- Abstract
Four papers on administrative libraries were presented at the 1986 International Federation of Library Associations (IFLA) conference. "Special Libraries and Their Activities in Japan" (Masaya Takayama, Japan) discusses statistical investigation into the conditions of Japanese special libraries, information needs and uses, the present situation and problems in providing services, and the future image of special libraries in Japan. In "Libraries in Peru--Their Approaches to Service, Automation, and Information Retrieval" (Bruce D. Bonta, United States) examines the conditions of librarianship in Peru in terms of library collections, use, and services; automation developments; and information retrieval. "The Present Situation regarding Administrative Libraries in Japan and Their Future--How To Promote Their Development as We Move to the 21st Century" (Yoshifusa Wakabayashi, Japan) discusses information circumstances surrounding administrative libraries, the uniqueness of Japan's governmental libraries network, the necessity of organizational reform, the library as an information center and its personnel, a system for mutual utilization by government agencies, and bibliographic information control. Finally, "Administrative Libraries in India--Scenario by the End of the 20th Century (O. S. Sachdeva and M. K. Jain, India) examines the current services provided by administrative libraries in India and future plans for the development of a computerized bibliographic network. (KM)

3. Over Three Decades of Data Envelopment Analysis Applied to the Measurement of Efficiency in Higher Education: A Bibliometric Analysis

- Abstract
The higher education efficiency evaluation model using the data envelopment analysis method has interested many researchers. This paper uses bibliometric analysis on publications extracted from the Scopus database to provide a comprehensive overview of research publications on the measurement of higher education efficiency based on data envelopment analysis: its growth rate, major collaboration networks, the most important and popular research topic. A total of 169 related publications were collected and analyzed from 1988 to 2021. The analysis results show that: Publications published every year have increased sharply in the last six years; The quality of publications is relatively high as publications tend to be published in journals with high-ranking indexes; Countries with the most influence in studies on this topic are: Italy, China, Spain, the USA, and the United Kingdom; Authors with the most influence in this research direction are Agasisti T., Abbott M., Doucouliagos C., Avkiran N.K., and Johnes J.; The research cooperation among countries and among affiliations is not strong. Finally, the paper has provided recommendations for future studies based on the findings.

4. Citation analysis of top research papers in chemistry with specific reference to India.

Purpose – The main purpose of this study is to determine India's position in publishing top research papers in chemistry as reflected in Science Direct. It also aims to find out authorship pattern, countries with major contributions, journals with high publication rates, etc. Design/methodology/approach – Citation analysis methods were applied to study citations of 450 research papers in chemistry taken from the listing of top 25 papers in Science Direct database. The citations covered 18 issues of the Science Direct generated alert service for the period 2004-2008. The bibliographic data were entered in Excel sheets for necessary analysis. Findings – The studies revealed that, out of 450 research papers, 36 (8 per cent) are contributed by Indian researchers. In the ranking of contributing countries, India reserves third position after the USA and China. More than 86 per cent of Indian chemistry research papers were cited by others. As regards to number of citations, 25 per cent of Indian papers are cited between 10 and 25 times each. The journal Tetrahedron was found as the highest publishing journal with 71 (16 per cent) publications. Research limitations/implications – The paper presents a sense of the importance of Indian chemistry research, and as such informs that community, as well as researchers involved in citation analysis. Originality/value – The outcome of the study is an original research work with citation analysis of top research papers in chemistry. The findings will have practical implications for Indian scientists, funding agencies and research establishments in different areas of chemical sciences. [ABSTRACT FROM AUTHOR]

- Abstract
The Enterprise mobility communication technology provides easy and quick accessibility to data and information integrated into one single touch point device. This device incorporates or integrates all the processes into small applications or App and thus increases the workforce capability of knowledge workers. "App" which is a small set of programming statements installed on a mobile device. It facilitates the easy retrieval of information while the users are mobile. A single touch point can be loaded with the required data and information all the time. The readiness and availability of data facility can reduce the turnaround response time. The application of mobile technology has already picked up the market in distinguished domain worldwide. In the Indian education sector this technology is yet to be adopted. This paper aims at showing how enterprise mobility can facilitate the University system and user preferences in the mobile App. The paper also highlights how data mining techniques can be applied to various processes, hence exploring user patterns. A new model using data mining techniques is proposed.

