Focal point of this review is to provide a comparative display of qualitative and quantitative methodologies employed for the appraisal of interacting energy and climate policies, underlying their key features while presenting the most critical issues and limitations not addressed so far. Qualitative approaches provide a descriptive explanatory analysis of often non-quantifiable process in policy interactions, whereas modeling approaches provide numerical data estimating the extent of policy interaction impacts. Quantitative methods work best for narrowly specified policy combinations, while contextual implications and cause-impact effects are explained further via qualitative ones. In addition most evaluations so far adopt a rational view of policies and policy interactions leaving out a systemic evaluation of the institutionalism of interacting policies. Research analysis of energy and climate policy interactions is still young in comparison to the broad field of policy evaluation and impact assessment. However infants inherently tend to grow. Endeavors for a methodological framework that would allow for a systematic exchange of data between qualitative and quantitative approaches and would also include the relevance of the context as well as key casual relationships behind policy combinations, would provide the basis for further growth of knowledge in the field. This paper explains the importance of environmental care for the growth and development of the global world and how One Belt One Road Initiative (OBOR) can help to connect Asia, Europe, and Africa for economic cooperation and long-term sustainability. Paper, based on bibliometric analysis and utilizing Web of Science Core Collection database for calculation, summarizes total OBOR publications in terms of quantity, citations, regions, disciplines, institutes and explains about the most productive countries. Results reveal that total OBOR papers indexed in Web of Science was found 2508 where there were 1335 articles and 854 proceedings papers marking 87.3% of total OBOR research. We find the most productive direction of environmental science and global climate change and work related to environmental policies. Results show that China has contributed 73.3% (1755 publications) to global OBOR publication and have received 69.3% of all citations to "One Belt One Road" publications. Highest average citation level was from Canada, Portugal, and Spain while China's average citations were quite low though very close to average world level. Internationally collaborated publications had more citations than the publications prepared by authors of one country. This paper analyses environmental narratives in the legislative stages presented in UK white papers, the Prime Minister's speeches, and the Queen's speeches, all of which were released between 1997 and 2011, during the regimes either of New Labour (1997–2010) or of the currently governing Coalition (2010–). This research acknowledges that the link between risk perception and environmental policy is strong because environmental policy narratives either reflect or influence risk perceptions, or both. The findings of this research demonstrate that the risk of climate change has emerged as a key agenda due to combined risk perceptions on economy and environment. Subsequently, that risk has developed a connection to the risk of energy scarcity and energy facilities. Nuclear power has posed a possible resolution to the energy risk, but at the same time, it has posed another kind of risk too. Under the Coalition government, the risk of natural diversity loss emerged while the risks of climate change and energy continued. Scientific warnings about impending climate disaster and experts' advocacy for more and better climate science have been largely unsuccessful for advancing evidence-based policy in Australia. Continuing expectations to the contrary stem from a reliance on the supposed ability of science to prime political understandings of climate change. This paper shows how scientists undermine this 'deficit model' ideal by conflating types and uses of evidence and expertise in policymaking. These tactics are unconvincing for conservative opponents, for whom climate science is far from the last word on what climate change means. This paper examines experts' rhetorical tactics through the eyes of conservative policymakers and, thereby, proposes a strategy more likely to effect resilient climate adaptation and mitigation policies in Australia. This paper distinguishes between bridging and bonding social capital to assess their roles for individual farmers’ adaptation strategies taken through technology adoption. Based on primary data collected in Langcang River (LCR) basin area in southwestern China, the paper finds: (1) adaptation measures have been widely taken by surveyed households, but non-infrastructure-based measures are more prevalent than infrastructure-based measures and (2) surveyed households have strong social capital while having weak bridging social capital. Their bonding social capital has significantly positive relationship with their adaptation decisions, but bridging social capital does not have such statistically significant relationship. It recommends that the governments contemplate carefully how to help the poor to get a good combination of bonding and bridging social capital when designing policies to help the rural poor to improve their long-term adaptive capacity and achieve sustainable rural development. Over the last few years, California has passed some of the strongest climate policies in the USA. These new policies have been motivated in part by increasing concerns over the risk of climate-related impacts and facilitated by the state's existing framework of energy and air quality policies. This paper presents an overview of the evolution of this increased awareness of climate change issues by policy makers brought about by the strong link between climate science and policy in the state. The State Legislature initiated this link in 1988 with the mandate to prepare an assessment of the potential consequences of climate change to California. Further interactions between science and policy has more recently resulted, in summer of 2006, in the passage of Assembly Bill 32, a law that limits