Prior research has suggested that providing free and discounted access to the scientific literature to researchers in low-income countries increases article production and citation. Using traditional bibliometric indicators for institutions in sub-Saharan Africa, we analyze whether institutional access to TEEAL (a digital collection of journal articles in agriculture and allied subjects) increases: (i) article production; (ii) reference length; and (iii) number of citations to journals included in the TEEAL collection. Our analysis is based on nearly 20,000 articles - containing half a million references - published between 1988 and 2009 at 70 institutions in 11 African countries. We report that access to TEEAL does not appear to result in higher article production, although it does lead to longer reference lists (an additional 2.6 references per paper) and a greater frequency of citations to TEEAL journals (an additional 0.4 references per paper), compared to non-subscribing institutions. Good institutions were pivotal to the emergence of capitalism and hence the creation of wealth, prosperity and development in the world. In this paper, the authors argue that one of the reasons for the poverty and underdevelopment in sub-Saharan Africa is the weak institutional framework which exists in these countries. The laws, rules and regulations governing businesses and entrepreneurial activities are either too weak or ineffective, and could be riding roughshod over any political interest or individual. The paper presents evidence from the literature to amplify the view that strong and effective institutions are fundamental to reinvigorating economic growth and development. Finally, the authors suggest that a complete overhaul and rejuvenation of the institutional framework which exists in the countries of sub-Saharan Africa is crucial to the creation of jobs, and the alleviation of poverty and underdevelopment. This paper examines the impact of the Highly Indebted Poor Countries (HIPC) Initiative on under five mortality rate (U5MR) in Sub-Saharan Africa. The HIPC Initiative involves debt forgiveness and the redirection of funds that were meant to service external debt towards the provision of social services and poverty reduction in eligible countries. The Initiative is akin to a natural experiment since some countries benefited while some did not, and the timing of debt forgiveness varied across countries. We exploit these variations to identify the impact of HIPC Initiative on child mortality using a dynamic panel data estimator. We find that participation in HIPC Initiative is associated with statistically significant decreases in U5MR. On the other hand, the impact of actual debt cancelled is statistically insignificant. Does it matter that all of the sub-Saharan African countries have small financial systems? In this short paper, we review the reasons why absolute size is relevant, and consider some of the possible ways of alleviating the problems resulting from having a small financial system. Objective: To characterize the impact of widespread inventory management policies on stock-outs of essential drugs in Zambia’s health clinics and develop related recommendations. Methods: Daily clinic storeroom stock levels of artemether-lumefantrine (AL) products in 2009–2010 were captured in 145 facilities through photography and manual transcription of paper forms, then used to determine historical stock-out levels and estimate demand patterns. Delivery lead-times and estimates of monthly facility accessibility were obtained through worker surveys. A simulation model was constructed and validated for predictive accuracy against historical stock-outs, then used to evaluate various changes potentially affecting product availability. Findings: While almost no stock-outs of AL products were observed during Q4 2009 consistent with primary analysis, up to 30% of surveyed facilities stocked out of some AL product during Q1 2010 despite ample inventory being simultaneously available at the national warehouse. Simulation experiments closely reproduced these results and linked them to the use of average past monthly issues and failure to capture lead-time variability in current inventory control policies. Several inventory policy enhancements currently recommended by USAID | DELIVER were found to have limited impact on product availability. Conclusions: Inventory control policies widely recommended and used for distributing medicines in sub-Saharan Africa directly account for a substantial fraction of stock-outs observed in common situations involving demand seasonality and facility access interruptions. Developing central capabilities in peripheral demand forecasting and inventory control is critical. More rigorous independent peer-reviewed research on pharmaceutical supply chain management in low-income countries is needed. [ABSTRACT FROM AUTHOR]

This paper reflects critically on the potential of four parallel ethical gold certification schemes to empower people engaged in poverty-driven artisanal and small-scale mining (ASM) activities in sub-Saharan Africa. It reviews the literature on empowerment to broaden understanding of which groups of miners these certification schemes are targeting and capable of supporting. The industry-led schemes implemented to date seem ideally-suited for multinational companies, whilst NGO-led schemes appear neither capable of breaking down the institutional structures that marginalise ASM operators nor readily adaptable to the African context. No scheme seems truly focused on – and capable of – empowering miners who are suffering extreme hardship and struggling to accumulate earnings. None of the ethical gold certification schemes reviewed here appears capable of sufficiently altering the social dimensions of power, agency and the institutional environment needed in order to empower artisanal and small-scale miners. The adoption of the shared prosperity goal by the World Bank in 2013 and Sustainable Development Goal 10, on inequality, by the United Nations in 2015 