This paper analyses the application of force majeure, the principle of change of circumstances, and the doctrine of frustration in the context of the COVID-19 pandemic in New Zealand and China. The paper will first outline the general legal test and legal consequences of the three doctrines. Secondly, the paper will discuss the legal tests and legal consequences of the three doctrines specifically in New Zealand and China and in the context of COVID-19. Thirdly, the paper will discuss the similarities and differences between the three doctrines. In the second part of this paper, the paper will discuss how the three doctrines apply to commercial lease cases in the context of COVID-19. The paper will select two commercial lease cases in New Zealand and China to analyse the robustness of all three legal doctrines in providing practical workable solutions for tenants and landlords during government-imposed lockdowns and enforced closures of leased premises. The paper illustrates how the differences in the legal tests, legal consequences and underlying rationales of the doctrines result in different outcomes of a case. The paper concludes that the doctrines each have their strengths and weaknesses and other civil and common law countries can learn from the experiences of China and New Zealand. Furthermore, the paper suggests that courts should carefully consider the relevant facts and circumstances of a case when applying legal doctrines. Moreover, courts need to strike the right balance between doing the victims of unforeseen circumstances and upholding the principle of the sanctity of contract. The analysis of the three doctrines is particularly useful in this day and age where there is a high likelihood of the occurrence of another pandemic-level event and causing unprecedented disruptions to the commercial world. Articulating the complexities of relational wellbeing can be challenging at the best of times, and even more complex during periods of heightened stress and uncertainty. Taking inspiration from feminist materialisms and recent writings on material methods, we explore the potential of object interviews to reveal the material-discursive dimensions of women's experiences of wellbeing during the pandemic. In this paper we describe our research process conducting object interviews with 38 women living in Aotearoa New Zealand from a range of socio-economic, cultural, and ethnic backgrounds. We explore the potential and challenges of object interviews for surfacing new ways of knowing (theoretically, methodologically, and cross-culturally) wellbeing beyond human-oriented health, medical and social-constructionist models, and towards more multidimensional and relational understandings. This paper offers our reflections and learnings about the process of re-turning object interviews and the potential of such approaches for evoking complex ways of knowing wellbeing during and beyond pandemic times. Purpose: During the COVID-19 pandemic, the NZ COVID Tracer App (NZCTA) was released as a digital intervention to support contact tracing processes in Aotearoa New Zealand. This paper examines whether NZCTA met the data governance requirements of the Indigenous Māori people. Māori are an interesting case study as they have unique Treaty and data sovereignty rights, and a higher risk of COVID-related mortality. Methods: The NZCTA was assessed against 24 criteria drawn from the Māori Data Governance Model. The assessment drew on documentary sources and the authors' knowledge of NZCTA and contact tracing process. Each criteria was assessed as 'met', 'partially met' or 'not met'. Results: Our retrospective assessment showed a mixed performance against the Māori Data Governance Model, with NZCTA only fulfilling seven of the 24 model criteria and failing to meet nine. Conclusion: There is significant room for improvement in future digital health interventions for Māori. Much work remains to be done in the Aotearoa public sector to uphold Māori data sovereignty and address systemic barriers to genuine partnership with Māori. [ABSTRACT FROM AUTHOR]

This qualitative narrative correspondence study investigates older adults' experiences of physical activity (PA) during the 2020 COVID-19 pandemic lockdowns in Aotearoa, New Zealand. This paper presents a reflexive thematic analysis of 501 letters received from 568 participants that discussed PA. Participants described PA as bringing joy and rhythm to daily life under stay-at-home measures. The most frequently discussed forms of PA included exercising, gardening, and housework. Four interconnected conceptual themes identified were as follows: (a) renegotiating environmental relationships, (b) social connection, (c) pleasure and PA, and (d) navigating active aging discourses. This paper emphasizes the important environmental and social motivations for becoming and remaining physically active despite restrictions on movement. Older adults' understandings and performance of PA were heavily shaped by active aging discourses. As such, we suggest that initiatives seeking to promote PA should foreground older adults' feelings of connection, productivity, and pleasure and recognize their diversity. Community-based primary care, such as general practice (GP) or urgent care, serves as the primary point of access to healthcare for most Australians and New Zealanders. Coronavirus disease 2019 (COVID-19) has created significant and ongoing disruptions to primary care. Traditional research methods have contributed to gaps in understanding the experiences of primary care workers during the pandemic. This paper describes a novel research design and method that intended to capture the evolving impact of the COVID-19 pandemic on primary care workers in Australia and New Zealand. Recurrent, rapid cycle surveys were fielded from May 2020 through December 2021 in Australia, and May 2020 through February 2021 in New Zealand. Rapid survey development, fielding, triangulated analysis and dissemination of results allowed close to real-time communication of relevant issues among general practice workers, researchers and policy-makers. A conceptual model is presented to support longitudinal analysis of primary care worker experiences during the COVID-19 pandemic in Australia and New Zealand, and key learnings from applying this novel method are discussed. This paper will assist future research teams in development and execution of policy-relevant research in times of change and may inform further areas of interest for COVID-19 research in primary care. Purpose: The purpose of this paper is to review the recordkeeping response to the COVID-19 pandemic in New Zealand. It identifies how archival authorities supported potential changes in recordkeeping practice as a result of constraints brought about by the pandemic, in particular the shift to work-from-home as the dominant paradigm. Design/methodology/approach: Analysis of guidance, standards and initiatives published online by New Zealand archival authorities in the early stages of the pandemic was undertaken and contextualised with international counterparts. Findings: Findings indicate that guidance provided to support changes in recordkeeping practice brought about by the pandemic was high-level, outlining potential considerations and possible pitfalls but did not provide applied advice on how to approach the shift to a work-from-home reality. Originality/value: Research into the effects of the pandemic on recordkeeping practice and output is in its infancy; this paper contributes a brief insight into the New Zealand experience. Purpose: The COVID-19 global pandemic has caused significant disruptions