This paper provides information workers with some practical approaches to the design, development, and use of local databases that form components of information storage and retrieval systems (ISR) and of automated library operations. Topics discussed include: (1) course objectives for the design and development of local databases for library and information science (LIS) personnel; (2) use of off-the-shelf software; (3) database design as an integrated process, based on knowledge gained in several modules of an information studies program; (4) library documentation techniques and their usefulness in information technology application; (5) integrated information systems (IIS); and (6) prototypes of information databases and information storage and retrieval systems including LIST; the Integrated Information System, a medical ISR made up of PREMA and SYNDRO; and university-designed prototypes. 7. Nature of the Information Seeking Behaviour of Teachers Engaged in General Degree Colleges and Teachers' Training Colleges: A Critical Analysis

- Abstract
The nature of the information seeking behaviour of the teachers engaged in General Degree Colleges and Teachers' Training Colleges affiliated to West Bengal State University, India, is critically analysed in the present study. The descriptive analysis is based on well structured, close-ended questionnaires which were distributed among 450 teachers. 408 of them responded from whom 376 work in General Degree Colleges and 32 in Teachers' Training Colleges. The analysis of the data shows that teachers still depend mainly on printed documents, but a changing attitude is taking place in the current ICT environment as they also start to depend on electronic documents for meeting their information needs. This paper also explores the sources used by the teachers of both groups for research activities, focusing on the variability in the use of such sources of information. Additionally, this study reveals the attitudes of the teachers towards the services provided by the libraries. It is recommended that the college libraries are restructured with internet facilities and sufficient resources, in order to meet the information needs of the college teachers. In this context, the college librarians should provide basic software training to the users, to help them access the electronic sources.

8. Using Wmatrix to Explore Discourse of Economic Growth

- Abstract
Growth is a concept of particular interest for economic discourse. This paper sets out to explore a small corpus of economic growth, which consists of articles from "The Economist". The corpus software used in this study is a web-based tool Wmatrix, an automatic tagging software able to assign semantic field (domain) tags, and to permit the extraction of key words and key semantic domains by applying the keyness calculation to tag frequency lists. The results show that at 99% confidence (or p < 0.01), the cut-off of 6.63 (log likelihood value) indicates that there are 1051 positive keywords (including multiword expressions) and 80 key semantic domains generated from the corpus. It is evident that BRICs or the emerging economies/markets, in particular China and India, are a big concern regarding economic growth over the past years. A number of examples of possible ways forward in teaching methodology are presented.

In the world of technology, tools and gadgets, a huge amount of data is produced every second in applications ranging from medical science, education, business, agriculture, economics, retail and telecom. Higher education institutes play an important role in the overall development of any nation. For the successful operation of these institutions, continuous monitoring for improving the quality of education and students is required, which is the subject of this article. A huge amount of data that education systems produce increases every year and it is difficult by traditional techniques to manage, predict and analyze this data. This challenge can be addressed through mining large amount of data. It enables the institutions to use their present reporting trends to unmask hidden patterns and identify data relationships. Through this, institutions easily predict which students are likely to dropout, and their performance. Present paper conducts a detailed and exhaustive study on techniques and approaches implemented in education mining for predicting dropouts.