future greenhouse gas emissions in California. This paper discusses the important role played by a series of state and regional climate assessments beginning in 1988 and, in particular, the lessons learned from a recently completed study known as the Scenarios Project. Thus far, climate impacts and adaptation initiatives have not realized the added value of climate adaptation. Adaptation often appears as an afterthought, with an emphasis on technological solutions. Lacking is a consideration of the process of adaptation : how adaptations will be implemented, by whom and why. The aim of the paper is to show how climate adaptation can be further developed in Norway through a discourse approach. Three specific discursive strategies – a scientific–economic, communicative–economic , and scientific–communicative discourse – are presented. The paper portrays how specific institutions operating at the local level in Norway can convey or ‘carry’ these discourses and thus how actors, placed within these institutions, can use discourses as resources when planning for climate adaptation. There is clearly a need for further studies that aim to demonstrate how insight from discourse analysis can be used as a tool for planning. The present paper is a step in this direction. Although substantial attention has focused on efforts by the new Administration to block environmental policies, climate politics have been contentious in the US since well before the election of Donald Trump. In this paper, we extend previous work on empirical examinations of echo chambers in US climate politics using new data collected on the federal climate policy network in summer 2016. We test for the similarity and differences at two points in time in homophily and echo chambers using Exponential Random Graph Models (ERGM) to compare new findings from 2016 to previous work on data from 2010. We show that echo chambers continue to play a significant role in the network of information exchange among policy elites working on the issue of climate change. In contrast to previous findings where echo chambers centered on a binding international commitment to emission reductions, we find that the pre-existing echo chambers have almost completely disappeared and new structures have formed around one of the main components of the Obama Administration’s national climate policy: the Clean Power Plan. Most deliberations on climate policy are based on a mitigation response that assumes a gradually increasing reduction over time. However, situations may occur where a more urgent response is needed. A key question for climate policy in general, but even more in the case a rapid response is needed, is: what are the characteristic response times of the response options, such as rapid mitigation or solar radiation management (SRM)? This paper explores this issue, which has not received a lot of attention yet, by looking into the role of both societal and physical response times. For mitigation, technological and economic inertia clearly limit reduction rates with considerable uncertainty corresponding to political inertia and societies’ ability to organize rapid mitigation action at what costs. The paper looks into a rapid emission reductions of 4–6 % annually. Reduction rates at the top end of this range (up to 6 %) could effectively reduce climate change, but only with a noticeable delay. Temperatures could be above those in the year of policy introduction for more than 70 years, with unknown consequences of overshoot. A strategy based on SRM is shown to have much shorter response times (up to decades), but introduces an important element of risk, such as ocean acidification and the risk of extreme temperature shifts in case action is halted. Purpose – The purpose of this paper is to analyse the role of transfers as a means to overcome inefficiencies in the provision of impure public goods. The paper employs the example of international conditional transfers targeted to overcome suboptimal low climate protection efforts by influencing the abatement technology choice of countries. Design/methodology/approach – The paper applies the Lancastrian characteristics approach and conduct numerical simulations for divergent degrees of substitutability between different characteristics. The paper takes into account climate-protection benefits (global pollution reduction) as well as co-benefits (local pollution reduction) of climate protection activities. Findings – The analysis shows that individual country solution can be improved upon by making transfers from the richer countries to the poorer ones, if the latter have a lower relative preference for the global public goods (global pollution reduction) than the former. The magnitudes of such transfers will depend on the relative benefits of the global and local pollutants in the two countries. The authors also investigated the dependency of the potential for transfers on the degree of complementarity between global and local pollution characteristics. With a "Cobb Douglas" type of function used here the elasticity of substitution between the two is of course one. With a zero degree of substitutability the adjustment to a lower level of the global public good in fact starts to happen at a lower per capita income level. The scope for conditional transfers is still there, although the gains can be slightly smaller than when adjustment on the "global pollution characteristic – local pollution characteristic" margin is possible. Originality/value – This paper is a contribution to the literature on impure public goods. In particular, the authors examine the role of international transfers in obtaining an efficient global allocation of resources in the presence of such public goods. To date the analysis of impure public goods has not examined the case of a continuum of technologies where an efficient solution requires conditional transfers, i.e. payments from one country to another to undertake a different supply of global and local public goods than the second country would wish to undertake. When dealing with the ecological, social and economic impacts of climate change, it is important for each country to formulate and implement mitigation and adaptation measures. In this context, the present paper examines the application of the