Paper was one of the greatest inventions in ancient China, and it greatly promoted the rapid development of human civilization. Even in today's electronic information age, paper and paper‐derived products are still indispensable to people's daily work and life. However, the traditional paper based on cellulose fibers from plants has some problems. For instance: (1) papermaking consumes a large amount of precious natural resources such as trees; (2) the papermaking industry causes environmental pollution; (3) the traditional paper consisting of organic cellulose fibers is highly flammable and easy to burn; (4) the traditional paper based on cellulose fibers turns to yellow color with time; (5) the lifetime of the traditional paper is relatively short because of the degradation of cellulose fibers. More efforts are needed to investigate and solve these problems facing the traditional paper. In recent years, a new kind of multifunctional fire‐resistant paper based on ultralong hydroxyapatite nanowires has been developed and investigated for various applications, and many research findings have been documented in the literature. This review article provides a comprehensive summary and discussion on recent research advances for this new kind of multifunctional fire‐resistant paper based on ultralong hydroxyapatite nanowires, including the synthesis, properties, applications, and future perspectives. - Abstract
These proceedings contain the papers of the 14th International Conference on Cognition and Exploratory Learning in the Digital Age (CELDA 2017), 18-20 October 2017, which has been organized by the International Association for Development of the Information Society (IADIS) and endorsed by the Japanese Society for Information and Systems in Education (JSISE). The CELDA 2017 Conference received 72 submissions from more than 25 countries. Out of the papers submitted, 27 were accepted as full papers for an acceptance rate of 38%; 23 were accepted as short papers and 2 were accepted as reflection papers. These proceedings contain the papers of the IADIS International Conference on Cognition and Exploratory Learning in the Digital Age (CELDA 2013), October 22-24, 2013, which has been organized by the International Association for Development of the Information Society (IADIS), co-organized by The University of North Texas (UNT), sponsored by the Association for Educational Communication and Technologies (AECT), and endorsed by the Japanese Society for Information and Systems in Education (JSISE). The CELDA 2013 conference aims to address the main issues concerned with evolving learning processes and supporting pedagogies and applications in the digital age. There have been advances in both cognitive psychology and computing that have affected the educational arena. The convergence of these two disciplines is increasing at a fast pace and affecting academia and professional practice in many ways. Paradigms such as just-in-time learning, constructivism, student-centered learning, and collaborative approaches have emerged and are being supported by technological advancements such as simulations, virtual reality, and multi-agents systems. These developments have created both opportunities and areas of serious concerns. This conference aims to cover both technological as well as pedagogical issues related to these developments. However, innovative contributions that do not easily fit into these areas are also included as long as they are directly related to the overall theme of the conference--cognition and exploratory learning in the digital age. The conference included the Keynote Lecture: "Ubiquitous Learning Analytics for Adaptive and Authentic Instruction," by Professor Kinshuk, Associate Dean of Faculty of Science and Technology, NSERC/iCORE/Xerox/Markin Industrial Research Chair--School of Computing and Information Systems, Athabasca University, Canada. 10. Implementing Action Competence Teaching Model as a Framework for Achieving Sustainable Development Goals: Insights from Students

- Abstract
Purpose: This paper aims to explore the potential of implementing an action competence teaching model as a framework for achieving sustainable development goals (SDGs) in higher education. The paper seeks to draw insights from the students on the potential of this teaching model. Design/methodology/approach: The study adopted a quantitative research design in exploring the potential of an action competence teaching model. This study used self-report measures to obtain insights into the objective of the study. Findings: The action competence teaching model was seen as useful in equipping students with knowledge about a problem, confidence and willingness to act. However, some issues like the design of the projects, teamwork and instructional practices were identified and discussed. Originality/value: To the best of the authors' knowledge, this study is the first to implement an action competence teaching model to help draw insights from students on its potential. This paper documents certain aspects of action competence that require attention before being implemented in higher education. This information so far lacking in scientific literature contributes to ongoing discussions on SDGs while unveiling strengths and weaknesses to be considered.

