Purpose: As a typical resource energy-intensive industry, the scale of construction industry has been expanding rapidly owing to the large-scale urbanization and the economic booming in China, which results in a sharp increase in the energy consumption of construction industry. However, it is infeasible to mitigate the energy consumption by reducing the production activities of construction industry. Therefore, improving the energy efficiency of construction industry is essential for energy saving. Construction industry has close relationships with other industries. The production activities have not only consumed a great deal of energy but they have also generated a massive energy consumption from other industries. Previous literature studied the efficiency of energy consumed directly by the construction industry. However, no research has been found focusing on the efficiency of energy consumed directly by the construction industry and indirectly by the related industries. The purpose of this paper is to put forward a total energy efficiency evaluation framework to measure the energy efficiency of construction industry in depth. Design/methodology/approach: This paper employs the data envelopment analysis (DEA) method and the framework of embodied energy efficiency (EEE) to establish a total energy efficiency evaluation model. Next, the comprehensive analysis of direct energy efficiency (DEE) and EEE in different provinces with various levels of urbanization and various economic levels is conducted. Findings: The results show that the embodied energy intensity and its regularities differ greatly between provinces. From the comparison of DEE and EEE, the provinces of Zhejiang and Jiangsu remain DEA-effective and Hainan is the only province in which the EEE is higher than DEE in 2002, 2007 and 2012. Besides, the DEE and EEE in the provinces with higher levels of urbanization and high economic levels are not more effective than those in the provinces with relatively lower levels of urbanization and low economic levels. Originality/value: Previous literature studied the efficiency of energy consumed directly by the construction industry while ignoring the energy consumed indirectly by the related industries. Besides, no research has been found focusing on the regulation of energy efficiency in different provinces with different levels of urbanization and different economic levels. It can be concluded that the increasing levels of urbanization and higher economic levels have not brought development and benefits for improving DEE and EEE. Therefore, under the condition that the self-regulation of construction industry and market fail to facilitate the improvement of DEE and EEE in China, policymakers should develop policies and market incentive mechanism to encourage construction industry for employing new technologies to improve the energy efficiency. Since the EEE can reveal the energy efficiency in depth, the evaluation method of EEE should be paid more attention. Besides the fact that the EEE is lower than the DEE in almost all provinces, except Hainan province, the industrial structure is essential to develop the EEE. This study aims to theoretically explore the technological systems of tropical island zero-carbon building (TIZCB) to scientifically understand the characteristics of these buildings in terms of energy utilization, energy conservation, energy production, and intelligent system mechanisms. The purpose is to address the inefficiencies and resource wastage caused by the traditional segmented approach to building energy consumption management. Thus, it seeks to achieve a comprehensive understanding and application of the zero-carbon building (ZCB) technology system. This article focuses on the demands for energy-efficient comfort and innovative industrialization in construction. Through an analysis of the characteristics of TIZCB and an explanation of their concepts, it establishes a theoretical framework for examining the system mechanisms of these buildings. Additionally, it delves into the energy utilization, energy conservation, energy production, and intelligent system from macro, meso, and micro perspectives. This approach results in the development of an implementation strategy for studying the mechanisms of energy usage, conservation, and intelligent production systems in TIZCB. The results show that: (1) this study delves into the theoretical underpinnings of TIZCB, emphasizing their evolution from a foundation of low-carbon and near-zero energy consumption. The primary goal is to achieve zero carbon emissions during building operation, with reliance on renewable energy sources. Design considerations prioritize adaptation to high-temperature and high-humidity conditions, integrating regional culture along with the utilization of new materials and technologies. (2) A comprehensive technical framework for TIZCB is proposed, encompassing energy utilization, conservation, production capacity, and intelligent systems. Drawing from systems theory, control theory, and synergy theory, the research employs a macro–meso–micro analytical framework, offering extensive theoretical support for the practical aspects of design and optimization. (3) The research implementation plan establishes parameterized models, unveiling the intricate relationships with building performance. It provides optimized intelligent system design parameters for economically viable zero-carbon operations. This study contributes theoretical and practical support for the sustainable development of TIZCB and aligns with the dual carbon strategy in China and the clean energy free trade zone construction in Hainan. Abstract: Hainan province is the only tropical and island province in China, with the unique climatic and geographical features. It has a different energy performance in public buildings from those in the inland areas. This paper investigated the current situation of energy consumption of the sampled public buildings, including 26 hotels, 24 office buildings and 7 department stores, through analyzing utility billing data, on-site survey and measurement, and site operational records. The breakdowns of energy consumption found out that the electricity dominated the energy consumption for all the sampled buildings and the air conditioning system played a key role in the energy consumption of major building services. By analyzing the main factors for building energy consumption, the annual average energy use indexes were calculated to be 141.63kWh/m2, 87.70kWh/m2, and 166.95kWh/m2 for hotels, office buildings and department stores, respectively. Besides, the comparison between Hainan province and other areas revealed that the building energy consumption of this tropical province was at a low level. Because indoor environment quality can influence the health and work efficiency of humans in buildings, field tests on the indoor environment quality were also carried out, and the performance of indoor environment quality was rated.
