Background: Traditionally, paper cases are used as ‘triggers’ to stimulate learning in problem-based learning (PBL). However, video may be a better medium because it preserves the original language, encourages the active extraction of information, avoids depersonalization of patients and allows direct observation of clinical consultations. In short, it exposes the students to the complexity of actual clinical problems. Aim: The study aims to find out whether students and facilitators who are accustomed to paper cases would prefer video triggers or paper cases and the reasons for their preference. Method: After students and facilitators had completed a video PBL tutorial, their responses were measured by a structured questionnaire using a modified Likert scale. Results: A total of 257 students (92%) and 26 facilitators (100%) responded. The majority of students and facilitators considered that using video triggers could enhance the students’ observational powers and clinical reasoning, help them to integrate different information and better understand the cases and motivate them to learn. They found PBL using video triggers more interesting and preferred it to PBL using paper cases. Conclusion: Video triggers are preferred by both students and facilitators over paper cases in PBL. Background: Since the outbreak of COVID‐19, universities in Hong Kong have implemented online and hybrid teaching modes, making computer‐assisted language learning (CALL) a primary way for English learning. Research on English learning motivation and self‐regulation has seldom considered learners' emotions (satisfaction and preparedness) and the synchronic online courses in a CALL context. Objectives: This study analyses the relationship between Hong Kong university students' motivation and self‐regulation by considering their emotions in computer‐assisted synchronic online English courses. Methods: 311 Hong Kong university students were invited to complete two questionnaires that investigated students' motivation and self‐regulation in computer‐assisted online English courses. SPSS 26 was employed for exploratory factor analysis (EFA) to extract factors and exclude unsuitable items, and confirmatory factor analysis (CFA) was performed to verify the results of EFA. One‐way ANOVA was conducted to detect the impact of personal emotion on motivation and self‐regulation. AMOS 26 was adopted to construct a structural equation model (SEM) to explore the relationship between motivation and self‐regulation in the CALL context. Results and Conclusions: The results show that satisfaction and preparedness positively correlate with online English learning motivation and self‐regulation. Instrumentality‐attitude significantly predicts all factors of self‐regulation via SEM and goal setting significantly predicts all factors of motivation. With feasible English learning goals, Hong Kong university students are more proactive in learning English online where they actively interact with teachers and peers. Implications: Based on the L2 self‐system (Dörnyei, The psychology of the language learner: Individual differences in second language acquisition, 2005) and self‐determination theory (Barnard et al., Internet and Higher Education, 2009, 12, 1–6), this study clarifies the relationship between motivation and self‐regulation in the CALL context, expanding the application scope of the two theories. COVID‐19 has changed the teaching mode greatly, calling for a revolution in language education and learning. This study provides significant pedagogical implications that benefit both learners and teachers in CALL post‐COVID‐19. Purpose – The purpose of this paper is to provide a research synthesis of substantive findings drawn from studies of educational leadership and management in Hong Kong between 1995 and 2014. The goal of the research synthesis was to identify and elaborate on key trends identified by scholars who studied educational leadership in Hong Kong over the past two decades. The synthesis drew upon on relevant articles published in eight “core international journals” specializing in educational leadership and management. Design/methodology/approach – The study first identifies a clearly delimited body of relevant literature comprised of empirical, non-empirical and review/synthesis types of studies in a total of 161 published research articles from the eight journals. Information concerning the nature of the studies as well as substantive findings was extracted from each of the articles. The findings were then initially coded in preparation for data analysis. Synthesis of substantive findings was accomplished by cross-article comparative mapping aimed at identifying key themes in the literature. Findings within four of the most robust themes were then synthesized and reported. Findings – The synthesis highlights the challenges faced in Hong Kong’s efforts to reshape its education in a multi-faceted quest for quality education in the twenty-first century. A variety of inter-related issues emerged as policymakers and education administrators sought to implement a full plate of imported globally recognized education reforms. Analysis of the research from this period yielded four robust themes: “leadership development,” “leadership for learning,” “organizational change,” “multi-level performance focus.” The findings also further highlight the impact of “education policy borrowing” on system-level efforts to revamp the structural conditions in which school leaders operate and reshape managerial, as well as teaching and learning processes in schools. Research limitations/implications – Although the scope of the sources included in the review are highly representative of the “Hong Kong literature” of the past two decades, the authors note that it was not an “exhaustive” review of all potential sources. Originality/value – Prior research by Hallinger and Bryant (2013b) had identified Hong Kong as having produced the largest volume of literature in educational leadership and management in Asia. This paper represents the