For the forty-fourth time, the Association for Educational Communications and Technology (AECT) is sponsoring the publication of these Proceedings. Papers published in this volume were presented online and onsite during the annual AECT Convention. Volume 1 contains papers dealing primarily with research and development topics. These proceedings contain the papers of the 14th International Conference on Cognition and Exploratory Learning in the Digital Age (CELDA 2017), 18-20 October 2017, which has been organized by the International Association for Development of the Information Society (IADIS) and endorsed by the Japanese Society for Information and Systems in Education (JSISE). The CELDA 2017 Conference received 72 submissions from more than 25 countries. Out of the papers submitted, 27 were accepted as full papers for an acceptance rate of 38%; 23 were accepted as short papers and 2 were accepted as reflection papers. The International Conference on the Changing Academic Profession Project convened in Hiroshima City, Japan, January 24-25, 2014. It was jointly hosted by the Research Institutes of Higher Education at Hiroshima and Kurashiki Sakuyo Universities. The theme of the conference was "The Changing Academic Profession in Asia: The Formation, Work, Academic Productivity, and Internationalization of the Academy." In September 1984, the Chinese government asked the Economic Development Institute of the World Bank to assist the officials of the Chinese Ministry of Education in thinking through some policy options for examinations and standardized testing. Through special funding by the Ministry of Education and Science in 2008, the Research Institute for Higher Education (RIHE) at Hiroshima University has been able to implement a new research project on the reform of higher education in the knowledge-based society of the 21st century. RIHE hosted the third International Workshop on the Higher Education System under the theme of "Diversifying Higher Education Systems in the International and Comparative Perspectives," which was followed by the 38th Annual Study Meeting on the same topic. Online synchronous classes and seminars are increasing in universities along with the outbreak of COVID-19. Since the online classes are not in-person condition, it is difficult for a teacher to monitor the learners. In the field of distance education, the need to support learner's concentration has been identified. More effective methods adapted to online classes in universities should be discussed. In this paper, we focus on the teacher's and learners' attention to the material in online real-time classes. We then propose a system that provides feedback on the differences in learners' gaze in order to improve the followability of learners. The proposed system assumes an online environment using Microsoft Teams PowerPointLive and acquires the "gazing point" at every slide-material and "page change history" of the teacher and learners. The results of using the proposed system suggest that it can improve the learner's followability to the teacher.

Content and language integrated learning (CLIL) and English as a medium of instruction (EMI) are emerging as the preferred contexts of language learning. CLIL and EMI classes continue to proliferate in schools around the globe. The aim of this paper is to investigate the current research trends in studies of motivation to learn within EMI and CLIL settings. We sought to identify the current countries of research, educational levels, and themes that prevail in EMI and CLIL motivation research. We performed a topic search of the keywords "CLIL" or "EMI" and the keyword "motivation" in the "Web of Science" database for Social Sciences Citation Index (SSCI) articles published in 2020. We analyzed 17 articles related to motivation within EMI or CLIL contexts. The results showed that European countries produced the most research, with Spain being the most prolific. A majority of the studies took place at the secondary and tertiary levels of education. Comparative studies of CLIL or EMI contexts with that of traditional classrooms emerged as the prevailing theme. Future research could include more studies regarding the impact of CLIL on students at the primary level of education, in addition to studies of students from varied socio-economic backgrounds. This document contains three papers on conservation which were presented at the 1986 International Federation of Library Associations (IFLA) conference. In "The IFLA Conservation Section and the Core Programme for Preservation (PAC)," David W. G. Clements of the United Kingdom outlines the background of the Core Programme on Preservation and Conservation and summarizes current PAC projects. Appendices include a draft copy of conservation survey methodology, a chart illustrating paper embrittlement from 1850 to 1960 measured by fold test, a model of preservation options, and draft copies of guidelines for the handling of books in general collections and conservation rules for readers. "Preservation/Conservation in Japan" (Akio Yasue, Japan) describes the responses of book publishers and librarians to problems of preservation and conservation. Finally, in "Preservation Problems and the Five-Year Plan," Li Jingren of China discusses preservation problems and activities at the National Library of China, with emphasis on a 5-year preservation plan designed to extend from 1985 to 1989. Four papers on biological and medical sciences libraries were presented at the 1986 International Federation of Library Associations (IFLA) conference. "Activities and Services of Medical Libraries in Japan--Past, Present, and Future" (Kazuo Urata and Toshinobu Suga, Japan) discusses the inauguration of the Japan