The process of data analytics on large-scale government administrative data — that belong to various domains like education, transport, energy, and health — can be enhanced by retrieving pertinent documents from diverse data sources. Without a supporting framework of metadata, big data analytics can be daunting. Even though statistical algorithms can perform extensive analyses on a variety of data with little help from metadata, applying these techniques to heterogeneous data may not always result in reliable findings. Recently, semantics-aware (or semantic search) search techniques received much attention as they utilize implicit knowledge to enhance the search. Similarly, traditional search engines rely on the inherent linkages within the underlying data model to improve their search quality. In the case of general-purpose information retrieval systems, to gather information from the internet (open access data) or to access open government administrative data, a domain agnostic ontology shall be employed to supply background knowledge. This paper draws on research undertaken by the authors at IIIT Bangalore Center for Open Data Research (CODR) in developing a semantics-aware data lake framework to host and analyze government administrative data. In this study, we present an ontology-based document retrieval solution where an ontology serves as an intermediary to close the gap between what the user seeks and what the search retrieves. Although our study settings are based on the Government of Karnataka (GoK, India), we believe the findings have wider resonance. The present study analyses the research output of the Indian Institute of Toxicology Research (IITR) for the period of 25 years (1993 to 2017). The study emphasizes on the various characteristics of the publications such as highly cited papers, national & international collaboration profile, Degree of Collaboration, most prolific authors, most preferred journals for communication, citation impact of the publications, most frequently used author keywords. The Web of Science, a multidisciplinary bibliographic database was used to retrieve the data for the study. The scientists of IITR preferred to publish in the foreign journals. No journal in which the research works of IITR scientists were published belonged to India. 5.73% of the total publications remained uncited. Only 0.86% of the total publications were contributed by the single authors and rest of the 99% publications were contributed by multiauthors in collaboration. The 13% of the total publications were internationally collaborated and 86% of them were domestically collaborated. The Oxidative Stress, Apoptosis, DNA Damage and Lipid Peroxidation were found to be the most active research areas as per the analysis of keywords of authors. [ABSTRACT FROM AUTHOR]

Purpose: This paper aims to popularize information retrieval from palm leaf manuscripts among computer scientists to make available the guidance of the age-old heritage in shaping the future. Design/methodology/approach: With computer technology penetrating every aspect of life, information retrieval algorithms can be exploited to help build a system which can dig into the ocean of knowledge from these manuscripts. Findings: The knowledge in them covers all aspects of life. Be it religious beliefs, literature, science, mathematics, or any other. However, due to discontinuation of practice of copying their content on fresh leaves, they now possess a fragile life which needs to be preserved at the earliest. The modern means of digitization can help in their preservation. Research limitations: The Government of India and other organizations are doing commendable job of preserving and safeguarding country's heritage and age-old knowledge system through the movement of digitization. In the years to come, the agonizing problem of manuscripts degradation will be eradicated completely. However, next when it will come to mining the knowledge treasure out of these manuscripts, we would be confronted with another helpless situation. Practical implications: The digitization process would capture the manuscripts from present physical palm leaf to digital image form by clicking high-quality pictures. All the text in a palm leaf will be available in the form of images, but on these images, a simple search for any word would not be possible. Originality/value: Working towards mining the treasure of knowledge from the palm leaf manuscripts, hordes of challenges have been outlined. Over and above the problem of preventing decay to palm leaf manuscripts is the challenge of deciphering text, image analysis, information retrieval and search. Search is further associated with issues of meaningful and useful extraction through semantic analysis. This yearbook will provide teachers and researchers interested in peace and conflict studies with practical information. There are three major sections. The first section deals with "Approaches to Teaching and Research." How the electronic revolution has transformed the identification of, location of, and access to information on peace and conflict studies is examined. Included is a discussion of search strategies, data bases, and sources of information. A list of descriptors for information processing in peace research is provided. Approaches to the study of war are presented. A literature review and bibliography on war are also included. Section two of the yearbook contains "Bibliographical Studies." A bibliographic survey of the United Nations on the relationship between disarmament and development is presented. The concluding section of the yearbook examines "Institutional Developments." The activities of the International Peace Research Association are described. Regional and national developments are examined. For example, there is a discussion of how Soviet organizations are dealing with the problems of peace, trends in peace and conflict research in France, and recent institutional developments in Latin America. Rural healthcare is the biggest challenge faced by developing countries such as India. With more than 70% of its population residing in rural areas (Census of India, Rural Urban Distribution of Population, 2011), the inadequate health facilities have lead to a high mortality rate. One of the key issues that needs to be tackled is the lack of proper health care data collection and management. In this paper, we propose a generic model that can be scaled to any form of data collection and analysis. The model consists of a mobile application for data collection and a centralized cloud server for effective data storage. Furthermore, the paper discusses our case study where we implemented the proposed model in the geographical area of Kuppam in Andhra Pradesh, India. Additionally, geospatial mapping of diseased patients to recognize spatial distribution of diseases was conducted. For a long time Communication has been widely acknowledged as a significant component in scholarly treatment of development discourse. There however seems to be a persistent disconnect between such academic theorisations and the real field level situation as communication continues to remain in the periphery in programme planning and interventions of donor agencies as well as implementing NGOs in India. Drawing from the experiences in two prominent but diverse national level development organisations, this paper argues that communication in practice is still poorly understood and practiced in the sector. Rather than erroneously equating communication with information and apparent image building exercises of NGOs, the paper argues that it needs to be seriously seen as the key to a community's empowerment by enabling their people's participation in development initiatives that concerns them and their destiny. The paper calls for communication to be brought to the centre stage of institutional intervention policies and programmes and suggests possible means to do so. 18. Culture of open access in the University of Kashmir: a researcher's viewpoint.