to the non-profit sector, highlighting the issues that the narrowly focused, traditional conception of governance fails to address. The purpose of this paper is to propose a contingency-based framework with its theoretical underpinnings in the existing literature, in order to support future empirical research on non-profit governance and accountability practices. Design/methodology/approach: From a theoretical perspective, this paper synthesizes relevant existing literature and proposes a contingency-based accountability and governance framework in the non-profit sector. This paper draws on Ostrower and Stone's (2010) contingency-based framework on boards and Hyndman and McDonnell's (2009) conception of governance systems. This paper engages with the New Zealand and Australia context while reviewing relevant literature and relevant regulations. Findings: The global pandemic has caused severe worldwide disruptions both socially and economically. There have been dramatic changes to the ways in which non-profit organisations (NPOs) operate. There is an urgent need to understand how such changes in the external environment impact on NPOs' governance and accountability practices. In this context, the contingency-based accountability and governance framework proposed in this paper has important implications for non-profit research, while opening up an avenue for future research in this field. Research limitations/implications: This paper does not involve empirical analysis. Practical implications: This paper contributes by facilitating better understanding on how external contingencies like the COVID-19 global pandemic affect the external and internal environment of an NPO, how they impact on stakeholders and their interplay with an NPO's governance and accountability systems. It also suggests that regulators of the non-profit sector, umbrella support organisations, and funders proactively encourage and guide NPOs to embrace a wider scope of governance and strengthen the level of governance in the sector. Originality/value: This paper contributes to the literature by proposing a contingency-based accountability and governance framework in the non-profit sector to support future research in this field. This paper examines older people's experiences of intergenerational interaction during the first COVID-19 lockdown in Aotearoa, New Zealand (NZ). This paper presents an analysis of a letter-writing study with older people (mean = 77 years) living in NZ. A total of 760 letters were received from 870 participants. A sub-sample of 412 letters focused on intergenerational interaction were analyzed thematically. This analysis presents a mostly positive picture of intergenerational interaction particularly on the family and neighborhood level. Letters highlighted narratives of mutual concern and positive interactions between generations while also hinting at some underlying age-related tension on a societal level. [ABSTRACT FROM AUTHOR]

This paper investigates the way in which COVID-19 has exacerbated the poor work conditions within community support work in Aotearoa-New Zealand. It examines the invisibility of care work in New Zealand during the COVID-19 pandemic, in terms of Government policy and communication, societal recognition of care work, and the spatially hidden nature of the work. It does so within the of gender norms in the socio-cultural, socio-spatial and socio-legal spheres that render this work and workers invisible. This paper documents the experiences of community support workers and contributes to our theoretical understanding of frontline health workers' experiences of work during a global public health crisis. Purpose: The COVID-19 pandemic has forced not-for-profit organizations (NFPs) to look outside their organizational boundaries for collective impact. In this unprecedented and turbulent situation, the need to understand and articulate the effectiveness and impact of collaborative efforts is paramount. The purpose of this paper is to explore the potential nexus between nonprofit impact measurement and collaboration. Design/methodology/approach: This paper reviews key aspects of the NFP impact measurement and collaboration literature and discusses the potential nexus between these two concepts. NFP collaboration refers to the collaborative arrangements that involve NFPs with other NFPs and/or businesses and government. Findings: Based on a literature review, this paper argues that NFPs must acknowledge the significance of impact measurement when engaging in collaborative efforts and the mutually reinforcing relationships between the NFP impact measurement and collaboration to make a collective impact. Originality/value: Research on the nexus of NFP impact measurement and collaboration is scant, but it is urgently needed due to the COVID-19 crisis. This paper is timely to review the extant knowledge base of NFP impact measurement and collaboration and attempts to draw meaningful connections between the two concepts. The paper also has significant implications for practice as it responds to the calls for more collaboration in the New Zealand NFP sector and will be of interest to NFP leaders, managers, funders and policymakers. Purpose: The purpose of this paper is to understand how communication strategies and the use of numbers can ensure the buy-in and cooperation of stakeholders. Design/methodology/approach: Drawing on legitimacy theory, this study analysis documents regarding the communication strategies of New Zealand (NZ)'s Prime Minster, Jacinda Ardern, during the COVID-19 pandemic, in order to extract lessons for organizations. The authors contrast Ardern's communications with those of Donald Trump, the President of the United States (US), as evidence that leaders do not necessarily follow these strategies. Findings: The findings show that clear, consistent and credible communications, backed up by open access to the numerical data that underlie the decisions, ensure that these decisions are seen as legitimate, ensure that citizens/stakeholders feel leaders are accountable and believe in the necessity of measures taken and that they conform to the guidelines and rules. By contrast, the strategy of attempting to withhold information, blaming others, refusing to acknowledge that there are problems and refusing to address problems lead to non-conformance by citizens/stakeholders. Business leaders could apply these lessons to the management of crises in their organizations to ensure buy-in from employees and other stakeholders. Leaders and organizations that follow these communication strategies can emerge in a stronger position than before the crisis. Research limitations/implications: This paper develops a theoretical framework of strategies aimed at maintaining and disrupting legitimacy among key audiences, which can be used in future research. Practical implications: This paper highlighting how organizations and organizational leaders can best communicate with stakeholders using accounting, thus coming across as being accountable during crisis times. Social implications: The legitimacy maintenance strategies outlined in this paper ensures that stakeholders feel leaders and the organizations they represent hold themselves accountable. Originality/value: This paper outlines the lessons that an organization can learn from communication strategies adopted by governments during the COVID-19 crisis. Auckland is New Zealand's largest city and is the main international entry point to New Zealand, with most of the nation's Managed Isolation and Quarantine Facilities. Consequently, it is the place most likely for a COVID-19 outbreak to occur