first systematic review of research findings that emerged in the recent educational leadership literature produced in Hong Kong. Therefore, although the authors make no claims of generalizability to other parts of Asia or even to China as a whole, the paper offers insight into how global trends have reshaped the practice of educational leadership in one East Asian society. Much of the previous research concerning student plagiarism has been conducted in Anglo-American settings. The present paper reports a case study of academic staff's perspectives upon student plagiarism at a university in Hong Kong. Based on interviews with 16 instructors, the study focused on the teachers' views and pedagogical practices, including their use of Turnitin. Around the world, increasing numbers of students receive after-school private supplementary tutoring. Such tutoring may be provided through informal channels or by companies, and it may be received one-to-one, in small groups or in large classes. The tutoring is commonly called shadow education since its content mimics that of regular schooling. The spread of shadow education is part of a global shift of balance with increased roles for the private sector. Hong Kong is among the societies in which shadow education enrolment rates are particularly high. Much of the shadow education focuses on techniques for performance in external examinations, and is not consistent with the emphases stressed by teachers and the government. This paper focuses on a newly introduced subject called Liberal Studies in which the tensions are especially visible. Although the official curriculum emphasizes creativity and critical thinking, many students have sought large-class tutoring focused on formulae for passing examinations. Interviews exposed the needs that the students felt were not being met in their schooling. The findings illustrate some of the complexities in relationships between the public and private sectors. Viewed in a wider context, the paper illuminates some of the mechanisms and effects of marketization, which are increasingly evident globally. [ABSTRACT FROM PUBLISHER]

Sporting events have become the focus of government interest in Hong Kong in recent years. The Hong Kong Games (HKG) in particular is aimed at promoting sports participation and community cohesion within the 18 districts. Since the debut of the HKG in 2007, no academic research has been conducted to explore the actual impact of the Games on sustainable sports participation in Hong Kong. This paper addresses the underexplored issue of the links between hosting the HKG and the perceptions of the social and economic impact of such events within the framework of social exchange theory. A total of 532 questionnaires were collected from sports students undertaking tertiary education in Hong Kong. The statistical results clearly indicated a lack of community support for the HKG. Hence, this paper makes recommendations on the integration of the ‘sports-for-all’ concept in the wider community. [ABSTRACT FROM PUBLISHER]

This article is one of a series of papers generated from the Curriculum Reform study in Hong Kong with the purpose of understanding the impact of government’s role in the change process of the reform. This paper specifically examines the 17 government initiatives in the Curriculum Reform in terms of their adoption percentages of schools from before 2000 to 2006–7. These initiatives can be regarded as ‘soft’ measures of the Government, supplementing the hard policies on the Curriculum Reform. The adoption of these initiatives in schools reflects the extent of implementation of reform items and therefore should be crucial to the success of the Curriculum Reform. The study illustrates the impact of the government on the phase of adoption in the change process. The findings suggested that whereas the government initially played an important role in adoption of these initiatives it was not able to raise the adoption percentages further towards the end of the study. Despite research studies on TESOL materials and textbooks addressing a wide range of pedagogical issues as well as evaluation strategies, reference books for examination preparation have received little attention from TESOL researchers. This study reports an attempt to develop a checklist for evaluating the reference books for the examination for the Hong Kong Diploma of Secondary Education (HKDSE, the college entrance requirement for secondary school students in Hong Kong), with a particular focus on books for the English writing examination. The researchers acquired a total of 39 reference books on DSE English writing and examined them against the reports and documents of the Hong Kong Examinations and Assessment Authority as well as the Education Bureau. After identifying the most concerning issues in the reference books, the researchers developed a checklist for evaluating future reference books using the framework suggested by McGrath (2002), taking into account the Education Bureau's guidelines for local school textbook evaluation. The authors conclude by briefly discussing implications and how their findings could be shared with HKDSE candidates through engaging the Hong Kong government. [ABSTRACT FROM AUTHOR]