contingent valuation method (CVM) for the monetary estimation of the Greek national mitigation and adaptation climate change costs. To this purpose, the CVM in this case study has been applied to the Greek climate change experts only as, theoretically, they represent the most informed part of Greek society in technical and economic aspects of the climate change. Therefore, the findings of this paper express strictly the opinions of the national experts and are not representative of the general population. The monetary estimates include the experts’ WTP for mitigation and adaptation measures as well as their preferences on that percentage of the national GDP that should be funding such measures at the present as well as the future time-scale. In addition, questions concerning the political and institutional climate change settings are included in the survey, providing a more comprehensive socioeconomic analysis in this particular study. This paper identifies market incentives and international and domestic policies that could technologically alter energy systems to achieve greenhouse gas stabilization targets while also meeting other societal goals. I consider the conceptual basis and empirical evidence on the effectiveness and efficiency of climate technology policies. The paper reviews the literature on trends and prospects for innovation in climate change mitigation and examines the evidence on induced innovation and the implications for the choice of technology policy. I then consider the impact of technological advances on the environment, the role of direct government support for R&D, and the complementarities between policies internalizing environmental externalities and those aimed at environmental innovations. Vulnerability is an emerging concept for climate science and policy. Over the past decade, efforts to assess vulnerability to climate change triggered a process of theory development and assessment practice, which is reflected in the reports of the Intergovernmental Panel on Climate Change (IPCC). This paper reviews the historical development of the conceptual ideas underpinning assessments of vulnerability to climate change. We distinguish climate impact assessment, first- and second-generation vulnerability assessment, and adaptation policy assessment. The different generations of assessments are described by means of a conceptual framework that defines key concepts of the assessment and their analytical relationships. The purpose of this conceptual framework is two-fold: first, to present a consistent visual glossary of the main concepts underlying the IPCC approach to vulnerability and its assessment; second, to show the evolution of vulnerability assessments. This evolution is characterized by the progressive inclusion of non-climatic determinants of vulnerability to climate change, including adaptive capacity, and the shift from estimating expected damages to attempting to reduce them. We hope that this paper improves the understanding of the main approaches to climate change vulnerability assessment and their evolution, not only within the climate change community but also among researchers from other scientific communities, who are sometimes puzzled by the unfamiliar use of technical terms in the context of climate change. Despite different evolutionary paths, development education and environmental education are increasingly finding a common focus in addressing climate change issues. Realising the synergies this offers requires both sets of practitioners to grasp the essential underpinnings of climate science, policy and ethics. This paper presents the principal authoritative sources that development educators should be guided by. Achieving a successful partnership will involve reconsideration of concepts of development as well as of relationships between the developed and developing worlds. The urgency of achieving radical changes in approach is stressed as the time scale for effective global and national actions to tackle climate change diminishes and crucial decisions under the United Nations Framework Convention on Climate Change become imminent. ABSTRACT Environmental policy integration (EPI) refers to the incorporation of environmental concerns in non-environmental policy sectors. EPI aims to avoid conflicts between environmental and other policy objectives and to enhance environmental policy by directly targeting the driving forces of environmental degradation. In practice, however, the potential of EPI has not been fully utilized. Scientific knowledge of EPI is found in several, largely isolated, bodies of literature (on EPI, climate policy integration and environmental impact assessment/strategic environmental assessment) and does not provide an adequate answer to the question of what EPI strategies work, where and why. A systematic framework based on comparative empirical research is required to contribute to more effective EPI strategies. In this paper we formulate a research agenda for the development of such a framework on the governance of EPI that is robust, i.e. builds on other theories of environmental governance and policy change and that envisages large-scale, international comparative empirical analysis. This paper looks at the way policy entrepreneurs construct horizontal coherence through problem definition and the promotion of policy frames that bond different objectives and instruments together. Building on the case of the 2009 climate and energy package, the paper analyses how the European Commission and successive European Union Presidencies exploited a growing climate change momentum to devise, assemble and facilitate the adoption in an exceptionally short period of an ambitious legislative package cutting across traditional sectoral boundaries. The recourse to a narrative presenting Europe at the vanguard of a green revolution and the framing of European internal policies as a tool for international climate leadership were instrumental in constructing the package as a coherent response to the joint energy and climate change challenges, and in rallying wide support. Amidst the lively discussion on legal fragmentation and climate change, this article seeks to highlight the windows for the potential interaction of jurisdictional and environmental norms. This is