should strengthen the focus of development interventions and cooperation on the income growth of the bottom 40 percent of the income distribution. This paper contributes to the incipient literature on within-country allocations of development institutions and assesses the geographic targeting of World Bank projects to the bottom 40 percent. Bivariate correlations between the allocation of project funding approved over 2005–14 and the geographical distribution of the bottom 40 as measured by survey income or consumption data are complemented by regressions with population and other potential factors affecting the within-country allocations as controls. The correlation analysis shows that, of the 58 countries in the sample, 41 exhibit a positive correlation between the shares of the bottom 40 and World Bank funding, and, in almost half of these, the correlation is above 0.5. Slightly more than a quarter of the countries, mostly in Sub-Saharan Africa, exhibit a negative correlation. The regression analysis shows that, once one controls for population, the correlation between the bottom 40 and World Bank funding switches sign and becomes significant and negative on average. This is entirely driven by Sub-Saharan Africa and not observed in the other regions. Hence, the significant and positive correlation in the estimations without controlling for population suggests that World Bank project funding is concentrated in administrative areas in which more people live (including the bottom 40) rather than in poorer administrative areas. Aims The alcohol beverage industry has been expanding its corporate social responsibility and other business activities in sub-Saharan Africa. The aim of this paper is to evaluate the effects of these activities on the physical, economic, psychological and social availability of alcohol in the region. Methods Narrative review. Source materials came from the business press, industry sources (websites, annual reports, press releases, conference proceedings) and the scientific literature published since 2000. Results The alcohol industry has intensified its activities in the African region, through their funding of social aspect organizations, technical publications, policy workshops and other corporate social responsibility activities. Marketing campaigns, new product designs and the development of industry-civil society partnerships have increased. There is evidence that the alcohol industry also engages in lobbying, information dissemination and legal action to thwart effective public health measures. Conclusions The corporate social responsibility activities of the global alcohol industry have provided a vehicle to promote industry-favorable policies and increase the physical, economic, social and psychological availability of alcohol. Development aid is commonly advocated as one of the most effective instruments to reduce international migration. Nevertheless, empirical evidence shows that push factors do not automatically result in massive migrations and that aid policies systematically fail to meet their stated objectives. Recently, several contributions have argued that an increase in sending countries' wealth may lead to a rise in migration, rather than to a reduction, because it enables people to assume the costs and risks of migrating. However, despite the growing number of studies on this phenomenon, the role played by Official Development Assistance (ODA) has not received attention yet. This paper aims at providing empirical evidence on this specific issue. In particular, we investigate the relation between ODA and international migration rates of sub-Saharan countries. We argue that ODA may have a positive effect on migration decisions for two reasons. First, ODA improves workers' ability to cover the costs of migration, by providing new job opportunities and in turn increasing incomes in the recipient country. Second, ODA, which is often associated with development programs in education, communication services, and business opportunities, may also stimulate mobility aspirations of potential migrants. We develop an econometric analysis in order to investigate this hypothesis. Specifically, we perform a three-stage least square estimation on a sample of 48 sub-Saharan countries. We build a two-equation model, so as to allow for endogeneity of ODA, and find that ODA has a positive and statistically significant effect on migration outflows. Thus, as our main contribution, we argue that development aids are not substitute for migration and that the traditional aid policies (such as those of the European Union), aimed at curbing migration by providing international financial aids, might need to be reconsidered. Improved technologies are increasingly promoted to farmers in sub-Saharan Africa to address low agricultural productivity. There is, however, a lack of evidence on how adoption affects farmers’ labour use, gender roles and profitability. This paper analyses the farm level impacts of the recently introduced row planting technology in teff production in Ethiopia. Using a randomised controlled trial, we show that row planting significantly increases the total labour requirement and allocation but not teff yields, resulting in a substantial drop in labour productivity. There is no significant profitability effect at the farm level, seemingly explaining the limited success in upscaling the programme. [ABSTRACT FROM AUTHOR]