For the past few decades, cultural studies scholars and critical educators in such contexts as North America, Australia and the UK have called upon their fellow scholars to cross disciplinary borders in framing and addressing educational issues. Inter-disciplinary work as such would recognize cultural studies as bodies of knowledges and approaches to be applied in new educational settings. It would also acknowledge the need for more and better studies of schooling in order to reflect on the problematics of the sites in their specific historical and institutional contexts. This paper discusses my earlier work that investigated a pedagogical issue of project learning in the Hong Kong senior secondary school subject Liberal Studies as a case of doing cultural studies and education between the disciplinary borders of the two fields. The paper examines the interdisciplinary conceptual-analytical framework of drama and the performative I adopted to understand the complex nature of project learning as a mode of learning. This paper examines the early childhood context of Hong Kong (HK) which is characterised by an entirely privatised system. The level of knowledge a child possesses in early childhood can be a determining factor in their admission into desirable kindergartens or primary schools. Given HK’s privatised early childhood education system, the quality of a child’s learning is directly tied to the education services their parents provide independently or can afford financially. The study reported in this paper adopts a narrative inquiry approach to an under-researched area of early childhood education, namely the voices of parents within home learning environments and how the lengths they go to provide their children with a quality education. Outdoor adventure education (OAE) is philosophically rooted in Western values, yet it has been implemented in non-Western cultures, such as East Asia. This paper examines how OAE functions in East Asia, through data from Hong Kong. Although some cultural differences are clear, there is no compelling evidence that OAE cannot provide benefits in Eastern contexts. The data in our example support the premise that OAE can be a viable and valuable medium for the development of social and intrapersonal skills and may serve as a complementary approach to traditional schooling in East Asia. Implications from this paper include better aligning OAE with schools and teachers, understanding the merits of relationships developed through OAE, and appreciating that some traditional OAE practices should be questioned when exported to different cultures. This paper examines the under-explored relationship between young people's transitions to higher education (HE) and the opportunities afforded by transnational education (TNE) programmes, with a focus on understanding the contemporary situation in Hong Kong. A fascinating association has developed, over the past decade, between the expansion of TNE in the territory and the government's commitment to providing ‘continuing education’. We explore what this relationship might mean for the young people directly affected by these new opportunities, by drawing on 70 in-depth interviews with students/graduates. Our sample is, what Brinton [2011.Lost in Transition: Youth, Work, and Instability in Postindustrial Japan. New York: Cambridge University Press] has termed (in another context), Hong Kong's ‘educational non-elite’. We ask: how does this ‘non-elite’ negotiate the shifting terrains of educational provision in an era where credentials (particularly at degree-level) are seen as ‘everything’? Our paper contributes directly to discussions around young people and (international) education, and considers frankly the specific role that transnational HE plays in the education/employment transition of thousands of (hitherto neglected) individuals in contemporary Hong Kong. Though there has been an increased focus on climate change in Hong Kong's educational policy and curriculum over the last decade, little is known about the impact of curricular implementation on young people's environmental and climate change-related views, attitudes, awareness, or behaviors. This paper examines the state of climate change education in Hong Kong based on findings from a multi-pronged investigation. The main research questions addressed are: (1) what are Hong Kong secondary students’ understandings of and attitudes towards climate change issues? and (2) is there any significant difference between students studying in local and international schools in Hong Kong? The paper provides a content analysis of climate change curriculum in local and international schools. It reports on a large-scale survey of international and local school students’ environmental attitudes, and on qualitative interviews of their awareness and behaviors related to climate change. This paper examines whether Hong Kong teachers and students perceived Liberal Studies and its ongoing curriculum review as politically driven during and after the Umbrella Movement, a large-scale civil disobedience campaign that took place in September 2014. The findings presented herein show that both groups disagreed with the claim that Liberal Studies was used as a political instrument to instigate students’ participation in the protest movement. Moreover, they also reveal that teachers have maintained their neutrality towards controversial issues related to politics during Liberal Studies lessons. Whilst the participating teachers and students considered the government's proposed reform of Liberal Studies to be politically motivated, they held differing attitudes towards the addition of more China-related elements to the subject. On the basis of these results, this paper analyses the potential role of Liberal Studies in the democratisation of local society. It also provides an indication of the curriculum's dynamic nature, explanation of students’ resistance to the review policy and suggestions for the subject's future development. This paper seeks to question what impact education vouchers have on the process of school choice. The context examined in the paper is the Pre-primary Education Voucher Scheme (‘Voucher Scheme’) introduced in 2007 in Hong Kong. Using a Straussian grounded theory method, data collected from 40 parent interviews are coded, analysed and developed into categories. The paper analytically situates the findings within a model, derived from the data, which is based on two properties:orientation and time.Orientation differentiates and emphasises the significance of choice factors in relation to the school versus the family, andtimeis related to focus on the present versus the future. Art education in Hong Kong has undergone various changes in response to educational reform. In art assessment, a major change in the Hong Kong New Senior Secondary ( NSS) Curriculum