relevant for climate-protective trade measures, which, it is argued, are not exhaustively regulated by WTO law. Exploring the contours of 'climate change jurisdiction' in customary international law, the article considers how the traditional jurisdictional principles may be operationalized in the untested territory of cumulative and uncertain environmental harm. With their origins in criminal and economic law, the jurisdictional principles were not originally designed for these challenges. This paper argues that the environmental norm of precaution, which originated out of a need to respond to complex threats, should have a role to play. Precaution governs issues of state regulatory competence in the face of scientific uncertainty. Particularly in relation to questions of foreseeability and causation, this norm may be helpful in navigating the application of the abstract jurisdictional principles, providing opportunities for synergy in the crystallization of the climate change jurisdiction. Abstract: The Multiple Streams Framework is applied to investigate why material efficiency solutions are a limited part of the climate policy agenda. The case study under investigation is the UK agenda to reduce greenhouse gas emission from cars. Evidence from 14 semi‐structured interviews, document analysis and academic studies is used to develop and substantiate the arguments made. In the UK, inefficient material use is only perceived as a problem in so far as it increases in‐use vehicle emissions, which disadvantages some material efficiency solutions. The appeal of material efficiency solutions is further limited by a lack of real‐world and modelling evidence, creating uncertainty around the anticipated costs and impacts of any policy intervention. Recent political developments are unlikely to make the UK government more receptive to the problem of greenhouse gases arising from inefficient material use in the future. This is further compounded by policy lock‐in. Although a small community of policy entrepreneurs are promoting material efficiency solutions, they have disparate priorities, which impacts their effectiveness. The insights from this paper can inform future research and policy entrepreneurship to increase the likelihood of material efficiency solutions becoming a larger part of the climate policy agenda. Pride in Australia's extreme climate has long been a part of Australia's national identity. Today, climate continues to be enrolled in a range of nationalistic projects, including the (re)development of climate science and other responses to climate change. In this paper, we outline some of the contours of the 'Australian national climate', claims to know it, and four idealised responses to it: bounce back, dismissal, endurance, and migration. We argue that the deeply cultural framing of climate in Australia-in particular, Australians' emphasis on the climate's inherent variability and unknowability, and their own historical adaptability-is being exploited by the federal government and hampering climate change mitigation nationally. Rapid deployment and developments in green innovations are crucial for achieving climate neutrality. While market-based policy instruments are the backbone of climate policy, governmental support for research and development (R&D) complements an efficient policy mix that supports green innovations at all stages of the innovation process. Nonetheless, international R&D support has declined over the last decade. In an international comparison, Japan is at the forefront of green R&D support. Germany is also a leader in R&D support, but its market-based environmental policy stringency remains low, which undermines the importance of an adequate climate policy mix. [ABSTRACT FROM AUTHOR]

Purpose – The purpose of this paper is to present some basic conceptual aspects and empiric examples of urban mitigation and adaptation to climate change, of greening urban development, as there is strong need for further research and education on these issues. Design/methodology/approach – Starting with a review of the 4th IPCC report and the Stern Review, a strategy is developed on how to make cities main actors in fighting climate change. First examples of successful urban greening are presented. Findings – Cities are main drivers of climate change, and they are driven by climate change. Therefore, there is a strong need for "greening" urban development, i.e. for both mitigation and adaptation activities. Practical implications – Mitigation requires the reduction (more or less drastically) of urban energy and material flows. Adaptation requires restructure (more or less radically) of the established urban stocks. This paper examines the ethics of the Clean Development Mechanism (CDM) in its architecture, processes and outcomes and its potential to allocate resources to the poor as 'ethical development'. Two specific examples of CDM projects help us to explore some of the quandaries that seem to be quickly defining operating procedure for the CDM in its efforts to bring entitlementsto the poor. Adaptation to climate change raises important governance issues. Notwithstanding the increasing attention on climate adaptation at the global and European level, the variety of local conditions and climate impacts points towards a prime role for regional actors in climate change adaptation. They face the challenge of developing and implementing adaptation options and increasing the adaptive capacity of regions so that expected or unexpected impacts of future climate change can be addressed. This paper presents a conceptual framework to analyse the regional governance of climate adaptation. It addresses the following key questions: (1) What are the distinct challenges for the regional governance of climate adaptation? (2) Which concepts can guide the design of new governance arrangements and strategies? (3) What challenges to legal principles are posed by the climate? (4) What research methods are suitable for developing and testing governance arrangements and strategies? We present a framework designed to address each of these questions; it has analytical, design, normative, and methodological components. Purpose - The purpose of this paper is to demonstrate the critical need for economic information to inform the