This paper has two main objectives. First, to address the problematic of the socioeconomic impact of land deals in sub-Saharan Africa by looking at what we know from the available literature so far, namely what has been claimed and how much research has been done, as well as why we do not know very much despite the quantity of material published. This is done via a systematic scoping review, which aims to avoid some of the biases inherent in conventional literature reviews and to provide evidence for some basic features of the emerging research on land grabs in Africa, with specific reference to their contribution to the understanding of livelihood impacts. Second, the article links empirical questions about the impact and implications of land grabs with a discussion of alternative (neglected) research questions, notably the implications of the current land rush phenomenon for the classic agrarian questions of capital and labour, as understood in agrarian political economy. Thus the paper proposes a re-engagement with debates on the classic agrarian questions in a Marxist political economy tradition in order to move the land grab research agenda towards more conceptually and empirically challenging research questions. Purpose The purpose of this paper is to examine the impact of external debt and corruption on economic growth in the selected five Sub-Saharan African (SSA) countries, from 1990 to 2015.Design/methodology/approach Panel unit root and panel cointegration tests are employed to test for stationarity of the series and the long-run relationship, respectively. Fully modified OLS and dynamic OLS techniques are also employed to examine the long-run coefficients of the variables of the model, as well as panel Granger causality test, in order to examine the direction of causality among the variables.Findings The results indicate that there is a negative relationship between external debt and economic growth, as well as a bi-directional causality between the two variables. The findings also indicate a positive relationship between corruption and economic growth, as well as a uni-directional causality running from economic growth through corruption.Research limitations/implications The study recommends that the governments of the selected countries should address the menace of rising external debt through the adoption of other sources of capital for investment. Such include more openness of the economy for more capital, by easing restrictions on genuine imports and exports of valuable goods and services. It also suggests that the issue of corruption be tackled head-on, by such penalties that tend to make corruption less attractive.Originality/value While the relationship between economic growth and external debt, on the one hand, and corruption and economic growth, on the other hand, have received considerable attentions, the trio of external debt, corruption and economic growth have not been found combined in a model, to the best of the authors’ knowledge. Also, the countries under consideration, who jointly account for about 47 percent of the entire SSA countries’ stock of external debt, have not been jointly found in any recent panel studies involving the selected variables. Abstract: This paper studies the role played by the quality of property rights in the linkages of international capital flows into sub‐Saharan African (SSA) economies. Using panel data of 36 SSA countries over the period 1996–2015 and the ARDL procedure with the Pooled Mean Group regression method appropriate for non‐stationary panel data estimation, we account for the joint effects of property rights quality and openness to foreign capital flows on economic growth. We uncover the existence of a property rights quality threshold beyond which property rights either amplifies the spillovers effects or attenuates the negative effect of capital flows on economic growth. For instance, it takes a level of property rights of at least 60 to have a positive long‐term impact of capital flows on economic growth in natural resource‐poor African countries. The quality of property rights matters more to obtain spillover effects of capital flows on growth in natural resource‐poor countries than in their peer natural resource‐rich countries. Finally, with regard to the countries' income levels, capital flows have significant long‐term spillovers effects on economic growth in advanced African economies than in their low‐income peers. This paper provides a framework-based approach for assessing the potential for mobile finance (m-finance) services to achieve greater financial inclusion in sub-Saharan Africa. The conceptual approach synthesises market and user perspectives, and constructs an evidence-based exploratory framework based on analysis of a single country, Uganda. Case evidence is used to inform four lifecycle stages for m-finance, moving from design to access, usage, and outcomes associated with differentiated m-finance applications. Based on analysis of published sources, findings from Uganda suggest that early adoption of m-finance has favoured those already financially included and market-driven solutions for the financially excluded are limited. Simple market modelling is found to be an insufficient basis on which to assess potential amongst the unbanked majority. The paper argues that the perception, behaviour and capability of users, and forms of user appropriation, should be a paramount concern, and potential for m-finance should be considered within a deeper understanding of a specified financial services context and within a defined market, regulatory and policy environment. There is significant academic evidence that growth in one country has a positive impact on growth in neighbouring countries. This paper contributes to this literature by analysing the heterogeneous strength of growth spillovers across world regions and by investigating the contribution of transport and communication infrastructure to explain this heterogeneity and promote neighbourhood effects. By defining neighbourhood on the basis of membership of regional trade agreements, we focus on spillovers that work through regional integration and trade. The analysis finds significant evidence for heterogeneity in growth spillovers, which are strong between OECD countries and essentially absent in sub-Saharan Africa (SSA). We further find strong interaction between infrastructure and being a landlocked country. This suggests that growth spillovers from regional 'success stories' in SSA and other lagging world regions will depend on first strengthening the channels through which such spillovers can spread - most importantly connective infrastructure such as transport