This paper critically examines the placement of people seeking asylum in temporary accommodation during the COVID-19 pandemic. It is based on a 14-month collaborative ethnography conducted between 2020 and 2022 with asylum seeking individuals in Glasgow. While moves to temporary accommodation were framed by state authorities and private firms as providing a "safe environment" from COVID-19, we show how these relocations amounted to a racialised process which constructed our participants as "undeserving" and "unworthy" of protection and care during a period of crisis. Our analysis highlights how this racialisation took place not only on a policy level but also in practice through everyday encounters with private provider staff. Advancing the literature on asylum housing and dispersal through new theoretical and empirical contributions, we argue that the rise of temporary forms of asylum accommodation can be understood as constitutive of racial modes of belonging within a regime of differential humanity. This paper looks at the planning and provision of outdoor play spaces for children over a seventy-year period since the Second World War. Using Glasgow as a case study, the paper examines whether and how research on families and children living in flats has been used to inform national and local planning policies in this area, and in turn how well policy is converted into practice and provision on the ground. The paper considers these issues in four time periods: the period of post-war reconstruction from the late 1940s to the early 1970s, when large amounts of social housing was built; the period of decline and residualization of social housing in the 1970s and 1980s; the 1990s and 2000s when several attempts were made to regenerate social housing estates; and the last five years, during which time the Scottish Government has developed a number of policies concerning children's health and physical activity. Planning policy in Glasgow appears to have been ineffective across several decades. Issues such as a weak link between research and policy recommendations, unresolved tensions between a number of policy options, and a lack of political priority afforded to the needs to children are identified as contributory factors. Glasgow is a city well known for bringing together a 'housing need' with a 'housing supply'. Post-accession Poles are the most recent population to fill the 'void' in Glasgow's 'unpopular' and therefore low-demand housing in areas of social deprivation. In this paper we will focus on the intersection of individual paths with institutional projects occurring at specific temporal and spatial locations: through examining the housing- seeking activities of migrants and the low-demand accommodation letting activities of, for example, the Glasgow Housing Association. In the paper we examine the meanings, processes, experiences, and perceived advantages (for migrant families and for housing associations) and also the disadvantages associated with post-accession Polish families taking up and being potentially 'steered' into tenancies in particular areas of Glasgow. Many applied studies of the structure of urban housing systems involve considerable imprecision in terms of the identification of sub-market boundaries. This is often a function of reliance on prior knowledge, particularly of the potential spatial divisions within urban housing systems. This paper introduces an application of the multi-level hedonic model as a tool to identify housing sub-markets, and as a method of identifying temporal change within the sub-market system. Based on empirical analysis of two study years (2002 and 2006) in the city of Glasgow, this study demonstrates a finely-grained approach to the identification of spatial sub-markets and uncovers evidence of spatial change between the two study years. The multi-level derived sub-market boundaries are shown to be a credible and statistically meaningful alternative to prior notions of the sub-market system. The paper concludes that multi-level models have considerable potential as a tool both to identify the sub-market structure, and for detecting temporal change in the delimitation of sub-markets. This paper examines the notion of a building event by exploring the interaction between residents, interviewers, a video-camera and the building technology of the window. The effect of that interaction is 'a view'. The windows and views in this paper belong to a high-rise multi-storey residential estate: Red Road, Glasgow. This paper considers the length of stay of home-owners with white British names in the 40% most-deprived census areas of Glasgow, Scotland. We estimate the impact of ethnically 'other' name-group inflows through property purchases at the micro-neighbourhood level. We use a novel longitudinal data set, constructed from the population of home-buyers recorded in all property transaction records from 2003 to 2014, from which we impute ethnicity using name-matching software. We estimate how the survival time (length of ownership) of home-owners with white British names is affected by in-migration of house-buyers from different ethnic name-groups into the micro-neighbourhood, defined as a 50 m radius around each home. Results suggest a complex set of associations between ethnically 'other' purchasers/in-movers (based on name groups) and duration of home-ownership for white-British named owners. The most consistent finding is for in-moving purchasers with Pakistani (primarily Muslim) names, which tend to have a relatively large accelerant effect on the moving propensity of home-owners who have white British names. This was true in areas of both high and low non-white ethnic population share. We also find evidence of nonlinearity in this relationship: the accelerant effect diminishes with each additional in-move from purchasers with Pakistani names. The name group with the largest overall accelerant effect was for in-movers with non-white Other names, which were also primarily Muslim in origin, though this effect was less consistent across models. Housing research rarely takes a long-term view of the impacts of short-term housing changes. Thus, in studies of post-war relocation, narratives of 'loss of community' and 'dislocation' have dominated the debate for decades. This paper combines a 're-study' methodology with oral histories to re-examine the experience of relocation into high-rise flats in Glasgow in the 1960s and 1970s. We find that both the immediate and longer term outcomes of relocation varied greatly; while some people failed to settle and felt a loss of social relations, many others did not. People had agency, some chose to get away from tenement life and others chose to move on subsequently as aspirations changed. Furthermore, relocation to high-rise was not always the life-defining event or moment it is often depicted to be. Outcomes from relocation are mediated by many other events and experiences, questioning its role as an explanatory paradigm in housing studies. [ABSTRACT FROM AUTHOR]