Purpose - A survey of University of Kashmir scholars was undertaken in 2008 to ascertain their experience, attitudes and perceptions about the open access (OA) movement. The purpose of this paper is to report the survey's findings. Design/methodology/approach - The study was based on data collected from scholars belonging to the Science and Social Science faculties at the University of Kashmir. A pre-defined, closed-ended, 14-item questionnaire was distributed among 84 research scholars. The selection of scholars was based on stratified disproportionate sampling in which the sample size for the departments of both faculties was confined to four scholars, as only four research scholars were enrolled in the Department of Psychology. Findings - The majority of the scholars consulted both open access as well as library-subscribed resources. Of OA resource users, four-fifths consulted journals and two-fifths consulted books. Colleagues (57.14 per cent) were the main referral sources of OA awareness with the least intervention from library professionals. Scholars (95.23 per cent) retrieved OA content via search engines. About 21 per cent remarked above 60 per cent relevancy of OA content related to their research need. The majority of scholars considered OA useful to publish their work quickly, boost their productivity as an author and increase citations of their work. One third reported awareness of more than two OA journals. About 30 per cent reported OA journals as a source of publishing their work, whereas just 10 per cent deposited their works in OA repositories. Overall, Science scholars had the edge over their Social Science counterparts in acceptance of open access. Research limitations/implications - The research highlights the viewpoints of only 84 scholars out of 326 registered scholars in the fields of Sciences and Social Sciences at the University of Kashmir. Originality/value - Research of this kind has not been carried out before at the University of Kashmir. The paper discusses open access awareness among the researchers of the University of Kashmir with recommendations for information professionals and teaching faculty to acquaint researchers with the benefits of open access. The article discusses a survey which conducted to ascertain different considerations for implementing an institutional repository at the Institute of Chartered Financial Analysts of India Business School in Ahmedabad, India using the Open Source DSpace Institutional Repository Software. It is indicated that the installation of the Institutional Repository is complex and requires technical know-how of different software. The factors including the creation of communities and collections, record organization into the repository, and record enrichment with metadata are essential for efficient retrieval of information.

20. A study of 'calf-path' in file naming in institutional repositories in India.

This study examined the file naming practices in 39 institutional repositories. There is evidence that calf-path exists in file naming among the curators of institutional repositories in India. The study showed that no standard or logic seems to have been followed by repositories in the naming of the files, except by the National Digital Library of India (NDLI) and the CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR). The study also examined the composition of the filenames, which shows that the author names (11.2%), titles (11.9%), journal title with volume and issue numbers (21.1%) form the basis for the formation of filenames. It is suggested that digital repository managers have to give more attention to name files in the institutional repository in the interest of uniformity and consistency. [ABSTRACT FROM AUTHOR]