and telecommunication links. The paper conducts an empirical investigation into the effects of financial liberalization policies on the growth of 19 countries in sub-Saharan Africa (SSA). Two indexes are constructed which measure the gradual progression and institutional changes involved in financial liberalization. Because these indexes track specific financial liberalization policies, they provide better measures of financial liberalization than the indicators of financial development often used in the literature. Panel data estimates show a significant positive relationship between economic growth and financial liberalization policies. Purpose - The purpose of this paper is to explain the causes of political and economic problems faced by Sub-Saharan countries. Design/methodology/approach - Data were compiled from current statistical data from various countries in the region. Also library sources were used to study the historical developments relating to the countries' past and current political and economic situations. Findings - This paper finds that the Sub-Saharan countries misruled themselves and ruined their economies soon after they gained independence. They were then forced to seek help from their past colonial masters whom they had fought and got rid of to be independent. Practical implications - The implications are that these former colonies have had to face reality and work with some western countries (including their past colonial foes) in order to foster economic development. In so doing, they have had to compromise and be accommodate donor and invest conditions Originality/value - This paper provides explanation as to why the countries in this region have had economic and political problems. This paper develops an original proposition for debate in the fields of African studies, transnationalism, environmental studies, and technology studies. Essentially, the paper posits that, for a few key reasons, Sub-Saharan Africa will not likely have an opportunity to experience industrialization with the reigning "destructo-industrial" technologies pioneered by Europeans and Americans. An industrial experience appears achievable for Sub-Saharan Africans only in the context of a new ecological economy. Not only are there no unassailable national frontrunners in this future area, but Sub-Saharan Africans have a credible opportunity of being among the leaders in the future. The process would commence with "brain circulation," the movement of Africans into rich, technologically advanced countries to have their human, economic, and social capital enhanced, some of which to be reinvested in their respective homelands, particularly in ecological industrial areas. This paper measures the extent to which South African economic growth is an engine of growth in sub-Saharan Africa. Results based on panel data estimation for 47 African countries over four decades suggest that South African growth has a substantial positive impact on growth in the rest of Africa, even after controlling for other growth determinants. Purpose The purpose of the paper is to examine the extent and trends of income inequality as well as the contribution of household and community-level factors in explaining inequality within north and south in Ghana.Design/methodology/approach The study employs both descriptive and regression methods. The study adopts the methodology by Fields (2002) to assess the importance of household and community attributes in explaining the level of inequality within the north and the south.Findings The findings of the study show that household characteristics such as urban location, no education, public and private formal economic activities, and not covered by National Health Insurance Scheme are major determinants of inequality within the north and the south. Specifically, within the north, the 20-34 year age group is the most prominent contributor to inequality. Within the south, the most important determinant of inequality is the completion of junior high school. The contribution of community-level features shows that, within the north, access to banks is the most vital factor to inequality, whereas within the south, access to electricity and public transport is the most important community factor.Practical implications The study provides an understanding of the underlying household and community factors driving the observed inequality patterns within the north and the south in Ghana. Policy options are identified for achieving the sustainable development goals.Originality/value The study uses the latest round of the Ghana Living Standards survey, GLSS 6, which covers new data on a nationally representative sample of 18,000 households in 1,200 enumeration areas. With the expansion of antiretroviral treatment programmes, many children and adolescents with HIV in sub-Saharan Africa could expect to live healthy lives. Yet adolescents have the highest levels of poor antiretroviral adherence and of loss to follow-up compared with other age groups. This can lead to increased morbidity and mortality, to the development of drug-resistant strains, and to high societal costs. While financial incentives have been extensively used to promote medication adherence among adults, their use among adolescents remains rare. And while there is a large body of ethical literature exploring financial incentives among adults, little philosophical thought has gone into their use among adolescents. This paper explores three oft-mentioned ethical worries about financial incentives for health behaviours and it asks whether these concerns are more serious in the context of incentives for improving adolescent adherence. The three worries are that such incentives would unduly coerce adolescents' decision-making, would compromise distributive justice and would crowd out intrinsic motivations and non-monetary values. Our tentative conclusion is that more empirical investigation of these concerns is necessary, and that at this point they are not compelling enough to rule out trials in which adolescents are