and, accordingly, has been the focus of efforts to monitor SARS-CoV-2 via wastewater-based epidemiology. Historically, wastewater-based epidemiology has mainly been applied at the catchment or sewershed scale, with samples collected at wastewater treatment plants. COVID-19 has necessitated a re-evaluation of this broad-scale approach to wastewaterbased epidemiology in New Zealand, where there is a need for more detailed information to better target the public health response. Using Auckland as a case study, this paper assesses the spatial and temporal extent of the city's wastewater network to inform the selection of strategic neighbourhoodscale sampling sites for wastewater-based epidemiology. Sample site selection criteria included topology and connectivity of the sewer network, the capacity to record sewer flow, limited rain infiltration, resident population, and accessibility. Six sites were identified that provide an immediate opportunity for neighbourhood-scale monitoring. Reflecting on the analysis required for selecting appropriate monitoring locations, the paper moves to critically discuss the key unknowns and research needs associated with conducting neighbourhoodscale wastewater-based epidemiology. Population mobility poses challenges for estimating population size and for capturing a positive SARS-CoV-2 signal in wastewater at this scale. There is a need to determine the full spectrum of residence times within the sewer network to design representative sampling and the implications of disregarding residence times in the current sampling regimes are poorly understood. Hydraulic models require refinement to accurately account for variable residence times and topological features in the network (e.g., holding tanks and pumping stations). Addressing these challenges is urgent and ongoing to realise the benefits of neighbourhood-scale wastewater-based epidemiology in response to COVID-19 and beyond. [ABSTRACT FROM AUTHOR]

There have been growing concerns that social distancing and stay-at-home mandates have exacerbated loneliness for older people. Empirical evidence about older people's experiences of loneliness and COVID-19 have quantified this phenomena without considering how older people themselves define and understand loneliness. This paper explores how older New Zealanders conceptualized and experienced loneliness under 'lockdown' stay-at-home measures. This multi-methods qualitative study combines data from letters (n = 870) and interviews (n = 44) collected from 914 people aged over 60 and living in Aotearoa, New Zealand during the COVID-19 pandemic. We conducted a reflexive thematic analysis to conceptualise this data. We identify three interconnected ways in which older people conceptualised and experienced loneliness: (1) feeling disconnected relating to lack of emotional closeness to another often resulting from being physically separated from others and not being able to touch; (2) feeling imprisoned relating to separation from preferred identities and activities and was frequently associated with boredom and frustration; and (3) feeling neglected which often related to feeling let down by generalised and idealised forms of support, such as one's neighbourhood and health care system. Older New Zealanders experienced lockdown loneliness in three interconnected ways rather than as a stable and homogenous experience. Māori, Pacific, Asian and New Zealand European older people often discussed loneliness in different ways; attesting to loneliness being a culturally-mediated concept shaped by expectations around desirable social interaction. Aotearoa, New Zealand's (NZ) initial pandemic response has been held up internationally as a model of social cohesion and compassion, made salient by the 'team of five million' messaging promoted by the New Zealand government. This paper considers whether the first New Zealand COVID-19 lockdown was viewed and experienced as socially cohesive from the perspective of diverse older New Zealanders. This study presents a deductive analysis based on 44 individual or group interviews with Māori, Pacific, Chinese, Korean and New Zealand European (NZE) people aged 60 and over. This paper presents a critical, intersectional discussion around social cohesion experienced by older New Zealanders during lockdown, by considering their views and experiences of belongingness, legitimacy, recognition, inclusion and participation. We suggest that New Zealand European participants benefited most from national appeals for solidarity and reported enhanced feelings of belongingness and inclusion. Māori, Chinese, Korean and Pacific experienced belongingness and inclusion primarily on a community level owing to the culturally-specific support they received. We conclude that future pandemic planning should aim to strengthen targeted culturally-specific community initiatives already in action whilst improving aspects of inclusion and participation for all older New Zealanders. Risk identification has been at the heart of media coverage of the COVID-19 pandemic. Less consideration has been paid to the way that the media itself has (re)produced these risk categories, and how this has changed over the course of the pandemic. The aim of this article is to understand how risk has been constructed in the Aotearoa, New Zealand news media over the course of the COVID-19 pandemic. This paper reports findings from a longitudinal media analysis of mainstream news media articles (n = 388) published in the first week of March 2020, March 2021 and March 2022. Underpinned by a socio-cultural theoretical understanding of risk, we conducted a reflexive thematic analysis of the 22 most relevant articles from a week of coverage during each month of March. Our analysis identified three key themes by which we characterise the discussions of risk as these developed from 2020 to 2022: (1) Subjects of risk; (2) Spaces of risk; and (3) The nation facing risk. We conclude that the dominant frame surrounding risk was one of mutual risk and solidarity. We suggest future policies around pandemic risk mitigation must attend to both the range of competing risks as well as the different epistemologies (including scientific and indigenous worldviews) informing risk. We suggest that researchers, policy makers and reporters involve the voices of those 'at risk' into their publications. This analysis shows the value of taking a sociocultural analysis of risk as it is framed within a particular national-cultural context. [ABSTRACT FROM AUTHOR]