11. Research on the Predictive Model Based on the Depth of Problem-Solving Discussion in MOOC Forum

- Abstract
A discussion forum is an indispensable part of a massive open online course (MOOC) environment as it enables knowledge construction through learner-to-learner interaction such as discussion of solutions to assigned problems among learners. In this paper, a machine prediction model is built based on the data from the MOOC forum and the depth of discussion of solutions to assigned problems on the topic among students was analyzed. The data for this study was obtained from Modern educational technology course through Selenium with Python. The course has been offered to a total of 11,184 students from China seven times since February, 2016. The proposed model includes the formula of the depth of problem-solving discussion in MOOC forum and its prediction probability. The efficiency of the prediction model and the most important factor of the depth of problem-solving discussion in MOOC are explained in the paper. Based on the results, useful suggestions for effective teaching in MOOC forums are provided in the article.

12. A Subtraction Game to Scaffold Primary Students' Word Problem Solving Skills

- Abstract
Solving arithmetic word problems has been a challenge for primary students due to difficulties in understanding the problem structure and relating the quantities in the problem to each other. This paper reports on an action research study to enhance students' subtraction word problem-solving skills. The authors observed that their students had difficulties in representing the situations in word problems and solving the problems correctly. They designed, implemented, and analyzed an intervention to scaffold their students' subtraction word problem-solving skills. As part of the intervention, a digital subtraction game was developed and used with second and third-grade students. The game involves three different representations: a discrete visual model, a bar model, and a number sentence. The students played the game and solved additional problems to strengthen their skills for representing and solving subtraction word problems. Twenty-four 2nd grade students in China and two 3rd grade students in Turkey participated in the study. Data sources included a pre-test, a post-test, student worksheets, and teachers' filed notes. Data analysis showed an increase in students' subtraction word problem-solving performance. They also effectively used a variety of representations to represent problem situations. The design and implementation processes of the intervention are discussed in the paper. We share suggestions for future implementation.

This paper reports on an investigation of the student interaction and group development of a four-student group during collaborative mathematics problem solving. Video and written transcript of the group interaction were analysed. The group problem solving has been described by the flow of negotiative events in terms of topics discussed within the group. Positioning theory framed four interaction positions which described student interaction. A mutual relationship between the two has been identified in this case. Implications for collaborative problem solving are discussed.

17. Collaborative Enquiry through the Tabletop for Second/Foreign Language Learners

Interactional communicative competence and higher-order thinking have been well documented as two of the biggest challenges for second/foreign language learners (EFL learners). This paper evaluates the use of digital tabletops as tools for problem-solving tasks in groups. The evaluation is based on a preliminary study of an application of the use of Digital Mysteries task with EFL learners in a Higher Education institution. It focuses more specifically on the extent to which collaborative learning platforms provided by interactive tabletops can promote and support the application of both thinking and linguistic skills for EFL learners. Based on an interdisciplinary perspective which draws from instructed second language learning and human-computer interaction fields, the evaluation considers moment-to-moment multimodal interaction of three groups of Chinese English language learners with and around the completion of the Digital Mysteries task. It seeks to identify what specific affordances in the design might benefit EFL learners in terms of thinking skills, interactional competence and linguistic performance, and by the same token, what might not. This paper concludes with a number of suggestions about how technologies designed for collaborative enquiry might be repurposed for higher-order thinking and language learning. Particle swarm optimization algorithms (PSOA) is a metaheuristic algorithm used to optimize computational problems using candidate solutions or particles based on selected quality measures. Despite the extensive research published, studies that critically examine its recent scientific developments and research impact are lacking. Therefore, the publication trends and research landscape on PSOA research were examined. The Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) and bibliometric analysis techniques were applied to identify and analyze the published documents indexed in Scopus from 2001 to 2021. The published documents on PSOA increased from 8 to 1,717 (21,362.50%) due to the growing applications of PSOA in solving computational problems. "Conference papers" is the most common document type, whereas the most prolific researcher on PSOA is Andries P. Engelbrecht (South Africa). The most active affiliation (Ministry of Education) and funding organization (National Natural Science Foundation) are based in China. The research landscape on PSOA revealed high levels of publications, citations, and collaborations among the top authors, institutions, and countries worldwide. Keywords co-occurrence analysis revealed that "particle swarm optimization (PSO)" occurred more frequently than others. The findings of the study could provide researchers and policymakers with insights into the prospects and challenges of PSOA research relative to similar algorithms in the literature. 19. Isolated or Aligned? The Cooperative English Class for Fair Education in Inclusive Teaching Framework