incentivised for antiretroviral adherence. Background: Road safety has been receiving increased attention through the United Nations Decade of Action on Road Safety, and is also now specifically addressed in the sustainable development goals 3.6 and 11.2. In an effort to enhance the response to Road Traffic Injuries (RTIs), this paper aims to examine the cost effectiveness of proven preventive interventions and forms part of an update of the WHO-CHOICE programme. Methods: Generalized cost-effectiveness analysis (GCEA) approach was used for our analysis. GCEA applies a null reference case, in which the effects of currently implemented interventions are subtracted from current rates of burden, in order to identify the most efficient package of interventions. A population model was used to arrive at estimates of intervention effectiveness. All heath system costs required to deliver the intervention, regardless of payer, were included. Interventions are considered to be implemented for 100 years. The analysis was undertaken for eastern sub-Saharan Africa and Southeast Asia. Results: In Southeast Asia, among individual interventions, drink driving legislation and its enforcement via random breath testing of drivers at roadside checkpoints, at 80% coverage, was found to be the most cost-effective intervention. Moreover, the combination of "speed limits + random breath testing + motorcycle helmet use", at 90% coverage, was found to be the most cost-effective package. In eastern sub-Saharan Africa, enforcement of speed limits via mobile/handheld cameras, at 80% coverage, was found to be the most cost-effective single intervention. The combination of "seatbelt use + motorcycle helmet use + speed limits + random breath testing" at 90% coverage was found to be the most cost-effective intervention package. Conclusion: This study presents updated estimates on cost-effectiveness of practical, evidence-based strategies that countries can use to address the burden of RTIs. The combination of individual interventions that enforces simultaneously multiple road safety measures are proving to be the most cost-effective scenarios. It is important to note, however, that, in addition to enacting and enforcing legislation on the risk factors highlighted as part of this paper, countries need to have a coordinated, multi-faceted strategy to improve road safety. This paper uses an instrumental variables approach to estimate the relationship between trade openness and economic growth in Sub-Saharan Africa. Instrumental variables estimates show that economic growth has a significant negative contemporaneous effect on trade openness, while trade openness has a significant positive effect on economic growth. A 1 percentage point increase in the ratio of trade over GDP is associated with a short-run increase in growth of approximately 0.5% in a given year; the cumulative long-run effect on the level of GDP per capita is larger, reaching about 2%. Deaths from non-communicable diseases are increasing worldwide. Low and middle-income countries, particularly those in sub-Saharan Africa (SSA), are projected to see the most rapid increase over the next two decades. While non-communicable diseases such as diabetes and cardiovascular disease increasingly contribute to mortality in SSA, communicable diseases such as malaria and HIV/AIDS remain major causes of death in this region, leading to a double burden of disease. In this paper, we use World Health Organization data and life table techniques to: (1) delineate the magnitude and toll of the double burden of disease in four SSA countries: Ghana, Gabon, Botswana, and Kenya, and (2) scrutinize assumptions linking changes in disease patterns to economic development and modernization. Sub-Saharan Africa is generally one of the most electricity deprived regions in the world. Since the 1990s, the World Bank and other relevant and respected multilateral organisations have consistently advocated that the required finance to develop sub-Saharan Africa's essential electricity capacity should be sourced from the private sector. However, despite this ongoing advocacy, the private sector has been unenthusiastic to answer this call. Much of the literature attributes this reticence to a lack of 'good governance': principally negative behaviours such as corruption. Instead, in this paper we argue that this is too simplistic an explanation, as private investment has still been able to thrive in other locations where such negative behaviours have existed. To support this argument, we utilise an interdisciplinary approach to review three separate academic governance perspectives, to deliver a more comprehensive view. These are: 1) Financial Investment Governance , the private sector investor's perspective, which focuses on the rules and institutions (or lack of) that directly influence the financial investment environment; 2) Political Governance, the political economy perspective, which relates to the negative, indirect investment consequences resulting from the way that governments govern; and 3) Technological Governance, a 'systems' perspective, which encompasses how the standard structure and organisation of the wider electricity delivery system in each country, negatively impacts such investment. An international agenda has evolved over the past decade to establish hard and soft rules to govern the impacts of the extractive industries. The international community and some resource-rich states have increasingly embraced norms such as transparency in resource governance. This paper explores how multi-stakeholder initiatives such as the Extractive Industry Transparency Initiative (EITI) and the Publish What You Pay (PWYP) campaign have sought to institutionalize transparency in resource governance. By exploring how, why, and to what effect transparency in resource governance has taken hold in a new petro-economy such as Ghana, I highlight two key findings: the interaction between voluntary and mandatory governance mechanisms and rescaling of authority, and the multi-scalar dimensions of