Purpose: This special issue paper aims to describe the early effects of COVID-19 on auditing in New Zealand, and the subsequent reforms that the authors expect will follow. Design/methodology/approach: The authors use published sources to discuss the impact of COVID-19 on auditing, and potential reforms. Findings: COVID-19 was at first expected to have a substantial impact on audit outcomes such as audit opinions. The effects that eventuated have been much less substantial so far. Nevertheless, the authors expect reforms to auditing to take place, especially including non-audit services, reports on inspections of auditors and more reporting on going concern issues by directors, followed by increased responsibility for auditors. In future, there may be further changes including reform to the liability of auditors, reporting on internal control, more responsibility for fraud and changes to corporate governance. Research limitations/implications: Limitations include the ongoing nature of the COVID-19 crisis. Further effects may yet eventuate. Practical implications: Financial report users and auditors should anticipate changes. We investigated the stock return risk associated with the various types of dividend decisions announced by New Zealand firms during the COVID-19 pandemic in 2020. The sample includes a group of firms that initially announced cash dividends but a number of days later made announcements cancelling their payments. Using multinomial logistic regression analysis, we found that higher pre-pandemic payout policy significantly increased the likelihood of a cancellation, an omission or an increase decision. Higher growth and higher profitability reduced the probability of an omission and a reduction decision, respectively. Moreover, higher stock return volatility increased the likelihood of an omission, a reduction or an increase decision. Further event study analysis revealed that investors reacted more feverishly to the announcements of cancellation decisions than any other types of dividend decisions. Moreover, we report strong evidence of negative abnormal returns around the cancellation announcements followed by positive post-announcement price reversals, a pattern that is not observed for the omission announcements. This paper contributes to the literature by studying a cancellation sample and reveals, for the first time, significant shareholder risk associated with cancellation decisions, which was not observed for omission decisions. We alert managers to carefully weigh the costs and benefits of breaking a promise of dividend payout. [ABSTRACT FROM AUTHOR]

Background: The emergence of the COVID‐19 and the resulting global pandemic has ushered in far‐reaching changes for countries across the world, not least of which are changes to their education systems. With traditional location‐based exams no longer possible at universities, the uptake of online proctored exams (OPE) has occurred at a pace not seen prior to the pandemic. Students' experiences of online proctored exams during the pandemic are reasonably well‐understood in terms of digital access and ease of use of the technology. However, less is known about students' perceptions of digital confidence and competence to complete an online exam, both of which are important digital equity considerations. Objectives: This study investigates students' digital confidence and competence to undertake online proctored exams to determine whether issues of equity exist for students. Methods: This study reports the results of a survey (N = 761) of one university's students' experiences of end‐of‐semester online proctored exams in New Zealand. Results: Most students were positive about online exams, felt reasonably confident to complete an exam, and had the necessary digital access (i.e., devices, internet) and competence to succeed. However, digital inequalities were found between students' perceptions of digital competence based on ethnicity. While more time learning online equated to increasing self‐reported digital competence for most ethnic groups, this was not the case for Pacific learners. Takeaways: Perceptions of low digital competence can contribute to digital inequalities. Educators can support learners to develop positive perceptions of digital competence by teaching digital literacy skills. Lay Description: What is already known about this topic: Online proctored exams (OPE) have replaced many traditional exams because of the pandemic.Research on the use of online proctored exams during the pandemic suggests some acceptance among students.Apart from access related issues, little is known about digital inequalities associated with online exams. Objective: To evaluate the suitability and acceptability of virtual training post accreditation visits conducted online for medical specialist training in ophthalmology in Australia and New Zealand. Methods: A two-phase study (pilot and implementation) was conducted. In the pilot phase, an open-ended observation proforma was used by the authors to independently record their observations, which were later compared and discussed until consensus was achieved. All participants were asked to complete an online survey. A document analysis of accreditation documents was conducted. Observation data were broken down into themes and triangulated with online survey and document analysis results. In the implementation phase, the inspections were observed by one of the authors (SK) and the observation notes were discussed with other authors to obtain a contextual and consensual view. A document analysis of all accreditation-related documentation was undertaken. The documents included in the document analysis were planning and scheduling records, interview and inspection notes, training post inspection fact and document notices and accreditation reports. Finally, a post-inspection focus group of all inspectors was conducted. Results: The accreditation interviews adequately addressed all relevant issues with high levels of robustness and reliability. Participants found it more difficult to discuss complex issues virtually compared with onsite visits. The virtual accreditation reports were not any different to what would be expected if a face-to-face accreditation visit had been conducted; however, it was not possible using the virtual inspection to determine the appropriateness of facilities and clinic layout to support and facilitate trainee learning and supervision. Conclusions: Virtual accreditation of training posts in medical specialist training is viable in limited circumstances where there are no known complex training post-related issues and the site has not made substantial changes to clinic and theatre layout, equipment and facilities since the previous accreditation. What is known about the topic? All medical specialist colleges in Australia and New Zealand accredit the sites where training is delivered, usually by conducting periodic face‐to‐face visits. What does this paper add? This paper provides evidence that in limited circumstances, it is possible to accredit training posts virtually. What are the implications for practitioners? In the age of misinformation, trust and trustworthiness – core values of journalism – have become more important as news companies reeling from the pandemic seek emergency funding for their operations from the public and funders look for trusted brands to support. Earlier studies indicated people are more willing to pay for trusted news brands, and recently, the public funding of news has been directed to institutions that are regarded as trustworthy news outlets, and provide information that is in the public interest. While the concept of trust is complicated and measuring it is challenging, trust has rapidly become a key inquiry in academia. However, New Zealand lacks in this research, and this study aims to start to fill that gap. The paper is based on our survey of 1204 New Zealanders, and comparable data from 38 countries surveyed in the Reuters Digital News Report 2019. The paper finds that trust in news in New Zealand is high when compared internationally, but a large proportion (47%) of citizens don't trust the news. Purpose: The purpose of this paper is to address assumptions about the prevalence of change in human resource management (HRM) and organizational change literature, providing evidence from employee perceptions across three countries. The results indicate change was commonplace even before the pandemic disruptions of 2020. Design/methodology/approach: Given this study's exploratory, employee perspective, a cross-sectional self-report survey was used. Three survey panel samples were collected in 2017: US (n = 718), Australia (n = 501) and New Zealand (n = 516). Analysis of variance was used to test whether the