Teaching fairness is very important for inclusive teaching, which requires teachers' creation of a fair classroom atmosphere and helps students construct their own meaning while learning. In the inclusive teaching framework, the present study descriptively explores the cooperative English class for fair education, especially providing impartial learning opportunities the students with anxiety disorders. The findings of the paper are as follows: teachers should realize the significance and importance of fair education and provide every child with the opportunity to return to problems solving and participate in classroom activities, the classroom atmosphere is the essential factor influencing the direction and validity of teaching processes and the implementation of inclusive education, and the teaching pedagogy should also be considered in the inclusive classroom. In general, it is well suited to inclusive teaching and evaluation although critical pedagogy has some drawbacks to use. The present study is expected to provide a reference for the improvement of fair education in classroom-based English teaching.

END 2017 received 581 submissions, from 55 different countries, reviewed by a double-blind process. Submissions were prepared to take form of Oral Presentations, Posters, Virtual Presentations and Workshops. The conference accepted for presentation 176 submissions (30% acceptance rate). The conference also includes a keynote presentation from an internationally distinguished researcher, Professor Lizbeth Goodman, Chair of Creative Technology Innovation and Professor of Inclusive Design for Learning at University College Dublin; Founder/Director of SMARTlab, Director of the Inclusive Design Research Centre of Ireland, Founder of The MAGIC Multimedia and Games Innovation Centre, Ireland, to whom we express our most gratitude. The 10th International Conference on Educational Data Mining (EDM 2017) is held under the auspices of the International Educational Data Mining Society at the Optics Velley Kingdom Plaza Hotel, Wuhan, Hubei Province, in China. This years conference features two invited talks by: Dr. Jie Tang, Associate Professor with the Department of Computer Science and Technology at Tsinghua University; and Dr. Ron Cole, President of Boulder Learning Inc. The main conference invited contributions to the Research Track and Industry Track. 122 submissions were received (71 full, 47 short, 4 industry). 18 full papers papers were accepted (25% acceptance rate) and 32 short papers for oral presentation (42% acceptance rate) and an additional 39 for poster presentations, 3 demonstrations. The industry track includes all 4 submitted industry papers and 1 paper initially submitted as a full paper. The EDM conference provides opportunities for young researchers, and particularly Ph.D. students, to present their research ideas and receive feedback from the peers and more senior researchers. This year, the Doctoral Consortium features 6 such presentations. 24. The Reception and Use of John Dewey's Educational Ideas by Hu Shi in the Early Republic of China

- Abstract
Purpose: Some studies have claimed that Chinese thinker Hu Shi (or Hu Shih) received and responded to John Dewey's educational ideas only at a theoretical level and did little for education at a practical level. This paper reexamines Hu's reception of Dewey's ideas with a focus on how he used those ideas to solve China's educational and social problems during the late 1910s and 1920s. Design/methodology/approach: This paper draws upon what Schriewer (2012) has called "theories of reception." Rather than focusing on the international dissemination of ideas and knowledge, this approach emphasizes the reception of foreign ideas from the perspective and needs of the receiver, interpreter and/or reader who apprehends such ideas within a particular socio-cultural context. Findings: This paper finds that Hu not only received -- and examined -- Dewey's educational ideas in a systematic way, but also used them pragmatically to reform China's systems of education as part of the New Culture Movement after 1919. Originality/value: This research offers a new understanding of Hu's reception of Dewey's educational ideas. It shows that Hu was not merely a "thinker" in the field of education but also a "doer" who sought to apply Dewey's ideas in practice. This new view allows us to reevaluate Hu's role in the modernization of Chinese education.

25. A Cross-Cultural Study: Four- and Five-Year-Old Children's Cooperative Problem Solving during Play in Classroom Contexts

- Abstract
Cognitive development and sociocultural theories support the role of play and peer cooperative problem solving (CPS) in children's learning and development; nevertheless, we still lack cross-cultural studies that investigate children's CPS during play in natural classroom contexts in early childhood. A nine-month field work including ethnographic informed focal-child observations and video-stimulated teacher interviews was conducted. Preliminary findings showed a) patterns of children's CPS during play between two cultural contexts, and b) teachers' beliefs and decision-making for supporting children's CPS during play. This study not only i) develops an innovative methodological tool to study young children's CPS in natural contexts, cross-culturally, but also ii) informs teacher educators' culturally sensitive teaching and curricula development for the improvement of children's learning.