resource governance and subsequent lack of focus on sub-national issues. In concluding, I question the transformative potential of transparency in resource governance, which has significant global implications as the demand for energy and non-energy minerals continues to rise. This paper demonstrates that fundamental to lack of progress towards universal coverage in sub-Saharan Africa is an elitist post-colonial political economy that dominates the social organisation in the sub-region. Too often, it seems that analyses of these issues ignore history and take no or little account of these post-colonial influences that today still have a bearing on policy in various sectors, especially in health care. The following paper uses the case-study of Cameroon to examine how critical donors can shield their close allies from pressure to pursue political liberalization. As the wave of democratic reform swept through Africa in the early 1990s, similar to that going through North Africa and the Middle East today, domestic opposition pushed the ruling clique in Cameroon towards pluralism. However, in this case, instead of encouraging democracy, France helped President Paul Biya to maintain his grip on power. As will be demonstrated, massive amounts of French aid helped the regime survive both internal and external pressure for change. Under a political conditionality approach other secondary donors tried to use their foreign assistance to help push for liberal-democratic reforms in Cameroon. However, such efforts are frequently undermined by what the donor perceives as its self-interest. This research attempts to illustrate this general point by examining the relationship between Cameroon and France and the maintenance of authoritarianism in the defense of common interests. The paper focuses on the potential for goats to reduce poverty in Sub-Saharan Africa. It offers information on the present status of goat populations and their productivity. The current systems of production are described. The social and economic roles played by goats in food security and income generation are considered. The potential of goats in food production is discussed in terms of productivity, economic importance and potential for increasing food production in Sub-Saharan Africa. The rising demand for animal products from increasingly wealthy urban elites also offers a tremendous opportunity for goat farmers to share in the growing wealth of urban centres. This paper explores the relationship(s) between global governance, sex, and HIV/AIDS in sub-Saharan Africa (SSA), as embodied in the practices of such governance organisations as the World Bank, the African Development Bank (AfDB), and the Organization for Economic Cooperation and Development (OECD). 'Neoliberal' in their commitment to centralising the Western 'free' market and private capital in developing countries, these organisations trade in their success at instigating 'effective' (that is, profitable) policy-making. For governance organisations, and the 'developing' countries with which they work, HIV/AIDS is a subject to be taken very seriously, not only since the premature death of any adult population is a cause for concern, but also because HIV/AIDS is believed to impact particularly devastatingly on society's otherwise most economically productive participants. My focus on HIV/AIDS policy (in SSA because it is a region considered especially blighted) is, however, less focused on conventional accounts of 'obstacles' to economic development as measurable through gross domestic product (GDP). My concern is, rather, with the ways in which governance organisations' various approaches to HIV/AIDS in SSA provide examples of the ways in which global governance policy-making regulate and reproduce 'appropriate' human bodies through assumptions about who a person is and, therefore, what that person does (or is able to do). Policymakers in Sub-Saharan Africa face several choices to increase levels of access to electricity under severe budget constraints. First, they need to prioritise technologies that can supply electricity at a low cost. Second, they need to design and implement appropriate policies to attract private investment. On the first choice, renewable energy is becoming increasingly competitive with fossil fuels. Moreover, it contributes to energy security and environmental sustainability, while providing access to new sources of (sustainable) finance. On the second choice, developing countries typically face a multitude of constraints to attract investment to their energy sector. It can be daunting and expensive to address them all at once. This paper presents a new methodology to support policymakers to better target policies for the promotion of commercial-scale renewable energy investment. The methodology, which we call “Green Investment Diagnostics” draws upon the Growth Diagnostics framework, extensively used in the field of Development Economics to identify the binding constraints to economic growth. It is operationalised with a decision tree analysis that builds cumulative evidence to prioritise some constraints over others, through the review of indicators and validation through expert interviews. We apply this approach to Kenya and Ghana, finding that Ghana’s key constraints to investment in renewable energy are an unreliable off-taker, macroeconomic imbalances, regulatory uncertainty, pressures to keep prices low, as well as insufficient and costly domestic finance. Kenya instead offers generous returns to investment in renewables but faces a low demand, a lack of networking infrastructure and problems of governance and social acceptance, exacerbated by uncertain land property rights and rent-seeking. Using recent New York Board of Trade (NYBOT) data, this paper investigates whether the cocoa futures market is unbiased and efficient using two and five-month forecast horizons. The presence of a time-varying (and or constant) risk premium is also assessed. Cash and futures prices are co- integrated and tests confirm market efficiency and unbiasedness