prevalence of change differed significantly between countries or specific groups of employees. An analysis of comments on change types and emotional response provides further insights. Findings: The paper provides evidence of the ubiquity of change: 73% of employees are experiencing change at work and 42% perceived it as moderate to massive, with little variation between countries. Employees commonly experience more than one change, with those experiencing large amounts of change reporting predominantly negative emotional impacts. The magnitude 7.8 earthquake that struck North Canterbury, on the east coast of New Zealand's South Island on 14 November 2016 had significant impacts and implications for the community of Kaikōura and surrounding settlements. The magnitude and scope of this event has resulted in extensive and ongoing geological and geophysical research into the event. The current paper complements this research by providing a review of existing social science research and offering new analysis of the impact of the earthquake and its aftermath on community resilience in Kaikōura over the past five years. Results demonstrate the significant economic implications for tourism, and primary industries. Recovery has been slow, and largely dependent on restoring transportation networks, which helped catalyse cooperation among local hospitality providers. Challenges remain, however, and not all sectors or households have benefited equally from post-quake opportunities, and long-term recovery trajectories continue to be hampered by COVID-19 pandemic. The multiple ongoing and future stressors faced by Kaikōura require integrated and equitable approaches in order to build capability and capacity for locally based development pathways to ensure long-term community resilience. Academics have long regarded air travel as vital to pursuing a successful career. Meanwhile, many academics are at the frontline of climate change science and advocate the urgency to reduce greenhouse gas emissions. The conflict between combating global warming and high aeromobility practices traps academics in a loop of hypocrisy. However, COVID-19 presents an opportunity for academics to advance their research and careers with reduced aeromobility. This research investigates how academics have adapted to virtual working experiences during COVID-19 and the implications for establishing changes in aeromobility practices. Informed by the theory of practice change, this paper reports the findings of a comprehensive survey and interview programme in New Zealand. It provides insights into the prospects for reduced aeromobility and the institutional policy frameworks required to embed a new normal, considering the unique circumstances faced by academics working at geographically remote institutions. The findings reveal that instead of being trapped in a loop of hypocrisy, New Zealand academics face a moral quandary in being concerned about climate change and wishing to reduce aeromobility practices, while wanting to avoid compromising career success. This paper discusses data from a survey of New Zealand teachers conducted in 2020 during the first months of the COVID-19 pandemic. It considers this data in the light of a series of contexts: Te Tiriti o Waitangi; social inequalities particularly in relation to the impacts of colonisation and neoliberal social and economic policies on Māori; the New Zealand government's commitment to wellbeing; Te Ara Waiora, a Māori model of wellbeing utilised by the New Zealand Treasury; and the status of the teaching profession in Aotearoa New Zealand. Using data from the teachers' responses to the survey, it outlines ways in which wellbeing was prioritised by teachers during these early months of the pandemic, when teachers were suddenly required to pivot to online teaching. It argues that the wellbeing values as espoused in te ao Māori, a Māori worldview, and those articulated by teachers provide inspiration for a pathway beyond the privations of the pandemic. Purpose: Food waste (FW) reduction, of which household wastage comprises a large fraction, has an important role in promoting the circular economy (CE). This study investigates how certain consumer traits impact household FW, particularly in the face of external shocks. Design/methodology/approach: The authors conducted a qualitative and longitudinal study, spanning three periods in New Zealand. A preliminary model is constructed from the outcomes of a survey with 178 participants. Then, the authors carried out 29 semi-structured interviews to refine the preliminary model and adapt it to the analysis of household waste behavior. Findings: Different segments of consumers have distinct response patterns in successive lockdowns, and these patterns impact household FW reduction and food supply chain (FSC) management. The key findings include (1) for government, quick responses to quash unhelpful rumors help to reduce public concerns around FSC interruption; (2) for retailers, the pandemic has hastened the growth of online shopping; being able to expand the distribution channel in a short time is a critical issue; and (3) for consumers, the experience of lockdown has different impacts on different groups of consumers. This variation of experience may either enhance or exacerbate FW in households. Originality/value: This paper complements the existing literature on the FSC and contributes to household FW and CE literature by providing a framework that integrates external impacts, consumer segmentation to reflect on waste management, and the possible applications of the proposed framework. This paper reflects on the work that was done to establish a national wastewater pathogen surveillance system in New Zealand in response to the COVID-19 pandemic. After a short review of the wastewater literature, a timeline of SARS-CoV-2 is described to situate the work in a country that effectively eliminated COVID-19 from the community, but at the time of writing had a population that was more exposed than in other countries. The paper then turns to describe three broad categories of research needed to establish the COVID-19 wastewater surveillance system: monitoring, data analysis and ethics. Some of the work covers familiar ground for those trained in science, technology, engineering and mathematics, such as the spatial location and temporal frequency of field sampling. Other work sits more comfortably with those trained in the humanities and social science, such as population mobility and the ethics of surveillance. The message that comes from our experience is the need to work together, which takes courage, empathy and patience as we learn to accept each other's epistemological foundations and modus operandi. Purpose: The COVID-19 pandemic has provided us a striking demonstration that the future is dynamic, unpredictable, complex and volatile. It is increasingly important that those working in the field of school-based health education reimagine the possibilities and potential of the subject to rise to the challenges presented and make a difference in learners' worlds. In this paper we explore the potential of health education learning to contribute to aspects of the Organization for Economic Co-operation and Development's (OECD's) Learning Compass 2030 from our perspective in Aotearoa New Zealand. This is a learning framework that uses the metaphor of navigation to demonstrate the competencies young people need in order to thrive in the world and has a significant focus on wellbeing for people and society (OECD, 2019). Design/methodology/approach: We explore the links between the learning compass and a