This paper describes a model of mathematics bianshi teaching using one problem with several solutions, changes, and applications in an inquiry-based classroom. Based on the model of mathematics bianshi teaching, the author discusses a class-room experience where one Chinese mathematics teacher takes a simple plane geometry problem to guide students to generate different solutions and pose several bianshi problems. Students then apply the conclusions obtained to solve new problems, and develop their own creativity.

27. College Education: Problem-Solving Creativity in an Interactive Learning Environment

- Abstract
The purpose of this research is to study the effectiveness of using the specialized interactive environment Revit Architecture for creativity development. The study methodology relies on an empirical approach, including a sample of students from three Chinese colleges (n = 319) divided into two groups based on learning approach. Accordingly, the first group consisted of students who practiced their design skills under the conventional program (Group A) and the second group included students who additionally used Revit Architecture for their practice (Group B). The Torrance Tests of Creative Thinking (TTCT) facilitated the identification of the creative thinking development level among participants. The present paper also seeks to determine if there is a connection between creative thinking and design training program effectiveness in architecture education (null hypothesis). According to the final assessment results, Group B performed better than Group A; the difference in the average performance score was 10.9% between the two groups. As a result, it proves that interactive learning environments have a positive impact on the level of creativity skills development. Consequently, this study proves that using interactive learning environments in architectural design education contributes to better learning outcomes.

28. A Cultural-Historical Study of How a Conceptual Playworld Creates Conditions for Personally Meaningful Mathematics in the Chinese Kindergarten Context

- Abstract
Previous studies have emphasised that play can promote children's learning of mathematics. However, little research has been directed towards understanding how collective imaginary play motivates children's mathematical learning. Informed by the cultural-historical conception of play and motives, this paper examines how Conceptual PlayWorld (CPW) creates conditions for Chinese children's meaningful mathematical learning using the concept of repeating patterns as an example. Video observations of teachers interacting with children (4-5 years) during the CPW implementation (8.54 h), as well as children's interviews (5.75 h), were gathered and analysed. Following the focus child Zeng's motives and intentions but all children's experiences in the CPW, the findings show CPW appears to create mathematical conditions that promote thinking, imagining and play. Zeng's motives for mathematical learning are stimulated by his play motives which are amplified through his active participation and problem-solving in a CPW, and this creates conditions for his personally meaningful learning of mathematics in the Chinese kindergarten context.

30. An Analysis of Mathematical Problem-Posing Tasks in Chinese and US Reform Textbooks

This study analyzed the problem-posing tasks in Chinese and U.S. elementary mathematics textbooks. Significant differences were found between the Chinese and U.S. textbooks in the presentation of problem posing activities. By analyzing problem posing in textbooks, we gain insight into how reform ideas are reflected in the mathematics curriculum. With respect to problem posing itself, it would appear that the curriculum reform has moved problem-posing tasks into greater prominence, but great effort is needed to make problem posing a reality in both curriculum and instruction. In fact, our analysis shows that even in these reform textbooks, the proportion of problem posing tasks is very small. [For the complete proceedings, see ED597799.]

31. Engineering Students' Epistemological Thinking in the Context of Project-Based Learning

- Abstract
Contribution: This paper qualitative research delineates the thinking and behavioral patterns that reflect students' advanced level of epistemological thinking in project-based learning (PBL) activities and the associated impact factors. Background: PBL has been widely adopted in engineering education for its effectiveness in improving students' problem-solving abilities, collaboration skills, and academic achievement. The four stages of Perry's theory--Dualism, Multiplicity, Relativism, and Commitment (within Relativism)--depict students' epistemological development from dualistic to contextual relativistic thinking. Prior research suggested that participation in PBL could benefit students' development to relativistic thinking--the most revolutionary change in Perry's model. Nevertheless, how epistemological thinking was exhibited in the context of PBL, and the relationship between students' epistemological thinking and PBL learning activities both remain unclear. Research Questions: 1) What are demonstrations of students' relativistic thinking in PBL activities? and 2) What are the factors in regard to students' relativistic thinking in PBL activities? Methodology: Built upon quantitative results obtained using a modified Zhang's cognitive development inventory (ZCDI) developed in the context of Perry's theory, this paper explored demonstrations of students' relativistic thinking in PBL in a qualitative manner, and analyzed the associated factors based upon one-on-one interviews with 17 engineering students. Findings: In PBL activities, students' epistemological thinking is reflected in their solving problems within constraints, conducting feasibility analyses, exhibiting commercial awareness, having their thinking broadened, and more. Their epistemological thinking can be impacted by factors, such as guidance from professors, collaborations with peers, communications with other stakeholders, and complexity level of projects.