An increasing proportion of refugees worldwide now live in urban spaces, where their rights to adequate shelter, education and employment opportunities must be considered. In the European Union, a number of countries have tightened their immigration policies and adopted dispersal schemes which disperse refugees to urban environments. However, little is known about the circumstances of refugees once they have moved into permanent accommodation in these cities, how they cope and whether they stay or move on. This paper explores the impact of dispersing refugees to urban areas by drawing on a case study of refugees living in Glasgow, a major dispersal site for refugees in the UK. It reveals the diversity and complexity of the unique challenges that refugees face, including within the home and the neighbourhood. Four strands of policy implications flow from this: the need to facilitate refugee identification in urban areas; the importance of ensuring protection from racial harassment; the need for diversified approaches towards tenancy sustainment and the difficulty of predicting the impact of ‘no-choice’ dispersal policies. The links between how individuals construct and negotiate identity as they navigate their way through the housing system and 'place' have, to date, not been explicitly articulated. Yet, greater understanding of such links is important given the significance of location of housing in decision-making processes and the often close relationship between 'who we are' and 'where we are'. The site of the current study is the city of Glasgow, one of the main sites in the UK for the government's policy of 'no-choice' dispersal. Based on empirical data from individual interviews with 32 refugees and a sample of housing and other service providers, this paper explores the usefulness of the housing pathways approach to understanding the experiences of refugees in this city. It reveals that the housing pathways approach has much to offer as an analytical tool for illuminating the specific nature of refugees' contact with, and progression through, the housing system and their changing identity/identities. More explicit links with 'place' within the framework as the site for negotiated identity are important for understanding whether or not refugees choose to stay in the city or move on, and their negotiation of identity in the longer term. This paper summarises a talk delivered on Saturday 2 May 2009 on the afternoon of the second day of the AHSS conference ''Mirror of Modernity''. It records three separate periods of work relating to, largely physical, aspects of tenement improvement in Glasgow carried out by the author: initially over the years 1968--69 on the Rehabilitation in Glasgow Study at the University of Strathclyde; followed by its Oatlands sequel in 1969--70, as a Scottish Development Department pilot exercise. A final interval over 1973--4 covers work relevant to house improvement for the Corporation of the City of Glasgow Planning Department on the Second Review of the Development Plan. The paper ends with a short summary of tenement improvement progress in Glasgow over the decade 1970--1980. These accounts are snapshots of the progress of rehabilitation in the City over a key period of rapid transition, from policies directed exclusively towards clearance, renewal and municipalisation to a more balanced approach embracing community action and improvement. The advent of the `buy to let' (BTL) phenomenon in the UK, apart from producing a new wave of individualized rental market investment, has been widely judged to be a speculative and destabilizing force in the housing market. This paper provides a detailed empirical investigation of new residential investment in one city (Glasgow) where BTL has made a relatively large impact In seeking to overcome data problems, the study employed qualitative (expert interviews and a landlord survey) and quantitative methods (census, the Register of Sasines, standardized house price information and modelling thereof) in order to assess the nature and scale of BTL, the motivations of investors and its impact on the private housing market The evidence suggests that while Glasgow is in many respects different to rental markets elsewhere in the UK and although the investment has thus far largely occurred in a benign environment, the context for future investment, on balance, looks sustainable (i.e. favourable changes to pension planning law and the maturing market for BTL). Long-term market impact is an empirical question that depends on the specific interactions of market niches or segments (i.e. the first-time buyer market for apartments) with potential buy to let investment Our conclusion, to borrow a Scottish legal term, is that BTL induced volatility is `not proven'. This paper seeks to develop an analytical framework that can be used to generate insights into the working of local land and property markets and provide the basis for planning policies. The framework is based on the notion that local housing market areas are composed of a system of spatially defined housing submarkets. It is applied to an empirical analysis of the Glasgow housing market. The primary focus of the research presented is on migration patterns between and within submarkets and the role of price structures in these processes. This paper explores the opposition to housing stock transfer in Glasgow in the early 1990s. Taking the position of anti-transfer campaigners, it argues that transfer can be interpreted as a form of 'privatisation' involving a profound restructuring in the role of the state in a key heartland area of welfare provision. Using interviews from housing campaigners in Glasgow, the paper argues that the much-heralded rhetoric about housing