socio-critical approach to secondary school-based health education learning opportunities by producing and refining our own knowledge of the learning contexts and experiences that could potentially contribute to the elements of compass. We present this as dialogue produced through asynchronous online conversations between the paper's two authors across a three-month period in 2020 – a method befitting our COVID-19 times. Findings: After employing a deductive thematic analysis we found extensive links between health education learning and aspects of the compass which are congruent with the notion that it is more about how the subject is taught than what is covered in a socio-critical health education. We communicate our findings by organising them into three themes that arose for us in analysis: learners' capability to understand the world, navigate the world and change the world. Originality/value: We conclude the paper with key questions to consider if we are to reimagine school-based health education in order for learning experiences in the subject to enrich learners' understanding of how to navigate the complex and uncertain times they will face across their lives. In March 2020, New Zealand went into a level 4 lockdown to contain the spread of Covid-19. Overnight, workplace operations shifted into the home, requiring employees to rapidly upskill and use online collaboration platforms to maintain ‘business-as-usual’. However, the home was not an empty space, rather it reflected specific cultural and gender activities and norms. A phenomenological research study conducted in 2020 examined the working from home experiences of 21 women from different cultural backgrounds employed by a South Auckland organisation. The research focused on two groupings of HRM themes; one the HR practices of productivity, performance, leadership, health and safety, and technology and equipment; the other, the impact of these practices on the domestic cultural norms and gender roles of the women employees. The paper identifies an unresolved tension between the organisation and the women and asserts the need for revised performance expectations in a working from home context. In the fight against the COVID‐19 pandemic, New Zealand stood out with its ambitious elimination goal and the small death count per capita. The country's strategy included full lockdown measures that were strict by international standards. In this paper we investigate whether New Zealand's strict lockdowns brought significant changes to the dwelling price capitalisation of environmental amenities. Our results show a nuanced landscape. While before the pandemic, Auckland homebuyers were willing to pay a premium for dwellings located adjacent to open spaces, such premium either vanished or became a penalty during the lockdown phases. There was also a significant premium for dwellings within 300 m of beaches. But again such premium either decreases or becomes a penalty across the lockdown phases. In addition, we find a preference for dwellings located further away from Auckland CBD. Hence, some amenities that used to have a positive (or neutral) impact on the price of a property have now become disamenities from homebuyers' perspective after the experience of the pandemic. This paper informs planners, policy‐makers and private actors with a better understanding of the behaviour of Auckland's housing market under the disruptions due to the pandemic and lockdowns. Collaborative design (co‐design) is a design strategy for generating relevant and socially acceptable technologies, and is inherently political by nature of its inclusion of particular groups and interests. This paper explores how to ethically and responsibly prepare for, notice and overcome barriers to including agricultural workers in the co‐design of new agricultural technologies. Drawing from feminist science and technology studies (STS), we offer response‐able mattering as an analytic tool to explore how the COVID‐19 pandemic caused and illuminated existing barriers to inclusion within an Aotearoa New Zealand‐based co‐design project. We argue that addressing barriers to inclusion requires prioritizing relationships and relationship building in technology design projects. This prioritization must account for a multiplicity of relationship building tempos (e.g., the time/pace necessary to ethically establish and maintain research relationships), temporal tensions (e.g., the pace of technology development versus the ability to meaningfully include collaborators), and un/intended relational cuts (e.g., boundaries or barriers affecting relationship building). This paper reflects the collective experiences of fourteen internationally based social group work educators who met weekly and virtually for seven months during the transition to online teaching necessitated by the coronavirus pandemic. The meetings functioned as a mutual aid support group sponsored by the International Association of Social Work with Groups (IASWG). The paper discusses the group's perceptions of the essential components of effective online group work education. It begins with a review of the history of online social work education. It then outlines the key components instrumental in the planning and developing of engaged online group work classes. Topics include pre-course preparation, norm setting, and building community in the online classroom. Considerations related to the video conferencing platforms, course formats, activities, managing online fatigue, screen sharing, handling chat features, cameras, and break out rooms are interspersed throughout. The paper concludes with a discussion of the use of mutual aid groups as online teaching tools and highlights the online group work teaching experiences of two members in New Zealand and Namibia. Despite initial hesitancy to teach group work virtually, the authors recognize that this can be done effectively but requires additional planning and, ideally, peer and institutional support. INTRODUCTION: The delivery of health care by primary care general practices rapidly changed in response to the coronavirus disease 2019 (COVID-19) pandemic in early 2020. AIM: This study explores the experience of a large group of New Zealand general practice health-care professionals with changes to prescribing medication during the COVID-19 pandemic. METHODS: We qualitatively analysed a subtheme on prescribing medication from the General Practice Pandemic Experience New Zealand (GPPENZ) study, where general practice team members nationwide were invited to participate in five surveys over 16 weeks from 8 May 2020. RESULTS: Overall, 78 (48%) of 164 participants enrolled in the study completed all surveys. Five themes were identified: changes to prescribing medicines; benefits of electronic prescription; technical challenges; clinical and medication supply challenges; and opportunities for the future. There was a rapid adoption of electronic prescribing as an adjunct to use of telehealth, minimising in-person consultations and paper prescription handling. Many found electronic prescribing an efficient and streamlined processes, whereas others had technical barriers and transmission to pharmacies was unreliable with sometimes incompatible systems. There was initially increased demand for repeat medications, and at the same time, concern that vulnerable patients did not have usual access to medication. The benefits of innovation at a time of crisis were recognised and respondents were optimistic that e-prescribing technical challenges could be resolved. DISCUSSION: Improving e-prescribing technology between prescribers and dispensers, initiatives to