Medical Library Association (JMLA), the present situation of Japanese medical libraries, bibliographic control of medical literature, international cooperation, and future themes. In "The Status and Development of Biomedical Libraries in China," Daxun He of China traces the history of medical libraries in China, presents statistics on the current state of Chinese medical libraries, and discusses the provision of information services. In "Current Developments in Medical Bibliography in Australia," Sandra Henderson of Australia describes major projects of the National Library of Australia and the Australian Department of Health that have increased the scope and availability of bibliographic resources in that country. Finally, "Union Lists of Serials" (Erika Love, United States), a syllabus prepared for an IFLA Section of Biological and Medical Sciences Libraries workshop, describes the purpose, uses, and benefits of union lists of serials, and provides an introduction to the basics of union list planning and project implementation. Designed to provide an international cross-section of data on science and mathematics education, this document describes the educational systems of countries that developed innovative approaches to science education. The science-centered systems of Japan, People's Republic of China, East Germany, West Germany, and the Soviet Union are featured in this symposia series publication of the American Association for the Advancement of Science. A review is provided of each country's educational objectives, philosophy, practices, curricula, teacher quality, and teacher education programs. Concerns associated with the disciplinary approach to secondary instruction, the polytechnicalization of general education, and the role of education in technological development are addressed. The basic differences between U.S. policies and practices and those of Japan, West Germany, East Germany, China, and the Soviet Union are explained and the lessons derived from this study are discussed. Nine specific recommendations are offered in areas dealing with the school, teacher preparation, and the federal government. (ML)

This study investigates the use of Automatic Speech Recognition (ASR) systems to epitomize second language (L2) listeners' problems in perception of TED talks. ASR-generated transcripts of videos often involve recognition errors, which may indicate difficult segments for L2 listeners. This paper aims to discover the root-causes of the ASR errors and compare them with L2 listeners' transcription mistakes. Our analysis on the ASR errors revealed several categories, such as minimal pairs, homophones, negative cases, and boundary misrecognition, which are assumed to denote the challenging nature of the respective speech segments for L2 listeners. To confirm the usefulness of these categories, we asked L2 learners to watch and transcribe a short segment of TED videos, including the above-mentioned categories of errors. Results revealed that learners' transcription mistakes substantially increase when they transcribe segments of the audio in which ASR made errors. This finding confirmed the potential of using ASR errors as a predictor of L2 learners' difficulties in listening to a particular audio. Furthermore, this study provided us with valuable data to enrich the Partial and Synchronized Caption (PSC) system we proposed earlier to facilitate and promote L2 listening skills. A U.S. art educator, Arthur Wesley Dow, synthesized Japanese and U.S. culture in his philosophy of art education. This paper portrays the process of cross-cultural interpretation as a way for an individual to make sense of his or her world in relation to those of others. The paper seeks to explain Dow's legacy in terms of the Oriental cultural tradition of art, noting that it is because his ideas were derived from his views regarding the nature of art rather than from a particular conception of children's artistic development that a multicultural heritage of art education is exemplified in Dow's interest in Oriental art. The paper discusses Dow's contribution to U.S. art education and considers interpretations of his transformation of Oriental art, speculating on spirituality and Hsieh Ho's first canon, ch'i, and notan. This paper examines both the emerging consensus among Pacific Rim countries, especially East and Southeast Asian countries, as to current and future directions of special education and the many differences among these countries in economics, cultural perspectives on disability, concepts of education, and administrative structures. The paper provides demographic data and a description of the status of special education for each of the following countries: Japan, New Zealand, Republic of Korea (South Korea), Malaysia, Thailand, Indonesia, China, and Vietnam. Data are provided on population, percent of the population under 15 years old, number of students, per capita income, rate of special education placement, types of special education programs, educational policy, and future plans for special education provisions. Another section summarizes recommendations from recent international conferences and seminars including the World Conference on Education for All (1990); seminars held under the auspices of the Asia Pacific Programme of Educational Innovation for Development; and the United Nations Educational, Scientific, and Cultural Organization (UNESCO) Regional Seminar on Policy, Planning and Organization of Education for Children and Young People with Special Needs (1993). Recommendations from the UNESCO seminar are listed. A concluding section notes the gap between educational policies committed to inclusion and actual practices in schools and classrooms.