32. Education and Competencies within Belt and Road Countries

- Abstract
Purpose: The purpose of this paper is to examine the relationships between education and competencies from a comparative view, while controlling for background characteristics (e.g. parental education), home features (e.g. income) and country fixed effect. Design/methodology/approach: This paper utilises an international data sets of 12 Belt and Road (B&R) countries participating in the PIAAC survey. Data are examined using regression models with "REPSET" Stata code. The focus on B&R countries is interesting as this recent economic and strategic development alliance might transform the contemporary global balance of power. Therefore, examining its educational development is important. Findings: Findings reveal the higher the level of education, the higher the competency level in numeracy and literacy. Age was found to be negatively related to competencies, and gender was found to be dually significant. Among the examined B&R countries, Slovenia, Russia and Israel contribute the most to the numeracy, literacy and problem solving competencies (respectively) compared with other countries. The findings might contribute to the design of education for development policies aimed at increasing the level of state competitiveness while accounting for social cohesiveness. Originality/value: The paper provides a comparative study into educational development of the B&R alliance, and therefore offers an insight of the developmental cooperation as it emerges. The focus on the B&R initiative is important as it is a strategic development alliance which might transform the contemporary global balance of power. Therefore, the examination of the above-mentioned relationships with the focus on B&R countries might advance the strategic design of this cooperation.

While it is recognized that Chinese firms hire local people, the focus of the debate is more on the position and opportunities for training and advancement. In attempting to answer these questions, this paper first lays out the current magnitude of demand for skills in Africa and the priorities for education and skills transfer that can successfully address Africa's skills shortage. Significantly, this will enable researchers and non-researchers to understand the diversity of Chinese firms' skills transfer patterns and the reasons behind these patterns. In order to present a comprehensive and precise picture as well as understand the context for China and Africa education and skills transfer development, the paper draws from various data collected from diverse sources, including government statistics, firm reports, second-hand academic literature, local and international news media, official government reports, and research studies. The paper suggests that the assessment of skills transfer pattern should not only consider employees' and employers' direct interests, but also in the short run, skills transfer should focus on offering short, practical courses to secondary and higher education graduates involving primarily on-the-job training. In the long run, there is a need to change the way employees and students are trained, including curriculum reforms that favor science, technology, engineering, and mathematics. Emphasis should also be placed on critical thinking, problem-solving, discovery, and experiential training.

34. A Comparison of Meaning Negotiation during Collaborative Problem Solving in Mathematics between Students in China and Australia

In this paper, we report on the cross-cultural comparative analysis that was undertaken as part of the Social Unit of Learning project investigating student collaborative problem solving in China and Australia. The video-based research examined the 'negotiative foci' of dyadic student interaction during collaborative problem solving within the mathematics classroom setting. In the analysis we take "negotiative focus" as the central construct and compare the student interactions in terms of their focus on either facts and procedures, didactical norms, or social/interpersonal considerations. We report on the analysis based on an open-ended pair task (Household task) that was completed by year 7 students (mostly 12- to 13-year olds) in China and Australia. In the study we analysed the video and written responses of 20 student pairs from three year 7 classes in China (40 students in total) and 25 student pairs from two year 7 classes in Australia (50 students in total). The findings from this comparative study provide empirical evidence regarding how the participating students in each country interpreted and negotiated meaning as they tackled the open-ended task collaboratively.

Collaborative lesson preparation is a common practice for Chinese teachers who work together to solve their teaching difficulties and problems. Based on the theoretical framework of community of practice (CoP), this paper describes how a teaching group in a university (entitled G University) in China was engaged in its lesson-preparation community and how the collaboration in lesson preparation impacted teachers' professional development. Based on the findings of the study some lessons have been drawn about how to establish a successful CoP to promote Chinese teachers' professional development.

The paper also attaches importance to the combination of high school physics and conducting teaching reform in college physical courses providing an effective way to solve the above question. This paper discusses the necessity of teaching reform in college physics teaching and the use of material and methods based on consideration of joining senior high school physics, attempting to find a breaking through the traditional single direction teaching mode, which can cultivate talents to analyze and solve problems with innovative quality.