is the inclusion of art criticism as a compulsory component of the new public examination. Assessing students' abilities to interpret art in an art criticism public examination context is a critical issue in Hong Kong because the new senior secondary curriculum and assessment has brought attention to the role of written language in the art examination paper. This means the examination assesses not only students' abilities to interpret art, but also their language abilities required to respond to art in written form. Since this new mode of assessment of art criticism has been published a number of issues have appeared. Recent studies show that teachers and students perceive this development negatively and they believe that the written format will assess students' written language abilities rather than their critical abilities. These findings challenge the justification of the new art assessment policy and raise questions about the role of written language in responding to art. This article aims to raise the issue of the marriage between language and art criticism in the Hong Kong public examination context. It argues and examines the relationship of language to art interpretation, reasoning in the assessment, and issues in the public art criticism examination context. Purpose The purpose of this paper is to trace the development of school autonomy and accountability and related multiple changes and impacts in key areas of school education in Hong Kong since implementing school-based management (SBM) from 1990s.Design/methodology/approach To explore the evolution and the uniqueness of autonomy and accountability in the Hong Kong school system, the paper begins with an historical account, followed by an evaluation of the effects of SBM as shown in policy documents, local research, international reviews and illustrative findings from a case study. The local and international implications of SBM for research and practice are then discussed.Findings This paper shows the links between school autonomy and accountability by exploring the potential effects of both of these factors on educational management and student achievement, which are increasingly emphasised in educational policies. The investigation shows that the assumed links and effects are not always consistent or empirically supported. The positive effects that school autonomy has on school governance and management, teachers’ work, school-based curriculums and student learning are all significant when there is also strong leadership, comprehensive continuous professional development and a positive, collaborative school climate. These key elements work alongside school autonomy to facilitate positive change.Research limitations/implications School autonomy and accountability should be viewed as necessary, but not sufficient, conditions for school improvement and development. Further characterisation of the processes happening in schools is needed to explore the different realisations of school autonomy and accountability.Originality/value This investigation of school autonomy and accountability in Hong Kong provides the international audience with a deeper understanding of the dynamics involved in the development of SBM. This paper takes up the study of Tibet in Australia, Hong Kong and Singapore. Tibet studies are defined through scholars working in universities in the specified countries/regions who have published works in which the Tibetans and the Tibetan areas of China are focal. The methodology is to analyse selected published works on Tibet as well as to interview selected scholars. The paper attempts to draw some characteristics of Tibet studies in the regions or countries specified, defined according to factors such as discipline, priority of language, area of interest, approach or political stand. It reaches no grand conclusions, but finds that the spectrum of Tibet studies in the places considered is fairly wide and, though not comparable with several other countries, the value is quite high in terms of quantity and quality. In April 2015, a meeting of a Hong Kong Legislative Council Panel discussed the potential for using Putonghua, as opposed to Cantonese, to teach the 'Chinese Language Subject' within the Hong Kong curriculum. Their primary reason for making this suggestion was based on the idea that Putonghua and the Han Chinese ethnicity are somehow inherently linked - if you are Han Chinese, you should be able to speak Putonghua. This paper discusses the validity of this assertion and examines language-in-education policy related to Putonghua in Hong Kong from the late-colonial period and the contemporary period to establish whether Putonghua is used by the Hong Kong Legislative Council to encourage Hong Kong pupils to identify with a pan-Chinese ethnicity and by dint, a pan-Chinese language, Putonghua. This paper focuses on peer feedback in relation to assessment processes. It examines the rationale for peer feedback, emphasizing its potential for enhanced student learning. We draw on relevant literature to argue that the dominance of peer assessment processes using grades can undermine the potential of peer feedback for improving student learning. The paper throws further light on the issue by drawing on a large-scale questionnaire survey of tertiary students (1740) and academics (460) in Hong Kong, supplemented by interview data. The findings indicate that a significant number of academics and students resist peer assessment using grades and that the majority report that students never or rarely grade each other in assessment activities. This paper explores why there is resistance, in particular, by academics to peer assessment and argues the case for a peer feedback process as an end in itself or as a precursor to peer assessment insolving the awarding of marks, It also recommends some strategies for promoting peer feedback, through engaging students with criteria and for embedding peer involvement within normal course processes. Following the world trend of inclusion in education, many schools in