Abstract

The president of the United States issues a variety of directives to communicate to his staff and to the nation. One such directive is commonly referred to as a national security directive. National security directives have been used, in some form, by every president since Truman. Frequently classified national security directives can have wide-ranging impact on foreign and domestic policy and provide insight into the strategies of an administration. The use of national security directives and their availability is the subject of this article. The first part of the article provides a history of national security directives, by president. Abstract

This article focuses on the failure of the U.S. government to safeguard the information about its nuclear project at the Los Alamo National Laboratory in 2000. Reports from inside the Department of Energy (DOE) indicate that management has interfered in security self-assessments at the agency's facilities and has permitted sales of computer systems that contain classified information to China. The first indications that the Chinese had penetrated into DOE nuclear-weapons laboratories came in 1995. The U.S. administration's response to the success of Chinese infiltration was to undermine the credibility of the counterintelligence warnings of Chinese espionage.