37. Can Mathematical Modelling Work as a Creativity-Demanding Activity? An Empirical Study in China

Creativity has been identified as a key characteristic that allows students to adapt smoothly to rapid societal and economic changes in the real world. However, Chinese students appear to perform less well in mathematical problem-solving and problem-posing abilities, which are strongly connected to mathematical creativity. Mathematical modelling has recently been introduced as one of the six core competencies in the Chinese mathematical curriculum and is built on students' ability to solve real-world problems using mathematical means. As mathematical modelling is characterised by openness regarding the understanding of complex real-world problems and the complex relationship between the real world and mathematics, for the strengthening of creativity, mathematical modelling activities seem to be adequate to accomplish this purpose. In this paper, we describe a study with 71 upper secondary school students, 50 pre-service mathematics teachers, and 66 in-service mathematics teachers, based on an extended didactical framework regarding mathematical modelling as a creativity-demanding activity. The results of the study indicate a significant correlation between modelling competencies and creativity aspects. Especially significant correlations between the adequacy of the modelling approaches and the two creativity aspects of usefulness and fluency could be identified, as well as a significant negative correlation between usefulness and originality. The results of the correlational analysis of relationships among the four criteria were not always consistent in the three participant groups. Overall, the results have implications for the promotion of creativity for various expertise groups and demonstrate the dependency of the modelling activities on the mathematical knowledge of the participants and the mathematical topic with which they are dealing.

38. Creativity in Students' Modelling Competencies: Conceptualisation and Measurement

Modelling competencies are currently included in numerous curricula worldwide and are generally accepted as a complex, process-oriented construct. Therefore, effective measurement should include multiple dimensions, like the sub-competencies required throughout the modelling process. Departing from the characteristics of modelling problems as open and often underdetermined real-world problems, we propose to enrich the current conceptualisation of mathematical modelling competencies by including creativity, which plays an important role in numerous phases of the mathematical modelling process but has scarcely been considered in modelling discourse. In the study described in this paper, a new instrument for the evaluation of this enriched construct has been developed and implemented. The modelling competencies incorporating creativity of the students were evaluated based on the adequacy of the models and the modelling processes proposed, and the appropriateness and completeness of the approaches were evaluated in detail. Adapting measurement approaches for creativity that have been developed in the problem-solving discourse, certain criteria of creativity were selected to evaluate the creativity of the students' approaches in tackling modelling problems--namely, usefulness, fluency, and originality. The empirical study was conducted among 107 Chinese students at the upper secondary school level, who attended a modelling camp and independently solved three complex modelling problems. The results reveal significant correlations between fluency and originality in students' performances across all tasks; however, the relationships between usefulness and the other two creativity aspects were not consistent. Overall, the results of the study support the importance of the inclusion of creativity in the construct of modelling competencies.

39. The Importance of Multiple Representations of Mathematical Problems: Evidence from Chinese Preservice Elementary Teachers' Analysis of a Learning Goal

This article describes a study of how Chinese preservice teachers unpacked a learning goal pertaining to adding fractions and understanding the concepts underlying the operation. Based on work in the USA by Morris, Hiebert, and Spizter ("Journal for Research in Mathematics Education," 40(5), 491-529, 2009), 50 Chinese preservice teachers completed a task, "anticipating an ideal student response," in the context of four representations: (1) fraction pieces, (2) graph paper, (3) common denominator algorithm, and (4) pennies. Like the US-based study, this study shows that Chinese preservice teachers' ability to unpack a learning goal was highly influenced by how the problem was represented. The pennies and graph paper problems provided more supportive contexts for unpacking the learning goal; the algorithm problem provided the least supportive context. The main difference between the preservice teachers from these two countries was the US preservice teachers chose the pennies and graph paper problems as having the most potential for revealing students' understanding of the learning goal; while the Chinese preservice teachers chose the algorithm problem despite the problem's unsupportive context. Chinese preservice teachers' preference suggests that they privileged algorithmic/symbolic representations over pictorial/concrete representations. Based on our results, we argue that it is time for cross-cultural comparative research to refocus on the common barriers, challenges, and benefits as related to mathematics teacher preparation and professional development. A cooperative instead of competitive orientation will lead to richer and deeper dialogues among mathematics educators.