Hong Kong have started including students with special needs in the regular classrooms. Given the unique educational context of Hong Kong as 'East meets West', and given that inclusion is essentially a concept from the West, this paper argues that Hong Kong's integration has its unique hybrid features. This paper reports the experience of one primary school in the process of change in areas of stages of integration, leadership and whole school approach, during a two-year implementation period. Change processes at the school, classroom and individual levels are discussed. A case study methodology is used so that unique characteristics of the school in its naturalistic settings can be captured. Data were obtained from observation, documentary analysis, individual and group interviews of different school stakeholders: the principals, parents, teachers, resource teachers, and guidance personnel. Implications of findings to schools in Hong Kong and other countries facing similar issue in parallel and mixed cultural settings are discussed. [ABSTRACT FROM AUTHOR]

The society of Hong Kong objected strongly when the government instructed schools to change their medium of instruction from English to Chinese at the junior secondary level soon after Hong Kong was reunited with the People's Republic of China in 1997. This paper tries to make sense of the objection to this piece of politically correct and pedagogically sound policy. It analyses the situation from Bourdieu's ideas of habitus and various types of capitals. The paper argues that the government's effort to persuade Hong Kong society to accept mother-tongue education on pedagogical grounds alone was to no avail because the English language has not only become a habitus of society; it also serves to distinguish Hong Kong people from mainland Chinese. Computer Literacy is one of the complementary subjects required for all first-year students in Hong Kong Baptist University. This subject covers both general computer knowledge and selected software packages. In addition to lectures, laboratories are arranged for students to gain hands-on experience with software operations. However, no assignment or tutorial is assigned for the part of general computer knowledge. Due to large class size, traditional paper-and-pencil assignment may not be appropriate. Hence, a multimedia web-based assessment system was developed. This system provides assignments on general computer knowledge. Students can access this system via the World Wide Web. Evidence-based practice and capacity-building approaches are essential for large-scale health promotion interventions. However, there are few models in the literature to guide and evaluate training of social service workers in community settings. This paper presents the development and evaluation of the “train-the-trainer” workshop (TTT) for the first large scale, community-based, family intervention projects, entitled “Happy Family Kitchen Project” (HFK) under the FAMILY project, a Hong Kong Jockey Club Initiative for a Harmonious Society. The workshop aimed to enhance social workers’ competence and performance in applying positive psychology constructs in their family interventions under HFK to improve family well-being of the community they served. The two-day TTT was developed and implemented by a multidisciplinary team in partnership with community agencies to 50 social workers (64% women). It focused on the enhancement of knowledge, attitude, and practice of five specific positive psychology themes, which were the basis for the subsequent development of the 23 family interventions for 1419 participants. Acceptability and applicability were enhanced by completing a needs assessment prior to the training. The TTT was evaluated by trainees’ reactions to the training content and design, changes in learners (trainees) and benefits to the service organizations. Focus group interviews to evaluate the workshop at three months after the training, and questionnaire survey at pre-training, immediately after, six months, one year and two years after training were conducted. There were statistically significant increases with large to moderate effect size in perceived knowledge, self-efficacy and practice after training, which sustained to 2-year follow-up. Furthermore, there were statistically significant improvements in family communication and well-being of the participants in the HFK interventions they implemented after training. This paper offers a practical example of development, implementation and model-based evaluation of training programs, which may be helpful to others seeking to develop such programs in diverse communities. This paper attempts to identify leadership practices and qualities of school teachers as they engaged in effecting change initiated by a curriculum reform in Hong Kong. Based on interview data of teachers from nine schools, this paper shows how teacher leadership manifested itself in schools. Three approaches to teacher leadership were identified, each delineating how teacher leaders approached the implementation task – as a compliance exercise, an adaptive exercise, or as a capacity building exercise. This paper confirms that different levels of teacher–leader engagement in professional enquiries constitute different teacher leadership practices, which have differential impacts on teaching and learning practices and the effectiveness of school improvement efforts. Harsh levels of social inequality stunt social mobility and progress towards equality of opportunity in Hong Kong. There are also strong connections between levels of social inequality and educational attainment in this “global city”. This paper seeks to contribute to the important body of work on equality studies and attainment research by examining two inter-connected aspects of educational inequality in higher education in Hong Kong: first, the relative shortage of degree places available for local students at local universities, and second, the relatively strong correlation between income and educational attainment