21. Developing a sustainable cultural heritage information system.

Purpose: The purpose of this paper is to emphasize the need for developing an Indian cultural heritage information system (CHIS) where the cultural heritages can efficiently document, manage and preserve and integrate with a searchable user interface mechanism. Further, the study scopes out the feasibility of developing single-window comprehensive national CHIS for all the cultural heritage properties of India enlisted in the United Nations Educational, Scientific and Cultural Organization (UNESCO's) World Heritage list. Design/methodology/approach: Conservation efforts and their sustenance require the support of a knowledge base cum digital archiving and information retrieval tool. The present study identifies the basic requirements, strategies and the execution of designing a reliable information system for cultural heritage inheritances to safeguard them to facilitate access to the current and future resilient communities. Approach on issues and challenges associated while developing such an information system has also been addressed with possible recommendations. Findings: In India, even though regional level conservation efforts are occurring, no comprehensive information system, which gives the whole perspective of the item or environment of heritage site, has been developed for the heritage sites recognized by UNESCO in its World Heritage list from India. Developing such a comprehensive digital archive for cultural heritage helps to showcase its assets and ensures its visibility globally without hampering the physical form. Application Information and Communication Technology and digital technologies can extensively be used coupled with mechanisms such as mobile devices, digital systems and content visualization techniques to support the efficient and effective management in a systemized way. Research limitations/implications: As a pilot study, this paper examined the cultural heritage properties incorporated in the UNESCO World list. There are many lesser-known and unprotected cultural heritages in different parts of the country having artistic value and the unique characteristics, and the possibility of building the similar kind of information system for them with innovative technological solutions are not covered under this study. Practical implications: Access to such an exclusive digital archive in a single-window platform would greatly support administrators, tourist departments, culture departments, development administration and conservation activists. The digital version of cultural inheritances created under the cultural heritage of India must have relevance to different subject fields such as history, archeology, manuscript logy, art, administration, knowledge management, computer science and library science. Also, it ensures that the resources remain accessible to the public without any restrictions provided with a comprehensive recapitulation. Originality/value: To the authors' best knowledge, no such comprehensive system envisages or is practiced in the country. Purpose - The purpose of this paper is to assess the present situation in the development of indigenous digital libraries in India. The study aims to evaluate different retrieval features of Indian digital libraries, especially those provide access to multilingual and multimedia documents. Design/methodology/approach - For this study, eight digital libraries originated in India, which are available in 24 × 7 timeframe and accessible worldwide through the internet, have been identified and selected. The retrieval features and other information on these digital libraries have been collected mostly from their respective websites and from other published literature, annual reports, etc. Findings - The paper finds that Indian digital libraries provide universal access to informative and culturally rich digital content related to South Asian region. The digitisation efforts in Indian institutions make these digital libraries operational. Research limitations/implications - The institutional repositories and open access archives of Indian institutions that give access to the current research literature are not included in this study, because their retrieval features are mostly similar to each other as they use either DSpace or GNU EPrints open source software. Practical implications - Indigenous digital libraries in India provide universal access to information and knowledge related to culture and heritage of people of South Asian counties. This study gives an insight on how diverse contents are integrated and disseminated to the end-users in a user-friendly manner. This study also indicates research initiatives on different aspects of multilingual contents in this region. Originality/value - No such evaluation on Indian digital libraries has been done from the perspective of information retrieval features. This study will generate new knowledge in area of indigenous digital libraries in a developing country like India. Purpose. The purpose of this paper is to analyze and evaluate discovery layer search tools for retrieval of legal information in Indian law libraries. This paper covers current practices in legal information retrieval with special reference to Indian academic law libraries, and analyses its importance in the domain of law. Design/Methodology/Approach. A web survey and observational study method are used to collect the data. Data related to the discovery tools were collected using email and further discussion held with the discovery layer/ tool /product developers and their representatives. Findings. Results show that most of the Indian law libraries are subscribing to bundles of legal information resources such as Hein Online, JSTOR, LexisNexis Academic, Manupatra, Westlaw India, SCC web, AIR Online (CDROM), and so on. International legal and academic resources are compatible with discovery tools because they support various standards related to online publishing and dissemination such as OAI/PMH, Open URL, MARC21, and Z39.50, but Indian legal resources such as Manupatra, Air, and SCC are not compatible with the discovery layers. The central index is one of the important components in a discovery search interface, and discovery layer services/tools could be useful for Indian law libraries also if they can include multiple legal and academic resources in their central index. But present practices and observations reveal that discovery layers are not providing facility to cover legal information resources. Therefore, in the present form, discovery tools are not very useful; they are an incomplete and half solution for Indian libraries because all available Indian legal resources available in the law libraries are not covered. Institutional Repositories (IRs) are an effective way of managing and disseminating institutions’ in scholarly communication. More specifically, an IR enhances the visibility and discoverability of the content and validates the repository’s importance. Knowledge Organisation System (KOS) strengthens the digital content organisation, connects users with collections, and improves information retrieval functionalities. This paper investigates the present status