40. An Analysis of Problem-Posing Tasks in Chinese and US Elementary Mathematics Textbooks

- Abstract
This paper reports on 2 studies that examine how mathematical problem posing is integrated in Chinese and US elementary mathematics textbooks. Study 1 involved a historical analysis of the problem-posing (PP) tasks in 3 editions of the most widely used elementary mathematics textbook series published by People's Education Press in China over 3 decades. Study 2 compared the PP tasks in Chinese and US elementary mathematics textbooks. This allows for the examination of PP tasks from an international comparative perspective, which provides one point of view about the kinds of learning opportunities that are available to students in China and the USA. We found evidence that the inclusion of PP tasks in the Chinese textbook series reflected, to some degree, changes in the curricular frameworks in China. However, the distribution of PP tasks across grade levels and content areas, as well as the variety of types of PP tasks included, suggest a need for greater intentionality in the design and placement of PP tasks in both the Chinese and US textbook series. Findings from the 2 studies reported in this paper not only contribute to our understanding about the inclusion of PP tasks in curriculum both historically and internationally, but also suggest a great need to systematically integrate PP activities into curriculum and instruction. The fact that both Chinese and US curriculum standards have heavily emphasized PP in school mathematics, despite there being only a small proportion of PP activities in both Chinese and US elementary mathematics curricula, suggests the existence of challenges that are delaying the implementation of reform ideas such as problem posing in school mathematics.

41. Similarities and Differences in Social and Emotional Profiles among Students in Canada, USA, China, and Singapore: PISA 2015

Although previous research showed that discrete social-emotional skills such as empathy, motivation, and social relationships in school significantly predict achievement, students tend to use various social-emotional skills in combination. As such previous investigations cannot comment on how different combinations or profiles of students' social-emotional skills predict achievement relative to discrete skills. Likewise, little is known about cross-national comparisons of social-emotional skill profiles (SESP), and the extent to which SESP differ on their academic achievement. The purposes of this study were three-folded: 1) to determine whether a four-factor social-emotional skills model could be used for cross-national comparisons; 2) to identify social-emotional profiles in 15-year-old students from four different countries -- Canada, the United States, China, and Singapore; and 3) to evaluate how different profiles predict students' reading, maths, and collaborative problem-solving (CPS) test scores. Our results showed multigroup measurement invariant in the structure, loadings, and thresholds of the four-factor social-emotional skills model. We identified three profiles labelled Sociable, Reserved and Withdrawn in Canada, Singapore, and the United States; whereas, we found three profiles labelled Solitary, Team-oriented, and Reserved in students in China. Finally, the way each profile associated with reading, maths and CPS in each country appeared to align with the cultural expectations of learning.

42. Experimental Governance in China's Higher Education: Stakeholder's Interpretations, Interactions and Strategic Actions

- Abstract
The state-university's interaction and relationship has long been a key focus of scholarly discussion. A distinct strategy in China's higher education is policy experimentation (PE), which allows indigenous policy innovations to be generated at local institutions and incorporated into national policymaking. The PE approach allows power negotiation among various stakeholders in creating a strategy space for reform. Through case studies, the paper examines those complicated processes enabled and shaped by stakeholders' perceptions, behaviours and strategic actions. It proposes three types of rationales for using PE as mission-driven, problem-driven and administration-driven. The university uses 'bargaining and persuasion' and 'formation of advocacy coalition' in negotiating with the state whereas the state communicates with the university through 'documentary politics' and 'open method of coordination'. Thus, PE can be regarded as a new way of HE governance in effectively mediating the state authority and university power in building consensus for China's HE development.

43. A Course-Based and Formal Structured Mentoring Programme with Chinese University Students

- Abstract
This paper reports the design, delivery, and evaluation of a mentoring programme which aimed to promote critical thinking and problem-solving skills in Chinese university students. Several new elements in this mentoring programme distinguish it from many previous such programmes within the context of higher education. These new elements include anchoring on a course which allowed junior year students to mentor senior year students, an equal emphasis on learning by both mentors and mentees, and the specific objectives promoting transferrable generic skills rather than discipline-specific knowledge. Evidence from quantitative and qualitative data analyses suggests that a mentoring programme of this kind can be implemented successfully with Chinese learners, provided that it is well structured. Our experience sheds new light on how this type of programme can be designed and implemented non-traditionally in higher education and will have a broader appeal to educators in higher education teaching learners with passive learning styles.