selection of coastal management options for the beaches of the Sydney region and to outline the project currently under way to address this information gap. Design/methodology/approach - The critical need for the current case study is framed through presenting a summary of the threats posed by current climate change projections, the legislative requirements for economic valuation of natural resources, and the role which economics can play in selection of appropriate coastal management options in response to climate change impacts. Findings - The paper presents the valuation methods that were selected for use in the Sydney Beaches Valuation Project and outlines the rationale behind their selection. Originality/value - No current, empirical estimates of the economic value of Sydney beaches are available, which means that managers must use estimates from studies which may not reflect the unique characteristics of either the Sydney beaches or the social context. The results of the study, in terms of both unit measures of economic value and lessons learned during the survey design process, will therefore be of great value to coastal managers in the Sydney region. An external link provides details of the mixed mode survey instrument, which can be used to inform the design of other similar studies. Integrated Assessment Models (IAMS) have helped us over the past decade to understand the interactions between the environment and the economy in the context of climate change. Although it has also long been recognized that adaptation is a powerful and necessary tool to combat the adverse effects of climate change, most IAMS have not explicitly included the option of adaptation in combating climate change. This paper adds to the IAM and climate change literature by explicitly including adaptation in an IAM, thereby making the trade-offs between adaptation and mitigation visible. Specifically, a theoretical framework is created and used to implement adaptation as a decision variable into the DICE model. We use our new AD-DICE model to derive the adaptation cost functions implicit in the DICE model. In our set-up, adaptation and mitigation decisions are separable and AD-DICE can mimic DICE when adaptation is optimal. We find that our specification of the adaptation costs is robust with respect to the mitigation policy scenarios and parameter values. Our numerical results show that adaptation is a powerful option to combat climate change, as it reduces most of the potential costs of climate change in earlier periods, while mitigation does so in later periods. The growing concern of the possible impact of natural disasters and extreme events on the environment has recently created new demands for information from, and assessment by, environmental engineers and climatologists. Mediterranean river basins encompass a diverse range of valley and floodplain environments and are affected by many different processes, such as hydroclimate, land-use, catchment geology, and relief. The objective of this paper is to develop a methodology for exploratory rainstorms data analysis and uncertainty estimation in regional hydrogeomorphological frequency analysis (HFA). A general framework is proposed for designing spatial variability of rainstorms with assigned return periods (T) inducing multiple damaging hydrogeomorphological events in the Campania region, south Italy. To this end, the analysis of precipitation, involving means techniques of regional HFA and geostatistical theory integrated approaches, is a subject of great interest. However, the hydrogeomorphological consequences depend on complex interactions between extreme precipitation and torrential characteristics of the landscape. In Mediterranean environments, climatic fluctuations in hydrological regime, especially those exceeding rain thresholds for an acceptable range of flexibility, can be the main causes of relevant hydrogeomorphological impacts. An algorithm for the characterization of this impact termed with the acronym DRHI (Design Rainstorms Hazard Index) in this paper is presented first. Next, the continuous DRHI data are converted at each location using a binary variable indicator transform based on critical thresholds. In the third step, the expansion of DRHI-soft information from point to landscapes were assessed geostatistically using the records of 70 rain stations of the Department of Civil Protection established by Regional Monitoring Networks. In this way, threshold values for extreme hydrogeomorphological impacts were selected based on geographical distribution patterns of precipitation maxima with a duration of 3 h for a return period of 10, 20, and 50 years. Over the past few decades Integrated Assessment (IA) has emerged as an approach to link knowledge and action in a way that is suitable to accommodate uncertainties, complexities and value diversities of global environmental risks. Responding to the complex nature of the climate problem and to the changing role of climate change in the international climate policy process, the scientific community has started to include stakeholder knowledge and perspectives in their assessments. Participatory Integrated Assessment (PIA) is in its early stage of development. Methodology varies strongly across PIA projects. This paper analyzes four recent IA projects of climate change that included knowledge or perspectives from stakeholders in one-way or another. Approaches and methods used turn out to differ in whether stakeholders are involved actively or passively, whether the approach is bottom-up or top-down, and whether the different functions in the IA process are open or closed to stakeholder input. Also, differences can be seen in the degree to which boundaries are pre-set that limit the roles and domains of competencies attributed to each scientific or non-scientific participant (so-called boundary work). The paper discusses pros and cons of the various approaches identified, and outlines heuristics and considerations to assist those who plan, design or fund new IA processes with stakeholder input on what approaches best to choose in view of the objectives for stakeholder involvement, in view of the role that the IA plays in the overall risk management process and in view of considerations regarding boundary work. Climate