stock transfer as promoting tenant choice is highly contentious and misleading. Glasgow has experienced many incarnations. The present paper examines one contribution to the current phase of transformation. A 16 hectare hole in the heart of the Gorbals district of Glasgow has been filled over the last decade by a regeneration development. At the simplest level, the Crown Street Regeneration Project aimed to produce 800 housing units, a mix of commercial activities and community amenities, and to reintroduce private investment and a diversity of residents to the Gorbals. However, such transformations of urban areas abound with ideological foundations and influences. This paper develops an intricate understanding of Crown Street's founding premises and instruments. An analysis of the regeneration's intentions and process reveals the contradictions and incompatibilities in the project's goals, the hope for physical manifestations to meet social ambitions and the push for a conservative urban order. Owner-occupation is now an important source of wealth for many people. Housing has experienced price appreciation much in excess of most other assets over the last 20 years and, at the same time, owner-occupation has expanded dramatically. This paper first discusses the impact that this growth in popular wealth holding has had on the overall distribution of income and points to its great importance for all groups except the very wealthy. The importance of housing wealth to the individual is also discussed. Despite the importance of housing wealth, both at an individual and at the broader level, there is virtually no evidence on the transmission of wealth between generations for the mass of people with moderate wealth. This paper rectifies this by analysing the patterns of inheritance of housing wealth for a sample of estates in Glasgow. The evidence shows that wealth left by owner-occupiers is typically passed to a very small group in the close family. The amount of money received can be quite substantial, but tends to go to those in the same or the following generation, that is, people already in middle or old age themselves. Thus, housing inheritance is not likely to be passed directly to young, first time buyers, but to people who already have an established housing career. [ABSTRACT FROM AUTHOR]

Glasgow is currently the focus of an 'urban village' initiative which is constructing a mixed-use development with new housing for owner occupation and social renting in the context of a deprived inner-city area. The paper examines the urban village approach and assesses how it is being applied in the Gorbals area of Glasgow. Considerable progress has been made in attracting private-sector housing investment and new households to the area. However, given resource constraints, the paper questions the Project's potential for social and economic integration with the host community and its contribution to sustainable area regeneration. This paper is broadly concerned with monitoring the development of markets for new and converted housing in city centres over the longer term, and with assessing the implications for housing renewal strategies. These themes are addressed through a case study of housing market trends in Glasgow's Merchant City, which is generally recognised as an important example of housing-led city-centre regeneration. The analysis places the Merchant City experience in context by comparing the relative performance of selected segments within the wider Glasgow housing market. The results indicate that the weakened performance of the Merchant City sub-market in the face of economic and housing market recession is part of a more general phenomenon affecting other competing inner-area segments. The findings also draw attention to the need for more detailed understanding of the linkages between economic forces, demographic trends, housing preferences and stock characteristics in evaluating the performance of local housing systems. James Burn Russell's pamphlet, Life in One Room (1888), is almost certainly the best known and, as is argued here, the most influential published work in the history of social reform in modern Scotland. Regardless of Russell's own intentions and political beliefs Life in One Room became the default source for those who sought to promote housing for the working class and council housing in particular. It is remarkable just how often, and at what length, it was quoted in writings about and referenced in debates on housing before the first world war, during the war and after. This article seeks to identify the influence and attraction of Russell's pamphlet with particular reference to the author's opposition to social Darwinism and to its literary qualities. Russell's style was quintessentially Victorian but this is not to dismiss it as hopelessly sentimental. Informed by recent approaches to the history of Victorian culture and literature we can see how Russell, equally at home in the arts as in the sciences, consciously used sentimentalism or pathos to get his message across to the wider public. There is now an extensive literature demonstrating that experiences of migration and diversity differ significantly between and across local geographies. Three broad explanations for differences in local outcomes have been put forward (Robinson, 2010): first, population composition – the characteristics of individuals living in the neighbourhood; second, context – the social and physical environment; and third, community – socio-cultural histories and collective identities. Few studies examine the linkages between all three explanations and their relative importance. This article applies all three explanations to intergroup relations in a super-diverse context. It draws on data from a mixed methods case study of a neighbourhood in Glasgow, Scotland where long-term white and ethnic minority communities reside alongside Central and Eastern European migrants, refugees and other recent arrivals. The evidence comprises local statistics and documentary evidence, participant observation and qualitative and walk-along interviews with residents and local organisations. The findings highlight the different ways in which people respond to super-diversity, and the importance of the neighbourhood context and the material conditions for intergroup relations. The article thus demonstrates the ambiguities that arise