitigation outcomes. The influence of riparian woodland on stream temperature, micro-climate and energy exchange was investigated over seven calendar years. Continuous data were collected from two reaches of the Girnock Burn (a tributary of the Aberdeenshire Dee, Scotland) with contrasting land use characteristics: (1) semi-natural riparian forest and (2) open moorland. In the moorland reach, wind speed and energy fluxes (especially net radiation, latent heat and sensible heat) varied considerably between years because of variable riparian micro-climate coupled strongly to prevailing meteorological conditions. In the forested reach, riparian vegetation sheltered the stream from meteorological conditions that produced a moderated micro-climate and thus energy exchange conditions, which were relatively stable between years. Net energy gains (losses) in spring and summer (autumn and winter) were typically greater in the moorland than the forest. However, when particularly high latent heat loss or low net radiation gain occurred in the moorland, net energy gain (loss) was less than that in the forest during the spring and summer (autumn and winter) months. Spring and summer water temperature was typically cooler in the forest and characterised by less inter-annual variability due to reduced, more inter-annually stable energy gain in the forested reach. The effect of riparian vegetation on autumn and winter water temperature dynamics was less clear because of the confounding effects of reach-scale inflows of thermally stable groundwater in the moorland reach, which strongly influenced the local heat budget. These findings provide new insights as to the hydrometeorological conditions under which semi-natural riparian forest may be effective in mitigating river thermal variability, notably peaks, under present and future climates. © 2014 The Authors.