change policies are informed by contributions from public, private and civil society organisations at a range of scales from the local to the global. Such policy formation has come to be termed multilevel governance. Transnational networks of local authorities are an emerging feature of multilevel governance and they have been heralded as a means to improve the implementation of climate change policy on the ground. However empirical evaluation of these transnational climate change networks is geographically limited and no research examining their impact in Ireland has been conducted. In response this paper considers the significance of European climate change networks within Ireland's climate change strategy. It concludes that these formal transnational networks have had limited impact to date due to ongoing negotiations about the politics of scale and responsibility with respect to climate change policies in Ireland. This paper analyses whether different emission trading regimes provide different incentives to participate in a cooperative climate agreement. Different incentive structures are discussed for those countries, namely the US, Russia and China, that are most important in the climate negotiation process. Our analysis confirms the conjecture that, by appropriately designing the emission trading regime, it is possible to enhance the incentives to participate in a climate agreement. Therefore, participation and optimal policy should be jointly analysed. Moreover, our results show that the US, Russia and China have different most preferred climate coalitions and therefore adopt conflicting negotiation strategies. Norway is often recognised as a pioneer country in environmental politics. Norwegian climate policy has changed considerably during the 1990s. It has evolved from a situation in 1989 where there was a broad consensus round the notion that a national target for stabilisation of CO2 emissions was the principal instrument for climate change abatement, to a situation at the turn of the century where Norway emerged as one of the most committed supporters of flexible mechanisms, the so-called ‘Kyoto mechanisms’. We identify two main discourses in the Norwegian politics of climate change, and label them ‘national action’ and ‘thinking globally’. This paper gives insight into the core elements of these two discourses and how they act as basic knowledge systems when actors put forward standpoints on the climate change issue. Adaptation is now recognized as an inevitable component of the overall climate change response strategy. For a developing region like sub-Saharan Africa with low greenhouse gas emissions and high vulnerability to the impacts of climate change, the importance of adaptation in climate change policy is even more fundamental. This paper examined a look at the adaptational preparedness of the sub-Saharan African region to climate change. Clearly evident in the environmental strategy and development focus of these countries is lack of recognition of the need to adapt, poor incentive to adapt and low capacity to adapt to climate change. This further exacerbates their vulnerability and has implications for the global climate change response strategy. Unfortunately, few attempts have been made to understand the structural reasons underlying the pervasive pattern of adaptational unpreparedness in the region, neither has there been a comprehensive and systematic analysis of how to remedy this problem. This paper is a contribution in this regard. In this paper we discuss how targets, policy instruments and accounting frameworks for greenhouse gas (GHG) reduction need to be complemented and aligned, to achieve a more effective road to reduce the GHG emission. We focus on gaps in the policy framework presently adopted by countries that are parties to the UNFCCC, using as illustrative case study the meat tax recently proposed in Denmark. We argue that when the GHG reduction targets for individual countries are based on a territorial approach alone (such as in the UNFCCC framework), i.e. sum of emissions from production inside the country, whether or not consumed inside or outside the country, policy regulations directed at consumption, such as a meat tax, may not effectively target the national GHG reduction obligations, and thereby they may not be sufficiently attractive to governments. In particular, emissions derived from internationally traded goods are insufficiently targeted by territorially oriented policy frameworks because a country might reduce the consumption of an imported good without contributing to the national GHG emission reduction target. If consumption-based reduction targets were implemented, a reduction of GHG emissions due to a reduction of the national demand of meat would be revealed irrespective of whether the GHG emission reduction results from a decrease of domestic or foreign demand of meat. The paper also discusses the importance of the methodological approach to accounting GHG emissions at the country level. We argue that to reveal the effect of policy instruments such as a meat tax, on GHG emissions reduced, an alternative consumption-based accounting could favorably complement the traditional GHG accounting. Ulrich Beck characterized the transition from modern to late modern society as a shift from an industrial to a 'risk society.' Contemporary society is challenged by negative side effects ('risks') of modernization, including the increasing and imminent threat of global climate change. This article will test the validity of conceivable prescriptive elements associated with this sociological theory. In doing so, it will focus on the most recent legal developments aimed at tackling climate change within the EU. This paper finds that the precautionary approach is unable to sufficiently shape balanced legal intervention in this day and age. Once a little-scrutinized and largely optional aspect of corporate greenhouse gas emissions disclosure, Scope 3 emissions accounting and reporting is now a common element of voluntary climate best practice and is increasingly being adopted as part of new mandatory corporate climate disclosure policies. As Scope 3 disclosure becomes more central to what companies are asked (or required) to do, we perhaps should ask anew what exactly