of user interface features and incorporates KOS in the institutional repository of technical institutions, restricted to Centrally Funded Technical Institutions in India. A group of twenty-four web-accessible institutional repositories was identified, and their KOS and user interface features were evaluated. It was found that user interfaces of all IRs under study comply with essential search and navigation functionalities, such as simple and advanced search, browsing, faceted or filtering approaches, and integration with multiple KOS. Only a few of them include complex KOS, such as control vocabulary. All repositories show their search results in both normal-text and metadata views. Some have specific display features, such as highlighting the query or displaying a thumbnail. Google is one of the most popular search engines that indexes IR content for visibility and discoverability, and approximately 90 per cent of repositories are linked with NDLI. Electronic documents contain tremendous amounts of information. A text summary system is needed to save time and rapidly know about the document, because the manual text summary requires time, effort, and costs, which automatically creates a summary from the source document. Hindi is India's most spoken language. A Hindi document summarization system does not exist. The method of summary generation is either extractive or abstractive. The extractive text summary method extracts the most suitable phrases from input documents to be incorporated into the summary whereas the abstractive is the human-like summary method. To select a summary sentence, it must be the highest score. In this paper, we apply different mathematical combinations using nine textual features to score a sentence. We analyzed the results on 2000 documents taken from the Forum of Information Retrieval Evaluation (FIRE)1 conference using ROUGE evaluation matrices at the retention rate of 40%. Purpose - The purpose of this research is to investigate the information needs of Members of the Legislative Assembly (MLAs) of Delhi. It aims to provide a study of information sources used by them. It also includes the library use by MLAs, their awareness about various library services, and deals with the problems/hindrances faced by MLAs during the process of information seeking. Design/methodology/approach- The study was conducted with the help of a structured questionnaire and semi-structured interview schedule. The respondents marked their response on a graphic scale which was converted into a rating scale for obtaining the inferences. The analysis of data is done with the help of weighted mean. A histograph has been used to make the matter more understandable. Findings - The results of this research show that only a few MLAs are aware about the usefulness of library/information services. They are dependant on non-documentary sources of information. They are not fully satisfied with the present system of information gathering, where they have to devote more time and energy. Research limitations/implications - The present research is applied only to the information system available to the MLAs of Delhi. The findings can not be universalized to all the MLAs in the different states of India. Practical implications - In the last part of this paper an outline for the proposed information system for the MLAs of Delhi has been provided. These suggestions will be useful to the policy maker when making an electronic based information system for the MLAs of Delhi. Originality/value - There has been no study carried out on the information needs of MLAs in India prior to this research. Research addressing Decision Support Systems (DSS) for climatic change is needed. The traditional knowledge repositories work on static models but are challenged by dynamic fields. This paper presents a Sensor Observation Service (SOS) to analyze environmental conditions among south-eastern coastal areas of India. The challenges in an ocean observation system, like semantic heterogeneity and knowledge retrieval, are addressed using Semantic Web (SW) technology to present the data in a standard format. Similarly, the ocean knowledge base is provided by developing weather ontology for knowledge retrieval and DSS. This helps in analyzing the spatial data to provide data and knowledge to researchers, meteorologists and other users. The concept of knowledge management (KM) and learning involves creation, analysis, storage, dissemination and usage of knowledge for improved decision-making and continuous learning. Learning occurs when knowledge is absorbed and results in action. Organizations do not organically develop into learning organizations (LO); there are usually factors prompting their change. Successful LOs are those which are capable of learning faster than their competitors in development of new product and services, customer responsiveness, managing intellectual capital, processes and technology. Such rapid adaptation requires the efficient and effective use of knowledge. The following paper is based on a research study conducted to gain an understanding of the relationship between the dimensions of KM and LO. Further, we investigate whether there are any significant differences between the relationships that occur in the case of private and public sector organizations in India. A convenience sample of 51 top-level and middle-level executives representing 16 private and public sector organizations participated in this study. The results show that private sector organizations fare better on all dimensions of LO as compared with public sector organizations, although the scores are just satisfactory and there is scope for improvement. We also found that the KM dimensions that we have identified have a positive impact on dimensions of LO, which is consistent with our proposed hypotheses. Finally, the impact of the type of organization, that is public/private, is found statistically insignificant in the relationship between KM and LO. This paper examines Online Public Access Catalogue usage by the students and faculty of Panjab University Library, Chandigarh. OPAC, an information retrieval system, has revolutionised access to bibliographic information through search capabilities such as keyword searching, Boolean searching, truncation, proximity searching, and item identity number searching. A questionnaire-based survey on use of OPAC was conducted forA.C. Joshi Library on various categories of users such as faculty members, research scholars and postgraduate students, covering different disciplines such as basic sciences, applied sciences, social sciences, and humanities. The paper discusses various aspects of OPAC such as frequency of use, purpose, ease of use, satisfaction level, etc. An attempt is also made to explore the reasons for the least used search options of OPAC. The results of the study reveal that a significant number of users search information regarding the library material through OPAC despite encountering problems. Lack of basic skills among users was found to be the major reason for not utilising full features of OPAC. 38. Leaf Area Index Retrieval Using IRS LISS-III Sensor Data and Validation of the MODIS LAI Product Over Central India.