maintain access to medication, particularly for vulnerable populations, and permanent regulatory changes will help patients continue to access their medications through future pandemic disruption. This paper considers two questions. The first is the extent to which recent kindness narratives in Aotearoa New Zealand have been matched by political choices and actions which will build a kinder New Zealand. I investigate how kindness has been practised in tangible ways since the beginning of the COVID-19 pandemic in early 2020 and the ways in which public sentiment has become more or less kind. The second question concerns how New Zealanders might build a 'politics of kindness' into their communities and society. In addressing this second question, a more theoretical approach is taken, which draws on the work of moral philosophers Alasdair McIntyre and Martha Nussbaum and the ideas offered in virtue ethics. This part of the paper is not intended to be an essay in moral philosophy but rather an attempt to inject an alternate moral tradition into New Zealand's political and policy discourse. Later‐life migrants, as older people living away from their home nations, occupy multiply‐precarious positions in relation to national COVID‐19 pandemic responses. Concern has particularly centred on this group's increased risk of social and linguistic exclusion. We explore the perspectives of later‐life older Chinese and Koreans living in New Zealand during the nation's COVID‐19 lockdown of 2020. This paper presents a sub‐analysis of culturally‐matched interviews conducted with 3 Korean and 5 Chinese later‐life migrants. These participants are a sub‐sample of a larger qualitative interview study comprising 44 interviews. A social capital approach has been used to aid conceptualisation of participants' experiences and a reflexive thematic approach guided analysis. Despite their underrepresentation in national response efforts, Chinese and Korean later‐life migrants resourcefully participated in ethnically‐specific pandemic initiatives. Three themes identified were: (1) taking it seriously (2) already digitally literate (3) challenges and difficulties. Older Asian migrants engaged in a range of creative strategies to stay connected during COVID‐19 lockdowns which drew heavily on pre‐existing social capital. This paper contributes to understandings of COVID society by offering insights into the lived experience of lockdown. It reveals how larger social and economic impacts of the virus unfold in one suburban town in New Zealand. Employing "smellwalks," it mobilizes smell as an empirical tool to understand lockdown experience. Drawing from the "sensory turn" this method recognizes smell as a way of knowing social existence and gleaning non-discursive and embodied insights into the global pandemic. This paper endeavors to develop sensory methodology within urban sociology by revealing how smell furthers understandings of place and modes of being during lockdown. It argues changes in suburban smells signal disruption to daily life as a result of the government's social and economic pandemic-response measures. For instance, the empty cold smell of the mall usually warm and bustling with activity, conveys the isolation and loss of social connectedness produced by lockdown restrictions. Similarly, the dry smell of concrete dust created by the closure and demolition of a high-street bank reflects the slowing of the national economy. Attention to smell enables insight into new modes of being for residents that involve heightened anxiety around viral contagion and a slower, quieter, environmentally cleaner way of life. New Zealand is a relatively low wage economy but living costs are high and rising. One government response has been to accelerate the Minimum Wage (MW) which is now converging on the Living Wage (LW) rate. This paper explores employer attitudes and practices regarding the LW, in the context of the rising MW and Covid disruption, based on a survey of over 600 organisations. Motivation for adopting the LW simultaneously derived from ethical considerations of fairness, especially given higher living costs, and prospective returns such as better recruitment, retention and motivation in the context of tighter labour markets. Implementing the LW had mixed employment effects with benefits more likely to accrue to larger organisations. However, difficulties relating to wage differentials were also more acute in larger firms. Where affordability inhibited the full restoration of wage differentials, which were narrowing in many organisations due to the higher MW or adoption of the LW, this resulted in a perceived inequity for relatively higher paid employees. The findings highlight how perceptions of 'fairness' may vary. This could limit the wider adoption or potential gains arising from the LW, and employment relation processes need to be configured to defuse such potential indirect effects. [ABSTRACT FROM AUTHOR]

This research provides critical, comparative insights into the public communication responses employed by Australia and New Zealand during the first twelve months following the World Health Organization declaring COVID-19 a global pandemic. The two nations share a similar socio-political and cultural context, but despite being highlighted by the international media as early success stories, their public communication responses to the pandemic showed noteworthy differences. Borrowing from cultural studies, this paper applies the circuit of culture model and offers a snapshot in time that reinforces the importance of socio-cultural awareness when communicating intricate and challenging information. It supports the idea that a range of effective solutions to complex communication challenges are possible and may result in a similar outcome, including strengthened identities and national pride during uncertain times. The ongoing COVID-19 pandemic has created unprecedented social, financial, and moral disruptions across the globe despite global efforts to reduce the transmission of the novel coronavirus. Currently, vaccinating populations against COVID-19 has emerged as the most sustainable strategy to help countries recover from the socioeconomic effects of COVID-19 while protecting public health. To meet vaccination targets, some countries have adopted policies that rely on varying levels of coercion. This paper analyses the ethical implications of coercive vaccination policies implemented in Singapore and Italy, which impose barriers to accessing healthcare on the unvaccinated. These two cases are compared to the vaccine mandate in New Zealand, which did not restrict access to healthcare for the unvaccinated. This analysis draws on key considerations from Kass' ethical framework for assessing public health intervention. This analysis is relevant to countries considering similar policies to increase vaccination uptake for infectious diseases. Since healthcare is a fundamental good, a critical question is whether imposing barriers to accessing healthcare services is an ethically justifiable consequence of the choice to remain unvaccinated. Background: Worldwide, coronavirus disease 2019 (COVID‐19) has significantly challenged the delivery of healthcare. New Zealand (NZ) faced similar potential challenges despite being geographically isolated. Given the rapid change in the COVID‐19 pandemic, hospitals in NZ were tasked with formulating their own COVID‐19 responses based on the Ministry of Health's (MoH) recommendations. Methods: This paper evaluates how six metropolitan general surgical departments in NZ had responded to COVID‐19 in terms of changes made to