it is we are trying to accomplish. While those NGOs and other stakeholders that designed the Scope 3 framework and who have included it in highly influential corporate leadership programs were well-intentioned, it is becoming clear that the systemas designed is ill-suited to serve its fundamental purpose: driving corporate actions to reduce, avoid, and remove greenhouse gas emissions. Scope 3 inventories are often seen as an end in and of themselves, yet from a climate perspective, they are only tools--and only useful if they help lead to positive emissions impact. What companies are asked to do regarding value chain emissions is not adequately aligned with what climate science demands. Therefore, greenhouse gas accounting, disclosure, and leadership programs and rules must modernize their approaches to Scope 3. Options include: limiting data collection requirements to seeking actionable, primary data; using proxy data only as a baseline from which the demonstrated impact of emissions-reducing interventions can be credited by target setting and leadership programs; and by fully embracing the use of verified market mechanisms to enable investments in positive emissions impact. While climate scientists have developed high resolution data sets on the distribution of climate risks, we still lack comparable data on the local distribution of public climate change opinions. This paper provides the first effort to estimate local climate and energy opinion variability outside the United States. Using a multi-level regression and post-stratification (MRP) approach, we estimate opinion in federal electoral districts and provinces. We demonstrate that a majority of the Canadian public consistently believes that climate change is happening. Belief in climate change’s causes varies geographically, with more people attributing it to human activity in urban as opposed to rural areas. Most prominently, we find majority support for carbon cap and trade policy in every province and district. By contrast, support for carbon taxation is more heterogeneous. Compared to the distribution of US climate opinions, Canadians believe climate change is happening at higher levels. Public discourse on climate change often refers to possible bias among climate scientists as a rationale for limited climate policy action by the United States. Part of this discussion is the association of scientists with environmental interest groups and whether such affiliations facilitate the perception that climate scientists lack objectivity. While surveys suggest that some climate scientists disapprove of affiliations with interest groups, recent research indicates that climate scientists are quite likely to be involved with environmental organizations. This paper compares the affiliations of scientists and the general public to discern whether scientists are uniquely likely to affiliate with interest groups or they simply share characteristics common to the public who also affiliate with these organizations. Our findings suggest that climate scientists are no more likely to donate money, but are less likely to sign a petition or attend a demonstration, when controlling for other factors. These results strengthen our understanding of the affiliations between scientists and interest groups and hold implications for the accuracy of popular perceptions of climate scientists. The paper derives general rules for equitable burden sharing in international climate policy. The focus is on a new social climate contract between developed and less developed countries (LDCs) which preserves competitiveness of the former and the 'right to development' of the latter. We formally derive conditions under which an LDC keeps the 'right to development' but voluntarily agrees to participate in stringent international climate policy. Two types of policies are analyzed, one with a predefined transfer and the other with a transfer that is tied to emissions-control efforts. We show that offering only one or the other option is inefficient. Chances for a comprehensive agreement are higher when a menu of policy options is available. China, which produces the largest percentage of global emissions, is an important player in global climate change governance and has the potential to change the global climate outlook. In the past decade, China has made significant progress in getting climate change on the national agenda and becoming a leader in setting greenhouse gas emissions targets. However, there are many challenges impeding the implementation of China's climate policies, including a lack of urgency and political will and low public awareness of climate change. Air pollution, on the other hand, due in part to public concern about adverse health effects and quality of life, has become an increasingly greater priority for the Chinese government. The Alliance of Small Island States (AOSIS) encompasses more than 40 low-lying and island developing states that are among the most vulnerable but also most vocal parties in international climate negotiations. Over the years AOSIS's strategies comprised of the building of scientific expertise, and leadership by example, but also a particular framing that puts emphasis on multilateral processes to deal with issues of common concern and established principles of the international community. The initial assumption of the paper is that a frame alignment of climate change and human rights concerns would strengthen the coalition's moral and legal arguments. However, as a frame analysis of close to 50 coalition submissions and statements reveals, such a linkage is not established. The paper concludes by outlining three possible explanatory factors for this observation: the nature of the issue area, the character of the coalition and the professional background of AOSIS negotiators. As sea level rises, coastal communities will face increased risks of flooding, storm surge, and inundation. In some areas, structural protective measures will be built, and for some properties, accommodation to sea level rise may be possible. For other areas, however, some form of retreat will be either preferred on economic or sociopolitical grounds or required given fiscal constraints. This paper considers how society can proactively manage shoreline retreat in those