in the long run. However, by the necessary condition for futures market efficiency, the cocoa futures market is biased and inefficient in the short run. Short-run bias is not due to a time-varying or constant risk premium, but rather to informational inefficiency. Out-of-sample analysis suggests informational inefficiency is limited in magnitude and insufficient to generate economically relevant profits even in the short run. By the sufficiency condition for futures market efficiency, therefore, the cocoa futures market is efficient even in the short-run. The finding of both long and short-run futures market efficiency suggests futures'hedging of cocoa export price risk is a feasible market-based risk management strategy for Sub-Saharan Africa's cocoa exporters. The establishment of a successful stock market in a developing economy can be a major source of economic growth if it provides development finance by channelling domestic savings and attracting foreign investment. However, this objective is not always met, particularly in very small markets where there are barriers to efficient market operations. A case study of Swaziland and Mozambique illustrates that any potential gains to the domestic investment community are limited if there is insufficient liquidity and the political economy is such that ownership is not truly dispersed but rather remains in the hands of social elites. This paper finds that potential growth of small developing markets is further severely constrained by poverty and wealth inequality and consequently the impact on development is minimal. A common view of the developmental prospects of sub-Saharan Africa is that the crucial obstacle is political. Stronger states and representative institutions are a necessary precondition for development. This is a common view in both the media and in academe. The paper argues that this is to get things the wrong way round. Rather it is development, specifically the capitalist form of development, which is the necessary condition for strong states and democratic institutions. This is something which theorists of the state in Africa have got consistently wrong. Strong states require in the first instance neither the overthrow of patrimonialism nor of the bifurcated state. What they require is a radical change in the property relations that tend to prevail over most of the sub-continent: a change that would instantiate a process of capital accumulation but which is unlikely to be forthcoming. Abstract: Road transport in Sub-Saharan Africa is expected to rise in the coming years. Paradoxically, this expansion is occurring at a time when oil prices have reached new heights. Unstable oil prices do indeed increase the vulnerability of importers. However, it also presents them with a unique opportunity to explore promising technical options to help reduce their over-reliance on imported petroleum fuels. This paper takes a closer look at the potential for biodiesel, with an emphasis on fuels produced from oil palm, castor oil and jatropha in Ghana, Kenya and Tanzania, respectively. The paper provides an economic appraisal of biodiesels from these feedstocks, and sets the context for further discussions on biofuels in Africa. [Copyright &y& Elsevier]

The numbers of children with access to basic education in sub-Saharan Africa have increased substantially over the last two decades but many still remain out of school. Some fail to enrol at all, especially in fragile states, and many more start school but do not complete the basic cycle. Education for All (EFA) and the Millennium Development Goals (MDGs) have generated commitments to improve greatly access to education. This paper first develops an expanded vision of access. Second, it analyses participation by grade and identifies five different country patterns. Third, changes in enrolments over time are explored which show that in some countries progress has been very uneven and that overall expansion may conceal large increases in lower grades and little change in completion rates. Fourth, data on age in grade are used to show that many children are overage and this may have consequences for attempts to lower dropout and improve completion rates. Fifth, participation by household income remains very uneven, especially at secondary level and wealth remains the most powerful determinant of progression to higher educational levels. Sixth, there has been good progress on some other sources of inequality, e.g. gender disparities, but much remains to be achieved, especially in fragile states. For small open economies, an understanding of movements in the exchange rate is imperative in analyzing trade and capital flows. In addition, reliable forecasting of exchange rate volatility is important in risk-taking assessment and investment decision-making, both of which are critical to long-term growth. Using an asymmetric GARCH-type approach, this paper examines the implications of economic liberalization on the stochastic behavior of the exchange rate series in a sample of sub-Sahara African (SSA) countries over the 1970–2004 period. The results indicate that exchange rate volatility is variable, and is less volatile under fixed exchange rate regime (pre-economic liberalization) and higher under flexible regime (post-economic liberalization), that is, it is asymmetric. For most of the countries, the EGARCH and TGARCH models are robust to parameter stability and gives better forecasting performance compared to the standard GARCH model. [ABSTRACT FROM AUTHOR]

The article is about a study on the responsibility and role of consultants to the organization development consulting in the context of structural adjustment in Sub-Saharan Africa. The study determined the weaknesses and strengths of consultants through field surveys. It discovered that most of the respondents believe that the unswerving compliance with rules of conditionality is a common weakness. Respondents regard the involvement of national resources, and partnership with various consultants as a strength in the industry.

