Congestion is a well-known economic phenomenon in which excessive inputs lead to a decrease in the maximum possible outputs. This study analyzes the relationship between congestion and overinvestment using a data envelopment analysis framework to reveal that some congestion can be eliminated by increasing inputs. The proposed approach classifies congestion into two categories, relative and absolute congestion, depending on the possibility of eliminating congestion by increasing inputs. Corresponding methods for identifying and measuring congestion are proposed and employed for empirical analyses examining China's papermaking and paper products industry. We find that most congestion in 2013–2016 is in the relative congestion and could be eliminated by increasing inputs. The primary causes of congestion are identified based on our analysis and corresponding policy suggestions are proposed for eliminating congestion. [ABSTRACT FROM AUTHOR]

The pulp and paper industry converts roundwood and recycled fibre, collected from wastepaper into printing and writing papers, and other specialty grades of paper. The pulp and paper mills in Ontario have been facing extreme competitive pressures, which have affected their performance leading to several mill closures. The purpose of this study is to evaluate and compare the relative performance of three types of Ontario's pulp and paper mills (using all fibre, only roundwood fibre, and only recycled fibre). This study uses bootstrap data envelopment analysis in analyzing and comparing the operational efficiency of the Ontario's pulp and paper mills, with 224 sample data observations over a period of 17 years. The results indicate low levels of overall technical and managerial efficiencies in the pulp and paper mills using recycled fibre. The results of the study highlight that the pulp and paper industry needs to divert their attention to streamlining the manufacturing processes, reducing costs, improving raw material usage, and making capital investments in the new and improved technology, in order to improve the operational efficiency and competitiveness of the Ontario's pulp and paper mills. The pulp and paper mills using recycled fibre require huge capital investments, especially for installing the latest de-inking technology. The results of this study provide policy makers with detailed performance analysis so that future input resources can be reallocated to improve the performance of the pulp and paper mills in Ontario. Data envelopment analysis (DEA) as a nonparametric programming approach has been widely extended and applied in many areas. Conventional DEA models can well measure the efficiency of inefficient decision-making units (DMUs) but cannot further discriminate the efficient DMUs. A lot of methods are proposed to address this problem. One of the most important methods is the slacks-based measure of super-efficiency model (S-SBM model) developed by Tone in 2002. However, the projection for a DMU on the efficient frontier identified by S-SBM model may not be strongly Pareto-efficient that makes the super-efficiency score misestimated. This paper revises the usual slacks-based measure of super-efficiency by incorporating input saving and output surplus scaling factors into the objection function for measuring DMUs. We integrate SBM model and S-SBM model effectively and yield input saving and output surplus scaling factors as well as input and output slacks under only one integrated model. According to the study, the projection reference point identified by our method is strongly Pareto-efficient. Meanwhile, how each decision variable influences the efficiency score for a specific DMU is revealed and illustrated through two numerical examples and an empirical study in paper chemical mills. Abstract This study aims at to make a heuristic analysis of energy efficiency performance of Indian paper industry in a non-parametric production theoretic approach. Using the data for 2004–05 to 2013–14, radial and non-radial variants of DEA were employed to estimate energy saving potential and identify the relative position of paper industry across the states. Preliminary analysis in terms of energy intensity scores showed declining trends of energy intensity over the period of analysis for most of the states except states like Assam, Chhattisgarh, Kerala and Punjab where it does not decline much. Assuming a variable returns to scale (VRS) technology under the conditions of inherent heterogeneity and market imperfection, the slack-based measure (SBM) reported a much higher energy saving potential than reported by other measures in the study. Further by taking scale efficiency into account, the study documented the higher contribution of pure energy inefficiency in explaining the total energy inefficiency within the paper industry relative to scale inefficiency. Finally, the study recommends the propagation of energy efficiency program through a market-based and regulatory mechanism along with consolidation and technological advancement of individual units, in order to tap vast energy saving potential and thereby ensure the growth and environmental sustainability. In this study, the relative performance of Mazandaran Wood and Paper Company as a major supplier of paper products in Iran was measured. Network Data Envelopment Analysis (DEA) models with parallel structure were used to evaluate and measure its performance. GAMS software version 23.4 was used for data analysis. Results indicated that this company in all studied years had good performances based on the parallel DEA models. Also, according to the same models with parallel structure, 2007 and 2008 had better efficiency score than the other years. Finally, results indicated that, using the cross efficiency models, the company had the best performance in 2007. This result could be due to the input-oriented nature of the models. In real applications of data envelopment analysis (DEA), there are cases in which undesirable outputs are produced along with desirable outputs in such a way that the total sum of the produced undesirable outputs over the production units must be fixed and constant. In this case, a trade-off between the decision-making units (DMUs) is needed to balance the production of undesirable outputs. In a rational sight, this trade-off is done in such a way that all DMUs improve their relative performances. In this paper, a single DEA-based model is proposed to model fixed and variable-sum undesirable outputs in production processes. A common equilibrium efficient frontier is constructed and after reallocating the input/output factors, all decision-making units (DMUs) prevail as efficient. A real case of 32 paper mills in China is given. The results of the analysis demonstrated that some economically developed paper mills have better performance than less developed paper mills; in particular, all efficient paper mills are the