Relying on complex interdependence as a theoretical approach, this paper investigates the hypothetical damage that the U.S. withdrawal from the Paris Agreement could represent for Africa in terms of climate finance. In June 2017, President Donald Trump publicly declared the U.S. intention to withdraw from further participating in the multilateral Paris Agreement. To keen followers and analysts of the U.S. climate policy beyond its borders, such unilateral action was never a surprise. Rather, it is nostalgic of the experience of the Kyoto Protocol, particularly how more or less similar move unduly prolonged the global climate negotiations up till late 2015 when the Paris Agreement came about. Although the Paris Agreement is remarkable as it represents the first states-wide climate deal, it however left a number of issues unresolved. Notable among which is climate finance which has remained the most contentious and of critical concern to developing countries, particularly in Africa. Pitted against the fact that Africa contributes less to climate change and, ironically, the hardest-hit by the phenomenon, the U.S. withdrawal from the Paris Agreement aggravates concerns around climate finance and, indeed, portends additional burdens for a continent that is still struggling to cope with the untoward fallout of climate change. Since 1990 carbon dioxide emissions in Africa have increased by about 50%. The total carbon dioxide emissions of the entire African continent are not, however, anywhere near those of countries such as India or China. Yet certain African countries have per capita emissions comparable to some European countries. What is the outlook for Africa? How should African countries respond as it becomes increasingly likely that climate change is occurring? Increased industrial growth and more foreign investment in Africa, especially in countries that are politically and economically stable, have led to huge commercial developments such as the In Salah gas project in Algeria, which releases more than a million tons of carbon dioxide annually; and synthetic fuel plants and power stations in South Africa that generate more than 350 million tons per year. In this perspective should some African countries be required to limit greenhouse gas emissions or should they be immune to 'environmental taxation'? Abstract: The inclusion of CO2 capture and storage (CCS) in the Kyoto Protocol''s Clean Development Mechanism (CDM) is still subject to controversy and discussion. A myriad of barriers prevents CCS in the CDM. Apart from political barriers, economic, social and procedural barriers play a role. This paper discusses relevant new results on the human capacity, procedural feasibility and economic potential of CCS in the CDM. The conclusions of a capacity building effort in Africa show that awareness and knowledge are low but that capacity building efforts are well received. A reality check on methodologies for hypothetical CCS projects shows that most of the issues can be resolved, and the CDM institutional arrangements can accommodate CCS. A bottom-up estimate of the potential of natural gas processing CCS in the CDM, based on a previously proprietary database from the oil and gas industry, suggests that there is an annual potential of about 174MtCO2 in 2020 in that sector. Most of that potential can be realized at CER prices between $20 and $30/tCO2 but there is no sign of flooding the CDM market with cheap credits from CCS projects. Despite these results and more open information, the CCS and CDM debate, progress in the negotiations on CCS in the CDM is slow and there is no clear view on a solution. [Copyright &y& Elsevier]

African governments face increasing pressure from major export destinations, primarily former colonial and slave-owning countries, to be climate change compliant. This will certainly be on display at the upcoming December 2009 United Nations Climate Change Conference in Copenhagen, which will seek to strengthen climate change rules agreed on in Kyoto, Japan, in 1997, and adopt new protocols on global climate change regulation. Climate change is a double-edged sword: on one side it is hitting Africa's agricultural sector with increased droughts, floods, extreme frost and wildfires; and on the other, African governments are being forced to respond to stringent regulatory regimes imposed by international export destinations. Currently, the per capita greenhouse gas emissions from the highly industrialised nations - the North - is estimated to be four times that of Africa and the rest of the developing world. Twin research questions were investigated in this article: (1) to what extent does climate change impact on African trade and development, and (2) how can African governments stay on a path of sustained trade and development in this era of climate change? The article argues that Africa's survival in these times of climate change compliance rests on a shift to greater intra-African trade, as individual nations move towards cleaner and more organic technologies to become full-fledged partners in the international climate change regulatory regime. Why does the Kyoto mechanism fail again? Is oil more than energy? Is this a construct that architectures the world currently known to and permitted for us? "No one governs innocently" - de Beauvoir noted in her 1947's The Ethics of Ambiguity… I open my piece by reflecting upon the recent revolts that have swept through the Middle East and North Africa. He fears little democratic headway will be made in the region in the face of the much larger geopolitical imperative to maintain the "hydrocarbon status quo" and to it related confrontational nostalgia. For their own very specific reasons, which author delineates herein, each of the world's major military and economic powers has little motivation to alter its present energy mix by embracing technological, political and socio-economic alternatives to fossil-fuels. The one possible exception is Japan, a country with scant indigenous hydrocarbon resources and a growing number of energy-related problems. This fact, for me, indicates Asia and its Far East as a probable zone of the new/Green-tech excellence in the decade to come. [ABSTRACT FROM AUTHOR]