rosters, theatres, clinics, acute admissions as well as additional measures taken to reduce the risk of staff exposure. It also explores how NZ fared in comparison with international guidelines and recommendations. Data from each centre were provided by an appointed clinician. Results: All centres had adapted new rosters and a restructuring of teams. Handovers, multidisciplinary team meetings and educational sessions were held virtually. Different strategies were implemented to ration hospital resources and reduce the risk of staff exposure. Non‐urgent operations, endoscopies and clinics were deferred with allocation of dedicated COVID‐19 operating theatres. Potential COVID‐19 suspects were screened prior to admission and treated separately. Various admission and imaging pathways were utilised to increase efficiency. Conclusion: General surgical departments in NZ had implemented a comprehensive COVID‐19 response but there is room to work towards a more unified national response. This research provides critical, comparative insights into Australia and New Zealand's public communication approaches associated with the initial rollout of the COVID-19 vaccine, hailed as a crucial element of both countries' recovery and reconnection to the rest of the world. Although Australia and New Zealand share similar socio-political contexts, the two countries approached the rollout very differently. Applying the circuit of culture model, this study explores the second year of the global COVID-19 pandemic through an Oceania lens, providing critical insights into the unique opportunities afforded to the island nations, as well as their exposure to global challenges. This paper aims to provide insights and learnings that may shape future responses to global (health) emergencies, including a call to rethink the notion of time-bound (public) communication campaigns in complex, ever-changing environments. The most common method of domestic methamphetamine manufacture encountered in New Zealand is the hydrogen iodide (HI) reduction of pseudoephedrine/ephedrine. While the overall method used to manufacture methamphetamine has remained consistent, the processes and chemicals utilized have evolved. Understanding the reason for any changes to methamphetamine manufacturing trends can assist jurisdictions with predicting the potential effects of enforcement and legislative initiatives. This paper presents data and trends amassed from suspected clandestine laboratories, associated with the manufacture of methamphetamine, in New Zealand between 2009 and 2021, along with data on methamphetamine, pseudoephedrine, and ephedrine seizures at the border. The data have shown that clandestine manufacturers in New Zealand have evolved the methamphetamine manufacturing process over the years. These changes in trends can largely be attributed to various enforcement and legislative effects and the COVID‐19 pandemic response. Purpose: New Zealand regulatory bodies guided preparers and auditors of financial statements to deal with potential COVID-19 impacts on the financial statements and audit procedures. This study provides evidence of auditors' response to the impact of COVID-19 on the reporting of key audit matters (KAMs) in audit reports of listed companies in New Zealand. The purpose of this paper is to address this issue. Design/methodology/approach: A sample of 50 New Zealand listed companies was selected to compare the KAMs in 2019 (pre-COVID-19) and 2020 (during COVID-19). The study uses content analysis to evaluate the KAMs' disclosures and descriptive analysis to examine the differences between 2019 and 2020 in terms of the auditor type, industry sector and accounting standards. Findings: Auditors responded positively to the request from regulators to communicate the impacts of COVID-19. The findings show an increase in the amount and length of KAMs in 2020 compared to 2019, with 82% of companies and 61% of KAMs reporting the impact of COVID-19. The real estate and information technology sectors disclosed more on the impact than other sectors. In analysing the KAMs, accounting standards for inventories, property plant and equipment, impairment of assets, investment property, revenue from contracts with customers and leases were highly affected by COVID-19. Practical implications: The findings support regulators to evaluate how well auditors communicated matters relating to COVID-19 in the audit report. Also, the findings will help standard setters to identify key accounting standards affected by COVID-19 of KAMs and provide insights to users on how the KAM reporting enhances communicative value during the pandemic. Governments around the world have responded to the COVID-19 outbreak with a mix of policies. The strictest responses of the New Zealand government are notable, given their abilities to contain and limit the spread of the virus. However, their impacts on stock returns remain unclear. This paper investigates the impact of three policies, namely lockdown, the stimulus package, and the travel ban, on the returns of 14 New Zealand industry stock indices. Using daily data from 1 January 2019 to 25 August 2020, evidence points to a heightened level of integration among the various industry stock indices during the early stages of the pandemic. Only lockdown has had a positive impact on aggregate stock returns, suggesting its ability to raise investors' confidence in the overall stock market. At the industry level, the impact of the three response policies is generally positive but heterogeneous across industry stock indices. The use of information technology during the COVID-19 pandemic raises significant questions around the protection of personal data in a disaster. This paper considers how the clear benefits of using and sharing such data in disaster scenarios can be achieved while recognising an individual's right to privacy through examining the experiences of Taiwan and New Zealand. These states represent two successful COVID-19 response strategies which utilised different approaches to the use of technology. In Taiwan, the response made significant use of personal data and information technology. New Zealand, by contrast, has relied upon stringent lockdowns and extreme limits upon personal freedoms. The paper considers the different approaches to data and privacy that underpinned these responses and considers whether New Zealand can learn from the Taiwanese experience in future disaster planning. In doing so, the paper concludes by examining the wider question of when and if the community's expectation of a safe environment should trump the rights of individuals to retain personal data both in the context of pandemics and in other emergency or disaster scenarios. COVID-19 has forced us to think critically about alternative global and local response strategies to the unprecedented devastation. Some of the most infected groups are Pacific communities and this has raised concern about the need to seriously address the issue of health and socio-economic inequality. One way of doing this is through social protection. The paper critically examines some of the conventional notions of social protection, especially those predicated on market-imperatives and assumptions and argues for new and community-relevant innovative social protection strategies to effectively mitigate the effects of COVID-19. It then discusses the integrated social protection approach (ISPA). A key component of New Zealand's response to the Covid-19 pandemic was how the government was organised and supported to make decisions in relation to the health, economic, social, foreign policy, legal and other policy issues it faced.