locations where it is deemed the preferable policy. A three-part strategy is proposed: (1) reduce new development in the highest-risk areas; (2) adopt policies that allow for expected and orderly removal or modification of development as inundation occurs; and (3) take advantage of disasters to implement managed retreat approaches. In early policy work, climate engineering is often described as a global public good. This paper argues that the paradigm example of geoengineering—stratospheric sulfate injection (hereafter ‘SSI’)—does not fit the canonical technical definition of a global public good, and that more relaxed versions are unhelpful. More importantly, it claims that, regardless of the technicalities, the public good framing is seriously misleading, in part because it arbitrarily marginalizes ethical concerns. This paper undertakes a direct, comprehensive assessment of the long-term sustainability of desertification rehabilitation in China under a plausible but worst case scenario where governmental interventions, in the form of payments for environmental services (PES), will cease. The analysis is based on household behavior as well as experimental data. Our econometric results highlight the main obstacles to the sustainability of rehabilitation programs subsequent to cessation of government intervention, including specific shortfalls in households’ preference for a free ride, budget constraints, attitudes, tolerance of and responsibility for desertification, and dissatisfaction with governmental actions. We conclude that desertification rehabilitation is not sustainable in China without continued governmental intervention. Communicating information about consistency in projections is crucial to the successful understanding, interpretation and appropriate application of information from climate models about future climate and its uncertainties. However, mapping the consistency of model projections in such a way that this information is communicated clearly remains a challenge that several recently published papers have sought to address in the run up to the IPCC AR5. We highlight that three remaining issues have not been fully addressed by the literature to date. Allen and Ingram () While additional information about regions where projected changes in rainfall are not 'statistically significant' can provide useful information for policy, the spatial scale at which changes are assessed has a substantial impact on the signal-to-noise ratio, and thus the detectability of changes. We demonstrate that by spatially smoothing the model projections we can provide more information about the nature of the signal for larger regions of the world. Christensen et al. () Combining information about magnitude, consistency and statistical significance of projected changes in a single map can cause reduced legibility. We demonstrate the difficulty in finding a 'universal' method suitable for a wide range of audiences DEFRA () We highlight that regions where projected changes in average rainfall are not statistically significant, changes in variability may still cause significant impacts. We stress the need to communicate this effectively in order to avoid mis-leading users. Finally, we comment on regions of the world where messages for users of climate information about ensemble consistency have changed since AR4, noting that these changes are due largely to changes in the methods of measuring consistency rather than any discernable differences between the CMIP3 and CMIP5 ensembles. Abstract: This paper examines how the claim of a two degrees dangerous limit to climate change is represented in the public sphere. The cultural circuits model is used to frame a discourse analysis and content analysis of UK news media, popular science books and advocacy literature. This analysis is supported with perspectives gleaned from semi-structured interviews with a range of expert actors. The results show that news reports largely ignore the two degree limit and where it is mentioned it is validated through invocation of anonymous expert knowledge. Discourses which do recognise uncertainties surrounding definitions of dangerous change still support the two degree limit. Primary sources show a rejection of the two degree limit as a division between safe and dangerous climate change. Arguments made by advocates that the concept at least allows the public to debate complex climate science is not supported by the manner in which the limit is constructed in public discourses. The results demonstrate that public representations of the two degree limit idea have not evolved, despite developments in climate science casting doubt on the veracity of the two degree limit. The paper concludes that framing climate policy within the two degree metric is not delivering the hoped for emission reductions and it may therefore be appropriate for public discourses to recognise the role of non-scientific factors in defining how much climate change is dangerous. Individual preferences for environmental policies can be influenced by the frame in which choices and decisions are presented. In this paper we present results of a field experiment on the contributions to carbon offsetting programs under two alternative treatments for the default option. The opt-in treatment asked subjects to pay for the policy proposal while the opt-out treatment asked subjects if they wanted to be excluded from payment for the policy proposal. The results show that the frame of the default option had a significant effect on the amount of money paid for the policy proposal. Subjects were more likely to accept the policy proposal if the default option was the opt-out treatment. The results have implications for the design of environmental policies. The multi-faceted nature of anthropogenic climate change means that policy analysis must draw on a very wide range of disciplines. In combining information from a variety of sources, it is important to ensure consistency across the interfaces. This paper draws on some historical cases from carbon cycle studies in order to illustrate the type of issue involved. These are used as background for presenting current issues that arise in analysing changes in atmospheric carbon dioxide and the specification of emissions that cause these changes.