across the districts in Hong Kong. It adopts a discursive sociocultural approach in examining, and commenting on, both the context and statistical trajectory of post-secondary education in Hong Kong. The paper also assesses government initiatives that claim to encourage higher levels of post-secondary participation, in particular through the rapid development of self-financed sub-degree programmes. A secondary argument discusses how university rankings criteria have a deleterious effect on the commitment to promote mass higher education, especially in terms of participation rates at publicly-funded full-time degree programmes. The search continues for a Chinese research university model that can balance quality and quantity in research and teaching. This paper argues that finding one depends upon deepening internationalization, defining educational sovereignty, and expanding university autonomy. This paper examines the development of multicultural curriculum in Hong Kong and Taiwan over the last two few decades. Though both societies are broadly Chinese cultural contexts, differences in their political histories, cultures, and demographics nonetheless reflect disparate approaches to the development of multiculturalism in curriculum content. At the same time, Hong Kong and Taiwan both face tensions today related to competing priorities for cultivating local, national, and global senses of identity and civic participation. The paper concludes with recommendations for the further unfolding of multicultural curriculum in these societies in light of their local diversity issues, and with brief reflection on the potential of these findings to enrich traditional framings of multicultural education coming from western societies. In response to the early Education Reform Proposal's recommendation to provide more diverse opportunities for lifelong learning at the senior secondary level and beyond, there has been a considerable expansion in the post-secondary education sector – Professional and Vocational Education (PVE) – in Hong Kong over the past ten years. The curriculum intention underlying these PVE programmes is straightforward: to equip youth with the necessary knowledge and skills to face future work challenges and continue their studies. However, this ideal is being challenged with regard to the extent to which students are ‘culturally literate'. This paper reports 214 Hong Kong PVE students' views about how important it is for people to possess the knowledge and skills for cultural literacy, and how well they think they are performing in relation to the corresponding indicators. Supported by qualitative interviews, the results indicated that the proposed eight constructs are critical to understanding cultural literacy in the Hong Kong PVE context. Also, while students agreed that these sets of knowledge and skills were important, they were not performing them well. A paired samples t-test suggested a significant difference between their perceptions and performance, and large values of Cohen'sdconfirmed the size of the effect was medium to large. Among the measured eight constructs, nurturing students for ‘social and civic responsibility' was found to be critical. The integration of children with disabilities in mainstream early childhood settings is a common practice in many developed and developing countries world-wide. A number of key points have been raised concerning such integration, including the increased attention to civil education about the rights of persons with disabilities, training for teachers, and close communication between the government and the mainstream schools. This paper presents a qualitative study of these critical issues in the context of integrated early childhood centres in Hong Kong. These centres operate under an integration policy inherited from the British colonial period. This policy lies within the larger philosophical context of Confucianism with its commitment to excellence, which makes for an intensely competitive schooling environment. Thus, the story presented in this paper is a collection of multiple perspectives of parents with and without children with disabilities, teachers, and school principals on the topic of integration. Looking at the bigger picture, we argue that rather than simply inheriting a policy that is prone to bureaucratic machinations, the policy must be adopted and owned within the local settings if it is to work properly. Teachers have multiple roles to perform nowadays. One important teacher role is to provide guidance and counseling to students. This paper aims to investigate several issues related to teachers' guidance and counseling role. Thirty-one students taking a guidance and counseling component in a pre-service undergraduate teacher preparation program for English Language Studies and English Language Teaching double-honors degree participated in this study. Using qualitative analysis of students' responses in a personal reflection activity, various perceived training needs, personal strengths and impeding issues related to fulfilling teachers' guidance and counselling role at school were found. Drawing upon a project on British transnational education (TNE) programmes offered in Hong Kong, this paper interrogates the capacity development impact of TNE on the students, the Hong Kong Government and the programme providers. It addresses the questions: ‘What capacity is being developed in TNE operations?’ and ‘For whom?’ Our findings reveal multiple capacities at play. As TNE has been traded between British and Hong Kong universities and facilitated by the Hong Kong Government'slaissez-fairedoctrine, as a commodity in the neoliberal trade-in-education regime, students' interests are often sidelined. Studies on school leadership in Hong Kong have mainly focused on primary and secondary schools, with only a handful of studies looking at leadership in early childhood education. This paper aims to report the findings of a study on strategic leadership in Hong Kong's kindergartens. It discusses the challenges that Hong Kong kindergarten leaders are facing and the need for practising strategic leadership. It then reports the findings of practices valued by the leaders of Hong Kong kindergartens. The findings of this study reveal, that apart from the abilities to exercise sound planning and management in school, leaders' reflective, flexible and systems thinking and their willingness in continuous professional and network development are crucial to leading today's kindergartens. This study also indicates that leaders' contextual intelligence is important for exercising strategic leadership. The significance of this study lies in its contribution to the investigation of leadership practices in early childhood education, the need to further explore how well kindergarten leaders are practising strategic leadership and the implications for the development of principal preparation programmes. This study highlights the role of educators in the resistance to Hong Kong's National Security Education (NSE) amidst waves of political repression in the wake of the anti-extradition movement of 2019–2020. Education reforms, teacher training and student assessment used to cultivate students' creativity, critical thinking and independent thinking skills. NSE, which emphasises China's perspective of knowledge construction, has contradicted long-standing pedagogies of teaching and learning. The research questions are: How do politically liberal educators navigate these changes? Do they conform and/or resist? Based on the study of social media and interviews with 22 politically liberal former and current teachers, school librarians, educators in public organisations and professors of teacher training programmes, I find that beneath the public transcripts of compliance in schools, there is a repertoire of 'winning quietly' among educators in Hong Kong by training students' 'civil society competence' using less politically sensitive issues, working perfunctorily on NSE-related tasks, using metaphors, jokes and prayers to convey hidden messages, and allowing students to engage in resistance. Classrooms and private online groups remain the third space for atomised resistance. Outside Hong Kong, educators openly counter the ideological influence under NSE both individually and collectively, enabling an alternative to NSE that can reach students in Hong Kong. This study illuminates that authoritarian governments never fully control the stage, and it is too soon to tell whether their attempts to create obedient citizens will prevail. This paper discusses the cultural attraction, ‘soft power’, and importance of cultural proximity to the popularity of the Japanese language in Hong Kong over the last three decades. Exploration of both primary and secondary sources constitutes the main research methodology employed. Email surveys and face-to-face interviews were undertaken to ascertain the nature and degree of the cultural attraction that stimulates local people's interest in learning Japanese language and culture. The paper concludes that Japan's ‘soft power’, i.e., popular culture and cultural products, are the most influential driving forces behind the popularity of Japanese language in Hong Kong. Also, the Japanese cultural proximity to the Chinese is another factor that excites local people's interest in learning Japanese as a foreign language. This paper reports research that evaluated the efficacy of training for education assistants and its impact upon changing practices in a group of private international schools in Hong Kong, China. Two cohorts of education assistants received training through an education institute. The focus was on supporting and fostering inclusive practices in schools. The expectations and perceptions of the education assistants regarding the training was recorded through survey and focus group interviews and discussed alongside international literature in the area of classroom support and inclusive schooling. The paper concludes that the provision of training was successful in meeting education assistants' expectations and in increasing personal confidence and raising self-esteem, but that they face many challenges if their learning is to be applied. The research further reveals that education assistants within Hong Kong schools lack clarity in their role and a narrow understanding of how they may be most appropriately utilised within schools has led to a limiting of their deployment. 'Learning through play' in early childhood education is widely advocated, but studies show that play is not easily enacted in classrooms. The quality of learning through play has been questioned in various countries, especially when learning outcomes are a global concern. This paper examines how one teacher implemented learning through play within a formal and didactic Hong Kong pre-school classroom. Following this real-life adaptation of the play pedagogy, this paper aims to illuminate the practical theories of linking play with learning in the classroom. The findings support the adoption of 'play' in young children's learning and reveal tactful ways in which a teacher can encourage the evolving 'flow' of children's play while simultaneously scaffolding their learning. This paper examines the extent of gender differences, and discusses the role of gender in musical instrument learning. It focuses on the collective instrumental experiences of 1493 Chinese students (774 boys and 719 girls attending grades 7-13) within Western and non-Western musical traditions in Hong Kong. The discussion draws attention to gender differences in the learning of Chinese and Western musical instruments, in musical interest and instrumental learning, and in the reasons why students learn or do not learn musical instruments. The paper argues that, while female and male students exhibit different attitudes towards the types of instruments learnt, significant correlations exist between their interest in music and parental support for their instrumental learning. Gender is brought to the fore by the pedagogical actions of the teacher, the