In this paper, we argue that the answer to the question of whether the impact of corruption on development is homogenous, is no. Our optimism rest on how development may be conceptualised. When equated to a narrow measure in economic-wise which fundamentally ignores critical issues, then there is a possibility the outlook could be positive. But when conceptualised using a broad-based approach such as sustainable development, then the outlook could be negative. We assess a panel of 22 economies in Sub-Sahara Africa with the most recent dataset (1996-2013) from the World Bank and other reputable agencies. Our finding is quite robust. It holds in pooled OLS, Fixed effects and GMM within IV settings; and it also holds for different measures of institutions and different measures of development using growth per capita GDP and genuine wealth per capita, respectively. Taking stock of major policy blue-prints of selected countries in the region on the fight against corruption, we are able to point out that institutions play important role in insulating citizens against the devastation caused by corruption. Overall, through this comparison, we are able to signal that both incidental and systematic corruption poses a long-term threat to sustainable development. [ABSTRACT FROM AUTHOR]

South African household savings rates have been declining steadily over the last five decades, raising concerns that the population structurally under-saves. Against the background of new saving-enhancing policy initiatives, this paper asks to what extent the concern is founded, and whether the measurement of saving is really appropriate to guide economic policy. Comparing different macroeconomic concepts and measurements of saving, we show that the measure of saving in the national accounts (the residual between income and expenditure) understates the household savings rate compared to other measures. Specifically, an alternative measure from the balance sheets (the change in wealth) yields a significantly higher and non-declining figure. While households have not been 'putting aside' their incomes, they have nevertheless grown richer, driven largely by the appreciation of asset valuations. We also examine the impact of taking non-financial saving and wealth into account, and conclude that household sector saving on the aggregate is significantly higher than the national accounts suggest. However, these adjusted measures are most relevant for the upper tail of the income and wealth distribution, raising important distributional concerns. [ABSTRACT FROM AUTHOR]

Background: The efficacy of low- and middle-income countries’ (LMIC) national drug policies in managing antiretroviral (ARV) pharmaceutical prices is not well understood. Though ARV drug prices have been declining in LMIC over the past decade, little research has been done on the role of their national drug policies. This study aims to (i) analyse global ARV prices from 2004 to 2013 and (ii) examine the relationship of national drug policies to ARV prices.Methods: Analysis of ARV drug prices utilized data from the Global Price Reporting Mechanism from the World Health Organization (WHO). Ten of the most common ARV drugs (first-line and second-line) were selected. National drug policies were also assessed for 12 countries in the South African Development Community (SADC), which self-reported their policies through WHO surveys.Results: The best predictor of ARV drug price was generic status—the generic versions of 8 out of 10 ARV drugs were priced lower than branded versions. However, other factors such as transaction volume, HIV prevalence, national drug policies and PEPFAR/CHAI involvement were either not associated with ARV drug price or were not consistent predictors of price across different ARV drugs.Conclusion: In the context of emerging international trade agreements, which aim to strengthen patent protections internationally and potentially delay the sale of generic drugs in LMIC, this study shines a spotlight on the importance of generic drugs in controlling ARV prices. This study is a contribution to the empirics of climate change and its effect on sustainable economic growth in Sub-Saharan Africa (SSA). Using data on two climate variables: temperature and precipitation, and employing panel cointegration econometric technique of the long- and short-run effects of climate change on growth, we establish that temperatures beyond 24.9 °C would significantly reduce economic performance in SSA. Furthermore, we show that the relationship between real GDP per capita on one hand and temperature on the other is intrinsically nonlinear. [ABSTRACT FROM AUTHOR]

This paper investigates the relationship between oil prices and exchange rates in three African countries using a Vector AutoRegressive (VAR) model. We use daily data on nominal exchange rates, oil prices and short term interbank interest rates from 01/12/2003 to 02/07/2014. The results suggest that the exchange rate of the three selected countries behavior is different in the event of an oil price shock, not only before and after the oil peak of July of 2008, but also between each other. Therefore, no general rule can be made for net oil importing sub-Saharan countries, such as Botswana, Kenya and Tanzania. We conclude that after an oil price peak, the Botswanan pula clearly appreciates against the US dollar, the Kenyan and Tanzanian shilling. [ABSTRACT FROM AUTHOR]

This paper examines the relationship between Foreign Direct Investment (FDI) and the real exchange rate for low-income countries of Sub-Saharan Africa, using a panel data approach and Two-Stage Least Squares (2SLS) method. The results show that while the depreciation of the real exchange rate draws more FDI to Sub-Saharan African countries, the real exchange rate volatility causes greater instability in FDI inflows to these countries. The results are robust across different measures and model specifications. In addition, we conclude that the use of the pegged exchange rate as an incentive to attract FDI inflow, in the presence of increasing real exchange rate instability, creates greater price instability, as a result, FDI inflows are largely influenced by the real exchange rate.