In this paper we discuss students' opportunities to learn to pose mathematical problems, based on a historical analysis of problem posing in the area of number and algebra in six series of Chinese primary school mathematics textbooks published since the 1950s. We examine changes in the proportion and distribution of the problem-posing tasks, and in the presentation of the problem-posing tasks. Our results show a decreasing number of problem-posing tasks as grade level increases, even though problem posing has become more important in mathematics education in China during the last 70 years. This study also provides a variety of examples of problem-posing tasks which could serve as a reference for teachers in other countries in designing and employing problem-posing tasks in the classroom.

46. Can Students Identify the Relevant Information to Solve a Problem?

- Abstract
Solving non-routine problems is one of the most important skills for the 21st century. Traditional paper-pencil tests cannot assess this type of skill well because of their lack of interactivity and inability to capture procedural data. Tools such as MicroDYN and MicroFIN have proved to be trustworthy in assessing complex problem-solving performances in the dynamic environments representing linear structural equations and finite state automata. In contrast to previous studies, this paper introduces a system that assesses how an individual acquires information to solve real-life problems. Specifically, the system investigated whether fifth-grade students could recognize a situation in which additional information is needed, acquire the relevant information, and finally apply it to solve their problems. By running an experiment with a total of 32 fifth-grade students, we found that the students were usually able to recognize situations when they needed additional information. However, students sometimes spent too much time reading irrelevant materials, which was significantly correlated with worse problem-solving performance (r = 0.417, p = 0.018).

In recent years, a number of models concerning problem solving systems have been put forward. However, many of them stress on technology and neglect the research of problem solving itself, especially the learning mechanism related to problem solving. In this paper, we analyze the learning mechanism of problem solving, and propose that when designing Web-based problem solving systems, more attention should be paid to the learning mechanism involved in the problem solving process than to the technology itself. On the basis of that, some new ideas on the design of the problem solving systems are put forward in order to promote the rapid development of the Web-based problem solving systems.

Accommodating to the development of globalization, China witnesses a mounting demand for international business talents who are proficient in both foreign languages and business knowledge and adept at international cooperation and competition in business context. In order to meet this need, Guangdong University of Foreign Studies, taking advantage of its resources in foreign languages and outstanding professional teachers, made a breakthrough in multidisciplinary teaching reform and took initiative to set up the program of International Business Innovation Class in autumn, 2010. In July 2014, it has delivered its first batch of graduates. Hence, it is of great significance to conduct relevant investigations on the teaching mode and practice timely so as to obtain data for assessing its teaching effectiveness and students' satisfaction. Based on empirical study, this paper evaluates three factors: learners' recognition, features and problems of this program, which aims at identifying existing problems in practical teaching, improving teaching quality and students' satisfaction and proposing feasible suggestions to address them. In a broader context, it attempts to provide a quotable paradigm for similar innovation programs or similar institutions' internationalization.

49. Retooling Asian-Pacific Teachers to Promote Creativity, Innovation and Problem Solving in Science Classrooms

This paper reports on a Professional Learning Programme undertaken by primary school teachers in China that aimed to facilitate the development of "adaptive expertise" in using technology to facilitate innovative science teaching and learning such as that envisaged by the Chinese Ministry of Education's (2010--2020) education reforms. The study found that the participants made substantial progress towards the development of adaptive expertise manifested not only by advances in the participants' repertoires of pedagogical content knowledge but also in changes to their levels of confidence and identities as teachers. By the end of the programme, the participants had coalesced into a professional learning community that readily engaged in the sharing, peer review, reuse and adaption, and collaborative design of innovative science learning and assessment activities. The findings from the study indicate that those engaged in the development of Professional Learning Programmes in Asia-Pacific nations need to take cognizance of certain cultural factors and traditions idiosyncratic to the educational systems. This is reflected in the amended set of principles to inform the design and implementation of professional learning programmes presented in the concluding sections of the paper.

In the Western developed world, the language of 21st century competencies, also referred to as 21st century skills or competences, is a powerful means of drawing attention to links between the secondary school curriculum, post-secondary education, and the social and economic imperatives of the developed economies. This paper will analyze different levels and breadth of meaning which serve to define 21st century competencies and skills. In particular, the paper looks at how these transformative expressions have characterized the most recent revision of China's curriculum standards for mathematics in the years of basic education.