This paper reports results on the LAI Retrieval and Validation Experiment (LRVE) that was conducted for two agricultural areas in Central India during the winter season of 2001–2002. The study aimed at relating field measurements of leaf area index (LAI) to spaceborne Indian Remote Sensing Satellite (IRS) Linear Imaging Self Scanning Sensor-III (LISS-III) data, preparation of site-level LAI maps, and validation of Moderate Resolution Imaging Spectroradiometer (MODIS) 1-km LAI global fields. Measurements of field-level LAI, aerosol optical thickness and water vapor were carried out on the day of LISS-III overpasses. Empirical models based on the site-specific LAI-vegetation index relation were developed and used to generate 23-m resolution LAI maps for two sites (Indore and Bhopal) covering 30 km × 30 km. These LAI images were degraded to 1-km spatial resolution and used for validation of the version 3 and 4 MODIS LAI products (MOD15A2). The results indicate a positive correlation (r = 0.78) between LAI derived from LISS-III data and MODIS data. However an overestimate by a factor of 1.6 to 2.5 in the version 3 MODIS product is observed with root mean square error (RMSE) ranging from 0.20 to 1.26. The factor of overestimation reduces significantly by 50% and RMSE by 40% when version 4 MODIS LAI was analyzed. The improvement in accuracy was observed to be associated with the change in algorithm path adopted for retrieving version 3 and 4 MODIS LAI. Analysis of the MODIS land cover product that is an input in the MODIS LAI retrieval algorithm indicated errors in assigning land cover classes for the study sites, which could be one of the sources of error in MODIS LAI product. This article proposes an RNN-based POS tagger and compares its performance with some of the existing POS tagging methods. We present novel LSTM-based RNN architecture for POS tagging. The study attempts to determine the usefulness of machine learning and deep learning techniques for tagging part-of-speech of words for the low-resource Hindi language, which is an Indo-Aryan language spoken mostly in India. During the experiments, different deep learning architecture (ANN and RNN) and machine learning methods (HMM, SVM, DT) have been used. A multi-representational treebank and an open-source dataset have been used for the performance analysis of the proposed framework. 43. How to handle bi/tri-lingual Indic texts in a single image? A new dataset of natural scene and born-digital images.

Detection and language identification of multi-lingual texts in natural scene images (NSI) and born-digital images (BDI) are popular research problems in the domain of information retrieval. Several methods addressing these problems have been evaluated over the years upon mostly NSI based standard datasets. However, datasets highlighting bi/tri-lingual Indic texts in a single image are quite a few. Also, datasets housing BDIs with multi-lingual texts are hardly available. To this end, a new dataset called Mixed-lingual Indic Texts in Digital Images (MITDI) having 500 NSIs and 500 BDIs, is introduced where each image contains texts written in at least two of the either English, Bangla and Hindi languages which are quite commonly used in India. Overall, NSI pool contains 360 images with bi-lingual texts and 140 with tri-lingual texts, whereas BDI pool contains 489 images with bi-lingual texts and 11 with tri-lingual texts. To benchmark the performance on MITDI, a deep learning based Connectionist-DenseNet framework is built and evaluated for each data pool NSI, BDI and combined set. The proposed dataset can serve as an important resource for evaluating state-of-the-art methods in this domain. G2C (Government to Citizen) information services under the e-Governance initiatives have become a major area of research across the world as the initiative is meant for enhancing the participation of the general public in governance. Giving focus on North East India, the present study has been carried out to analyse the usability of the services by the citizens. A pilot survey of 54 stakeholders (citizens) who have different backgrounds in Manipur was carried out. The findings of the survey bring to light, facts on the awareness and usability of G2C information service under the e-Governance initiatives in the state. The paper also aims to assess the usability of the services under the initiatives. It was found that most of the citizens surveyed are not familiar with the services and their accessibility to the same is poor. [ABSTRACT FROM AUTHOR]

