China has undergone unprecedented changes since the Reform and Opening-up policy in 1978. Policy experimentation (PE) has been key in generating and catalysing reforms in the process. This study proposes a conceptual framework to describe the different pathways of PE-enabled reforms. Comparing two empirically informed case studies, this study demonstrates the functions of this policy tool plays within China's higher education policy-making and development: generative, rhetorical and regulatory. The paper argues that PE can be a genuinely productive mechanism for producing, identifying and negotiating new policy options while allowing the government to supervise and regulate institutional reform behaviours. However, under certain conditions, it assumes more of a symbolic role allowing the government to acquire or consolidate reform legitimacy without engaging substantial innovation. By highlighting those key roles of PE, this paper provides a distinctive perspective for understanding the policy-making and reform process in China's higher education development. The outbreak of COVID-19 has triggered a worldwide upsurge in online education. This paper first reviews the actions implemented by Tsinghua University in response to COVID-19 as an example. Based on the experience, the paper further discusses how to turn the 'forced innovation' happened in the pandemic into an 'anti-pandemic dividend' that could expedite the transformation of higher education, through institutionalizing and normalizing the actions taken under the outbreak. In view of the fact that the research method of innovative talent education model is too single, this paper studies the education model of industry-university-research (IUR) cooperation in training application-oriented innovative talents from the two aspects of qualitative analysis and quantitative analysis. Firstly, this paper analyses the education status of IUR cooperation in training application-oriented innovative talents. Then, based on the previous studies, it conducts qualitative analysis on the education model of IUR cooperation to cultivate applied innovative talents. Finally, it proposes a quantitative analysis method for the application-oriented innovative talent education model based on IUR cooperation. The quantitative analysis method proposed in this paper is applied to the research of application-oriented innovative talent education model for the first time, which has made a useful attempt to introduce quantitative analysis in this field. The research results, from qualitative analysis and quantitative analysis, show the evaluation method of the education model for application-oriented innovative talent based on IUR cooperation, which provides a theoretical reference for the development of innovative talent education in various fields, and also has important practical significance for promoting the transformation of talent training ideas in higher education. Purpose – Over the past few decades China's higher education has gone through dramatic growth and multiple rounds of reforms accompanied by a remarkable amount of financial investment, all aiming at developing world-class universities to grow innovative talents. Yet the outcomes so far have been disappointing. This paper aims to investigate this issue.Design/methodology/approach – By reviewing and analyzing selected educational reforms in higher education in China, this article discusses the reasons of the gap between the massive input for innovation in higher education in China and abysmal results. This paper also reports and analyzes a case that challenges central control and the gaokao system.Findings – Central control and the gaokao, the infamous college entrance exam, are the bedrocks of China's higher education and also the culprit for China's failure to cultivate innovative talents. Unless they are fundamentally changed it is unlikely that China will have the higher education system it dreams of having.Originality/value – This article provides an overview of China's efforts to cultivate innovative talents by strategically investing in building world-class higher education institutions (HEIs) and analyzes the reasons behind the apparent gap between its massive input and the abysmal results achieved. Purpose – This paper aims to review policy innovations in China for addressing the graduate unemployment crisis that has been created by the expansion of higher education in the past decade.Design/methodology/approach – The authors draw on government documents, research findings, and mass media reports to highlight the key measures of the Chinese government to alleviate the over-education problem and to improve college graduates' employment prospects.Findings – The review describes government efforts both at the institutional level to enhance student employability and at the national level to create alternative employment channels. The Chinese experiences show that the challenges posed by the graduate employment crisis may turn out to be a new opportunity to reform higher education in order to better address the needs unique to a country's own society.Social implications – The review of the Chinese case will inspire policy makers in other countries to seek alternative routes for the development of their own higher education.Originality/value – This is the first study of its kind to address the recent policy innovations and their implications for potential reform. Chinese higher education has changed tremendously since the reformation of the People's Republic of China. Policy directions for higher education, as raised in the national policy paper Outline of the Plan for the Reform and Development of the Pearl River Delta (2008-2020), are encouraging Hong Kong to develop its education industry in order to become a regional education hub. This article discusses the growth and innovation in higher education in the Pearl River Delta by analysing the development of China and the Delta, as well as by elaborating the experiences of the United International College in creating an innovative education model and integrating education in the Hong Kong and Guangdong regions.