from applying the dynamics of population composition, context and community to neighbourhood analysis, with implications for the study of neighbourhoods more widely. The particular case of transition from the uncertain position of an asylum seeker to a refugee with statutory rights is used to explore the interaction of structure and agency in refugees’ lived experience of integration in super-diversity. Analysis draws on data generated through the ‘Holistic Integration Service’, available to all new refugees in Scotland from 2013 to 2016. Case data from 1885 households, interviews (n = 24) and focus groups with refugees and service providers (n = 13) showed that refugees’ desire to be independent was thwarted by inaccessible systems that were insensitive to language and cultural barriers, and the cumulative demands of transition. The transition experiences of living in hostels and B&B accommodation; racism; poverty and disruption of social networks undermined effective integration. Evidence suggests that the experiences of transition disrupt settlement and disempower refugees creating a dependency on cultural mediation and advocacy for access to statutory rights and services. This article adds historical and geographical specificity to the link between city building and laboratorization processes. It does so by way of the example of housing in mid-twentieth-century Britain. Housing provision at this time saw an intensification of the relationship between architectural design and science by way of the emergent field of building science as well as new social-science studies of householder satisfaction. The article focuses on two examples of these housing sciences, tracing their role in the production of British modern housing. The first example focuses on a set of experiments conducted on ventilation and heating at Britain's Building Research Station. The second example examines the social science of a post-occupancy study of multi-storey flats in Glasgow. The article argues that mid-twentieth-century housing construction and provision was structured in and through a laboratory logic that had a complex geography and temporality. In the sciences of housing conducted during this period there is a conflation and hybridization of the space of the laboratory, the site of the house and the action of the experiment. To transcend a legacy of slum-living, paternalistic provision and urban decline, Glasgow City Council has endeavoured to transform the city's fortunes by a plethora of mechanisms that have at their core the establishment of sustainable communities. Framed within a policy discourse which emphasises ‘cultural and social’ as well as ‘physical and economic’ renaissance, the crux of the Council's strategy has been to stem the migratory tide of affluent households and to empower public sector housing tenants. Drawing on Rose's (2001 Community, citizenship and the third way in Meredyth D and Minson J P eds Sage) ‘ethopolitics’ we argue these developments in Glasgow reflect the wider emergence of technologies of governance in UK housing policy that seek to realign citizens’ identities with norms of active, entrepreneurial consumption. The slump in house prices in the early 1990s created a degree of uncertainty in the housing market which contrasts markedly with the optimism of the 1980s. In particular, the market downturn made it sharply apparent that there could be losers as well as winners in the unstable housing market. This study looks at a sample of owner occupiers drawn from Glasgow and Bristol in 1995. While still endorsing home ownership as the major housing option and as potentially enabling in housing and neighbourhood terms, a note of caution is recognisable. Aspirations to climb the housing 'ladder' are tempered by fear of overextending financially and by the broader uncertainties that people perceive to be endemic in the labour market and the housing market. Strategies reflect both diverse personal histories and the adoption of defensive or risk reduction options. Housing investment has made an invaluable contribution in the past to the regeneration of Glasgow's image. This has been both underplayed and overlooked. Other explanations for the city's regeneration, particularly those which focus on the Arts, have been given greater prominence. That said, housing investment is not the key element in the city's future regeneration. This is because there is a clear limit to the spin-offs which accrue from so-called housing-led regeneration. Employment considerations are far more vital for the future regeneration of Glasgow. Planning has to be about strategic thinking, and therefore it is critical that economic and housing aspirations for the city of Glasgow are considered together, rather than separately, as has been the practice in the past. British building societies have developed into major financial institutions with a major influence on both the housing and savings market. This article examines one facet of their influence: the pattern of mortgage lending within a city, the city of Glasgow. Variations in urban lending are examined and an assessment is made of how far lending patterns can be attributed to the structure of the building society industry and, among other influences, differences in society size and branch location. The remarkable persistence of the localities has been noted by urban sociologists; indeed, it could be said that there has been an institutionalization of inequities in certain localities in cities. There were, until 1971, three categories of Corporation housing estate in Glasgow, constructed according to the provisions of what can be seen as three sets of Scottish Housing Acts. The Acts of 1930 and 1935 were specifically aimed at the clearance of Scotland's notorious slums. The key problem with Glasgow's slums, apart from their physical condition, was that they were grossly over!crowded due to the fact that they were made up of very small houses. In one sense, the slum clearance estates have replaced the very slums whose problems they were meant to eradicate; they contain the detritus of capitalism, the manual working-class family with low occupational skills, whose problems tend to get swept under the carpet or hidden in a corner. Slum-dwellers and slum-clearees in Glasgow were seldom given the benefit of the doubt. They were by-and-large viewed as deviants who had to be controlled.