Abstract: Incorporation of aerosol interaction in cloud microphysics is being the central issue now a day. In the present study, an improved and modified cloud microphysical scheme comprising bulk-formula two-moment mixed-phase cloud scheme has been incorporated with a regional model to study the cloud–aerosol interaction in the mixed-phase cloud system. The paper intends to sensitivity study as to what extent this new microphysical scheme can capture the observed cloud microphysical properties. The observed cloud microphysical hydrometeors are evaluated from MODIS (Moderate Resolution Imaging Spectrometer) and CAIPEEX (Cloud Aerosol Interaction and Precipitation Enhancement EXperiment) data set over the Indian peninsular region. Surface accumulated precipitation is collected from TRMM-3B42 data sets. One active convection (case study 1) and two suppressed convection events (case study 2 and case study 3) during Indian south west monsoon are simulated over three different locations of the Indian peninsular region with the help of a multi nested mesoscale model based on microphysical modification. The cloud microphysical properties such as cloud water path from satellite data retrieval and cloud drop number concentration, cloud droplet radius from CAIPEEX, are reproduced well by the modified microphysical scheme. The rainfall is also reasonably well simulated during active monsoon convection event (6th July, 2009) as well as suppressed monsoon convection events (15th June and 19th August, 2009). Moreover, another sensitivity experiment is done to include natural aerosols, like dust as a representation of heterogeneous ice nucleation. The inclusion of mineral dust effect as ice nuclei provides realistic cloud microphysical properties during present case studies successfully. So it is a worthy investigation of the role of different kinds of aerosols on the microphysics and precipitation processes. [Copyright &y& Elsevier]

Purpose – The purpose of this article is to present the results of a research study conducted to assess the perceptions and opinions of 100 staff working in libraries on the impact of using IT on library housekeeping operations and information services, in eight central university libraries in India. Design/methodology/approach – Data gathering tools used include questionnaire, observation and informal interviews with selected library professionals. Findings – Iinformation technology had a tremendous impact on the efficiency of library operations and the delivery of information services. Use of IT has facilitated networking and resource sharing, eliminated duplication of effort, improved the speed of operations, increased access to information resources and improved the quality of information services. Originality/value – This is a pioneering study on the impact of using IT in the central university libraries in India. The findings of the study would help practising librarians, policy makers, management and the University Grants Commission to promote the use of IT in libraries. [ABSTRACT FROM AUTHOR]

Radio Frequency Identification (RFID) is a technology that enables wireless data capture and transaction processing. It is an automatic identification method which relies on storing and retrieving remote data. RFID is creating an impact on the way identification and tracking of items are done. RFID was initially used in industries to improve the supply chain, but today it finds its applications in manufacturing, warehouse management, medical and health care, animal identification, education, etc. Indian textile houses like Pantaloons, Mudra Garments are in their initial stages of deploying RFID for different functions. The changing global market is influencing the Indian industry to explore this area. Information technology has enabled academic libraries, as in the case of other types of libraries, to move from traditional paper-based environments toward networked-electronic environment. A large number of world-wide information resources are available to libraries now. The Internet is becoming more widely used by academic institutions to support the learning, teaching, and research activities of students and faculty members. The present study demonstrates and elaborates the various aspects of Internet use, such as frequency of Internet use, methods used for accessing Internet resources, the frequently used places for Internet access, purposes for Internet search and use of Internet services, ways to browse the Internet, problems faced and satisfaction level of the students, faculty members and research scholars with the Internet facilities provided at the Bannari Amman Institute of Technology. Responses of users showed that the Internet is being used by students, faculty members, and research scholars to gather a variety of information and gain more extensive knowledge as part of their learning, teaching, and research activities.