mass media and by parental efforts to reduce gender bias and stereotypes through school, public and family education. Context Multiple-choice questions (MCQs) are frequently used to assess students in health science disciplines. However, few educators have formal instruction in writing MCQs and MCQ items often have item-writing flaws. The purpose of this study was to examine the impact of item-writing flaws on student achievement in high-stakes assessments in a nursing programme in an English-language university in Hong Kong. Methods From a larger sample, we selected 10 summative test papers that were administered to undergraduate nursing students in 1 nursing department. All test items were reviewed for item-writing flaws by a 4-person consensus panel. Items were classified as ‘flawed’ if they contained ≥ 1 flaw. Items not containing item-writing violations were classified as ‘standard’. For each paper, 2 separate scales were computed: a total scale which reflected the characteristics of the assessment as administered and a standard scale which reflected the characteristics of a hypothetical assessment including only unflawed items. Results The proportion of flawed items on the 10 test papers ranged from 28–75%; 47.3% of all items were flawed. Fewer examinees passed the standard scale than the total scale (748 [90.6%] versus 779 [94.3%]). Conversely, the proportion of examinees obtaining a score ≥ 80% was higher on the standard scale than the total scale (173 [20.9%] versus 120 [14.5%]). Conclusions Flawed MCQ items were common in high-stakes nursing assessments but did not disadvantage borderline students, as has been previously demonstrated. Conversely, high-achieving students were more likely than borderline students to be penalised by flawed items. [ABSTRACT FROM AUTHOR]

This paper describes the moves towards greater inclusion in the Hong Kong education system and the problems that have arisen from those moves. It then describes the introduction of an adapted version of the Index for Inclusion, called the Indicators for Inclusion in Hong Kong, in order to stimulate greater progress. As the adapted Hong Kong Indicators for Inclusion are developed in a unique education culture and based on a particular notion of inclusion, it may be of interest to international readers to see the impact of culture differences in shaping the Indicators. Further, the Hong Kong Indicators for Inclusion are connected with school self‐evaluation and performance standards. The interaction between inclusion and school evaluation will be explored. The English language occupies a unique role in Hong Kong. Hong Kong is city, serving as an international centre of trade, finance and commerce, with a population of over 6 million, 98% of whom are Chinese, with Cantonese as the predominant language. Although English is used with varying degrees of proficiency among the local Chinese population, ranging from native-like (a small percentage) to minimal or non-existent, it has traditionally been the major language of the government, education, and business, as well as an important medium for communication, the media, tourism and the arts. Ever since Britain returned control of Hong Kong to China in July 1997, the status of the English language in Hong Kong has been subject to ongoing debate with advocates for a greater official role for Chinese (both Cantonese and Puntunghua) on one hand, and advocates for maintaining or enhancing the status of English on the other. The English language has therefore always played a crucial role within the education system. Hong Kong, as a former colony from 1842 to 1997, did not recognize Chinese as the co-official language in the territory until 1974. While the official documents show that linguistic imperialism similar to that in other former British colonies did exist in 19th century Hong Kong, there is very little evidence of the British trying to impose their way of life on the local people. It is obvious that during the period of British colonial rule, the English language had the status of an official language of government, the official language of law, and it was in fact the most widely-used medium of secondary and university education. Its functions included its use as an official language, as well as its use in education, its use in industry, trade, business, finance, and communications. However, after Britain returned control of Hong Kong to China in July 1997, a new language policy that required all schools to switch their teaching medium from English to Chinese. Since then, the use of Chinese in the Hong Kong education system has been the source of controversy. This paper provides an overview of the English language in Hong Kong's society, and in the local education system; the language policy in education in the post-war period; other issues of declining English standards in Hong Kong. This paper also attempts to examine the wisdom, the feasibility, and the political agendas behind this language policy in Hong Kong, while focusing on the following: (a) to evaluate the impact of colonial transition on the language subjects in the primary and secondary school curricula in Hong Kong. (b) to analyze why these changes run counter to the principle of bilingual education, and how they do not conform to the wishes of a society for more competent bilinguals of Chinese and English. This paper discusses the concept of ‘cultural cross‐currents,’ their implicit nature and the potential they have to effect second language literacy learning, teaching and curriculum reform in Hong Kong primary classrooms. Despite the substantive implications for learning, the exploration of cultural influences upon teacher and student thinking and the resultant educational consequences, remains a largely unrecognized area. The central argument in the paper is that cultural differences in attitudes, beliefs and values of cultural groups toward the way first and second languages are acquired needs to be made explicit in order to facilitate second language literacy teaching and learning.
