This perspective paper explores the rising impacts of the COVID-19 and the Russia–Ukraine war from different perspectives, with an emphasis on the role of climate financing in achieving equitable and just transition mechanisms and that of peace in expediting this pursuit and sustaining this drive. It is motivated by the realization that there is an urgent need for accelerating the decarbonisation agenda, as highlighted in pre-COP26 debates and in the resulting Glasgow Climate Pact, through the mitigation measures that can be unpacked at both cost and scale. This is further reiterated in the third instalment of Assessment Report 6 (AR6) the Intergovernmental Panel on Climate Change (IPCC) report, dwelling on Mitigation of Climate Change, underlining the required policy shifts and technology developmental needs. Green technology, however, comes at a green premium, being more expensive to implement in geographies that cannot absorb its cost in the immediate short term. This engenders an inequitable and unjust landscape, as those that require green technology are unable to have access to it but are most often on the frontlines of the impacts of climate change. While it is urgent to review this issue and to encourage more cooperation for technology development and transfer, the COVID-19 pandemic and the Russia–Ukraine war are posing mounting challenges for achieving these objectives. These two crises are causing an unprecedented rise in commodities and labour pricing, with further knock-on impacts on global supply chains for technology. The COVID-19 pandemic and Russia's war on Ukraine have impacted the global economy, including the energy sector. The pandemic caused drastic fluctuations in energy demand, oil price shocks, disruptions in energy supply chains, and hampered energy investments, while the war left the world with energy price hikes and energy security challenges. The long-term impacts of these crises on low-carbon energy transitions and mitigation of climate change are still uncertain but are slowly emerging. This paper analyzes the impacts throughout the energy system, including upstream fuel supply, renewable energy investments, demand for energy services, and implications for energy equity, by reviewing recent studies and consulting experts in the field. We find that both crises initially appeared as opportunities for low-carbon energy transitions: the pandemic by showing the extent of lifestyle and behavioral change in a short period and the role of science-based policy advice, and the war by highlighting the need for greater energy diversification and reliance on local, renewable energy sources. However, the early evidence suggests that policymaking worldwide is focused on short-term, seemingly quicker solutions, such as supporting the incumbent energy industry in the post-pandemic era to save the economy and looking for new fossil fuel supply routes for enhancing energy security following the war. As such, the fossil fuel industry may emerge even stronger after these energy crises creating new lock-ins. This implies that the public sentiment against dependency on fossil fuels may end as a lost opportunity to translate into actions toward climate-friendly energy transitions, without ambitious plans for phasing out such fuels altogether. The development of renewable energy sources (RES) is considered to be a key instrument in addressing climate change. However, different RES have different potential and economic feasibility depending on country-specific conditions and mitigation ambitions. Understanding the relative importance of each RES could help policymakers focus their efforts on the most promising options. In this paper, we focus on Ukraine and explore the potential of biomass use under two mitigation scenarios – with 68% and 83% of greenhouse gas emissions reduction in 2050 relative to the 2010 level. First, using the TIMES-Ukraine energy system model, we show that biomass would play a major role in the future climate mitigation. If constrained at the baseline scenario level (due to political or other reasons), mitigation costs would be substantially higher – by 14.0–19.6 B € or 10.8–14.3 €/tCO 2 -eq., over the 2020–2050 time frame. Second, we quantify the importance of each biomass source. We show that woody biomass and bioliquids are the most important biofuels under the high-ambition climate scenario, while biowaste and bioliquids play a key role in the lower ambition pathway. Finally, we analyse the current policy environment in the context of future biomass development and conclude with a set of policy recommendations toward the realization of the biomass potential in Ukraine. One of the consequences of the conflict in Ukraine relates to the growing shortfall in global ammonia production. There are additional negative global impacts on the availability of fertilizers and prices of ammonia (NH3). The shortage in ammonia production does not only influence the agroindustry but also the global shipping industry, as ammonia is positioned as a promising zero-carbon fuel and as a storage and transport medium for hydrogen. There are plans underway to start ammonia production in Estonia to minimize the consequences of the import stop of Russian ammonia in the context of the Ukrainian crisis. This study investigated the Baltic Sea Region (BSR) ammonia market and analyzed the economic implications of building an ammonia plant within the BSR. Using fuzzy real options models as the conceptual framework, together with secondary data analysis, case studies and expert interviews, the authors chart possible courses for the construction of ammonia production facilities within the region. Based on the case of the NH3 production plant, as well as the underlying distribution system, the study provides new economic perspectives for lower carbonization for the shipping industry, an attempt at creating a model for other European regions toward climate change mitigation. The essence of the 'strategic planning' is explored and the peculiarities of strategic planning in the agricultural sector are defined. Global climate change as a factor stimulating the formation of new approaches to strategic planning of agricultural development is considered, and the impact of climate change on the agricultural sector of Ukraine is evaluated. A predictive model of changes in the parameters of agricultural production under expected climate change conditions is constructed, and organizational, socio-economical and environmental components of the strategy of agricultural development are outlined and the conceptual bases for improvement of strategic planning for the development of the agricultural sector in the face of climate change are substantiated.