developed ones. China's paper industry accounts for a larger proportion of the global paper industry and consumes large amounts of energy. Energy conservation and pollution reduction of the industry have become the focus of China's national development strategy. Energy efficiency is an important index which directly determines the amounts of energy consumption and pollution emissions. To understand the energy efficiency evolution of China's paper industry, this paper establishes an input-output data of the paper industry for 29 provinces in China and applies DEA method and econometric models to estimate and comprehensively discuss the energy efficiency issues based on the framework of total factor efficiency. Our results indicate that China's paper industry has a large energy saving potential even though its energy efficiency has improved during the period 1990–2013. The saving potential is about 65% under the meta-frontier and 44% under the group-frontier. Moreover, there are significant differences between different regions in production technology and energy efficiency. The performance of eastern China is better than other regions. But the technology gaps between the different regions are shrinking and converging over time. Finally, some policy recommendations are proposed to improve the energy efficiency of the industry. This paper investigates the efficiency in the Swedish pulp and paper industry using national account data. By using a directional distance function approach we are able to investigate different aspects of efficiency relating to the direction of scaling. In the first analysis, desired output (pulp and paper) and undesired output (pollution) are considered equally important. This analysis shows that there is a 12% potential to simultaneously reduce pollution and increase the production of pulp and paper. In the second analysis, only undesired output is considered. The analysis shows an average potential reduction in pollution of 22%. If, on the other hand, this potential is computed in terms of desired output, keeping undesired output constant, the average potential increase in desired output is 14%. In a fourth analysis we discuss the potential to evaluate the costs of environmental regulations using the DEA methodology. Purpose: The paper aims to craft a non-parametric composite value for the board quality of Indian banks where the weights can be assigned endogenously. Design/methodology/approach: The study employed a non-parametric data envelopment analysis (DEA)-based novel extension known as the benefit of doubt approach. To measure the strength of the Indian bank corporate board in terms of board efficiency (BEF), the study used a mixed approach, i.e. first, the study calculates the percentile ranks of the five attributes that the study assumes are the characteristics of the strong board including board size, number of outside directors, frequency of meetings, non-duality leadership and board gender diversity. Thereafter, the study performs the benefit-to-doubt approach to finally measure the efficiency of the board. Findings: The findings of the study establish that the methodological framework present in the study to measure the strength of the board in terms of BEF has been a much superior method over the other weighted and non-weighted linear average methods. Practical implications: This methodology aids the shareholders, investors and regulatory bodies in rating the Indian banks based on their strength in terms of better monitoring boards and ensuring a smooth agent–owner relationship. Originality/value: The benefit of doubt approach has been a unique and novel methodology to craft the composite value for any multidimensional phenomenon. One of the major benefits of using this approach is that it assigns the weights endogenously to each dimension and thereafter collectively determines the efficiency of such a phenomenon. This article explores the impact of Carbon Capture, Utilization, and Storage (CCUS) technology innovation on green total factor productivity (GTFP) in China. The study finds that CCUS technology innovation has a positive effect on GTFP by improving industrial structure and carbon emissions efficiency. Environmental regulations also contribute to this relationship. The author suggests further research to refine the measurement of GTFP and address potential issues in the analysis. They also recommend conducting a heterogeneity analysis and mediation test to understand the mechanism of CCUS technology innovation on GTFP. The present study proposes a Fuzzy Data Envelopment Analysis (FDEA) approach for analyzing the performance of 8 selected paper mills of India. The proposed approach named FDEA considers the use of fuzzy weights in the objective function and makes use of alpha cut to decide the fuzzy interval. The efficiency of paper mills is evaluated based on 3 input parameters (raw material, energy consumption, and water consumption) and 4 output parameters (paper production, Biochemical Oxygen Demand (BOD), Chemical Oxygen Demand (COD) and Greenhouse Gas (GHG) emissions). Further, this paper also analyzes the effect of negative outputs, like BOD, COD, and GHG on the efficiency of paper mills. There are a great number of DEA models proposed to deal with ecological efficiency problems with undesirable outputs. However, which model should be used in a specific scenario or how about the discriminability of a given DEA model is hard to decide in practice. This paper uses the ecological Shannon DEA procedure based upon the existing study to obtain an ecological comprehensive efficiency score for each decision units. The procedure is used to appraise the ecological evaluation to 32 paper mills along the Huai River in China. The results seem reasonable since they integrate the results of existing relevant DEA models, and calculate the importance degree of each model. This study aims to analyze the relative efficiency of graduate programs in terms of the quality of their scientific publications in journals. To this end, we applied Data Envelopment Analysis to the fields of Public and Business Administration, Accounting, and Tourism, using data from the 2017 Quadrennial Evaluation developed by the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior ["Coordination for the Improvement of Higher Education Personnel", CAPES]. The results suggest that efficient graduate programs are concentrated in the center-south axis of Brazil, in the areas of Administration and Accounting. Despite the overall publishing strategy in journals of various ranks (strata), efficient graduate programs allocate their efficiency primarily to Qualis A1 journals, A1 being the excellence rating in the CAPES scale. We conclude that legitimized research practices pressure graduate programs to improve the quality of their publications while threatening the survival of programs that fail to conform to the assessment rules.
